Opposition submits requisition for NA session on national issues

ISLAMABAD : The joint opposition on Monday submitted a requisition in the National Assembly Secretariat seeking to summon National Assembly session to discuss issues of national importance.

The joint opposition has requisitioned the NA session to discuss the arrest of leader of opposition Shehbaz Sharif, rape cases and hike in prices, sources said.

The requisition has been signed by 125 members of the opposition parties including Pakistan Muslim League-Nawaz and Pakistan People’s Party.The NA session has been summoned under Article 54 (iii) of the constitution, the signatories of the requisition said.

The speaker is constitutionally bound to summon the session of the National Assembly on the requisition within 14 days.

According to sources, the opposition parties have decided to initiate an anti-government momentum in and outside the parliament.

On September 20, the opposition-led All Parties Conference (APC) announced to form the Pakistan Democratic Movement (PDM) and announced to hold its first rally in Quetta.

Jamiat Ulema-e-Islam-Fazl (JUI-F) Chief Maulana Fazlur Rehman has been named as head of the opposition alliance.

Adnan Siddiqui visits Ertugrul Ghazi’s tomb in Turkey

Pakistani actor Adnan Siddiqui is in Turkey and knows all the right spots to visit. He visited the tomb of Muslim hero, Ertugrul Ghazi, in Söğüt – a small town in the Bilecik province.      

Ertugrul, who was once only known to history buffs as a political figure, has become a widely popular character following the release of a television series based on his life: Dirilis Ertugrul (Resurrection Erturgul). The series was first aired in Turkey in 2014. It was later introduced to the international audience via Netflix.

The show also developed a fan following in Pakistan. It was dubbed in Urdu and began airing in April.“So here I was, at the tomb of the great Ertuğrul in Söğüt who can be loosely attributed as the founder of Ottoman Empire going by historical events. Ertuğrul, the chieftain of Kayi tribe, the man who championed the cause of Islam, wished for a prosperous and safe state for Muslims and non-Muslims alike and whose regime was based on the tenets of justice and fair play,” Siddiqui wrote on Instagram.

Siddiqui said he had expected to see a grand mausoleum but instead was humbled by the beauty and simplicity of Ertugrul’s tomb.

“Multiple thoughts crisscrossed my mind as I took in the beauty and the simplicity of the mausoleum. I had expected a grand monument to celebrate the great Ertuğrul, man of commanding authority, and a greater legacy. And here was a tomb that spoke volumes of the chief’s life but didn’t need to rely on grandiosity. Humbled.”

Earlier, the actor met with the makers of the show and told his fans that they will be hearing some good news pretty soon.

Armed forces of Armenia deliberately targeting the civilian population

BAKU – In the framework of its new aggression against the Republic of Azerbaijan the armed forces of Armenia are deliberately targeting the civilian population and infrastructure of Azerbaijan in violation of fundamental norms and principles of international law, including international humanitarian law, as well as Armenia’s relevant international obligations.

As a result of Armenia’s artillery and missile attacks, 24 Azerbaijani civilians were killed, 121 injured, more than 300 residential buildings and civilian objects destroyed.

Missile attacks on Azerbaijan’s second biggest city Ganja, industrial city of Mingachevir, as well as the Khizi and Absheron regions of Azerbaijan, targeting densely populated areas and critical infrastructure from the territory of Armenia is an intentional provocation designed to enlarge the zone of hostilities and bring the third countries into the conflict.

Azerbaijan disposes of solid facts on Armenia’s shelling the Azerbaijani civilians and infrastructure from Armenia’s own territory, namely from Gorus, Sisian, Vardenis, Jermuk, and Berd towns of Armenia.

This evidence collected with the participation of local and international experts, including the foreign journalists on the ground, will be presented to the relevant international organizations.

We urge Armenia to obey norms and principles of international law, including its obligations under the international humanitarian law, and implement the demands of the UN Security Council resolutions for immediate, complete and unconditional withdrawal from the occupied territories of Azerbaijan.

We reiterate that Armenia’s leadership bears full responsibility for the results of the counter-offensive measures to be taken by the Armed Forces of Azerbaijan in order to ensure the security of its civilians and residential areas deep inside the internationally recognized territories of Azerbaijan.

