ISLAMABAD: Mr. Zahid Latif Khan, chairman AIERD, welcomed the guests by congratulating Nassar Abdulrahman Al-Mutairi and Syed Sajjad Haider for their efforts to resolve the visa issue, which was a matter of concern for many years, while talking at the webinar organized by Asian Institute of Eco-civilization Research and Development (AIERD). He highlighted that there are many areas, where both countries can enhance their bilateral relation. Further, he mentioned that Vision 2035 of Kuwait and CPEC provides an excellent opportunity to open new avenues of cooperation. Ambassador of Pakistan to Kuwait, Syed Sajjad Haider, spoke eloquently on the history of Pakistan Kuwait relations while hoping for greater opportunities in future. He also elaborated on the recent visa development and encouraged both communities to further integrate in terms of business opportunities. He appreciated the role of government officials of Kuwait, especially of Nassar Abdulrahman Al-Mutairi for strengthening the bilateral relation. While addressing the gathering Nassar Abdulrahman Al-Mutairi Ambassador of Kuwait emphasized that Kuwait needs Pakistan as a brother. He also underlined the contributions of skilled labor of Pakistan in Kuwait and appreciated Pakistan’s support during COVID-19. He specifically mentioned the cooperation in the fields of medical and food. He underscored that cooperation under CPEC would be mutually beneficial for both countries. The event concluded with the speech of chief guest, Lt. Gen. Asim Saleem Bajwa, Chairman CPEC Authority who spoke about the progress of CPEC, since the creation of CPEC Authority. He also spoke about the investment opportunities for Kuwait in special economic zones and agricultural sector. He offered Kuwait to be a part of economic zones and discussed the future prospects of Kuwait-Pakistan joint ventures through this historic initiative. He specifically mentioned about the opportunities in fields of agriculture and industrial cooperation. He shared with audience that CPEC route will be a secure and cost-effective route for trade between Kuwait and China. Additionally, the CPEC will reduce the time of travel by 24 days and will save US$ 1457 on each container. He concluded by saying “It is right time to join the hands for corporation.

Corruption breeds injustice, poverty, undermines social, economic norms

ISLAMABAD: Mr. Justice Javed Iqbal, Chairman NAB has said that corruption breeds injustice, poverty, undermines social, economic norms of societies and affects the countries around the world. NAB being the focal agency of Pakistan under United Nations Convention against Corruption (UNCAC) is determined to weed out this scourge of corruption and to make Pakistan Corruption free by adopting “Accountability for All” policy. NAB being the apex anti-corruption agency and mandated to eliminate corruption, corrupt practices, is operating through a three pronged strategy of Awareness, Prevention and Enforcement. In order to eradicate this evil from society, it has consistently engaged all stakeholders and is incessantly combating this national menace with unflinching resolve through its multi-pronged strategy, which has started yielding remarkable results. In addition, NAB has played a role of torch bearer for other anti-corruption organizations by putting a maximum limit of 10 months for expeditious disposal of – white-collar mega corruption cases.

In order to discourage money laundering; it has established “Anti-Money Laundering and Combating the Financing of Terrorism (AML & CFT) Cell”. This shows the Bureau’s commitment and compliance towards the resolution of the international community. NAB is also the founding Chairman of the SAARC Anti-Corruption Forum and is a role model for SAARC countries. It is also pointed out that due to its strong resolve against corruption, the Bureau’s endeavors have been appreciated and endorsed by different reputed national and international organizations like PILDAT, Mishal Pakistan, Transparency International, World Economic Forum that testifies people’s confidence and trust upon NAB’s performance. Similarly, having confidence in the impressive performance of NAB, China has also signed an MoU with NAB to oversee CPEC projects being undertaken in Pakistan.

He said that under Section-33 of NAO, 1999, NAB is mandated for awareness and prevention. Under NAB’s Awareness and Prevention Strategy, NAB has engaged different Governmental, Non-Governmental Organizations, media, Civil Society, and other segments of society to join hands with NAB’s awareness and prevention drive to create awareness among the people, especially the youth, Universities/Colleges and schools students. In this regard a MoU with HEC has also been signed by NAB to create awareness among students against corruption as youth is considered a cutting edge in this fight. Due to this effective three pronged anti-corruption strategy, NAB since its inception, NAB has recovered an amount of Rs. 814 billion while in the current year, it recovered Rs. 323 billion. Beside this, currently 1273 references are under process in Accountability Courts. In addition, NAB’s conviction ratio is about 66 percent, which is one of the best conviction ratios as compared to other sister organizations. 

