Biden administration to revive military-to-military ties with Pakistan

The Biden administration sees Pakistan as an “essential partner” in any peace process in Afghanistan and believes that “continuing to build relationships with Pakistan’s military will provide openings for the United States and Pakistan to cooperate on key issues,” says its nominated defence chief Gen Lloyd J Austin.

Gen Austin made these remarks during his confirmation hearing for the post of secretary of defence before the United States Senate Armed Services Committee on Tuesday.

“Pakistan is an essential partner in any peace process in Afghanistan,” Austin, a former head of the US Central Command, told the committee. “If confirmed, I will encourage a regional approach that garners support from neighbours like Pakistan, while also deterring regional actors, from serving as spoilers to the Afghanistan peace process.”

When asked what changes he would recommend to US relations with Pakistan as the new defence chief, Gen Austin said: “I will focus on our shared interests which include training future Pakistan military leaders through the use of International Military Education and Training funds. Pakistan will play an important role in any political settlement in Afghanistan. We also need to work with Pakistan to defeat al Qaeda and the Islamic State Khorasan Province (ISIS-K) and to enhance regional stability.”

Asked if he has perceived any change in Pakistan’s cooperation with the US since the Trump administration’s decision in 2018 to withhold security assistance, Gen Austin said: “I understand Pakistan has taken constructive steps to meet US requests in support of the Afghanistan peace process. Pakistan has also taken steps against anti-Indian groups, such as Lashkar-i-Taiba and Jaish-i-Mohammad, although this progress is incomplete.”

The general, however, acknowledged that “many factors in addition to the security assistance suspension may impact Pakistan’s cooperation, including Afghanistan negotiations and the dangerous escalation following the Pulwama terrorist attack.”

“Pakistan is a sovereign country,” he said when asked what tools and options the US had to influence Pakistan.

“I will press Pakistan to prevent its territory from being used as a sanctuary for militants and violent extremist organisations. Continuing to build relationships with Pakistan’s military will provide openings for the United States and Pakistan to cooperate on key issues.”

Peace deal review

Meanwhile, Tony Blinken, who appeared before the Senate Foreign Relations Committee for his confirmation hearing for the post of secretary of state, said he wanted to review the US-Taliban peace deal but clarified that the new administration would also continue the peace process started by the Trump administration.

Blinken, who is a former State Department official, would undertake a review of the peace deal because like the outgoing Trump administration, which negotiated the deal, the new US rulers also want to end the almost 20-year long war in Afghanistan.

“We want to end this so-called forever war,” he insisted. “We want to bring our forces home. We want to retain some capacity to deal with any resurgence of terrorism, which is what brought us there in the first place,” Blinken said. “We have to look carefully at what has actually been negotiated. I haven’t been privy to it yet.”

America’s President-elect Joe Biden has stated that while he would reduce the number of combat troops in Afghanistan, he would not withdraw US military presence.

Last year, during a debate between Democratic presidential candidates, Biden had said: “We can prevent the United States from being the victim of terror coming out of Afghanistan by providing for bases — insist the Pakistanis provide bases for us to air lift from and to move against what we know.”

In his hearing on Tuesday, Blinken also promised to consider the rights of Afghan women and girls whose freedoms were severely curtailed during the Taliban regime.

“I don’t believe that any outcome that they might achieve,” Blinken said of nascent talks between Taliban and the Kabul government, “is sustainable without protecting the gains that have been made by women and girls in Afghanistan over the last 20 years.”

Relations with India

The Biden administration, Blinken said, would also like to continue a close relationship with India.

“India has been a bipartisan success story of our successive administrations. It started towards the end of the Clinton administration,” he said.

“During the Obama administration, we deepened cooperation on defence procurement and information sharing. The Trump administration carried that forward including its concept of Indo-Pacific and to make sure we were working with India so that no country in the region, including China, could challenge its sovereignty.”

The US, he said, would also continue to work with India on concerns that the two countries share about terrorism.

“There are many ways we can deepen that cooperation that successive administrations have put us on,” Blinken told the Senate Foreign Relations Committee.

Kosovo wants to enhance trade ties with Pakistan

ISLAMABAD, JAN 20 (DNA) – Kosovo wanted to enhance its trade and economic relations with Pakistan as both countries have good potential to do trade with each other in many areas. This was said by H.E. Ilir Dugolli, Non-Resident Ambassador-designate of the Republic of Kosovo to Pakistan while addressing the business community during his visit to Islamabad Chamber of Commerce & Industry. Zahid Anjum, Kosovo’s Honorary Consul also accompanied him at the occasion.

