Portugal votes in presidential election battered by deadly storms

LISBON, FEB 8: Portugal, which is reeling from a battering by deadly storms, began voting in the second round of a presidential election on Sunday, with the moderate candidate expected to trounce his far-right rival.

The election campaign has been disrupted by the storms, which have killed at least seven people, and at least 14 of the worst affected constituencies have postponed voting for nearly 32,000 people by one week.

Polling stations opened at 8:00 am (0800 GMT), with 11 million voters at home and abroad eligible to cast their ballots. First exit polls are expected around 8:00 pm.

                  Socialist candidate Antonio Jose Seguro is almost certain to beat outspoken far-right leader Andre Ventura but the far-right score will nevertheless be watched closely.

                  Ventura’s Chega (Enough) party was only created in 2019 but is now the largest opposition force in parliament.

                  The storms and fierce gales that swept in from the Atlantic have killed at least seven people and left an estimated four billion euros ($4.7 billion) in damage.

                  The latest victim — before the weather improved during the weekend — was a 46-year-old volunteer with the emergency services who died trying to cross a flooded zone on Saturday.

                  Ventura, who is trailing Seguro in the polls, alleged Portugal’s political leaders had shown themselves to be “useless” and called for the election to be postponed.

                  That demand was rejected and Seguro, during his last campaign rally on Friday, accused Ventura of “doing everything to keep the Portuguese from turning out to vote”.

                  – ‘Devastating’ –

                  Seguro, 63, is a veteran political operator and former Socialist party leader. One opinion poll on Wednesday put him on 67 percent.

                  He won the first round of the election, in which 11 candidates were standing, with 31.1 percent of the vote, ahead of the 43-year-old Ventura on 23.5 percent.

                  Storm Kristin killed five people when it swept across Portugal last week and Storm Leonardo claimed another victim on Wednesday.

                  Prime Minister Luis Montenegro said the storms had caused a “devastating crisis” but that the threats to voting could be overcome.

                  The last presidential election went ahead five years ago despite the coronavirus pandemic, outgoing president Marcelo Rebelo de Sousa said he had told Ventura on Friday.

                  Montenegro, whose minority centre-right government has to rely on support from either the Socialists or the far right to get legislation through parliament, declined to endorse either if the second-round candidates, after his party’s contender was eliminated in the first round.

                  Seguro and Ventura have drastically rewritten their election scripts to focus on the towns and villages worst hit by the floods and storm damage.

                  Ventura has attacked the government’s response to the storms and Seguro has cast off his stance as a unifying candidate to also criticise the government.

                  He said he was “shocked” by the state’s efforts to get the country back on its feet.

BEIJING: China on Sunday condemned an attack on a mosque in Islamabad, pledging support for the government’s efforts to “maintain national security and stability”.

“China is deeply shocked by the deadly explosion in Islamabad and the heavy casualties it has inflicted. China mourns for the lives lost, and our hearts go out to the injured and those who lost their loved ones,” the foreign ministry said in a statement.

“China strongly condemns the attack, opposes any form of terrorism and firmly supports the Pakistani government in safeguarding national security and stability and protecting the safety of the people,” it added.

The condemnation comes in the wake of the deadly attack at Imambargah and Mosque Khadijat-ul-Kubra in Islamabad’s Tarlai area during Friday prayers, which left at least 33 people martyred and dozens injured.

The suicide bomber opened fire before detonating himself at the entrance of the imambargah.

Investigators said they recovered the suspected bomber’s identity card at the blast site, which showed his name as Yasir, 32, a resident of Peshawar, according to the National Database and Registration Authority (Nadra).

They added that the attacker had been living in Afghanistan for the past five months, where he received training in the use of weapons and suicide bombing.

‘Turkiye condoles loss of lives’
Separately, Deputy Prime Minister Senator Ishaq Dar spoke with Turkiye Foreign Minister Hakan Fidan, expressing gratitude for Istanbul’s support following the blast.

According to a statement issued by the Foreign Office, Fidan conveyed condolences on behalf of President Recep Tayyip Erdogan, himself, and the people of Turkiye over the tragic loss of lives in the attack.

Dar thanked the Turkish leadership for their solidarity and reaffirmed Pakistan’s commitment to combating terrorism and ensuring the safety of its civilians.

“Both leaders also exchanged views on bilateral relations, matters of mutual interest, and key regional & international developments,” the statement added.

‘Suicide attacker used 4kg of explosive’
Meanwhile, investigations into the blast are underway, with sensational revelations emerging.

