Uzbekistan –the member of the UN

The UN and the Republic of Uzbekistan have a nearly 30-year history of cooperation. Uzbekistan became a member of the UN on March 2, 1992.

Main priorities of cooperation include fight against modern threats and challenges to security, non-proliferation of weapons of mass destruction, tackling environmental problems, in particular impacts of the Aral sea crisis, the socio-economic development, protection of human rights and freedoms.

The UN system supports Uzbekistan in addressing a wide range of development issues, including health, education and social protection, preservation of cultural values, protection of natural resources and biodiversity, fight against drug trafficking and spread of HIV /AIDS.

Uzbekistan was visited by three United Nations Secretaries-General:

  • E. Mr. Kofi Annan in 2002,
  • E. Mr. Ban Ki-moon in 2010 and 2015,
  • E. Mr. António Guterres in 2017.

The Republic of Uzbekistan stands for strengthening the entire UN system, strengthening the role of UN structures in solving problems of regional and international security and ensuring sustainable development.

Participation of the President of the Republic of Uzbekistan Sh. M.Mirziyoyev at the 75th anniversary session of the UN General Assembly marked a significant event in the history of Uzbekistan-UN relationships.

All the initiatives put forward by Uzbekistan within the framework of the UN have found full support from the international community and today make a significant practical contribution to ensuring universal peace, maintaining regional stability, continuing sustainable development, and the protection of human rights.

Uzbekistan and United Nations cooperation in the field of human rights

In Uzbekistan, the protection of human rights is considered one of the priorities of cooperation with the UN. Today, the country has a stable political system that meets the modern criteria of democracy and human rights, and the legislative, executive and judicial authorities at all levels are actively working to strengthen respect for human rights and to promote human rights education throughout the country. But the most important thing is that the Uzbek society maintains respect for the principles of the rule of law and human rights.

We in Uzbekistan highly appreciate the efforts of the UN Human Rights Council and the Office of the High Commissioner for Human Rightsto strengthen the protection of human rights around the world. For without ensuring human rights, it is impossible to advance socio-economic, political, legal, cultural and humanitarian development of States.

Uzbekistan has developed national indicators for the implementation of the UN Sustainable Development Goals. The Strategy of Action adopted by the President of Uzbekistan on five priority areas of the country’s development in 2017-2021 is a “Roadmap” for implementation of the UN Sustainable Development Goals.

Uzbekistan was the first Central Asian State to establish a system of national human rights institutions, which includes a parliamentary Ombudsman, a Children’s Ombudsman, a Business Ombudsman and a National Human Rights Centre.

In June 2020, the National Human Rights Strategy of Uzbekistan was adopted for the first time and is being consistently implemented. It provides for the implementation of the recommendations of the UN Human Rights Council and the treaty bodies.

The adoption of the National Strategy took into account the views of not only the expert community, but also the general public and international organizations.

Uzbekistan maintains an active and constructive dialogue with the UN Charter and Treaty bodies, specialized agencies and Special procedures of the UN Human Rights Council.

The Government submits timely periodic reports on the implementation of the main international human rights treaties, as well as on the follow-up to the recommendations of the treaty bodies (41 reports).

In Uzbekistan, more than half of the population is young people. As such, much is being done to ensure seamless integration of every young person into society and realize their potential. In the way of guaranteeing aforementioned missions, Concept of “Youth of Uzbekistan – 2025” has been adopted, Youth Parliament and the Agency for Youth Affairs are functioning.

In August 2020, the Samarkand Forumon Youth Rights was held under the auspices of the United Nations with a view to attract global attention to matters related to youth.

In his speeches at the 75th anniversary session of the UN General Assembly, the 46th session of the UN Human Rights Council, as well as in his Address to the Uzbek Parliament, the President of Uzbekistan identified the key priorities of New Uzbekistan on human rights:

  • ensuring the right to health;
  • gender equality;
  • protection of the rights of persons with disabilities;
  • protection of the youth rights;
  • human rights education;
  • strengthening the independence of the courts;
  • the fight against torture;
  • development of regional cooperation on human rights.

