PFD COMPLETES PROCESS OF ARTIFICIAL BREEDING OF PANGASIUS FISH IN PAKISTAN

RAWALPINDI, JUN 1: Punjab Fisheries Department has successfully completed the process of artificial breeding of Pangasius fish in Pakistan in a significant development in the field of fish farming.

Assistant Director Fisheries Miss Sana Urooj said that Assistant Director Fisheries Chaudhry Ashraf  after three years of continuous research with his team at the Fish Hatchery in Kasur District, has successfully completed the Pangasius Fish Farming experiments. 

She said that after successful experiments, the seed of this fish will be easily available in Pakistan. Dr. Sikandar Hayat Director General Fisheries Punjab said that this fish is found in Vietnam but the import of its seed would cost a lot. 

Therefore, after successful breeding experiments in Pakistan, Pengasius fish farming would become very benificial  due to nature and its ability to survive despite  low oxygen content. Dr Sikandar Hayyat said that this fish is common in clean water  It is known all over the world for growing and producing four times more than other species.

He said that farming this fish would be of great benefit to the farmers and would also help in providing protein to the country.

Climate change minister attends P$G summit organized by Republic of Korea

ISLAMABAD: The Second P4G Summit was hosted by the Government of the Republic of Korea in its capital, Seoul. Government leaders and top officials from 46 countries including Pakistan and heads of 21 international organizations, along with representatives from business sector and civil society, took part in the conference.

The P4G (Partnering for Green Growth and Global Goals 2030) is a global initiative aimed at facilitating public-private partnership to tackle climate change and achieve Sustainable Development Goals. This year due to the prevailing COVID-19 pandemic, the Summit was held virtually and mustered international solidarity required to build back better and greener from the COVID-19 crisis and be a stepping stone for the success of the 2021 26th United Nations Climate Change Conference of the Parties (COP26).

Minister for Climate Change and Special Assistant to the Prime Minister, Mr. Malik Amin Aslam participated in the leaders’ session of the Summit by delivering a video message. He showcased Pakistan’s Green Stimulus Package, a commitment to green growth through ‘Ten Billion Trees Plantation Initiative’, expansion of protected areas and ‘Recharge Pakistan’ project, which will provide up to 185,000 green jobs for youth. The Minister also mentioned that, focusing on the green growth, Pakistan has set up the Ecosystem Restoration Fund, launched its first green Eurobonds and consulted with other countries on a debt-for-nature swap.

The two-day Summit engaged world leaders in dialogues on Inclusive Green Recovery from COVID-19, Efforts of the International Community to Achieve Carbon-Neutrality by 2050 and the Efforts to Strengthen Climate Action and to Facilitate Public-Private Partnerships through Inclusive Green Recovery. At the end of the Summit, the leaders adopted the Seoul Declaration, calling for the engagement of governments, businesses and civil society as part of “collective solutions” to global climate change and to achieve green recovery for current and future generations.

We will continue our fight against terrorists: PM

ISLAMABAD : Prime Minister Imran Khan on Tuesday strongly condemned last night’s terrorist attacks in Balochistan that martyred four soldiers and injured eight others.

In a message on his official Twitter account, Prime Minister Imran Khan said: “My prayers & condolences go to the martyrs families. We will continue our fight ag these terrorists & will not allow them to sabotage peace & dev in Balochistan.”

Four Frontier Corps (FC) soldiers were martyred and eight others sustained injuries in separate terrorist attacks in Quetta and Turbat, the Inter-Services Public Relations (ISPR) said late Monday night.

The military’s media wing said in a statement that in the first incident, an FC post near Pir Ismail Ziarat was targeted by terrorists. In an ensuing exchange of fire, four FC soldiers embraced martyrdom and six sustained injuries.

In the second incident, terrorists targeted an FC vehicle with an IED in Turbat. Resultantly, two FC soldiers got injured. Inter-Services Public Relations (ISPR) said such coward acts by inimical elements backed by anti-state forces cannot sabotage the hard earned peace and prosperity in Balochistan.

Visit of the President of Republic of Tajikistan to Pakistan

At the invitation of Prime Minister Imran Khan, President of Tajikistan, H.E. Emomali Rahmon, will pay a two-day visit to Pakistan on 2-3 June 2021. He will be accompanied by a high-level delegation.

