ISLAMABAD, JAN 16 /DNA/ – Finance Minister of Pakistan, Senator Mohammad Aurangzeb, welcomed the US Acting Ambassador, Natalie Baker, at the Finance Ministry, today.

During their talks, the American side commended Pakistan’s economic stability and improvement. Ambassador Natalie Baker specifically praised Pakistan’s reform agenda and macroeconomic policies.

She reaffirmed the United States’ full support for enhancing trade and investment ties with Pakistan. The meeting also welcomed a new cooperation agreement between Pakistan’s Finance Ministry and the American company, Liberty Financial, focusing on digital currency.

Ambassador Baker expressed her desire to further strengthen US-Pakistan trade and investment relations. In response, Finance Minister Aurangzeb reiterated Pakistan’s commitment to continuing economic reforms and ensuring an environment friendly for investors.

The meeting highlighted ongoing cooperation and positive economic momentum between the two countries.

ISLAMABAD, JAN 16 – Prime Minister Shehbaz Sharif on Friday revived and extended the Health Card programme to Islamabad, Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB), reaffirming the federal government’s commitment to providing quality healthcare as a fundamental right for every citizen, regardless of social or economic status.

Addressing the ceremony, the premier said the initiative marked another major step towards delivering healthcare facilities at people’s doorsteps.

Recalling the launch of the scheme in 2016 under the leadership of former prime minister Nawaz Sharif, he said the programme was later expanded rapidly across provinces. He stressed that nothing was more valuable in life than health.

“If there is health, there is education; if there is health, there is dignified employment; if there is health, there is progress in every field of life,” he remarked.

PM Shehbaz said while affluent segments of society could afford expensive treatment anywhere in the world, the real test of the state lay in protecting the poor, widows, orphans and daily wage earners who struggled to make ends meet.

“If a labourer falls ill and leaves this world without treatment, his children are left in permanent darkness. Healthcare is the right of every Pakistani — whether a prime minister or a street vendor,” he said.

Congratulating Federal Health Minister Mustafa Kamal, the secretary health and their entire team, the prime minister urged transparent implementation through third-party monitoring to ensure treatment was provided at the right facilities and with appropriate standards.

He expressed confidence that honest execution of the programme would not only serve the people but also bring reward in this world and the hereafter.

Expressing hope for swift and effective implementation, the prime minister said the programme would be personally monitored through visits and inspections in collaboration with Islamabad’s health leadership, parliamentarians, the chief minister of Gilgit-Baltistan and the premier of AJK.

Responding to a demand to extend the programme to Sindh, he termed the proposal valid and assured that he would personally take up the matter with the chief minister of Sindh.

He noted that the programme was progressing rapidly in Punjab, with billions of rupees being spent on healthcare, and congratulated the Punjab government on its efforts. He added that while other provinces had their own health initiatives, efforts would be made to ensure similar facilities nationwide.

Earlier, Mustafa Kamal said the revived programme would provide free, cashless healthcare to nearly 10 million residents of Islamabad Capital Territory, Azad Jammu and Kashmir and Gilgit-Baltistan.

He said the programme ensured citizens could receive treatment without worrying about affordability during moments of pain and distress.

Sharing operational details, Kamal said around 70 hospitals were being empanelled under the Prime Minister’s Health Card across Islamabad, AJK and Gilgit-Baltistan, including 20 additional hospitals in Islamabad alone.

He added that cardholders from these regions living in Karachi would also be able to access treatment at 16 designated hospitals in the city.

He noted that Sindh remained the only province where the Prime Minister’s Health Card was not yet operational, while Punjab, Khyber Pakhtunkhwa, Balochistan and the federal territories were already covered.

Referring to earlier proposals, he said a plan covering 10 rural and urban districts of Sindh at an estimated cost of Rs24 billion had been prepared.

“If funding is provided for just two years, the programme can become self-sustaining from the third year onward,” he said, expressing hope that healthcare deprivation in Sindh could also be addressed.

KARACHI, JAN 16: A massive fire broke out at the Karachi International Container Terminal (KICT) at Karachi Port on Friday, engulfing around 20 containers and forcing the suspension of handling operations of two ships, officials said.

According to port sources, the blaze erupted in a pile of containers inside the ICT terminal. Initial reports suggested that the fire may have originated in chemical containers, while some affected containers were carrying electronic items, chemicals, cloth and lithium batteries.

Rescue 1122 said the fire rapidly spread, trapping multiple containers at the terminal. Firefighting operations were launched immediately, with 13 fire tenders initially deployed to control the blaze.

