UVAS syndicate approves Rs.2.398 billion budget

LAHORE: JUL 14 -The Syndicate of University of Veterinary and Animal Science Lahore approved Rs.2.398 billion budget for the financial year 2020-21 with focus on innovation, applied research, development, improving facilities for quality of education, services and transfer of technology.

Chairing the 63rd Syndicate meeting, Vice-Chancellor Prof Dr Nasim Ahmad said that focus is on applied research and development projects for further improving the quality of education, research and services at the university. The value of the ongoing 121 research projects is Rs.1.491 billion.

Prof Nasim Ahmad told the meeting that a hefty amount of Rs.564.710 million has been allocated for development projects. Of the total development allocation, Rs 414.710 million will be spent on ongoing projects while Rs.150 million on new projects to be initiated in the financial year 2020-21.

A project “Livestock Sector Development through Capacity Building Allied Research and Technology Transfer University of Veterinary and Animal Sciences (UVAS)” is under process at the Higher Education Commission for funding.

Among the ongoing projects, the Vice-Chancellor said that Rs.200 million have been allocated for “Enhancement of Research Facilities at UVAS Ravi Campus Pattoki”, Rs.156 million for “Establishment of University of Veterinary and Animal Sciences at Bahawalpur”, Rs.24.723 million for “Establishment of Training Centre for Biologics at UVAS Ravi Campus Pattoki”, Rs.18.2 million for “In-service Training Facilities of  Advanced Veterinary Education and Professional Development for Veterinary Professionals”, Rs.15.8 million for “Feasibility Study for the Establishment of Center for Advanced Reproductive Technology in Livestock”.

Earlier, presenting the budget before the Syndicate, Treasurer Mr Muhammad Umar said that the university expects non-development income of Rs.1.791 billion from different sources during the year 2020-21 while non-development expenditure is expected at Rs.1.983 billion, so there is a deficit of Rs.191.544 million.

The Vice-Chancellor said that Rs.880.278 million is expected to be generated by the university from its own sources. About the deficit, he said the university will try to meet the budget deficit by generating more income from its own resources, by increasing its research-based products and diagnostic and clinical services for stakeholders. Special austerity measures will also be adopted to limit the recurring expenditure within available funds, he added.

Earlier, the Vice-Chancellor briefed the syndicate members on various academic, research training, online telemedicine services, online teaching & exams during COVID-19 and university development projects, etc. Prof Dr Nasim Ahmad also lauded the role of budget staff of the UVAS Treasurer’s Office for preparing the budget.

URGENT: 80% of COVID-19 patients have recovered

DUSHANBE, JULY 14  – There are 44 new COVID-19 cases today. The total number of infected individuals is now 6,595. The number of those who could not recover remains unchanged at 55 individuals, reports the Ministry of Health and Social Protection of the Population.

Of the infected group, 5,278 individuals or 80% have recovered.

So far, 184 people suspected of having the virus have undergone medical supervision. Of those 50 people have been discharged in the last 24 hours.

Today, more than 7,500 doctors and 25,000 nurses are involved in the treatment of patients in 85 hospitals throughout the country.

The government and the Health Ministry urge caution while at work and in public places.

The Health Ministry advises all the residents to strictly follow the rules of personal hygiene, wear protective masks, keep a distance of at least 1.5 meters between one another, and in case of onset of symptoms to immediately consult a family doctor or call the hotlines (311 or 511) to consult with a specialist.

Envoy for creating trilateral trade bloc of Pak, Hungary and Turkey

ISLAMABAD, JUL 14 – The All Pakistan Business Forum (APBF) has signed a Memorandum of Understanding (MoU) with the Hungarian Export Promotion Agency (HEPA) to promote trade links through exchanges of business delegations to nurture closer understanding between Pakistan and Hungary.

The All Pakistan Business Forum president Syed Maaz Mahmood inked the MoU on behalf of his association while HEPA CEO Balázs Hendrich represented his agency. The APBF office-bearers who witnessed the signing ceremony included Khurram Niaz Khan, Amir Munir Malik, Amir Barry while Hungarian embassy officials consisted of Ambassador István Szabó, Deputy Head of Mission Tivadar Takács and Dr. István Grafjódi.

APBF president Syed Maaz Mahmood, addressing the ceremony, said the Forum will extend full cooperation and support to strengthen trade and economic ties between Pakistan and Hungary. He said that the Forum through the Hungarian Embassy will arrange B2B meetings, conducting business delegation visits for sector specific match-making and interaction between development initiatives and the stakeholders.

