DNA

ISLAMABAD, July 24 : Three Beijing NGOs donated 20,000 medical masks to Pakistan to help the country fight against the COVID-19 pandemic, Gwadar Pro reported on Friday.

The masks, donated by Beijing People’s Association for Friendship with Foreign Countries (BPAFFC), China NGO Network for International Exchanges (CNIE) and Beijing Minhe Foundation for International Exchanges have been delivered to Pakistan on a chartered flight arranged by the Embassy of Pakistan in Beijing, and handed over to All Pakistan-China Friendship Association (APCFA).

At the very beginning of the COVID-19 outbreak, the Pakistani government and people have made all-out efforts to donate prevention materials to China, an official with BPAFFC said.

“We are very grateful for Pakistan’s help”, the official said, adding that this once again proves that China and Pakistan are good friends who stay together in difficult times and good brothers who share happiness and sadness.

This donation is also an important part of the “Silk Road anti-epidemic joint action”, which once again highlights the efforts of China’s non-governmental forces in the international cooperation on epidemic prevention and control.

Pakistan registered its first COVID-19 patient in the end of February, and the cases saw a spike in the following months. According to the recent figures by the country’s health department, Pakistan has 269,190 confirmed cases and it registered over 5,700 deaths across the country, the report added.

Govt to share amendments in NAB law with opposition today

ISLAMABAD : The government is expected to share its proposed draft of amendments in the National Accountability Bureau (NAB) laws with the opposition in a meeting expected to be held today.

A meeting between the opposition parties and the government has also been called to review the proposed changes.

“The government has its own, and the opposition has its own stance,” said Foreign Minister Shah Mahmood Qureshi, adding that the two will sit together and discuss the law.

He added the government will move on after listening to their point of view.

The meeting comes as the opposition parties have united in demanding the abolishment of NAB but the ruling party has to find consensus to deal with the anti-graft body that greatly helped the government in achieving its target to “target the opponents.”

Both PML-N and PPP have called for the shutting down of NAB following a damning judgement of the Supreme Court in Paragon Housing Scheme.

SC slams NAB’s utter disregard for law

The Supreme Court on Monday in its detailed verdict on a bail petition filed by PML-N leaders Khawaja Saad Rafique and Khawaja Salman Rafique in the Paragon Housing Society case highlighted severe lapses in due process and legal procedure by NAB.

In the detailed, 87-page ruling, penned by Justice Maqbool Baqar, the court highlighted the definition and purpose of bail as well as due process in criminal cases.

According to the judge, it was unfortunate that “even after 72 years since the creation of our country, and despite 47 years since the adoption of the Constitution, we have not been able to realize the spirit and essence of the ideals set out therein”.

Justice Baqar went on to say that the present case was “a classic example of trampling fundamental rights, unlawful deprivation of freedom, and liberty and the complete disregard for human dignity as guaranteed by the Constitution”.

The judge also slammed NAB over various actions and processes, saying its “conduct throughout this case is a clear manifestation of their utter disregard for the law, fair play, equity and propriety”.

Mike Tyson to make boxing comeback at age 54 against Roy Jones

Los Angeles: Mike Tyson, the former world heavyweight champion who retired in 2005, said Thursday he will make a comeback at age 54, fighting Roy Jones Jr. on September 12 in Los Angeles.

On his Legends Only League website, Tyson announced the eight-round exhibition bout against Jones, a 51-year-old fighter who briefly held the heavyweight title and has fought consistently into his 50s.

“It’s just going to be amazing,” Tyson said on a video call on ESPN.

Tyson shrugged off any notion of danger for serious injury for himself or Jones, saying that California rules will require they both wear headgear for the fight.

“We’re both accomplished fighters,” Tyson said. “We know how to protect ourselves. We’ll be alright.”

Tyson finished 50-6 with 44 knockouts while Jones, who last fought in February 2018, is 66-9 with 47 knockouts.

