Pakistan to Reap Its Demographic Dividend

Pakistan is a country with a rich demographic dividend, as 65% of its more than 220 Million population is below the age of 35 while 29% of it is in the age group of 15-25, which is the United Nations definition of youth. These stats make Pakistan one of those few countries in the world that have predominantly young population, second to Afghanistan in the South Asian region.

It goes without saying that it is the youth, rather a well-educated and trained youth which determines the future of a country. Therefore, sheer numbers are of no much significance if not exploited to the maximum by providing quality education, professional training and effective engagement opportunities.

Cognizant of the fact, the Government of Pakistan has started Kamyab Jawan Program (Successful Youth Program), a dedicated wing in the Prime Minister’s Office. Moreover, Pakistan has developed National Youth Development Framework (NYDF) in order to regulate and coordinate various initiatives aimed at the socio-economic development of youth in the country. The said National Youth Development Framework (NYDF) is perfectly in line with the United Nations System Wide Program of Action for Youth (Youth-SWAP) and Pakistan’s Vision 2025. It is modelled on a principle of 3 Es: Education & Training, Entrepreneurship and Engagement.

In Education & Training, the Government of Pakistan has launchedHunarmand Pakistan Programme (Skilled Youth Programme) under ‘Skills for All Strategy’. National Vocational and Technical Training Commission (NAVTTC) of the Ministry of Federal Education & Professional Training is executing this Initiative in collaboration with provincial Technical Education and Vocational Training Authorities (TEVTAs) under the guidance of Prime Minister’s Kamyab Jawan Programme (KJP). Under this Initiative, Pakistan is imparting professional and technical training to 170,000 youth both in conventional and high-tech trades to equip them with cutting edge technologies for playing a productive role in the socio-economic development of Pakistan. Out of 170,000 youth targeted to be trained under this Programme, 50,000 urban youth would be trained in high-tech trades, 50,000 youth of less developed areas would be trained in conventional trades, 20,000 youth would be imparted apprenticeship training, whereas 50,000 youth would earn professional certificates under Recognition of Prior Learning (RPL).

Besides capacity building of youth through technical and Vocational training, the Government of Pakistan is also focused on improving its Technical and Vocational Education and Training (TVET) system to ensure quality training of its abundant human resource. The Government has planned to establish a National Accreditation Council for the accreditation of 2,000 TVET institutes. It is also working on developing 200 Standard National Qualifications, besides establishing 75 Smart Class Rooms for distance learning. It is also setting up training facilities in 70 Madrassas (Religious seminaries) in order to mainstream them in the national development stream. Moreover, Pakistan plans to develop 10 Country of Destination Specific Facilitation Centers to enable its skilled youth to grab rewarding employment opportunities in those countries.

In Entrepreneurship, Pakistan has initiated Youth Entrepreneurship Scheme (YES) In collaboration with National Bank of Pakistan and 20 other commercial banks to provide subsidized business loans for young entrepreneurs who want to start a new business or expand an already-existing one. Within almost a year since the launch of Youth Entrepreneurship Scheme (YES) In October 2019, 2,919 loans worth PKR 1.3 Billion have been disbursed among potential young entrepreneurs. Out of 2,919, 36% loans have been disbursed among existing businesses who want to expand their operations, whereas 64% borrowers are those who intend to start a new economic venture. 84% of the 2,919 borrowers are male while 16% of them are female. Major sectors in which loans have been approved include auto, fashion/cosmetics/jewellery, shop keeper, retailer/super store, dairy, education services, technically services workshop, pharmaceutical and medical services.

In Engagement category, Pakistan has notified first of its history, National Youth Council (NYC), comprising of prominent young leaders in different walks of life including business, IT, Show biz, sports and politics. National Youth Condo (NYC) is headed by the Prime Minister, Mr. Imran Khan himself,and is mandated to provide input for effective policy formulation for the socio-economic development of youth in the country.

Another flagship initiative of the Government of Pakistan to engage youth in social work, and coordinate with the local administration to ensure better service delivery to the public is Prime Minister’s Youth Tiger Force. Under the initiative, more than one million youth across length and breadth of Pakistan has registered themselves through online portal to assist local government authorities to ensure effective monitoring and seamless delivery of civic services to the public.

Turkey-Russia Deal: What’s Next?

