OGRA lifts years-long ban on licence for new CNG stations

ISLAMABAD :  After 12 years, the Oil and Gas Regulatory Authority (OGRA) has lifted the ban on issuance of new licenses for CNG stations.

The condition, however, implies for only those running on re-gasified liquefied natural gas (RLNG). Inviting applicants, the regulatory authority has warned that they would have to take an undertaking to not seek natural gas supply.

The ban on issuance of new licenses had been imposed in 2008 but in October last year, the Economic Coordination Committee (ECC) directed the OGRA to issue RLNG-based licenses to new CNG stations. It asked the regulator that the new CNG stations would not seek indigenous gas.

On the other hand, the Sui Northern Gas Pipelines Limited (SNGPL) has announced that the CNG stations will be opened from 6:00am on Sunday [today].

The existing CNG sector consumption is 188 mmcfd. In 2011, it was up to 400 mmcfd, the sharp decline was due to shortage of domestic gas.

The latest decision allows CNG sector to absorb the imported RLNG.

Indonesia’s city proposes to set up ‘Turkish village’

Indian Chronicles is just the tip of the iceberg. Pakistan has irrefutable evidence of RAW and the Indianstate’simplicit involvement in spreading disinformation campaign against Pakistan. This has been a full-fledged attack on Pakistan short of war.

The Keynote Speaker, Special Assistant to the Prime Minister on National Security and Strategic

Policy Planning, Dr Moeed Yusufsaid that Pakistan is a country squarely focused on the economic security paradigm. In contrast, India was pursuing Hindutva ideology with an expansionist agenda, and had a conflict with every single neighbor, and had broken all international law obligations – the classic example of a rogue state.

Listing down the challenges of the disinformation campaign, he maintained that India has been ahead of Pakistan in the game of perceptions and narrative building which had been bought by the US and the Western world:“With the help of this narrative, they always get away with their malicious activities against Pakistan, including terrorism.” He stressed that the malicious campaign against Pakistan had been going on even before the latest revelations of “Indian Chronicles” which was just the tip of the iceberg.

Although the DisinfoLab report did not categorically implicate the Indian state, Dr Yusuf shared that Pakistan has irrefutable evidence of RAW and Indian government’s involvement. He further added that India’s activities were not just unethical, they were crimes under the law from identity theft to defamation, and the perpetrators were liable for prosecution under multiple jurisdictions.

Talking about Islamabad’s response, he informed that Pakistan had written to the EU Parliament and investigations were already underway. He said that this was a failure of the UN system that allowed such fake NGOs to function, and questionedwhether a country, like India should even be sitting on the UN Security Council. “This has been a full-fledged attack on Pakistan short of war,” he remarked.Dr Yusuf further added that the dossier presented by Pakistan established clear links regarding India’s involvement in terror financing and using this disinformation campaign to cover that.

India must stop its subversive activities against Pakistan and resolve the Kashmir issue under the international law to bring peace in the region as there was no scope for peace under the current circumstances. He criticized India’s kneejerk responses to Pakistan and stated that Pakistan would continue to take down Indian lies pragmatically and unapologetically and act as a responsible state.

Other speakers in the webinar included Mr Ejaz Haider, Executive Editor Indus TV, MsRamsha Jahangir, a journalistand research scholar and MrOves Anwar, Director at the Research Society of International Law.

According to MrEjaz Haider, the nature of warfare had not changed, its means had. It had now become a sum-total of kinetic and non-kinetic actions that can be taken to target an adversary’s socio-political, cultural, economic and military spheres. Disinformation, espionage, psychological warfare is not a new phenomenon. The KGB is utilized such means, so did the CIA. States use misinformation as a policy tool domestically and globally, and Pakistan should also be prepared for this.

MrOvesAnwarurged that Pakistan needs to be at the forefront of developing and shaping the narrative against fake news and disinformation campaigns and also look at the dangerous role the media has played in this area in India, while MsRamsha Jahangir recommended that it is also important to conduct evidence-based research to take this forward, especially from Pakistan in terms of how disinformation is defined and its long-term and deep repercussions. The webinar was moderated by Ms Sitara Noor, Senior Researcher at CASS.

Indonesia’s city proposes to set up ‘Turkish village’

JAKARTA, Indonesia – Indonesian officials on Friday proposed to establish a “Turkish village” within the metropolitan area of capital Jakarta to promote not only the Turkish language, culture and cuisine but also to facilitate the promotion of trade between the two countries.