Ilir Gugolli said that Kosovo was interested in developing sector-specific relations with Pakistan to make some tangible progress and later on these relations could be diversified to cover more areas of mutual cooperation. He said that Kosovo has signed trade agreements with many countries that provided it duty free market access to the USA, Canada, EU, UK etc.

and added that by promoting trade relations with it, Pakistan could enhance its exports to these markets. He said that Kosovo was interested in reviving its closed industrial units and Pakistani investors should explore the prospects of acquiring them that would enable them to promote exports to many European markets.

He further said that Kosovo wanted to have an investment protection treaty with Pakistan that would give more confidence to the investors of both countries in making reciprocal investments and JVs. He was of the view that regular interaction between private sectors with follow up meetings should be the way forward to further strengthen bilateral trade and economic relations between Kosovo and Pakistan.

Speaking at the occasion, Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry said that Kosovo was an unexplored market for Pakistani business community and emphasized that both countries should facilitate the regular exchange of trade delegations and organizing B2B meetings to explore all potential areas of mutual cooperation between Pakistan and Kosovo.

He said that the economy of Pakistan was now on a growth trajectory and Pakistan could export many products to Kosovo including textiles, pharmaceuticals, surgical instruments, IT products and services, sports goods, leather products, fruits and vegetables. He said that Kosovo is mostly importing its products of around $4 billion from European countries and it should focus on importing from Pakistan to get quality products at cost effective prices.

Sardar Yasir Ilyas Khan said that ICCI was ready to organize a zoom meeting with Kosovo Chamber of Commerce & Industry taking online other major chambers of commerce and industry of Pakistan to promote direct contacts and business linkages between the private sectors of both countries. He said that ICCI was also ready to provide One Window facility to Kosovan investors for exploring the opportunities of JVs and investment in Pakistan. He further said that ICCI could organize a cultural exhibition of Kosovo to introduce its culture in Pakistan and promote cultural relations between the two countries.

UN experts concerned about tense situation in US

United Nations – A group of independent UN experts expressed great concern over the situation in the United States, after Congress riot, while a climate of tension prevails in Washington this Tuesday.

In a statement released at the United Nations, some 23 special rapporteurs, members of the multilateral organization’s working groups and volunteers who are not official UN personnel, condemned the January 6 attack on Congress.

They believe that action was a shocking and incendiary attempt to annul the results of the November 3, 2020 presidential elections, in which Democrat Joe Biden was the winner.

The UN experts called that those responsible for this aggression and those who incited violence must be brought to justice.

They also called on US political leaders to reduce tensions and create unity in the country, and strongly rejected incitement to violence and hatred.

In their statement, released on Monday, they advocated for a renewed commitment to peaceful pluralism, the rule of law and democratic governance.

FBR target should be revised downward by Rs400 billion: Mian Zahid

ISLAMABAD, JAN 20 – /DNA/ – Chairman of National Business Group of FPCCI, President Pakistan Businessmen and Intellectuals Forum and All Karachi Industrial Alliance, and former provincial minister Mian Zahid Hussain on Wednesday said a slight reduction in government borrowing has been noticed.

The government has borrowed Rs899 billion in the first five months of the current fiscal pushing debt to s24.11 billion while its favourite tool remained Pakistan Investment Bonds, he said.

Mian Zahid Hussain said that the current government on average borrowed Rs397.60 billion during the last 28 months but now its reliance on borrowing has reduced to some extent.

Talking to the business community, the veteran business leader said that dependence on the loans can only be reduced if production, exports and remittances are boosted while tax net is expanded.

He noted that the FBR revenue target was set at Rs4.9 trillion for the current fiscal. During the first six months, FBR was able to collect Rs2.2 trillion while it has to collect Rs2.7 trillion during the next six months which seems ambitious.

The government should reduce the tax target by Rs400 billion otherwise FBR will be compelled to pressurise the existing taxpayers and block refunds which will hit economic activities.

He said that the revenue shortfall should not be bridged with another mini-budget as masses are not prepared for it.

Mian Zahid Hussain said that FBR paid refunds worth Rs53 billion in the first six months of the last fiscal which has been increased to Rs102 billion during the ongoing year.

This momentum should not be disturbed at any cost, he demanded.

