United Nations’ Challenges and the Way Forward

With regard to its primary role—Peaceful World— the United Nations faces a multitude of challenges. In the absence of any meaningful effort to mitigate these challenges, the UN has incrementally been in a nose-dive posture with regard to its credibility, as an honest peace broker, and effectiveness in term of its ability to implement its resolutions.  Unless a meaningful strategy is adopted to mitigate the impact of these challenges, the role of the UN is likely to keep shifting from substance to nuance.

Prime Minister Imran Khan, highlighted the importance of the 75th anniversary of the UN. “This is also a time for us to reflect whether as the United Nations, we have been able to realize the promise we made collectively to our peoples,” he asked.  Amid multifaceted threats to the foundations of the world order, the only way forward is through cooperation and not confrontation, he said.

He informed the General Assembly of “smart lockdowns” employed by Pakistan in its fight against Covid-19.  “We have not only managed to control the virus, stabilize our economy, but most importantly, we have been able to protect the poorest segment of our society from the worst fallouts of the lockdown,” he said, adding that in spite of the success, Pakistan is not out of the woods yet, like all other countries in the world.

Reiterating the threats posed by climate change, Imran Khan called on world leaders to ensure that all commitments made in the Paris Agreement on Climate Change are fulfilled.

He voiced deep concern over rising religious hatred, increased nationalism and worsening global tensions, factors that have accentuated ‘Islamophobia’, resulting in attacks against Muslims in many countries.  He stressed that “wilful provocations” and “incitements to hate” must be universally outlawed, calling on the General Assembly to declare an “International Day to Combat Islamophobia.”

He referred to India’s State-sponsored Islamophobia, pointing out that mosques have been destroyed, and at that Muslims have been killed and are at risk of losing their nationality due to discriminatory laws, noting that other religions are also at risk of being marginalized in India.

He underlined that for durable peace in the South Asian region, the Jammu and Kashmir dispute needs to be resolved, on the basis of international legitimacy.  “The Security Council must prevent a disastrous conflict and secure the implementation of its own resolutions as it did in the case of East Timor,” he said, calling on the body to take “appropriate enforcement actions.”

Referring to the Intra-Afghan negotiations, he said that early return of Afghan refugees, sheltering in Pakistan, must be part of the political solution. Prime Minister called upon the UN SG to take the lead in preventing global conflicts. To that end, he urged the convening summit-level meetings to address regional hot-spots and resolve outstanding disputes.

Four of the five,veto- power wielding permanent members of the UN SC, spoke in the opening session. Donald Trump, Xi Jinping and Vladimir Putin presented their widely divergent views of the world. Emmanuel Macron berated both the US and China for the diplomatic impasse at the UN. Boris Johnson, representing the fifth member of the permanent five, was given a speaking slot near the end of the general debate, a harsh measure of the UK’s declining influence. Seeing the divergence, the UN’s 75th General Assembly was worse than the world’s worst Zoom meeting. Reservoir of hope was running low.

Leaders of the world’s two largest economies, China and the US, laid out their competing visions as relations between the two plunged to their worst level in decades as the coronavirus tensions are aggravating their trade and technology disputes. President Trump used the occasion to attack China’s handling of the Covid-19 pandemic, saying that Beijing must be held accountable for having “unleashed this plague onto the world”. By contrast, President Xi Jinping struck a conciliatory tone, calling for enhanced cooperation over the pandemic and stressing that China had no intention of fighting “either a Cold War or a Hot War with any country”. Trump, facing a November re-election with his country dealing with the world’s highest death toll from the contagion, accused Beijing of allowing people to leave China in the early stages of the outbreak to infect the world while shutting down domestic travel. In an implicit rebuke to Trump, President Xi called for a global response to the coronavirus and giving a leading role to the World Health Organisation (WHO). “Facing the virus, we should enhance solidarity and get through this together,” he added.There is wide spread Muslim perception of victimhood at the hands of UN dominant West on various counts, and rightly so. There have been recurrent failures to deliver a fair deal to Muslims, examples are: Kashmir, Palestine and Cyprus conflicts. Muslims also feel that when non-Muslims are likely to be the beneficiaries of a conflictual settlement with Muslims, Western countries and their affiliate institutions manage a quick settlement, examples are: East Timor, Ireland, Sudan etc. On the other hand when Muslims are likely to be beneficiary of conflict settlement with a non-Muslim faction, conflict is assigned to cold storage and there is a never ending foot dragging. And whenever there is a solution, due benefit to Muslim faction is marred by creating conflictual political structures; example, post conflict Bosnian political arrangement. This has generated a perpetual sense of insecurity and injustice amongst the Muslim States and the Muslim people viz a viz the UN.