Inland Revenue seize huge cache of illicit counterfeit cigarettes

ISLAMABAD: In pursuit of the vision of Prime Minister to contain the menace of trade of counterfeit and illicit tobacco, Federal Board of Revenue’s Directorate General of Intelligence & Investigation – Inland Revenue has issued stringent directives to expedite the enforcement measures against the trade of counterfeit/Non-Duty Paid cigarettes. 

A team of DG I&I-IR (Tobacco Squad), through its intelligence network intercepted a vehicle in the vicinity of Burhan Interchange on Motorway. During search of the vehicle, a huge cache of 500 pack rites (5,000,000 sticks) of local brands of cigarettes, involving revenue amounting to Rs. 15.795 million including FED of Rs. 13.5 million and Sales Tax of Rs. 2.295 million were discovered. On inquiry, it was also found that FED and Sales Tax were not deposited in Government Exchequer against supplies of aforesaid cigarettes. Thus, the Directorate of Intelligence and Investigation-Inland Revenue, Islamabad seized the cigarettes and mandatory legal proceedings for recovery of due taxes have been initiated. 

Few weeks ago, the squad of the Directorate intercepted three vehicles carrying 900 pack rites (9,000,000 sticks) of non-duty/taxes paid cigarettes being supplied on the same route.

Chinese envoy call on Foreign minister Shah Mahmood Qureshi

ISLAMABAD: Chinese Ambassador Mr. Nong Rong called on Foreign Minister Shah Mahmood Qureshi at the Ministry of Foreign Affairs today. During the meeting, views were exchanged on China-Pakistan bilateral relations, CPEC, 70th anniversary of Pakistan-China diplomatic relations and vaccine cooperation between the two countries.

The Foreign Minister underscored that Pakistan and China were iron brothers. He highlighted that, with joint efforts of successive generations and leadership, this relationship had transformed into ‘All-Weather Strategic Cooperative Partnership.’ Both countries needed to further expand this relationship to realize closer China-Pakistan Community of Shared Future in New Era, he added.

The Chinese Ambassador briefed the Foreign Minister about upcoming events to celebrate the 70th anniversary of the establishment of diplomatic relations between Pakistan and China. Foreign Minister Qureshi expressed satisfaction that both countries had planned a series of events, spread over the entire year, to celebrate this historic milestone in a befitting manner.

The Foreign Minister appreciated China’s consistent support to Pakistan in its fight against COVID-19. He further underlined that China’s provision of vaccine had been instrumental in saving precious human lives and controlling the pandemic in Pakistan.

Foreign Minister Qureshi maintained that China-Pakistan Economic Corridor (CPEC) was a transformational project and it remained the Government’s number one priority. The Foreign Minister maintained that CPEC had a contributed to Pakistan’s national development and stressed that Pakistan remained committed to making CPEC a High-Quality Demonstration Project of BRI.

The Chinese Ambassador underscored that inauguration of Rashakai Special Economic Zone (SEZ) was a major development. He maintained that it would give more confidence to Chinese investors and companies. He emphasized that, during the second phase of CPEC, both sides would jointly work on key areas of industrialization, agricultural cooperation, job creation and socio-economic development. There was agreement on both sides to ensure expeditious completion of CPEC projects.

Economic ties between Pak, Tajikistan urged

ISLAMABAD: Chairman Senate Muhammad Sadiq Sanjrani has said that Pakistan attaches high importance to its relations with Tajikistan based on strong historic, religious and cultural links and there is a dire need to enhance the trade and economic ties in accordance with a true potential for mutual benefit of the people in both countries.  He expressed these views during a meeting with Emomali Rahmon, President of Tajikistan here on Thursday.  Deputy Chairman Senate Mirza Muhammad Afridi and Ambassador of Pakistan in Tajikistan Imran Haider were also present during the meeting.

Chairman Senate said that the visit of President has further strengthened our bilateral cooperation in all areas of mutual interest.  He said that the signing of landmark joint declaration and a number of agreements / MoUs in the areas of art and culture, disaster management and trade and commerce between the two countries is a welcome development.  Sanjrani appreciated the participation of high-level parliamentary delegation of Tajikistan in the 2nd General Conference of the Parliamentary Assembly of Economic Cooperation Organization (PAECO) in Islamabad.

Chairman Senate also felicitated the President of Tajikistan on the 30th Anniversary of Tajikistan’s Independence and 30th Anniversary of the establishment of diplomatic relations between Pakistan and Tajikistan.

Senate Chief said that the two countries are facing a common challenge of COVID-19.  We are actively considering the proposal to send humanitarian assistance to combat COVID-19 to Tajikistan.  There is marked unanimity of views on major international and regional issues and both the countries cooperate closely in the international and regional fora including UN, OIC, ECO and SCO.

