UNGA adopts Pakistan-sponsored resolution on self-determination

UNITED NATIONS: The United Nations General Assembly has approved a Pakistan-sponsored resolution that reaffirms the right to self-determination for peoples subjected to colonial, foreign and alien occupation.

The 193-member body adopted the resolution by consensus on Wednesday afternoon when it also considered other human rights issues.

The resolution — “Universal realisation of the right of peoples to self-determination” — clearly stating that self-determination is a fundamental right of all peoples — including those under colonial, foreign and alien domination.

The resolution, which was co-sponsored by 71 countries, observed that “self-determination is a fundamental condition for the guarantee and observance of human rights”.

AKRAM SAYS THE WORLD BODY REAFFIRMED ISLAMABAD’S LEGAL, POLITICAL AND MORAL CASE IN SUPPORT OF KASHMIRIS

Declaring its firm opposition to foreign military intervention, aggression and occupation, the Assembly called on “those States responsible to cease immediately their military intervention in and occupation of foreign countries and territories”.

The world body also “deplored the plight of millions of refugees and displaced persons who have been uprooted as a result of such acts and reaffirmed their right to return”.

Pakistan’s UN Ambassador Munir Akram said that by adopting Pakistan’s resolution, the General Assembly had “reaffirmed our legal, political and moral case in support of all peoples, including the Kashmiri people, to struggle for self-determination against foreign occupation by all means available to them”.

The text of the resolution was recommended last month by the General Assembly’s Third Committee, which deals with social, humanitarian and cultural issues. While taking up a report on “Social development”, the assembly also “stressed the importance of removing obstacles to realizing the right to self-determination”.

By a recorded vote of 168 in favour to five against with 10 abstentions, the Assembly then adopted draft resolution II — “The right of the Palestinian people to self-determination.” The resolution reaffirms the right of the Palestinian people to self-determination, including to their independent State of Palestine.

It urged all states and specialised UN agencies to continue to assist Palestinians in the early realisation of this right.

The United States, Israel, Marshall Islands, Federated States of Micronesia and Nauru voted against the resolution.

Ambassador Akram said the resolution on self-determination had empowered legitimate freedom movements and had also renewed international commitment to help those living under occupation and subjugation. Pakistan, he said, would continue to speak up for all peoples who were suffering under foreign occupation. “This has been a cornerstone of our foreign policy and we are proud to be a voice of the voiceless,” he added.

The General Assembly also proclaimed Aug 31 as the International Day for People of African Descent to “promote greater recognition and respect for the diverse heritage, culture and contribution of people of African descent to the development of societies”.

The Assembly deferred action on two draft resolutions: “Situation of human rights of Rohingya Muslims and other minorities in Myanmar”, and “a global call for concrete action for the elimination of racism, racial discrimination, xenophobia and related intolerance”. The resolutions would be reviewed after budgetary considerations.

PM seeks reports on CPEC to expedite work on related projects: Gwadar Pro

ISLAMABAD, Dec. 18 : Prime Minister Imran Khan has sought reports from all the concerned ministries and ordered to expedite work on the China-Pakistan Economic Corridor (CPEC) projects.

Federal Minister for Copmmunication Murad Saeed told Gwadar Pro that the PM was himself supervising the CPEC-related developments and had asked the ministries to regularly report to him.

The PM has also asked the bureaucracy to remove hurdles in the way of the smooth sailing of the CPEC projects,” he said.

Earlier, the Ministry of Communications released a video of the CPEC projects. It said the construction of two important motorways had been completed.

Hakla DI Khan motorway would be opened for traffic in June next year, while 40 percent of construction work of the Khuzdar-Bisma project has been completed.

Construction on the Khushab Awaran motorway will commence from next month, while the tender for the Sukkur-Hyderabad motorway has been issued.

Work on the second phase of the Swat motorway will commence from next month, according to the communication ministry.

New projects including, Sukkur-Hyderabad, Mangla-Mirpur, Giglt Shandoor Chitral motorway and others will be sent to the Joint Cooperation Committee (JCC) after receiving approval from the Joint Working Group (JWG).

Murad Saeed said that CPEC was a game-changer for Pakistan and the region and shows the friendship depth between Pakistan and China.

