NO PLAN TO PRIVATIZE ANY OF ASSETS OF PIA: GHULAM SARWAR

ISLAMABAD, APR 02 (DNA) – The National Assembly was informed on Friday that there is no plan to privatize any of the assets of Pakistan International Airlines (PIA).

Minister for Aviation Ghulam Sarwar Khan told the house during question hour today that the present government is very keen to make the national flag carrier self-reliant and profitable entity.

Efforts are underway to improve the financial health of the airline by reducing its losses through various means. He said loss making routes have been closed and flights on profitable routes have been added which has resulted in reduction of losses.

Responding to a question, the Aviation Minister said eighty two pilots were dismissed for acquiring the licenses through unfair means. He said a transparent mechanism has now been evolved to ensure the issuance of licenses in a transparent manner.

An agreement to this effect has also been signed with the UK Civil Aviation Authority. He said the International Civil Aviation Authority will carry out an audit of our Civil Aviation Authority in July this year. He was confident this will lead to removal of travel restrictions on the PIA in the European countries and that the airline will regain its past glory.

The Minister for Aviation said Quetta and Dera Ismail Khan Airports will be upgraded and that eight new planes will be inducted in the fleet of PIA to further improve its performance.

Minister of State for Parliamentary Affairs Ali Muhammad Khan said Prime Minister Imran Khan has taken the initiative of ‘Live Call Program’ to directly connect with the people and listen to their problems.

 He said this step of the Prime Minister should be appreciated. He said the Prime Minister is expected to again interact with the people via telephone next week. The House has now been adjourned to meet again on Monday at four pm. = DNA

U.S, IRAN TO GO TO VIENNA FOR INDIRECT NUCLEAR DEAL TALKS

WASHINGTON, APR 2 – Even without face-to-face talks, which Tehran has ruled out, the presence of both of Iran and the United States in the Austrian capital would mark a step forward in efforts to bring both sides back into compliance with the accord.

“Iran and the U.S. will be in the same town, but not the same room,” a European diplomatic source said. A Western diplomat said a shuttle diplomacy approach would be adopted.

Iran, China, Russia, France, Germany and Britain – all parties to the 2015 deal – discussed on Friday the possible return to it of the United States, and how to ensure full and effective implementation by all sides.

U.S. President Joe Biden‘s predecessor, Donald Trump, withdrew from the deal in 2018 and reimposed U.S. sanctions on Iran, prompting Tehran to violate some of the pact’s nuclear restrictions in retaliation.

The EU, which is coordinating efforts to revive the deal, said next week’s participants in Vienna would seek to “clearly identify sanctions-lifting and nuclear implementation measures,” including through convening meetings of relevant expert groups.

“In this context, the coordinator will also intensify separate contacts in Vienna with all JCPOA participants and the United States,” it added in a statement, referring to the acronym for the deal.

Iran rejects meeting with U.S. at Vienna nuclear deal talks

After Friday’s meeting, Iran’s Deputy Foreign Minister Abbas Araqchi, a senior negotiator in the talks, said the United States would not be present at any session attended by Iran in Vienna and affirmed Iran’s stance on what needed to be done.

“Iran will suspend its steps (scaling back compliance with the deal’s terms) as soon as (U.S.) sanctions are lifted and this is verified,” Araqchi said, according to Fars.

The Biden administration has been seeking to engage Iran in talks about both sides resuming compliance. Under the accord, U.S. and other economic sanctions on Tehran were removed in return for curbs on Iran’s nuclear programme to make it harder to develop a nuclear weapon – an ambition Tehran denies.

German Foreign Minister Heiko Maas said it was good that talks were resuming, but time was of the essence.

“An agreement that is once again fully respected would be a plus for security for the entire region and the best basis for talks on other important issues of regional stability,” he said in a statement.

Russia’s ambassador to the U.N. atomic watchdog said Friday’s talks had given him the impression they were on the right track but the way ahead would not be easy.

CDA CONDUCTS ANTI-ENCROACHMENT CAMPAIGN IN VARIOUS SECTORS

ISLAMABAD, APR 2 (DNA) – The Capital Development Authority (CDA)  has conducted anti-encroachment campaign، More than 35 fences, nets, barriers, steel cages, cabins, cages, greens were set up outside the houses on Sector F-10, F-11, G-9 and Margalla Road during the anti-encroachment drive.

