Economic outlook: Rupee to remain stable against US dollar in week starting Jan 18

KARACHI : Pakistani rupee will likely remain stable or marginally weaken against the United States dollar in the coming week as demand for the hard currency from importers increases.

A foreign exchange trader said the local unit is expected to follow a range-bound trading pattern for the next week. “However, any uptick in the US dollar demand for import payment, especially oil, could hamper the rupee’s stability.”

Another trader said the local unit may trade on the backfoot to the dollar in the coming sessions if an expected demand for the dollars emerges in the market and supplies diminish. “The next range should be between Rs160.25 and Rs160.75,” he added.

In the outgoing week, the Pakistani rupee remained largely stable with marginal gains in the last fourth session. It remained between Rs160 and Rs160.50 through the week and gained Rs0.24 in the interbank market from Tuesday to Thursday.

The rupee was supported by muted demand, strong inflows from export and remittance, and positive sentiment about the country’s economic outlook.

But a sudden demand for import payments during the last session limited the gains as the rupee closed at Rs160.33 on Friday. The decline in the State Bank of Pakistan’s foreign exchange reserves affected the traders’ sentiment. The central bank’s forex decreased by $12 million on January 8.

The Pakistani rupee’s outlook remains stable in the near-term given positive developments on the economic front, said traders.

The likelihood of a resumption of the suspended International Monetary Fund (IMF) programme, positive macroeconomic indicators, and sizeable improvement on the external account front would back the rupee in the days to come.

The country’s current account posted a surplus in the five months of the current fiscal year because of the market-determined exchange rate regime, increase in remittances, lower energy import bill, and subdued local demand.

Pakistan posted a surplus of $1,640 billion in July-November of the current financial year to a deficit of $1,745 billion in the same period last fiscal year.

The encouraging industrial output numbers and stable outlook for Pakistan’s economy, as well as the banking sector by the latest Moody’s report positively impacted the rupee.

The large-scale manufacturing (LSM) index grew 14.45 % in November, while cumulatively, the index picked up 7.4% year-on-year in the five months of the current fiscal year.

The market expects the LSM index to remain upbeat owing to accelerating manufacturing operations, improvement in aggregate demand, and new investments.

Markets expect continued monetary easing by the State Bank of Pakistan (SBP), as they have correctly identified the second coronavirus pandemic wave as a key downside risk to growth and forecasting a 1.5% to 2.5% GDP growth in FY21.

Uganda’s long-time leader Yoweri Museveni declared election winner

Uganda’s long-time President Yoweri Museveni has been re-elected, electoral officials say, amid accusations of vote fraud by his main rival Bobi Wine.

Mr Museveni won almost 59% of the vote, with Bobi Wine trailing with about 35%, the Electoral Commission said.

Thursday’s poll may turn out to be the “most cheating-free” in the history of the African nation, the president said.

Bobi Wine, a former pop star, vowed to provide evidence of vote-rigging when internet connections were restored.

The government shut down the internet ahead of voting day, a move condemned by election monitors.

They said confidence in the count had been damaged by the days-long cut. A government minister told  that the internet service would be restored “very soon”.

Bobi Wine said he and his wife were not being allowed to leave their home by soldiers.

“Nobody is allowed to leave or come into our house. Also, all journalists – local and international – have been blocked from accessing me here at home,” he said.

Dozens of people were killed during violence in the run-up to the election. Opposition politicians have also accused the government of harassment.

The result gives President Museveni a sixth term in office. The 76-year-old, in power since 1986, says he represents stability in the country.

Meanwhile, Bobi Wine – the stage name for 38-year-old Robert Kyagulanyi – says he has the backing of the youth in one of the world’s youngest nations, where the median age is 16.

What’s the latest on the election results?

“The electoral commission declares Yoweri Museveni… elected President of the Republic of Uganda,” election commission chairman Justice Simon Mugenyi Byabakama said on Saturday.

He said turnout was 57% of the almost 18 million registered voters.

Earlier, Mr Byabakama said the vote had been peaceful, and called on Bobi Wine to make public the evidence for his fraud allegations.