The proposed village will be built in the Depok city, Muhammad Idris, the city’s mayor, told Anadolu Agency after he and Deputy Mayor Imam Budi Hartono held a virtual meeting with Indonesian Ambassador to Ankara Lalu Muhamad Iqbal on Friday.

The village will be a good attraction for Indonesians to learn the Turkish language and understand their culture, Idris said.

He also proposed the export of ornamental fish to Turkey as Indonesia has already entered the European market selling multicolored small fishes.

The mayor stated that the city’s economy is expected to grow by around 5% this year, and 6% next year. “The economy of Depok is mostly driven by processing and service industries,” he said.

Depok is experiencing a rapid increase in population, needing strong public services and infrastructure, Idris said.

The local government is seeking investment cooperation in the development of infrastructure and industrial areas in the city through the Indonesian Embassy in Turkey, Hartono said.

“The Turkish village will also boost investment and trade cooperation with Turkey,” he said, adding that the city government is planning to invite Turkish firms to collaborate in developing the proposed village.

Iqbal, for his part, welcomed the initiative of the city government. “We also have an interest in increasing Indonesia’s trade with Turkey,” he said.

The ambassador asked the city government to plan infrastructure projects and industrial estates to be offered to Turkish investors through public-private partnership and other schemes.

Iqbal also expressed his intention to assist Depok exporters with Turkish market analysis services. “Prepare the commodities first, and we will provide a market analysis. The process will take about two weeks,” he added.

Azerbaijan, Turkmenistan sign deal on Caspian hydrocarbon field

ANKARA – Azerbaijan and Turkmenistan signed a Memorandum of Understanding Thursday on joint exploration and development of hydrocarbon resources of the Dostlug (Friendship) field in the Caspian Sea.

The agreement on the joint exploration of the once-disputed section of the undersea hydrocarbons field was signed in the Turkmen capital, Ashgabat, between Azerbaijani Foreign Minister Jeyhun Bayramov and his Turkmen counterpart Rashid Meredov.

A meeting through video conferencing was held between Azerbaijani President Ilham Aliyev and Turkmenistan’s President Gurbanguly Berdimuhamedov in connection with the signing of the agreement.

“This document, which is the result of many years of work between our countries, is aimed at strengthening cooperation and mutual understanding in the field of energy, unlocking the joint potential of the two largest energy states, creating the most favorable conditions for sustainable energy, and further reinforcing our mutually beneficial and international partnership,” Berdimuhamedov said.

The two leaders congratulated each other for reaching an agreement, calling it a “historic day” in the relations between the two countries.

“I would call today’s document historic because Azerbaijan and Turkmenistan are starting joint work on the development of a field in the Caspian Sea for the first time, and this field and work on the field will bring our countries and peoples even closer together and benefit both the Turkmen and Azerbaijani peoples,” Aliyev said.

Bilateral ties

During the meeting, the diplomats emphasized the high level of bilateral ties in political, trade, economic, cultural and humanitarian areas.

It was especially noted that the visit of Bayramov to Ashgabat complements the “start of a new stage of energy cooperation” between the two neighboring countries.

“In this regard, the significance of joint steps on resource use and collaboration on the Caspian Sea was highlighted,” the Turkmen Foreign Ministry said in a statement.

The top diplomats also highlighted the efficiency of political and diplomatic dialogue between the two states and discussed bilateral issues and the aspects of regional and international agendas.

The ministers also underlined the importance of the collaboration of Turkmenistan and Azerbaijan in the framework of regional and international formats.

They also discussed the opportunities of holding joint events in 2021 and the issue of expanding cultural and humanitarian ties between the two states.

The possibilities of expanding economic and investment cooperation, including through the use of the transport-transit potential of the two countries, which possess modern automobile, railway and sea infrastructure, were also discussed in the meeting.

Meanwhile, Bayramov and Meredov emphasized the importance of the Transit and Transport Cooperation Agreement between Turkmenistan, Azerbaijan, Georgia, Turkey and Afghanistan (Lapis Lazuli Route Agreement).

The ministry also noted that the people of Turkmenistan and Azerbaijan are united by firm historic, cultural and spiritual values.

Earlier in the day, the Azerbaijani foreign minister was received by the Turkmen leader.

Bayramov started his two-day visit to Turkmenistan along with the Azerbaijani delegation on Jan. 20.

Turkey’s welcoming

Turkey’s Foreign Ministry in a written statement welcomed the energy agreement between Azerbaijan and Turkmenistan.

“We wish that this agreement will further strengthen the friendship between the two countries, will be auspicious for the friendly and brotherly peoples of Turkmenistan and Azerbaijan and contribute to the prosperity and stability of the region,” it said.