Kazakh envoy, PIA chief discuss direct flights

ISLAMABAD, OCT 5 – Ambassador of the Republic of Kazakhstan to the Islamic Republic of Pakistan Mr. Akan Rakhmetullin met with Chief Executive Officer of Pakistan International Airlines, Air Marshal Arshad Malik. During the meeting, issues of strengthening cooperation between Kazakhstan and Pakistan were discussed.

In particular, the opening of direct flights between the capitals of the two countries, as well as the use of Kazakhstan’s transit opportunities.

The Pakistani side expressed interest in increasing cooperation with Kazakh airlines, primarily on the basis of the “code-sharing” principle.

A.Rakhmetullin drew attention to the fact that the high popularity of Kazakhstan’s medical educational institutions among the Pakistani ones represents a serious potential for increasing passenger traffic between our countries. In addition, the opening of direct or transit flights between our countries will help strengthen cooperation in all areas.

PIAF concerned as inflation on higher side due to govt economic policies

ISLAMABAD – The Pakistan Industrial and Traders Association Front (PIAF) has urged the government to take concrete measures for easing out inflation that increased to over 9% in Sept from Aug 8.2%.  

PIAF Chairman Mian Nauman Kabir, in a joint statement along with senior vice chairman Nasir Hameed and vice chairman Javed Iqbal, said that inflation is on higher side due to the impact of government’s economic policies of soaring fuel rates, enhancing power and gas tariff, depreciating the local currency and imposing exorbitant duties on imported industry raw material. 

It is to be noted that the PBS calculates the inflation rate by measuring the prices of a basket of 480 common goods and services, such as the cost of education, house rent, utility bills and food and beverages. An increase in the inflation rate means the prices of goods and services have increased. 

According to reports, higher food item prices such as tomatoes, wheat and potatoes pushed the inflation up during September this year, said senior research analyst Karim Punjani. The rural inflation has been higher in September as compared to urban. It is because the rural inflation depends more on food items. The rural inflation increased by 11.1% as compared to urban inflation of 7.7%. 

Inflation generally increases due to demand. But the monsoon damaged crops and also disrupted logistics, which pushed the prices up for essential goods. Moreover, wheat and sugar prices also went up. 

He said that increasing policy or interest rates is the most important tool for a country’s central bank to leash inflation. Higher interest rates help curtail spending by people and companies. It in turn reduces demand, which tends to bring down prices. There’s growth in the economy but it has not happened across the board, as some sectors have shown growth but not all. So, the State Bank may not think of increasing interest rates any time soon unless the economy shows sustainable growth, he said. He asked the Ministry of Finance to devise a strategy to control and ease out the impact of inflation.  

Nauman Kabir noted that major factor contributing to higher inflation was the global price impact due to international commodity prices like Palm oil increased by 43.9%, Soybean oil by 12.8%, Crude oil by 16.6% also pushed up the domestic prices. Downward trajectory in crude oil in the market will result in downward pattern in domestic prices in coming months. PIAF senior vice chairman Nasir Hameed said that the outcome of stabilization policies, agriculture sector interventions, rigorous monitoring at federal and provincial levels and favourable weather can bring in better results in easing out inflation and sustain the economy towards growth and productivity. 

Nasir Hameed said that adverse effects of pre-monsoon rains on wheat crop, disruption of supply chain of essential items, delay in harvest and arrival of crop in the market and lower production of vegetables, including tomato in Sindh, led to a higher food inflation but the change of weather and better supply of potatoes, tomatoes and onions should result in smooth supply and decrease price pressure,” he added. 

PIAF vice chairman Javed Siddiqi asked the government to also take relief measures to protect the vulnerable from the price-hike. These measures include provision of subsidy to Utility Stores Corporation on essential items for which Rs7 billion has already been transferred to Ministry of Industries and Production.  

Javed Iqbal said that price monitoring cell to check price hikes of essential food items; network of Utility Store outlets should also be expanded for provision of essential items. He said provincial governments monitoring display of price list and quality of items in open market and effective measures of CCP to control cartelization and undue profiteering can also control the inflation to some extent.