He said that APBF is striving to bring business leaders, chambers and trade associations on a united platform to endeavor for a Pakistan with sustainable growth.

On this occasion, Ambassador of Hungary István Szabó called for creating a trilateral trade bloc of Pakistan, Hungary and Turkey with a view to eliminate barriers to investment among these nations, besides exploiting huge trade potential. He appreciated the efforts of APBF to promote bilateral trade and joint ventures between business community of Pakistan and Hungary. He said that the serious and result oriented work of APBF convinced him to get HEPA engaged with APBF to bring the business communities of the two countries closer.

Both sides agreed to boost bilateral trade and investment through proactive approach and improved engagement.

He said that the Embassy of Hungary in Islamabad has been working on strengthening economic ties with Pakistan and the two countries also signed an Economic Cooperation Agreement in 2017, which laid down the framework of the further cooperation. Based on that, organizing the first session of Joint Economic Commission in the Hungary in Sept 2019 was another milestone of the deepening relations.

He said that the Hungarian Embassy in cooperation with the Pakistan Ministry of Commerce and All Pakistan Business Forum was going to organize a bilateral Business Forum in Lahore but it was postponed due to coronavirus.

Today is another significant event of the economic relations, which shows the two countries commitment to each other. The purpose of the Protocol amending the Tax Convention is to improve the bilateral exchange mechanism of information in accordance with international standards. The Hungarian Embassy does hope that the next step could be the signature of the Agreement for Promotion and Reciprocal Protection of investments.

The Ambassador said that this treaty would have utmost importance for the Pakistani subsidiary of the Hungarian MOL Group, which employs 400 Pakistanis, provides 14% of the country’s electricity need and it is among the 50 largest taxpayers in Pakistan. Since MOL Pakistan was founded in 1999, it has proved its commitment to the people of Pakistan through various welfare activities.

As the Hungarian government is convinced that the best investment is education, it offers yearly 200 scholarships for Pakistani students, which shows Hungary long-term commitment to Pakistan.

ISLAMABAD, JULY 14 –  Sabiha Khanum first lady of the silver screen of her time was paid glowing tribute in an online session arranged by Pakistan National Council of the Arts to recognize her services and contribution towards film industry.

Sabiha who passed at the age 85 in United States last month started her career as a stage artist and soon joined silver screen. Her pair with Santosh Kumar resulted in some of the most memorable films like Ghulam (1953), Gumnam (1954), Qatil (1955), and Sarfarosh (1956). Both the artists became so close to the extent of marriage and became the most adored, romantic couple of film industry.

Her acting, accent, both in Urdu & Punjabi was excellent beyond description. She also holds the credit of making some songs immortal by her unforgettable acting like Payal mein geet hain cham cham key’, ‘Wasta e rab da’ and Ulfat ki nai manzil’.

She also sang two national songs ‘Sohni Dharti’ and ‘Jug Jug Jeeye’, popularity of which never declined. The online session in her honor was aimed to pay tribute to the legendary artist and to enlighten the young generation about the contribution of our iconic heroes, heritage and virsa. Besides her family from U.S.A, a large number of experts, writers, intellectuals and her fans expressed their views on her life art and contribution to the film industry.

She also won Nigar Award for films Saat Lakh-1955, Shikwa-1963, Dewar Bhabi-1967, Sangdil-1981/82 and Eik Gunah Aur Sahi-1975.

Armenia bears full responsibility for provocative actions against Azerbaijan

Actions serve to aggravate tensionin the region

On July 12, 2020, the armed forces of Armenia attempted to attack, using artillery, in order to seize positions in the direction of Tovuz district along the state border between Azerbaijan and Armenia.The attack of the Armenian forces was prevented by retaliatory measures. As a result of the combat, four servicemen of the Azerbaijani army were killedand five others were wounded. The Armenian provocation and shelling of Azerbaijani military positions, as well as civilian populated villagesacross the Azerbaijan-Armenia border from large-caliber artillery and mortars are still continued, till today.

The military analysis of the recent tension in the direction ofTovuzdistrict of the Azerbaijani-Armenian state border shows that the provocation was started by Armenia. Armenia has purposefully prepared itself for this provocation. The Armenian side suddenly started to use artillery, and as a result, the Azerbaijani servicemen were killed. The losses at the Armenian side were caused afterwards – by the retaliatory fire of the Azerbaijani army.