Other illegal encroachments, including sheets and nets, have been demolished. The operation has been supervised by the Enforcement Department.

Special teams of the Enforcement Department have been formed to maintain the continuity of the said operation during Saturday and Sunday holidays, while staff holidays have also been cancelled.

Reduction in tariff of twelve thermal power plants established

KARACHI, APR 2 – NEPRA in a landmark decision has reduced the Return on Equity (ROE) and Return on Equity During Construction (ROEDC) components of twelve Thermal Power Plants having cumulative net capacity of 2412 MW. The reduction in tariff will result in estimated saving of Rs. 182 Billion over the remaining life of the projects.

It is apprised that Central Power Generation Agency (CPPA-G) filed tariff adjustment applications with NEPRA for reduction in ROE and ROEDC components of twelve thermal power plants.

CPPA-G requested to revise ROE and ROEDC components on the basis of 17% return and fixed exchange rate of Rs. 148/US$ without dollar indexation for local equity, whereas, revised ROE and ROEDC components on the basis of 12% return with dollar indexation for foreign equity.

The Authority under the prevailing rules and regulations admitted the applications and subsequently conducted a hearing in the matter on March 03, 2021. After detailed deliberations, the Authority decided today, the April 02, 2021 by revising the ROE and ROEDC components for local equity on the basis of 17% return and fixed exchange rate of Rs. 148/US$ without future indexation and ROE and ROEDC components for foreign equity on the basis of 12% return with future dollar indexation.

EHSAAS SURVEY TO BE COMPLETED BY JUNE THIS YEAR: DR. SANIA

ISLAMABAD, APR 02 (DNA) – Special Assistant to Prime Minister on Poverty Alleviation Dr. Sania Nishtar says Ehsaas survey is 78 percent completed and is progressing smoothly to accomplish by June.

In a statement on Friday, she said owing to the technical nature of computerized Ehsaas survey, massive training of master trainers, trainers, enumerators, and supervisors is an important element of the Ehsaas survey methodology.

She said Ehsaas survey is free of cost and enumerators are not authorized to charge any fee for carrying out survey of households. The Special Assistant said this is entirely an apolitical survey being carried on a paperless approach.

The field teams are going door to door to collect the data of households at the doorstep through an android based application. She asked the households to cooperate with the survey teams and share correct data.

It is pertinent to mention that work on the new Ehsaas National Socio-economic Registry survey has been accelerated all over the country so that data can be gathered about the socioeconomic status of households for complete coverage, targeting of poor and identification of potential beneficiaries.

This is the first ever computer aided survey that continues in various districts across the country to enroll deserving households in Ehsaas. So far, the phase-wise survey has been completed in 65 districts and is currently underway in 88 districts.

Further, enumerators are undergoing technical training in 07 districts (including Upper Chitral, Skardu, Ghanche, Kharmang, Hunza, Shigar, Astore) and in these districts, survey will be launched soon.

According to the inclusive social protection policy of Ehsaas, the results of survey will facilitate proper targeting of poor households across the country for the multitude of Ehsaas initiatives. To ensure transparency and integrity in data collection, the entire survey process has been made end-to-end digital.

A new survey model has been developed to conduct the survey in AJK, Gilgit Baltistan and Khyber Pakhtunkhwa including newly merged districts (erstwhile FATA) and several other areas of the country.

The new model is centered on the fast-track approach to implement the survey in collaboration with provincial school education departments under the technical supervision of Ehsaas.

According to Ehsaas strategy, as the door-to-door survey reaches a 70% completion in a Tehsil, a registration desk is opened enabling missing households desirous of benefitting from Ehsaas to register themselves.

To-date, desks have been opened in every Tehsil of 60 Districts in total. These desks are facilitating those households to register themselves that were missed during the survey. = DNA

SAUDI GOVT SEEKS PAK’S HELP LAUNCH GREEN INITIATIVES IN DESERT COUNTRY

ISLAMABAD, APR 2 (DNA) – Saudi Ambassador Nawaf bin Saeed Al-Maliki on Friday called on Prime Minister’s Special Assistant on Climate Change Malik Amin Aslam and expressed interest to learn from Pakistan’s various green initiatives launched under Prime Minister Imran Khan’s vision for Clean Green Pakistan, according to press statement issued here by the climate change ministry.

