ICC readies pandemic backup plan for T20 World Cup

New Delhi, April 7  : Cricket’s governing body has a plan B in case the coronavirus pandemic prevents India from staging the Twenty20 World Cup this year, but is still months from a final decision, its interim chief Geoff Allardice said Wednesday.

India is scheduled to hold the World Cup in October and November but a new surge in coronavirus cases has prompted health concerns.

“We are certainly proceeding on the assumption that the event is going ahead as planned,” Allardice told reporters at the International Cricket Council (ICC) headquarters in Dubai.

“Cricket is being played in a number of countries around the world and we are taking the lessons from all of those,” he added.

Allardice, who took temporary charge of the ICC after disciplinary proceedings were started against Manu Sawhney, said the governing body had a World Cup backup ready if needed.

“At this stage, we have not activated those plans because we are preparing to go ahead with the event in India as scheduled,” he said.

But he added that there are still “a number of months to be able to see how the situation is and how cricket events are being run”.

The Indian Premier League, the world’s richest T20 club event, starts on Friday with all eight teams in strict bio bubbles. But four players have tested positive in recent days.

India is currently recording more than 100,000 new virus cases a day and the number of daily deaths has doubled in the past two weeks to more than 600 nationwide.

Allardice said the ICC was also concerned about the impact that bio-bubble environments were having on players who are spending months at tournaments and on Test tours.

He said cricket authorities hoped the growing use of vaccines around the world was “going to be an important step for us to head back toward some normality in the way cricket is run.

“Moving forward, we would be trying to wind back (the bio bubbles) but continue to provide a safe environment.”

IMF programme strikes balance between economic reforms and social protection: Hammad

ISLAMABAD, Apr 07  : Pakistan’s program with International Monetary Fund (IMF) strikes an appropriate balance between economic reforms and social protection, Federal Minister for Finance and Revenue, Hammad Azhar said here.

“The social sector spending had been considerably enhanced while the reforms being introduced by the government in the energy sector would ensure that subsidies are better targeted to protect the smallest consumers,” he said in a written reply to a question in the National Assembly.

He said that the government was fully cognizant of the impact of the program on the vulnerable segments of the society, adding the reforms, therefore, had a strong social protection and inclusion element.

“The annual allocation for BISP in the current financial year is Rs180 billion as compared to last year’s Rs118 billion,” he said adding that this was supplemented by an additional Rs70 billion under the Prime Minister’s Covid-19 relief package.

Additionally, in April 2020 the Prime Minister launched the Ehsaas Emergency Cash (EEC) program to provide immediate one-time cash assistance (Rs.12,000 per beneficiary) to potentially over 14 million families.

Furthermore, the program also covers increased spending by the federal and provincial governments on health and education.

He said, the economic reform agenda adopted by the government in July 2019, with the technical and financial support of the IMF, remains on track as it aims to address structural imbalances in the economy for sustainable and inclusive growth in the future.

The reform measures aim to improve fiscal discipline; debt sustainability; tax base and revenue generation and cost recovery in energy sector through timely tariff adjustments and rationalization of subsidies.

In addition it also aims at improving performance of state owned enterprises (SOEs); the effectiveness of AML/CFT regime.

He said, the government had entered into an IMF program in July 2019 and the first review was conducted successfully in December 2019.

Thereafter, although the government remained engaged with the IMF, periodic reviews could not take place because of the pandemic.

Negotiations on the pending reviews, second to fifth, were completed on February 16, 2021 with conclusion of a staff-level agreement to take the program forward.

Biden announces all adults in US eligible for Covid vaccine by April 19

Washington, April 7  : President Joe Biden announced Tuesday that all adults across America will be eligible for Covid-19 shots within two weeks, while economic powerhouse California set a June 15 target to fully reopen businesses.

The positive news from the United States — which has reported the most coronavirus deaths of any country but is now a leader in the vaccine rollout — contrasted with a record daily toll in Brazil and Europe’s troubled rollout of the AstraZeneca shot.

Biden announced in a White House speech that he is moving up the deadline for all over 18 to be eligible for vaccines to April 19. The previous target had been May 1.

