PSX holds gong ceremony to mark issuance & listingof PHL PES II

Karachi, September 7, 2020: Pakistan Stock Exchange (PSX) held a gong ceremony today to mark the successful book building and listing of Power Holding Limited’s (PHL’s) Rs 200 Bn Pakistan Energy Sukuk II (PES II). The book building process managed by Pakistan Stock Exchange, was a landmark event which concludedon May 19, 2020. The listing of the Sukuk took place on July 28, 2020. The gong striking ceremony was held to formally mark this exciting event of the first ever debt issuance through book building and listing of the said debt issue (PES II) at the Exchange.

The Advisor to Prime Minister on Finance & Revenue, Dr. Abdul Hafeez Shaikh graced the occasion with his presence as the Chief Guest at the event. The gong striking ceremony was an exciting event with the CEO PSX welcoming the guests after which the Chief Guest along with the transaction leads struck the gongbell to open the market. Thereafter, followed the remarks by the SECP Chairman, Mr. Aamir Khan. The Chief Guest on the occasion, Dr Abdul Hafeez Shaikh, Advisor to the PM on Finance & Revenue congratulated the team on bringing the Sukuk Issuance to fruition. He also appreciated the strong performance of the Exchange and congratulated PSX on being named the best performing market in Asia. This is particularly creditable considering the recent challenges faced by Pakistan and Karachi. A prominent part of the event was the distribution of mementos to the stakeholders of the Sukuk transaction by the Chief Guest.  The Chairman of Pakistan Stock Exchange, Mr. Sulaiman S. Mehdi, and the CEO of PSX, Mr.Farrukh Khan, expressed their gratitude to the Chief Guest for his visit by presenting a token of appreciation to the HonourableAdvisor on Finance & Revenue, Dr. Abdul Hafeez Shaikh.

The Advisor further stated, “For the first time the Government raised Rs 200 Bn through Sukuk at less than KIBOR rate, through competitive book building at PSX, saving Rs 18 Bn over 10 years of debt servicing”.

Power Holding Limited’s Pakistan Energy Sukuk II is a Shariah compliant debt instrument which was issued through the competitive book building process managed by Pakistan Stock Exchange. This process allowed for a competitive price discovery and attracting a large number of investors. The success of this process can be gauged from the fact that the issue was over-subscribed by 70% or by about 139 Bn against the targeted amount of Rs 200 Bn. The PHL Sukuk is a debt instrument with 10-year maturity with semi-annual profit payments for investors. It is a 100% SLR eligible government guaranteed security. The Government of Pakistan decided to issue the debt through PSX to improve pricing. PSX offers a state of the art book building mechanism which wasused to determine the cut-off spread (-/+) in basis points (bps) over the 6 month Kibor rate, that the issuer will pay on semi-annual basis to successful investors.

The competitive book building process for PES II helped raise the targeted amount of Rs 200 Bn at a rate less than the Kibor rate, i.e. Kibor minus 10 bps. This translates to an annual interest saving of approximately Rs 1.8 Bn by the GoP as compared to the debt servicing on PES I which was earlier issued as a debt security by PHL. The competitive book building process not only led to more competitive borrowing rates for the GoP but will also lead to greater liquidity and secondary market trading of the Sukuk. This was an all-round commendable effort on part of PSX along with the support and guidance of the SECP, SBP, and the Ministry of Finance. The book runners, NBP and Taurus Securities also did an admirable job of undertaking the large new issue.

Pakistan’s armed forces fully capable of defeating enemy: Air chief

ISLAMABAD, SEPT 7 – PAF observed 7 September as Martyrs’ Day at all PAF Bases throughout the country.The day started with special Du’aa for the Shuhada of 1965 and 1971 wars and those who laid down their lives in action since creation of Pakistan.

Air Chief Marshal Mujahid Anwar Khan, Chief of the Air Staff, Pakistan Air Force was the Chief Guest during a Martyrs’ Day ceremony held at Air Headquarters Islamabad.

Addressing at the occasion, the Air Chief said that on the memorable and historic day of September 7, I pay tribute to all heroes of Pakistan Air Force who stood like a rock against enemy aggression and reduced its nefarious intentions to dust.

He further said that today we salute our martyrs and veterans for their determination, courage and spirit of sacrifice and renew our pledge that we will never allow any harm to our sacred homeland. He added that Pakistan’s valiant armed forces are well versed in protecting our borders and people and are fully capable of defeating the enemy.