The Syrian conflict is almost a decade old now with two important players; Russia and Turkey. Turkey and Russia have negotiated several times in the past to strike a deal to control the worsening security situation of the opposition held areas in Syria, but despite all these agreements, the situation in the area,particularly in the Idlib province has only worsened that seems to continue in the future as well with no possible solution in sight.

In May 2017 an agreement has been signed between Turkey, Russia, and Iran for de-escalation of Idlib and to make this area a demilitarized buffer zone. The agreement called for the cessation of hostilities between various conflicting parties including jihadists, Turk forces, Mainstream rebels obstructing supply channels, and Russian-backed Syrian forces. The parties were forced to pull their heavy weapons out of the zone. But the agreement was never fully implemented and the situation became worse in Syria, thus resulting in hundreds of civilians killed, and the tensions between Ankara and Moscow rose to extreme.  The recent military reinforcements in Syria hint that the balance in the province is still fragile and could provoke a regional crisis.

Turkey in the Idlib

Turkey has set up 12 ceasefire observation stations in and around Idlib following the 2017 agreement that warded off a Russian-backed Syrian government offensive that threatened to collapse rebel rule in the province and force millions of refugees to the Turkish border. The establishment of these observation stations in the area  came under the deal between Russia and Turkey, however, recently after Russia’s efforts to hinder the Turkish supply chain and the increased protests against Turkish presence in Syria; Turkey has been compelled to withdraw its military forces from four observation stations mainly in the hard areas such as Morek, Sheik Aqil, Tal Touqan, and Shir Maghar and two military sites near Saraqeb that are surrounded by the Syrian forces who have recently launched an assault against the rebel in the Idlib province of Syria.

For Turkey, which shares a border with Idlib, the area along with some other parts of Hama, Latakia and Aleppo is of utmost importance. Furthermore, Ankara wants to limit the autonomy granted to the Syrian Kurdish groups that govern much of north-east Syria but are a national security threat for Turkey. Turkey has long been facing the refugee crisis due to the ongoing conflict in Syria that has caused millions of Syrian nationals to seek refuge in the country. Turkey which has provided refuge to approximately 3.6 million Syrians is worried about another influx.

Idlib holds immense significance for the Turkish leadership because the current economic situation of the country is not favorable to afford another Syrian refugee crisis. Ankara has given an ultimatum to the Syrian army to withdraw behind the line of Turkish observation posts or else military action will be taken against them.

Ankara has begun pulling back forces and equipment from its observation posts initially established to monitor a fragile ceasefire in the Syrian conflict. Some of these stations such as the Morek base in the Idlib province were long encircled by Russian-backed forces. Evacuation from these observation stations does not necessarily mean that Turkey is going to reduce the number of its troops in the area, rather it has been observed that the number of Turkish military forces is on the rise, means Turkey is not withdrawing from the area it is taking a strategic turn. Currently, Turkey has deployed troops in the area, but providing logistic and military support to the troops especially in a situation where the supply chain is obstructed due to observation stations being encircled by the regime forces have become a matter of concern for Ankara.

Russia has either blocked or severely impeded Turkey’s ability to resupply its position. On the other hand, the regime forces have also launched an offense against the Turkish forces thus provoking them to take military actions against them. Tensions between Turkey and Russia have risen after a series of talks between the two countries on Syria and Libya failed in Ankara and both the countries are now embroiled in a conflict between Azerbaijan and Armenia as well.Turkish officials claim that Russia does not want to stabilize the situation in the area for the long term and it can trigger a conflict in Idlib at any moment.

More recently, the situation at the observation posts became increasingly challenging for Turkey as the Assad regime organized demonstrations seeking to storm Turkish outposts. The attack on the Turkish check post that killed approximately 60 Turkish military personnel is a major issue in this regards that led to the withdrawal of Turkish military forces from these observation stations.  The withdrawals are related to the Turkish expectation of a new military operation by the Assad regime supported by Russia. The geographic distance is a threat to Turkey and due to the obstructed supply chain, the Turkish soldiers could become a target for the regime forces.

