HEC, ANF vow to strengthen efforts to safeguard educational institutions from drug abuse

ISLAMABAD, JAN 30 /DNA/ – A review meeting on the measures being taken to implement the HEC’s prevention of drug usage in Higher Education Institutions (HEIs) and to deliberate on the way forward, was held at HEC Secretariat under the acting Chairman HEC, Mr. Nadeem Mahbub.

The meeting was attended by the ANF team led by Brigadier Imran, senior officers of the HEC and the Federal Directorate of Education. Vice Chancellor, Beaconhouse National University (BNU), Lahore Dr. Moeed Yusuf and Vice Chancellor, University of Balochistan, Dr. Zahoor Ahmad Bazai joined the meeting via video link to provide essential provincial and private-sector perspectives.

During the session, both the ANF and HEC presented detailed updates on their respective initiatives, progress made and candidly addressing the key challenges that remain in the field. The Vice Chancellor, BNU Lahore shared a detailed overview of the specific mechanisms and student-support systems adopted by his institution, offering a successful blueprint for how a multi-pronged strategy can be effectively implemented through institutional policy. He suggested that the students addicted to drugs and narcotics be treated as victims and thus can truly be counselled and rehabilitated accordingly.

The participants agreed on the urgent need for a more coherent and unified approach. The dialogue highlighted that while enforcement acts as a critical shield, the true strength of the whole effort lies in fostering a supportive culture, where students feel safe and empowered to discuss the underlying mental health or social challenges that often lead to drug addiction.

The Chairman HEC lauded the efforts of the ANF and reaffirmed the commitment of higher education leadership to chart a robust, long-term mechanism. He said that together with ANF and other stakeholders, HEC’s aim is to transform educational institutions into secure places where the focus remains entirely on intellectual growth and the holistic well-being of the next generation.

The Chairman said that follow-up meetings will be convened soon to strategize on the new proposals as discussed during the meeting. “The upcoming phase will aim to bridge the gap between policy and practice, ensuring that future efforts are not only more robust but also deeply practical and meaningful,” he said.

ISLAMABAD, Jan 28: Prime Minister Muhammad Shehbaz Sharif on Wednesday emphasized that the government was taking practical steps through a comprehensive strategy and an effective team to completely eliminate Polio disease from Pakistan at the earliest.

He was talking to President Global Development Gates Foundation Dr. Chris Elias who along with his delegation called on him at the PM House.

The prime minister expressed the government’ resolve that Pakistan will continue its efforts, with the support of trusted partners like the Gates Foundation, until the complete eradication of polio from the country.

“The invaluable services of Bill Gates for the eradication of polio from Pakistan will always be remembered,” he said adding Pakistan was deeply grateful for the cooperation of Bill Gates and brotherly Muslim countries, particularly Saudi Arabia, in efforts to eradicate polio.

Despite significant success in the ongoing fight against the disease, the prime minister noted that further urgent measures were indispensable.

He said the federal government was working in full coordination with the provinces to ensure access for polio teams across the country adding that relevant projects under the Public Sector Development Programme (PSDP) for the anti-polio campaign will be continued.

The prime minister also directed the federal health ministry to formulate recommendations, in coordination with all relevant institutions, for public awareness and the supply of vaccines related to polio eradication.

Gates Foundation President for Global Development Chris Elias said the Foundation highly appreciates the prime minister’s personal attention to polio eradication and the effective practical measures taken in this regard.

“Pakistan is taking effective steps towards the complete eradication of polio and is moving steadily towards success”, he said.

Chris Elias emphasized that constructive consultations on polio eradication will continue with the federal and provincial governments and relevant institutions in Pakistan.

“Effective and commendable measures have been taken to eliminate the environmental presence of the polio virus in Pakistan and to ensure access for polio teams in all areas,” he added.

Director Polio Kathy Neuzil, and Deputy Director Polio Michael Galway were part of the visiting delegation.

Gates Foundation President for Global Development Chris Elias expressed full confidence in Pakistan’s successfully ongoing anti-polio campaign.

He also conveyed best wishes to the prime minister on behalf of Bill Gates. He further expressed hope that, as a result of the ongoing measures, Pakistan would soon achieve the milestone of complete eradication of the disease.