Armenia claimed that Azerbaijan allegedly attacked Armenian positions with a UAZ military vehicle, which sounds very ridiculous and nonsense. Had Azerbaijan wanted to attack Armenia, it would not have used light UAZ military vehicle, but armored fighting vehicles and other destructive heavy military suitable for offensive operations, existing in the disposal of its army.

Armenia’s purpose in committing this provocation was not only to divert attention from the difficult socio-economic situation in the country and the deplorable situation with regard to COVID-19. The aim was also to involve the Collective Security Treaty Organization (CSTO, which includes six countries of the former Soviet Union and does not enjoy any mandate with regard to the resolution of the Nagorno-Karabakh conflict) into the conflict by creating tensions on itsstate border. Armenia is trying to enslave the CSTO countries in its ugly policy and hide itself behind this organization.

Common sense prevailed within the CSTO, and the organization’s scheduled extraordinary Permanent Council meeting on the issue was canceled. The CSTO countries also understand very well Armenia’s insidious intentions.

This provocative act of the Armenian armed forces should be seen as a continuation of the recent actions and statements of the leadership of aggressor state Armenia, which serve to increase tensions in the region. Recently, Armenia was trying to strengthen its military capabilities and was concentrating military equipment near the line of contact, which proves that it had plans to attack military positions of Azerbaijan.Moreover, Armenian armed forces started to open fire on the nearby residential settlementsas well, putting the lives of civilian population under danger.

Armenia has purposefully prepared for this provocative offensive, which aimed to avenge Azerbaijan for its successful counteroffensive military operations in the Nagorno-Karabakh region of Azerbaijan in response to Armenian April 2016 provocations, which resulted with liberation of more than 2000 hectares of Azerbaijani land from Armenian occupation, including the strategically important height of Leletepe and new positions on the Talish Mountain, as well as liberation of 11 thousand hectares of Nakhchevani land of Azerbaijan, including village of Junnut, by Azerbaijan Army, in 2018.

Armenia, which has reflected its aggressive policy in the country’s recently adopted national security strategy, openly demonstrates that it aims to seize new positions and increase tensions in the region instead of eliminating the consequences of the conflict and withdrawing its occupying forces from the internationally recognized territories of Azerbaijan.President of AzerbaijanIlham Aliyev said in this regard: “On the one hand, Armenian leadership appeals to the international community and asks for help to strengthen the ceasefire on the line of contact of the troops, on the other hand, by carrying out military provocations, it seeks to attack the territory of Azerbaijan, seize our positions, expose the civilian population, our villages”.

This provocation by Armenia casts serious doubt on the essence of the negotiations mediated by the OSCE Minsk Group co-chairs (Russia, USA and France) on the settlement of the Armenia – Azerbaijan Nagorno-Karabakh conflict and theimplementation of UN Security Council resolutions which demand immediate, full and unconditional withdrawal of Armenian armed forces from the occupied lands of Azerbaijan.

Plan to Restore the closed Unit Textile city: SBP Governor

in an Meeting here Syed Samar Hussain Executive Director, Muhammad Abid and Ashraf Khan Managing Director Banking Services Corporation were also present during this meeting.

Governor said that the committee will review the entire system to identify the documents which could be skipped. He directed the committee to start work on an immediate basis so that viable suggestions could be presented as early as possible. Regarding banking hours, he said that circular has been issued and all commercial banks will work from 9.AM to 5.30PM from Monday to Friday. ‘’It will not only lessen burden on banks but also facilitate the people’’, he added.

Governor also announced a separate committee headed by Chief Manager SBP Faisalabad. “It will have President FCCI in addition to other elected office bearers of the local trade bodies”, he told and added that this committee will hold its meeting every month and decide problems of local nature there and then. Governor said that yet another Committee will also be constituted to discuss the possible impacts of corona on sick units. “A separate meeting will also be arranged with the owners of these sick units’’, he assured.

Earlier Rana Muhammad Sikandar Azam Khan President FCCI welcomed the incentive package after corona lockdown. He thanked Mr. Reza Baqir for having direct contacts with the stakeholders to resolve their genuine issues. He was also appreciative of his continuous follow up to pass on the benefits of this scheme to the needy segments. “In this connection Chief Manager State Bank Faisalabad has been nominated a focal person to resolve any bottleneck’’, he added.

Regarding sick units, he said that these units were just preparing to restart their operation when

the corona lockdown foiled their sincere efforts. He said that banks should reschedule their loans under the incentive package of SBP. “It will not only help them to create new job opportunities but also contribute their role in national exports” he added.