“The exchange of views focused on bilateral cooperation and joint working for the implementation of the present Saudi government’s various green initiatives including 10 Billion Tree Plantation Programme and Ecosystem Restoration Initiative,” Climate Change Ministry media spokesperson Muhammad Saleem Shaikh said in a press statement on the bilateral meeting held at the climate change ministry.

“Both sides agreed and expressed firm resolve to further strengthen the strong, longstanding Pakistan-Saudi Arabia fraternal ties through jointly working towards Saudi Crown Prince Mohammed bin Salman’s vision of green and climate-resilient United Kingdom of Saudi Arabia through cooperation and collaboration,” it added.

The Saudi envoy  told PM’s aide Malik Amin Aslam Saudi government is highly appreciative of the inspiring vision of Prime Minister Imran Khan and impressed with Clean Green Pakistan programme and various green projects initiated under the vision, specially one of the world’s largest ambitious 10 Billion Tree Tsunami Programme (TBTTP) Ecosystem Restoration Initiative for promotion of nature-based solutions, Protected Areas Initiative for conservation and protection of the environmentally-sensitive and biodversity-rich wildlife areas.

During the meeting, the Saudi envoy extended an offer on behalf of the Saudi government to sign a Memorandum of Understanding (MoU) with climate change ministry for enhanced bilateral collaboration in environmental, climate change, renewable energy and forestry sectors for promoting Pakistan’s green initiatives in Saudi Arabia, the PM’s aide said.

 “We are very much honoured to receive the offer for signing agreement with the Saudi government for extending bilateral brotherly ties in the forestry, environment, ecosystem restoration, renewable energy, water conservation and rainwater harvesting and will definitely sign the MoU after go-ahead from the Prime Minister Imran Khan,” said Malik Amin Aslam.

Explaining about the Saudi government’s offer, the PM’s aide said that the the Saudi envoy conveyed that the Saudi government is interested to work with the climate change ministry particularly in areas of Pakistan’s recently launched Olive Tree Tsunami Initiative and National Apiculture Programme and intends to replicate the initiatives in Saudi Arabia’s various areas.

Malik Amin Aslam also asked the Saudi ambassador Nawaf bin Saeed Al-Maliki to send in the contry’s technical team to visit the areas of the country, where the various green initiatives are being implemented by the climate change ministry in collaboration with the provincial governments, which could then enable the technical team to help Saudi government to effectively design its own green initiatives and implement them in partnership with local communities.

While spelling out details of Pakistan’s green projects being implemented under the environmental leadership of PM Imran Khan, the PM’s aide Malik Amin Aslam told the Saudi Ambassador that the climate change ministry was implementing several world-acclaimed flagship programmes and projects in technical support with the international UN organisations including UNDP and UN Food and Agriculture ORganisation and the World Bank.

The world’s largest afforestation programme of 10 Billion Tree Tsunami Programme, Clean Green Pakistan Programme, National Apiculture Programme, National Olive Tree Tsunami Progject, Ecosystem Restoration Initiative and Protected Areas Initiative are now being implemented successfully in consultation and coordination with the international organizations to achieve environmental sustainability and climate resilience through initiative, he elaborated.

He informed the Ambassador further that another ambitious Protected Areas Initiative (PAI) launched last year under the umbrella programme ‘Green Pakistan’ aims at the conservation and promotion of nature-based solutions and creation of additional 5,000 green jobs for community members in the protected areas.

“The ambitious PAI primarily was being implemented at a full-throttled pace to boost the country’s protected areas cover from 13 per cent to 15 per cent by 2023 and create 5,000 green jobs across the country,” Malik Amin Aslam elaborated.

While lauding further, the Sadui ambassador said that  the PM Imran Khan-led government government’s post-Covid-19 green economic recovery initiative named Green Stimulus Initiative for creation of green jobs for those rendered jobless after the COVID-19 pandemic since March 2020, afforestation and nature conservation as well as protection programmes and something marvelous the Saudi government wishes to learn from and replicate them in the country boost  resilience against adverse fallouts of climate change on health, education, water, energy, agriculture, food security and energy sectors.