Summary statement by Mr. Antonio Guterres, the UN Secretary General about the matters of which the Security Council is seized, was issued on January 2, 2020; all 69 agenda items were identified “as matters of which Security Council was currently seized,” including “The India-Pakistan Question.” Some of these conflicts are almost as old as the UN itself. Most glaring are Kashmir and Palestine conflicts which have caused numerous wars.

Now more and more countries look towards other fora for settling interstate matters. Power is, slowly but continuously, shifting away from under the feed of the UN.

UNSG aptly used the event of his inaugural addressed to sound a Clarion call: “Today, we face our own 1945 moment,” António Guterres, said as he opened the annual UNGA debate. Guterres meant the historical reference as a call to action inspired by the generation who had survived the second world war and sought to build a new world. Year 1945 was also the starting point of the cold war, and he warned about a new standoff, with the rapidly escalating US-China rivalry taking the world in “a very dangerous direction”. “Our world cannot afford a future where the two largest economies split the globe in a great fracture – each with its own trade and financial rules and internet and artificial intelligence capacities,” Guterres added. Inquiry underway against JUI-F chief Fazlur Rehman, confirms NAB

ISLAMABAD : The country’s anti-graft body on Tuesday confirmed that an inquiry is underway against the JUI-F chief Maulana Fazlur Rehman over his assets which the authorities believe are disproportionate to his known sources of income.

In a statement, the National Accountability Bureau (NAB) said Fazlur Rehman could be summoned to get his view on ongoing inquiry against him.

However, it did not give any date for his summoning and said he could be summoned by the NAB’s Khyber Pakhtunkhwa office as per law to give an explanation in this regard.

The NAB KP was holding an inquiry against the JUI-F chief over alleged assets beyond known sources of income, read the statement.

The development is a significant one as it comes a few days after multiple opposition parties hosted an All Parties Conference (APC) where they criticised the government and called on Prime Minister Imran Khan to step down.

Opposition parties announced a new alliance named Pakistan Democratic Movement (PDM) would be formed under which the parties would unite to oust the incumbent government.

Besides holding an inquiry against Fazlur Rehman, the NAB was also conducting an investigation against his younger brother Ziaur Rehman for alleged assets beyond known sources of income and misuse of power by making illegal appointments.

Last week, the anti-corruption watchdog also arrested an associate of the JUI-F supremo for possessing illegal assets.

Former divisional forest officer (DFO) Musa Khan Baloch, was taken into custody by the NAB officials and presented before an accountability court in a case pertaining to assets beyond means and misue of official funds.

Musa Khan Baloch is also a member of Jamiat Ulema-i-Islam’s central council.

Hikmet Hajiyev: Azerbaijani Army aims to prevent Armenian military aggression

Baku : Assistant to the President, Head of the Department for Foreign Policy Affairs of Azerbaijan’s Presidential Administration Hikmat Hajiyev held a video conference with the world’s leading foreign media accredited in the Republic of Turkey (Wall Street Journal, Reuters, Voice of America, New York Times, CNN International, Politico, Deutsche Well, El Pais, El Periodico, ORF, Bloomberg, and Journo).

Informing about the Armenian armed forces’ latest provocations, Hajiyev said that the enemy deliberately intensively fired upon our positions and settlements in the frontline.

Regretting the number of civilians killed and injured, the presidential aide said that ten people, including two minors, have been killed and 30 wounded so far.

Hajiyev also said that the Azerbaijani Army’s objective is to prevent another military aggression by Armenia to ensure the civilian population’s security, mainly to provide Azerbaijan’s internationally recognized territorial integrity.

Later, Hajiyev answered journalists’ questions and invited them to Azerbaijan.

Azerbaijan President briefs UN chief about Armenia attack

BAKU, (DNA) – On the initiative of UN Secretary General Antonio Guterres, a meeting through videoconferencing has today been held between him and President of the Republic of Azerbaijan Ilham Aliyev.

President Ilham Aliyev provided information about the military provocation committed by Armenia against Azerbaijan yesterday.

He noted that on 27 September, Armenia used heavy artillery to fire on the positions of the Azerbaijani Armed Forces and settlements located along the line of contact. As a result of the attack, Azerbaijani civilians and servicemen were killed. The Azerbaijani side is conducting a successful counter-offensive operation in self-defense.

The head of state emphasized that this was not the first time the Armenian side had committed a military provocation. In particular, the occupying country perpetrated a similar provocation on the Azerbaijani-Armenian border in July this year and then, in August, an Armenian sabotage group attempted to cross the line of contact. At the same time, Armenia is illegally resettling foreign nationals from other countries in the occupied territories of Azerbaijan, which represents a flagrant violation of international law under the Geneva Convention.