Highlighting the current situation in Kashmir, he added that we also express our solidarity with the Kashmiri brothers and sisters who have been fighting against oppression and tyranny for seven decades.To pay homage to the martyrs’, the Air Chief laid floral wreath at the Martyrs’ Monument and offered “Fateha”. Principal Staff Officers, officers, Airmen and PAF civilians attended the ceremony.

Earlier in the day, a wreath laying ceremony was also held at the grave of Pilot Officer Rashid Minhas Shaheed, (Nishan-i-Haider) at Karachi. Air Vice Marshal Ghulam Abbas Ghumman, Air Officer Commanding, Southern Air Command, offered ‘Fateha’ and laid floral wreath at the grave of the Shaheed on behalf of Chief of the Air Staff, Pakistan Air Force.Similar wreath laying ceremonies were also held at the graves of PAF Martyrs’ all over the country.

Pakistani students engage in China’s poverty alleviation campaign

BEIJING, Sept 7 – Pakistani students along with others in the Chinese city Weinan (shaanxi Province) got themselves engaged in China’s poverty alleviation campaign, Gwadar Pro reported on Monday.

About the campaign, they said the world is keeping a close watch on China’s fight against poverty as the nation has set 2020 as the year to eliminate absolute poverty.

The report says, two Pakistani students in Mansoor Ahmed Koondhar and Abdul Ghaffar Shar learn more about the campaign, and also take part in it in the rural area.

They, along with other 12 international students of the China’s Northwest Agriculture and Forestry University (NWAFU), paid a visit to Heyang County, Shannxi Province last week.

Koondhar showed special interest in the operation and management of a dairy farm during the outbreak of COVID-19 when visiting a farm in Heyang County on Sept. 3.

Koondhar wants to learn how the farm handle the dairy products’ transport, production and marketing in order to help Pakistani dairy farms as many of them encountered difficulties in operating amid the pandemic.

Luo Jun, Executive Vice-president of NWAFU, said, “A total of 33 international students from 11 countries including Pakistan had donated 1,200 yuan ($175.44) in total before the university sent a team to help poverty reduction in Heyang County.”

NWAFU used the money to buy popular science books and water color pens for Fangzhen Central Primary School.

Shar, on behalf of the international students donated them to the students of the primary school. He also encouraged them to read more good books and hoped they would change their destinies upon knowledge.

For some students, Shar is not a stranger, as he once taught them as a volunteer teacher in December 2019.
During the epidemic, Shar also got the opportunity to teach online classes to his students.

Shar shared his knowledge about China-Pak friendship, the two nations’ agriculture sector and the Belt and Road Initiative (BRI) with them.

He hopes these students will engage in the construction of BRI in the future.

Luo Jun said that these activities will make the international students learn more about China and its rural vitalization strategy on one hand.

The international students can also help the local get rid of poverty by voluntary teaching, and promoting agricultural technology on the other hand, the report added.

Andrew Forrest, Chairman of Fortescue Metals Group Ltd. Australia meets PM Khan

The Prime Minister underscored Government’s strategy to contain spread of virus through smart lockdowns and simultaneously reaching out to the millions of poor through Government’s flagship Ehsaas Program.

Mr. Andrew Forrest appreciated the strategy adopted by the Government of Pakistan in dealing with the pandemic. He expressed keen interest of Fortescue Metals Group Ltd. in making investment in renewable energy sector and green industry. He expressed the hope that the investment by Fortescue Group would result in creation of employment opportunities for the local community and introduction of new technology solutions for a host of industries.

The Prime Minister appreciated the interest of Fortescue Group in Pakistan and assured all possible facilitation in undertaking business ventures in the country.

Reaching out to Central Asian states – Part-II

Islamabad should take it as an added advantage that ambassadors of the most of the Central Asian states including Tajikistan, Uzbekistan, Kyrgyzstan and Kazakhstan not only speak English very well but also genuinely want strengthening of relations with Pakistan.

A few of them are fluent in Urdu also.  Previously ambassadors from these countries would always have an interpreter thus making it difficult to have easy and smooth communication. While there is no communication barrier anymore and these top diplomats do want to give new dimensions to their relations with Pakistan, it is now incumbent upon Islamabad to respond quickly and in a positive manner.

