Second review meeting of Afghan-Pak action plan for peace and solidarity held in Kabul

ISLAMABAD, AUG 31 – On the invitation of Government of Afghanistan, Foreign Secretary Sohail Mahmood visited Kabul at the head of the Pakistan delegation comprising senior officers for the second review meeting of the Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS). The Afghan side was led by Deputy Foreign Minister Mirwais Nab.

During the meeting, the entire spectrum of bilateral relations was reviewed. Highlighting the importance of Pakistan-Afghanistan relations, the Foreign Secretary underlined that these historic and fraternal ties were reinforced by a shared desire for regional peace, stability and prosperity. The relationship was further strengthened through regular exchanges at the highest level and through myriad bilateral mechanisms, particularly APAPPS. Despite the challenges posed by Covid-19, the Foreign Secretary said, Pakistan had opened the border crossings with Afghanistan to facilitate bilateral and transit trade as well as pedestrian movement.

The Foreign Secretary reiterated Pakistan’s abiding commitment to a peaceful, stable, united, sovereign and prosperous Afghanistan. He reaffirmed Pakistan’s steadfast support for the Afghan peace process and reiterated that there was no military solution to the conflict in Afghanistan. An inclusive, broad-based and comprehensive political settlement was the only way forward. Pakistan looked forward to the earliest commencement of Intra-Afghan Negotiations. The Afghan stakeholders must seize this historic opportunity, work together constructively, and secure an Afghan-owned and Afghan-led negotiated solution for durable peace and stability in Afghanistan and the region. Noting that the coming phase would be challenging, the Foreign Secretary cautioned against the role of ‘spoilers’ and stressed that perseverance and unflinching commitment would be indispensable for a successful outcome.

The five Working Groups held in-depth discussions on key tracks of the relationship. In the Politico-Diplomatic Working Group, the Pakistan side focused on strengthening bilateral relations through regular high-level exchanges, increased institutional engagement, utilization of existing mechanisms including APTECA and JEC, enhanced economic partnership, and intensified people-to-people exchanges.

Under the Economic Working Group, Pakistan reaffirmed its commitment to expand bilateral trade through facilitation and liberalization measures and expressed its readiness to commence negotiations on a new Afghanistan-Pakistan Transit Trade Agreement (APTTA).

The Refugee Working Group discussed all aspects pertaining to the Afghan refugees in Pakistan. The Pakistan side reiterated that the peace and reconciliation process offered a unique opportunity to address the return of Afghan refugees to their homeland with dignity and honour. A time-bound, well-resourced roadmap was important in this regard.

Under the Military-to-Military and Intelligence Cooperation Working Groups, detailed discussions were held on all relevant matters, with emphasis on regular exchanges and closer collaboration.

The two sides reiterated their commitment to optimally utilize APAPPS to deliberate on all key issues, effectively address common challenges, and pursue new opportunities. It was agreed to enhance the frequency of APPAPS review meetings and increase mutual interaction among the various Working Groups. It was decided that the next (3rd) review meeting will be held in Pakistan, the dates for which will be worked out through diplomatic channels.

Prior to the review meeting, the Foreign Secretary and the delegation members called on Acting Foreign Minister H.E. Hanif Atmar. The Foreign Secretary conveyed greetings on behalf of the leadership and people of Pakistan. He also conveyed sympathies and condolences over the loss of precious lives due to Covid-19 and the human and material losses caused by heavy rains and flash floods in Parwan province. During the meeting, ways and means were discussed to enhance Pakistan-Afghanistan bilateral cooperation and strengthen endeavours in support of the Afghan peace process.

APAPPS was established in 2018 to provide a comprehensive and structured framework for institutional engagement in diverse areas of bilateral cooperation between Pakistan and Afghanistan. The framework comprises five Working Groups focused on Politico-Diplomatic, Military-to-Military Cooperation, Intelligence Cooperation, Economic Cooperation, and Refugee Issues. The first review meeting was held in Islamabad on 10 June 2019.

Attock again witness upward trend in covid-19 positive cases

ATTOCK, AUG 31 (DNA) – After a brief low graph of novel COVID-19 positive cases in district Attock, the number of positive patients again escalating as five more patients were tested positive raising the tally to 615.

The official data of the respective health authorities confirmed on Monday.

According to the health authorities although new positive cases are being reporting, the number of recovered patients is also increasing with each passing day as 563 patients were recovered from this deadly disease across the district.

According to District Attock focal person for Covid-19, Dr Asif Arbab Niazi the new cases were reported from various parts of the district including city, Hazro and Pindi Gheb.

He said that number of active patients in the district are 28 in which 26 are home isolated while two other are under hospitalization.

Mr Niazi further said that the number of suspected cases in the district is 8384 while screening of as many as 11883 persons has also carried out so far.

He said that result of as many as 1418 suspected patients of the area is awaited. He said that as many as 6353 persons are tested negative so far. DNA

NAB Chairman approves rotation/transfer policy for employees

ISLAMABAD, AUG 31 (DNA) – Justice (RETD) Javed Iqbal, Chairman NAB has approved rotation/transfer policy for NAB Employees. The salient features of rotation policy are that normal tenure of posting of an employee (BS-16 and above) on a particular station shall be three years and will excedue five years in any case.