Masood Khan pays tribute to courageous Kashmiris facing Indian aggression

Islamabad, OCT 5 – Sardar Masood Khan, President Azad Jammu and Kashmir, has said that 73 years of Indian aggression has not deterred the passion and commitment of the Kashmiri people for ascertaining their right to self-determination.

“Kashmiris are the most courageous people on the face of this earth; and it is, therefore, our core responsibility to save our Kashmiri brothers and sisters from Indian aggression. We here in Pakistan and Azad Kashmir are free and we cannot leave Kashmiris at the mercy of the barbaric Indian occupation forces”, he said.

The President made these remarks, as chief guest, at the launch of the book titled “La Makan”, a collection of poetry, authored by Ms. Ghazala Habib, Chairperson Friends of Kashmir International.

The event was also attended and addressed by Speaker AJK Legislative Assembly Shah Ghulam Qadir, former Minister Dr. Muhammad Amjad, senior journalist Mr. Mazhar Barlas, President National Press Club Mr. Shakeel Anjum, former President PFUJ Afzal Butt and prominent poet Mr. Ronaq Hayat.

The AJK President praised the efforts of the Friends of Kashmir and especially Ghazala Habib for raising the Kashmir issue in the US, especially in the State of Texas. He said that she has established inroads into the US civil society, engaged US Congressional leaders and has provided Kashmiris with an opportunity to tell their tragic story of repression and torture.

He added that our diaspora community has proven to be a strong force in the advocacy of the Kashmir issue. He also expressed his gratitude to the National Press Club for always proactively raising the Kashmir dispute and opening its doors to the Kashmiri people.

Masood Khan said that since 1947 the people of Kashmir have been striving for freedom from occupation and this passion has not dwindled. For 73 years, India has tried every trick in the book to woo the Kashmiris by economic blandishments, political manoeuvring and even brute force; but to no avail. Even today, he said, the Kashmiris still chant to slogan “Pakistan Zindabad”.

President Masood Khan said that apart from diplomatic and political efforts we have to make this movement a people’s movement, a global civil rights movement that would shake the conscience of the whole world.

Masood Khan while speaking about plans to transform Gilgit-Baltistan (GB) into a province, said that Pakistan will never take any step which will, in any way, weaken the existing status of Jammu and Kashmir or the case of Kashmiris’ right to self-determination.

The government of Pakistan, he said, respects the UN Security Council resolutions on Kashmir and it would not compromise on the stance they have adopted on the Jammu and Kashmir issue.

He urged the members of the National Press Club to visit GB and meet their counterparts at the press clubs, leading political figures and the general public to help understand the situation. He reiterated that the people of GB wholeheartedly support the Kashmir cause and strive for their freedom from Indian occupation.

“This is a national challenge that we will resolve through conversations, deliberations and mutual consensus. No force can upset the love and unity between the people of Kashmir and Gilgit-Baltistan”, he said.

India, said the President, issued fake maps last year and they had challenged the territorial integrity of Pakistan. “The issue of Kashmir is a matter of national security and Pakistan is incomplete without Kashmir. No compromise has or will be made on the Kashmir issue. Rise up and save your Kashmiri brothers and sisters, who in the face of unprecedented Indian aggression still chant the slogans of freedom and yearn to be a part of Pakistan”, said Masood Khan.

The President later visited the newly established Kashmir Centre at the National Press Club. He said that this initiative will help further the cause of Kashmir as media representatives would be provided with a credible platform to advocate the Kashmir dispute.

Pakistan, China enhance cotton trade as competitive partner: CEN

BEIJING, Oct. 5 – Pakistan, and China are actively engaged in strengthening their bilateral trade in textile sector, as competitive partner, says China Economic Net (CEN).

A team of CEN’s reporting cell in its survey conducted during 2020 Autumn Joint Exhibition of China National Textile and Apparel Council in Shanghai noted that there was substantial growth of Pakistan’s cotton yarn export to China in the recent months.

Moreover, both sides were found eager to improve the existing arrangements to compete with each other for having better benefits for the cotton’s growers and the traders.

It was noted that Pakistan exported 54.613 million US dollars of cotton yarn in August, registering a year-on-year decline of 51.36%.
As data from China’s General Administration of Customs shows, China imported 41.836 million dollars worth of cotton yarn from Pakistan in August, which is 4.36 times the 9.592 million dollars in the same period last year, with a year-on-year increase of 336 percent.