 Rana Sikandar also thanked Governor SBP for setting up a dedicated Help Desk at FCCI and told that extensive publicity has been made so that maximum people could avail from the incentive package of SBP. FCCI has also written letters to the all elected office bearers of major Trade Associations with a request to convince their members to avail form this Help Desk. President FCCI further made it clear that the Government should focus on filers instead of facilitating the non-filers. “It is necessary to achieve the ultimate objective of the documentation of economy’’, he added. He also thanked SBP for trimming the policy rate to 7% but added the banking spread is so high that it has practically nullified the benefits of Incentive Package. He said being regulator SBP should also fix the maximum ratio of banking spread. He also stressed the need to empower regions to sanction loans and in this connection a committee headed by Chief Manager SBP could also be constituted.

PM Imran Khan greenlights second phase of Kamyab Jawan Program

ISLAMABAD July 14 (DNA) : Prime Minister Imran Khan on Tuesday approved to launch second phase of Kamyab Jawan Program, aiming to provide more opportunities to the youth across the country.

As per details, Special Assistant to the Prime Minister on Youth Affairs, Usman Dar, called on PM Imran Khan to discuss matters related to Kamyab Jawan Program.

During the meeting, PM Imran directed Usman Dar to immediately launch the second phase of the Kamyab Jawan Program. The federal government also released Rs25 billion for phase 2 of the program.

The government has also increased the loan amount for phase 2 from Rs5 million to 20.5 million. The State Bank of Pakistan (SBP) has issued circular to all banks in this regard.
Moreover, the federal government has reduced the markup for the second phase from 6percent to 3%.

On the occasion, Usman Dar said that youths under the program can now get a loan of Rs25 million for business purposes. He said the decision was taken keeping in view the economic challenges due to coronavirus.

“Despite tremendous economic constraints the government allocated Rs100 billion for the youth of this country, the premier also increased the loan quotas from Rs5 million to Rs25 million,” said Dar.

“The government has brought the mark up to its lowest value in the country’s history along with allocating Rs30 billion for skilled based education.”

Earlier, Planning Minister Asad Umar said that Phase-II of PM Kamyab Jawan Programme in collaboration with Ministry of Industries will give loans for the establishment of Utility Stores’ franchises.

It is pertinent to mention here that the Kamyab Jawan Programme was launched by Prime Minister Imran Khan last year in November.

Pakistan condemns Armenian attack on Tovuz

ISLAMABAD: Pakistan has strongly condemned the attack by Armenian forces on the Tovuz district of Azerbaijan which resulted in several Azeri casualties.

In a statement, Foreign Office Spokesperson Aisha Farooqui said we extend our sincere condolences to the bereaved families.

She said the unresolved conflict of Nagorno-Karabakh poses a serious threat to regional peace and security with far-reaching consequences.

The Spokesperson said the recent provocative action is manifestation of the Armenian attempt to distract the international community and hamper the ongoing negotiation process for peaceful resolution of Nagorno-Karabakh conflict as enshrined in the relevant UN Security Council resolutions.

Reaffirming Pakistan’s principled position on the Nagorno-Karabakh conflict, she reiterated Pakistan’s support to the sovereignty and territorial integrity of the Republic of Azerbaijan.

FM Qureshi discharged from hospital after covid recovery

ISLAMABAD July 14 (DNA) : Foreign Minister Shah Mahmood Qureshi said on Tuesday that he has been discharged from a hospital after recovery from the novel coronavirus (Covid-19).

In a statement, he expressed gratitude to all those who sent well wishes and prayed for his swift recovery.

Qureshi said he had called off all meetings after he showed symptoms and went for a test without delay, which turned out to be positive. He added his health condition began improving after his treatment started immediately after the diagnosis.

He said blood plasma of recovered Covid-19 patients was transfused into his body and thanked the Rawalpindi military hospital’s staff for taking his care. “I have returned home and am feeling better,” he said, hoping his second test will be declared negative.

FM Qureshi called on the countrymen not to fret about the highly contagious disease and take precautionary measures to keep the virus at bay. He advised them to check with medics if they show Covid-19 symptoms.

On July 3, Foreign Minister Shah Mahmood Qureshi had tested positive for the novel coronavirus.

The foreign minister, in a Twitter post, said that he underwent the test after feeling a slight fever this afternoon. FM Qureshi maintained that he quarantined himself at his home after his test reports for the virus came out positive.
