CASS seminar calls for hybrid models to revive various sectors

ISLAMABAD:  Since COVID-19 has had such a dramatic impact on the aviation and aerospace sectors, and since recovery is not expected for several years, there is a need for governments to develop hybrid models that support these sectors, including through specific interventions and longer term support. These industries face fundamental transformations, and so multi-stakeholder response must be dynamic, comprehensive, and might involve both regulatory and operational elements. Whether we speak of emerging markets such as Pakistan or the developed world, governments need to focus on the financial viability and regulatory structures of the aviation and aerospace sectors.

These were some of the recommendations shared by Professor Dr Karl Moore, a senior Canadian aviation analyst and Associate Professor at McGill University, Canada while speaking on the webinar “Global Aviation & Aerospace in a Post-Coronavirus World” organised by the Centre for Aerospace and Security Studies (CASS), in Islamabad today. While providing a bird’s eye view of the airline and aviation industry outlook based on interviews with aviation executives and his own experience, Prof. Moore stressed that it is going to be challenging for the airline industry around the world until COVID-19 health concerns improve and the global economy recovers. He was of the view that it is time for governments to work together to re-establish global connectivity and facilitate the re-start of aviation. In this regard, he shared the International Air Transport Association (IATA)’s action plan including developing an agreed common framework for states to use in coordinating the safe reopening of their borders to aviation; and developing COVID-19 testing measures that will enable re-opening by reducing the risk of virus importation to what is acceptable to public health authorities with accuracy, speed and scalability that also meet the exacting requirements for incorporation into the travel process. “The future of the aviation industry depends on continued collaboration amongst airport operators, airlines and policymakers,” he stressed. However, such collaboration was a long way from happening given domestic imperatives. “There are going to be some airlines that go bankrupt, and they are going to need a lot of government support to stick around,” Professor Moore warned.

In his introductory remarks, Dr Usman Chohan, Director at CASS pointed out that one of the economic sectors most gravely affected by the coronavirus pandemic has been the global aerospace sector. The public health and economic effects of the virus and concomitant lockdowns has translated into grounded aircraft, falling commercial passenger traffic (down by – 40% in some cases), closed airports, massive layoffs, and reduced business activity (up to half of pre-COVID levels). He informed that although some governments have attempted to protect their flag carriers with billions of dollars in stimulus, aviation companies themselves forecast severe declines as late as 2023-25.

Earlier, welcoming the participants to the webinar, Air Chief Marshal Kaleem Saadat (Retd.), President, CASS, said that the impact of the COVID-19 pandemic has been incalculable and it continues to remain so with the mightiest of the mighty like India and the United States having fallen prey to it. He said that while the aviation, tourism and education sector had been hard hit, others in areas like e-commerce had flourished with the increasing need for online work platforms. Sharing the latest figures, President Saadat said that airline passenger revenue loss estimates now reach USD 314 billion globally. “The international airline industry is estimated to experience a severe V- shaped decline throughout 2020 in terms of capacity, with cross-regional variances with  respect to the severity of the decline. Such uncertainty leads to bad business,” he

remarked.

During the interactive Question/Answer session, Professor Moore said that the pandemic has blindsided much of the corporate world, and this will not be the last time that the world sees a “black swan” affect the economy. He lamented that despite the fact that the pandemic had cratered demand and hit the aviation sector beyond anything imaginable, the desired political will to find creative, collaborative solutions was lacking. “Just as 9/11 caused massive changes in security protocols at airports, COVID-19 will also lead to lasting changes in air travel evolution,” he concluded.

PIA further slashes fares for domestic destinations

KARACHI : Pakistan International Airlines (PIA) has made an announcement for further reduction in fares for the domestic destination.

The PIA spokesperson said that reduced fares have been introduced by the national carrier for flights between Karachi, Lahore and Islamabad.

According to the new package announced for flights between Islamabad, Karachi and Lahore, the airline fixed Rs7,400 for one-way ticket along with 20kg cargo weight, whereas, Rs13,500 will be charged for two-way ticket from the passenger travelling to the the aforesaid route along with 20 kg cargo weight.

Meanwhile, Rs8,400 will be charged for a one-way ticket along with 35kg weight and Rs, 15,000 would be the fare for two-way ticket along with 35kg cargo weight.
The new fares have been enforced with immediate effect, said the PIA spokesperson.

Earlier on August 8, Pakistan International Airlines had reduced its domestic fares on the occasion of the Independence Day on August 14.

The PIA spokesman had announced a 14 per cent cut on fares of domestic PIA flights to Karachi, Lahore, and Islamabad. The relief remained in place from 7-14 August.