Pakistan mainly produces low-count sirospun yarns, such as those of 8s or 10s, generally below 21s, which are mostly imported to south China’s Guangdong province to be made into denim, said Huang Xifeng, sales executive of import and export department at Litai Xingshi (Taicang) Holding Co. Ltd.

“We imported about 1,000 tons of cotton yarns from Pakistan every year. Our denim fabric is made of thick and low-count yarns, which are basically 10s or 8s, no more than 12s.” Yang Bin, director of Seazon Textile and Apparel Co., Ltd in Foshan, China, said in an interview with CEN.

Yang added that he has cooperated with Pakistan’s cotton yarn manufacturers for 10 years. “As for Pakistan’s cotton yarn, we only imported it from Explorer, a Pakistani manufacturer, with which we have cooperated for more than ten years.

Produced locally in Pakistan with American and Australian cotton as raw materials, it boasts the best quality of all. And yet, most of the other Pakistani producers adopt locally grown cotton, which may save RMB hundreds per ton.
Although Pakistani cotton is somewhat of inferior quality to that in America, Australia, and China, it can be made into denim,” Yang said.
Pakistani cotton yarn RMB 3,000 cheaper per ton than that of China with zero tariff

The main reason for the surge in import lies in the fact that Pakistan’s yarn export to China enjoys zero tariff, thus having a greater competitive advantage internationally.

That’s why we prefer Pakistani cotton yarn even when offered the same price,” said Ke Jiangwei, general manager of Xiamen Naseem Trade Co., Ltd, which has been importing Pakistani yarn for many years in China.

“It is not just tariffs, but the price that attracts us,” said Yang, adding that “as Pakistani yarn is much cheaper than the Chinese one, the largest gap reached RMB 2,000 to 3,000 per ton in the last two years, with a price gap of about 10%.

Due to the COVID-19 epidemic this year, domestic cotton yarn cannot sell well in China, thus narrowing the price gap to about RMB 1,000.”

“The sirospun of 8s in Pakistan was RMB 17,000 or RMB 18,000 per ton before, and now it has dropped to about RMB 16,000 per ton.

At present, the price of Pakistani yarn in China’s domestic market has rebounded. It has risen by more than ten percent compared with the price in May and June. It may have been sold for RMB 15,000 per ton before, and now RMB 16,500, or even RMB 17,000.

The price gap is as high as RMB 1,000-2,000 over the past three months,” Ke explained.
We mainly purchase cotton yarns in stock, and it will be too late to order them from Pakistan, he added.

He pointed out that 8s and 10s cotton yarns from Pakistan are currently in great demand in Lanxi City, east China’s Zhejiang Province.

A factory with more than 200 looms can manage 200-300 tons of cotton yarns,” He Hao, a salesperson from Shengzhou Shengtai Haobang Textile Co., Ltd. Company, said in an interview.
He suggested that Pakistan could try to produce cotton yarns with mixed cotton through a new technique called rotor spinning.

Pakistani cotton spinning products are what we need for a long time, so will continue to import them as long as they can be consumed in China’s factories and their prices are acceptable,” Ke said.

Punjab reports 129 new COVID-19 cases, no deaths in 24 hours

LAHORE : Punjab on Monday reported 129 new cases of COVID-19 with no death by the disease in last 24 hours.

Punjab Chief Minister Usman Buzdar in a statement today said that the province have 1689 active cases of coronavirus. He said Punjab have overall 99,941 cases of novel coronavirus, while 96,012 patients have recovered to health.

“Total deaths by COVID-19 in Punjab has been 2,240 as no death reported by the virus in last 24 hours,” the chief minister said.The health authorities in the province conducted 9,325 tests in the period and detected 129 positive cases of novel coronavirus, he said.

Overall 12,97,255 coronavirus diagnosis tests have been conducted in the province, so far, Chief Minister Buzdar said.

The novel coronavirus claimed four more lives during the past 24 hours in the country, bringing the death toll from the disease to 6,517.

