Federal govt prepares national immunisation management system

ISLAMABAD, DEC 30 (DNA) – The federal government has prepared the National Immunisation Management System (NIMS) with the joint efforts of different ministries for the administration of COVID-19 vaccines across Pakistan.

The National Command and Operation Centre (NCOC) said that the federal government has finalised the National Immunisation Management System (NIMS) which was jointly prepared by the Ministry of National Health Services, Regulation and Coordination (NHSRC), Ministry of Interior and the National Information Technology Board (NITB).

The NCOC detailed that the preparation of NIMS aims effective supplies of COVID-19 vaccines across the country after collecting accurate data prior to the administration of the vaccines to the nationals.

The relevant authorities will start the registration process in phases for the coronavirus vaccination by using the newly-developed immunisation management system. Citizens will be sent SMS for registering themselves to the NIMS database through their computerised national identity card (CNIC) numbers, added NCOC.

The statement added that Pakistan is in contact with the manufacturers of COVID-19 vaccines and it is among top priorities of the federal government to make the vaccines available at earliest in the country.

Earlier on December 22, it emerged that the health ministry had commenced working on a specific mechanism for corona vaccination campaign across the country. A National Immunisation Management System had been under the hammer for the vaccination drive with the technical assistance from the National Database and Registration Authority (NADRA), sources said.

The National Immunisation Management System will be a two-way communication system that will run in collaboration with the Interior and Information Technology ministries, whereas, the central database of the modern mechanism will be established at NADRA.

The citizens of various age groups will be registered in the database of NADRA and vaccination schedule of different age groups will be prepared in accordance with the database.

The database authority will send SMS to a citizen according to his or her particulars and the citizen will respond to NADRA with a message with regard to confirmation of the message, according to sources.

NADRA will inform the person about concerning health centre for his or her vaccination after getting confirmation. The details of a citizen will become part of the NADRA record after vaccination.

According to sources, ‘Sehat Tahaffuz Helpline’ ‘1166’ will be used during the vaccination drive, through which the general public will be informed about the vaccination drive.

The health ministry had also sought the cooperation of the Pakistan Telecommunication Authority (PTA) for corona vaccination drive in a letter to the Secretary Information Technology seeking a free SMS service for the corona vaccination drive. = DNA

Afghanistan to serve as gateway to Central Asia: Asad Qaisar

ISLAMABAD, DEC 30 (DNA) – Speaker National Assembly Asad Qaisar said that promotion of trade and economic links between Pakistan and Afghanistan would usher into new era of socio-economic development and fighting the scourges of poverty and instability.

The Speaker said that early conclusion of Trade Agreements between Pakistan and Afghanistan would further boost economic activity on both sides. The Speaker said this while talking to Mr. Nisar Ahmad Ghoryani, Afghan Minister for Commerce and Industries, who called on Speaker in Parliament House, today.

While talking to the Afghan Minister, the Speaker Asad Qaiser observed that Pakistan and Afghanistan are strategically significant trading partners however, trade between the two countries gradually declined due to trade barriers and lack of trade facilitations from either side. He said that after eliminating trade barriers along with facilitating traders had not only enhanced the trade volume between Pakistan and Afghanistan but was also greatly contributing to poverty eradication and social uplift.

He said that such initiatives will also increase employment opportunities for our people and decreasing Non-tariff barriers on both sides of the border will enhance mutual trade. He informed that encouraging people to people contacts and trade facilitation through Pakistan-Afghanistan Parliamentary Friendship Group was a manifestation of our commitment to improving bilateral economic engagement with Afghanistan.

The Speaker said that early conclusion of negotiation of Afghanistan-Pakistan Transit Trade Agreement (APTTA) and Preferential Trade Agreement (PTA) would open new avenues of cooperation between both brotherly countries. He stressed the need to inbuilt the elements in the trade agreements which are facilitative of Trade. He said that China-Pakistan Economic Corridor (CPEC), was a game changer not only for Pakistan but the entire region.

He offered Afghan investors to take part in CPEC economic activity besides investment in Rasakai Special Economic Zone to start its functions soon. The Speaker remarked that economic cooperation between Pakistan and Afghanistan and improved trade and transit facilities would help to connect Central Asia and beyond. He proposed establishment of Border entry point for Trade at WaKhan Border which would open gates to Central Asia. He also asked the Afghan Minister to take note for removal of unnecessary check points inside Afghanistan and extortion of money from trades by Afghan officials.