The opposition candidate earlier said: “I will be happy to share the videos of all the fraud and irregularities as soon as the internet is restored.”

But speaking after being declared the winner, Mr Museveni said: “Voting by machines made sure there is no cheating.

“But we are going to audit and see how many people voted by fingerprints and how many of those voted by just using the register.”

Mr Museveni also warned that “foreign meddling will not be tolerated”.

The EU, United Nations and several rights groups have raised concerns. Aside from an African Union mission, no major international group monitored the vote.

Bobi Wine will continue to play a role

President Yoweri Museveni has seen off countless challengers during his three decades in power – helped along by constitutional changes, which have allowed him to continue running for office.

His assurances of security and economic stability continue to win him votes. It’s easy to underestimate how much the memories of decades of civil war and a failed state still cast a shadow over this country.

Bobi Wine rejects the results and says he will present evidence of rigging and voter intimidation. The opposition leader casts a lonely figure – in his home on the outskirts of Kampala.

His key advisers have either been arrested or are in hiding. Nevertheless, he will continue to play a key role in Uganda’s politics.

His National Unity Platform is expected to be the biggest opposition party in parliament. What he says and does can inspire millions both in Uganda and across Africa where youthful political movements are taking hold.

Provinces free to import anti-coronavirus vaccine, says NCOC chief Asad Umar

Karachi : National Command and Operations Centre (NCOC) chief Asad Umar has asserted that provinces and private entities are allowed to import anti-coronavirus vaccines approved by the Drug Regulatory Authority Pakistan (DRAP).

“From day 1, the NCOC has adopted the policy that the federal government shall not have the monopoly to import anti-coronavirus vaccines,” the federal minister told Shahzad Iqbal . “Provinces and private entities including hospitals have been allowed to import the vaccines that are approved by DRAP.”

Umar was responding to Sindh Health Minister Dr Azra Pechuho seeking the federal government’s permission to directly negotiate with foreign governments and private companies for vaccine procurement.

“Once a vaccine has been approved by the regulatory authority, it can be imported by provinces as well as private hospitals,” he explained. “In fact, I would encourage not only Sindh but other provincial governments to import it as well.”

Procurement and distribution

The NCOC chief said the AstraZeneca-Oxford vaccine has already been okayed by DRAP and China’s Sinopharm was also approved in principle by a technical committee. “We only need to decide under which name will Sinopharm vaccine be distributed. The verdict will be out by Tuesday.”

Umar said at the moment there are two anti-coronavirus vaccines authorised for emergency use while phase III clinical trials of the third vaccine by CanSino will be completed by the first week of February. “Once the results for the CanSino vaccine are out, and if they are positive, then that anti-dote too will be available in Pakistan.”

The federal minister said Pakistan had also signed up for the World Health Organization’s COVAX Facility some eight months back and was expecting the first consignment in the first quarter of this year. “We have multiple sources for the anti-coronavirus vaccines slated for delivery in February-March. So the vaccines will be procured and rolled out in the first quarter of this year.”

He explained that healthcare workers and people aged 65 and above will be vaccinated in the first phase. “Initially, it was proposed that government officials be vaccinated in the first phase as well but we rejected that recommendation.”

“We are in the advance stages of a vaccine drive. Some 300,000 healthcare workers have been registered to be vaccinated. The healthcare workers who will be administrating the vaccine have also been trained.”

Umar said the Chinese government was facilitating Sinopharm vaccine doses for Pakistan. “We have provided them the number of healthcare workers and they will let us know about the first batch of vaccines by Tuesday.”

First Pakistani receives Sinopharm COVID-19 vaccine in Shanghai

BEIJING, Jan. 17 : Zahid Iqbal has become the first Pakistani citizen to receive Sinopharm COVID-19 vaccine in Shanghai, according to a report published by China Economic Net (CEN).

Zahid, about 44 years of age got second dose of vaccine this week and felt excited.
Talking to CEN, he said that he is very satisfied that the Chinese company developed this vaccine and China is also working to provide this vaccine to Pakistan in a couple of weeks.