“We also wish that this agreement will pave the way for the projects to enhance the energy security of Turkey and the rest of Europe,” the statement added.

UK firms consider Turkey regional hub

ISTANBUL – British companies do not intend to leave Turkey as the country is considered a hub for their domestic and regional business, chairman of the British Chamber of Commerce in Turkey (BCCT) said Friday.

“HSBC, Shell, BP and many others have operated in Turkey. They see Turkey as a hub for both their domestic and regional business and that will continue,” Chris Gaunt told Anadolu Agency.

Gaunt said technology sectors and capabilities in Turkey are growing and the country has vast scale creativity as he cited Turkey’s strong manufacturing base.

British agriculture tech companies, for instance, are looking at Turkey to add value to the Turkish agricultural sector, he said.

Stressing the coronavirus pandemic impact on the supply chain, Gaunt said: “Bringing the supply chain closer to your domestic markets is going to be something that we will see more of a move away from southeast Asia and Turkey has got everything to offer.”

“Turkey also has goals to become a financial center in the future. There will be a close relationship with Istanbul and London as Istanbul starts to move towards that goal,” he added.

Turkey and the UK, signed a historic free trade agreement Dec. 30 due to the ending of the Brexit transition period. The agreement, which covers trade worth more than £18 billion ($24.3 billion), has been in force since the first day of 2021.

British voters decided in a 2016 referendum to leave the EU after more than 40 years.

With the transition period ending, freedom of movement between the UK and EU member states also ended.

The UK also reached agreements with more than 60 countries and the EU, before the transition period ended on the last day of 2020.

OECD opens its 5th regional center in Istanbul

ANKARA – The Organization for Economic Co-operation and Development (OECD) on Friday launched its fifth regional center in Istanbul, aiming to develop its ties across Eurasia, the Middle East and North Africa, southeastern Europe, and Southeast Asia.

The new OECD Istanbul Centre will be instrumental to back countries in these regions and lay the groundwork for a sustainable post-pandemic recovery.

“We are one step closer to our goal of making Istanbul a center for international organizations, including the UN,” said Turkish President Recep Tayyip Erdogan, inaugurating the center at a virtual event.

He noted that Turkey, through the new OECD center, would be able to contribute more to the organization’s work across wide geographies.

Underlining that besides economic problems, injustice was also increasing across global society, Erdogan praised the OECD’s important role in combating the pandemic’s negative impact on the world.

“The organization has prepared strong, inclusive and sustainable proposals for revitalizing economic growth and employment on a global scale,” he added.

Stressing that these efforts would accelerate the recovery process in the upcoming period, Erdogan said the Istanbul headquarters would serve the organization’s strategy towards partner countries, strengthening trade and investment relations with non-member countries.

“We hope the center will play a truly central role in the work of the OECD and will provide a wide range of services in communication with Paris,” he said.

New era

Turkish Trade Minister Ruhsar Pekcan said Turkey-OECD ties are set to enter a new era with the establishment of the center.

Stating that COVID-19 forced the whole world into a serious transformation, Pekcan noted: “In this process, it was once again revealed how important international cooperation is rather than destructive competition.”

“Now, it is time to rebuild a better world for the post-pandemic [era]. For this, Turkey expects significant contributions from the OECD and OECD Istanbul Center for our country, region and world,” she added.

“Choosing Istanbul as the OECD’s fifth regional center is quite an accurate and proper choice. Istanbul has always been a lively metropolis where history, civilizations, culture, nature, trade and people meet,” she said.

‘Opening regional center sends strong message’

For his part, OECD Secretary-General Angel Gurria said he is proud to open this new hub for multilateral cooperation, looking forward to making use of its potential to advance common solutions to common challenges.

“In these times of nationalism, isolationism and protectionism, opening a regional center sends a strong message,” he said, adding that the pandemic has been a reminder that no country can face a global threat alone.

“International cooperation is beneficial to all of us, it is vital. If we truly wish to build back better,” he said, underlining the OECD’s focus on multilateralism.

“This is in its DNA entirely committed to promoting responsible effective inclusive, sustainable outcomes of international cooperation.”

While working with stakeholders from across the world, the center is to play a pivotal role in the continued pursuit of these goals, he stressed.

“We hope it will be an anchor for best practices to promote inclusive and sustainable growth.”

Based in Paris, the OECD has four regional centers in Berlin, Mexico, Tokyo, and Washington. The Istanbul office will be the fifth regional center of the organization.