Speaking about the fraternal relations, the Speaker said that same thread weaves our two nations into a historic tapestry of social, cultural, linguistic, economic, religious and fraternal ties. He said that Pakistan’s reiterates its support for Afghan peace process and Intra-Afghan negotiations for an enduring peace in Afghanistan and the region.

He said that Pakistan always desires of harmonious relations with its neighbors, however, our eastern neighbor had always attempted to destabilize Pakistan. He said that illegal occupation of Jammu and Kashmir and atrocities being committed on innocent Kashmiri were sheer violation of norms of humanity and international law.

The Afghan Minister Nisar Ahmad Ghoryani said that Afghanistan was deeply touched by the goodwill gestures by the government and people of Pakistan. He said that people across the borders have multiple affinities which tie them with each other. He praised Speaker Asad Qaiser for his role in mounting strong linkages for mutually beneficial trade relations with Afghanistan. He said that Afghanistan acknowledges Pakistan’s support for Afghan peace process and would seek support in future too.

He said that Trade and Investment Forum Seminar in October this year was a success and suggested for holding of such moots in Peshawar, Quetta and other provincial capitals of Pakistan.

Apprising the Speaker, the Minister informed that 80 percent negotiations on the Trade agreements have been done and was confident that the same would be signed soon. He said that his government is committed to boost trade cooperation for a long-lasting mutually beneficial relationship.

He welcomed the offer of Speaker for participation in CPEC and Rasakia Economic Zone. He said that issues raised by Speaker would be addressed on his return back home.=DNA

Govt to setup Pak Business Portal to reduce compliance cost for businesses

ISLAMABAD, DEC 30 (DNA) – The government was working aggressively to develop a Pakistan Business Portal which would be a virtual one-stop-shop platform and would reduce lot of compliance requirements for businesses and facilitate better growth of business activities. All the business related public sector organizations would be integrated with Pakistan Business Portal so that instead of going to various organizations, businesses could get registrations and licenses at one-stop shop.

This was said by Mukarram Jah Ansari, Additional Secretary, Board of Investment while giving a presentation on reforms measures being undertaken by the BOI to improve Ease of Doing Business and Pakistan Regulatory Modernization Initiative (PMRI) to facilitate investment and business activities in the country. Sialkot, Lahore, Faisalabad, Karachi and other Chambers of Commerce & Industry also joined the presentation through video link.

Mukarram Jah Ansari said that with the implementation of new reforms, Pakistan would hopefully be included in the top 90 economies of the world in ease of doing business ranking 2021. He acknowledged that businesses in Pakistan were facing high burden of regulatory requirements and the aim of PMRI was to reduce compliance burden and cost on businesses by eliminating unnecessary procedures and processes.  He said that mapping of 550 business regulations has been done for analysis, simplification, elimination of unnecessary laws and said that all systems and procedures would be automated for the facilitation of the business community. He said that soon, there would be a Single Window facility for registration of businesses that would be communicated to all relevant departments and organizations through an integrated system. He said that changing the mind-set and behaviour of people took time, therefore, the government was focusing on changing the procedures and processes to address problems and facilitate the businesses. He said that reforms under PMRI would be completed by 2023 in consultation with the private sector and the purpose of holding this online session with other chambers of commerce from ICCI was a part of getting their input to further improve the reforms process.

Speaking at the occasion, Fatma Azim, Acting President, Islamabad Chamber of Commerce & Industry appreciated the Pakistan Regulatory Modernization Initiative of BOI and said that this process should be completed on fast track so that the private sector could start reaping the fruits of these reforms. She said that the business community was the backbone of the economy and the government should provide them maximum facilitation to make Pakistan a hub of business and investment activities.

