ISLAMABAD: Ambassador of Uzbekistan Aybek Arif Usmanov gave an exclusive interview to Daily Islamabad POST on the occasion of an online summit between the leaders of Pakistan and Uzbekistan. It was indeed a historic contact between President of Uzbekistan Shavkat Mirziyoyev and the Prime Minister of the Islamic Republic of Pakistan Imran Khan. Here is the text of the interview of the Ambassador of Uzbekistan.

Q.: On 14th April, 2021 esteemed Leaders of our states held an Online Summit which was very positively accepted in Pakistan, especially in media, among political, expert-analytical, business and academic circles. Can you please brief us on outcomes of this historical event?    

A.: Indeed, it is gratifying to note that virtual Summit at the highest level between Uzbekistan and Pakistan was successfully held and taking this opportunity, I would like to congratulate both brotherly nations on such high achievement. The agenda between Uzbekistan and Pakistan contained many topical issues on the further expansion of trade-economic, investment, transport and logistics partnerships based on the principles of mutual respect, benefit and equality.

The leaders of the two countries agreed on joint actions for cooperation in the areas of economic affairs, defense, security, as well as a partnership in combating against pandemic.  At the end parties also agreed to organize the first official visit of Prime Minister to Pakistan Imran Kahan to Uzbekistan in July of this year.  

This Online Summit was very positively perceived and it was the first virtual contact between the heads of Uzbekistan and Pakistan
in the history of the two countries. Such active, open and sincere interaction between the heads of Uzbekistan and Pakistan is of great importance not only for bilateral relations but also for interregional connectivity.

I am happy to mention that by strong will of our leaders, Uzbekistan and Pakistan are becoming main partners, whose cooperation only strengthens projects for the sustainable development of the peoples of South and Central Asia.

Q.: Pl tell us something about the project on construction of the Mazar-i-Sharif – Kabul – Peshawar railway line.

A.: This significant trilateral project will provide a completely new transport and transit corridor for Central and South Asian countries. It diversifies the transport flows of the region. Mazar-i-Sharif-Kabul-Peshawar route with subsequent access to the ports of Karachi and Gwadar will allow us to significantly reduce export and import costs.

From the position of South Asian countries, commissioning of Trans-Afghan railway corridor to Pakistan direction will significantly reduce the delivery time of goods to/from Central Asia, the CIS and Europe.

For example, if the project would be fully implemented,
the transportation of goods from Pakistan to Uzbekistan will have to spend not 35 days, but only 3-5 days. Instead of movement of almost a month, this will take less than a week. The difference is enormous.

Shortening the route means reducing the cost of transporting goods, which means saving money. According to preliminary calculations, laying the route will reduce cost of transporting of one container by almost 3 times.

According to expert estimates, the cost of transporting goods from Tashkent to Karachi will be almost 1.5-2 times cheaper than the existing ones. Continuing this logical chain, we can already predict that an increase in the profitability of transportation will automatically contribute to an increase in freight traffic and interregional trade.

The launch of Mazar-i-Sharif-Peshawar railway will also create a powerful platform for achieving inclusive economic development for Uzbekistan, Pakistan and Afghanistan.

The multiplicative socio-economic effect will be expressed in creation of new jobs and construction of roadside infrastructure along the railway route. Only during the construction of the line itself, it is planned to build 264 bridges, 7 tunnels, 641 culverts.

This railway project will also contribute to the expansion of the transport and communication network within Afghanistan. Moreover, Mazar-i-Sharif-Peshawar line will become part of the broader infrastructural connectivity of Central and South Asia.

Q.: Another important aspect of Uzbek-Pak cooperation is partnership within the framework of Shanghai Cooperation Organization. What new opportunities has this opened up for the further development of our cooperation within this organization?

A.: Uzbekistan supported the full membership of Pakistan in the SCO. It is important to mention that the process of Pakistan’s accession to SCO took place during presidency of Uzbekistan in this organization. In 2010 comprehensive preparatory work was completed to launch the process of expanding the organization and in 2016 at Tashkent Summit, Memorandums were signed in order to obtain the status of a SCO member state.