However, continuation of an employee on the same station beyound or below the normal tenure will require concurrance of the comptent authority.

Moreover, normal tenure of posting of asn employee (BPS-16 and above) at NAB Balochistan and NAB Rawalpindi’s Sub Office Gilgit Baltistan shall be two years.

The stay of an employee at Gilgit Baltistan will not be counted in his stay at NAB Rawalpindi, which can be extended by the competent in NAB interest. DNA

Foreign Minister: Azerbaijan’s all occupied territories to be liberated

All occupied territories of Azerbaijan, including Gubadly, will be liberated and local Azerbaijanis will return to their homes, Foreign Minister Jeyhun Bayramov has said.

Bayramov made the remarks in a post shared on his Twitter page on Augsut 31 that marks the anniversary of the occupation of Gubadly by Armenian forces.

“27 years without Gubadly. The district occupied on 31 August 1993 by armed forces of Armenia, and Azerbaijani population were ethnically cleansed. All occupied territories of Azerbaijan, including Gubadly, will be liberated and local Azerbaijanis will return to their homes!”, Bayramov’s post reads.

It should be noted that as a result of the occupation, 238 Gubadli residents were killed, 316 were become to be disabled persons and more than 100 people were missing as a result of the occupation, adding that the administrative centre and 93 villages of the region were completely destroyed and looted, over 40,000 Gubadli residents became internally displaced persons.

Azerbaijan and Armenia are locked in a conflict over Azerbaijan’s Nagorno-Karabakh breakaway region, which along with seven adjacent regions was occupied by Armenian forces in a war in the early 1990s. More than 20,000 Azerbaijanis were killed and around one million were displaced as a result of the large-scale hostilities.

The OSCE Minsk Group co-chaired by the United States, Russia and France has been mediating the Armenian-Azerbaijani conflict since the signing of the volatile cease-fire agreement in 1994. The Minsk Group’s efforts have resulted in no progress and to this date, Armenia has failed to abide by the UN Security Council resolutions (822, 853, 874 and 884) that demand the withdrawal of Armenian military forces from the occupied territories of Azerbaijan.

FM Qureshi greets Malaysian govt, people on ‘Merdeka Day’

ISLAMABAD, AUG 31 (DNA) – Foreign Minister Shah Mahmood Qureshi took to Twitter on Monday to greet the government and the people of Malaysia on the country’s Independence Day.

“Selamat Hari Merdeka to the Government and the people of Malaysia,” he wrote on his official social media account. FM Qureshi said, “Pakistan looks forward to forging closer cooperation in the days to come and to strengthening the relationship between our two countries.”

Prime Minister Imran Khan had paid a two-day official visit to Malaysia earlier this year, during which the two countries signed a number of pacts to enhance bilateral cooperation and trade in various fields.

The prime minister and his then Malaysian counterpart Mahathir Mohamad had also agreed to build a strong economic partnership and work together on issues affecting the Muslim Ummah. =DNA

Hafeez Shaikh chairs meeting on SOEs

ISLAMABAD, AUG 31- Adviser to Prime Minister on Finance and Revenue Dr. Abdul Hafeez Shaikh chaired the meeting of Cabinet Committee on State Owned Enterprises (SOEs) here at the Cabinet Division.

The Adviser was given a detailed briefing on the triage of State Owned Entities. The triage was undertaken for  i) Liquidation, ii) Privatization and iii) Retention under government ownership, on the basis of economic rationale and financial performance of SOEs. The CCoSOEs discussed in detail the proposed SOEs for retention, privatization and for restructuring. The Advisor directed that the list should be reviewed and revisited till the next meeting and a new category may be introduced in the list where ownership may be retained by the government and the entity can be operated by the private sector for better management.

A draft Law on the State Owned Enterprises was also discussed in the meeting. The Adviser directed that the law may be reviewed further in consultation with the line Ministries/Divisions and the Law Division.

There was also a proposal on the Forensic Audit of the Major Loss Making SOEs on the instructions of the Prime Minister. The Chair directed that before taking a final decision on the proposed forensic audit, detailed information on the following aspects may be shared with CCoSOEs in its next meeting; (i) the availability of sufficient forensic audit expertise within AGP, (ii) the estimated cost in case the audit is to be outsourced to leading audit firms, (iii) the proposed time duration of forensic audit, and (iv) a proposed list of loss-making entities for forensic audit. He further advised that line Ministries/Divisions may also be consulted to select the companies and that the companies may not be concentrated in a particular sector. He instructed that these proposals need to be finalized by the next meeting of the CCoSOEs.    

Pakistan, China to sign MoU to promote literary relations

ISLAMABAD, AUG 31 (DNA) – Pakistan and China will sign formal Memorandum of Understanding (MoU) to promote literary relations between two countries.

The development took place during a meeting between Mr. Zhang Heqing the cultural Counselor of Chinese Embassy in Pakistan and Chairman Pakistan Academy of Letters Dr. Yusuf Khushk in Islamabad on Sunday.