Pak-China Friendship Tree Plantation starts in Kohat Division

Syed Ali Nawaz Gilani Secretary General PCFA Khyber Chapter mentioned that for further strengthening the Pak-China Relations in all fields of life PCFA Khyber & PDF have joined hands for this Pak-China Friendship Tree Plantation 2020 initiative which was launched by Chinese Ambassador Mr. Yao Jing on 24th August 2020 at Khyber Pakhtunkhwa House, Islamabad

KOHAT – September 04, 2020: The Pakistan Development Foundation (PDF) and Pakistan China Friendship Association (PCFA) have started planting trees under the banner of Pak-China Friendship Tree Plantation Campaign in Kohat Division. A humble ceremony was held at the Commissioner’s Office which was attended by Commissioner Kohat Division, Syed Abdul Jabbar Shah as Chief Guest. Other than him, the Chairman of the PDF, Muhammad Bilal Sethi, General Secretary PCFA, Syed Ali Nawaz Gilani, President PCFA, Tasleem Hussain Advocate and other notables from different fields were present on this occasion. The commissioner planted a sapling in the premises of the Commissioner’s Office in Kohat.

While addressing the audience, the Commissioner Kohat Division, Syed Abdul Jabbar Shah appreciated the efforts of PCFA & PDF. He expressed his hopes that this initiative will further enhance Pakistan China Relations and announced his support for the two partner organizations. He also said that the CPEC will bring positive developments in socio economic developments across Khyber Pakhtunkhwa province.

Speaking on this occasion, Syed Ali Nawaz Gilani Secretary General PCFA Khyber Chapter mentioned that for further strengthening the Pak-China Relations in all fields of life PCFA Khyber & PDF have joined hands for this Pak-China Friendship Tree Plantation 2020 initiative which was launched by Chinese Ambassador Mr. Yao Jing on 24th August 2020 at Khyber Pakhtunkhwa House, Islamabad and appreciated this initiative and efforts made by both the PCFA & PDF to further strengthen these exemplary relationships.

Similarly, the Chairman of the PDF, Muhammad Bilal Sethi added that this plantation move that initially started in Divisional Headquarters of Khyber Pakhtunkhwa would eventually be spread to all District Headquarters of the province. He said thatthis initiative willproof helpful in decreasing environmental pollution and creating awareness among the masses on the importance of trees.

Towards the end,souvenir was presented to the Chief Guest by the Chairman of the PDF, Muhammad Bilal Sethi and Secretary-general PCFA, Syed Ali Nawaz Gilani.

Schools will likely reopen on Sept 15: minister

ISLAMABAD : Federal Education Minister Shafqat Mahmood tweeted on Friday that some fake social media accounts in his name are peddling false news claiming that schools will remain shut until Oct.

“Not true. Education ministers meet on 7th to finally decide [on reopening of educational institutions] with likelihood of opening on Sept 15 in a phased manner,” he said.

On Aug 21, Shafqat Mahmood had said a final decision to reopen schools that were closed in March to prevent the spread of coronavirus would be taken at an interprovincial education ministers’ conference on Sept 7.

Speaking at a press conference, he said the Ministry of Health will devise standard operating procedures (SOPs) for educational institutions to follow to prevent the spread of the virus. Schools will reopen from Sept 15 given that the coronavirus situation improves, he added.

CM Punjab directs immediate draining of rainwater

LAHORE : Chief Minister (CM) Punjab Usman Buzdar has directed Water and Sewerage Authority (WASA) and local administration to immediately drain out rainwater from low-lying areas of Lahore.

Weather in Lahore and its adjoining areas turned pleasant after heavy monsoon rain lashed the provincial capital of Punjab. Heavy downpour in different areas inundated roads and streets in Lahore.Taking notice of the situation CM Usman Buzdar directed WASA and administrative officers to remain on the ground till draining out of rainwater from low-lying areas of the city.

He directed the authorities to utilize all measures to ensure immediate draining out of accumulated rainwater.

CM Buzdar warned the authorities that no negligence would be tolerated in this regard and special arrangements to ensure smooth flow of traffic should also be ensured.

The Punjab chief minister has also asked the authorities to send report regarding draining out of the rainwater with timeline.

At least eight people lost their lives in two separate roof collapse incidents in Chakwal,Punjab.

According to rescue sources, the incident occurred due to heavy rainfall in Lakhwal and Gagh area of Chakwal. Both the incidents claimed eight lives including six women and a children.