Minister for Planning and Development Ahsan Iqbal, Minister for Health Syed Mustafa Kamal, the Prime Minister’s Focal Person for Polio Eradication Ayesha Raza Farooq, and other senior government officials were also present at the meeting.

On the occasion, Minister Ahsan Iqbal briefed the delegation on the initiatives being undertaken under the PSDP for polio eradication. Health Minister Syed Mustafa Kamal thanked the prime minister for his leadership and the Bill Gates team for their support, reiterating the government’s resolve to continue these efforts in an even more effective manner.

Ayesha Raza Farooq, also briefed the participants on ongoing anti-polio initiatives across all provinces and cities.

PM Shehbaz Sharif congratulated Gates Foundation Director for Polio, Dr. Kathy Neuzil, on her recent appointment and extended his best wishes to her.

MOSCOW, JAN 28: Syrian President Ahmed al-Sharaa will meet Russian counterpart Vladimir Putin in Moscow on Wednesday, as the Kremlin seeks to secure the future of its military bases in the country.

Putin and Sharaa struck a conciliatory tone at their previous meeting in October, their first since Sharaa’s rebel forces toppled Moscow-ally Bashar al-Assad in 2024.

But Russia’s continued sheltering of Assad and his wife since their ouster remains a thorny issue. Sharaa has repeatedly pushed Russia for their extradition.

Sharaa has also embraced US President Donald Trump, who on Tuesday praised the Syrian leader as “highly respected” and said things were “working out very well.”

“I have no doubt that all issues related to the presence of our soldiers in Syria will also be discussed during today’s talks,” Kremlin spokesman Dmitry Peskov told reporters on Wednesday ahead of the meeting, while declining to comment on Assad.

The Kremlin withdrew its forces from the Qamishli airport in Kurdish-held northeast Syria earlier this week, leaving it with only the Hmeimim airbase and Tartus naval base on Syria’s Mediterranean coast — its only military outposts outside the former Soviet Union.

ISLAMABAD, JAN 28: Pakistan has issued strict health screening measures at all entry points after two cases of the deadly Nipah virus were confirmed in India’s West Bengal.

Nipah is classified as a priority pathogen by the World Health Organisation (WHO) because of its ability to spark fast‑moving outbreaks, its fatality rate of 40% to 70%, and the fact that there is no approved vaccine or cure.

In its health advisory, the Ministry of National Health Services, Regulations & Coordination has mandated that no individual will be allowed entry into the country without clearance from Border Health Services – Pakistan.

The ministry stated that the decision comes “in view of the recent regional alert regarding Nipah Virus (NiV), as reported through international and regional public health surveillance mechanisms, including the WHO South-East Asia Region Epidemiological Bulletin (January 2026), which has reported suspected cases of Nipah virus infection in West Bengal, India, and considering the high case fatality rate, zoonotic nature, and potential for human-to-human transmission.”

To prevent cross-border transmission and ensure early detection, the health ministry has ordered enhanced surveillance at all points of entry (POEs), including international airports, seaports, and land crossings.

“No individual is allowed entry into Pakistan without health clearance by Border Health Services–Pakistan,” the advisory said.

The instructions call for 100% screening of all passengers, transit travellers, crew members, drivers, helpers, and support staff. Mandatory verification of country of origin and complete travel history for the past 21 days will be conducted for all travellers, regardless of nationality.

Special attention will be given to individuals arriving from or transiting through Nipah-affected or high-risk areas, with any false declarations to be documented and reported immediately.

“All travellers will undergo thermal screening and clinical assessment at the POE. Screening staff have been instructed to remain alert for symptoms including fever, headache, respiratory issues, and neurological signs such as confusion or drowsiness,” it stated.

The advisory said that suspected cases will be isolated and managed according to infection prevention and control (IPC) protocols, and referred to designated isolation facilities or tertiary care hospitals. Affected conveyances and surrounding areas will be disinfected as per approved SOPs.

The health ministry emphasised strict compliance with IPC measures, including the use of PPE, hand hygiene, and environmental sanitation, warning that any lapse will be considered serious negligence.