“Our vaccine program is in overdrive. We’re making it easier to get a vaccination shot,” Biden told the nation. “We’re the first country to administer 150 million shots and the first country to fully vaccinate over 62 million people.”

Biden’s April 19 deadline means ending restrictions by age, health issues or other categories for people wanting to get vaccinated. It would not necessarily mean that anyone could get a shot immediately, as distribution remains a work in progress.

Visiting a vaccination site in Virginia earlier, Biden said that while the worst of the pandemic is “not over yet,” vaccines mean it soon could be.

“Get one quickly. That’s how we’re going to beat this,” he said.

ISLAMABAD,  April 7  :  Chairman of National Business Group of FPCCI, President Pakistan Businessmen and Intellectuals Forum and All Karachi Industrial Alliance, and former provincial minister Mian Zahid Hussain on Wednesday said Russia and western countries continued to trade during high tensions during the cold war, therefore, we should also start trade with all the neighbours.

We should not compromise our principled stance but start business as the issue of Kashmir cannot be resolved unless Pakistan become a significant economic power so that no country including India will not risk relations with Islamabad, he said.

Mian Zahid Hussain said that all the diplomatic and political moves have failed to resolve the issue of Kashmir and war is out of options leaving economic ties the only option to improve things.

Talking to the business community, the veteran business leader said that political tensions have dragged Saarc region down with frictions between India and Pakistan as its core reason.

The negative attitude of India and the arms race has pushed millions below the poverty line in the region while the majority of world’s poor reside in this region.

The quickest way to lift millions out of poverty is to resolve political issues and start trading in this least integrated areas Pakistan cannot remain unconcerned with the neighbours as it has not helped in the last seventy years.

He said that China has inked a deal with Iran to invest 400 billion dollars which will revolutionise the economy of later.

Iranian oil and gas will be provided to China through the Caspian Sea and Kazakhstan while a pipeline is also on the cards. A land corridor will also be established from the Persian Gulf to the Black Sea while a railway network will also support the initiative.

GWADAR, YANGPU PORT CAN HAVE SISTER CITY RELATIONSHIP: ENVOY

BEIJING, APR 7 (DNA) – Pakistani ambassador to China Moin ul Haque said Gwadar and Yangpu port in Hainan province can have sister city relationship.

According to Gwadar Pro on Wednesday, in an interview with Sansha Satellite TV, he said he is very optimistic about the cooperation between Pakistani cities and Hainan in the fields of port and shipping, education, and agriculture.

Gwadar Port is an important hub of the China-Pakistan Economic Corridor, which connects China’s western region and the Arabian Sea.

He said he attaches great importance to the profound friendship between China and Pakistan. The construction of Hainan Free Trade Port (FTP) is booming

While Yangpu Port is an important hub for the construction of Hainan FTP and a node for integration into the new western land-sea corridor. Haque said that Pakistan and Hainan have great potential for cooperation in the field of port and shipping.

“With the increase in trade volume between Pakistan and China and the increase in economic and trade exchanges, I think the two ports can all play a vital role in cementing trade between China and Pakistan,” Haque said.

China’s aviation authority unveiled a plan in 2020 to trial the Seventh Freedom of the Air in the Hainan FTP, a move aimed at boosting the opening-up of the air-transport industry.

Haque said that the seventh freedom will allow airlines from various countries to enter Hainan, and stimulate the development of Hainan’s civil aviation industry and the construction of Hainan FTP.

“I think that is a good development because Hainan is a tropical area, it’s very famous for its beautiful beaches and tropical forests. I think this policy will attract more tourists to Hainan and promote its development,” Haque said.

Haque is also very optimistic about bilateral cooperation in the field of education. “Agriculture is a very strong sector of Hainan, and Pakistan is also a strong agricultural country.

We would like more and more Pakistani students to come and study master and doctoral courses in the field of agriculture, and apply their studies to promote the development of Pakistan’s agriculture,” he said.

2021 marks the 70th anniversary of the establishment of diplomatic ties between China and Pakistan.

“China and Pakistan are all-weather strategic cooperative partners. The important thing is that we want to pass on our friendship to the next generation,” Haque said.=DNA

Pollock criticises De Kock ‘deception’ over Zaman run-out

Centurion, South Africa, April 7  : Former South African captain Shaun Pollock on Wednesday said he believed South African wicketkeeper Quinton de Kock was guilty of deception in the run-out of Pakistan batsman Fakhar Zaman during the second one-international in Johannesburg on Sunday.

