PM’s Tiger Force decision lauded

DNA

ISLAMABAD  –  Former President ICCI Shahid Rasheed Butt on Wednesday lauded the move of the Prime Minister to deploy Tiger Force to check prices of food items.

The decision will provide relief to the masses facing runaway inflation and discourage profiteering, he said.

Prime Minister Imran Khan wants Tiger Force to regularly check prices of essentials in their localities and post on Tiger Force portal which is a good move, he added.

Shahid Rasheed Butt said that the decision came at a time when a number of ministers had already expressed resentment over the prevailing price hike and called for taking immediate steps to bring down inflation.

He said that the provinces and business community should not resist the move as it is in the national interest to control rising prices as Tiger Force is a volunteer force and it should be encouraged instead of making them controversial.

Shahid Rasheed Butt said that continued inflation has already eroded the buying power of masses which should be considered before critical decisions.

He noted that World Bank has already cautioned that Pakistan’s GDP growth in FY21 will be lowest while inflation will be highest in the region therefore such action has become imperative.

He said that successive governments have ignored tax and power sector reforms for three decades and now the power sector circular debt has risen to around 2.3 trillion rupees posing a serious threat to the economy.

Additionally, the government has not been unable to meet the tax targets it agreed with the IMF because it was unrealistic while the pandemic also made it difficult and strict measures on the behest of IMF will help the cash economy.

An attempt to energy raise tariffs and taxes would imply a further reduction in disposable incomes of households and would compromise the quality of life of the middle and lower middle-income people and push millions more into poverty, he warned.

The government must find a way to access the next IMF tranche without hurting masses and economy as it would send a positive signal to concerned circles.

India’s Self-inflicted Kashmir Imbroglio

Iqbal Khan

RSS-BJP government in India is facing serious problems. Its economy is likely to contract by 9 percent of its GDP due to mismanagement of Covid-19 pandemic. It has faced a humiliating military defeat from China in the form of an unconditional abdication of its politico military objectives and surrender of over 1000 square kilometers of its arear, in Ladakh, that was under Indian border security guards’ control until as late as April 2020.And in Indian Illegally occupied Jammu and Kashmir (IIOJ&K), even pro Indian elements are opposing Prime Minster Narendra Modi government’s action of August 05, 2019. Amnesty International has closed down its operations in Indiaafter New Delhi froze its bank assets. This isn’t the first time the human rights watchdog has faced pressure from India. Nor is Amnesty the only high-profile group targeted by New Delhi. Others include the Ford Foundation, which was put on a national security watch list in 2015.

Interestingly, Modi has a simple panacea for all this— China-Pakistan bashing. He and his ministers run a mechanical routine of anti-china, and anti-Pakistan statements. While doing this national duty on October 12 Indian Defence Minister Rajanth Singh, stated that Pakistan and China are deliberately creating border disputes with India. It is yet another manifestation of the Indian government’s incurable obsession with Pakistan and China.

On August 06 2019 while discussing the two bills—the J&K Reorganization Bill 2019 and the J&K Reservation (second amendment) Bill 2019, and the resolution for revocation of Articles 370 and 35 A in the lower house of parliament, Union Home Minister Amit Shah had said that when he speaks in the House of Jammu and Kashmir state, he mean Pakistan Occupied Kashmir and Aksai Chin both as part of India, and that he was ready to die [for achieving this]. “I want to put this on record that whenever I have said J&K, it means with PoK and Aksai Chin,” Shah said. “J&K is an integral part of the Union of India. Kashmir ki seema main PoK bhi aata hai. Jaan de denge iske liye (PoK is also a part of Kashmir. Ready to die for this).”He added that decision to remove special status for J&K and bifurcate the state should have been taken much earlier.

Indian government is hostage to its electoral rhetoric whereby it contested elections on anti-China and anti-Pakistan rhetoric to attract hard-liners’ votes. And now it is under unrelenting pressure from these extremist RSS-BJP cadres to deliver on its undeliverable promises.

Now India has resorted to malicious propaganda against the longstanding, close Pakistan-China partnership and friendship. It is outrageous as India itself is acountry that is compulsively expansionist and a brazen practitioner of state-terrorism.Over and above, it resorts to blatant lies to level charges against others. The world community is aware that the political opportunism of the RSS-BJP regime is imperiling peace, stability and security of the region. It is India that not only creates disputes with neighbours but also runs away from peacefully resolving them.