Uzbekistan’s new initiatives on Human Rights

The first initiative. Uzbekistan is pursuing a radical policy of increasing the role of women in the political, public and business life of the country. Two new laws on gender equality and the protection of women from violence and harassment have been adopted.

It is planned to hold a Women Leader’s Dialogue of Central Asian states and a Regional Women’s Business Forum in Uzbekistan.

The second initiative. Much attention is paid to the protection of the rights of persons with special needs. A new Law on the Rights of Persons with Disabilities came into force this year. The Parliament of Uzbekistan plans to ratify the Convention on the Rights of Persons with Disabilities. Uzbekistan also proposes to create a Regional Council for the self-realization of People with Disabilities.

The third initiative. Today, intellectually and spiritually developed, proactive young people are becoming a driver of sustainable progress. There are more than 2 billion young people in the world. This year in Uzbekistan is declared the Year of Supporting Youth and Strengthening Public Health. Most of the challenges facing humanity – such as threats to peace and security, terrorism and extremism, racism, climate change, and the COVID-19 pandemic must be addressed with active participation of young people.

The initiative to adopt an International Convention on the Rights of Youth, put forward by the President of Uzbekistan from the high rostrum of the United Nations General Assembly, has been supported with great interest by the international community.

This year, we plan to hold a World Conference on Youth Rights under the UN auspices.

The purpose of the international forum is once again to give the youngest people the opportunity to directly participate in the development and implementation of national, regional and global strategies aimed at meeting their immediate needs, protecting their rights, freedoms and legitimate interests.

The President of Uzbekistan also put forward a proposal to establish the institution of a UNSpecial Rapporteur on Youth Rights.

In the current International Year for the Elimination of Child Labour, a Law on the Children’s Ombudsman will be adopted.

The fourth initiative. Uzbekistan actively participates in the United Nations World Programme for Human Rights Education. The National Action Plan for the implementation of the provisions of the UN Declaration on Human Rights Education and Training is being implemented.

Together with the Office of the High Commissioner for Human Rights, we are planning to hold a Global Forum on Human Rights Education.

In order to develop the system of human rights education, Uzbekistan contributes to the UN Voluntary Fund for Human Rights.

The fifth initiative. Uzbekistan pays priority attention to the deepening of reforms in the judicial and legal sphere, as a result of which concrete measures have been taken to implement international standards in the field of judicial independence and the protection of the right to a fair trial.

Implementation of the recommendations of the Special Rapporteur on the Independence of Judges and Lawyers has begun.

In order to ensure the independence of the judiciary and regulate the selection and appointment of judicial personnel, the President of Uzbekistan proposed that the UN Human Rights Council consider the development of universal principles of the judicial councils.

The sixth initiative. The fight against torture is a priority area of judicial and legal reforms in Uzbekistan. Work has begun on the implementation of a national preventive mechanism for the elimination of torture. The closure of the specialized penal colony located in the village of Zhaslyk was an important humanitarian event. As a result of the measures taken, the number of convicts held in places of deprivation of liberty has decreased by almost three times.

Over the past short period, we have made significant progress in our interaction with the special procedures. Visits of two Special Rrapporteurs were carried out.

We intend to ratify the Optional Protocol to the Convention against Torture.

Uzbekistan invites the UN High Commissioner for Human Rights and the UN Special Rapporteur on Torture to pay a visit.

Moreover, we have decided to send a standing invitation to all mandate holders to visit our country. Of course, cooperation with distinguished mandate holders will help to make headway in the effective implementation of reforms in Uzbekistan.

The seventh initiative. Uzbekistan also intends to continue to promote the establishment of a regional human rights mechanism in the Asian region. In this regard, a permanent platform has been created – the Samarkand Forum on Human Rights.

There is no universal model of development in the world that is equally suitable for all States in the same historical period. The sad experience of a number of countries clearly shows that attempts to impose “unified standards” of democratic development, without taking into account specific historical, social and other aspects, as well as national and religious traditions, are counterproductive.