Conclusion

The latest moves in Idlib, however, cannot be separated from the wider dynamics in the Russian-Turkish relationship, which include the unfolding conflict between Armenia and Azerbaijan. Russia is backing Armenia which has been occupying Azerbaijan’s land for almost 30 years. The developments come after Turkish and Russian delegations held talks in September over the ongoing crises in Idlib and Libya, where both the countries are supporting opposing sides in both conflicts. This is a sign of further weakening of the modus vivendi between Turkey and Russia in Syria. A new war for in North-Western Syria between Russia and Turkey would be a very hard blow for both economies, which are now increasingly interconnected. By clashing with Turkey, the Russian Federation could lose an easy access to the Dardanelles and its own Syrian bases, as well as to the Bosphorus.

27 October the darkest day of Kashmir’s history, say speakers at webinar

A webinar was organized today by the High Commission for Pakistan, Ottawa and the Consulate General of Pakistan, Toronto to observe Kashmir Black Day. The event was held to observe 27 October as the darkest day of Kashmir’s history as Indian forces landed in the Indian Illegally Occupied Jammu and Kashmir on that day in 1947.The webinar was addressed by senior officials and experts including Sardar Masood Khan, President Azad Jammu and Kashmir, Mr. Raza Bashir Tarar, High Commissioner for Pakistan, Ottawa, Dr. Fozia Alvi, President Humanity Auxilium, Dr. Zafar Bangash, Director, ICIT Toronto, Mr. Farhan Mujahid Chak, Associate Professor of Political Science, Ms. Karen Rodman, Executive Director Just Peace Advocates and Mr. Robert Fantina, Political Analyst. Mr. Abdul Hameed, Consul General Toronto, moderated the event.During his address on the occasion, Sardar Masood Khan, President AJK, said the United Nations was not showing leadership in the filed of diplomacy and currently no dialogue was taking place between Pakistan and India. He suggested that Kashmir movement may be turned into an international mass civil rights and BDS (Boycott, Divestment, Sanctions) Movement. He drew attention towards the multilateral diplomacy as a possible mechanism for resolving the dispute. He also highlighted the need for effective communication to support the legitimate rights of Kashmiris to self determination. He underlined that India had been distorting facts about Kashmir and an effective communication strategy can help us counter it.High Commissioner Raza Bashir Tarar referred to the lack of political will on behalf of the international community. He said that the international civil society seemed to be ready for the advocacy of Kashmiris. The concepts like “responsibility to protect” should not be used selectively as the international community is not ready to protect Kashmiris. India is trying to project itself as a candidate for a permanent membership of the Security Council but there is a yawning gap between the ground reality and its aspirations. He said Kashmir is the world’s longest running conflict, acutely dangerous flashpoint and one of the most militarized zones in the world. He said that Hindutva ideology fueled by the dangerous doctrine of Chanakya is a serious threat to regional peace and security.Other panelists appreciated the resilient and brave people of IIOJK who have stood up to the Indian atrocities even after a long torturous period of 73 years. They expressed serious concerns over the demographic change in IIOJK being attempted by the RSS-BJP regime of India. Kashmir Black Day observed in France

PARIS, OCT 27 – A special event was organized at the Embassy here today to observe the Kashmir Black Day. Members of French civil society and media as well as Pakistani community in Paris attended the event.

Charge d’Affaires, a.i. Mr. M. Amjad Aziz Qazi highlighted the significance of this day noting that 73 years ago Indian security forces landed in Srinagar to illegally occupy the territory and subjugate the people of Jammu and Kashmir in clear violation of international law and humanitarian norms. International media and human rights organizations continue to document the gross human rights violations committed by India in Indian Illegally Occupied Jammu and Kashmir.

Mr. Qazi especially highlighted the illegal actions of Indian government taken on August 5, 2019, under which the special status of Jammu and Kashmir was revoked. He also said that illegal and unilateral Indian actions are in violation of international law and relevant UN Security Council resolutions.

He also stressed that Pakistan will continue to support the Kashmiris in their just struggle and legitimate right to self-determination, in accordance with international law, UN Charter and relevant UN Security Council resolutions.

At the same time, a Photographic Exhibition was also held, in which photographs showing the plight of Kashmiris who are under Indian military siege were put on display. Photographs of a French journalist, Ms. Benedicte Van der Maar were also exhibited. Her photographs were taken last year during a visit to Azad Jammu and Kashmir. The photographs depicted the destruction and injuries suffered by civilians because of Indian shelling and ceasefire violations across the Line of Control.