He has been working in an international school as head of Curriculum and Sciences in Shanghai for the last 18 years. Sharing his vaccination experience he said, “2020 was a very tough year for all of us, in one way or other all of us suffered, families of many of us got stuck back in Pakistan, and we stuck in China. And now we have entered 2021”.

“At the end of December, when we heard the news that we’re going to have the vaccination, it was a little bit scary. We had to decide on one or two days. I did some research myself and talked to friends and finally, I made up my mind that I should go for it. It’s going to be good for us,” he mentioned.

He further said that after entering his information, he got his QR code. When he arrived at the vaccination center, he was very surprised to see a large number of people, and the way the administration organized all the people. The queue was pretty long, but it was very smooth going forward. He added that he was a little bit nervous in the beginning, but later on, he was okay.

“After going through different steps for vaccination, I got vaccinated but didn’t feel any pain. It was normal. Everybody has gone through the vaccination at an early age, and it was the same as that. We were told to fill a consent form because there may be any reaction like muscular pain, fatigue, or fever in one or two days after vaccination. But I didn’t have any adverse reaction. We were told after vaccination we had to take a few extra precautions like not to eat fish or spicy food,” he added.

Zahid said that he and his colleague had to stay in an observation area for 30 minutes just to see if there might be some side effects of vaccination. There were about 5,000 people there but he didn’t see any kind of adverse reaction.

“I was very happy at the smooth completion of this whole process, now we all are confident that we can defeat this virus. We need to be administered two doses of vaccine. After having the first one, the moral was pretty good, everybody felt confident,” he expressed.

He added that the second time, they had to go through the same procedure. The second time there were more people because Shanghai is a big city and the administration of the city was facilitating vaccines to more and more people like hospital staff, doctors, nurses, and school teachers.

“The way Chinese government prevent and control the pandemic has been outstanding. Everything has gone through very smoothly.  I am very happy that I have successfully completed this procedure, I also got a vaccination certificate which I can show to my friends,” Zahid added.

“If you have the opportunity to have a vaccination, please go ahead, this is very useful. It will be good for your immune system, you shouldn’t bother about any conspiracies,” he said.

Zahid Iqbal is one among hundreds of thousands who have been vaccinated successfully. China is going to accelerate vaccination in the coming months. Chinese vaccine will be safeguarding millions in other parts of the world in the near future.

China’s latest tariff cut win-win for China, Pakistan: Liu Baocheng

BEIJING, Jan. 17 : China has reduced, canceled import tariffs for 2021 and it would be win-win for China and related countries including its iron-clad brother Pakistan,

This was stated by Liu Baocheng, Dean of Center for International Business Ethics (CIBE), University of International Business and Economics(UIBE), China, according to China Economic Net (CEN).

China adjusted import tariffs on a range of products starting from January 1, 2021 to support fostering the new development paradigm and promoting high-quality development, and lowered parts of conventional tariff rates and most-favored-nation rates in 2021, as stated by the Customs Tariff Commission of the State Council.

As per Liu Baocheng, since its accession to World Trade Organization, China has comprehensively fulfilled its commitments to WTO, substantially reducing import tariffs. By reducing import costs to boost trade,

China has delivered mutually beneficial and win-win outcomes on a wider scale and has shared its development dividend and growing markets with the rest of the world.

Provisional import tariffs that are lower than the most-favored-nation (MFN) rates will be levied on 883 commodities, including some anti-cancer drugs and raw materials for infant formulas. As Liu put it, this shows that “Put the people first” is the bedrock of all policies and governmental undertakings in China.

On top of that, “China is to focus on quality growth in the new development pattern for the 14th Five-Year-Plan (FYP) period,” hence, it needs to import aviation equipment such as fuel pumps for aircraft engines and parts of integrated circuits equipment, parts and raw materials needed for production and so on, which represents a lucrative opportunity for countries rich in quality raw materials.

Also, as China plays a significant role in global trade, an increased import of raw materials would definitely benefit distributors and importers all over the world. “A lower cost makes room for the efficiency in R&D, and that eventually will benefit global end-customers,” Liu noted.