Uzbekistan fully endorses the role of the UN in international peacekeeping, maintaining security, promoting sustainable development, and guaranteeing human rights.

As an active member of the Human Rights Council, Uzbekistan wishes to express explicitly its continuous readiness for broad and mutually beneficial cooperation with all countries of the world and practical dialogue with the UN.

COVID-19 claims 32 lives, infects 1,541 more people

ISLAMABAD, Feb 26  : The national tally on Friday of total active COVID-19 cases recorded 22,285 with 1,541 more people tested positive for the deadly virus and 2,502 people recovered from the disease during the last 24 hours.

Thirty two corona patients have died during past 24 hours, 28 of them were under treatment in hospital and three in their respective quarantines and homes on Thursday, according to the latest update issued by the National Command and Operation Centre (NCOC).

During the last 24 hours most of the deaths had occurred in the Punjab followed by Sindh and Khyber Pakhtunkhwa.

Out of the total 32 deaths, 16 people died, were under treatment, on ventilators.

The maximum ventilators were occupied in four major areas including Multan 20 percent, Islamabad Capital Territory (ICT) 31 percent, Peshawar 19 percent and Lahore 36 percent.

The maximum Oxygen beds (alternate oxygen providing facility other than ventilator administered as per medical requirement of COVID patient) was also occupied in Four major areas of Gujrat 61 percent, Peshawar 34 percent, Multan 25 percent, and Lahore 23 percent.

Around 216 ventilators were occupied elsewhere in the country while no COVID affected person was on ventilator in Azad Jammu and Kashmir (AJK), Gilgit Baltistan (GB) and Balochistan.

Some 41,849 tests were conducted across the country on Thursday, including 8,709 in Sindh, 18,079 in Punjab, 6,995 in Khyber Pakhtunkhwa (KP), 6,252 in Islamabad Capital Territory (ICT), 802 in Balochistan, 348 in GB, and 664 in AJK.

Around 542,393 people have recovered from the disease so far across Pakistan making it a significant count with over 90 percent recovery ratio of the affected patients.

Since the pandemic outbreak, a total of 577,482 cases were detected that also included the perished, recovered and under treatment COVID-19 patients so far, including AJK 10,101, Balochistan 19,035, GB 4,956, ICT 44,032, KP 71,728, Punjab 170,222 and Sindh 257,408.

About 12,804 deaths were recorded in country since the eruption of the contagion. Around 4,322 perished in Sindh among seven of them died during past 24 hours. Four people had expired in the hospital and three out of the hospital.

5,323 in Punjab had died with 15 deaths in past 24 hours have occurred in the hospital. 2,065 in KP where seven of them died in hospital on Thursday, 496 in ICT among two of them perished in the hospital on Thursday,  200 in Balochistan among one of them perished in the hospital in past 24 hours, 102 in GB and 296 in AJK among succumbed to the deadly virus.

A total of 8,873,741 corona tests have been conducted so far, while 631 hospitals are equipped with COVID facilities. Some 2,018 corona patients were admitted in hospitals across the country.

Pakistan welcomes Sri Lanka allowing burial options for COVID-19 victims

ISLAMABAD, Feb 26  : Pakistan on Friday welcomed the decision of Sri Lanka government for allowing burial options for those dying of COVID-19, instead of the earlier compulsory cremation.

Prime Minister Imran Khan thanked the Sri Lankan leadership and welcomed the official notification issued in this regard.

“I thank the Sri Lankan leadership and welcome the Sri Lankan govt’s official notification allowing the burial option for those dying of COVID-19,” the prime minister tweeted.

Foreign Minister Shah Mahmood Qureshi in a tweet said Pakistan was grateful to the leadership of Sri Lanka for allowing the option of burial for victims of COVID-19.

“Indeed it is these very principles of mutual understanding, respect and humanity that bring relationships to thrive and prosper,” he said.

ECP issues code of conduct for Senate elections 2021

ISLAMABAD, Feb 26  : Election Commission of Pakistan (ECP) Thursday issued the code of conduct for political parties, contesting candidates, election agents and voters for Senate elections 2021.