UAE ambassador meets FM Qureshi

ISLAMABAD, JAN 20 = Foreign Minister Shah Mahmood Qureshi received the Ambassador of the UAE to Pakistan, Hamad Obaid Ibrahim Salem Al Zaabi, in the Ministry of Foreign Affairs today.

Foreign Minister Qureshi paid rich tribute to late Sheikh Zayed bin Sultan Al Nahyan (May Allah bless his soul) who contributed immensely towards strengthening bilateral ties between the two countries. He acknowledged that the UAE and its leadership steadfastly stood by Pakistan in its times of need.

The Foreign Minister termed Pakistan’s relationship with the UAE as a special one. He stressed that the relationship benefitted from the warm sentiments between the leadership of the two countries, as well as the strong people-to-people linkages rooted in shared faith, values and culture. He added that Pakistan always accorded paramount importance to its long-standing fraternal ties with the UAE.

Recalling his successful visit to the UAE in December 2020, Foreign Minister Qureshi underscored the importance of frequent high-level visits from both sides, which serve to continually provide impetus towards deepening and diversifying bilateral relations. He looked forward to enhanced high-level engagements with the UAE, as soon as the global health situation improved.

The Foreign Minister appreciated the UAE’s support for Pakistan’s Expo 2020 pavilion (to be held in 2021) covering an approximate area of 3,500 sq. meters. The pavilion will exhibit Pakistan’s culture, investment opportunities and tourism potential in the largest exhibition ever staged in the Arab world (190 countries and 25 million people projected to participate).

The UAE Ambassador hailed the strong UAE-Pakistan relations and pledged to work towards further strengthening and diversifying them in all sectors for the benefit of the two countries and their peoples. He acknowledged the positive contribution made by Pakistani Diaspora towards the progress and development of the UAE.

Ambassador Al Zaabi reaffirmed the UAE’s desire to develop bilateral ties with Pakistan on the basis of mutual respect, understanding, and common interests.

The UAE is Pakistan’s largest trading partner in the Middle East. Under the patronage of His Highness Sheikh Mohamed bin Zayed Al Nahyan, (UAE-Pakistan Assistance Programme), valuable support was provided to Pakistan in the areas of education, health, energy and infrastructure development. The UAE is home to more than 1.6 million Pakistanis – the second largest Pakistani expatriates’ community abroad.

Kinnow exports in slow pace to achieve its target in ongoing season

Lahore : Vice President Pakistan Businesses Forum (PBF), Ahmad Jawad on Wednesday says Afghanistan recently imposed import duty on Pakistani kinnows upsetting the 100,000-tons market to exporters. Despite two countries remain in talks. Currently Afghanistan impose custom duty at 30 percent on kinnow at the import side which swerved hammer to achieve kinnow export target Though Pakistan and Afghanistan are to hold the next round of parleys on new draft of Afghanistan Pakistan Transit Trade Agreement (APTTA) at the end of the current month or early next month as the term of pact will expire on February 11, 2021.

“Jawad revealed that differences exist between the two sides particularly on three to four issues, due to which the minutes of the second round were not signed”.

However to open a new chapter of transit trade and to facilitate transit trade between Afghanistan and Pakistan, both sides almost agreed on urgent solution of the remaining operational issues as soon as possible.

The Afghan side pointed out that Pakistan has raised the customs valuation on Afghan exports to Pakistan especially on fresh fruits and dry fruits since last three years. Pakistan side stated that Afghanistan has also raised customs valuation on Pakistan kinnow, mango and vegetables exports.

Both sides agreed to review and agree to a mechanism beneficial for exporters on both sides within one month including other issues too which also involves the issue of containers and Demurrages & Detention Charges.

Government to ensure retaining tax concessions on kinnow exports to Afghanistan and also getting back to Iranian market through barter trade.Ahmad Jawad further says the federal government authorities are not even ready to raise the quota issue with their Indonesian counterparts as the island country issues a quota at a time when kinnow season is about to end here. He says we have suggested barter trade with Indonesia, selling kinnow against large palm oil imports, but to no avail.

In East, “Ziyarat” refers to a form of pilgrimage to Holy sites associated with the dignitaries and venerated personalities.  Ziyarat tourism is rapidly growing across Muslim countries every year.

Uzbekistan is a basket, full of history, diverse cultural heritage and vibrant colors. Located in the heart of Central Asia, the country belongs to two major rivers: Amudarya and Syrdarya.

Uzbekistan occupies a significant place in combining the Islamic values and human civilization. It is one of the eminent countries, played a pivotal role to the propagation of Islamic culture. The cultural revival and preservation of sacred sites is evidence in this regard.