He said that both sides must continue to hold high level political dialogues and parliamentary interactions to deepen cooperation and accelerate follow up on various initiatives.  He said that Parliamentary Friendship Groups between Pakistan and Tajikistan present in both Senate and National Assembly of Pakistan as well as in Majlis Mili (Upper House) and Majlis Namoyandgan (Lower House) of Tajikistan will be activated to further enhance parliamentary interactions between two countries.

Chairman Senate said that volume of bilateral trade in not commensurate with its true potential and existing ties.  It needs to be enhanced through diversification and value addition in multiple sectors.  Pakistan remains committed to further deepen and diversify bilateral ties, particularly in the field of energy, trade & connectivity, defense & security, culture and tourism.

ISLAMABAD:  The Ambassador of the Republic of Indonesia Adam M. Tugio visited the National Institute of Health (NIH) and received by Executive Director National Institute of Health, Islamabad, Major General Dr. Aamer Ikram. 

The two officials exchanged views on the current pandemic situation in Pakistan and Indonesia. Ambassador Tugio was briefed on the measures, which were taken by NIH to control the Covid-19 pandemic in Pakistan and the forward-looking vision of NIH to fight against other infectious diseases in Pakistan.

During the visit, Ambassador Tugio lauded Pakistan’s efforts in fighting the pandemic by ensuring people to implement health protocols, which successfully brought down the number of cases. He specifically commended NIH for making tremendous contributions to improve health care system of Pakistan. Ambassador Tugio also thanked the Ministry of Foreign Affairs for providing COVID-19 vaccines for the diplomatic community in Pakistan and making excellent arrangements of their inoculation at the NIH. Dr. Mumtaz Ali Khan, National IPC Focal Person from NIH also attended the meeting.    

European Union signs 9 million project to support parliamentary development

ISLAMABAD : The European Union continues to support Pakistan in its efforts to strengthen good governance by signing a new 9 million EUR parliamentary support project.

 The aim of the programme is to further consolidate democracy through working with the National Assembly, the Senate and the four Provincial Assemblies of Punjab, KP, Sindh and Balochistan.

 The 3- year project will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in consortium with the Pakistan Institute for Parliamentary Services (PIPS). The European Union will support the work of the six assemblies by strengthening their functioning in terms of capacity, transparency and accessibility as well as accountability towards Pakistani citizens. Specifically, the project consortium will build up capacity regarding the parliamentary core mandates of legislation, oversight, budget and representation. Additionally, the functioning of administrative and support services will be supported.

The EU Ambassador to Pakistan, Androulla Kaminara, thanked GIZ and PIPS for their successful preparatory work and expressed her satisfaction in launching the project: “The EU has been a steadfast supporter of democratic progress in Pakistan for many years and with today’s signature we enter the most ambitious phase of our support yet, focusing, for the first time, assemblies at the national and provincial levels at the same time. Good governance is the backbone of human and democratic development and plays a crucial role in poverty alleviation.”

Mr. Tobias Becker, Country Director GIZ commented: “We are honored that the Consortium of GIZ and PIPS has been entrusted by the EU Delegation and the Government of Pakistan, with the implementation of this highly significant project to support in the strengthening of democratic governance, and to work with the Honorable Members of Parliament and institutions that shape legislation and pave the way for the future human and democratic development of our partner country, Pakistan.

Furthermore, IP5 is the start of a strategic partnership between GIZ and PIPS under the aegis of the European Union’s ongoing engagements to enhance the governance structures in the country.

 As an EU member state marking 60 years of a rewarding development cooperation with Pakistan this year, we also look forward to the opportunity to foster deeper ties with the Government of Pakistan through IP5”.

Mr. Muhammad Anwar, Executive Director, PIPS, added that “the EU’s Parliamentary Support Project certainly is a landmark initiative as it would enable the Pakistan Institute for Parliamentary Services (PIPS) to work closely with GIZ in assisting the Members of Parliament across both sides of isles to develop insights on their arduous tasks of representation, legislation and oversight of the Executive by applying concepts of transparency, inclusivity and participation to achieve effectiveness and efficiency in Parliamentary output at federal and provincial levels. In addition, the project will also undertake capacity building of the Secretariat staff of all legislatures in the country.”

The new project responds to the priorities of the EU-Pakistan Strategic Engagement Plan 2019, specifically to the joint priority “Democracy, Rule of Law, Good Governance and Human Rights” and is financed under the EU’s development cooperation priorities from 2014-2020. Both strategic roadmaps support the implementation of the Vision 2025 and help achieving the Strategic Development Goals (SDGs) set by the UN in its Agenda 2030.