As the intensity increased, the number of fire tenders was raised to 20, with all rescue personnel and port security teams remaining present at the site.

Meanwhile, Federal Minister for Maritime Affairs Junaid Anwar Chaudhry took notice of the incident and directed authorities to utilise all available resources to bring the fire under complete control.

On his instructions, the Chairman Karachi Port Trust (KPT) and all relevant officers were ordered to reach the site.

The fire extinguishing operation was being carried out under the direct supervision of the KPT chairman. Officials said more than 80% of the fire had been brought under control, adding that no casualties were reported.

The KPT chairman has sought a detailed report from the port team on the incident and its causes, while efforts remain underway to fully extinguish the remaining flames and prevent further damage.

PM Shehbaz relaunches Sehat Card health insurance scheme in ICT, AJK and GB

ISLAMABAD, JAN 16 /DNA/: Prime Minister Shehbaz Sharif on Friday reintroduced the state-run health insurance programme — popularly known as the Sehat Card Programme — in the federal capital, Azad Jammu and Kashmir (AJK), and Gilgit-Baltistan.

Speaking at the launch ceremony of the facility in Islamabad, PM Shehbaz said, “Access to health facilities is the right of every citizen, and such facilities should be delivered to their doorsteps.”

The prime minister added that through the launch of the Sehat Card, his government had taken yet another swift step to serve the nation.

“This step is the revival of the same scheme that my leader, Nawaz Sharif, had initiated in 2016 for the first time,” he said.

The scheme was originally introduced in 2016 when the PML-N government was in power. It was made available to citizens in Punjab, Balochistan, and the then Federally Administered Tribal Areas (present-day Khyber Pakhtunkhwa) and the Islamabad Capital Territory (ICT), with expansion plans.

In 2019, the PTI-led government relaunched the programme under the title of Sehat Insaf Card after making some changes to it, such as the provision of up to Rs720,000 worth of medical expenses of the family of each beneficiary annually, while those earning less than Rs150,000 per annum were also covered, provided such people also contributed a little to the insurance plan.

“Nothing is more precious in life than health, as it is needed to pursue education, to earn money, take part in sports, and defeat the opposition. Nawaz Sharif’s services will be remembered and spread on a priority basis.

“Today, the Sehat Card is being issued for Islamabad, AJK and the people of GB.”

Congratulating the Health Minister, Mustafa Kamal, health secretary, and all the members of his team, PM Shehbaz added: “It should be noted that the elite in Pakistan and across the world can afford expensive treatment for themselves and their families, but it’s very hard for a common man, orphan children and labourers to earn money.

“If they or their family members fall sick and die without treatment, the lives of their dependents become very dark.”

He added that good health and the right to treatment were every Pakistani’s right.

“I hope the health minister, the secretary, and his team, through a third party, will ensure the treatment will be provided properly. And I hope this programme will continue at speed, and you will monitor it,” he said, addressing Kamal and his team.

PM Shehbaz also said that he would talk to the chief minister of Sindh regarding the initiative based on Kamal’s suggestion.

“In Punjab, this programme is onging and billions of rupees are being spent on it. Likewise, in Balochistan and KP, the programme is running successfully. I am sure Sindh has a similar programme, and its CM is very active regarding health and education. But I will talk to him and resolve the issue so this facility will take shape there as well.”

DHAKA, Jan 16:The 'Dhaka Declaration' has been adopted with eight strategic commitments, aimed at building a stable, inclusive, innovative and globally acceptable higher education system in South Asia.

University Grants Commission (UGC) Secretary Dr Md Fakhrul Islam disclosed the information.

Besides, in a press release, the UGC said the declaration was unanimously adopted on the concluding day of a four-day international conference titled “Current State and Future Directions of South Asian Regional Higher Education”, held on Thursday at a city hotel.

UGC Member Professor Dr Mohammad Tanzimuddin Khan read out the declaration before the conference participants.

The declaration identified sustained political commitment, strong institutional leadership and regional cooperation as essential components for meaningful and sustainable transformation of higher education.

The declaration underscored the need to ensure institutional autonomy, transparency and accountable governance, guarantee equitable and affordable access to higher education for women and marginalized communities, enhance research capacity and strengthen industry-academia collaboration, align curricula with labour market demands and improve graduate employability, promote digital transformation and the ethical and responsible use of artificial intelligence, mainstream climate change and sustainable development into teaching and research, expand regional networking including student and faculty exchange, and engage civil society, industry and the media to build public trust.

The declaration also recognized higher education as a strategic sector for fostering peace and mutual trust in South Asia and called for revitalizing the SAARC platform to further strengthen regional cooperation.