Pakistan and Tajikistan enjoy close brotherly relations underpinned by commonalty of faith, shared history and cultural affinities. These ties are characterized by mutual respect, shared perceptions and a common desire to promote peace, stability and development in the region.

Tajikistan is important within the context of Pakistan’s vision for closer ties and enhanced cooperation with Central Asia. The vision emphasizes forging deeper trade, investment, energy, security, and people-to-people links.

During the visit, Prime Minister Imran Khan and President Rahmon will lead their respective sides in the delegation-level talks. The two sides will exchange views on deepening bilateral cooperation in diverse areas — including political, economic, trade, investment, energy, security and defence, culture, education and regional connectivity. A number of Agreements/MoUs are expected to be signed during the visit. The visiting dignitary will separately meet with President Dr. Arif Alvi.

The two countries share common views on major regional and international issues and cooperate closely at various multilateral fora. Tajikistan is the current chair of SCO. Foreign Minister Makhdoom Shah Mahmood Qureshi visited Dushanbe in March 2021 to attend the Ministerial meeting of the Heart of Asia-Istanbul Process (HoA-IP), followed by his bilateral visit to Tajikistan.

On 25 May 2021, the two sides held the 5th round of Pakistan-Tajikistan Bilateral Political Consultations (BPC) at the level of Foreign Secretary/First Deputy Foreign Minister and reviewed the whole gamut of bilateral relations.

Both Pakistan and Tajikistan are part of the CASA-1000 Transmission line Project along with Kyrgyz Republic and Afghanistan. The power project envisages the transportation of surplus electric power from Kyrgyz Republic and Tajikistan to Pakistan (1000 MW) and Afghanistan (300 MW).

President Rahmon has visited Pakistan seven times since 1994. His last bilateral visit was in November 2015. In the multilateral context, President Rahmon visited Pakistan for the 13th ECO Summit held in Islamabad in March 2017. His forthcoming visit will reinforce the efforts of both sides to forge a long-term, multi-dimensional relationship.

EU to launch virus recovery plan in June

BRUSSELS: EU countries will be able to launch the bloc´s coronavirus recovery plan in June after all 27 members approved the scheme, the European Council announced Monday.

“The European Union is now able to obtain the necessary funding for the European social and economic recovery,” said Antonio Costa, the prime minister of Portugal, which currently chairs the Council.

The Commission will now be able to go to the capital markets and borrow the money to finance the plan in the name of the EU members.

The EU´s landmark 750-billion-euro ($910-billion) recovery plan, known as Next Generation EU, was drawn up in July 2020.

But it needed the green light from all 27 member states before the Commission could borrow in the name of the bloc.

The landmark fund for the first time creates a pool of common debt — shared between EU members, to lower borrowing costs for weaker members — a move that was long opposed by “frugal” northern states.

“The governments and national parliaments of the EU 27 have shown a strong sense of solidarity and responsibility,” Costa said.”We cannot afford to waste more time,” he added. “We must ensure the swift approval of the first recovery and resilience plans by the end of June.”

Clement Beaune, France´s minister for European affairs, told Les Echos newspaper that the EU would start approaching major international and European banks from Tuesday.

The parliaments of Austria and Poland were the last to approve the common debt mechanism on Thursday.

Spain and Italy, both hit hard by the coronavirus, will be the main beneficiaries of the fund, each receiving nearly 70 billion euros.

The money is due to go towards major infrastructure work and environmental projects such as developing the network of recharging stations for electric vehicles.

Money has also been set aside to improve high-speed telecommunications and data storage facilities.

Chinese doctor transfers cancer treatment tech to Pakistan

BEIJING, June 1 : “The medical cooperation we have done with Pakistan is non-governmental. When the epidemic is over, efforts should be made to promote medical cooperation in technological innovation on the government level,” said Li Dinggang, executive president of medicine of Beijing Lu Daopei Hematology Hospital.

“I hope that the Chinese technologies will benefit our Pakistani friends, and then be extended to other countries along the Belt and Road, ” he added accoding to a report published by China Economic Net (CEN).

“In 2004, China approved the world’s first gene medicine for the treatment of malignant tumors, which can be used to treat advanced-stage cancers. This news caused a global sensation at the time.

A large number of foreign patients came to China for medicine. Some people who couldn’t go to China invited Chinese doctors to come to their country for a consultation. I had the honor to participate in the preliminary research and development of gene medicine.” Li Dinggang said.

