Pakistan rejects so-called Indian “Charge Sheet”

ISLAMABAD, AUG 26 – Pakistan categorically rejects the so-called “charge sheet” by India’s National Investigation Agency (NIA), which mischievously attempts to implicate Pakistan in the Pulwama attack in the Indian Illegally Occupied Jammu & Kashmir (IIOJK) last year. The fabrications in the reported “charge sheet” are patently designed to further the BJP’s anti-Pakistan rhetoric and its narrow domestic political interests.

At the outset, Pakistan had rejected India’s baseless allegations and expressed readiness to extend cooperation on the basis of any actionable information. India failed to provide any credible evidence for its invective and has instead been using the attack for its malicious propaganda campaign against Pakistan.

The timing of the Pulwama attack, just two months before the Lok Sabha elections in India, and the fact that explosives used in the attack were collected from inside the IIOJK, and the key accused persons in the attack have already been killed by Indian forces, raise too many questions. The world knows well as to who benefited the most from Pulwama attack and drew electoral dividends.

It would be recalled that Indian military aircraft engaged in belligerent action against Pakistan on 26 February 2019. The Indian misadventure was effectively countered by the Pakistan Air Force,which resulted in the downing of two Indian warplanes and capture of an Indian pilot. Despite India’s provocations, the Indian pilot was released by Pakistan as a peace gesture.

In response to a paper shared by the Indian Government following the Pulwama attack, Pakistan constituted a high-level investigation team to examine its contents. As the information provided by India was incomplete, patchy and unsubstantiated, Pakistan shared two Aides-memoir, seeking further information and supporting evidence from India. India has been unable to provide any corroboration of its unfounded allegations.

India cannot mislead the world community with its motivated propaganda. Indian allegations against Pakistan seek to divert attention from India’s state-terrorism in IIOJK, grave human rights violations of the Kashmiri people under Indian occupation, and the RSS-BJP regime’s mishandling of domestic issues.

Pakistan has been forewarning the international community about India’s use of “false flag” operation and possible ill-conceived misadventure. With the approaching state elections in India, the RSS-BJP ploy of raising the Pakistan bogey again for making electoral gains is palpable. We warn the world community again to be cognizant of its dangerous consequences for peace and security in the region. DNA

Need for Bold Initiative for Resolving Kashmir Conflict

India’s contentions about Jammu and Kashmir being the so-called “integral and inalienable part” of India and an “internal affair” do not go beyond side-splitting fiction, which stands contrary to historical and legal facts and in violation of the relevant United Nations Security Council (UNSC) Resolutions.

India must, at the earliest, vacate its illegal and forcible occupation of Indian Illegally Occupied Jammu and Kashmir (IIOJK) and let the Kashmiris exercise their inalienable right to self-determination through a free and impartial plebiscite under the auspices of the United Nations as enshrined in the relevant UNSC Resolutions.

With each passing day more and more voices are being added to the necessity of resolution of Kashmir dispute at the earliest. Yet, these are well short of the critical mass to impact Indian attitude and behaviour. India had scrapped the special status of IIOJ&K under Articles 370 and 35A of its constitution on August 5 last year in violation of UN Security Council resolutions and international law.

US presidential hopeful Joe Biden has once again expressed concern over the deteriorating situation in Jammu and Kashmir, saying restrictions on dissent, such as preventing peaceful protests or shutting down the internet, weakens democracy. Biden called on the Indian government to “take all necessary steps to restore rights for all the people of Kashmir”. Though statements by the US presidential hopefuls cannot be taken on face value, Biden, having done two Vice Presidential tenures, is expected to make measured statements on Kashmir—beyond wooing Muslim voters.