The President of Azerbaijan also noted that the Armenian prime minister had created armed groups of volunteers consisting of tens of thousands of civilians who were being forced to take part in military operations against Azerbaijan.

During the conversation, President Ilham Aliyev said he had talked about Armenia’s preparations for a new war in his speech at the general debates of the 75th session of the UN General Assembly.

The head of state said that the Armenian leadership was deliberately disrupting the negotiations. The statement of the Armenian leadership that “Nagorno-Karabakh is Armenia” dealt a serious blow to the talks. The statement that “Azerbaijan should hold talks with Nagorno-Karabakh” is an attempt to change the format of the talks, which is also unacceptable, as confirmed by the leadership of the Minsk Group.

President Ilham Aliyev said that the Armenia-Azerbaijan Nagorno-Karabakh conflict should be resolved only within the framework of international law and the territorial integrity of Azerbaijan, on the basis of relevant UN Security Council resolutions calling for an immediate, unconditional and complete withdrawal of Armenian forces from the occupied territories.

During the conversation, the sides also recalled the Special Session of the UN General Assembly in response to COVID-19 initiated by Azerbaijan, and the head of state thanked the UN Secretary General for supporting this initiative. President Ilham Aliyev noted that Azerbaijan would continue to spare no efforts in the international arena to combat COVID-19.

The issues related to the prospects for cooperation between Azerbaijan and the UN were also discussed during the meeting in a videoconference format.

Pakistan rejects unwarranted, irresponsible remarks by India regarding Gilgit Baltistan

ISLAMABAD, SEPT 29 – Pakistan categorically rejects unwarranted and irresponsible remarks made by India’s Ministry of External Affairs (MEA) regarding elections in Gilgit Balistan.

India has no locus standi on the issue — legal, moral or historical. The regurgitation of false and fabricated claims by India can neither change the facts nor divert attention from India’s illegal actions and perpetration of the worst human rights violations in Indian Illegally Occupied Jammu & Kashmir (IIOJK).

For over 72 years, India has been in illegal and inhuman occupation of IIOJK. However, despite the incessant brutalization of the Kashmiri people at the hands of Indian occupation forces, the indigenous Kashmiri resistance movement has only become stronger.

Pakistan calls upon India to immediately end its illegal and forcible occupation of parts of Jammu & Kashmir and comply with its international obligations by allowing the Kashmiris to exercise their inalienable right to self-determination through a free and impartial plebiscite under the auspices of the United Nations as enshrined in the relevant UNSC Resolutions.

Cabinet internal rifts continue unabated

ISLAMABAD – In another episode of internal rifts in Prime Minister Imran Khan’s cabinet the Minister for Privatization and Advisor to PM on Finance have developed differences over holding meetings without consultation.

Sources in the Privatization ministry revealed that the minister for privatization had convened a few meetings at the privatization commission for which invitations were sent to various members of the Cabinet Committee On Privatization (CCoE). These meetings were also participated by some officials from the ministry of Finance as well.

Advisor to the Prime Minister on Finance Hafiz Sheikh who by designation is the Chairman of CCoE and he did not take the issue lightly. In his opinion any meetings of the members of the CCoE can only be held with him in the chair. Hafiz Sheikh reportedly informed the Prime Minister about this violation of the procedures.

Prime Minister Imran Khan then spoke to the minister for Privatization and told him to take Hafiz Sheikh into confidence over such matters and not hold meetings of the CCoE members.

Nagif Hamzayev: it’s time to say “Stop!” to the Armenian govt

BAKU (DNA) -Today, the Armed Forces of Azerbaijan are the strongest army in the South Caucasus, equipped with modern military equipment.

The Azerbaijani army, which dealt a strong blow to the enemy during the four days of the April 2016 battles, destroyed him and immediately prevented the Armenians from trying to violate our state border in July 2020, is always able to ensure the territorial integrity of our country.

This was stated by the deputy Nagif Khamzaev. The MP noted that in the battles of April 2016, in July 2020, both the occupying government of Armenia and the international community saw what our glorious Army is capable of.

The Armenian aggressor government, which did not abandon its aggressive nature, once again resorted to large-scale provocations to hide the deplorable situation in the country, an incomplete government that plunged people into poverty from the world community, to confuse people with war. He fired intensively from artillery installations of various calibers, our brave soldiers, vigilantly guarding the Motherland, immediately responded to the Armenians.

This provocation is not the first monstrous act committed by the Armenians. Since 1990, the Armenians have received hundreds of civilians, violating the territorial integrity of Azerbaijan. The latest provocation of the Armenian occupiers was already exhausting.

The proper prevention of another military provocation by the occupying armed forces of Armenia, as well as the liberation of a number of occupied territories and strategic heights, once again confirmed that Azerbaijan is successfully moving in the right direction.

