FM Qureshi discusses Afghan peace process with Hizb-e-Wahdat-e-Islami delegation

ISLAMABAD : A delegation of Afghanistan’s Hizb-e-Wahdat-e Islami called on Foreign Minister Shah Mehmood Qureshi at the Ministry of Foreign Affairs on Tuesday to discuss matters of mutual interest including the Afghan peace process.

The delegation, led by Muhammad Karim Khalili, arrived in the country on Monday for a two-day visit during which it is scheduled to meet Prime Minister Imran Khan and National Assembly Speaker Asad Qaiser.

During the meet today, the foreign minister reiterated Islamabad’s stance that there was no military solution to the Afghan conflict, adding only political dialogue could resolve the matter.

Welcoming the progress made during the intra-Afghan talks, Qureshi expressed optimism about the second round of talks being held in Doha.

He emphasised that the regional peace was linked to the stability in Afghanistan and expressed satisfaction over the progress in intra-Afghan dialogue, saying it provides a unique opportunity to the Afghan leadership which must be seized for peace in the country.

Qureshi regretted that India is acting as a spoiler in Afghanistan and we have presented irrefutable evidence in this regard before the world community.

The foreign minister shared that the government was taking concrete steps for the promotion of bilateral relations between the two countries, adding that Pakistan has also introduced a new visa policy to facilitate the Afghans.

Ustad Khalili thanked the foreign minister for hosting the Afghan refugees over the last many decades and praised Pakistan’s role in the Afghan peace process.

Afghan peace talks: What’s the rush?

Khalili’s visit is part of Pakistan’s ongoing policy to reach out to political leadership in Afghanistan to forge common understanding on the Afghan peace process and deepen people-to-people linkages, the MOFA said in a statement.

“Pakistan’s fraternal ties with Afghanistan are rooted deep in shared history, faith, culture, values and traditions,” read the press release. “Pakistan fully supports all efforts for peace, stability and prosperity of the Afghan people.”

The ministry stressed that Islamabad “remains steadfast in its support for an inclusive, broad-based and comprehensive political solution of the conflict in Afghanistan through an Afghan-led and Afghan-owned peace process”.

Procurement of COVID-19 vaccines will take some time: Asad Umar

ISLAMABAD: The head of the National Command and Operation Centre (NCOC) Asad Umar has said that the completion of the procurement process of COVID-19 vaccines will take some time as the federal government initiated talks with China.

Asad Umar, while addressing a press conference today, said that efforts are underway for getting the COVID-19 vaccines and talks with China have commenced. Vaccines for frontline workers will arrive soon in Pakistan, he said.

However, the completion of the procurement process of COVID-19 vaccines will take some time, said Asad Umar. He once again appealed the nationals to continue taking precautions against the virus.

The Minister for Planning and Development said that the federal government had been recommended to implement strict curbs amid the recent situation of the pandemic instead of imposing smart lockdown.

A survey conducted by the Pakistan Bureau of Statistics (PBS) revealed that around 55.5 million workforce exists in the country including a large number of women. During the countrywide lockdown, business activities had been halted due to which more than 20 million people lost their livelihood, he said.

The NCOC said the government will have to make decisions in view of health and employment following the directives of Prime Minister Imran Khan. The pilot project, testing and quarantine system had been initiated on April 10 which was made fully operational from April 24.

The curbs had been gradually lifted following the decisions taken within a few of weeks besides reopening of business sectors of the country. The country’s workforce had returned to their employment in October, whereas, the construction sector witnessed hike amid coronavirus.

Millions of people lost their jobs in neighbouring India, as well as millions of people in developed countries. Even the chief advisor of Obama had once asked the US government to adopt decisions like Pakistan to reduce the financial losses, said Umar.

Umar said that PM Imran Khan was extremely worried about the livelihoods of those people selling goods on hand carts or daily wagers. The government had reopened its industries and construction sector during its first phase, he detailed.