Abdul Rehman Khan, Vice President ICCI appreciated the initiative of BOI for holding an awareness session on PMRI at ICCI and said more such sessions should be held at ICCI by taking all major chambers of commerce on board. He also thanked the participating chambers and hoped that this session would be quite beneficial for them. The representatives of various chambers also asked various questions and shared their suggestions with BOI for further improving the reform measures.=DNA

Pak navy conducts live weapon firing of surface to air missiles

Karachi, DEC 30 – In an impressive display of firepower, Pakistan Navy Air Defence Units demonstrated their combat readiness through live weapon firing of Surface to Air Missiles (SAMs).  Chief of the Naval Staff Admiral Muhammad Amjad Khan Niazi graced the occasion as Chief Guest.

During Live Weapon Firing, the launched missiles successfully engaged the intended targets.  The successful firings have re-affirming Pakistan Navy’s war fighting capability and combat potential.  Chief of the Naval Staff expressed his complete satisfaction on the operational readiness of Pakistan Navy and its preparedness to defend the national maritime interest.

Djibouti expresses desire to benefit from expertise of Pak in training, orientation of parliamentarians

ISLAMABAD, DEC 30 – Senate of Pakistan has offered capacity and training facilities to the parliamentarians and staff of the National Parliament of Djibouti from the platform of Pakistan Institute of Parliamentary Services (PIPS). This was deliberated during meeting between Chairman Senate Muhammad Sadiq Sanjrani and   President Mohamed Ali Houmed  Acting Chairman of the African Union Parliament and President Djibouti National Parliament here at Parliament House.  President of Djibouti National Parliament Mohamed Ali Houmed is leading a 12-member delegation to Pakistan on the invitation of Chairman Senate Muhammad Sadiq Sanjrani. He said that training and capacity building remained our priority and we strive to provide best possible trainings and orientations by engaging national and international experts.

Chairman Senate reiterated that African countries are socially and politically very close to Pakistan and we are ready to take measures for enhancing ties between the two sides.  He said that Djibouti and other African countries should explore the prospects for investment in Gwadar which is developing as a trade hub not only for this region but would also facilitate the trade towards the African countries.

Leader of the Parliamentary delegation said that people of both the countries are already very close and there is a need to establish parliamentary cooperation.  He said that with the opportunities for the training of the parliamentarians and parliamentary staff from African countries in Pakistan would further strengthen these relations.

SBP initiatives very encouraging but implementation poor: PIAF

KARACHI, Dec 30 – The Pakistan Industrial and Traders Association Front (PIAF) Chairman Mian Nauman Kabir has asked the central bank to get its policies implemented in true spirit to provide financial support to the trade and industry, as the SBP initiatives are very encouraging but implementation is not up to the mark. 

Mian Nauman Kabir, in a joint statement with vice chairman Javed Siddiqi said that with regards to the ease of doing business, the central bank has taken a number of proactive measures like encouraging banks to facilitate borrowers by offering products as per their needs and demands. 

“The business community urges the State Bank to check the performances and customer services of commercial banks, as the central bank is a watchdog on these banks. The banks don’t give loans to SMEs, particularly the women entrepreneurs and common customers, who are treated badly,” he added. 

He suggested the SBP to check the profits of all banks, besides monitoring of loans they disperse among the SMEs, farmers and businesswomen.  

“The PIAF has not seen any revolutionary step from the present SBP governor, recommending him to push the commercial banks to pick board of directors also from SME sector instead of taking from big corporate sector.” 

“We appreciate the SBP for huge rate cut that helped the federal government borrow at a cheaper cost from banks through the sale of treasury bills and bonds. Interest rate slashing also aims to help the government make large cash transfers to daily-wagers and bear the cost of refinance offered to banks that make subsidized loans to households and businesses. 

Mian Nauman said that the best part of such refinancing to banks relates to the subsidized lending to big companies and small and medium enterprises (SMEs) for keeping their employees on payroll amidst the disruption in economic activities, which is really appreciable. 

PIAF chairman said the SBP has taken a number of steps to mitigate the impact of Covid–19 on economic growth. Since the onset of pandemic-related economic pressure, the central bank has reduced policy rate from 13.25 per cent to 7pc, he said. He added that the central bank also allowed one-year extension in principal payments along with rescheduling and restructuring of loans without affecting the credit history of borrowers, which is right step in the right direction. 

Mian Nauman said that the SBP’s system was fully equipped to explore the untapped potential of local market but the commercial banks policies and strategies are not fully aligned with the central bank as they have different policies and priorities which need to be checked by the regulator. 