“Meanwhile, both the sides strongly pledged to collaborate on all fronts towards combating  deleterious aftermaths of the global health crisis of the Covid-19 pandemic and global warming on various socioeconomic sectors of both the brotherly Islamic countries,” said the climate change ministry spokesperson Saleem Shaikh.

RCCI LAUDS CPO ROLE IN MAINTAINING LAW AND ORDER IN THE CITY

ISLAMABAD, APR 2 (DNA) – Najy Benhassine, Country Director of the World Bank Group made a courtesy call on the Federal Minister for Finance and Revenue Hammad Azhar at the Finance Division.

While welcoming the Country Director, the Finance Minister acknowledged the pivotal role being played by the World Bank in implementing a series of reforms aimed at strengthening the social sector, broadening the tax base, harmonising General Sales Tax, improving fiscal and debt management in the country.

While speaking on the occasion, the Finance Minister reiterated the firm commitment of the Government in implementing the reform agenda for socio-economic development of its people as envisioned by the leadership. The continued support of the World Bank is critical for Pakistan to achieve strong, sustainable and inclusive growth, he added.

The Country Director complimented the Finance Minister on assuming the additional responsibilities and thanked the Government of Pakistan for streamlining processes for the completion of various projects which are of bilateral interest.

The Finance Minister concluded that the Government’s focus would be on pursuing social, financial and economic management, strengthening the social sectors, enhancing tax revenue generation and setting the energy sector in order.

The Finance Minister lauded the World Bank’s IDA financing for the Crisis-Resilient Social Protection (CRISP) Program to expand the poverty alleviation and social safety “Ehsaas Program” in order to protect the vulnerable households and increase resilience to economic shocks such as COVID-19 pandemic.

He also appreciated the World Bank’s funding for the Prime Minister’s Green Stimulus Initiative to boost green jobs for workers who have been laid off during COVID-19.=DNA

‘NUCLEAR ARMS POTENTIAL TRIGGERS ESCALATION IN S.ASIA’

New report cites fears that region could break into 2 camps, with China, Pakistan on one side, while India, US on other

Expressing concerns over “external trends filtering into region,” a new report on nuclear challenges in South Asia sees nuclear warheads as “potential triggers for accidents or further escalation,” particularly when deployed at a tactical level.

It also warned that the contrasting focus and pattern of nuclear engagement between China and the US could break the volatile region into two camps, with Washington and New Delhi on one side, and Beijing and Islamabad on the other.

The report, “South Asia’s Nuclear Challenges: Interlocking Views from India, Pakistan, China, Russia and the United States,” was released by Sweden-based think tank Stockholm International Peace Research Institute (SIPRI) on Thursday.

According to the institute, the report is “without attribution” based on 119 interviews conducted last year with experts, researchers, military officials, and politicians from India, Pakistan, China, Russia, and the United States.

It said: “Their [the experts’] insights demonstrate the need for a greater and more flexible engagement to enhance not merely understanding of South Asia, but rather how it interlocks with broader international nuclear dynamics.”

The discussions revealed a number of interlocking points that offer building blocks for both official and unofficial engagement on issues such as “no first use (NFU), lowered nuclear thresholds, conventional and nuclear entanglement, escalate to de-escalate, and emerging technology development.”

The report has cited a slew of “escalatory events” in South Asia involving China, India, and Pakistan under “nuclear shadow”-in which these nuclear countries conduct low-intensity military operations against each other over disputed territories.

These included the escalating tensions between India and Pakistan following attacks on the Indian parliament in 2001, in 2008 Mumbai attacks, and in Balakot in 2019, as well as the China-India tensions over the Depsang incursion, the 2017 Doklam stand-off, and the 2020 Galwan River Valley skirmishes.

“While each case has elicited debate, less attention has been given to the role of nuclear weapons, or lack thereof, in these various stand-offs,” the report said.

From one perspective, it added, even when not actively engaged, nuclear postures and technologies are seen as looming in the background and limiting events from spiraling out of control.

The report, however, went on to say: “They are seen as potential triggers for accidents or further escalation, particularly when deployed at a tactical level.”

China and US

Experts from each country tended to see the other country as playing a larger and more destabilizing role in South Asia.

Chinese experts, according to the report, focused on past US weapon sales to the region, the India-US nuclear deal, the US Indo-Pacific Strategy, and the Quadrilateral Security Dialogue, which have had a strong focus on China as well as India.