Uzbekistan is home to dignified Islamic scholars and Saints. Imam Al-Bukhari, Al-Hakim At-Termizi, Sheikh-ul-Islam Al-Marghinani, Imam Maturidi and Bahauddin Naqshband are the few dignified figures of Uzbekistan. These scholars made invaluable contribution to the hadith collection and interpretation of Quran and left a rich heritage of Islamic knowledge. Uzbekistan is a land of famous scientists that are known all around the globe. Ibn Sina, Al-Biruni and Al-Khorezmi are the few prominent names who rendered remarkable services in the fields of philosophy, physics, astronomy and medicine.

The Uzbek culture is deeply infused with the history of the Silk Road.  The famous oasis towns of Bukhara, Samarkand, Khiva and Tashkent are the hotspots of tourism in Uzbekistan. The ancient Shrines, monuments and architectures, which belong to diverse religions, are still preserved in the country.

Ziyarat tourism is steadily increasing in Uzbekistan. In recent years, several measures are being taken to develop pilgrim/ziyarat tourism in the country. Tourism websites, memorandums of cooperation on Ziyarat tourism, and special flights for the pilgrims are the few initiatives that have been taken by the Uzbek government to further promote Ziyarat tourism. A visa-free regime has been launched in 2018 for the people of Malaysia, Indonesia and Turkey to avoid official delays. The Prophet Daniel Old Testament, Mausoleum in the tomb of Imam Bukhari, the Ottoman Quran, Kara-Tepa and Fayaz-Tepa are the distinguished holy sites for the pilgrims from all around the world.

Bukhara hosted the first International Forum on ziyarat tourism in 2019, where Uzbekistan was recognized as the center of ziyarat tourism. According to the Global Muslim travel Index, Uzbekistan is listed among the ten most attractive countries among the member states of OIC.

Pakistan and Uzbekistan share the 25 years of diplomatic relations and they have deep cultural and historical roots. Their relation dates back to the independence of Uzbekistan as Pakistan was among those countries that first recognized the independence of Uzbekistan. Since then, the two countries are closely collaborating on multilateral forums for the well-being and stability of the entire region. In the War against Terror, Uzbekistan always stood by Pakistan and acknowledged globally the services and sacrifices rendered by the people of Pakistan. Pak-Uzbek cordial relations have been further strengthening in recent times because of the rise to bilateral tourism and joint efforts to bring harmony in the entire region.Since 2019, the tourism co-operation between Pakistan and Uzbekistan are reaching their highest levels. The initiative of Ziyarat Tourism by the Uzbek President, Shavkat Mirziyoyev is receiving special admiration from the international tourism market. In 2020, the Uzbek Embassy in Pakistan presented a certificate of awarding the title of Ambassador of Ziyorat Tourism to the son of leader of the Naqshbandi tariqa teaching in Islamic Republic of Pakistan, Pir Muhammad Naqib-ur-Rehman, Pir Muhammad Hasib-ur- Rehman. The newly appointed Honorary Ambassador appreciated the efforts of Uzbek government that are being made to retain the Islamic heritage and assured to promote ziyarat tourism in Pakistan. Pakistan, being an important trade juncture, is working day and night towards building access to the Central Asian markets and enhancing regional connectivity.

In the plethora of such initiatives, there is a ray of hope for the advancement of Pak-Uzbek relations in the coming years. With the special focus on bilateral trade and cultural harmony, both countries can play a crucial role in fostering peace process and economic revival in the region.

For more than two centuries, Uzbekistan has been bewitching the tourists with its magnificent architecture and holy relics. This showstopper of Central Asia is ready to inspire, host and spellbound the visitors through its cultural heritage.

Trump wishes luck to incoming admin but shies away from naming Biden

WASHINGTON : In his last address as the president, Donald Trump wished the incoming Joe Biden administration luck but avoided saying the name of the man who defeated him in the November elections.

Trump has refused to offer a full concession to Democrat Biden, who won the November 3 election with 306 Electoral College votes to Trump’s 232. Biden will be inaugurated at 12:00 p.m. EST (1700 GMT) on Wednesday and Trump is not meeting with Biden beforehand or attending the swearing in as is customary in the handover of power to the White House. Trump instead plans to fly to Florida.

“This week, we inaugurate a new administration and pray for its success in keeping America safe and prosperous,” the Republican president said in recorded remarks. “We extend our best wishes, and we also want them to have luck — a very important word.”