The closure of the construction sector affected the income of people up 80 per cent, whereas, 70 per cent people are associated with the transport sector.

During the survey, it emerged that no one was dying of hunger but 47 per cent people were forced to spend savings and 30 per cent nationals acquired loans from their relatives or friends to go through the lockdown period.

Asad Umar said that the difficulties would have increased if the government failed to take timely decisions. The decisions were hailed by all including Bill Gates, UN chief and FWO.

He said that Britain and some other countries are witnessing a sharp rise in COVID-19 cases during its second wave which they did not record last year.

In view of an increase in the number of Covid cases in November last year, the federal government had decided to impose lockdown in coronavirus hotspot areas. At that time, a large number of COVID-19 patients were heading towards hospitals from the first week of December, whereas, those patients shifted to oxygen during the second of December last year.

Umar detailed that  313 patients had been put on ventilators in the second week of December, however, the cases were started decreasing by the end of December’s second week.

He appealed the nationals to keep following standard operating procedures (SOPs) against novel coronavirus as the arrival of vaccines will take some time. He said that Covid vaccines for frontline workers will soon arrive in Pakistan.

Power breakdown: CPEC power plants stay unhurt, resume full load supply

ISLAMABAD, Jan. 12 : In face of Pakistan’s intense and long-hour power breakdown, CPEC power plants stayed completely protected without developing any fault setting a precedent of quick and reliable resumption of operation.

According to a report published by Gwadar Pro on Tuesday, they have stepped into re-startup process and are gearing up to resume full load supply to the entire Pakistan.

Equipped with enhanced reliability system and latest automatic protection technologies, CPEC Power plants are in position to restore its seamless functionality allowing their power mechanism to get reconnected with National Grid System in order to pull 220 million people out of darkness.

It merits mentioning that owing to China-based advanced technology that meets international standards, CPEC power plants have not developed a single fault in spite of sudden interruption of supercritical pressure and high temperature.

The report added, a trip was witnessed at 11:41 pm on January 9, at the Guddu thermal power plant. The next moment frequency which remains normally at 49.5 Hertz fell to zero. Under cascade, one after another, power plant safety systems began to shut themselves down.

This led to series of shutdown in other power plants including CPEC coal-powered and renewable energy power plants.

Benefiting from modern safety & security system that switches off quickly the entire power plant once encounters any malfunctioning transmitted by other linking power plants, CPEC power plants resume full load supply very quickly.

In an exclusive interview, Mr Xiao Xin, DCEO of Port Qasim Coal-Fired Power Plant said that the power system breakdown caused a shutdown of all power plants, however CPEC power plants like Port Qasim, Sahiwal, CPHGC had taken real-time response by using the latest automatic protection technologies.

“Immediately after the restoration of transmission systems and technical limits, all CPEC power plants stepped into re-startup process and are gearing up to resume full load supply to entire Pakistan at the earliest,” he asserted.

He maintained that CPEC power plants had been operating in a very stable and reliable manner. “Thanks to their best engineering quality and sound operation techniques, no similar faults like this which may lead to a national system breakdown have been seen in CPEC projects up to today,” he mentioned. In last 5 years, he said that CPEC had helped Pakistan in resolving shortage at power supply side.

“For the next phase, China and Pakistan can further cooperate in improving the transmission and distribution system, in order to enhance the reliability of power supply,” he informed.

Replying a query he said, “In the whole grid system, there should be some spare power plants running at minimum load. When the system has issues, these spare power plants can start to full load immediately. It is called Spanning Reserve. However, NTDC grid has no spare plants.”

Mr Zhang Jun, CR from China Three Gorges Corporation (CTG), said that China was ready to disseminate its rich experience and technical expertise in controlling and maintaining power system with its all-weather friend, Pakistan.

“On the basis of vast hands-on credentials, we know how to restore the operation keeping the supply protected from any glitch,” he added. “Since Pakistan needed to upgrade its electricity mechanism as well as transmission & distribution system to fend off future power outage, Chinese enterprises will help Pakistan make things happen,” he added.