PIAF vice chairman Javed Siddiqi hailed several other measures taken by the SBP to mitigate the impact of Covid-19 while stressing the importance of provision of business-friendly environment. “But the ground reality is that on one side government is striving for industrialization and on the other commercial banks are creating problems and red-tapism in loans provision,” he said. “Every bank has a standard policy, as most of the banks do not entertain the customers in their true spirit.” 

It is good that the SBP has formed a Steering Committee on Housing and Construction Finance chaired by SBP governor to support government’s efforts to promote housing and construction sector and has assigned mandatory targets to banks to extend mortgage loans and financing for developers and builders. He also called for simplifying construction loan policies and enhancement in their limits, as expenses have risen manifold.

Watch: The moment Fawad Alam scored a Test century after 11 long years

Pakistan may have lost the first Test match against New Zealand but there were plenty of memorable moments for fans to enjoy. Arguably the highlight of the match was Fawad Alam pulling a boundary to the fence and scoring a century.

The moment was a special one for the left-handed batsman who returned to the squad earlier this year after several years and in fact, scored triple figures for the first time in an international Test match after 11 years.

People on Twitter posted the moment, with one fan inserting Celine Dion’s iconic Titanic song “My Heart Will Go On” as Fawad scored his century and celebrated the achievement.

Needless to say, Pakistani cricket fans were elated to see the cricketer score a century in Test cricket after so long.

Here’s why Fawad Alam’s century was so special

Alam scored a brilliant 102 off 296 deliveries, resisting the attack by New Zealand bowlers for around six hours and 36 minutes.

He added an important 165 for the 5th wicket with his counterpart Mohammad Rizwan.

This is the second Test century for Fawad Alam, who debuted in 2009 against Sri Lanka and scored a century on his debut. However, he was dropped from the Pakistan team in November 2009 and made a comeback only in August 2020.

The promising batsman waited for more than 11 years and five months to reach the three-figure milestone – the longest ever wait for a player to score another Test century without a war in between.

Warren Bardsley of Australia had to wait for 14 years and India’s Syed Mushtaq had to wait for 12 years – but both players witnessed World War I and World War II between their respective milestones.

Although Pakistan couldn’t accomplish what it initially planned, Alam’s persistence in the field and his on-point partnership with Rizwan was a beam of hope for Pakistani fans.

Fawad, who scored 102, stayed on the wicket for 396 minutes which is the longest stay on the wicket in the 4th innings of a Test by a Pakistani batsman outside Asia in the 21st century.

Asad Shafiq stayed on the wicket for 336 minutes in Brisbane against Australia in 2016.

These cars didn’t launch in Pakistan this year despite announcements and leaks

ISLAMABAD – Owing to the phase-wise shutting down and the restarting of the economy due to the pandemic, Pakistan’s automotive industry has had a series of highs and lows in 2020. Fortunately, the auto-sector not only managed to prevail through it all but also welcomed new entrants to its market.

Here is a list of all the vehicles that were supposed to have debuted in Pakistan this year:

Note: As per our knowledge, their launches have merely been delayed and are likely to hit the road within the first quarter of 2021.

BAIC Lineup

The Chinese state-owned automaker, BAIC, would have made a huge splash in Pakistan this year in partnership with Sazgar Engineering Works Limited (SEWL). It had showcased three vehicles, the D20 hatchback, the X25 Crossover, and the BJ40 SUV, in February at the PAPS 2020 Autoshow in Lahore.

All three had a decent range of features and performance figures on paper, but what was most enticing was their individual prices. They were all priced significantly below the competition and offered a strong value for money.

Sources from the company at the auto show told ProPakistani that the vehicles would debut in the market from mid-to-late 2020, but the company has mostly been silent on all platforms since then. The last announcement from Sazgar BAIC was via a Facebook post in which it wished everyone “Eid Mubarak” on Eid-ul-Fitr, which was again followed by complete silence.

Given that the Automotive Development Policy (ADP) 2016-21 will end after the first quarter 0f 2020, it is assumed that the Sazgar BAIC will make its debut then.

Toyota Corolla Cross

Reports on the internet during mid-2020 had stated that Toyota would launch a new crossover SUV in Pakistan to  challenge the Toyota C-HR (both share the same underpinnings), the Honda Vezel/HR-V, the Nissan Juke, the Suzuki Vitara, and other compact crossover SUVs.