Through his recently published paper, “Diplomacy in South Asia: a four step grand plan for Kashmir” Dr Claude Rakisits, has proposed a bold, four-step plan which would address the question of self-determination for Kashmiris. Two important elements of this plan are:, the involvement of the Commonwealth Eminent Persons Group to assist Kashmiris, Pakistan and India in the mediation of the plan; and, the holding of four UN-supervised referenda which would be held simultaneously but counted separately for Gilgit-Baltistan and Azad Kashmir; Kashmir valley; Jammu; and Ladakh. All Kashmiris would have three options: Join Pakistan, Join India or independence. As an incentive to India and Pakistan, the international community would deliver substantial economic assistance for the development of all parts of Kashmir. But as a quid pro quo for the economic aid package, there would have to be guaranteed free movement of people, capital and goods between all parts of Kashmir after the referenda, regardless as to which option had been chosen by the Kashmiris.

While meeting with the United Nations General Assembly President-elect Volkan Bozkir on August 10, Prime Minister Imran Khan urged the United Nations to play its role in addressing the “grave” situation in Indian occupied Kashmir and to ensure that the people of the valley exercise their right to self-determination as promised under the UN Security Council (UNSC) resolutions.

Kashmir is an issue that has been on the UNSC agenda for over seven decades. “The prime minister highlighted the dire rights and humanitarian situation in occupied Kashmir since August 5, 2019, as well as the ongoing gross and systematic violations of human rights and attempts to change the demographic structure of the occupied territory.” PM Imran expressed the hope that the 75th Session of the UNGA would accord priority to this issue.

The UNGA president-elect also met with Foreign Minister Shah Mahmood Qureshi at the Foreign Office where the latter sought “effective role of the UNGA to end human rights violations in occupied Kashmir.” FM briefed him about the evolving situation of IIOJK facing military siege for the last one year, human rights violations, and illegal search and cordon operations.

Pakistan has apprised all international forums about atrocities by Indian security forces, including but not limited to: extra-judicial killings, use of rape as weapon to supress the peaceful struggle by Kashmiris for their right of self-determination, firing at innocent civilians, protracted detentions without trial, and violence against non-combatants including women and children. This environment has indeed evolved into a new normal in occupied Jammu & Kashmir.

Responding to a question from a reporter, Bozkir said, “Position of the UN on this region is governed by its charter and applicable Security Council resolutions as was previously expressed by the UN secretary General on different occasions.” He stated that solving the Kashmir issue was key to sustainable peace in South Asia. “Regional security should be maintained through political and diplomatic solutions. Difficult challenges can be resolved through meaningful, mutual engagement.” “So if my assistance as the president of the General Assembly is requested by the parties, I will be ready to provide contributions within my mandate.”

Expressing his strong support for the longstanding dispute of Jammu and Kashmir, Bozkir linked it with peace and stability of the South Asian region. “The Jammu and Kashmir dispute needs to be settled through peaceful means,” he said. The “meaningful engagement of political and diplomatic channels” is significant to resolve the issue in accordance with the resolutions of UN Security Council, he added. Bozkir said Turkey’s position on Jammu and Kashmir is well-known and its foreign ministry had issued a strong statement over India’s action of August 5, 2019.

The international community must play its role in bringing an end to the brutality in Indian Occupied Kashmir.  Human rights organizations need to raise their voices, more forcefully, against India’s barbaric acts particularly against women and children, who continue to face the wrath of Indian atrocities since the last seventy years. Pakistan will continue to lend moral, political and diplomatic support to Kashmir at all international fora. There are numerous UN Security Council resolutions under which the people of Kashmir have been promised the right to self-determination through a UN-mandated plebiscite. India and Pakistan need to resume dialogue to arrive at a political solution to the satisfaction to the Kashmiri people.

According to Claude, “Bearing in mind the long history of political tension in Jammu and Kashmir, compounded by recent developments, it’s obvious the present situation in Kashmir cannot continue and will quite possibly get worse”. “India has always argued that Kashmir is a domestic issue and external interference will not be accepted. But however much the Indian government would like it to be the case, Kashmir is today very much in the international public domain”.

Over the last one year, there have been numerous short lived bursts of support from various quarters of international community, but things have not moved beyond lip service. Even at official level, the foreign office went into a sort of hibernation after Prime Minster Imran Khan’s speech to the UNGA, as if speech itself was the end objective. Also, some of the allies—so called brotherly countries of the Middle East have been pressuring Pakistan to abandon the Kashmir cause. The Organisation of Islamic Cooperation (OIC), did make some noises, but nothing beyond that.

