Firdous Ashiq Awan stands accused of contempt, should not be in cabinet, Punjab AG says

LAHORE: The Advocate General Punjab has opposed the induction of Dr Firdous Ashiq Awan into the provincial cabinet as she has been named as an alleged contemnor in the Supreme Court verdict in Justice Qazi Faez Isa case.

According to sources, the Punjab government has been reminded by the province’s top law officer that the apex court has said Dr Awan used contemptuous language against a sitting judge, and her appointment as CM’s assistant may therefore be considered as dismissive of the Supreme Court’s verdict.

The Punjab government had removed Fayyaz ul Hassan Chohan from the provincial information minister’s post and appointed Dr Firdous as Special Assistant to the Chief Minister on Information late Monday evening. A notification to this effect was also issued.

The notification said Chohan will remain minister for colonies, while Punjab’s information department will be headed by Awan.

The move came out of the blue and even Chohan himself was intially unaware of why or when he had been ousted from his post.

The Supreme Court had, in its detailed order issued just over a week ago, stated that Dr Awan seems to have violated not only Rule 13 of the 2005 Rules but also prima facie breached Article 204 of the Constitution by committing contempt against a sitting Judge of the Supreme Court in a press conference she hosted last year.

“Consequently, she should be made answerable for her conduct under Article 204(2)(b) of the Constitution through independent proceedings,” the court had recommended.

This is the second time that Fayyaz ul Hasan Chohan has been removed from the position.

He first had to resign from the portfolio in March 2019 after he made anti-Hindu remarks that angered and offended many in the country. The Punjab government had reappointed him to the post in December 2019.

KARACHI 03 NOV 20: Pakistan Navy successfully maintained the winning streak in National Sailing Championship and clinched 1st position in all three categories of the championship held at Pakistan Navy Aquatic Club, Karachi. 

The three days long National Sailing Championship comprised of Laser Standard, 470 Class and Windsurfing RSX Class categories. Teams of Pakistan Army, Navy, Air Force and Sindh participated in the event.

During the event Pakistan Navy’s Najeeb Ullah Khan in Laser Standard Class, Rehman Ullah Khan and Khalid Hussain in 470 class and Tariq Ali in Windsurfing RSX Class secured first position and won the Gold Medals.

FBI warns of possible US election violence in protest-riven Portland

The FBI has warned of the potential for armed clashes linked to Tuesday’s United States election in Portland, as the northwestern city that has become symbolic of the country’s stark divisions braces for unrest.

The liberal enclave in the state of Oregon is still reeling from a summer that saw mass anti-racism rallies inflamed by the arrival of federal officers and right-wing militias, including the so-called Proud Boys.

Tuesday’s fiercely polarised vote — which could see President Donald Trump reelected, or defeated by his Democratic rival Joe Biden — has spurred fears of more deadly street violence.

Downtown businesses were boarding up windows once again as protests are planned for either a Trump or a Biden win — or a state of limbo, with delays in the vote-counting expected nationwide due to a surge in mail-in voting during the pandemic.

“The thing that is the most concerning to me is the potential for armed clashes between opposing groups,” FBI Portland Special Agent Renn Cannon told.

“That could escalate into a dangerous situation where — if tempers are heated — you could end up with an unfortunate or tragic act of violence,” he added, pointing to a deadly shooting of a far-right supporter in the city in August.

The 250-strong Portland office has devoted additional resources to election crimes including voter suppression as well as fraud and foreign cyber threats, said Cannon.

Meanwhile Governor Kate Brown on Monday issued an executive order handing Portland policing to state forces — effectively overruling the city’s ban on tear gas — and putting the National Guard on standby.

“This is an election like no other in our lifetime,” she warned.

‘Wild card situation’

Brown’s warnings about white supremacists have drawn scorn from local conservatives including talk-radio host Lars Larson, who Monday accused her of “deafening silence” about “Antifa and Black Lives Matter violence” over five months of protests.

But while Oregon is a safe Democratic state, Portland’s Republican hinterland has made it a focus for protests from all ideologies, with further demonstrators flying in from across the country this summer.

FBI agents are being “extra attentive” to any threats that could “reduce the ability for people to exercise their first amendment rights or exercise the right to vote,” said Cannon.

