NCOC DECIDES CLOSING COVID-19 VACCINATION CENTRES ONCE A WEEK

ISLAMABAD, APR 07 (DNA) – The National Command and Operation Centre (NCOC) has decided closure of the COVID-19 vaccination centres across the country once a week.

The NCOC approved weekly holiday of coronavirus vaccination centres and issued directives to the provincial chief and health secretaries regarding its closure for a day in a week.

According to sources the vaccination centres will be closed on Friday in order to give rest to the administrative and medical staff. On the weekly holidary, the vaccination centres will complete their tasks including vaccine transfer and other related matters.

Earlier on April 5, the government had decided to administer Covid-19 jabs to elderly people aged 80 and above at their homes after the National Command Operation Center (NCOC) approved the recommendation.

The decision came after NCOC huddle had given go-ahead to the recommendations put forward by the huddle and has thus directed all the provinces to begin vaccination drive at home for the elderly who cannot wait at designated centers.

The local health authorities will be responsible to facilitate the home vaccine drive, sources confirmed, as the people will reach out to local officials to get themselves registered.

The NCOC’s decision comes in a bid to encourage the elderly to take the jabs readily without hassle while about a million people have been already vaccinated against the global pandemic to develop immunity against it. = DNA

PM IMRAN, RUSSIAN FM AGREE ON PEACEFUL RESOLUTION OF KASHMIR DISPUTE

ISLAMABAD, APR 07  (DNA) – Prime Minister Imran Khan on Wednesday met with a Russian delegation led by Foreign Minister Sergey Lavrov, who is on a two-day visit to Pakistan.

A multitude of important issues were discussed in the meeting including improving bilateral relations as well as a peaceful resolution of the Kashmir dispute.

The Prime Minister fondly recalled his interaction with President Vladimir Putin during the Shanghai Cooperation Organization (SCO) Summit in Bishkek in June 2019, where he had underscored his desire to take the bilateral relationship to a new level.

Imran Khan reaffirmed Pakistan’s resolve to expeditiously conclude the requisite legal process for the “Pakistan Stream” (North-South) Gas Pipeline project and commence the work as early as possible. He reiterated the importance Pakistan attached to its relations with Russia as a key foreign policy priority.

The Prime Minister expressed satisfaction at the steady growth in bilateral ties, including deepening cooperation in trade, energy, security and defence.

Enhanced bilateral cooperation in the fields of energy, industrial modernization, railways and aviation was discussed. It was agreed that the Inter-Governmental Commission (IGC), due to meet in Moscow later this year, would closely pursue specific proposals and projects in that context.

Views were also exchanged on the health and economic challenges posed by the COVID-19 pandemic. The Prime Minister congratulated Russia on its development of Sputnik-V Vaccine and underscored Pakistan’s procurement plans in that regard.

In the regional context, the Prime Minister stressed the importance of a negotiated political settlement of the conflict in Afghanistan. Pakistan appreciated Russia’s efforts in promoting the Afghan peace process including through the hosting of the recent meeting of Extended Troika in Moscow.

With reference to the situation in Indian Illegally Occupied Jammu and Kashmir (IIOJK), the Prime Minister shared Pakistan’s perspective on issues of peace and security in South Asia, including the need for peaceful resolution of the Jammu and Kashmir dispute.

Views were also exchanged on the situation in West Asia, the Gulf, the Middle East, and the Asia-Pacific region. The Prime Minister reiterated his invitation to President Putin to visit Pakistan at his earliest convenience.  = DNA

IPS-KARACHI UNIVERSITY INK MOU FOR JOINT RESEARCH AND PUBLICATIONS ENDEAVORS


ISLAMABAD, APR 7 /DNA/ – A memorendum of understanding (MoU) was signed between Institute of Policy Studies (IPS), Islamabad and Karachi University to foster joint efforts in the areas of research, dialogue and publications on policy related affairs.

The agreement was signed on behalf of the two institutions by Vice Chancellor Karachi University Dr Khalid Mahmood Iraqi, Chairman IPS Khalid Rahman, Director ORIC (Office of Research Innovation and Commercialization), Karachi University Dr Alia Rehman, IPS’ Vice Chairman Ambassador (r) Syed Abrar Hussain and IPS’ GMO Naufil Shahrukh in a ceremony held via video link.