The regurgitation of false claims by India can neither change facts nor divert attention from India’s state-terrorism in the IIOJK, and its egregious violations of human rights of the Kashmiri people. Rather than resorting to false and misleading assertions, India should faithfully implement its international obligations.

Over 50 Pakistanis awarded Chevening scholarship 2020/21

ISLAMABAD, AUG 26 (DNA) – This is a record year for Chevening Pakistan – for the first time in the history of the scholarship programme, more than half of the 53 selected scholars are female.

Out of 58% of the selected female scholars, 10% of them are from Baluchistan. The number of female scholars has increased by 20% up from 38% last year.

Chevening Pakistan received over 3,500 applications for the academic year 2020/21 and conducted over 230 interviews to select the best and the brightest scholars from across all provinces of Pakistan.

These selected scholars are mid-career professionals in a range of diverse fields including law, the development sector, education/special education, medicine, judiciary, bureaucracy, law enforcement, customs, taxation and revenue, communications, cyber security and more. To ensure diversity and inclusion, scholars are represented from across Pakistan including a female scholar with special needs who is a banker by profession.

The Acting British High Commissioner to Pakistan, Alison Blackburne said:

“Congratulations to all the selected Chevening scholars for academic year 2020/21. I am delighted to see that we have achieved our aim of having 50% female scholars by 2020, by having a record number of female scholars selected this year.

Pak-US ties beneficial for the region: FM Qureshi

ISLAMABAD, AUG 26 (DNA) – The Foreign Minister Shah Mahmood Qureshi has said that a strong Pakistan-US relationship is mutually beneficial and important for peace and stability in the region and beyond.

Taking to the US Charge d’ Affaires Ambassador Paul Jones who paid a farewell call on him in Islamabad on Wednesday, the minister appreciated his efforts in building the Pakistan-US bilateral relationship during the last two years.

The foreign minister said that Pakistan has played an important role in the Afghan peace and reconciliation process.

Shah Mahmood Qureshi further said that the process has now reached a crucial phase and all Afghan sides should seize this historic opportunity and commence the intra-Afghan negotiations at the earliest to achieve an inclusive and comprehensive political settlement.

The minister highlighted the grave human rights and humanitarian situation in the Indian Illegally Occupied Jammu & Kashmir (IIOJK).

Qureshi stressed that the international community must take steps to help alleviate the sufferings of the Kashmiri people and the realization of their legitimate rights.

Restructure foreign policy to resolve Kashmir issue: experts

ISLAMABAD: India and Pakistan may both be disinterested in speaking to one another, but South Asia needs its perennial challenges to be resolved, including the Kashmir issue.

Pakistan needs to renew its commitment to creating options on Kashmir and overturn India’s strategy of containment, stated Senator Sherry Rehman at Jinnah Institute’s policy roundtable discussion titled, ‘Stocktaking Prospects for Stability in South Asia’ on Wednesday, 26th August, 2020. Prominent foreign policy experts and existing and former government functionaries gathered a local hotel to discuss the future of Kashmir a year after India imposed a lockdown on August 5th.

Participants at the roundtable debated the merits of Pakistan’s global narrative on Kashmir. They questioned the official approach towards resolving the Kashmir issue. While agreeing that the issue had been internationalized to a great extent, through discussions in legislatures abroad, and advertisement campaigns in western capitals, Pakistan had a limited number of options from the diplomatic toolkit. They discussed that the foreign office needs to innovate its traditional foreign policy approach, and revise its methodologies that enable greater projection of Pakistan’s interests and qualitative improvement of relations. They also discussed that Pakistan needed effective economic diplomacy based on institutional reform and capacity to deliver. The persistent differential in economic growth rates of India and Pakistan for the last 20-30 years had led to such large differentials in policy vision, outlook and credibility.