Tyson vowed it would be competitive rather than for show — “we’re showing our skills and fighting” — and said he wants to recapture the fearsome form he once displayed.

“It’s 100% of it looking to be Mike Tyson in the ring,” Tyson said. “I’ve got one speed — forward.”

In a battle for the aged, Tyson said he wants to show older can still mean exciting in the sports realm.

“It’s because I can do it and I believe other people believe they can do it,” Tyson said. “We aren’t washed up. Somebody says over-age is washed up but they have a bigger fan base than the guys who are training now.”

Tyson envisions elder statesmen events of mixed martial arts and NBA fame, mentioning such former NBA stars as Dennis Rodman and Allen Iverson.

Tyson became the youngest heavyweight champion in history at 20 years and four months when he stopped Trevor Berbick in the second round in 1986 to win the World Boxing Council crown.

Within a year, Tyson was the undisputed champion and dominated the division, earning his nickname as “The Baddest Man on the Planet” and going 37-0.

But in February 1990 at Tokyo, Tyson suffered a 10th-round knockout at the hands of James “Buster” Douglas in a stunning upset.

 ‘Taken care of my body’

He was arrested for rape in 1991 and convicted in 1992, serving three years in prison before his 1995 release and return to the ring.

Tyson regained the title but lost twice to Evander Holyfield, disqualified the second time for biting his rival’s ear, earning a suspension that kept him sidelined for 18 months.

He had one last chance at the heavyweight crown, losing to Britain’s Lennox Lewis in 2002, and retired after six rounds against Kevin McBride in 2005 in his final fight, days shy of his 39th bithday.

“I’ve been through some experiences and now I’m back here,” Tyson said. “I’ve taken care of my body.”

Jones has done much the same since winning his first middleweight title in 1993 and rolled through the super middleweight and light heavyweight ranks at 49-1 before dropping three fights in a row in 2004-2005.

His championship run included a 2003 victory over John Ruiz for the World Boxing Association heavyweight title, a crown he never defended before rejoining the light heavyweight ranks.

Jones fought at least once a year into 2018 but has spent more time as a commentator than fighter in recent years.

Political leadership, community engagement vital for COVID-19 response: WHO chief
World Health Organization (WHO) has highlighted that political leadership and community engagement are the two vital pillars of the response to COVID-19.

Talking during a virtual press conference, WHO Director-General Tedros Adhanom Ghebreyesus said that although all countries have been affected, intense transmission has been seen in a relatively small group of countries.

He said almost 10 million cases, or two-thirds of all cases globally, are from 10 countries, and almost half of all cases reported so far are from just three countries.

According to WHO, the three countries that were hit the hardest by the COVID-19 are the United States, Brazil and India.

Cuba makes its clinic in La Paz available to the Bolivian people

Havana :  The Bolivian de facto authorities publicly informed that the facility known as “Clínica del Colaborador” (Cooperation Workers’ Clinic), which is owned by the Republic of Cuba and had been raided by law enforcement authorities on November 15, 2019, would be fitted out to assist Bolivian COVID-19 patients.

This unilateral decision, which is portrayed as a humanitarian gesture, is a violation of the rights of the Republic of Cuba as the legal owner of the aforementioned facility and has been preceded by a complete disregard for the rules of International Law and the relentless campaigns of lies and distortions against Cuba, particularly targeting the medical cooperation that our country offered to Bolivia, which was denounced by this Ministry in a declaration issued on January 25, 2020.

It must be recalled that in November of 2019, the Bolivian authorities, acting under the guided and with the support of the US embassy in La Paz, arrested several Cuban health cooperation workers under false allegations and searched and raided their houses while publicly inciting violence against our health personnel. That campaign has not stopped and has been used instead for domestic electoral purposes.