As Pakistan’s power system experienced breakdown in winter several times in the past, Mr Ma Desheng of Matiari-Lahore Transmission Project termed the poor weather condition as one of the possible reasons for the massive blackout.

He said that in order to revamp Pakistan’s power transmission network, there are many projects under construction by NTDC which will further strengthen the power grid after its completion.

Pakistan’s first and mega High Voltage Direct Current (HVDC) project – Matiari-Lahore transmission line – has been in process to complete testing period. After its commercial operation, Pakistan will experience new phase of life. The $1.68 billion project is the first HVDC project in the country and the second in the world.

Power division experts have linked power outage to the imperfection in load safeguard system and fragile maintenance of transmission lines at the Guddu power station. Situation worsened as National Grid had no spanning reserves mechanism, experts said.

In 2013, 2015 and 2017, electrical blackouts had plunged the country into darkness. Spanning reserves has an anchoring role in warding off power breakdowns.

In developed economies, when a power plant goes out of the system, the spanning reserves come into action and maintain the system without any jerk. So far investigation is underway to find the exact reason for the power failure.

India’s stubborn disregard for international order

The United Nations was founded in 1945 with a manifest mission to maintain international peace and security by upholding international law, safeguarding fundamental human rights, ensuring territorial integrity and protecting sovereignty of its 193 member states, located in all continents of the world. In this regard, Charter of the United Nations clearly spells out its mandate to investigate and mediate territorial disputes between different countries. The Universal Declaration of Human Rights (UDHR), adopted by the United Nations General Assembly in December 1948, also commits its member states to recognize fundamental human rights, public and political freedoms including freedom of thought and opinion of its citizens.In January 1948, United Nations Security Council adopted Resolution 39 (1948), establishing the United Nations Commission for India and Parisian (UNCIP) to investigate and mediate on the Kashmir dispute. The UNCIP adopted a resolution on January 5, 1949 to decide the accession of Illegally Indian Occupied Jammu & Kashmir (IIOJ&K) to India or Pakistan through the democratic method of free and impartial plebiscite under a UN-appointed Plebiscite Administrator. The January 5 is, therefore, commemorated each year as the Right to Self-Determination Day for the people of Illegally Indian Occupied Jammu & Kashmir (IIOJ&K).

But it is heart-rending to see Kashmiris being deprived of this fundamental human right, enshrined in the Universal Declaration of Human Rights (UDHR) and promised by UNCIP’s Resolution of 05 January 1949.  India has wilfully, rather forcefully, denied the grant of this right to self-determination to people in Illegally Indian Occupied Jammu & Kashmir (IIOJ&K) in order to cement its rule in the valley. It has not only tried its utmost to suppress their lawful desire to exercise rights to self-determination, but has also introduced various draconian laws to alter demography of the area. The IIOJ&K Disturbed Area Act, Armed Forces Special Powers Act, and Public Safety Act have served as brutal tools for arresting any individual arbitrarily for indefinite period of time. They have even afforded them the reason for extra judicial killings of the innocent Kashmiris, vying for their just right of self-determination. The most ruthless and blatant of all moves in this regard is India’s constitutional subversion of 05th August 2019, whereby it annexed IIOJ&K as one of its Union Territories by revoking Article 370 of its Constitution that gave IIOJ&K special status of a disputed area.

India even paved way for the changing demographic composition of the area at a massive scale by annulling Article 35-A of its constitution to allow non-Kashmiris to own property in IIOJ&K.

The January 5, the Day of Self Determination for people of IIOJ&K, reminds the United Nations and the world community of their long outstanding commitment made to the innocent people of IIOJ&K more than seven decades ago. It is the high time that they must play a decisive role in putting an end to the trepidation and miseries of Kashmiri people in IIOJ&K. Pakistan implores the world leaders to exert their influence on India to bow before collective conscience of the world community in rejecting Indian state’s inhumane acts of violence to suppress Kashmiri people’s due right of self-determination.