In Pakistan, the EU is committed to a stable, democratic and pluralistic country that respects human rights and benefits from its full economic potential by supporting sustainable and inclusive development for all its citizens. The EU provides Pakistan with about €100 million annually in grants for development and cooperation. Among other issues, the EU supports Pakistan in its efforts to tackle poverty, increase education, promote good governance, human rights, rule of law and ensure sustainable management of natural resources. EU-funded projects cover all of Pakistan with a special focus on Sindh and Balochistan.

No salary for Sindh govt employees refusing COVID-19 vaccination

KARACHI : Sindh Chief Minister Murad Ali Shah has directed authorities to stop the salaries of government employees who are not getting themselves vaccinated against the coronavirus.

During the coronavirus Task Force meeting held under the chair of the chief minister, the coronavirus situation in the province was discussed and the overall statistics of vaccination in the province were also reviewed.

CM Murad said salaries of unvaccinated Sindh government employees should not be released if they did not get the coronavirus vaccination and issued directives to the finance ministry in this regard.

According to the Sindh Health Department, 1,550,553 people have been vaccinated in the province so far, while 1,121,000 people have received the first dose and 429,000 people have been fully vaccinated against the virus.

The meeting was briefed that 78,799 people were vaccinated in Sindh in the last 24 hours.

According to the NCOC, more than 79.53 million people have been vaccinated across the country so far. The national coronavirus monitoring body has set a target of vaccinating 70 million people in the country this year.

Various projects started under Naya Pakistan Housing Program: Senate informed

Islamabad : The Senate was informed on Thursday that various projects have been started under Naya Pakistan Housing Program (NPHP) to realize the promise made by Prime Minister Imran Khan for construction of five million houses.

Adviser on Parliamentary Affairs Babar Awan told the House during question hour on Thursday that forty-five thousand low cost housing units are under construction all over the country including in Lahore, Nowshera, Islamabad and Peshawar.

The Adviser said that the private sectors have submitted one hundred and eighty proposals to Naya Pakistan Housing and Development Authority for construction of more than three million housing units. Out of these forty five projects comprising seventy thousand housing units have been shortlisted. Work on these projects would start very soon.

The adviser said a project of approximately twenty three hundred houses at government land in Islamabad is in its evaluation process and will be accomplished soon.

Babar Awan said the peri urban housing project has been started under which forty one sites for construction of 10239 low cost units have been identified. Earth breaking ceremonies have been held at twelve locations and seventeen more locations will be inaugurated in near future.  He said 15300 housing units are being constructed by Federal Government Employees Housing Authority.

Minister of State for Parliamentary Affairs Ali Muhammad Khan said the scope of Ehsaas program has been expanded to provide assistance to the disadvantaged segments of the society. He said under Ehsaas Kafaalat program, the federal government has increased the amount of quarterly stipend from five thousand rupees to six thousand rupees per beneficiary. He said the government has also decided to increase the number of Kafaalat beneficiaries from around five million to seven million. The number of beneficiaries is expected to be further increased to eight million by the end of current year. He said about one hundred and eighty billion rupees were disbursed under Ehsaas Cash Emergency Program amongst the under privileged segments of the society after the breakout of COVID-19 last year. He said this cash assistance was disbursed in the most transparent manner.

Minister for Aviation Ghulam Sarwar Khan said it must be appreciated that the present government took action against pilots possessing suspicious licenses. He said fifty pilots were terminated and thirty two suspended after an inquiry. He said restrictions on the PIA flight operation to the European countries will be lifted after International Civil Aviation Organization’s safety audit in October or November this year.

The Senate today passed the Public Private Partnership Authority Amendment Bill, 2021.

It was moved by Minister of State for Parliamentary Affairs Ali Muhammad Khan.

Responding to the points of PPP leader Sherry Rehman, Leader of the House Shahzad Waseem said that the facts will be brought to fore in journalist Asad Toor’s incident. He said we have reached close to tracing the culprits who will be brought to justice. He said the baseless allegations against the security institutions are part of fifth generation warfare against Pakistan.

Responding to the points of some opposition members, Minister of State for Parliamentary Affairs Ali Muhammad Khan said the PTI government stands behind the media He, however said allegations should not be hurled against the security institutions without any evidence. He said our forces have rendered immense sacrifices in the war against terrorism.

Opposition is totally confused in all issues: Fawad

Islamabad : Minister for Information and Broadcasting Chaudhry Fawad Hussain says the opposition is totally confused in all issues.

In a tweet on Thursday, he said on one hand, the opposition is saying that it will hinder passage of the budget in the parliament; while on the other, they are holding pre-budget seminars.

The Minister said if the opposition comes to parliament and fulfills its constitutional responsibilities, including on electoral reforms, it will be welcoming. He said the government will give due consideration to their practicable suggestions.