India is following two pronged strategy to squeeze the people of IIOJ&K. Firstly, changing the democratic composition of IIOJ&K by granting domicile of Kashmir to people from outside Jammu and Kashmir, which is a clear violation of Article 49 of Geneva Convention IV which prohibits forcible or voluntary transfer of population from, to and within occupied territory. Drawing comparisons with Israel’s “settler” tactics in the Palestinian Territories, Modi’s Hindu nationalist government aims to change the demographic makeup and identity of the Muslim-majority region. Between April and August, over 4, 30,000 such certificates had been issued, and no breather is in sight. Moreover, Under the Hindutva doctrine, India has already settled 1.8 million Indian Hindus in the occupied Kashmir during the last few months.

Secondly, administrative power is being transferred to non-Muslims despite the fact that IIOJ&K is an over vehemently Muslim State.According to Professor Ashok Swain of Uppsala University, Sweden, “Of the 66 top bureaucrats in Muslim-majority Jammu and Kashmir, at this time, 38 are from other states.Of the 12 sitting Judges at the high court, only two are Muslim. And there are not a single Muslim officer in the Lieutenant Governor’s secretariat.”

Thischange of demographic composition and usurpation of authorityare being done despite the fact that India does not have sovereign rights over Jammu and Kashmir; It is just an occupying country of Jammu and Kashmir, which is an United Nations (UN) recognized disputed territory. The UN has already ruled to hold a plebiscite to ascertain the will of Kashmiris for joining India or Pakistan.

Kashmiris are the most valiant nation in the world. Despite suffering repression, they had been fighting the Indian occupation forces for the last 72 years. They are pitched against one million regular Indian troops Around 600,000 people of 18,000 families of Azad Jammu and Kashmir (AJK) living along the Line of Control (LOC) are offering sacrifices on the daily basis while the AJK people who are part of the armed forces of Pakistan, are sacrificing their lives for the defence of Pakistan and Azad Kashmir.

AJK President Sardar Masood Khan said on October 05 that the brunt of the political blunder committed by Sheikh Muhammad Abdullah and Maharaja Hari Singh shouting the slogan of sovereign Kashmir in 1947 was still being borne by the people in Occupied Jammu and Kashmir in the shape of cruel Indian subjugation.

Farooq Abdullah says they [people of Jammu & Kashmir] are fighting for “the honour, dignity, the respect that the people lost on the 5th of August last year”. They want the Government of India to “start trusting Muslims instead of denigrating them…They (Centre) still hold the land, with force, but they have lost the people”. And that is why “sentiment for Kashmiri independence has grown sizably”.

According to Mani Shankar Aiyar‘s Oct 07 article for The Wire: “This is the extent to which Modi and Shah have driven seven million Kashmiris up the wall. And with the new domicile laws endangering the demographic composition of both Union Territories, fear and apprehension have overtaken all three regions of the erstwhile state – Jammu, Kashmir and Ladakh, including both Muslim-majority Kargil and Buddhist-majority Leh”. He added: “If the situation is not rectified, intifada and worse can overtake the tri-junction of India, China and Pakistan.

A massive wedge has been driven between the IIOJ&K electorate and the traditional pro India “three families”, to the extent that a typical Kashmiri-in-the street mocksthem with the cry, “Ab bolo, ‘Bharat Mata ki Jai’”.

Farooq Abdullah recently stated in an interview to Karan Thapar thathis father had repulsed Pakistan to join India, he said, although “religion (was on) that side, the roads that side, the rivers go that side. We went against the current”. Why? “We joined Gandhi’s India, not Modi’s India”. So, what had Modi’s India done? They had broken the trust that underlay “the unity of the Muslim-majority state with the rest of the nation”, leaving the people “sick of having to put up with a soldier with an AK-47 on every street, every village”, “their dreams gone” awry, their children deprived “of a future”, “completely disillusioned…If I speak of India anywhere, they don’t want to listen”.

Rather than jeopardizing peace and stability of the region, including by perpetrating state-terrorism as a tool to advance its extremist (Hindutva) ideology and expansionist (Akhand Bharat) designs, India should seriously consider course correction by giving up its aggressive agenda and peacefully resolving disputes with neighbours.