Participants stated that Prime Minister Modi was driving majoritarian Hindutva policies at home and abroad, that impeded good relations with India’s neighbours. Nepal and Bangladesh had revised their diplomatic ties with India soon after the conflagration on the Indo-China border. They also agreed that the international community was unwilling to take preventive action on Kashmir, as India projected economic power and profitable markets, as evidenced by companies like Google setting up investment funds there. They stated that international human rights committees undertook token discussions about Kashmir which had no subsequent bearing on policy.

As far as the US was concerned, Pakistan would have to wait and see the outcome of the 2020 Presidential Elections. A victory for presidential candidate Joe Biden could potentially open up the avenue to engage India in the future, as his running mate, Kamala Harris; her large support base in the Indian diaspora could help normalize relations back in South Asia, and especially if she were to win the election.

The policy discussion was part of Jinnah Institute’s long term Track 2 efforts that seek to enable stability in South Asia, and create space for articulating Pakistan’s foreign policy imperatives. DNA

Japan provides specialized equipment to ANF to strengthen border security

ISLAMABAD, AUG 26 – As part of sequential significant support by the Government of Japan for Pakistan to contribute the promotion of peace and stability in Pakistan and Afghanistan region, H.E. Mr. MATSUDA Kuninori, Ambassador of Japan to Pakistan and Mr. Jeremy Milsom, the United Nations Office on Drugs and Crime (UNODC) Country Office Representative in Pakistan handed over equipment for the Precursor Information Management System (PIMS) and Networking Equipment to Anti Narcotics Force (ANF) at the handing-over ceremony held at ANF Headquarters, Rawalpindi on 26th August, 2020. 

Azam Khan Swati, the Federal Minister of Narcotics Control and Major General Muhammad Arif Malik, Director General ANF, were also present at this important ceremony.

The procurement of this equipment was one of the agreed deliverables under the Japanese funded UNODC project worth USD 6.5 million to strengthen border security against illicit drug trafficking and related transnational organized crime. The equipment would be utilized to improve coordination between the Anti Narcotics Force (ANF) and other members of the Inter Agency Task Force (IATF) on Narcotics Control to achieve the purpose of the project.

Ambassador MATSUDA commended the hard efforts by UNODC and ANF while highlighting the importance of the equipment to strengthen ANF’s capacity for effective interdiction and investigation of illicit drugs.

He reiterates that Japan stands committed to helping Pakistan eradicate all types of transitional crimes, including drug trafficking which in any society hinders the socio-economic development and overall prosperity of the country.

He also noted that enhancing the border security between Pakistan and Afghanistan is crucial as the stability of the region is essential to the national security as well as economic and social development of Pakistan.

The Ambassador continues that, for that purpose in 2016, the Japanese Government provided necessary equipment for the strengthening border security against illicit drug trafficking and related transnational organized crime through UNDC.

Moreover, the Government of Japan hosted a high-level meeting with the attendance of invited government officials both from Pakistan and Afghanistan in Tokyo on November 2019, to discuss the prevention of criminal activities such as drug trafficking in the border area and discussion also aimed for the promotion of trade between Pakistan and Afghanistan.

Supporting Pakistan’s drug countermeasures would also help resolve the issues of terrorist financing and money laundering, which are being discussed in the FATF.

Ambassador hoped that projects like these will further strengthen the existing good relations between Japan and Pakistan. DNA

Sindh govt forms committee to keep a close watch on SBCA

KARACHI : The Sindh government has formed a committee to review the Sindh Building Control Authority’s (SBCA) affairs and monitor the issuance of permits for construction of high-rises and approval of maps by it.

The committee has been constituted with approval of Chief Minister Murad Ali Shah. A notification to this effect has been issued.

According to the notification, the local government secretary will head the committee comprising nine members. It has been tasked to review and monitor the authority’s matters, including grant of permits for high-rises and approval of maps by the SBCA.

The body will ensure that funds set aside for parks, playgrounds, and housing societies are utilised appropriately besides putting forth proposals for conserving heritage sites and bringing amendments to building and services rules.

Under the notification, the committee is required to implement the directives of the Supreme Court and High Court with regard to buildings and their laws as well as monitor whether or not SBCA officers are discharging their duty properly and whether they are following instructions they are given by it.