Tashkent attaches great importance to Pakistan’s membership in SCO which contributes to a significant increase in organization’s potential.

The interaction of the two countries within SCO is a fundamentally new platform for the development of mutually beneficial cooperation in the field of security and stability, including settlement of the situation in Afghanistan, as well as transport, trade and investment in both bilateral and multilateral formats.

One of the promising areas of cooperation between Tashkent and Islamabad in SCO is considering transport and economic interconnection in the regions of Central and South Asia including in trans-Afghan direction.

Interaction within the framework of SCO Regional Anti-Terrorist Structure (RATS) is being done between two countries on cooperation in fight against international terrorism, illegal drug trafficking, extremism and other challenges and threats.

Within SCO, Uzbek and Pakistan sides have coinciding positions on many issues, in particular in the field of trade, finance, investment, transport communications and transit, as well as in the field of cultural and humanitarian interaction. In particular, during the last online SCO summit in November 2020, Pakistani side, like Uzbek side, came up with a common position regarding the identification of promising priorities for SCO in post-pandemic period – economy, trade, finance and the fight against poverty.

Q.: How would you assess development of trade and economic cooperation between Uzbekistan and Pakistan and what areas can be considered the most promising in in this area?

A.: Our countries have a great mutual interest in further increasing of the volume of mutual trade. By assistance of Adviser to Prime Minister of Pakistan for Commerce and Investment Abdul Razak Dawood effective measures are being taken by Pakistan side to speed up negotiation process on bilateral Preferential Trade Agreement.

According to Statistical Committee of Uzbekistan in 2020 bilateral trade with Pakistan exceeded $123 million.

Today, over 140 enterprises with Pakistan operate in Uzbekistan. Their activities are mainly related to trade, pharmaceuticals, textiles, paper, leather goods and food production. The Intergovernmental Commission for Trade and Economic Cooperation is functioning. During the Online Summit on 14th April our leaders have agreed to that the next session of this Commission will be held in July 2021 in Tashkent.

Uzbekistan considers Pakistan as a reliable and promising partner in economic cooperation as well. Taking into account the potential of our countries, this partnership has been actively expanding and strengthening in recent years.

Q.: The two countries are linked by close cultural and historical ties, the rich heritage of the Uzbek and Pakistan people is highly valued and revered in both countries. Please tell us about how cultural and humanitarian ties between Uzbekistan and Pakistan are developing today.

A.: Pakistan is cradle of civilizations closely linked with Uzbekistan and Central Asia. We have a lot of similarities are connected by one religion, single school of Islamic teaching, tasawwuf and fiqh, common centuries-old history associated with the Baburid dynasty, common traditions and values and even language.

There are more than 40 thousand identical words in the Uzbek language and the Urdu language. Many people in Pakistan can say: my roots are in Bukhara, Samarqand or Fergana and so on.

The Baburid dynasty left in Pakistan an invaluable historical and cultural heritage that contributed to the creation of a unique civilization in the region, including literature and art. And this is the solid foundation of unique, strong and friendly Pakistani-Uzbek relations.

In February of this year, we jointly organized an opening ceremony of the “Center for Babur’s Legacy” in Punjab University during of which held a contest among 70 students who presented their paintings dedicated to Baburid’s dynasty in Pakistan etc.   

In Uzbekistan operates “International Babur’s Foundation” who will work closely with the “Center for Babur’s Legacy” in Punjab University in order to promote the heritage of the Baburids in Pakistan as well as to organize joint conferences dedicated to the life and work of our great common ancestors.

It should also be said that the rich scientific and literary heritage of the Uzbek people is highly valued in Pakistan, great scientists and thinkers like Imam Al-Bukhari (r.a.), Bahauddin Naqshbandi (r.a.), Imam At-Termizi (r.a.), Aby Rayhan Beruni, Abu Ali ibn Sino, Alisher Navoi, Zakhiriddin Muhammad Babur and others are honored.