According to sources, the suicide attacker fired two shots along the way and six more inside the hall before carrying out the blast in the mosque. Around four kilogrammes of explosive material were used in the attack.

Sources added that the explosive device contained a large number of ball bearings. The attacker allegedly wore the suicide jacket in Nowshera and reached Islamabad via public transport.

Before the attack, he reportedly sat for a while at a nearby hotel and then walked to the mosque from Khanna Road.

The investigators revealed that the attacker conducted reconnaissance of the mosque on February 2. Before the attack, he had travelled to Afghanistan in May and returned in June, after which he activated a new mobile SIM card in Bajaur.

‘Mastermind held’
A day earlier, Interior Minister Mohsin Naqvi confirmed that the mastermind of the attack, associated with the banned Daesh, is in the custody of Pakistan along with the attacker’s facilitators.

Addressing a presser in Islamabad, he said that the mastermind and the facilitators of the deadly attack were arrested in raids conducted in Khyber Pakhtunkhwa’s Peshawar and Nowshera immediately after the blast.

“I am telling you again with clarity that their [terrorist outfits] entire funding is being provided by India. All targets being provided to them by India,” Naqvi said during his presser.

He added that the KP Counter Terrorism Department has arrested all individuals linked to the attack, adding that the CTD and other agencies worked together as a team during the operations.

During the raids, he said that a KP policeman was martyred and a few others were injured.

Set to chase a daunting 183-run target, the Blackcaps struck the winning runs for the loss of five wickets and 13 balls to spare, courtesy of the third-wicket partnership between Seifert and Glenn Phillips.

New Zealand had a contrasting start to the pursuit as Mujeeb Ur Rahman dismissed Finn Allen (one) and Rachin Ravindra (zero) on successive deliveries in the second over.

With the scoreboard reading 14/2 in 1.4 overs, Phillips joined Seifert in the middle, and the duo raised an emphatic recovery by putting together 74 runs for the third wicket at a brisk pace.

Afghanistan captain Rashid Khan eventually broke the threatening partnership in the 10th over by dismissing Phillips, who made 42 off 25 deliveries with the help of seven fours and a six.

Seifert was then involved in a 36-run partnership for the fourth wicket with Mark Chapman until eventually walking back after top-scoring with a 42-ball 65, studded with 10 boundaries, including three sixes.

TOKYO, FEB 8: Voting is underway in Japan’s snap elections, despite the heavy snowfall, which is affecting Tokyo and other cities.

Despite the severe cold, people are heading to polling stations to exercise their right to vote. Election forecasts said that Prime Minister Sanae Takaichi’s party could win 300 or more of the 465 seats. 

Moreover, Takaichi, 64, who became prime minister in October after being selected LDP leader, called the rare winter election to try to ride a wave of personal popularity.

With a straight-talking style and an image as a hard worker that have won her support, Takaichi has accelerated military spending to counter China, angering Beijing, and pushed for a sales-tax cut that has rattled financial markets.

“If Takaichi wins big, she will have more political room to follow through on key commitments, including on consumption-tax cuts,” said Seiji Inada, managing director at FGS Global, a consultancy. “Markets could react in the following days, and the yen could come under renewed pressure.”

Her promise to suspend the 8% sales tax on food for two years to help households cope with rising prices has spooked investors concerned about how the nation with the heaviest debt burden among advanced economies will fund the plan.

Niigata resident Mineko Mori, 74, padding through the snow with her dog early on Sunday, said she worried that Takaichi’s tax cuts could saddle future generations with an even bigger burden.

Mori planned to vote for Sanseito, a small far-right party that broke through in a 2025 upper house ballot with promises to crack down on badly behaved foreigners and control immigration.

But younger voters are among the most supportive of Takaichi, with one recent poll finding more than 90% of those under 30 favoured her.

The prime minister has sparked an unlikely youth-led craze called “sanakatsu”, roughly translated as “Sanae-mania”, with the products she uses, such as her handbag and the pink pen she scribbles notes with in parliament, in high demand.

That young cohort, however, is less likely to vote than the older generations that have long been the bedrock of LDP support.

On Thursday, Takaichi received the endorsement of U.S. President Donald Trump, a signal that may appeal to right-leaning voters.

If the coalition of Takaichi’s LDP with the Japan Innovation Party, known as Ishin, wins a supermajority of 310 seats, she could override the upper chamber, where the coalition does not have a majority.