According to the National Command and Operation Centre (NCOC), 29,565 samples were tested for Covid-19 during this period, out of which 644 were declared positive. The number of infections across the country has reached 315,260 with addition of the new cases.

Thus far, 299,836 patients have recuperated from the disease. There are 8,907 active Covid-19 cases in the country. More than 3.6 million tests have been conducted while 513 of the patients under treatment at various hospitals are said to be in critical condition.

So far, Sindh has reported 138,050 cases of the coronavirus, Punjab 99,812, Khyber Pakhtunkhwa 37,973, Balochistan 15,371, Islamabad 16,766, Gilgit Baltistan 3,828, and Azad Jammu and Kahsmir 2,828.

Since 1994, UNESCO has celebrated World Teachers’ Day every year on 5 October to commemorate the anniversary of the signing of the ILO/UNESCO Recommendation concerning the Status of Teachers in 1966. This important document established the rights and responsibilities of teachers, as well as standards for initial training, continuing professional development, recruitment, employment, teaching, and learning conditions. It contains numerous recommendations on teachers’ participation in educational decision-making.

Besides, in 1997 UNESCO adopted recommendations on the status of higher education teaching staff, which set out the rights and obligations of higher education teaching and research staff. In 2000, the United Nations adopted eight Millennium Development Goals. It should be noted that the international community, in the adopted UN Sustainable Development Goals (SDGs), in particular Education Goal 4, recognizes teachers as key actors in achieving the UN Education Agenda 2030.

World Teachers’ Day is a professional holiday for all those who have connected themselves with educational and upbringing activities: teachers, educators, and other specialists. It is believed that only half of the education is given to children at home, while the rest is due to kindergarten, school, and other educational institutions. It is teachers and instructors who devote themselves every day to educating and culturally enriching the new generation. A teacher is not only a person who teaches science but also a carrier of spirituality and morality. The work of a professional teacher is invaluable and important to society. Sometimes it is thanks to the skilled and meticulous work of teachers that great scientists, artists, writers, and discoverers come to the world. This is why International Teachers’ Day is a holiday that is of particular importance for every country.

The celebration of World Teachers’ Day provides an annual opportunity to take stock of achievements and raise awareness of the challenges faced by teachers and their role in achieving global education goals.

This year’s World Teachers’ Day will be celebrated under the theme “Teachers: Leadership in the crisis, rethinking the future”.

Unfortunately, the COVID-19 pandemic and its associated school closures have directly affected 1.6 billion students at all levels and 63 million primary and secondary school teachers on the planet. In many cases, traditional teaching methods had to be abandoned and teachers had to be provided with online training, which revealed, especially in the first and worst phase of the pandemic, many problems and shortcomings.

Teachers and pupils lacked basic information and communication technology (ICT) tools to organize and participate in online learning. On a global scale, for example, approximately 50% and 43% of pupils, respectively, do not have computers or the Internet at home.

The COVID-19 pandemic is challenging existing education systems, leading to a review of how teachers teach and work in general. The issue of teacher leadership in response to the crisis is not only timely but also critical in terms of teachers’ contribution to distance learning, supporting vulnerable groups, reopening schools, and ensuring that curriculum gaps are reduced.

The selected theme of World Teachers’ Day also examines the role of teachers in building resilience and developing future education and the teaching profession. Importantly, the COVID-19 crisis has created a unique situation to demonstrate pedagogical leadership, creativity, and innovation in education in today’s challenging environment.

Throughout the world, teachers work individually and collectively to find solutions and create new learning environments for their students. The transition to online learning has required teachers to demonstrate their ability to innovate and create. Leading education sector employees have demonstrated great ability and flexibility to adapt to an ever-changing situation so that children and young people can continue learning.

Teacher leadership is essential for inclusive and quality education. Having decided to focus World Teachers’ Day 2020 on leadership, UNESCO and its partners want to draw global attention to this issue and invite education stakeholders to reflect on what teacher leadership means in the context of education 2030. These discussions will also contribute to UNESCO’s Future of Education initiative, which explores how knowledge and learning can shape the future of humanity and the planet.

Because of the COVID-19 pandemic, the celebration of World Teachers’ Day in 2020 will be completely virtual. The virtual celebration will be celebrated as part of a week-long series of interactive online events at UNESCO headquarters and around the world.