The facility that houses the Cooperation Workers’ Clinic was purchased and extended by the Cuban State, strictly abiding by the Bolivian legislation. It is located at Number 163, 22nd Street, at the corner of Enrique Herson, in the area of Achumani in La Paz.  According to Resolution 0410 of April 4, 2007 of the Ministry of Health of Bolivia, by the powers vested by Law No.3351 of February 21, 2006, that Ministry authorized the operation of that medical center to assist the Cuban professionals who were offering their cooperation in the areas of health and education.

The facility includes a two-storied house plus a three-storied structure that was built afterwards as an extension of the former one. Inside that small facility there are 13 hospital beds: 6 for hospitalized patients; 4 for patients under observation and 3 for patients requiring intensive care. It was part of the 158 health facilities in which, by virtue of the Scientific and Technical Cooperation Agreement in the Area of Health signed by Cuba and Bolivia in 1985 and its subsequent updates, 18 015 Cuban health professionals offered to the brother people of Bolivia a total of 73 557 935 medical consultations; 1 533 016 surgeries –of them 727 000 eye surgeries-, and assisted 60 792 child deliveries.  Besides, as a result of that cooperation, 5 184 Bolivian youths have graduated from Medicine in our country.

In Bolivia, the Cuban health cooperation workers offered their services in 34 Community Comprehensive Hospitals, 119 Community Comprehensive Centers and 5 Ophthalmological Centers, scattered around the 9 departments, 28 provinces and 42 municipalities of that country.

After the aforementioned raid, the acting Bolivian authorities have arbitrarily prevented the Cuban embassy personnel from accessing the Clinic.

The Cuban government has called for the immediate restoration of its rights as the legitimate owner of the aforementioned facility via diplomatic notes No. 1079/20, of the Ministry of Foreign Affairs of the Republic of Cuba of April 13, 2020; and No. 26/20 of the Cuban embassy in La Paz of June 18 of 2020 respectively without having received any response whatsoever.

We have closely followed the tragic situation facing the brother people of Bolivia ,which are suffering because of the more than 60 000 infected  persons and more than 2 000 fatalities as a result of the SARS-CoV-2 – COVID-19, according to official data. The Bolivian health system has not been able to efficiently cope with this pandemic and is now on the verge of collapse. Unfortunately, medical doctors and other health staff have been infected and died, among them several Bolivian youths who had graduated from the Latin American Medicine School in Cuba and proudly fulfilled their duty.

In that context, numerous Bolivian organizations and private citizens have addressed Cuba, either privately or publicly, requesting the support of Cuban medical personnel as well as medicines that have proven to be effective in patients infected with the virus.  Many have remembered the contribution that would have been made by the Cuban Medical Brigade that was offering its services in Bolivia until the coup d’état.
The generous Cuban people do not renounce its altruistic vocation.  Aware of the fact that the combat against the COVID-19 pandemic requires joint and urgent cooperation and solidarity efforts, and without renouncing its right as a legal owner of the Cooperation Workers’ Clinic, the Cuban government makes it available to the brother people of Bolivia so that it can be used to assist COVID-19 patients for as long as this crisis generated by this pandemic lasts in Bolivia.

PPP finalises amendments in NAB law: sources

ISLAMABAD: Pakistan People’s Party (PPP) has finalised amendments in the National Accountability Bureau (NAB) laws, citing sources.

The PPP chairman is having an consultation with the party leaders on the NAB laws in Islamabad, sources said.

Senior party leaders including, Sherry Rehman, Mustafa Nawaz Khokhar, Farroq H Naek and other leaders are attending the meeting. Naek is giving briefing to the party leaders on the amendments in the NAB laws. The deadlock between the government and the opposition on NAB has persisted for the past many months.

In a recent meeting of parliamentary leaders with Speaker National Assembly Asad Qaisar, opposition leaders had told the government that they only cooperated in the process of non-controversial legislation.

In April, the government said it had prepared a draft amendment to the NAB Ordinance which states that matters related to taxes and duties will not come under the bureau.

According to the amendment, the cases handled by the federal and provincial regulatory bodies would also not fall under the jurisdiction of NAB once the formal approval for changes to the law has been given.