In its notification, the commission said that as per code of conduct the political parties, candidates, voters and election agents will not propagate any opinion, or act in any manner prejudicial to the glory of Islam and ideology of Pakistan, or the sovereignty, integrity or security of Pakistan, or morality or public order, or the integrity or independence of the Parliament, judiciary of Pakistan or which defames or brings into ridicule the Parliament, judiciary or the Armed Forces of Pakistan.

The political parties, candidates, voters and election agents will abide by all directions and instructions issued by the ECP from time to time relating to smooth conduct of elections.

The political parties, candidates, voters and election agents will not indulge in any kind of corrupt or illegal practices as defined in chapter-X of the Elections Act 2017.

Contesting candidates, election agents and their supporters will not solicit the support or assistance of any person in the service of Pakistan or any public office to promote or hinder the election of contesting candidate in any manner.

The President and Governors of the Provinces will not take part in election campaign relating to election to the Senate in any manner whatsoever and will not use their respective offices as well as houses in connection therewith.

While entering the polling station, each voter will ensure that he or she does not possess mobile phone or other such electronic device or gadget which can be used to take photograph of the marked ballot paper.

For purposes of election expenses, a candidate will open an exclusive account with any branch of a scheduled bank before the date fixed for scrutiny of nomination papers and maintain, or cause to be maintained, a register of receipts and expenditures.

The candidate wills not make any transaction towards the election expenses through an account other than the account opened for the purpose and a candidate may open the bank account for election expenses with an amount not exceeding the limit of election expenses provided under section 132. (Section 133 of the Elections Act, 2017)

The returned candidate will submit return of election expenses to the Returning Officer on Form C within five days from the date of election in accordance the sub-section (3) of section 123 of the Act whereas other contesting candidates will submit their election expenses on Form C to to Returning Officer within thirty days of the publication of the names of the returned candidates as required under section 134 of the Act.

FM reiterates Pakistan’s consistent support to Afghan peace process

Islamabad, 26 Feb 2021 :  : Foreign Minister Shah Mahmood Qureshi has reiterated Pakistan’s consistent support to the Afghan peace process.

He was talking to the Special Representative of Afghan President, Mohammed Omer Daudzai, who called on him in Islamabad.

The Foreign Minister reiterated that a peaceful and stable Afghanistan was in the best interest of Pakistan.

He said Prime Minister Imran Khan had always stressed that there was no military solution to the Afghan conflict.

The Foreign Minister underlined that the continuing incidents of violence inside Afghanistan served to undermine progress achieved in the Afghan peace process. He said the continuation of violence would strengthen spoilers, who did not wish to see return of peace in the region.

The Foreign Minister underscored that the Afghan leadership must seize this historic opportunity and workout an inclusive, broad-based and comprehensive political settlement for durable peace and stability in Afghanistan and the region.

Shah Mahmood Qureshi expressed the hope that the intra-Afghan negotiations would lead to its desired objectives of a sovereign, peaceful and stable Afghanistan.

PM Imran Khan to pay day-long visit to Lahore today

ISLAMABAD : Prime Minister Imran Khan will pay a one-day visit to Lahore today where he will chair sessions at Chief Minister House besides holding meetings with the provincial lawmakers.

The premier will hold separate meetings with the Punjab governor and chief ministers. He is also scheduled to meet the members of the provincial assembly (MPAs) during his visit.

He will be briefed over the administrative and other matters of the Punjab government, whereas, PM Khan will issue important instructions in the meetings. A briefing will also be given to the premier to establish a mega business centre at the place of Walton Airport.
The premier’s visit is scheduled ahead of the Senate elections 2021 to be held on March 3.

During his previous visit to the Punjab capital on February 12, PM Imran Khan had inaugurated Miyawaki urban forest at Jilani Park in continuation of the efforts by the Pakistani government for reducing air pollution and protecting the environment.