In 2006, a Pakistani patient with advanced-stage ovarian cancer saw media reports and contacted Li Dinggang with the help of her Chinese friend. That consultation was his first visit to Pakistan.

“When I applied for a Pakistani visa. The visa officer knew that I was going to visit a Pakistan patient and said that he would give me a visa immediately. There was no visa fee.

The officer told me that China and Pakistan made a mutual exemption of visa fees in the era of Chairman Mao.” Li Dinggang was deeply impressed by the sincerity and enthusiasm of Pakistani friends.

“During my stay in Pakistan, the hotel attendant cleaned up my room. I wanted to tip him, but he refused. I insisted, so he went to his manager, who told me that they don’t charge tips from Chinese friends.”

In September 2011, Li Dinggang received a Pakistani oncologist Dr. Mobashir Bhatti in Beijing. They reached an international cooperation intention that Pakistan can send patients from South Asia and the Middle East to Beijing Yanhua Hospital for treatment. “I have treated several Pakistani patients in China. One was a patient with ovarian cancer who came to China twice.

After using gene therapy drugs with Chinese medicine and hyperthermia, her ascites and cancer cell metastasis were well controlled. She used to be very thin and had been losing weight drastically, she was slowly gaining weight after the treatment.”

In 2014, Li Dinggang went to Islamabad and Lahore in Pakistan and got in touch with the Pakistan government. “Under the guidance of Pakistani doctor friends, we conducted several exchange lectures on China’s genetic technology and biotechnology.

The entire venue was full. Pakistani doctors’ eagerness for knowledge was moving. They hope that we can help them build gene therapy center in Pakistan. At that time, we also signed a memorandum of cooperation, promising to train them in China’s genetic technology.”

“My Pakistani doctor friend Mobashir Bhatti asked me to go to Pakistan again in 2019. He said that there were some new cooperation opportunities in Pakistan and he wanted to introduce China’s advanced technologies of genetic testing, gene cell therapy and immunotherapy. But the epidemic broke out before the itinerary was arranged.”Li Dinggang feels pity about that.

“This year is the 70th anniversary of the establishment of diplomatic relations between China and Pakistan, we will continue to promote our friendly cooperation between China and Pakistan. As a doctor, I hope that we can build a bridge for international medical cooperation between China and Pakistan and benefit more Pakistani friends.”he said.

Industrial policy (2020-23) incentivizes newly-launched Rashakai SEZ

ISLAMABAD, June 1 : Underpinned by KP industrial policy 2020-23, the newly launched Rashakai Special Economic Zone (RSEZ) is set to be in high gear to galvanize billion-dollar foreign investment through incentives and concession models, high-tech development parameters, accelerated industrialization, and export-oriented economic activities.

According to a Gwadar Pro’s report, the enforcement of a 3-year industrial policy that conceptualizes business and development designs fixing challenges of officialdom and traditional loopholes, CPEC prioritized Rashakai Special Economic Zone has blazed the trails of synergic cooperation that bodes well for both Pakistan and China.

KP Industrial policy 2020-23 reveals that the Rashakai prioritized SEZ is being done on Public-Private Partnership (PPP) through Joint Ventures with Chinese enterprises and various foreign companies. “Chinese labor is graduating from low-paying to high-paying jobs, along with the introduction of improved labor laws, the labor costs are also rising sharply.

“On the special directions of PM Imran Khan and to increase the “Pull Factor” for FDI, numerous incentives have been laid down to mobilize investors.

The fiscal benefits under the SEZ law include a one-time exemption from customs duties and taxes for all capital goods imported into Pakistan for the development, operations, and maintenance of an SEZ (both for the developer as well as for the zone enterprise) and exemption from all taxes on income for ten years,” he added.

After the commercial launch of Rashakai SEZ, he said that the wait for the attainment of plots has eventually ended and added that now it will take just a month to provide plots to all the enterprises that applied through online procedures.

During the first phase, approximately 10MW electricity has been made available in SEZ and it is expected the supply of gas would be ensured by the end of the year, he added. One window service has become a hallmark of SEZs due to its primacy of one solution to all hitches, he mentioned.

As KP industrial Policy 2020-23 emphasizes fostering an export-led market, he revealed that Rashakai SEZ will promote the export-oriented industry in tune with regional competitiveness.

Rashakai is destined to grab maximum foreign investment and companies as it is also equipped with the new KPK Investment Promotion Strategy 2021-2025 that complements the provincial government’s Industrial Policy 2020-23, Economic Recovery Plan 2020-2023, and Commerce and Trade Strategy 2020.