PM orders crackdown against housing societies duping overseas Pakistanis

ISLAMABAD : Prime Minister Imran Khan on Thursday took notice of fraudulent housing societies and ordered authorities concerned to launch a crackdown against housing societies cheating overseas Pakistanis.

As per details, PM Imran Khan chaired an important meeting regarding investment in the real estate sector here in Islamabad and directed authorities to take measures in protecting the investment of overseas Pakistanis in real-estate.

Special Assistant to Prime Minister (SAPM) on Overseas Pakistanis, Zulfi Bukhari, taking to twitter said that major crackdown will be launched on all illegal housing societies selling to Overseas Pakistanis through external channels (expos, digital, overseas offices).” No one will be allowed to cheat innocent overseas Pakistanis,” he said and added that he will share mechanism to provide better real estate investment channels.

On August 16, the federal government had announced to provide digital banking facilities to the overseas Pakistanis within the country.

The digital banking facility under Roshan Digital Account programme will enable overseas Pakistanis to open their accounts in the country and operate it from abroad.

India given another chance to appoint defence counsel for Jadhav

ISLAMABAD : The Islamabad High Court (IHC) on Thursday gave another chance to India to engage defence counsel for spy Kulbhushan Jadhav.

A larger bench of the high court comprising Chief Justice Athar Minallah, Justice Amir Farooq, and Justice Mian Gull Hassan Aurangzeb heard the case.

“The Government of Pakistan shall once again convey the orders passed in this petition to the Government of India to enable the latter to consider taking appropriate measures in order to ensure compliance with the judgement of the International Court,” the bench said in its verdict issued after the hearing.Attorney General (AG) Khalid Javed Khan stated before the court that the Government of Pakistan offered Delhi third consular access to the RAW agent to ensure implementation of the International Court of Justice (ICJ) judgement in letter and spirit but received no response. India still has the option to accept or reject the offer, he added.

He submitted that the federal government wants Indian High Commission in Islamabad to appoint legal representative for Jadhav but Delhi doesn’t want to benefit from legal assistance extended to the spy. He informed that Jadhav has also not changed his decision of not engaging any defence counsel.

The hearing was put off until Oct 6.

On July 22, the federal government filed a petition in the IHC seeking appointment of defence counsel for Kulbhushan Jadhav.

Ambassador of Kuwait Calls On Deputy Chairman Senate

Islamabad , 3rd September, 2020

Deputy Chairman Senate Saleem Mandviwalla has underlined the need of enhancing trade with Kuwait which also offers good potential for export of many Pakistani products. He expressed these views in a meeting with Ambassador of Kuwait Nasar Abdul Rahman J. Almutairi at the Parliament House on Thursday. He said that Kuwait has tremendous potential, especially for Pakistani Halal food products and a serious attention towards this particular sector could give a quantum jump to our exports.

He emphasized close collaboration between the two sides in various other fields of mutual interests including agriculture, energy, trade, commerce and investment and proposed strong linkages between trade chambers to explore new avenues of mutual collaborations and interactions with right counterparts.

He observed that Pakistani businessmen are interested to explore Kuwait for business prospects, but Kuwait’s strict visa regime for Pakistani nationals was a major hindrance in pursuit of such efforts. He called for resolving this issue at the higher levels to ensure easy visas for Pakistani entrepreneurs so that they could step up efforts for promoting trade with Kuwait.

He opined that Pakistani missions abroad need to identify export potential of Pakistani products in foreign markets and pass on such study reports to local Chambers that would help in boosting up our trade and exports.  Kuwaiti businessmen can explore Pakistan for investment and joint ventures, especially in solar energy, coal mines, rice and other sectors.

He thanked Kuwait government and people of Kuwait for their support to Pakistani community during pandemic and said that both countries enjoyed cordial relations based on mutual trust and respect. He also underlined the need for enhanced people to people contact and enhanced exchange of parliamentary delegations to bring people of the two sides more close. He said that parliamentary diplomacy is an effective tool to promote bilateral and multi-lateral cooperation in diverse areas. “ Pakistan places its ties with Kuwait at high esteem and desires to further expand the fraternal relations in vast areas” , Saleem Mandviwalla.

The Ambassador thanked the Deputy Chairman Senate for the warm welcome at the Parliament. He assured his cooperation in boosting bilateral ties.  He said that Kuwait is keen to further strengthen cooperation with Pakistan. He also expressed his condolences on the loss of lives and properties due recent rains. He said that Pakistan is close to our hearts and both the country have a shared dream to work toward promotion growth and economic development.  Senators Sajjad Hussain Turi and Dr. Jahanzeb Jamaldini were also present during the meeting.