Palestine Envoy, DC plant Olive tree at embassy

Islamabad, AUG 26 – The Ambassador of the State of Palestine to Pakistan, Ahmed Jawad Rubai, met at the embassy headquarters with the Deputy Commissioner of Islamabad Muhammad Hamza Shafqat, accompanied by the President of the Pakistani Youth, where they discussed joint cooperation methods and plans for the Embassy of the State of Palestine to contribute to the initiative of the Pakistani Prime Minister Imran Khan aiming to cultivate millions  Trees by planting many Palestinian olive trees that will be imported from Palestine with funding from the Palestinian government and under the patronage of His Excellency President Mahmoud Abbas.

At the end of the meeting, the Ambassador of the State of Palestine and Deputy Commissioner of Islamabad planted an olive tree from the first batch brought by the embassy from Palestine in front of the embassy building in the diplomatic quarter. DNA

Pakistan’s Azhar Ali ‘proud’ despite Test series defeat against England

Pakistan’s Test captain Azhar Ali said that he was proud of his side for going down fighting in the three-match Test series against England.

The Lions registered a 1-0 win in the three-match series courtesy off a three-wicket win in Manchester. The second and third game in Southampton ended in a stalemate.

The Pakistan skipper was disappointed over the series defeat but was satisfied with the way his side performed.

“There is great regret (at losing the first Test) but congratulations to England,” said Azhar following the finish of the third Test on Tuesday. “There were lots of positives in our team — we played competitive cricket throughout the series. There is room for improvement but as a team I am proud of how we fought.”

The 35-year old said that he was under pressure in the first two games of the series.

“I tried to keep things simple and it worked,” Azhar said “I was getting stuck with my front foot a lot, committing too early, I worked on it with my coaches.”

PM Imran constitutes National Coordination Committee on Tourism

ISLAMABAD: Prime Minister Imran Khan constituted the National Coordination Committee on Tourism (NCCT) to “steer the country towards becoming the fastest growing tourism destination”, read a statement from the Prime Minister’s Office on Wednesday.

According to the notification, the committee will seek to raise the competitiveness of the tourism industry and “maximize utilization of Pakistan’s natural, cultural, historical, archeological, religious and geographical tourist assets for employment creation, poverty reduction, sustained economic growth, social inclusion and quality of life improvement”.

The notification stated that the Cabinet Division will be responsible for providing secretarial support to the committee. The following are the Terms of Reference (TORs) of the committee:

 I) Oversee and review implementation of National Tourism Strategy and alignment/integration of Provincial /Regional Policies/actions to National Tourism Strategy/Action Plan.

II) Implementation of Prime Minister’s Directives on Tourism and the progress thereof.

III) Geo-mapping and profiling of all tourist spots/attractions/destinations, tourism & hospitality business, products, services providers etc.

IV) Identification of barriers to tourism development with concrete recommendation/directions for their removal to create an enabling environment for tourism sector to operate competitively and ensure implementation.

V) Identify policy and legislative impediments and develop and recommend measure to overcome them.

VI) Devise effective regulatory and implementation mechanism of National Minimum Standards while ensuring its monitoring and coordination with all stake holders for its strict compliance.

VII) Promote tourism investment through PPP, SME and access to capital etc. and oversee availability of International Standard Feasibilities of viable projects.

VIII) Identify and oversee implementation of initiatives for improvement of tourism.

IX) Devise and oversee strategy to encourage affordable domestic tourism and identify viable options to ensure the growth of domestic tourism in a systemic manner.

X) To identify and suggest measures to promote formal training to improve skill set of human resource related and working in the industry.

XI) To make required decisions and issue instructions to the relevant Ministries/Divisions/Departments/ Stakeholders and organizations with timeline and monitor progress/implementation.

XII) Hold regular fortnightly meetings to review progress on the deliverables.

XIII) Act as focal point for inter-provincial, inter-ministerial, inter-departmental and inter-agency coordination to resolve implementation issues with respect to tourism sector development.