US experts, for their part, cited China’s conventional and nuclear weapons outreach to Pakistan, military training, and the China-Pakistan Economic Corridor under the Belt and Road Initiative (BRI).

“This different focus and pattern of engagement led some US experts to express concern that the region could break into two camps, with the US and India on one side, and China and Pakistan on the other,” it cautioned.

India and Pakistan

Pakistan and India are among handful countries with nuclear arsenals. India joined the nuclear club long before Pakistan, in 1974, prompting Islamabad to follow suit.

Discussing the nuclear engagement between the two longtime rivals, experts from both countries, according to the report, focused on how the other has engaged in lowering the nuclear threshold, and there was a mutual interest in how Chinese-US competition in emerging technologies may have cascade effects that shape South Asia’s deterrence landscape.

“Both Indian and Pakistani experts expressed concerns over how such technologies as hypersonic weapons, artificial intelligence, and autonomy may change the deterrence landscape, particularly in terms of surveillance, command and control, and even shorter reaction times,” it maintained.

Islamabad silently developed its own nuclear capability in the 1980s, when it was an ally of the US in the first Afghan war against the crumbling Soviet Union.

It did not conduct any nuclear tests until India carried out a series of its own tests in 1999. Only three weeks later, Pakistan conducted six successful tests in the remote Chaghi district near the Afghanistan-Iran border, stoking fears of a nuclear war between the longtime rivals.

According to SIPRI, India currently possesses between 80 and 100 nuclear warheads, while Pakistan holds between 90 and 110.

China and India

Despite heightened tensions between New Delhi and Beijing in recent years, experts from both sides see “no chance” of a nuclear escalation between the two South Asian giants.

The report said the experts had the prevailing view that the countries shared the same stance on the NFU policy.

“And that nuclear escalation between the two was not only unlikely but also unthinkable.”

“While stabilizing in the context of tensions at the China-India border, the assumption that both parties are operating from the same starting point merits greater examination—in relation not just to NFU but also to a range of nuclear postures from de-mating to targeting,” the report further said.

Assumptions of “postural parity” may bring stability in the short term but could contribute to “misunderstanding and miss-signaling” in the longer term, it cautioned.

“Overall, these findings illustrate the need for greater, and more comprehensive, engagement that features flexible bilateral, trilateral and multilateral groupings of India, Pakistan, China, Russia and the USA when discussing targeted aspects of nuclear dynamics in South Asia,” the report noted.

NO DEVIATION IN POSITIVITY RATIO IN KIDS: NCOC

ISLAMABAD: Amid the rising ratio of COVID-19 positivity among children, the National Command and Operation Centre (NCOC) said there was no major deviation in the positivity ratio in children as compared to the statistics from previous waves.

The NCOC met  (Friday) with Federal Minister for Planning Asad Umar in the chair to review the overall situation of the pandemic in the country, the implementation of safety guidelines and distribution of the vaccine. The forum also expressed concerns over the non-implementation of NCOC instructions on wearing of masks, social distancing and commercial timings.

SANJRANI LAUDS SAUDI INVESTMENT IN PAKISTAN

ISLAMABAD, APR 2 (DNA) – Ambassador of the Kingdom of Saudi Arabia to Pakistan, Nawaf- bin Saeed Al-Maliki called on Chairman Senate Sadiq Sanjrani here at Parliament House on Friday.

During the meeting, bilateral relations and issues of mutual interest were discussed in detail. The Chairman of the Upper House said that the Kingdom’s investment in various sectors of Pakistan is commendable. He observed that such huge investment in the country is a testament to the confidence of the Saudi leadership and investors in Pakistan.

While hailing Saudi investment in the country, the Chairman said that trade, investment and economic ties will help take the long-standing friendly relations between the two countries to new heights.

He stressed that Parliamentary relations between the two brotherly countries need to be further strengthened through enhanced parliamentary parleys and high level interactions. Sadiq Sanjrani underlined that regional prosperity and development through mutual cooperation is a common goal of both the countries.

“Pakistan is an important country in the region and the well-established fraternal relations between the two countries have been even stronger in every difficult time and ordeal”, the Saudi envoy said. He further added that bilateral cooperation between the two countries in various fields needs to be enhanced further.=DNA