Officials’ fears of renewed violence were echoed by voters on Monday, including restaurant cook Leigh Smith.

“I’ve seen everybody’s boarding up already and I’m like ‘oh geez,’” said the 35-year-old, after mailing her ballot near the downtown courthouse that became an epicenter of earlier demonstrations.

“It’s really a wild card situation. It could be really chill […] it could become chaotic.” One cause for optimism is that Oregon votes entirely by mail, making lengthy voting lines that could be targeted unlikely on Tuesday, said Cannon.

Of greater concern are multiple protests planned in Oregon for the aftermath of a vote which may not yield a result for days or even weeks, he added.

“Whether or not those will have an armed component or not, I don’t know,” said Cannon, with no specific threats currently identified.

‘Prepared’ for violence

One group organising a rally — the left-wing Democratic Socialists of America’s (DSA) Portland branch — told AFP it was “prepared for right-wing street violence to express frustration about their candidate not winning” if Joe Biden triumphs.

“It’s our duty to show up and counter them,” said co-chair Olivia Katbi Smith, adding that if protesters fail to mobilise in numbers, militias “will actually drive around and assault people.” DSA Portland does not advocate for armed response to right-wing extremists, she added.

If Trump tries to claim an illegitimate victory, Katbi Smith hopes liberal groups will bring out protest numbers approaching the tens of thousands who attended Portland’s 2017 women’s rights march.

“We’re going to go forward with specific demands about democracy,” said Katbi Smith, including Trump’s removal or a new vote.

She added: “There will be right-wing mobilisations against us after the election.“

Dollar falls below Rs160 mark against Pakistani rupee

KARACHI : The incumbent government’s efforts to put the country’s economy on the path of stability seems to be bearing fruit as the United States (US) dollar fell on Tuesday blew the Rs160-mark against the Pakistani rupee in the currency market for the first time during the last five months.

According to forex dealers, the greenback today depreciated by Rs0.13 to Rs159.98 against the local currency in the inter-bank market, reaching a five-month low.

The US dollar had finished at Rs160.11 against the Pakistani rupee the other day.

The Pakistan Tehreek-i-Insaf (PTI) government had put in place the market-based flexible exchange rate system after four years of a fixed value. As Pakistan transitioned to the market-determined exchange rate, the rupee saw itself plummeting to a historic low of Rs168 earlier this year.

In a tweet last month, Prime Minister Imran Khan had said: “We are headed in the right direction finally.”

He said the country’s current account balance posted a surplus of $73 million during September, bringing surplus for the first quarter of the current fiscal year to $792 million as compared to $1,492 million deficit recorded during last year’s corresponding year. The prime minister said exports also saw a 29 per cent increase besides remittances growing 9 per cent over the previous month.

IHC orders government to appoint CAA chief

ISLAMABAD: The Islamabad High Court (IHC) directed on Tuesday the government to fill the vacant position of Civil Aviation Authority (CAA) director general at the earliest.

A single bench comprising IHC Chief Justice Athar Minallah gave this direction while hearing a writ petition moved by a pilot challenging revocation of his licence.

During the hearing, the chief justice declared that this court couldn’t meddle in the issue of revocation of pilots’ licences. The power to revoke and restore licences rests with the relevant authority and not the court, he observed.

At present, the country’s aviation regulator is non-functional, Justice Minallah noted, adding the licence issue would get resolved once a permanent director general of the authority is appointed.

Observing that it is up to the CAA DG to decide whether to revoke pilot licences, he called for the matter to be placed before the authority’s chief after appointment to the post is made. The government needs to fulfil its duty properly in a timely manner, he said.

The IHC bench summoned the attorney general to appear in person on next hearing on Nov 24.

US Election 2020: Trump or Biden? Americans to decide today

The final countdown has begun, and Donald Trump – on a spree through key swing states – is chasing his Democratic rival Joe Biden, still leading in the polls.

The 77-year-old former vice-president has enjoyed a solid lead over 74-year-old US President Trump in the national polls for months, at times reaching double digits.

But US presidential elections are not decided by the popular vote.

They are won in the 538-member Electoral College, where each state has a number of electoral votes equivalent to its representation in the House and Senate.