Pakistan wins election to the UN Human Rights Council

Islamabad
13 October 2020 : Pakistan has been re-elected to the United Nations Human Rights Council (HRC) with an overwhelming majority securing 169 votes in the 193-member UN General Assembly. Elections were held in New York earlier today. Among the five candidates from the Asia-Pacific region vying for four seats, Pakistan secured the highest number of votes.

Pakistan is currently serving on the HRC since 1 January 2018. With its re-election today, Pakistan will continue as a member for another three-year term commencing on 1 January 2021. Since the HRC’s establishment in 2006, this is the fifth time that Pakistan has been elected to the United Nations’ premier body on Human Rights.

The international community has once again reposed confidence in Pakistan, recognizing our contribution to the national and global human rights agenda and strong credentials as a consensus builder in the HRC. Pakistan remains firmly committed to upholding, promoting and safeguarding human rights and fundamental freedoms for all. Pakistan will sustain its efforts towards ensuring that the HRC’s work is guided by the principles of universality, impartiality, dialogue and cooperation. In line with Pakistan’s commitment, we will prioritize advancement of tolerance, respect and constructive engagement in the HRC.

The HRC has been a prominent forum for discussing the gross and systematic human rights abuses being perpetrated in Indian Illegally Occupied Jammu and Kashmir (IIOJK). The human rights violations committed with impunity by the Indian occupation forces in IIOJK have been extensively documented in the various reports of the UN High Commissioner for Human Rights and the independent Special Procedure Mandate Holders. Pakistan will remain actively engaged with the Council as well as its related processes to continue to highlight the plight of Kashmiris and other oppressed people all over the world.

The Human Rights Council is an inter-governmental body based in Geneva within the United Nations system responsible for the promotion and protection of all human rights around the globe. It comprises 47 States and discusses all thematic human rights issues and specific situations requiring attention, such as those in IIOJK.

Peaceful Azerbaijan & Fascist Armenia

Dr. Mehmood Ul Hassan Khan

Humanity is ashamed and fascist Armenia has once again indulged in targeting civilian settlements, medical hospitals, schools, colleges, markets and last but not least, residential areas in entire Azerbaijan through it air force, rockets, prohibited cluster munitions and missiles. But in this race of madness Azerbaijan “faith” is still dominated over the Armenia “fascisms”.

Fortunately, the Republic of Azerbaijan has now successfully liberated one major city, one big settlement, many strategically important points (mountains) and more than 35 villages from Armenia. Holy “Adhan” has been aired which is indeed a grand moral victory over “atrocities” of Armenia.

It has not been war between two different armies but two “distinctive” “philosophies” in which Azerbaijan represents pure “humanity” while Armenian carries “horrendous” crimes, Azerbaijan upholds spirits of national “dignity” while Armenian worshiper of “destruction”, one stands for “development” while other always speaks about “demolition” and one always “follows” international law but other habitual of “fascism”. So there is no comparison between the two armies because Azerbaijan stands for “concord” whereas Armenian stigmatizes for illegal “conjured” conquered.

The recent Azerbaijan and Armenia war has also exposed “double” standard of so called “civilized” world which always stands with “aggressor”. Moreover, it has also tried to divide the world into communal, racial and religious basis & brackets. Peter van Dalen, a Dutch Christian Democrat MEP termed it a “crusade” war where Azerbaijan and its support Turkey should be punished. Unfortunately, “genie” of “Islamophobia” has once again marched in the streets and palaces of the EU which seems not to be a “rational” approach to resolve the current conflict.

Most recently, Armenian BM-30 Smerch and OTR-31 Tochka missiles badly hit to various residential areas of Ganja, the second largest city of Azerbaijan with population of 500,000 caused lots of casualties and collateral damages even after current temporary humanitarian ceasefire.

According to Azerbaijan defence ministry (October 11, 2020) more than 35 civilian dead, 50 seriously injured and 80 families suffered from collateral damages after the current truce. But permanent human “generosity” of Azerbaijan is still swaying Armenian “genocide”.

Despite truce/ceasefire fascist Armenia did not stop its “bombardment” on various cities of Azerbaijan namely Ganja, Tartar, Fuzuli, Jabrayil, Agdam and Mingachvir and killed innocent people living far away from the point of ongoing contention/conflict which shows perpetual terrorist mentality of the “sick man” of South Caucasus prime minister of Armenia Nikol Pashinyan who always preferred “enmity” over “humanity”.