Inter-School Competition held to mark Kashmir black day

ISLAMABAD – To mark 73 years of Indian illegal occupation of Jammu and Kashmir, the Ministry of Foreign Affairs observed Kashmir Black Day at an event focusing on the plight of the children of IIOJK.

The event was the culmination of an inter-School competition, involving participation by more than 600 students from 7 schools chains in Pakistan and abroad. Empathizing with the youth of IIOJK, the participants expressed themselves through artwork, and prose as well as poetry in English and Urdu. Winners in each of the five categories were awarded shields and certificates.

Addressing the occasion, Foreign Minister Makhdoom Shah Mahmood Qureshi shed light on the egregious human rights violations in IIOJK, with specific reference to the youth. He stated that the dire humanitarian and human rights condition in IIOJK was above all, a litmus test for humanity.

In addition to the Foreign Minister, Federal Minister for Information and Broadcasting, Syed Shibli Faraz, Chairman Parliamentary Committee on Kashmir Affairs, Shehryar Afridi and Parliamentary Secretary on Foreign Affairs Andaleeb Abbas addressed the gathering.

Besides short documentaries on the situation of youth in IIOJK, the event featured recorded and live narrations from participants from Pakistan and abroad. Attendees inscribed messages for the Kashmiri youth on the Wall of Hope, and viewed nearly 100 pieces of art by students exhibited on the occasion. The event concluded with the children joining the Foreign Minister in lighting the ‘Lantern of Hope’ as a mark of solidarity of the children of Pakistan with the children of IIOJK.

South Africa plan first cricket tour of Pakistan in 12 years

Cricket South Africa (CSA) announced on Tuesday it will send a security assessment delegation to Pakistan this weekend with a view to playing in the country in early 2021.

If the tour goes ahead it will be South Africa’s first visit to Pakistan since 2007/08.

Two subsequent “away” tours were staged in the United Arab Emirates because of security concerns following a 2009 attack on the Sri Lankan team in Lahore.

No details of the planned fixtures were revealed but according to the International Cricket Council’s future tours programme, South Africa are due to play in two world Test championship matches as well as three Twenty20 internationals in January and February.

Tuesday’s announcement confirmed South Africa will host Sri Lanka in two world Test championship matches over the local summer holiday period.

The first Test will be in Centurion from December 26 to 30 and the second Test will be in Johannesburg from January 3 to 7.

After the CSA’s entire board resigned on Monday, acting chief executive Kugandrie Govender said the matches against Sri Lanka, like those for the upcoming white-ball series against England, would be played without spectators because of Covid-19 restrictions.

On their previous visit to South Africa in 2018-19, Sri Lanka gained an upset 2-0 series win — the first by an Asian team in a Test series in South Africa.

CSA also announced Australia would visit South Africa for three world Test championship matches in March and April 2021, to be followed by Pakistan, who will play three one-day internationals and three T20 internationals. Dates for these tours will be announced later.

It was previously announced South Africa will host England in three T20 and three one-day internationals in Cape Town and Paarl between November 27 and December 9.

The South African men’s team has not been in action since a one-day tour of India was called off because of the coronavirus pandemic in March.

Dr Faisal warns of new restrictions in light of increasing cases, deaths

ISLAMABAD, OCT 27 – SAPM on Health Dr Faisal Sultan has said that due to growing number of cases and deaths in the country, the imposition of more restrictions was becoming “unavoidable”.

Addressing a press conference, the premier’s aide said that the number of daily cases as well as deaths has increased over the past few days along with the country’s positivity rate.

“It is clear that as a nation we are not taking the precautions that we should in order to curb the spread of this virus,” he said and added that the government’s approach would be to “tackle this from a local level”. The SAPM said that government may impose new restrictions or introduce more strictness in the imposition of existing ones.

The matter was under discussion in the National Command and Operation Centre and guidelines would be announced after talks with provincial governments, he said.

Gold price reaches all-time high of Rs100,400 in Pakistan

KARACHI, OCT 27 (DNA) – Gold price reached an all-time high of Rs100,400 in Pakistan on Tuesday, according to the All Sindh Saraf and Jewellers Association.

This is the first time that gold has shot above Rs100,000 in the country’s history. The precious metal saw an increase of Rs700 per tola in its price. The prices compiled by the ASSJA come with a lag of a day after changes in international prices.

The bullion market is closed because of a nationwide lockdown, but the prices were calculated based on an increase in international gold price, a private television channel reported Tuesday.