TURKEY TO HOST AFGHAN PEACE TALKS FROM APRIL 24

ANKARA, APR 13 – Turkey announced on Tuesday that a keenly awaited international conference on the Afghan peace process will be held in Istanbul from April 24 to May 4.

The high level and inclusive conference between representatives of the Afghan government and the Taliban is being co-convened by Turkey, Qatar, and the UN, according to a joint statement issued by the Turkish Foreign Ministry.

“The co-conveners are committed to supporting a sovereign, independent and unified Afghanistan,” read the statement.

“The overriding objective of the Istanbul Conference on the Afghanistan Peace Process is to accelerate and complement the ongoing intra-Afghan negotiations in Doha on the achievement of a just and durable political settlement.”

The participants and agenda of the conference “have been the subject of extensive consultations with the Afghan parties,” according to the statement.

“The conference will focus on helping the negotiating parties reach a set of shared, foundational principles that reflect an agreed vision for a future Afghanistan, a roadmap to a future political settlement and an end to the conflict,” read the statement.

“It is our expectation that the conference will provide an important opportunity for all partners to reiterate support for the people of Afghanistan on their path toward inclusive peace, stability, and prosperity.”

JAHANGIR TAREEN ANSWERS FIA VIA COMPANY SECRETARY

LAHORE, APR 13 (DNA) – Pakistan Tehreek-e-Insaf (PTI) leader Jahangir Khan Tareen has submitted answers to eight questions asked by the Federal Investigation Agency (FIA).

Tareen forwarded the answer through his company secretary instead of his personal appearance in the FIA. The secretary of the Tareen’s company submitted answers to the questions to the FIA about receipts of all the machinery of the farms sought from Jahangir Tareen.

The FIA sought evidence of a thousand acres of land from Jahangir Tareen, MCB Bank report, and money trail of properties purchased in the UK.

“The FIA has been asking these questions since August 2020 and we have submitted answers to all the questions to the FIA,” Company Secretary Maqsood Malhi said. MPA joins Tareen’s camp another member of the Punjab Assembly joined Jahangir Khan Tareen’s camp and expressed solidarity with the deposed PTI leader.

Saeed Akbar Nawani, MPA from PP-90 (Bhakkar-II), met Jahangir Tareen in Bhakkar and discussed issues pertaining to political and mutual interests. Nawani expressed solidarity with Jahangir Tareen. He said there should be no discrimination against Tareen.

A private television channel has reported that a letter from sympathizers of Jahangir Tareen has been delivered to Prime Minister House in which the MPAs said they believed the ongoing assault on Tareen was an attempt to tarnish his name and reputation. = DNA

NAVAL CHIEF CONFERS MILITARY AWARDS ON PN PERSONNEL

KARACHI, APR 13 (DNA) – Pakistan Navy’s officers, Chief Petty Officers, Sailors and civilians were conferred with military awards at a ceremony in Karachi. According to a press statement Tuesday, Chief of Naval Staff Admiral Muhammad Amjad Khan Niazi was the chief guest on the occasion.

The safety review is held annually with an aim to create safety awareness and inculcate safety culture among naval personnel which provides a road map to further enhance safe working environment.

While addressing the audience, Naval Chief urged that each individual of Pakistan Navy bears the responsibility of safeguarding not only his life but also the expensive, state of the art assets with which he has been entrusted with, by the Government, through inculcation of robust safety culture.

The same can only be ensured through strict adherence to safe practices and Standard Operating Procedures (SOPs). He advised the audience that our concept of safety must draw its impetus from an honest retrospection of yester years.

The Naval Chief expressed his satisfaction over adherence to safety culture in Pakistan Navy and said that Safety Review is actually a process of self-accountability which helps to evaluate and gauge the safety standards in the light of previous occurrences.

The Admiral appreciated the Field Commands for maintaining high standards of work and personal safety particularly under the challenging COVID-19 environment.