According to the Customs Tariff Commission of the State Council, further tariff reduction will be made under the free trade agreements China has separately signed with countries including New Zealand, Peru, Costa Rica, Switzerland, Iceland, Pakistan, Chile, Australia, the Republic of Korea, Georgia, as well as the Asia-Pacific Trade Agreement.

“The latest tariff cut means that China’s imports from Pakistan would show a reasonable increase and reduce the cost of exports for Pakistani companies in the coming year. Also, China will reciprocates Pakistan with technology and goods it needs. Therefore, the tariff reduction helps both countries reach common development,” he explained.

Last but not the least, he further mentioned, the tariff cut on medical equipment, medical raw materials reflects that China has taken on the responsibility to share the COVID-19 vaccine with the rest of the world – especially developing countries that are struggling to combat the virus – rather than using any vaccine as a private asset.

Islamabad, 17 Jan 2021 : Foreign Minister Shah Mahmood Qureshi has said that recent viewpoint of the British Parliamentarians regarding Indian Illegally Occupied Jammu and Kashmir situation is the success of Pakistan’s diplomatic efforts.

Addressing a news conference in Multan, he said the British parliamentarians made it clear that Jammu and Kashmir is not an internal matter of India, but it is a global dispute.

He said India always tries to give impression that situation in Illegally Occupied Jammu and Kashmir is normal. However, Pakistan exposed its nefarious designs to the world.

Replying to a question about Machh mishap, the Foreign Minister said India is trying to create unrest in Pakistan by fanning sectarianism.

He said that some powers are also working to weaken Pakistan. However, their nefarious designs will not succeed.

Shah Mahmood Qureshi said the opposition parties particularly PML-N and the PPP should provide details of their party funds to the Election Commission by Tuesday before going to protest.

He warned that the protest demonstration and sit-in of the opposition parties’ alliance should be in democratic manner and the law should not be taken into hand.

Guatemalan families mourn death of children as hunger spreads

LA PALMILLA, Guatemala :  Two-year-old Yesmin Anayeli Perez died this week of illnesses linked to malnutrition, the third small child to die from similar causes in an impoverished mountain village in eastern Guatemala within weeks, residents and health officials said.

Residents of the indigenous Mayan village, La Palmilla, and other parts of a region known as the Dry Corridor sunk deeper into poverty last year when economic damage wrought by droughts and two devastating hurricanes was compounded by the coronavirus lockdown. The situation in La Palmilla is a stark example of the depth of the crisis in Central America, where governments are hoping for a rapid restoration of US aid under incoming president Joe Biden to stem a new migration wave.

The second of three children, Yesmin had a history of acute malnutrition, which causes rapid weight-loss and wasting, and for which she was hospitalized several times over the past year.

In the months before her death, Yesmin’s legs and arms were stick-like and her belly swollen by water retention, even though she had gained a little weight. Reuters visited her family in their home in October, where Yesmin, dressed in a purple t-shirt, was being fed a high protein mash by her mother.

In the early hours of Monday, Yesmin died, her eyes bulging and her frail body distorted by a persistent cough and long struggle with lung illness linked to her inadequate nutrition.

Just over half the normal weight for her age, she was suffering malnutrition and pneumonia made worse by the cold and damp weather that followed the hurricanes, local health official Santiago Esquivel said.

Sitting in front of her small coffin, in a home with a dirt floor and tin roof, her father said the family had been hopeful she would make a recovery.

“I bought her some vitamins on Sunday, to see if she would put on weight, we were going to start the treatment on Monday, with a spoonful,” Perez recalled. “But she got worse.”

Yesmin was buried on a hilltop along with some of her clothes, a bottle of water and a small, orange plastic drinking cup in a traditional ceremony on Tuesday.

The family had celebrated her second birthday with a bowl of chicken soup just a few weeks earlier.

The Guatemalan government denies that Yesmin was suffering malnutrition at the time of her death, or at any time during 2020. However, medical records reviewed by Reuters showed she was diagnosed as suffering from acute malnutrition at least until March.

Guatemala’s Food and Nutritional Security Secretariat said in a statement that Yesmin and her family had received support from authorities, in recognition that she had suffered malnutrition and lung problems at birth.