And the electoral votes of battleground states such as Florida and Pennsylvania could determine the winner of Tuesday´s battle for the White House.

Here is a look at the latest national polls and polls in key battleground states:

National polls 

An average of national polls by the RealClearPolitics (RCP) website gives Biden a 6.8 point lead over Trump — 50.7 percent to 43.9 percent.

That is roughly in line with the averages of other leading outlets such as FiveThirtyEight.com, which has Biden up by 8.4 points nationally.

Biden´s lead nationally is more than double that of Hillary Clinton going into the 2016 election, when the polls were relatively accurate concerning the popular vote, which she won while losing in the Electoral College.

Florida

In Florida, Biden has a 1.7 point lead over Trump, according to the RCP average of state polls.

A Siena College/New York Times poll has Biden up by three points in the Sunshine State but a Washington Post/ABC News poll has the Republican incumbent up by two points.

Trump won Florida and its 29 electoral votes in 2016 and winning the state again is seen as crucial to his hopes of victory.

Pennsylvania

In Pennsylvania, Biden has a 2.9-point lead, according to the RCP average of polls in the Keystone State, which has 20 electoral votes.

Trump won Pennsylvania by just 44,000 votes in 2016 and his reelection hopes could hang on taking the state again.

Michigan, Wisconsin

Michigan and Wisconsin are two Midwestern states Trump won narrowly in 2016 but the RCP averages have him trailing in both this time.

According to the RCP averages, Biden is up by 5.1 points in Michigan, which has 16 electoral votes, and by 6.6 points in Wisconsin, which has 10 electoral votes.

Arizona, North Carolina

The battleground states of Arizona and North Carolina, both of which Trump won in 2016, are also being closely watched.

According to the RCP averages, Biden has a 0.5 point lead in Arizona, which has 11 electoral votes, while Trump leads by 0.5 points in North Carolina, which has 15 electoral votes.

Georgia, Iowa, Ohio, Texas

Four other states are also being closely watched this time — Georgia (16 electoral votes), Iowa (six), Ohio (18) and Texas (38).

Trump won all four states relatively easily in 2016 but the polls are showing close races there this time.

Trump is up by 0.2 points in Georgia, according to the RCP average, a state Trump won by 5.1 points in 2016.

Trump is up by 1.4 points in Iowa — he won by 9.4 points four years ago — and by 1.4 points in Ohio, a significantly smaller margin than his 8.1-point win last time around.

Trump won Texas, one of the biggest prizes of the night, by nine points in 2016 but the RCP average gives him a narrow 1.2 point lead there ahead of Tuesday´s vote.

It is honour to serve in Pakistan: Chinese envoy

ISLAMABAD: The newly appointed Ambassador-designate of Peoples Republic of China Nong Rong has said it was indeed an honour for him to serve as the Ambassador of P.R. China to Pakistan. In his first Twitter message Ambassador Rong started his Pakistan stint by saying  ‘Assalam-o-Alaikum, Iron Brother’.

Upon arrival in Pakistan, Ambassador Nong thanked Amin the DCP Ministry of Foreign Affairs who received him at the airport.

He thanked Amin for his warm welcome and said that it is his great honor to be posted in Pakistan. China and Pakistan are good brothers and partners with special friendship.

The China-Pakistan Economic Corridor is an important pilot project of the Belt and Road Initiative. Since the outbreak of the COVID-19 pandemic, China and Pakistan have carried out close anti-epidemic cooperation, which reflects the true nature of China-Pakistan relations of sharing weal and woe together.

Nong Rong looked forward to strengthening all-round exchanges and cooperation with all walks of life in Pakistan during his tenure, so as to promote the comprehensive and in-depth development of the China-Pakistan All-weather Strategic Cooperative Partnership and jointly work for a Closer China-Pakistan Community of Shared Future.

It may be mentioned here that Ambassador-designate Nong Rong, arrived in Islamabad to assume the post. Ms Pang Chunxue, Minister-Counselor of the Embassy of China, and Mr Ammar Amin, DCP of the Protocol Division of Pakistan’s Ministry of Foreign Affairs, were present at the airport to receive the new ambassador.