LAHORE, FEB 8: In the aftermath of Pakistan’s announcement to boycott its T20 World Cup 2026 match against India, Bangladesh Cricket Board (BCB) President Aminul Islam has arrived in Pakistan, sources said on Sunday.

During his stay in Pakistan, the BCB chief, sources added, will attend the International Cricket Council’s (ICC) emergency meeting later today, with other board members also expected to participate.

Islam will also meet Pakistan Cricket Board (PCB) Chairman Mohsin Naqvi before departing for Dhaka, the sources said.

Meanwhile, an ICC delegation led by its deputy chairman is also due to reach Pakistan at 4:30pm, to discuss the situation arising after Pakistan’s boycott of India match.

The development comes against the backdrop of Pakistan’s decision to boycott its World Cup match against India, scheduled for February 15, amid what the PCB has described as the ICC’s biased approach, with Bangladesh playing a central role in the dispute.

Tensions flared between the cricket boards of Bangladesh and India after Bangladesh’s star pacer Mustafizur Rahman was dropped from the Indian Premier League (IPL) on the directions of the Board of Control for Cricket in India (BCCI), sparking outrage in Dhaka.

Later, the BCB requested the ICC to shift its matches outside India, but the international cricket body rejected the plea. Following the BCB’s firm stance, the ICC replaced Bangladesh with Scotland in the tournament, saying it was not feasible to change the schedule so close to the February 7 start of the event.

Furthermore, the PCB has dismissed reports by Indian media claiming that it had offered dialogue to the ICC to resolve the issue surrounding its decision to boycott the India match.

PCB spokesperson Amir Mir issued the rebuttal after Indian journalist Vikrant Gupta claimed that the PCB had reached out to the ICC for dialogue on the India-Pakistan World Cup game.

Any clash between arch-rivals India and Pakistan is one of the most lucrative fixtures in cricket, worth millions of dollars in broadcast, sponsorship and advertising revenue.

In commercial terms, the overall value of a single India-Pakistan T20 match is estimated at around $500 million, or approximately INR45,000 crore, when broadcast rights, advertising premiums, sponsorship activations, ticket sales and downstream commercial activity are taken into account.

According to a report, advertising slots during an India-Pakistan T20 match command between INR25 lakh and INR40 lakh for a 10-second spot, significantly higher than even knockout matches involving India against other top teams.

The most immediate financial impact would be felt by the official broadcast rights holder, as advertising revenue from the India-Pakistan match alone is estimated at around INR300 crore, the Indian publication cited industry projections as suggesting.

The BCB chief’s reported arrival in Pakistan is also being viewed in the context of earlier Indian media reports claiming that the ICC was seeking back-channel talks with the PCB and had tasked its deputy chairman Imran Khwaja, to engage with the Pakistani board on the issue.

ISLAMABAD, FEB 8 /DNA/ — In a major diplomatic overhaul announced today, Prime Minister Shehbaz Sharif has approved a comprehensive reshuffle involving 24 senior postings and transfers within Pakistan’s Ministry of Foreign Affairs, aimed at revitalizing the country’s overseas representations across critical regions including Europe, North America, the Middle East, and neighboring states.

Among the most prominent changes, Captain (retd) Usman Tipu has been nominated as Pakistan’s new High Commissioner to the United Kingdom, succeeding Dr Faisal in London. The UK mission remains one of Pakistan’s most strategically vital postings, given its central role in fostering political ties, providing consular services, and engaging with the large Pakistani diaspora.

Dr Faisal, who previously served as Foreign Office spokesperson and ambassador to Germany, is widely regarded as a frontrunner to succeed Foreign Secretary Amna Baloch upon her anticipated retirement in September.

WANKHEDE, FEB 7: India defeated the United States by 29 runs as a disciplined bowling attack helped the hosts comfortably defend a 162-run target in the third match of the ICC Men’s T20 World Cup 2026 at Wankhede Stadium on Saturday.

Set to chase a daunting 162-run target, USA’s batting unit could accumulate 132/8 in their 20 overs despite an anchoring 58-run partnership for the fourth wicket between Milind Kumar and Sanjay Krishnamurthi.

The duo attempted to launch a recovery after USA had been reduced to 13/3 in 3.2 overs as Mohammed Siraj and Arshdeep Singh dismantled their top-order.

The crucial stand was eventually broken by Varun Chakravarthy in the 12th over by dismissing Kumar, who made a run-a-ball 34.

Krishnamurthi was then involved in a brief 27-run partnership for the fifth wicket with Shubham Ranjane before he fell victim to Axar Patel after scoring a 31-ball 37, laced with two sixes and a four.