The Central Asian countries have been playing an instrumental role for peace in the region and fight against terrorism and extremism. Pakistan’s political and military establishments have been working hand in hand with these governments in order to make sure that safe havens of terrorists are eliminated for good. Leaderships of these countries appear to be on the same page in terms of regional peace and security for all projects of strategic nature such as CASA 1000, can be run only when fool-proof security is ensured. Foreign Minister of Uzbekistan visited Pakistan on November 01 and held talks with top Pakistani political and military leadership including Prime Minister of Pakistan Imran Khan. Among other things security in the region was also discussed in detail and both sides agreed to continue cooperation in this particular field. Additionally, both sides determined to make joint efforts for peace in Afghanistan considering Afghanistan part of the solution and not part of problem.

Kazakhstan is yet another very important country in Central Asia. The new ambassador of Kazakhstan in a recent interaction expressed his desire to further strengthen relations with Pakistan. Ambassador Akan possesses excellent communication skills and has an earnest desire to take bilateral relations to new heights. He speaks Urdu very well. The global initiatives of former President Nursultan Nazarbayev regarding nuclear disarmament and non-proliferation issues have lauded by all and sundry, especially in Pakistan, Islamabad has consistently supported the initiative of nuclear disarmament.

Relations between Republic of Kazakhstan and Pakistan since the establishment of diplomatic relations on 24 February 1992 have been developing in the spirit of friendship and partnership with high level of political cooperation. Since then both countries are able to establish high level contacts with a view to giving new dimensions to bilateral relations.

Kyrgyzstan and Pakistan enjoy cordial relations. The diplomatic relations between Kyrgyzstan and Pakistan were established on 10 May 1992. At the same time Kyrgyz-Pakistani historical relations can be traced back centuries ago. Ambassador of Kyrgyzstan Erik Beishembiev in his recent interview said “Pakistan has a high demand of power energy for its growing economy. At the same time Kyrgyzstan is rich in water resources which are used for electricity production by a number of hydropower stations. My country is a member of the project CASA-1000, which is aimed at bringing surplus electricity from Kyrgyzstan and Tajikistan hydropower stations in summer times to Pakistan through the territory of Afghanistan”.

Central Asia has a lot to offer to Pakistan and vice versa therefore efforts should be made to explore this potential. Leaders of various Central Asian states have been visiting Pakistan on regular basis. It is incumbent upon Pakistani side also to reciprocate in same manner because it always takes two to make a clap.

COVID-19 pandemic, ostensibly appears to have stalled process of development of bilateral and multilateral relations however situation is getting better and better with the each passing day. Pakistan has already allowed domestic and international flights to operate as. From September 15, the remaining sectors such as educational institutions, wedding halls etc shall also be allowed to work which means life will return to normalcy, at least in Pakistan. One should hope Pakistan and Central Asian states shall be able to revert to Pre-COVID level sooner rather than later.

Libya’s rival administrations meet in Morocco for talks

Delegates of Libya’s rival administrations have met for talks in Morocco two weeks after the two sides declared a ceasefire.

Five delegates each met from the UN- recognised government in Tripoli and the rival parliament based in the eastern city of Tobruk.

Moroccan Foreign Minister, Nasser Bourita, while opening the meeting in the town of Bouznika, said that Morocco had no specific agenda but wanted to give Libyans a chance to discuss the issues dividing them.

Morocco hosted talks in 2015 that led to the creation of the UN- recognised government in Tripoli.

NAB decides to shut LDA corruption case against Ahad Cheema

LAHORE : The National Accountability Bureau (NAB) has decided to shut Lahore Development Authority corruption case inquiry against former LDA director general Ahad Cheema and others.

The decision was made by DG NAB Lahore while chairing a regional board meeting. The NAB has contacted the accountability court to shut the case.

According to NAB, the LDA Cty has ensured provision of plots to the affectees.

Cheema was arrested on February 21, 2018over charges of misusing his authority by awarding Ashiana Housing contract worth Rs14 billion to Lahore Casa Developers, that was ineligible for the contract.
According to anti-graft watchdog, Cheema possesses assets worth Rs 600 million and had failed to satisfy the accountability bureau regarding his sources of income.

Earlier this year, the Lahore High Court had granted bail to the former director-general of the Lahore Development Authority (LDA) Ahad Cheema in LDA City case.

A two-member bench of the high court headed by Justice Muhammad Tariq Abbasi heard the case.

Advocate Azam Nazir Tarar had argued before the bench that the petitioner had been behind the bars for the last 23 months and the NAB failed to file reference against him.

The prosecutor had also said that the NAB has no objection if the court grants Ahad Cheema bail.

‘What about four bowlers bowl five overs?’ Warne suggests unique idea for T20 cricket

Southampton : Former Australian spinner Shane Warne has suggested a unique idea for the T20 format where bowlers could have their allocation of four overs increased to five.

