Coronavirus vaccine to be available by year’s end: Fauci

The leading US expert on infectious diseases, Dr. Anthony Fauci, predicted on Wednesday the country will meet its goal of a coronavirus vaccine by year’s end and was unmoved by the prospect that China would get there first.

While there are no guarantees, “I feel good about the projected timetable,” Fauci told Reuters in an interview.

His comments follow promising early stage data for the Moderna Inc’s (MRNA.O) coronavirus vaccine, released on Tuesday, that was developed by scientists at the National Institute of Allergy and Infectious Diseases, which Fauci directs.Many experts see a safe and effective vaccine as the only way out of the pandemic that has infected millions and killed more than 575,000 people worldwide.

Fauci said Moderna’s results were especially promising because the vaccine appeared to offer the type of protection seen in a natural infection.

In vaccine development, “one of the things that you hope for is that your vaccine induces a response that’s comparable to a natural infection, because theoretically, the best vaccine you could possibly ever get is a natural infection.”

Moderna’s candidate, which is set to enter the last stage of testing on July 27, is just one of more than a hundred vaccines in development globally, but only one of a few contenders that have earned millions of dollars in backing from Operation Warp Speed, the White House program that aims to deliver more than 300 million doses of a safe and effective COVID-19 vaccine by January.

Fauci, who has become a popular and trusted figure during the coronavirus outbreak, came under criticism from President Donald Trump and some of his Republican allies as Fauci cautioned against reopening the U.S. economy too soon.

Asked how he copes with the attacks on his character and allegiance to the president, Fauci told Reuters, “I don’t let it bother me. What we’re doing with vaccines, what we’re doing with therapeutics, what we’re doing with clinical trials is the real substance,” Fauci said.

India main obstacle towards regional peace: Foreign Office

ISLAMABAD, JULY 16 (DNA) :  Pakistan’s Foreign Office spokesman says that India is the main obstacle towards achieving peace and stability in the region, sending agents such as Kulbhushan Yadav into foreign countries for perpetrating sabotage operations.

Foreign Office spokesperson Aisha Farooqui said that India had approached the International Court of Justice for the release of Kulbhushan Yadav after he was arrested and confessed to committing sabotage activities in Balochistan in 2016.

She said that India’s oppression and barbarism is at its peak in Kashmir, the international community should take notice of innumerable human rights violations in the valley. The Indian Army is deliberately targeting the civilian population which has been under lockdown for over a year. She also urged the international media to speak out against Indian atrocities against the Kashmiris.

Speaking about Pakistanis abroad, Aisha Farooqui said that Pakistanis continue to arrive back in Pakistan from abroad amid the coronavirus outbreak and the government is fully cooperating with them.

Faisal Vawda summoned by ECP in dual citizenship case

KARACHI: The Election Commission Pakistan (ECP) has summoned Federal Minister for Water Resources Faisal Vawda in a case pertaining to his dual citizenship on Thursday.

The petitioners, Advocate Qadir Khan Mandokhel and others had filed a disqualification petition against Faisal Wawda for concealing his dual citizenship, which has now been fixed by the Election Commission for hearing on July 20.

A bench headed by Chief Election Commissioner Sikandar Sultan Raja will hear the petition for which the ECP has directed the minister to appear in person or through a lawyer.

Faisal Wawda had won the 2018 general election from the Karachi’s NA-249 constituency.

Vawda may have committed perjury by falsely declaring in an oath to the Election Commission of Pakistan (ECP) that he did not hold any foreign nationality.

Vawda was in possession of a United States passport at the time he filed his nomination papers on June 11, 2018. The minister remained an American national even at the time the scrutiny of his nomination papers were completed.

The Supreme Court of Pakistan in a past judgment has categorically ruled that candidates who hold dual nationality are supposed to submit a renunciation certificate of the foreign nationality along with their nomination papers.

The same judgment has previously led to the disqualification of various lawmakers, notable among whom Pakistan Muslim League-Nawaz (PML-N) senators Saadia Abbasi and Haroon Akhtar.

Welfare of poor segments focus of PM Imran’s policies: Shibli Faraz

ISLAMABAD: Federal Minister for Information and Broadcasting Shibli Faraz on Thursday said that welfare of the poor segments of the society is the focus of Prime Minister Imran Khan’s policies.

He said this while briefing media about the meeting of National Coordination Committee on Housing, Construction and Development, chaired by PM Imran Khan here in Islamabad.

Addressing a news conference in Islamabad on Thursday, Shibli Faraz said that Rs400 billion construction related projects will be initiated in the last quarter of the current year.

The information minister said Prime Minister Imran Khan is giving special emphasis to the uplift of the construction sector in order to revive the economy.
A project envisaging construction of houses and apartments worth 145 billion rupees will be started on the 20th October, he added.

Shibli Faraz said that government decided to give loans on five percent markup to those constructing five marla houses while for the ten marla houses, the markup rate will be seven percent.