“Daily reports from all POEs will be recorded in the BHS-P system and shared with the National Command and Operation Centre (NCOC) and the National IHR Focal Point. The measures will remain in force until further notice,” it said.

Meanwhile, authorities across Singapore, Hong Kong, Thailand and Malaysia have taken urgent steps to stop the highly lethal and epidemic‑prone Nipah virus from spreading beyond India, rolling out airport temperature checks and other screening measures.

What is Nipah virus?
Nipah is a rare viral infection that spreads largely from infected animals, mainly fruit bats, to humans. It can be asymptomatic but it is often very dangerous, with a case fatality rate of 40% to 75%, depending on the local healthcare system’s capacity for detection and management, the World Health Organisation says.

However, while it can also spread from person to person, it does not do this easily, and outbreaks are usually small and fairly contained, according to experts and the European Centre for Disease Prevention and Control. Candidate vaccines are under development, although none have been approved yet.

How common is it?
Nipah was first identified in Malaysia in 1999. Since then, there have been small outbreaks almost every year, mostly in Bangladesh. India also sees sporadic outbreaks. According to the Coalition for Epidemic Preparedness Innovations, a group that tracks emerging disease threats and funds the development of medical tools to protect against them, as of December 750 cases had been recorded in all, and 415 of the patients died.

How does it spread?
When first identified in Malaysia, Nipah spread largely through direct contact with sick pigs or contaminated tissues. Since then, it more commonly spreads from contact with what scientists say is its natural host: fruit bats.

More specifically, the consumption of fruit or fruit products – like raw date palm juice – containing urine or saliva from infected fruit bats has been the most likely source of infection, the WHO says. Human-to-human spread has been found, mainly after close contact between a sick patient and their family or caregivers.

What are the symptoms?
The initial symptoms of Nipah such as fever, headaches and muscle pain are not specific and can be confused with other diseases. These can then be followed by neurological signs indicating acute encephalitis, or inflammation of the brain, and some people experience severe respiratory problems. Seizures occur in severe cases, progressing to a coma in days. Most people who get better make a full recovery, but some experience long-term neurological problems.

How worried should we be?
While Nipah is a dangerous disease with a high fatality rate, it has not yet shown signs of becoming more transmissible among humans or spreading easily worldwide, scientists say.

However, it remains a significant public health concern, according to the WHO, particularly in countries where outbreaks are more common. It can also lead to the mass culling of farm animals such as pigs that are susceptible to the virus.

Scientists say, however, that it is unlikely to spread globally – and also point out that airport screening may be ineffective as the virus has a long incubation period.

What vaccines or treatments are available?
There are currently no approved vaccines or treatments for Nipah, although a number of candidates are undergoing testing, including one developed by the Oxford University scientists involved in developing one of the COVID-19 vaccines.

Their Nipah vaccine uses the same technology and began phase II testing in Bangladesh in December in collaboration with the International Centre for Diarrhoeal Disease Research, Bangladesh, and with funding from CEPI.

RIYADH, JAN 28: Saudi Crown Prince Mohammed bin Salman told Iranian President Masoud Pezeshkian during a call on Tuesday that Riyadh would not allow attacks on Iran to be launched from its soil.

MBS “affirmed during the call the kingdom’s position on respecting the sovereignty of the Islamic Republic of Iran, and that the Kingdom will not allow its airspace or its territory to be used for any military actions against” Iran, Saudi Arabia’s foreign ministry said in a statement.

The Saudi crown prince also affirmed Riyadh’s support for any efforts aimed at resolving disputes through dialogue.

During the telephonic conversation, the Iranian president told the Saudi crown prince that US threats against Tehran would only result in instability.

“The threats and psychological operations of the Americans are aimed at disrupting the security of the region and will achieve nothing other than instability for them,” Pezeshkian told the Saudi crown prince, according to his office.

Pezeshkian told MBS that the “unity and cohesion” of Islamic countries can guarantee “lasting security, stability and peace in the region”.

The Iranian president said that Tehran always welcomed any process, within the framework of international law, that prevents war, Iranian media reported.

The telephonic conversation came as the US announced a major multi-day Air Force exercise in the Middle East.