Asked why she was not classified as malnourished in 2020, the agency referred Reuters to the Health Ministry. The ministry did not respond to requests for comment.

Trapped by poverty

Government data show acute malnutrition among the under-fives rose by 80% in Guatemala in 2020 compared to 2019.

The government said the jump was partly due to improved methodology. However, data gathered by Oxfam last year also showed large increases in families facing food shortages, including a four-fold jump in severe shortages in the province around La Palmilla.

At least 46 children under five died of hunger-related causes in 2020 in Guatemala, according to the government data, well below previous years. Ivan Aguilar, a humanitarian program coordinator based in Guatemala at Oxfam, said the drop appeared to be due to officials attributing deaths related to malnutrition to other causes, including the case of Yesmin.

Yesmin was the third young child to die in the village of around 3,000 people since October, local health official Esquivel said. Yesmin was buried a few feet away from another girl who died on Dec. 26.

The deaths are unusual even in a region that grew tragically accustomed to such deaths after drought destroyed crops every year for half of the past decade, Esquivel added.

Peaceful Rise of China and US threat

Raja Furqan Ahmed

Since the birth of America, the Asian region has been considered one of the important area for economic and trade. History, geography, and demography also make the US an integral part of the region. Geographically, the states of Alaska, California, Oregon and Washington border on the Pacific Ocean and Hawaii is surrounded by it. In 1784, the US merchant ship (the Empress of China) which inaugurated America’s participation in the lucrative China trade in 1784. As Asia pacific region has its own significance so the US always put an eye on this region. The US has a variety of interests at stake in the Asia Pacific region, with pressing diplomatic, national security and economic considerations, all against the backdrop of increased geopolitical volatility.

The first major policy was formulated at the end of 19th century, by US Secretary of State John Hay’s which was named as Open Door policy toward China. The Open Door Policy was a clever move on the part of the United States to create trade opportunities between the US and China while additionally asserting American interests in the Far East. In the short term, the Open Door Policy allowed the US to expand its markets for industrialized goods. It called for equal foreign commercial access to china. The reason being that at the time only certain states were getting privileges and getting their hands on all the commercial products of china. The US also worked to prevent the rise of a regional hegemon in Asia, whether it was imperial Japan or the Soviet Union. The US believes that they are long been a Pacific power, whose interests are inextricably linked with Asia’s economic, security, and political order.

Later on, when Obama took office, he introduces new policy pivot to the Asia Pacific. The policy was shifted from the Middle East to East Asia. Obama called himself “America’s first Pacific president.” He promised the nations of Asia a new era of engagement based on mutual interests and mutual respect. Obama also clarified US policy that the goal is not to counter or contain China. Its goal is to make sure international rules and norms are respected and that includes in the area of international disputes. The key areas of policy are “strengthening bilateral security alliances; deepening our working relationships with emerging powers, including with China; engaging with regional multilateral institutions; expanding trade and investment; forging a broad-based military presence; and advancing democracy and human rights.” Former Secretary of state Hilary Clinton’s termed the Asia Pacific as a key driver of global politics.”

As there are two schools of thought liberalist who believes that the rise of China will not change the existing world order. On the other hand, the realists argue that China may challenge the US leadership and to overhaul the existing world order. Meanwhile Chinese believes that the existing world order is in favour of the US and its allies at the expense of Beijing. However, the US has a hidden agenda to exploit human rights and democracy to prevent China from rising to the “rightful place.” As the US always raises this sort of slogan to interfere in other state matters. Chinese also thinks that US-made contribution in resolving global issues but now this old vehicle has become tired and it needs reforms.

Meanwhile, if we see China it is prospering in the term of both economical and militarily. China is also developing its region such as One Belt One Road project which will bind together 65 countries (4.4 billion people) another big threat for the US. The US suspects that China may adopt its own “Monroe Doctrine” to enhance its sphere of influence and de-Americanize the region. This doctrine was very useful during the 19th century.

The US policymakers always highlight their fear regarding the rise of China. Former US Secretary of State Henry Kissinger said that “Once China becomes strong enough to stand alone, it might discard us. A little later it might even turn against the US if its perception of its interests requires it.”