The Corolla Cross has the right amount of power, a decent performance, a good number of safety and comfort features, and is aesthetically pleasing. However, it seemed to receive a cold response, especially after it was learned that it would have a starting price of Rs. 8.5 million, making it more expensive than a base-trim Toyota Fortuner which is a mid-size 7 seater SUV.

Considering that the Corolla Cross will be sold in Pakistan as a Complete Built-up Unit (CBU) imported from Thailand and that it has a hybrid powertrain, it explains why its price is so high.

Earlier reports had suggested that it would be sold in Pakistan by the end of December 2020 but according to recent updates, Toyota Indus plans to put it on sale in January 2021.

Chery QQ/United Alpha

It had been revealed about a month ago that United Motors intends to bring the Chery QQ back to Pakistan as the ‘United Alpha’.

The automaker already has the 800cc Bravo hatchback in its lineup to compete with the Suzuki Alto and Prince Pearl, but it now seeks to challenge Kia Picanto and the Suzuki Cultus with its new 1000cc subcompact hatchback.

United Alpha is a Chinese hatchback that was launched by Karakoram Motors over 10 years ago as the Chery QQ. However, due to the highly competitive hatchback segment that had featured the Suzuki Mehran, the Daihatsu Cuore, the Chevrolet Joy, the Hyundai Santro, and the Fiat Uno among others that had been vying for the lion’s share of the market, the QQ had failed to impress and was thus discontinued.

This time around, United Motors sees the current lack of variety as an opportunity to strike again. It had originally planned to debut the car in late December but has postponed it to the first week of January 2021.

Hyundai Elantra

Pakistan offers a good market for the Hyundai Elantra because its compact sedan segment has been lacking a third option for almost more than a decade. The vehicle is a compact sedan that has gone up against the Toyota Corolla, the Honda Civic, and Mazda 3 in the international market.

The Elantra had also been displayed at the PAPS Autoshow 2020 and had drawn a huge crowd because of its sharp design. A source from Hyundai Nishat had told ProPakistani at the show that the Elantra would be debuted before the end of 2020. However, the lockdowns have since put a damper on the plan.

According to recent news that has been confirmed by ProPakistani, Hyundai Nishat has already assembled some units of the Elantra and is planning to put it on sale in the first quarter of 2021. The vehicle is also reportedly loaded with specs and features that are similar to those of the internationally-sold Elantras.

However, the entire package is likely to come at a hefty price. Internationally, the Elantra costs between $18,000 and $22,000 for different trims, which is almost between Rs. 2.8 million and Rs. 3.5 million. However, considering that it will go up against the Toyota Corolla and the Honda Civic, its starting price is estimated to be around Rs. 4 million, and with its specs, features, performance, and aesthetics, it is likely to give a tough time to the competition.

The delayed launches of all these vehicles may just be a blessing in disguise with the promise of something positive and interesting to look forward to in the new year.

Indonesia bans hardline Islamic Defender’s Front group

JAKARTA, Dec 30 — Indonesia has banned the controversial but politically influential hardline group the Islamic Defender’s Front, the country’s chief security minister announced today.

Minister Mahfud MD said the group, widely known by its acronym FPI, was prohibited effective immediately.

“The government has banned FPI activities and will stop any activities carried out by FPI,” Mahfud said. “The FPI no longer has legal standing as an organisation.”

The move follows the November return of the group’s spiritual figurehead Rizieq Shihab, from three years of self-exile in Saudi Arabia, which was celebrated with events attended by thousands.

Rizieq’s return to the world’s largest Muslim-majority nation had fueled concern within government that he could be angling to harness opposition forces.

The 55-year-old cleric was arrested earlier this month charged with violating health protocols and remains in custody, while a fatal highway clash between police and supporters — which saw six of his bodyguards shot dead — is being investigated by the country’s human rights body.

Mahfud said the FPI had officially been disbanded since June last year, but had continued to unlawfully conduct activities.

Six senior government officials, including the attorney general, police chief and counter terrorism agency head were involved in the decision to ban the group, he said.