He said additional Rs30 billion have been set aside as subsidy for Naya Pakistan Housing scheme.

The federal minister said the Prime Minister today chaired a meeting of National Coordination Committee which was attended by the country’s prominent investors and builders.

He said the meeting discussed several proposals to uplift the sector including holding international roadshows for construction-related projects in order to attract investment of overseas Pakistanis.

Prime Minister has now decided to hold the meeting of the committee every two or three days keeping in view the importance of the sector, he added.

The information minister expressed satisfaction over the recent auctions of Capital Development Authority saying there is an enabling environment for the construction sector in the country.

Italian envoy lauds Pakistan peace efforts

DNARawalpindi, 16 Jul 2020:  Andreas Ferrarese,  Italian Ambassador to Pakistan called on General Qamar Javed Bawa, Chief of Army Staff (COAS) at GHQ, today.

During the meeting matters of mutual interest, regional security situation and measures to enhance bilateral cooperation were discussed. COAS also offered all possible assistance to ambassador in fight against COVID-19.

Visiting dignitary acknowledged and appreciated Pakistan’s medical assistance and role for peace and stability in region.

President Alvi for research in aeronautics

ISLAMABAD (DNA) –: President Dr. Arif Alvi has underlined the need for undertaking research in the fields of aeronautics and space sciences so as to meet the challenges in the field of space technology. He stated this during a presentation, given by the Vice Chancellor (VC), Institute of Space Technology (IST), Maj Gen ® Rehan Abdul Baqi, at Aiwan-e-Sadr, today.  The meeting was attended by Secretary to the President, Mr. Tariq Najeeb Najmi, Chairman SUPARCO, Maj Gen Amer Nadeem, Director Strategic Plans Division (SPD), Brig ® Abdul Rehman Arif, Registrar IST, Engr Ishaat Saboor Khan and Director IST, Engr Hassan Rana.

The Vice Chancellor (VC) briefed the President about the role and achievements of the Institute. He informed that the Institute offered graduate and undergraduate degree programmes in specialized engineering and space-related disciplines. He said that the IST continued its classes uninterruptedly during the Corona Pandemic by providing online education to the students. The VC apprised the participants about the research activities of the institute and said that IST was equipped with state-of-the-art equipment that was compatible with international standards.

The President asked the management of the institute to increase its outreach to the remote areas of the country and particularly focus on Balochistan, AJK and Gilgit-Baltistan. He emphasized the need for increasing collaboration with well-reputed national and international universities in order to benefit from each other’s experience. He also appreciated the contribution made by IST in the field of space technology.

Experts highlight key measures to boost Services Sector in Punjab

ISLAMABAD: The services sector has a critical importance for any vibrant economy. However, several steps are required to tap the real potential of sector, especially in Punjab. The experts on economy and investment said this while sharing their views with the participants at online consultative dialogue ‘Better Business Regulation for Services Sector in Punjab’ organized by the Sustainable Development Policy Institute (SDPI) here on Thursday.

Mr Sohail Qadiri, Director (Policy) at Punjab Board of Investment and Trade, while citing the examples of Chinese enterprises that are relocating due to higher labour costs are opting for Mekong countries that are known for quick harmonizing their regulatory regime with China. IT parks can help promote IT enabled businesses which are much desired by the Chinese, he said and added that we need to channel our new graduates towards understanding the needs of Chinese services sector and how to integrate in Chinese value chains.

Group Head at the Bank of Punjab, Mr Khawar Ansari, on the occasion informed the participants that banking services are being innovated to respond to the Covid19-related needs of businesses. However, businesses will need to develop a decent history of using banking channels.

“We would like to see that businesses applying for loan have secured their future cash flows,” Mr Ansari said and added further that we need to be more receptive to venture and angel investors.

Dr Vaqar Ahmed, Joint Executive Director, SDPI, while moderating the dialogue shared the findings of the SDPI’s survey with the participants and said that services sector in Punjab is finding it hard to grow due to difficult access to business premises. Besides, rental spaces; fragmented tax regime demanding compliance with over 3 dozen taxes; and difficulties in accessing running finance and fixed investment sources particularly in Covid19-times, he added.

He said that some other challenges affecting sustainability of services sector firms include  weak access to public procurement opportunities, inadequacy of e-commerce, online and digital payments infrastructure as well as weak linkages with regional and global value chains; and arbitrary imposition of labour, municipal, and environmental laws. He hoped that the government will soon initiate a trade-in-services agreement with China which can bring down costs for Pakistani firms wishing to integrate with Chinese services sector and services sector economic zones under CPEC will be expedited.

Imran Jattala, Director (Innovation) at Lahore Garrison University, was of view that the knowledge of building services businesses and scaling it up is limited to select family groups in Pakistan. The National Incubation Centers but we need more such centers in second-tier cities of Pakistan.