At the time of this report went online, gold futures were trading at $1,721 per ounce in the international market, their highest level in seven-and-a-half years. Gold futures have been on the rise recently, increasing by more than $200 per ounce since last week of March when they were trading at under $1,500.

Gold is correlated with dollar and other commodities, but dollar has weakened and alternates such as oil have also become cheaper because of a global slowdown. This is why investors are parking their money into gold, which is considered safe in uncertain times, say market experts. The market is weighing in the previous peak when gold hit $1,900 per ounce in 2011.

Gold price in the country has been hitting a new high very frequently this month. Since Pakistan imports gold and pays for it in dollar, the recent devaluation of the rupee also played a role. The Pakistani rupee was among the worst performing currencies in Asia earlier this month after it fell sharply against the dollar.

A dollar is now worth Rs167 compared to Rs155, the level it has maintained till March. The surge in local prices came despite a nationwide lockdown, which resulted in suspension of trade. No weddings are taking place and no one is buying gold, says Haroon Chand of ASSJA.

Prices in Pakistan are Rs7,000 less than the Dubai rates. This means if you buy a tola of gold in Dubai, you will pay Rs107,400. The discount may reduce and prices increase when the markets open, Chand says.

The ASSJA says they will keep their shops closed until the lockdown is over, primarily because they deal in gold and need safety. The police are currently busy enforcing government policies with regard to Covid-19, he said. = DNA

Sindh govt shortlists two bureaucrats for Karachi administrator post

KARACHI, OCT 27 (DNA) – The Sindh government has finalised the names of two bureaucrats for the Karachi administrator post. They are; Najam Ahmed Shah and Syed Hassan Naqvi.

The selected candidate will take over after Karachi Mayor Wasim Akhtar steps down after completing his four years in power by August end. The administrator will stay in power until the local body elections are held in Karachi and a new mayor is sworn in.

Both the bureaucrats are Grade 21 officers and currently working as secretaries for different departments of the Sindh government. Shah is posted as the secretary of the investment department.

He has also served as the specialised healthcare and medical education secretary for Punjab from 2016 to 2018. Shah has also served as the finance secretary, and science and technology secretary for Sindh.

Naqvi, on the other hand, is currently working as Sindh’s finance secretary. He has previously served as director of the export processing zone authority, the project director of the computerization n board of revenue, and worked at CM House, Governor House and CDGK too.

The Sindh government sources told a private television channel that the two names are being considered and one will be selected by the Sindh chief minister. Akhtar was sworn in on August 30, 2016 after the MQM won the local body elections in December 2015.

According to the law, the Sindh government has three months days to hold the elections from the day the mayor steps down. No preparations, however, have been made for the polls. Four years ago, the polls were held on the directives of the Supreme Court. The administrator was running the city’s affairs as no elections were held after 2009.

Last Saturday, some leaders of the Pakistan Tehreek-e-Insaf, Pakistan People’s Party, and MQM-P leadership met in Islamabad. They all agreed to work together for the betterment of Karachi and address its civic issues.

In that meeting, a coordination committee was formed comprising the members of all three political parties. The members included Planning and Development Minister Asad Umar, Ports and Shipping Minister Ali Zaidi, Telecommunication Minister Aminul Haq, Sindh CM Syed Murad Ali Shah, and Sindh LG Minister Syed Nasir Hussain Shah.

The coordination committee will meet in Karachi at Sindh CM House today (August 22). The committee will discuss its core issues as per the TORs finalised in the first meeting, Haq told SAMAA Digital. This includes issues relating to Karachi roads, transport, and sewerage.

The selection of Karachi administrator is not in the agenda of the meeting, he said, adding that it could be discussed though. “It is the prerogative of the Sindh government to appoint Karachi administrator.” MQM-P just wants the government to appoint a competent and skilled officer who is aware of the city’s dynamics.  He, however, clarified that his party has yet to given any name for the post.

Khurram Sher Zaman, a PTI MPA, said that the Sindh government has right to appoint Karachi administrator, but it should consult it with other stakeholders. “A decision with mutual understanding is needed”, he added.

 He speculated that the provincial government may opt for Naqvi as he has been working closely with the Sindh CM. Shah, on the other hand, has already clarified that the appointment of the Karachi administrator is an administrative issue and would be dealt with accordingly. = DNA