Strengthening LEAs response to COVID-19 in Pakistan

United Nations Office on Drugs and Crime (UNODC) Country Office Pakistan, in collaboration with the National Counter Terrorism Authority (NACTA) under the framework of Pakistan’s Action to Counter Terrorism (PACT) project hands over 25,000 (PPE) kits to NDMA

Mahnoor Ansar

ISLAMABAD: United Nations Office on Drugs and Crime (UNODC) Country Office Pakistan, in collaboration with the National Counter Terrorism Authority (NACTA) under the framework of Pakistan’s Action to Counter Terrorism (PACT) project handed over 25,000 Personal Protection Equipment (PPE) kits to National Disaster Management Authority (NDMA).  These kits were procured with the generous financial support of the European Union. A ceremony was held at NDMA in which representatives from UNODC, EU and NACTA attended. Each kit includes a protective suite, KN-95 mask, latex gloves, face shield and a hand sanitizer in addition to a guideline note for its use.

With restrictions being eased across the country, there has been an increase in COVID-19 cases in the last few months which is posing challenges for the front-line responders including law enforcement agencies as they remain involved in both prevention and response through law and order duties, data collection, testing, tracing, and enforcing quarantine measures. Due to limited preventive gear and lack of awareness amongst Police officials in provinces we are witnessing an increase in number of confirmed cases and deaths amongst them.

As a response to COVID-19, UNODC prioritized support to the law enforcement agencies in the two provinces in agreement with NACTA and the EU. With the delivery these kits, UNODC would simultaneously launch a targeted awareness campaign to sensitize the law enforcement and criminal justice stakeholders on the risks and prevention measures against COVID-19 through printing of posters, delivery of information, education material for police stations, general public and courts, short animated videos and public service messages on social media platforms and radio stations.

In his opening remarks of the handover ceremony, Dr. Jeremy Milsom, UNODC Country Representative said that with the emergence of COVID-19 the law enforcement agencies in the country are facing unique health related challenges unlike ever before and we are pleased to have partnered with the EU and NACTA for delivering this meaningful support at this critical juncture. He also highlighted that UNODC has developed a comprehensive COVID-19 support policy document for Pakistan based on principles of partnership, inclusiveness, gender mainstreaming and promotion of human rights to ensure “no-one is left behind”.

Ms. Anne Marchal, European Union Chargé d’Affaires a.i., added that this action illustrates the EU support to Pakistan in fighting the COVID-19 pandemic and its agility in repurposing on-going projects to meet the needs of the hour. In total, the EU has mobilized some 150 million Euros (26 billion PKR)  to address the short and medium term response to the Pandemic in Pakistan, by strengthening the preparedness of Pakistan’s people for its social and economic impact, with a specific focus on the most vulnerable.

As a longstanding friend and partner of Pakistan, the European Union stands side by side with Pakistan as the country faces the extraordinary challenge of the COVID-19 pandemic. The EU is convinced that the global pandemic requires global solidarity and cooperation.

Asif Saifullah Paracha, Member Policy, NACTA in his remarks acknowledged the value of today’s contribution and reiterated NACTA’s commitment in facilitating such support for law enforcement agencies in the future. He also lauded the efforts of NDMA in coordinating and delivering support across the country to overcome the challenges posed by COVID-19.

At the end of the handing over ceremony, Lieutenant General Muhammad Afzal, Chairman NDMA appreciated the support of EU and UNODC and highlighted upon the steps which NDMA is taking to curtail the spread of COVID-19 in the country in partnership with federal and provincial stakeholders. We are glad to receive the kits here today and without any delay NDMA would ensure delivery of these kits to identified recipients in Khyber Pakhtunkhwa and Sindh.

In consultation with NACTA it was agreed to distribute 10,000 kits Khyber Pakhtunkhwa Police, 7500 kits to Sindh Police, 2500 kits for the prosecution and judicial officials in Sindh while the remaining 5000 to NDMA.