Business and economic considerations aside, the world must give priority to stop massive violations of fundamental human rights by the state of India in IIOJ&K.

Pakistan Suspends Power Plant Staff After Nationwide Blackout

ISLAMABAD – Seven staff at one of Pakistan’s biggest power plants have been suspended after a technical fault sparked a massive grid breakdown at the weekend, plunging the entire country into darkness.

The blackout hit all of Pakistan’s major cities, including the capital Islamabad, economic hub Karachi and the second-largest city Lahore, lasting around 18 hours in most areas.


The employees at Guddu thermal power plant in Sindh province were suspended “on account of the negligence of duty”, according to the Central Power Generation Company, which operates the facility.


Guddu plant, built in the 1980s, is one of the country’s largest and generates power from furnace oil and natural gas.
The suspended staff included a manager and six junior employees.


The blackout, which started shortly before midnight on Saturday, was caused by an engineering fault which tripped the system and caused power plants across the country to shut down.


Pakistan’s electricity supply system is a complex and delicate web, and a problem in one section of the grid can lead to cascading breakdowns countrywide.


There were no reports of disruption at hospitals, however, which often rely on backup generators. The outage marked Pakistan’s second major power breakdown in less than three years.


In May 2018, power was partially disrupted for more than nine hours, while in 2015 an apparent rebel attack on a key supply line plunged around 80 percent of the country into darkness.

Budget allocated for repairing of machinery should be spent wisely: Chairman CDA

Handy machinery which is being used for cutting grass is being replaced by the latest technology, he added.

According to detail, Chairman CDA  Aamir Ali Ahmed visited the department of sanitation, and department of environment yesterday. During his visit to department of environment he inspected 3 tankers, 12 tractors, 01 dumper, 3 Shezors, 01 excavator and one dozer.

Similarly the chairman inspected 3 buckets, 04 lifters, 07 compactors and other vehicles during his visit to the department of sanitation.

The Chairman devised special committee at the occasion to inspect the expense at the repairing and looking after of the vehicle. He directed to restore the machinery which is not in order, he added.=DNA

Shoaib wants tougher punishment for racial abuse

ISLAMABAD, JAN 11 (DNA) – Former Pakistan speedster Shoaib Akhtar has urged tough punishment for the incidents involving racism, proposing that custodial sentence should be handed over to deter potential offenders.

“PCB and BCCI should come together… The whole world should [also] get united on this issue [racism] and say that whoever has been involved in racism should not only be fined but his entry should be banned in the entire ground and then he should be jailed. This should be done to convey the message to [the offenders] that you cannot discriminate anyone,” he said on his YouTube channel.

Shoaib’s comments come in the wake of the alleged incidents of racism against Indian players during the third Test match between Australia and India at the Sydney Cricket Ground. The play of day four was halted for a few minutes after the Indian team complained that some spectators allegedly used racial slurs at their pacer Mohammed Siraj during the second session.

“Whatever happened with Siraj was really unfortunate. [But] I tell you Australians are not a racist nation. I’ve been there several times. I’d been loved the most, I’d been admired the most,” he said.

According to Shoaib, there were just a few elements or people who get involved in such incidents and bring a bad name to Australia. “[But] that does not mean that Australia is a racist country, they are the most friendly people I’ve ever come across. I loved them and they loved me back. “Whoever goes there and plays competitive cricket, they love him; they adore him. This is what Australia is all about. This is the Australia that I know.

“But unfortunately, there are some idiots, who are going to come in the stadium; who are going to say names; make faces and give a huge embarrassment to the greatest nation of the planet, the Australians.” Shoaib said he was not willing to accept that all Australians were like that. “There are one or two or three [individuals coming in the stadium].

“Yes, there are people. They [also] called me names; they called me chuckle; they called me awkward,….they called me many names, but I know that the 99 per cent Australia loved me. “But this incident that happened in cricket is not acceptable. Whatever you may say, it is just unacceptable.”