Warne gave the idea while commentating during the second T20I of the series between England and Australia. He thinks having four bowlers able to get through five overs in a T20 match would help stop bat dominating ball and there will be an even contest between bat and ball.

“What about four bowlers bowl five overs? I just think it’s a better contest between bat and ball. You want your best bowlers bowling as much as you can as T20 is so much in the batsmen’s favor,” Warne said.

Warne’s suggestion came after Australia’s top order was reduced to 3-2 in the first two overs courtesy Jofra Archer and Mark Wood who were bowling consistently around 90 mph.

However, captain Eoin Morgan brought in Tom Curran to replace Archer by the fifth over, saving him for the death overs. A timely recovery from the Australian middle-order helped them post a respectable 157-7.

“When you get a couple of gun bowlers like this [Archer and Wood] you want to give them another over upfront,” he added.

“Wouldn’t it be nice to give them five? You can obviously have eight bowlers bowl whatever but I would like to see bowlers be able to bowl five. [Adil] Rashid could bowl five overs in the middle which would be a real good battle for the batsmen against spin, while you can bowl your quicks at the beginning and at the end,” he maintained.

Former England captain Michael Atherton pointed that if the extra over for specialist bowlers will cut into the share of bowling all-rounders. “It is an interesting idea. Shane always has a fertile imagination when it comes to cricket,” he said.

“I have been trying to think about the disadvantages. Would it play against genuine all-rounders? But I can see the advantages. It gives your dynamic, box-office players more of a chance to shape the game,” he added.

Another doctor passes away due to Coronavirus in karachi

KARACHI : A senior health professional succumbed to coronavirus in Sindh raising the death tally to 2,432 across the province.

A 57-year-old senior doctor from Nawabshah named Dr Moinuddin Shaikh – who was associated with the Indus Health Network – lost his battle against the deadly contagion at the Sindh Institute of Urology & Transplantation in Karachi on Sunday.

Dr Shaikh, who was also a former district health officer, was laid to rest in accordance with the standard operating procedures (SOPs) in his home town, the official added.

Presenting a daily situation report, Chief Minister Murad Ali Shah on Sunday had said that that about 8,999 samples were tested during the past 24 hours, out of which 188 people, or 2.1% of those who were screened, were diagnosed with COVID-19.

Shah further noted that after the latest deaths, the rate of the diagnosed people who have lost their fight with COVID-19 stands at 2%.

He said that 2,035 patients are currently under treatment: 1,700 in self-isolation at home, seven at isolation centres, and 328 at hospitals, while 154 patients are in critical condition, of whom 15 are on ventilators.

Adding that 49 more people have recovered during the past 24 hours, increasing the number of cured patients to 126,213, the chief minister maintained that out of the 188 new cases in Sindh, 115 new cases emerged in Karachi, among which, 60 new patients belong to District South, 24 to District East, 13 to District Korangi, eight to District Central, six to District West and four to District Malir.

Shah once again urged people to comply with the SOPs devised by the government – including wearing face masks, washing hands with soap or cleaning them with hand sanitiser, and avoiding shaking hands – in order to avert the resurgence of the contagious virus.

Ex-principal secretary to Nawaz indicted in assets case

LAHORE : An accountability court in Lahore on Monday indicted ex-PM Nawaz Sharif’s principal secretary Fawad Hassan Fawad and three members of his family in assets beyond means case.

Accountability Judge Muhammad Akmal read out charges to Fawad, Rubab Hassan, Waqar Hassan, and Anjum Hassan. They denied the charges and opted to contest them.

The court issued notices to prosecution witnesses to appear in personal capacity to record their testimonies. Fawad was the principal secretary of former prime minister Nawaz Sharif.

Earlier this year, the Lahore High Court (LHC) had granted bail to Fawad Hassan Fawad in the assets case against Rs10 million surety bond. His counsel Amjad Pervaiz in his arguments before a two-member bench of the high court headed by Justice Ali Baqar Najafi, had said that his client was arrested without any justification in the assets beyond means reference.

He said the NAB has failed to present any evidence in support of its charges against his client.

The counsel argued that the NAB had earlier claimed that Fawad Hassan Fawad is the owner of a plaza worth five billion rupees, “now it is claiming that the accused person’s family owns assets worth Rs. 1.08 billion”.

“The bureau is now alleging that the property in the name of his wife and brother are benami assets”, counsel said.