The meeting discussed promotion of literature and cooperation between two friendly neighboring countries possess rich cultural heritage and powerful literary traditions.

The Chinese cultural Counsellor Zhang Hewing appreciated role of Pakistan Academy of letters in extending cultural and literary ties with China.

Speaking on the occasion, Chairman Pakistan Academy of Letters Prof. Dr. Yousuf Khushk said cultural and literally relations between two countries will be enhanced through writer to writer contact and intellectual exchanges through translations and other literary events.  =DNA

Pakistan, Qatar enjoy excellent cooperation at multilateral forums: Sanjrani

ISLAMABAD, AUG 31 (DNA) – Chairman Senate Sadiq Sanjrani has said that Pakistan and Qatar enjoy cordial relations and both sides have stood together in testing times.

Chairman Senate expressed these views  during a meeting with the Ambassador of Qatar Sheikh Saoud bin Abdulrahman bin Faisal Al-Thani, here at Parliament House on Monday.

Sadiq Sanjrani said that with improved security situation, investment opportunities have increased manifold in Pakistan especially in Gwadar region and the projects included in the CPEC.

He said that an increase in the parliamentary relations and exchange of delegations would be instrumental to explore the opportunities for economic cooperation and would pave the way for enhanced bilateral trade between Pakistan and other countries.

“Pakistan and Qatar enjoy excellent cooperation at bilateral and multilateral forums including Inter Parliamentary Union (IPU) and Asian Parliamentary Assembly (APA)” Senate Chairman observed.

Chairman Senate also informed the Ambassador of Qatar about the human rights violations being committed by Indian forces in illegally occupied Kashmir.

He said that Indian occupying forces have brutally murdered innocent Kashmiris and have turned the occupied valley into an open jail blatantly violating all the human rights conventions.  He called upon the global community to take notice of human rights violations being committed by Indian forces in the occupied valley.

Speaking to the Ambassador of Qatar, Chairman Senate Sadiq Sanjrani said that there is good opportunity for Qatar to invest in infrastructure related projects in Gwadar.  He said that CPEC Projects also offers many investment opportunities and Pakistani government would facilitate the investors from Qatar.

Chairman Senate said that there is need to further boost the parliamentary linkages between the two countries He said that exchange of business delegations would be beneficial to boost the existing trade as the existing economic cooperation is not in accordance with the potential available to enhance bilateral trade.

He said that there is enormous potential for investors in energy, infrastructure development and mining besides other sectors in Balochistan.

Chairman Senate observed that Pakistan wants to see the region prosper economically.  He said that peace and development are our priorities and Pakistan remains committed to promote ideals of peace for achieving sustainable development.

Regarding pandemic, Chairman Senate observed that nations have suffered across the globe.  He said that the emerging scenario needs holistic approach to cope with challenges posed to the world.  He called for making joint efforts to overcome the pandemic.  He said that developing region has suffered the most due to fragile health sector and scarce resources.

Ambassador of Qatar thanked Senate Chairman for the warm welcome at Parliament.  He said that Qatar places its relationship with Pakistan at high esteem and desires to further expand mutual cooperation in diverse sectors. DNA

Pakistan, UAE agree to boost cooperation in diverse fields

ISLAMABAD, AUG 31 (DNA) – Ambassador of United Arab Emirates (UAE) Hamad Obaid Ibrahim Salem Al Zaabi met Chairman Senate Sadiq Sanjrani on Monday.

Ambassador said that Pakistan and UAE enjoying cordial bilateral relations based on shared values and traditions.

The existing economic cooperation needs to be enhanced in line with tremendous potential for trade and business between two countries.

He said that exchange of Parliamentary delegations would steer the agenda to enhance bilateral ties and economic relationship.

He said that UAE can benefit from the improved security situation in Pakistan and invest in different sectors to boost the trade and economic ties.

He said that UAE investors can benefit for investment opportunities in CPEC projects and Gwadar Region.

He called for exchange of delegations of the business community to increase the trade volume between two countries.

The Ambassador of UAE stressed for further boosting cooperation in different sectors through enhanced parliamentary interaction. DNA

Pakistan keen to strengthen ties with Azerbaijan: President

ISLAMABAD, AUG 31 –  President Arif Alvi has that Pakistan is keen to strengthen its bilateral relations with Azerbaijan in the fields of tourism, trade, defence, and energy.

Talking to the newly appointed ambassador for Azerbaijan at Aiwan-e-Sadr in Islamabad on Monday, the president said that Pakistan gives utmost importance to its relations with Azerbaijan.

The president said that Pakistan and Azerbaijan enjoy deep economic, political, military, and cultural ties and urged upon the envoy to play a role in enhancing bilateral trade volume.

Dr. Arif Alvi expressed gratitude to the government of Azerbaijan on supporting Pakistan during the Coronavirus pandemic, particularly the repatriation of 522 stranded Pakistanis.

President Arif Alvi also stressed the regular holding of high-level bilateral meetings between Pakistan and Azerbaijan to explore the potential in diverse areas to their mutual benefit.

The president hoped that the Bilal Hayee as Pakistan’s new ambassador to Azerbaijan would contribute to further strengthening of the relationship between the two Countries.