Due to its location on the motorway and proximity to the Torkham border and Central Asia, the Rashakai SEZ is expected to be the game-changer for Khyber Pakhtunkhwa.

Rashakai SEZ stands out exceptionally in comparison to previous industrial zones that lacked a systematic framework for ease of doing business and one window facilitation, delays in the provision of critical utilities such as electricity and gas, constraints in carrying out developmental activities i.e. Land acquisition and Infrastructure Development as well as incentives.

Rashakai SEZ prioritizes industrial sectors by offering 70 percent jobs for Pakistanis manpower, promises for utilizing indigenous natural resources, bringing new technology, investing in labor-intensive and export-oriented industries, and add value to local products.

Chinese environmental protection experiences can be learned: Dr. Masood

ISLAMABAD, June 1 : “We surely do have examples from China, and there are many lessons learned from adjoining countries of their best practices.

Whether we discuss forest protection with China or any European country, the main point is that we need to adopt the best practices.” Dr. Masood Arshad, Senior Director, Water, Food and Climate at WWF- Pakistan said according to Gwadar Pro.

After the initiation of CPEC, a lot of collaboration is taking place between China and Pakistan. Dr. Masood Arshad believes that Pakistan can benefit from the Chinese experience for ecosystem restoration, forests protection, water conservation, flood control, etc.

“Whether it’s watershed management, flood control strategy, forest cover improvement, rain lands or natural resources, we should learn their advanced experiences.

There are many innovations like planting through drones or seed balls, and all of these have been learned from the region and we are implementing them here,” said Dr. Masood Arshad.

While forests provide a habitat and a home to different animals, deforestation has caused many wild animal breeds to get extinct. A few animals, like Snow Leopards, Common Leopards, the Ungulate animals, Ibex, Markhors, and Urials, are facing issues either due to deforestation, hunting, or excess of humans.

However, Dr. Masood Arshad holds positive about the restoration of this ecosystem. “Now, thanks to the campaign in Pakistan, we are getting lots of positive responses. New national parks and protected areas are being established and veterinarians are being recruited. These things will allow our future generations to enjoy wildlife.” he said.

To date Pakistan has made great efforts in environmental protection on both national and international levels, projects, be it billion tree planting, electric vehicle policy, or Green Pakistan, have gained a lot of support.

As this year’s World Environment Day, themed “Restore Our Earth”, is soon to be hosted by Pakistan on 5 June, Dr. Masood Arshad said it’s very lucky that United Nations Environment Program(UNEP) has chosen Pakistan to celebrate it, and this is a matter of great honor for Pakistan.

He mentioned that to celebrate this, not only WWF but also many other organizations are taking it forward. “We have about 20-25 different projects that we are handling in the field. Pakistan is progressing in improving its forests land, and we are trying to hold a program on a national level with the Ministry of Climate Change.”

“We are trying to involve the private sector with us as well so that they should be aware and can help us support the environment of Pakistan in the future,” he added.

Recently, the world has faced issues due to climate change and the Covid-19 pandemic. Thus it’s high time that we should appropriately manage the relation between Mother Earth and this pandemic, strengthening our relationship with nature.

“We should all play our role as an individual, as a society, or even as an organization. We should work to protect our forests. The different corporate sector, CBO institutions, and other organizations should all work together to support this wave of positivity and help in the progress of Pakistan.” said Dr. Masood Arshad, giving his messages.

Kuwait starts issuing work visas to Pakistanis: Fawad

ISLAMABAD : Federal Minister for Information and Broadcasting Fawad Chaudhry on Tuesday said Kuwait has started issuing work visas to Pakistanis after a ten-year-long suspension.

In a series of tweets, Fawad Chaudhry said, Pakistan’s recovery from the coronavirus has surprised the world. The positivity rate across the country has dropped down to below 4 per cent except for Karachi.

“Salaried class to get big relief in the upcoming budget,” he added in his tweet and also expressed hope that Pakistan will be closer to its destination in the coming two years under the leadership of Prime Minister Imran Khan.

The decision to restore Kuwaiti visas for Pakistanis after about a decade-long suspension had been taken during a meeting between Kuwaiti Prime Minister Sabah Al-Khalid Al-Sabah and Interior Minister Sheikh Rasheed Ahmed.