At the end, Chief of the Naval Staff gave away the safety trophies and awards to the winners of Pakistan Navy Annual Safety Review. The event was attended by officers, sailors and navy civilians from the Field Commands. = DNA

RAMAZAN MOON SIGHTED IN PAKISTAN

ISLAMABAD, APR 13 – The crescent for the holy month of Ramazan has been sighted in Pakistan, the Ruet-e-Hilal Committee announced Tuesday evening.

The first of Ramazan will be on Wednesday, April 14. Maulana Abdul Khabir Azad made the announcement after a meeting of the moon sighting committee in Peshawar.

During the month of Ramazan, Muslims do not eat or drink between dawn and sunset. This is called fasting.

It is mandatory for Muslims who have reached adolescence to fast during Ramazan.

It is one of the five pillars of Islam.

NATO CHIEF SAYS RUSSIA MUST END UP UKRAINE MILITARY BUILD-UP

MOSCOW, APR 13 – NATO Secretary-General Jens Stoltenberg called on Russia on Tuesday to withdraw troops that the alliance says Moscow is massing on Ukraine‘s borders.

“In recent weeks Russia has moved thousands of combat-ready troops to Ukraine‘s borders, the largest massing of Russian troops since the illegal annexation of Crimea in 2014,” Stoltenberg said.

“Russia must end this military build-up in and around Ukraine, stop its provocations and deescalate immediately,” he said at a news conference with Ukraine’s Foreign Minister Dmytro Kuleba. Kuleba said Kyiv wanted a diplomatic solution.

DEVELOPMENT WORK IN SECTOR I-14 BEGINS AFTER THE DELAY OF 13 YEARS

ISLAMABAD, APR 13 (DNA) – Upon the special directions of the Chairman Capital Development Authority (CDA), developmental work in sector I-14 has been started after a delay of 13 years.

Work on roads of the sector has been started since April 12. Chairman CDA had directed for initiating the developmental work in the said sector in December 2019.

According to detail, CDA has started developmental work in sector I-14 as the work was being delayed for last 13 years. Work on service roads of the said sector is continued. 5700 RFT long roads will be constructed. The authority had started work on service road north in 2007, but the agreement was dismissed for not getting the occupation. After that all the projects were dismissed.

Chairman CDA worked again on PC1 of these projects and issued directions for initiating the developmental work in the said sector in December 2019.

Tenders for the developmental projects in the sectors were opened in March 2021. The developmental work has been started since April 12, 2021. Work of 2000 RFT will be completed in four weeks. The developmental work will be completed within the time period of 05 month till September 11, 2021.

IPS, PMSA MOU TO BOLSTER JOINT RESEARCH IN MARITIME DOMAIN

ISLAMABAD, APR 13 (DNA) – A Memorandum of Understanding (MoU) was signed between Institute of Policy Studies (IPS), Islamabad and Pakistan Maritime Security Agency (PMSA) on Tuesday to strengthen collaboration between the two organization in maritime domain.

The signing ceremony was held simultaneously at PMSA Headquarters in Karachi and IPS in Islamabad via video link. Director Training PMSA Commander Farooq accompanied by other fellow officials represented PMSA whereas former ambassador and Vice Chairman IPS Syed Abrar Hussain along with Shafaq Sarfaraz, manager outreach, Hafiz Inam, deputy manager outreach and publications, and Kulsoom Belal, research officer at IPS, attended the ceremony on IPS’ behalf.

Both organizations agreed to foster cooperation in maritime domain to counter prevailing maritime blindness in the country and to bring into academic discourse the mechanisms and challenges with regards to law enforcement at seas. The scope of cooperation, as per MoU, entails facilitation in conducting research, co-organizing of seminars, and capacity building activities in the maritime interests of Pakistan.

Commander Farooq said on the occasion that PMSA is the only maritime law enforcement agency at sea having extended roles and tasks for effectively policing and ensuring national and international laws in the Exclusive Economic Zone of Pakistan. He hoped the MoU will pave way for more collaborative efforts to bolster joint maritime research initiatives and also invited IPS team to visit PMSA headquarter in Karachi.