On behalf of the Pakistani government, Ammar Amin warmly welcomed Ambassador Nong Rong. Amin said that Pakistan and China are all-weather strategic partners and iron friends. Friendly cooperation with China is not only the cornerstone of Pakistan’s foreign policy but also the consensus of all walks of Pakistani society.

The Pakistani side expects that Pakistan-China relations will be further improved during the term of Ambassador Nong Rong. Amin assured that Pakistan will provide all facilitation and support for the Ambassador for continuous progress of bilateral cooperation in various fields.

On November 2, 2020, Ambassador Nong Rong met with the Foreign Secretary of Pakistan Sohail Mahmood. Both sides discussed matters of mutual interest.

Pakistan and China enjoy excellent brotherly relations. CPEC has further cemented and diversified this relationship. As rightly mentioned by the newly arrived ambassador CPEC is a landmark project that would bring peace, prosperity and development in the region.

Australian all-rounder Shane Watson retires from all forms of cricket

Karachi : Australian great Shan Watson has announced his retirement from all forms of cricket.

The 39-year-old had retired from international cricket back in 2016, however, was very active in playing T20 franchise cricket all over the world.

In a Youtube video, he thanked his parents, teammates and coaches for all the unconditional support they gave him during his career.

Watson played 343 T20 matches scoring 8821 runs and taking 216 wickets in his 16-year-career. He represented Australia in 59 Tests, 190 ODIs and 58 T20Is from 2005-2016.

Watson was an integral part of the Pakistan Super League (PSL), representing Islamabad United in 2016 and 2017. He was playing for Quetta Gladiators in the past two seasons.

Explosion in Austria leaves injured

VIENNA (DNA) -At least five people have been injured in an explosion at a garbage disposal facility near the Linz airport, Austrian authorities said on Thursday.

Two people sustained serious burn injuries and were airlifted via helicopter to two hospitals, while three others were slightly injured in the blast, police said.

Images from the scene showed a thick column of smoke rising from the site.

The cause of the explosion was not immediately clear. A police spokesperson said there were no indications that the blast was caused by a terrorist attack.

The incident reportedly occurred shortly after 8:00 a.m. local time (0600 GMT) at the waste disposal plant, prompting a fire to break out.

Over 250 firefighters are battling the blaze, which spread to two warehouses and has proven difficult to put out, reported Austrian public broadcaster ORF.

Over 20 employees at the plant were in the area when the explosion took place, according to ORF. The majority of the workers were able to evacuate safely.

Chinese vocational institute design training program for Pakistani students

BEIJING, Nov. 3 (DNA)-Pakistani members from Beijing Global Talent Exchange Association (BGTEA) visited Hebei Construction Material Vocational and Technical college (HCMVTC), Gwadar Pro reported on Tuesday.

At the invitation of the school’s administration,they visited HCMVTC’s maritime training base, marine engineering training base, mechanical and electrical engineering department, international students’ apartment and halal cafeteria, after which multiple technical and vocational training programs for Pakistani students is expected to be launched.

Last year, in order to promote exchanges and cooperation on vocational education between Pakistan and China, HCMVTC had inked a cooperation agreement with BGTEA, which allows 30 Pakistani high school graduates to conduct further study under its mechatronics department.

Since then, HCMVTC attached great importance on training, as well as ensuring the safety and wellbeing of the Pakistani students.

This year, enable to counter the influence of COVID-19 pandemic, HCMVTC launched online courses for these Pakistani students, to ensure the successful completion of their training.

“The exchange and cooperation on China’s vocational education is one of the core aspects of the Belt and Road Initiative.

Technical cooperation and exchange between Pakistan and China start with the training of skilled human resources.

Under the CPEC framework, many Pakistani students craving for the opportunity to study in China, deeper cooperation of vocational education between the two countries is meant to happen”,vice secretary general of Beijing Global Talent Exchange Association, Muhammad Ammar stated during his visit at HCMVTC.

After the visit, members from BGTEA and HCMVTC ’s administration thoroughly discussed details of future cooperation on vocational training programs.

Both sides agreed on a 3-year bilingual training program which targets Pakistani students who share interests on navigation courses, and planned to carry out professional and technical training for the staff of Chinese enterprises in Pakistan.