The exercise will “demonstrate the ability to deploy, disperse, and sustain combat airpower across” the Middle East, the US Air Force component of Central Command, which is responsible for American forces in the region, said in a statement.

No date or exact location for the exercise were released.

Saudi Arabia has become the second major Gulf state after the United Arab Emirates (UAE) to publicly say it would not allow attacks on Iran to be launched from its territory or airspace.

On January 26, the UAE foreign ministry said in a statement it “has reaffirmed the United Arab Emirates’ commitment to not allowing its airspace, territory or waters to be used in any hostile military actions against Iran”.

The UAE hosts thousands of US personnel at Al Dhafra airbase near the capital Abu Dhabi, one of several American military sites in the Gulf.

The UAE also refused to provide logistical support for attacks, the statement said, adding that “dialogue, de-escalation, adherence to international law, and respect for state sovereignty” were the best way to address “current crises”.

US President Donald Trump had repeatedly warned Iran that if it killed protesters, the US would intervene militarily, and also encouraged Iranians to take over state institutions, saying, “help is on the way.”

But he pulled back from ordering strikes earlier this month, claiming Tehran had halted executions under pressure from Washington.

The protests in Iran started in late December, driven by economic grievances, with huge street demonstrations for several days from January 8.

WASHINGTON: US President Donald Trump urged Iran on Wednesday to come to the table and make a deal on nuclear weapons or the next US attack would be far worse.

“Hopefully Iran will quickly ‘come to the table’ and negotiate a fair and equitable deal – NO NUCLEAR WEAPONS – one that is good for all parties. Time is running out, it is truly of the essence!” Trump wrote in a social media post.

The Republican US president, who pulled out of a 2015 multination nuclear deal with Tehran during his first White House term, noted that his last warning to Iran was followed by a military strike.

“The next attack will be far worse! Don’t make that happen again,” Trump wrote. He also said another “armada” is floating toward Iran.

Iranian Foreign Minister Abbas Araqchi said he had not been in contact with US special envoy Steve Witkoff in recent days or requesting negotiations, state media reported earlier on Wednesday.

Turkey urges US to start nuclear talks with Iran
Turkey’s top diplomat urged Washington to start nuclear talks with Iran in an interview broadcast Wednesday, as US warships arrived in the region ahead of a possible strike over Tehran’s protest crackdown.

“It’s wrong to attack Iran. It’s wrong to start the war again. Iran is ready to negotiate on the nuclear file again,” Foreign Minister Hakan Fidan told Qatar-based Al-Jazeera television in English.

“My advice has always been to our American friends: close the files one by one with the Iranians. Start with the nuclear issue and close it. Then move on to the others.”

Fidan’s comments after a US naval strike force led by an aircraft carrier took up position in Middle Eastern waters, US Central Command said on Monday, without revealing its precise location.

Washington has not ruled out new military intervention against Tehran over its harsh response to the protests.

Since Iran began its “crackdown” earlier this month accompanied by a nationwide internet blackout, US President Donald Trump has given mixed signals on intervention.

Nato member Turkey, which shares a 530-kilometre (330-mile) border with Iran, has often expressed opposition to military operations targeting the Islamic Republic.

Last week, President Recep Tayyip Erdogan described the unrest in Iran as a “new test” for Tehran, pledging Turkey would “stand against any initiative” that would drag the region into chaos.

He said he hoped diplomacy and dialogue would help Iran get through this “trap-filled period”.

Speaking to Al-Jazeera, Fidan said the problems with Iran should be tackled individually.

“Do not treat them as a package. If you put everything together as one package, it will be very difficult for our Iranian friends to digest and truly process it,” he said.

“In some cases, it may even seem humiliating for them. It would be hard to explain not only to themselves but also to their leadership.”

The minister made similar comments Friday, telling Turkey’s NTV he had visited Tehran late last year, urging them to “take steps”, saying he believed an agreement with the US on the nuclear issue was “possible”.

“A friend tells the bitter truth and I said what needed to be said,” he said.

Fidan also urged Iran to build trust in the region.

“When I was in Iran two months ago, I was very frank with my Iranian friends. They need to build trust in the region,” he told Al-Jazeera.