He added that people were getting better travel facilities while foreign investment is increasing in Pakistan through CPEC.

He thanked workers of Pakistan and China, experts and especially security forces for ensuring foolproof security of the mega projects.

The $60 billion CPEC kick-started five years back concentrating mainly on the construction of roads and motorways and power plants to ensure energy security in the wake of massive power shortfall.

Within the last couple of years, a series of power projects transformed the country into an energy-surplus destination from the power-deficient one.

Special Economic Zones (SEZs) are the next phase of development after early harvest projects under CPEC. The government is expecting $1.3 billion worth of export revenue from industrial chemicals through establishing SEZs dedicated to biotechnology.

However, the second phase of industrial and agriculture cooperation has yet to be made practical with the debt burden on Pakistan’s economy frequently being questioned.

In the first phase, a total of 1,544 km of roads have been constructed and 1,456 km are under construction. In the energy sector, 5,320 MW of electricity has been added to the national grid, while work on 7 projects with 4,170 MW power projects is nearing completion.

Additional projects of 2,844MW are planned. Also, the cross-border optical fiber project which stretches over 820 km linking Khunjrab to Rawalpindi has already been completed.

Meanwhile, Adviser to Prime Minister on Commerce and Investment Abdul Razak Dawood said Gwadar port would provide huge opportunities to the energy-rich Central Asian Countries and Afghanistan for regional trade connectivity.

He said that the Central Asian Republic (CARs) were demanding to provide them trade facilitation in Gwadar and Bin Qasim seaport for international and regional trade and providing them the facility of the warehouse.

The Adviser said Deep Sea Port of Gwadar has its own Geo-Strategic and economic importance which is located at the centre of regional connectivity and a possible railway link from Gwadar to Kandhar and other parts of Afghanistan.

He said with the improvement in Trans-shipment facilities at Gwadar, the whole dynamics of the regional connectivity would be changed.

UNGA adopts Pakistan-sponsored resolution on self-determination

The United Nations General Assembly adopted a Pakistan-sponsored resolution that calls for immediate end to military intervention and occupation of foreign countries and territories.

Adopted by the 193-member body on December 16, the resolution, titled “Universal realisation of the rights of peoples to self-determination”, reaffirmed that self-determination is a fundamental condition for effective guarantee and observance, preservation and promotion of human rights for those under colonial, foreign and alien domination.

It declared the global body’s “firm opposition” to acts of foreign military intervention, aggression and occupation “since these have resulted in the suppression of the right of peoples to self-determination and other human rights in certain parts of the world”.

The UNGA resolution called upon states to “cease immediately their military intervention in and occupation of foreign countries and territories and all acts of repression, discrimination, exploitation and maltreatment, in particular the brutal and inhuman methods reportedly employed in the execution of those acts against the peoples concerned”.

The resolution stated that the UN deplores plight of millions of refugees and displaced persons who have been uprooted and reaffirmed their right to voluntary repatriation in “safety and with honour”.

The UN Human Rights Council has been requested to continue giving special attention to violation of human rights especially right to self-determination, and UN Secretary-General António Guterres has been requested to report on this in the General Assembly at the 76th session next year.

Sheikh Rasheed Ahmed directs removal of ‘unnecessary’ checkpoints in Islamabad

ISLAMABAD : The residents of federal capital may be in for some relief as the incumbent interior minister, Sheikh Rasheed Ahmed, has directed removal of all unnecessary policy checkpoints across Islamabad.

Ahmed said people will no longer face difficulties due to the checkpoints. “Police has been handed over six vehicles equipped with the latest technology,” said the interior minister. “It will be provided with eight more vehicles for security purpose.”

The Islamabad Police has begun implementing on Ahmed’s directives and replaced all checkpoints, except those in the Red Zone, with mobile checkpoints.

This is not Ahmed’s first stint as a minister for interior. In his political careers spanning over 35 years, the veteran politician has held 15 ministries.

Ahmed first became a minister in 1991 when he was appointed federal minister for industries during Nawaz Sharif’s maiden government. He also held the portfolio of culture ministry in the same cabinet.