More than 800 million young people between 14 and 25 years of age – half the world’s youth – live in the SCO region. This is a huge resource for development, and working in this area is a special priority of the SCO Member States.

In this regard, education is an important area of humanitarian cooperation within the Shanghai Cooperation Organisation.

The preamble to the SCO Charter of 7 June 2002 reads: “The main goals and objectives of the SCO are to strengthen mutual trust, friendship and good neighbourliness between the Member States, and to encourage effective cooperation in cultural, educational and other areas of common interest”.

Under the agreement between the governments of the SCO Member States on cooperation in the field of education of 15 June 2006, the parties support the development of integration processes in the field of education, exchange of experience in the field of educational reforms, promote mutual exchange of students and research and teaching staff of educational institutions, jointly hold scientific and practical conferences, symposiums, seminars and round tables on topical issues of multilateral cooperation.

To implement this Agreement, the Meeting of Education Ministers of the SCO Member States on 18 October 2006 in Beijing established a permanent Expert Working Group on cooperation in the education sphere and approved its working regulations.

SCO University plays an important role in the consistent expansion of comprehensive ties in education, uniting the potential of the leading educational institutions of the SCO countries.

The main mission of the SCO Network University is to carry out joint training of highly qualified personnel based on agreed innovative educational programmes, in professions of priority interest, to the economic and social development of SCO Member States, and to develop integration processes in the arena of education, science, and technology within the Organisation.

Since its establishment in 2008, the SCO University has become an important platform for the development of cooperation in the field of higher professional education, deepening of inter-university cooperation, and development of methods for implementing joint educational projects in a multilateral format.

During the first Organizing Meeting of the SCO University Coordination Council which was held on 30 June 2020, the member states discussed cooperation in the educational sphere, given the great potential of SCO University as a reliable platform for the development of all forms of education in the SCO region, the restoration of academic mobility in the conditions of the pandemic, and the use of best practices in the introduction of digital methods into the educational process.

Also, the SCO University Prospective Work Plan for 2020-2023 was approved, which provides for the creation of an online platform for the implementation of joint educational programmes of SCO University.

The parties agreed to work out the implementation of joint training programmes within the SCO University, taking into account modern challenges, primarily in the field of medicine, as well as in many other areas, including agriculture and international law.

The modern world is on the verge of unprecedented, one might say, revolutionary technological changes. The second era of the digital revolution, connected with the synergy of artificial intelligence working on superfast 5G networks, the development of robotics, bio – and nanotechnology, brings together the digital and real spheres of the economy.

It seems that the future belongs to those who will be able to make effective use of the enormous potential of the IT industry, and it is therefore very important to develop and implement training programmes at SCO University for specialists in the development of artificial intelligence and the digital economy. Today, there are increasing threats from destructive forces in the world that seek to capture the consciousness of young people and to radicalize them. In this connection, following the SCO Summit in Qingdao in 2018, the Heads of State adopted a Joint Appeal to Youth and an Action Programme for its implementation, which is aimed at actively involving young people in creating a decent future, promoting the physical, mental and spiritual development of the younger generation, preventing young people from becoming involved in the activities of destructive forces and several other activities.

The SCO countries attach immense importance to channelling the energy of the younger generation into a creative direction, primarily through accessible, high-quality, innovative education that enables the full realization of individual potential. In a joint communiqué following a meeting of the Council of Heads of Government of the SCO Member States in November 2019 in Tashkent, the heads of delegations noted the initiative to prepare a draft UN Convention on the Rights of Young People.

The draft Convention takes into account the international and national experiences in regulating relevant aspects of the protection of the rights of young people and is aimed at increasing efforts at the international, regional and national levels to meet the needs of young people, strengthen capacity and guarantee rights, freedoms, and interests.

The adoption of this Convention at the next UN General Assembly could be a timely and effective response to the challenges and opportunities facing states and the world community as a whole in the harmonious development of young people, the realization of their great potential to ensure the well-being and sustainable development of countries and overcome the negative consequences of the pandemic.

In summary, a large family of SCO countries, like the entire international community, actively participates in the celebration of World Teachers’ Day despite the current temporary difficulties.