He had announced that 51 sites have been chosen in Lahore to implement the Miyawaki concept whereby a jungle that grew in 50 years previously will now grow in 10 or 20 years.

PM Khan had also chaired sessions for the provision of universal health coverage, steps for reducing flour prices and an increase in fruit and vegetable markets. The premier had also discussed the strategy for the upcoming Senate elections and actions against land mafias.

COVID-19: 1,541 new cases, 32 deaths reported in 24 hours

ISLAMABAD : Pakistan has recorded 32 more coronavirus-related deaths in past 24 hours, surging the overall death toll to 12,804.

According to the latest statistics of the National Command and Operation Centre (NCOC), the COVID-19 has claimed 32 more lives and 1,541 fresh infections were reported.The total count of active cases is 22,285.

In the past 24 hours, as many as 2,505 patients have recovered from the virus in a day and 1,558 patients are still in critical condition.

According to the National Command and Operation Centre (NCOC), with the fresh inclusion of the infections in the country the national tally of cases now currently stands at 577,482.

A total of 41,849 tests were conducted across the country during this period. Overall 542,393 people have recovered from the deadly disease so far while 8,873,741 samples have been tested thus far.

COVID-19 vaccination: Dr Nausheen calls for registration to people above 65

ISLAMABAD, Feb 25  : Parliamentary Secretary for National Health Services Dr Nausheen Hamid Thursday asked the people above the age of 65 to registered themselves for COVID-19 vaccination as inoculation process was going to start from March 2.

Talking to a private news channel, she said over 100,00 people had immunized the COVID vaccine and majority of them were the healthcare workers.

The health parliamentary secretary said the government had not made it mandatory for the people to get vaccinated.

The Pakistan was on track to vaccinate 70 per cent of the population much before the targeted first quarter of 2021, she added.

She said once the COVID-19 immunization programme had been executed successfully, the positive impacts would be felt by all.

“All citizens above the age of 65 can register for COVID-19 vaccine through short messaging service with computerized national identity card number on 1166 or visit nims.nadra.gov.pk,” she said adding, “Around 250 vaccination centers are made functional in the country.”

She further said the National Command and Operation Center (NCOC) the other day had completely lifted the coronavirus restrictions and allowed all commercial activities across the country to operate normally.

She said cinemas and shrines would also reopen with stringent COVID-19 safety precautions from March 15, adding the condition of 50 percent work from home had also been removed forthwith.

“Wearing of mask, social distancing, and smart lock downs will further continue,” she added.

She said the NCOC had also given green signal to pack to a capacity crowd for the Pakistan Super League (PSL) VI play offs and final to be played at the Gaddafi Stadium Lahore besides allowing fifty percent presence during the ongoing pool matches.

Now a full crowd for PSL with stringent COVID standard operating procedures could enjoy live action at the Gaddafi Stadium during playoff matches, she added.

Replying to a query, she said baseless conspiracy theories about coronavirus vaccine had been spreading on social media for months but vaccine was fully safe and effective.

As part of the vaccination programme, health authorities were encouraging citizens and giving media awareness to ‘choose to vaccinate’ in order to beat the deadly pandemic, she highlighted.

She said with the arrival of further vaccine consignments in the country, overall COVID-19 situation was under control and it was quite encouraging that the cases were declining.

Facebook bans Myanmar military accounts citing the coup

Bangkok, Feb 25  : Facebook said it has banned all remaining accounts linked to the Myanmar military on Thursday, citing the junta’s use of deadly force against anti-coup demonstrators.

The move, which takes effect immediately, applies to the military and entities controlled by the armed forces on both Facebook and Instagram.

It also bans “military-linked commercial entities” from advertising on the platforms.

“Events since the February 1 coup, including deadly violence, have precipitated a need for this ban,” the social media giant said in a statement.

“We believe the risks of allowing the Tatmadaw on Facebook and Instagram are too great,” it added, using the Myanmar name for the country’s armed forces.

The junta has steadily increased its use of force against a massive and largely peaceful civil disobedience campaign demanding Myanmar’s army leaders relinquish power.