In Nawaz’s second tenure, Ahmed was given federal ministries of sports, culture, and tourism. Later, in the same cabinet, he was made federal minister for youth affairs, manpower development, labour, and overseas Pakistanis.

In 2002, Ahmed was made the federal minister for information under Zafarullah Khan Jamali’s premiership. In Shaukat Aziz’s cabinet, Ahmed was given dual portfolios of railways and information ministry.

When PM Imran Khan assumed office in 2018, Ahmed was given the railways ministry again. On December 11, the premier changed his portfolio, making him the federal interior minister.

Pakistan observes world migration day

ISLAMABAD: Pakistan joins the international community in the observance of International Migrants Day today. As a country of origin, transit, and destination, Pakistan believes in the potential and promise of migration, as it unlocks a host of opportunities for the individuals and their families as well as the countries concerned. Pakistani diaspora overseas is not only a major source of support for our national development but also contributes to the progress of host countries. Pakistanis living abroad have excelled in all fields in their host countries.

Under the vision of Prime Minister Imran Khan, all necessary measures are being taken to facilitate overseas Pakistanis, to promote the welfare of our migrant workers, and to create special investment opportunities for them in Pakistan as well. The Government undertook a massive effort earlier this year to support our migrant workers around the world and to facilitate their safe return to the country in the wake of the COVID-19 pandemic.

As a country of destination, Pakistan continues to host millions of regular as well as irregular migrants from neighbouring and regional countries. Pakistanis have always shown generosity and hospitality towards all migrants without any discrimination.

The adoption of the Global Compact for Safe, Orderly and Regular Migration (GCM) by the United Nations two years ago marked the beginning of a new era of migration governance, dialogue and international cooperation. It reflected a growing global understanding of the benefits of human mobility. At the same time, it also recognized that, if poorly managed, migration can generate huge challenges, ranging from tragic loss of life to human rights abuse and social tensions. In this regard, the destination States, in particular, need to ensure fair and ethical treatment including access to health care and social protection without discrimination. Legal avenues of migration need to be expanded and the transfer costs of remittance reduced.

The ongoing COVID-19 pandemic has heightened the challenges being faced by migrants. Some of the measures implemented to contain the virus such as lockdowns, border closures and stay-in-place orders have at times worsened the living conditions of migrants by restricting their ability to move, to have access to health and other basic services, and to send remittances back home. Thousands have lost their jobs. Moreover, migrant workers have also been exposed to increased hardship due to xenophobia, discrimination, disinformation and the use of stigmatizing narratives.

On this Day, Pakistan calls upon the international community to show greater solidarity by strengthening cooperation to enhance the protection, well-being, working conditions, and effective integration of migrants, in addition to ensuring that in recovering from the COVID-19 pandemic, no one is left behind.

Peaceful dialogue brings positive results

By Muhammad Omar Iftikhar

Be it a political objective, diplomatic, personal, or one about the corporate sector, a dialogue is always the best solution to address looming challenges. The political scenario of Pakistan has been marred with protests and jalsa that various political leaders organize to share their concerns. They highlight the shortcomings of the government or a certain governing body. While such protests do amass a large gathering, the points raised at such meetings generally fizzle out soon after the protest is over. A dialogue, on the other hand, proves to be a better method of communication. This is where both parties converse with each other, present their concerns, share their action plan, and decide, debate, agree, and disagree on various decisions. Disagreements and conflicts remain an integral part of any discussion or debate. The idea and the objective of any dialogue are to understand the others’ concerns and suggestions. Such a dialogue gives breathing space to all the concerned involved for they are allowed to share their opinions. The political sector of Pakistan, however, requires a method of holding a dialogue. This can be similar to a caucus or a town hall meeting held in the USA. Such a gathering will allow the concerned to raise their voice, share their opinion, highlight their concerns, present solutions, and put forward an action plan. The parties or their representatives involved can debate the pros and cons of the various aspects of the discussion. The prime-time talk shows aired on news television channels in Pakistan are a ruckus, to say the least. Usually, it ends up with a plethora of disagreements with the host (moderator) not able to control the emotions of the participants. A town hall meeting, in this regard, can be aired on television or social media, with key representatives of each party sharing their views in a mature, logical, responsible manner. It can redefine how political conflicts are resolved in Pakistan.