As our President, Supreme Commander-in-Chief Ilham Aliyev said, who brought the principled position of our country to the attention of the international community from the highest tribune of the world, Azerbaijan will not accept the fact of occupation and our occupied lands will be liberated. Addressing the people on September 27, the head of state also categorically stated that Armenia is an aggressor state, and this occupation must and will end. We are on the right track. Our work is a matter of truth. We will win! Karabakh is ours, Karabakh is Azerbaijan!

The success of our Armed Forces in inflicting heavy losses on the enemy gives us every reason to say that in a short time the occupying Armenia will be completely defeated both in the military and in the international arena.

It’s time to say “Stop!” The terrorist government of Armenia, which has occupied the ancient lands of Azerbaijan for many years.

Envoys of various countries present credentials to President Arif Alvi

Islamabad; September 29 : High Commissioners /Ambassadors-designate of South Africa, Italy, Egypt, Sri Lanka, Iraq, Qatar and Switzerland presented their credentials to President Dr. Arif Alvi in a credentials ceremony, at the Aiwan-e-Sadr.

Felicitating the newly appointed High Commissioners/Ambassadors-designate to Pakistan, the President expressed the hope that they would work for further expanding and promoting economic, trade and political relations with Pakistan.

Mr. Mthuthuzeli Madikiza, High Commissioner-designate of South Africa, Mr. Andreas Ferrarese, Ambassador-designate of Italy, Mr. Tarek Dahroug, Ambassador-designate of Egypt, Vice Admiral (R) Mohan Wijewickrama, High Commissioner-designate of Sri Lanka, Mr. Hamid Abbas Ali Al-Aramshawi, Ambassador-designate of Iraq, Sheikh Saoud Bin Abdulrahman bin Faisal Al Thani, Ambassador-designate of Qatar and Mr. Benedict Edouard de Cerjat, Ambassador-designate of Switzerland presented their credentials to the President.

Later, the High Commissioners/Ambassadors separately called on the President. Speaking on the occasion, the President said that Pakistan wanted to promote relations with all friendly countries in the areas of mutual interest. He stated that Pakistan was making efforts for promoting peace and stability in the region. The President apprised the envoys about the human rights violations and brutalities being committed by India against the Muslims of Indian Illegally Occupied Jammu and Kashmir. He said that India had been persecuting the minorities and international community was required to take note of gross human rights violation by Indian security forces against Muslims and other minority groups.

BIE trainers impart 2-day training to TDAP officials

PARIS, SEPT 29 – The Bureau of International Exhibitions (BIE) started a two-day online interactive training of officials of Trade Development Authority of Pakistan (TDAP) covering all facets of BIE, preparing Pakistani officials to participate in the international expos including next year’s Dubai Expo in the most useful way.

In his opening remarks Mr. Dmitri S. Kerkentzes, Secretary General of the organization said BIE is an intergovernmental organization of 169 states which was created through a Convention relating to international exhibitions signed in Paris in November 1928.

It arranges international expos and specialized expos all over the world.He informed that this is the first capacity building program that BIE has designed for its member states. It took more than a year in designing the course and Pakistan is the first country to benefit from the newly designed modules, he informed.Mr. Kerkentzes briefed the participants about BIE and outlined the theme of the training.

He said that Expos are unique global events, which are among world’s largest gatherings, bringing together governments, businesses, international organizations, civil society, and the general public. Addressing themes of global concern, Expos maintain a high profile and credibility among international events.Secretary TDAP Mr. Ahsan Ali Mangi said that TDAP’s role is to promote trade in Pakistan and assist local businesses in accessing international markets.

He said the exchange of ideas and experiences would immensely help the country and its traders and manufactures to learn from international best practices.Expressing his views in the inaugural session, Charge d’Affaires a.i. Mr.  M. Amjad Aziz Qazi thanked BIE for arranging this training. We have always participated in BIE activities and played an important role in its various initiatives, he said.Mr. Qazi said that with this training program a step has been taken towards cementing our already friendly ties and expressed the confidence that this will equip TDAP and its officers for effective participation in international Expos and Specialized World Expos. It will also help them organize their own events in a more professional manner, he added.

Pakistan has been an active member of BIE since becoming a member in 2007. Dr. Moin Wani, Commercial Counsellor of Pakistan Embassy in France is currently chairing the Rules Committee, which is one of the four committees of BIE. Prior to that he was heading BIE’s Information Committee.

Initially the BIE team had planned to go to Pakistan for this training but due to Covid-19 restrictions, it is now being conducted online, which has been divided into five segments relating to country branding, multilateral public diplomacy opportunities, participation procedure, developing a brand statement, impact evaluation of participation and Customs/Logistics, in addition to several others.