Three anti-coup protesters have been killed in demonstrations, while a man patrolling his Yangon neighbourhood against night arrests was also shot dead.

Facebook said its ban was intended to prevent Myanmar’s generals “from abusing our platform”.

The military has used Facebook to boost its claims that voter fraud marred an election last November after ousted civilian leader Aung San Suu Kyi’s party won in a landslide.

Since seizing power, the junta has arrested hundreds of anti-coup protesters, ordered nightly internet blackouts and banned social media platforms — including Facebook — in an effort to quell resistance.

Thursday’s announcement follows Facebook’s earlier decision to kick off a page run by the regime’s “True News” information service after the tech giant accused it of inciting violence.

Pages for government offices now run by the junta remain unaffected.

“This ban does not cover government ministries and agencies engaged in the provision of essential public services,” the company said. “This includes the Ministry of Health and Sport, and the Ministry of Education.”

In recent years, hundreds of army-linked pages have been blocked by Facebook after the social media giant came under heavy criticism for its ineffective response to malicious posts in the country.

Junta chief Min Aung Hlaing and other top brass were booted from the platform in 2018, a year after a military-led crackdown forced around 750,000 members of the Rohingya Muslim community to flee into neighbouring Bangladesh.

Facebook admitted that year it had failed to do enough to prevent the incitement of violence in Myanmar.

“We can and should do more,” Facebook executive Alex Warofka said at the time.

ISLAMABAD, Feb 25  : The national tally on Thursday of total active COVID-19 cases was recorded 23,281 with 1,361 more people tested positive for the deadly virus and 1,681 people recovered from the disease during the last 24 hours.

Sixty four corona patients have died during past 24 hours, 58 of them were under treatment in hospital and six in their respective quarantines and homes on Wednesday, according to the latest update issued by the National command and Operation Centre (NCOC).

During the last 24 hours most of the deaths had occurred in the Punjab followed by Sindh.

Out of the total 64 deaths, 25 people died, were under treatment, on ventilators.

The maximum ventilators were occupied in four major areas including Multan 27 percent, Islamabad Capital Territory (ICT) 35 percent, Peshawar 19 percent and Lahore 36 percent.

The maximum Oxygen beds (alternate oxygen providing facility other than ventilator administered as per medical requirement of COVID patient) was also occupied in Four major areas of Gujrat 61 percent, Peshawar 34 percent, Mirpur 23 percent, and Lahore 26 percent.

Around 230 ventilators were occupied elsewhere in the country while no COVID affected person was on ventilator in Azad Jammu and Kashmir (AJK), Gilgit Baltistan (GB) and Balochistan.

Some 40,906 tests were conducted across the country on Wednesday, including 10,918 in Sindh, 16,002 in Punjab, 7,051 in Khyber Pakhtunkhwa (KP), 5,153 in Islamabad Capital Territory (ICT), 579 in Balochistan, 361 in GB, and 842 in AJK.

Around 539,888 people have recovered from the disease so far across Pakistan making it a significant count with over 90 percent recovery ratio of the affected patients.

Since the pandemic outbreak, a total of 575,941 cases were detected that also included the perished, recovered and under treatment COVID-19 patients so far, including AJK 10,022, Balochistan 19,010, GB 4,955, ICT 43,901, KP 71,490, Punjab 169,474 and Sindh 257,089.

About 12,772 deaths were recorded in country since the eruption of the contagion. Around 4,315 perished in Sindh among 14 of them died during past 24 hours. Nine people had expired in the hospital and five out of the hospital.

5,308 in Punjab had died with 39 deaths in past 24 hours have occurred in the hospital. 2,058 in KP where eight of them died in hospital on Wednesday, 494 in ICT,  199 in Balochistan, 102 in GB and 296 in AJK among two of them succumbed to the deadly virus in the hospital and one out of the hospital on Wednesday.

A total of 8,831,892 corona tests have been conducted so far, while 631 hospitals are equipped with COVID facilities. Some 2,042 corona patients were admitted in hospitals across the country.