Director Training PMSA also wished to collaborate and share academic research resources with IPS and offered support to facilitate IPS researchers carrying out research in the maritime sector as part of PMSA endeavors to promote maritime learning.

Highlighting the role of the PMSA, Vice Chairman IPS Syed Abrar Hussain acknowledged the efforts of the PMSA in taking down miscreants at sea to protect national interests. He was of the view that linkages between academia and practitioners would allow researchers to conduct effective research.

The IPS’ Vice Chairman thanked PMSA leadership for extending cooperation to promote policy-oriented research in maritime. He viewed that joining hands with PMSA in times when maritime affairs are considered an integral part of international relations augurs well for both organizations.=DNA

‘FRIENDSHIP TREE’ PLANTED AT CHINESE EMBASSY TO MARK 70TH ANNIVERSARY OF PAKISTAN-CHINA DIPLOMATIC RELATIONS

ISLAMABAD, APR 13 – Foreign Secretary Sohail Mahmood and Chinese Ambassador His Excellency Nong Rong planted a Friendship Tree, today, at the Chinese Embassy Compound, as part of ongoing celebrations to commemorate the 70th Anniversary of the establishment of Pakistan-China diplomatic relations.

The 70th Anniversary celebrations were jointly initiated by Foreign Minister Makhdoom Shah Mahmood Qureshi and State Councilor and Foreign Minister Wang Yi, in a virtual ceremony held on 2 March 2021.

Both sides have planned a wide range of activities, spread throughout the year, to mark this historic milestone and celebrate the evolution of Pakistan-China friendship that has, over seven decades, transformed into a time-tested “All-Weather Strategic Cooperative Partnership”, despite vicissitudes of times and changes in the international and regional situation.

Plantation of the evergreen Deodar tree – which is also the national tree of Pakistan – depicted the spirit of Pakistan-China All-Weather Strategic Cooperative Partnership.

Both sides reiterated commitment to celebrate the 70th Anniversary in a befitting manner.

FM QURESHI VISITS PAKISTAN’S EMBASSY IN GERMANY

ISLAMABAD, APR 13 – Foreign Minister, Makhdoom Shah Mahmood Qureshi visited the Embassy of Pakistan on the second day of his official visit to Berlin on 13 April 2021.The Foreign Minister was received by the Ambassador and officers of the Embassy.

The Foreign Minister was given a tour of the Consular Section. He interacted with many applicants availing services. With a view to ease the difficulties faced by the Pakistani community and to further facilitate them, Foreign Minister Qureshi inaugurated the position of “Arzi Nawees”, who would offer free-of-cost facilitation for NADRA and IMPASS online-applications. He also announced that a similar post will soon be operationalized in the Consulate General in Frankfurt and in other places in Europe, where required.

The Foreign Minister also inaugurated a “Football Corner” in the Consular Section, dedicating it to the hardworking Pakistanis stitching footballs, especially in Sialkot. He highlighted that this Football Corner would serve as a constant reminder about the contribution of Pakistan to the most loved sport of football, across Europe. Over 50 million footballs, designed and manufactured in Pakistan, make their way to Germany, every year, to be used especially in the prestigious Bundesliga matches, which are viewed by millions of people across the world.

Foreign Minister Qureshi also interacted with members of the Pakistani community, who had travelled from various parts of Germany to meet him. During the meeting, members of the community apprised the Foreign Minister of ways to further promote Pakistan’s image in Germany and offered many suggestions. The members of the community expressed their gratitude for the inauguration of the Arzi Nawees at the Embassy of Pakistan, Berlin.

In order to acquaint European audience with Pakistan’s perspective on issues pertaining to regional and international developments, including Pakistan-India relations, grave human rights violations in IIOJK, Afghan peace process, CPEC and opportunities for investments in Special Economic Zones (SEZs), EU DisinfoLab, and FATF, the Foreign Minister held extensive media interactions with German and European media including Die Welt, DW and Diplomatic Magazine. The media representatives from local Pakistani community also interviewed the Foreign Minister.