Deputy justice minister, Edward Omar Sharif Hiariej, said the FPI was outlawed because nearly 30 of its leaders, members and former members had been convicted on terrorism charges, and because the group conflicted with the nation’s state ideology, Pancasila, which emphasises unity and diversity.

Formed soon after the 1998 fall of former strongman Suharto, the FPI were notorious for raiding bars and brothels and intimidating religious minorities, and known also for offering assistance during natural disasters.

Its political sway has risen in recent years, however, particularly after its role in mass protests in 2016 against Jakarta’s former Christian governor who was jailed for insulting Islam.

The government saw the demonstrations as one of the biggest threats to President Joko Widodo’s rule.

Choosing the right path in politics!

The political climate in the country continues to heat up and the intensity of political confrontation is gradually increasing. Then, the question arises as to what will be the outcome of the country seemingly reachinga dead end due to the escalating confrontation between the government and the opposition, and how much irreparable damage will be done to national interests in this turmoil? This question has rightly worried every sensible and conscious Pakistani, with smoky rhetoric from both sides, in which every effort is being made to declare the opposing party hostile to the country and clearly incompetent and dishonest, is fueling the fire. In this war of words, the fact that the other side also represents millions of Pakistanis but it is not taken into account, while power is something to come or gone.

It is clear that the government is trying to stay in power and oust the opposition, while Prime Minister Imran Khan is proving lucky in that the opposition parties that wanted to oust the government through the movement have their own differences and contradictions. MaulanaFazal-ur-Rehman, head of the JamiatUlema-e-Islam, who is credited with uniting the opposition under the banner of the PDM, is facing a major uprising within his own party. MaulanaFazal-ur-Rehman says that all this is the result of government fabrications and conspiracies. He is right, but this is what happens in such cases. If the opposition wants to oust the government, then the government will use all sorts of tactics to thwart them. Maulana should have already dangled his sage as a precaution.

However, Maulana’s grip on his own party is strong and raising the banner of rebellion of these four gentlemen alone will not harm the party. The real problem is the differences within the opposition on various issues and not being on the same page. There is an ambiguity about the goals of the opposition that the desire to overthrow the present government is in place. Earlier, it was claimed that this government would step down in a month, but now there is a clear disagreement over the resignations, the Senate and the by-elections, and the timing of the resignations is also a matter of controversy. Most PML-N leaders say a decision on resignation or sit-in should be taken after the long march, while some opposition parties want to run in the by-elections and Senate elections, while expecting the PPP to resign and will come out of the Sindh government seems illusory, although Bilawal Bhutto has said that we are ready to make this sacrifice, but in the current situation it does not seem possible to do so in practice.

In the face of this situation, the government seems happy that the opposition movement is disintegrating with its own contradictions and that the PDM has broken the deadlock. In fact, the leaders of the opposition did not even consider the far-reaching motives of their strategy in the words of Maulana Fazal-ur-Rehman because Maulana is trying to run the PDM as a political party, even though it is an alliance of opposition parties in which each political party has its own point of view. Maulana himself, even thoug his not a Member of Parliament, is still holding on to their resignations and for other political parties, resigning is fine as far as claims are concerned, but in practice it is unworkable at a time when the government is stable. Although Maryam Nawaz has become quite an eagle and has gone too far on the instructions of her father based in London, it would be good for the anti-establishment figures to be relieved, but the Muslim League (N) concerns are being raised within, As far as Bilawal Bhutto Zardari is concerned, his zeal and enthusiasm are valuable, but the final decision will be made by his father Asif Ali Zardari and he will never throw his party into the fire of resignations.

At present, the country is in the throes of political chaos and speculation, the government and the opposition is taking over each other or politics is turning into animosity and confrontation. Getting out of this situation is the most important need of the hour for the betterment of the country. Both the government and the opposition should realize the deteriorating situation and come up with an appropriate and acceptable mechanism for their own interests, because the politics of siege and annihilation and walling off each other is not in the interest of the country and the nation. Leadership of political parties should prioritize democratic principles and public aspirations, not criticize each other for their own party, factional and personal interests. The people are watching the ongoing confrontation between their elected representatives in a world of frustration and surprise. The leadership of political parties should put democracy before individuals, because their mistakes have been the main reason for the bedrock of democracy, so learning from the past and choosing the right path for the present and the future is the primary responsibility of the political forces.