He said that humanity should raise the voice against racism. “We must apply strict rules. Say no to racism…..such an incident should not take place again. “Whatever you are; whatever beliefs are you in; whatever the caste, colour, creed you are; keep it to yourself. [Please] do not hurt any other human being, especially in the sport.

” He said Pakistan had always been against racism. “We played the hardest cricket in the late 90s’ era. We made sure that we play aggressive cricket, we made sure we were at people’s faces but we never committed any inappropriate action, which could hurt anyone’s sentiments or beliefs.

“In the field, we’d been involved in several brawls but we never talked about colour; we never talked about caste. “I’d been involved in brawls more than anyone else.

There are many incidents where I’d a go at Steve Waugh, Jacques Kallis, Sachin, Sehwag and many other batsmen but never ever mentioned their parents’ names, never talked about their families, never talked about their colours and never talked about their castes.

I never did that because I always believed that is wrong,” he said. He asked Siraj do not take anything to the heart but instead perform to the best of his ability in the rest of the series. DNA

PM IK launches first instant digital payment system ‘Raast’

ISLAMABAD, JAN 11 (DNA) – Prime Minister Imran Khan Monday launched Pakistan’s first instant payment system – Raast – to enable end-to-end digital payments among individuals, businesses and government entities instantaneously.

The Prime Minister while addressing the gathering termed the launch a major step forward by the State Bank of Pakistan towards Digital Pakistan and said it would help include the low income groups and make them part of the mainstream economy. He was optimist that it would go a long way in fighting poverty, particularly in the rural areas.

Raast is part of Prime Minister Imran Khan Digital Pakistan vision to include poor segments of the society in formal economy.

The Pakistan’s Faster Payment System, Raast, would be used not only to settle small-value retail payments in real time but also provide cheap and universal access to all players in the financial industry including banks and fintechs.

Imran Khan said the instant payment system would not only document the economy, but also generate more taxes to help build the country. He regretted that only two million people in a country of 220 million paid taxes, which was not enough to build hospitals, schools and provide other basic facilities of life for the common man. He said only 3000 of the tax payers, pay 70% of the tax.

He said Pakistan’s foreign remittances have been constantly on the rise for the past five months, and has helped stabilize the Pakistan Rupee. He said after a gap of 17 years Pakistan’s current account has gone into surplus and, lowered pressure on Pakistan Rupee and played a key role in strengthening the national economy.

Prime Minister Imran Khan said the program would help give a boost to the Ehsaas program; particularly its mobile wallet and extend its reach to the women in the rural areas. He said his government was working for the empowerment of rural women folk and have been included in various economic activities.

Prime Minister Imran Khan extended gratitude to Queen Maxima of the Netherlands and the Pakistan and the Bill & Melinda Gates Foundation for their support in the launch of the program.

According to the data available with the State Bank of Pakistan, digital payments only account for 0.2% of Pakistan’s 100 billion transactions today, whereas the share of digital transactions in the peer countries ranges from 1.5% to 7%.

Pakistan has had low electronic transactions due to low banking penetration, lack of trust and awareness of digital payment methods, limited interoperability, difficult accessibility and high cost of transactions. However, Raast, the new Instant Payment System would facilitate retail payment settlements with much great efficiency.

Instantaneous payments: Near real-time digital payments across individuals, merchants, businesses, and government entities

Low-to-no transaction costs for end users: Raast is designed to operate at a cost recovery model  to make digital payments affordable to end users of all socio-economic backgrounds

Full sector-wide interoperability: Raast would allow all financial institutions to seamlessly connect to each other via a single link to the central infrastructure, making digital payments accessible across any channel to customers of any financial institution

Customer-centric innovative products/services: Raast would be built on cutting-edge technological standards, allowing financial institutions to develop innovative and user-friendly digital payment products and services like payment through phone number or email.