Senior Research Fellow at Punjab Economic Research Institute (PERI) Dr Shehzada Naeem, asserted that the provincial government is trying to improve engagement with business associations to better understand the needs of the private sector in the wake of Covid19.  To boost productivity in the services sector, he emphasized on the importance of improving Pakistan’s ranking in ICT adoption and logistics indicators which are closely watched by foreign investors.

Ms Mahnoor Arshad, researcher on issues faced by women-led enterprises, was of opinion that women-led enterprises have been the hardest hit during Covid19. She said that the learning needs of women businesses need to be explored in after-Covid19 scenario including orientation to online ways of doing business and overcoming constraints to mobility and attracting investors during the pandemic.

Earlier, Mr Ahad Nazir, Head SDPI Center for Private Sector Engagement sharedhis insight on the impacts of Covid19 on the business including the Services Sector and said that the Federal government should streamline regulatory environment whereas e-commerce and cluster based services sector development should be promoted in Punjab.

ECP scrutiny committee meets to probe PML-N’s foreign funding

ISLAMABAD: The scrutiny committee of the Election Commission of Pakistan (ECP) met on Thursday to investigate the Pakistan Muslim League-Nawaz’s (PML-N) foreign funding.

Advocate Jahangir Jadoon, representing the PML-N, and MNA Farrukh Habib, who moved the application before the commission seeking a probe into the opposition party’s foreign funding, appeared before the committee.

Jadoon informed the committee that all relevant details of the party’s accounts and funds it received have been furnished before the ECP and demanded that the committee complete its probe sooner than later.He stated that his client didn’t get funds from prohibited sources.

The ECP scrutiny committee directed the PML-N lawyer to appear on July 24.

Speaking to the media outside the ECP, Farrukh Habib said the PML-N has failed to provide CNICs of its donors. He claimed the party used its accounts for money laundering, adding the ECP will write a letter to the State Bank of Pakistan (SBP) for provision of details of the party’s accounts.

Last year in Nov,  the Election Commission of Pakistan (ECP) had launched an investigation against Pakistan Peoples Party (PPP) and the Pakistan Muslim League-Nawaz (PML-N) over allegations of foreign funding.

Pakistan Tehreek-e-Insaf leader Farrukh Habib filed a petition against the PPP and the PML-N at the ECP.

‘No profit’ COVID-19 drugs promised to low-income countries

ZURICH: Novartis’s Sandoz division will not make a profit on 15 generic drugs it is making available to developing countries to treat symptoms of COVID-19, the Swiss drugmaker said on Thursday.

Novartis said it would provide medicines ranging from antibiotics and steroids to diarrhea pills to 79 countries on the World Bank’s list of low- and lower-middle income nations.

The Basel-based drugmaker plans to maintain the zero-profit programme until the pandemic ends or a vaccine or cure is found, Novartis Global Health Chief Operating Officer Lutz Hegemann said in an interview.While Novartis has not seen supply-chain shortages despite increasing demands for COVID-19 medicines, Hegemann said this new programme aimed to help to keep vulnerable healthcare systems in Africa, Asia, South America and European countries Ukraine and Moldova from becoming overloaded.

“We shouldn’t underestimate the stress that COVID puts particularly on fragile health systems,” Hegemann told Reuters, adding Novartis hopes to work with health authorities, faith-based organisations and NGOs to eliminate big markups.

“We are not targeting classical commercial distribution channels, but very direct channels, to influence that to the extent we can,” he said.

Novartis’s brand-name drugs have had little application in treating the new coronavirus, but Sandoz generics are among medicines commonly used to treat symptoms of those hospitalised.

The list includes antibiotics amoxicillin, ceftriaxone, clarithromycin, vancomycin and levofloxacin, steroids dexamethasone, prednisone and prednisolone, gout treatment colchicine, heart failure drug dobutamine, antifungal fluconazole, blood thinner heparin, anti-diarrhea drug loperamide, reflux medicine pantoprazole and lung drug salbutamol.

Its malaria generic, hydroxychloroquine, is not included after some COVID-19 trials concluded it did not work and the United States cancelled emergency authorisation, though Novartis continues to provide it for trials and on government requests.

Hegemann did not give specifics on the drugs’ eventual costs, compared to commercial prices. The drugs have been around for decades and are comparatively cheap to make.

South Sudan leader Salva Kiir reshuffles cabinet

South Sudan’s President Salva Kiir has conducted a mini cabinet reshuffle, the first since the formation of a national unity government in February.

President Kiir appointed Deng Alor Kuol to the vacant East African affairs ministry, replacing the late John Luk Jok, who died last month.

Mr Alor has served in various senior government positions since the signing of the Comprehensive Peace Agreement (CPA), which ended the war with Sudan in 2005 before South Sudan seceded.

President Kiir also relieved Denay Jock Chagor from his position as minister of higher education, science and technology and appointed him governor for Jonglei State.

Mr Chagor was replaced by Gabriel Changson, a member of South Sudan Opposition Alliance (SSOA).

The appointments were announced on state-owned radio and television on Wednesday night.