During ceasefire its various ministries are now busy in collecting more and more “ammunitions” by dogging peace initiators and observers. But Azerbaijan’s “harmonious” stance of peace is still destroying Armenia’s horrendousness.

Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan (October 11, 2020) shared latest information of true violation of Armenia by start rocket shelling to Mingachevir city where water reservoir and electric station are located.

It is an industrial city of Azerbaijan which has strategic importance because of having largest water reservoir and power plant in the South Caucasus region. Any damage to this city and its strategic oriented installations could have serious environmental consequences for the whole South Caucasus region.

In this connection, the Rio Declaration on “Environment and Development” (1992) provides protection for the environment in times of armed conflict and cooperate in its further development, as necessary. Moreover, the “Geneva Conventions of 1949” and their “Additional Protocols” prohibits attack on environment and threat to the environment. So, missile targeting Mingachevir reservoir and power block by Armenia severely violates the norms and principles of international law, including the norms of international humanitarian law too.

Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and the Minister of Foreign Affairs of the Republic Turkey Mevlüt Çavuşoğlu discussed the current situation through a telephone call. During the telephone conversation, Minister Jeyhun Bayramov briefed his Turkish counterpart about the meeting of the Foreign Ministers of Azerbaijan and Armenia held in Moscow with the mediation of the Russian Foreign Minister.

The Foreign Minister Bayramov noted that a temporary truce had been declared between Azerbaijan and Armenia for “humanitarian” purposes, and that the Armenian had been given one last chance to negotiate and withdraw Armenian troops from the occupied territories of Azerbaijan.

Turkish FM Çavusoglu said that the truce declared to exchange prisoners and dead bodies was an important step, but it is not a permanent solution, and Turkey would only support solutions that Azerbaijan agrees with.

Referring to the principled position of Azerbaijan, Minister Jeyhun Bayramov stressed the need to implement relevant UN Security Council resolutions to ensure peace in the region.

While addressing the Non Alignment Movement (NAM), the Foreign Minister informed the participants about the fact that Armenia has been occupying the territories of our country for about 30 years in violation of the principles of international law and four relevant UN Security Council resolutions, and its illegal activities for the annexation of these territories.

So far, Armenian armed forces have continued to intensively fire at densely populated residential areas, social, cultural and strategic facilities with use of artillery weapons, rockets, military aircrafts and prohibited cluster munitions. Consequently, there are numerous dead and wounded among the civilian population, as well as the private houses, historical and cultural monuments, administrative buildings and other social objects were severely damaged. Despite temporary truce the march of Armenia “barbarism” is still going on producing “devastating” socio-economic, geopolitical and geostrategic implications and spillover ramifications for the region and beyond. While visiting Ganja city the foreign diplomates have witnessed Armenian martial brutality and cruelty against innocent civilian population. The city confronted huge loss and collateral damage but its human spirits are still unfading.

Most recently, (October 11, 2020) the fascist Armenian armed forces subjected to fire Yevlakh district, which is densely populated and far from the conflict zone. Armenian has intentionally targeted the Baku-Tbilisi-Ceyhan main export oil pipeline passing through this area, with cluster munitions.  The cluster munitions rocket has missed the target of BTI pipeline by narrow margin. Fragments of more than 300 cluster bombs were scattered around, and this is a serious threat and danger to the life and health of the civilian population.

The BTC main export oil pipeline has great strategic significance for Azerbaijan, Georgia, Turkey and the region as a whole, Europe and the world in general, in economic, political and energy security terms. So, “easy” and “smooth” supplies of energy has become “hostage” of Armenia “hegemonic” hang-over. It has now undermined regional as well as global energy security and caused serious environmental consequences for the entire region.

Being a prominent regional expert of Azerbaijan & CIS I endorse “Karabakh is Azerbaijan”. De-escalation, de-occupation of illegally occupied areas of Azerbaijan, diplomacy and dialogue should be the way forward because “martyrdom” never fades and “fascism” just vanishes with “vanguard” spirits of brave soldiers.

Armenian should keep in its mind that false “propaganda” is always short lived whereas, peace remains permeant. “Genocide” is always a serious crime against helpless and naked humanity whereas, human “generosity” is everlasting trait. Martial power does not have “substance” whereas, peaceful “persuasion” dominates. Last but not least, “tanks” always achieve “tendentious” consequences whereas, “tenacious” spirits always become victor.