Trump campaigned on a pledge to “Make America Great Again” but leaves office with more than 400,000 people dead of the novel coronavirus — the most in the world — whose risk he played down, an economy struggling from the pandemic, and relationships strained with key US allies.

“The greatest danger we face is a loss of confidence in ourselves, a loss of confidence in our national greatness,” Trump said.

For months Trump said without evidence that the election was rigged against him and applied pressure on state officials to overturn the results. At a rally near the White House on January 6 he encouraged followers to march on Congress while lawmakers were certifying Biden’s win.

Trump has been holed up at the White House for the final weeks of his term, reeling after the riot by his supporters at the Capitol that led to five deaths, including a Capitol Police officer.

The stampede, which followed a rally in which Trump repeated false allegations of election fraud and urged his supporters to fight, has overshadowed any efforts to emphasize the president’s legacy in his final days in office.

The House of Representatives impeached Trump on a charge of incitement, making him the first president in US history to be impeached twice. He will have to face the charges after leaving office.

In Tuesday’s farewell, without specifically mentioning Twitter’s decision to suspend his @realDonaldTrump account, Trump made reference to his complaint that free speech had been muzzled by the company. Twitter said it suspended the account because of the risk of the incitement of further violence.

“Shutting down free and open debate violates our core values and most enduring traditions,” Trump said. “America is not a timid nation of tame souls who need to be sheltered and protected from those with whom we disagree.”

In the recorded remarks Trump sought to highlight aspects of his presidency in which he took pride.

“We did what we came here to do, and so much more,” he said. “I took on the tough battles, the hardest fights, the most difficult choices — because that’s what you elected me to do.”

Trump noted Middle East peace deals his administration brokered and lauded his foreign policy agenda.

“We revitalised our alliances and rallied the nations of the world to stand up to China like never before,” he said. “I am especially proud to be the first president in decades who has started no new wars.”

Trump, who leaves amid deep divisions in the country, acknowledged the Capitol riots, which in the immediate aftermath of the violence he was slow to condemn.

“All Americans were horrified by the assault on our Capitol. Political violence is an attack on everything we cherish as Americans. It can never be tolerated,” he said.

And the president, who former advisers predict has lost much of a political future after the riots, suggested his movement would go on.

“Now, as I prepare to hand power over to a new administration at noon on Wednesday, I want you to know that the movement we started is only just beginning,” Trump said.

“I go from this majestic place with a loyal and joyful heart and optimistic spirit, and a supreme confidence that for our country and for our children, the best is yet to come.”

No US administration can ignore Pakistan, FM Qureshi says ahead of Biden’s inauguration

Islamabad : On the eve of a change in the US administration, Foreign Minister Shah Mehmood Qureshi has said that Pakistan cannot be ignored and strongly believes that no administration can ignore the country.

The foreign minister, while speaking to Geo Pakistan, said that a new world is being established out of which new priorities are coming forward. He added that Pakistan and the incoming US administration have a lot of “commonalties”.

“Challenges will be there. I’m not saying they won’t be there. We have to face the facts, but I believe Pakistan has a lot to offer,” said Qureshi, adding that Pakistan is an important country of the region.

“Pakistan cannot be ignored and I do think that that no administration will ignore Pakistan,” said Qureshi.

‘Pakistan plans to engage with new administration’

To a question about what Pakistan expects, Qureshi said the people being nominated by President-elect Joe Biden are those who know about Pakistan. He also shared that he had the opportunity to work with them when the Democrats were in power last.

“They understand the region very well,” remarked Qureshi.

The foreign minister told the hosts that Biden, during his time as a senator, was a “well-respected” member of the foreign relations committee.

“He has a very clear opinion about Pakistan and South Asia,” said Qureshi. He also mentioned that Pakistan and the US have a convergence of interest in Afghanistan.

“There are many areas where the Imran Khan government and Biden government have a common interest,” said Pakistan’s top diplomat. He shared the examples of climate change and the COVAX initiative.

Biden admin to help on Kashmir

The foreign minister, when asked about US-India ties, said that the incoming administration will help Pakistan in providing relief to the people in occupied Kashmir.

“There is one silver lining which is that this administration has a clear point of view on human rights,” said Qureshi while mentioning the “deteriorating” human rights situation in occupied Kashmir.

The foreign minister said that Pakistan is expecting the incoming administration to help Islamabad in “providing relief” to the Kashmiris from the military siege in occupied Kashmir.