On the other side, the US also playing its game in the Asia-Pacific region. Trade in this region is stood at 3.2 trillion dollars in 2018 which includes Exports 1.4 trillion-dollar and Imports 1.8 trillion dollars. So economically this region play important role in the global market as well as the US economy. America’s top trading partners also present in this region such as China itself, Japan, South Korea, Taiwan, India, and Vietnam. So the USA also want peace in this region but wants to increase its influence. Washington has been also advocating an Asia-Pacific security structure with the US as the sole leader and with U.S.-led bilateral alliances as the backbone.

The US also face a lot of challenges in this region such as North Korea and China which are economically and security threat for the US. Building a stable, productive and constructive relationship with China.  Longstanding strategic challenges in such regions as the Taiwan Strait, the Korean peninsula and the India-Pakistan border is seen as relatively quiescent but far from final resolutions.

For the implementation of their policy, the US had signed different agreements and treaties with their aliens. The United States benefited from its alliance arrangements during the Cold War era and wishes to preserve these assets in the post-Cold War world. China, on the other hand, does not have good memories of its alliance.

In Asia Pacific, the majority of the states are the aliens of the USA and also fear the uprising of China as an emerging power. This also helps the USA for the implementation of its policies. Due to this threat, the majority of states has done several agreements with the US such as modernizing security partnerships with allies: Japan, South Korea, the Philippines, Thailand, and Australia; as well as broadening engagement with emerging partners and power centres such as Indonesia, Vietnam, Singapore, Malaysia, Brunei, New Zealand, the Pacific Islands, and India; maintaining a positive and constructive relationship with China; and investing in the region’s multilateral institutions, including the Association of South-East Asian Nations, East Asia Summit, Asia Pacific Economic Cooperation, and the Trans-Pacific Partnership. The USA also signed several militaries to the military, Bilateral and Cooperation, Maritime Defense and Ballistic Missile Defense Cooperation agreement.

During the era of Trump, the US policies were diverted from the Asia Pacific such as president withdrawal from Regional Comprehensive Economic Partnership which was an agreement regarding the Trade tariffs and will benefit the USA. China is focusing on the policy of Neo-colonialism, which emphasises on economics, globalisation, cultural imperialism, and conditional aid to influence a country instead of the previous colonial methods of direct military control. China is developing its region as this also shows that China is rising peacefully and it will be a big threat for the US.

What to expect from Biden?

By Muhammad Omar Iftikhar

January 20, 2021, will mark the last day of President Trump’s reign. His autocratic, oppressive, and dictatorial rule kept his Secret Service, officials of the White House, and the US national media at its toes. They had to counter-act when he would make an illogical statement during a press conference, create a diplomatic tussle, or share something inappropriate or confidential on Twitter. Such was the era of President Trump that is considered to be the wildest in US history when it comes to politics and diplomacy. The US, which rules the world as an influential power, became a laughing stock under his rule. However, Joe Biden and Kamala Harris may change the status quo. It is yet to be seen if this may eventually change how the US views the Eastern hemisphere including the Middle East, South Asia, Russia, and China. Biden is expected to realign Washington’s diplomatic endeavors with regional allies and the rest of the world. However, many expectations should not be hinged by Pakistan on Biden’s regime. After all, hailing from the Democratic camp were former US Presidents Harry Truman, John Kennedy, Lyndon Johnson, Jimmy Carter, Bill Clinton, and Barack Obama. In 1949, Truman invited the then Indian PM to Washington but Pakistan’s Liaquat Ali Khan was ignored. While US aid to Pakistan in 1962 (under John Kennedy’s Presidency) reached over $2.3 billion, one of the succeeding US (Democrat) President, Jimmy Carter, suspended all aid to Pakistan (except food). This was in response to Pakistan’s decision to construct a Uranium enrichment facility. Carter even wanted to ban all of Pakistan’s nuclear efforts. During Obama’s tenure (2009-2017), the US conducted over 350 drone attacks on Pakistan to eliminate extremist threats. Pakistan’s government must take calculated decisions at such times when the US Democratic camp has not brought positive outcomes for Pakistan’s political and socio-economic sectors.