But Pollock said he believed De Kock was not aware of a law which outlaws wilful attempts to “distract, deceive or obstruct” a batsman.

Speaking in his role as a commentator for television in the build-up to the third and final match in Centurion, Pollock said he believed the incident should have been sent to the third umpire for a ruling.

It happened off the first ball of the final over, which started with Pakistan needing 31 to win. Fakhar hit the ball to long-off and was run-out when he slowed down before completing a second run, with De Kock seemingly indicating that a throw from Aiden Markram should be aimed at the bowler’s end.

Fakhar was out for 193.

If the umpires had decided that there was deliberate deception, they could have awarded five penalty runs to Pakistan, which would have kept the touring team in with a chance of winning, with Fakhar remaining on strike.

“When you look at the incident and analyse it, it’s the action of putting the hand up, you can see the distraction for the batsman and the fact that he laughed afterwards,” said Pollock.

“I’m not saying that if he did that he knew it was wrong. I don’t think a lot of the players know about this rule,” said Pollock, who was on the MCC committee which brought in the rule to prevent the practice of fielders pretending they had stopped the ball in order to dissuade batsmen from taking second runs.

“Looking at it, it didn’t feel right and I think it was definitely done on purpose to try and deceive,” said Pollock. “If you slow it down, it looks as though he was trying something (but) I don’t think he was trying to cheat.”

Former Pakistan batsman Ramiz Raja said he believed it was a borderline case.

“There was no conclusive evidence that he was involved in serious mischief,” he said.

Raja joked that he believed deception was “part of a wicketkeeper’s DNA”. He recalled an incident in a one-day international against India in 1986 when Indian wicketkeeper Sadanand Viswanath “tried to make believe he had missed the ball and I was run out”.

Raja said the ultimate responsibility lay with the batsman. “The onus was on Fakhar to make his ground,” he said.

“You feel like a fool,” he said of the Pune incident.

“Not only the Indian fielders were laughing at me, so was Javed Miandad at the non-striker’s end.”

The day-long training session covered areas such as food handling, food safety, personal hygiene, cart hygiene, cleaning and garbage disposal. Mr. Zia Banday, senior fellow, PIDE and focal person for the street vendors’ initiative, informed the participants on government’s efforts of bringing street vendors through adoption of best standards of modular carts, service standards and hygiene practices.

On the occasion, street vendors appreciated government’s initiative of recognizing their status as a legitimate economic player and helping them in enhancing their livelihood capacity through training, provision of improved carts and vending licenses. A number of street vendors, who have been vending for over decade or two, did mention that it is a first time any government functionary has approached them to address their issues through tangible measures on ground.

PM Imran wants across-the-board accountability: Shibli

ISLAMABAD , April 07 :  Senator Shibli Faraz on Wednesday said that Prime Minister Imran Khan wants across the board accountability.

Shibli Faraz, in a statement said that people accompanied Jahangir Tareen to the court in their personal capacity and were not representing their party.

The Senator further said that Jahangir Tareen is still part of Pakistan Tehreek-e-Insaf (PTI) and has contacts with several people.

Earlier, Jahangir Tareen, while talking to media after getting bail from a banking court in Lahore said that his loyalty is being tested for one year but he is still silent. He complained that three cases have been lodged against him and injustice against him is increasing.

Jahangir Tareen stressed that only he is the target out of 80 sugar mills of Pakistan. I want justice from PTI, he said while adding that his bank accounts have been frozen along with his son’s. He affirmed that he is a member of PTI and will not part ways.

Raja Riaz – who accompanied Jahangir Tareen – claimed that Prime Minister Imran Khan got the vote of confidence from the parliament due to Jahangir Tareen as he played the most important role. He said people around Imran Khan are tarnishing the matters and the premier should not lose his good friend.

It is pertinent here to mention that the banking court extended the interim bails of Jahangir Tareen and his son Ali Tareen till April 10 in the fake bank accounts case. The court also barred the Federal Investigation Agency (FIA) from arresting Tareens.