Following his dismissal, USA lost two more wickets at an alarming rate, but Ranjane retaliated until the final delivery of the innings, which saw him get lbw off Siraj, who led India’s bowling charge with economical figures of 3/29 in his four overs.

DAMASCUS: Syria and Saudi Arabia signed deals on Saturday that include a joint airline and a $1-billion project to develop telecommunications, officials said, as Syria seeks to rebuild after years of war.

Saudi Arabia has been a major backer of Syria’s authorities who took power after toppling longtime ruler Bashar al-Assad in December 2024.

The new authorities in Damascus have worked to attract investment and have signed major agreements with several companies and governments, including Saudi Arabia and other Gulf states.

Syrian Investment Authority chief Talal al-Hilali announced a series of deals including “a low-cost Syrian-Saudi airline aimed at strengthening regional and international air links”.

The agreement also includes the development of a new international airport in the northern city of Aleppo, and redeveloping the existing facility.

Hilali also announced an agreement for a project called SilkLink to develop Syria’s “telecommunications infrastructure and digital connectivity”.

Syrian Telecommunications Minister Abdulsalam Haykal told the signing ceremony that the project would be implemented “with an investment of around $1 billion”.

For decades, Syria was unable to secure significant investments because of Assad-era sanctions.

But the United States fully removed its remaining sanctions on Damascus late last year, paving the way for the full return of investments.

Syria and Saudi Arabia also inked an agreement on water desalination and development cooperation on Saturday.

At the ceremony, Saudi Investment Minister Khalid Al-Falih announced the launch of an investment fund for “major projects in Syria with the participation of the (Saudi) private sector”.

The deals are part of “building a strategic partnership” between the two countries, he said.

Syria’s Hilali said the agreements targeted “vital sectors that impact people’s lives and form essential pillars for rebuilding the Syrian economy”.

Syria has begun the mammoth task of trying to rebuild its shattered infrastructure and economy.

In July last year, Riyadh signed investment and partnership deals with Damascus valued at $6.4 billion to help rebuild the country’s infrastructure, telecommunications and other major sectors.

A month later, Syria signed agreements worth more than $14 billion, including investments in Damascus airport and other transport and real estate projects.

This week, Syria signed a preliminary deal with US energy giant Chevron and Qatari firm Power International to explore for oil and gas offshore.

LAHORE, FEB 7: The Pakistan Cricket Board (PCB) on Saturday dismissed reports by Indian media claiming that it had offered dialogue to the International Cricket Council (ICC) to resolve the issue surrounding its decision to forfeit the India match in the T20 World Cup 2026.

PCB Spokesperson Amir Mir issued the rebuttal after Indian journalist Vikrant Gupta falsely claimed that the PCB reached out to ICC for a dialogue on the India-Pakistan World Cup game.

In a X post, the Indian journalist claimed PCB reached out to ICC for a dialogue on the India-Pakistan World Cup after the ICC replied to their official communication.

Responding to his claims, the PCB spokesperson said: “I categorically reject the claim by Indian sports journalist Vikrant Gupta that PCB approached the ICC.”

“As usual, sections of Indian media are busy circulating fiction. A little patience and time will clearly show who actually went knocking and who didn’t,” Mir added.

The rebuttal came after AFP reported that ICC was in talks with the PCB to resolve the boycott of its T20 World Cup 2026 match against India on February 15.

The decision was announced following a meeting between PCB chairman Mohsin Naqvi and Prime Minister Shehbaz Sharif on February 1.

“The Government of the Islamic Republic of Pakistan grants approval to the Pakistan Cricket Team to participate in the ICC World T20 2026,” the government said in a post on X at the time.

“…however, the Pakistan Cricket Team shall not take the field in the match scheduled on 15th February 2026 against India.”

The PCB reached out to the ICC after a formal communication from the cricket’s world body, a source close to the developments told AFP.

The ICC was seeking a resolution through dialogue and not confrontation, the source added.

The 20-team tournament has been overshadowed by an acrimonious political build-up after Bangladesh, who refused to play in India citing security concerns, were replaced by Scotland.

As a protest, Pakistan refused to face co-hosts India in their Group A fixture.

Pakistan, who edged out Netherlands in the tournament opener on Saturday, will lose two points if they forfeit the match and also suffer a significant blow to their net run rate.

India skipper Suryakumar Yadav said this week that his team would travel to Colombo for the clash.

Pakistan and India have not played bilateral cricket for more than a decade, and meet only in global or regional tournaments.