According to the conference decisions, such dialogues will be organized regularly to reinforce regional networks, while the next conference will be held in the Maldives.

UGC Chairman Professor Dr SMA Faiz, Commission Members Professor Dr Mohammad Anwar Hossain, Professor Dr Md Saidur Rahman, Professor Dr Masuma Habib and Professor Dr Ayub Islam were present at the closing session.

The four-day conference was organized under the Higher Education Acceleration and Transformation (HEAT) Project being implemented by the UGC with financing from the Bangladesh government and the World Bank.

PM Shehbaz reiterates resolve to root out terrorism via unified efforts

ISLAMABAD: Prime Minister Shehbaz Sharif on Friday reaffirmed the government’s resolve to defeat terrorism through a unified national efforts, stressing that peace, stability and prosperity remained core objectives.

Chairing a meeting of the Qaumi Paigham-e-Aman Committee (QPAC), PM Shehbaz said the committee would play a pivotal role in strengthening the national narrative against extremism and terrorism, similar to the historic role played by ulema in the creation of Pakistan.

“This task is difficult but not impossible,” the premier remarked while terming terrorism as the most serious challenge and stressing the need for collective resolve.

Highlighting that more than 100,000 Pakistanis had embraced martyrdom in the war against terrorism, the premier urged the international community to acknowledge the country’s immense sacrifices.

The remarks come as the country has witnessed a notable surge in terror incidents since Afghan Taliban took over Kabul in 2021. In 2025, the law enforcement agencies in Pakistan, as per the statistics revealed by Inter-Services Public Relations (ISPR) Director-General Lieutenant General Ahmed Sharif Chaudhry, carried out 75,175 intelligence-based operations (IBOs) across the country, wherein as many as 2,597 terrorists were killed.

The PM also pointed out that Islamabad possessed concrete evidence of external support being extended to the terrorist elements in the country and expressed the confidence that Pakistan would once again defeat terrorism.

Meanwhile, speaking on the occasion, Minister for Information Attaullah Tarar said the national narrative to discourage terrorism and promote peace and stability would be further strengthened.

The minister noted that the QPAC members would visit different parts of the country to convey a message of peace and counter hate-based narratives.

Tarar also said that a two-day conference would be organised in Khyber Pakhtunkhwa, bringing together ulema from all schools of thought to promote peace and discourage terrorism.

Expressing his views, Pakistan Ulema Council (PUC) Chairman and Coordinator of the QPAC, Hafiz Muhammad Tahir Mahmood Ashrafi, said committee members would visit terrorism-affected areas, interact with local communities, religious scholars and the armed forces, and serve as frontline ambassadors of peace.

Additionally, participants of the meeting, including ulema from various schools of thought and representatives of minority communities, expressed full support for the government’s initiative and unanimously declared terrorists and Fitna-al-Khawarij as enemies of the state and stressed the need to counter anti-state narratives, particularly by positively engaging and guiding the youth.

University of Haripur signs Academic agreement with China’s Shihezi University

ISLAMABAD: The University of Haripur has signed an agreement with the School of Economics and Management at Shihezi University, China, to enhance academic and research cooperation between the two institutions, according to a report published by Gwadar Pro on Friday.

Under this arrangement, both universities agreed to collaborate in key academic areas, including joint research projects, research exchanges, student exchange programs, such as winter schools, faculty exchange initiatives, faculty development programs and student scholarships.

The partnership aims to strengthen academic standards, expand research capacity and increase international exposure for students and faculty members.

Speaking at the ceremony, Prof. Dr. Shafiq Ur Rehman welcomed the collaboration and thanked Shihezi University for its cooperation.

He said the partnership would create mutually beneficial opportunities by promoting knowledge sharing, innovation and long-term academic engagement.

In comments to Gwadar Pro, Prof. Dr. Abdul Majid said the agreement reflects the University of Haripur’s broader strategy to expand international linkages and provide global learning and research opportunities for its academic community.

He said that the MoU builds on recent academic engagements between the two universities.

In December 2025, an Innovation Learning Camp hosted by Shihezi University concluded successfully, with eight students from the University of Haripur completing the program.

During the camp, the participants demonstrated strong academic performance and actively took part in cultural exchange activities.

Earlier, in September 2025, Vice Chancellor Prof. Dr. Shafiq Ur Rehman led a University of Haripur delegation to the College of Science at Shihezi University as part of the university’s international outreach efforts.

The visit focused on exploring joint research initiatives and expanding academic opportunities for students and faculty, discussions that have now culminated in the signing of the MoU.