Speaking on the ocassion, Dr Khalid Iraqi, Khalid Rahman, Syed Abrar Hussain shed light on the need and significance of collaborated efforts for promotion of policy studies. Prior to signing of the agreement, IPS’ focul person in Karachi University Assistant Professor Samina Qureshi shared views on longstanding relations between the two institutions and probable areas of cooperation for future.

ZULFI BUKHARI WELCOMES PIA FOR OPERATING SPECIAL FLIGHTS TO UK

ISLAMABAD, APR 07 (DNA) – Special Assistant to the PM on Overseas Pakistanis Zulfiqar Bukhari has welcomed Pakistan International Airlines (PIA) for operating 13 special flights to the United Kingdom.

Zulfiqar Bukhari said in a Twitter message, ‘Thank you’ PIA for coming up with 13 special flights to UK despite European Union Aviation Safety Agency (EASA) restrictions before the implementation of April 9 ban – with more to come.

The SAPM added, “It’s been a tough time for people specially overseas Pakistanis returning to UK. Happy to see Civil Aviation [CAA] and PIA working together to facilitate people.”

In another tweet, Bukhari also showed gratefulness to the international carriers including British Airways (BA) and Virgin Atlantic, Turkish Airlines and Gulf Air for providing much needed and timely help to UK-based overseas Pakistanis.

He detailed that the remaining flights to be operated to Britain will include five by British Airways including three scheduled and two extra flights, three by Virgin Atlantic, four by PIA/affiliated, two by Turkish Airlines and one by Gulf Air.

On April 3, Pakistan International Airlines (PIA) had decided to operate additional two-way flights between Pakistan and Britain.

The decision was taken after the United Kingdom (UK) added more countries including Pakistan and Bangladesh to its red list from April 9 – 2021 in order to curb the spread of COVID-19 variants internationally.

The British authorities had added Pakistan, Bangladesh, the Philippines and Kenya to its red list to be effective from 4:00 am (local time) Friday, April 9 – 2021 for implementing travel bans on visitors from the countries. = DNA

FPCCI ORGANIZES INTERCONNECTED BUSINESS SERIES II: PAKISTAN & TURKEY

Karachi (DNA): Pakistan Turkey Joint Business Council (PTJBC) of The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) and Foreign Economic Relations Board of Turkey (DEİK) organized a joint meeting/session “Interconnected Business Series: Turkey Pakistan” at Federation House, Karachi and DEIK Head Office, Istanbul, Turkey virtually to enhance the bilateral trade and economic relations between both countries. The meeting was followed by B2B networking sessions on Food, Beverages, construction, construction material & Machinery, Medical Equipment and their Technologies in order to provide the new avenues of bilateral trade and investment.

The Meeting was addressed by Mian Nasser Hyatt Maggo, President of FPCCI, Mr. Arshad Jan, Deputy Head of Mission, Embassy of Pakistan,Mr. Amjad Rafi, Chairman, FPCCI Pakistan-Turkey Joint Business Council and Mr. Bilal Pasha Consul General of Pakistan in Istanbul from Pakistan side and Mr. İhsan Mustafa Yurdakul, Ambassador of  Turkey in Islamabad, Mr. Ahmet Cengiz Özdemir, Chairperson, DEIK/Turkey-Pakistan Business Council, Mr. Demir Ahmet Sakin, Commercial Counselor of Turkey and Eyyup Yildirin Commercial Attache of Turkey in Karachi from Turkish side.  The B2B/networking session was attended by more than 135 top Pakistani and Turkish companies representing Food, Beverages, construction, construction material, medical equipment and their Technologies and Directors & members of Pakistan Turkey Joint Business Councils.

In his remarks, Mian Nasser Hyatt Maggo, President FPCCI underlined the need of harmonization of standards so that the trade via third country could be reduced. He also acknowledged the visit of President of Turkey Tayyib Erdogan in February 2020 and transformation of the existing relations into Strategic Economic Framework (SEF) which is a road map for deepening economic cooperation for enhancement of bilateral relations in trade, tourism, healthcare, hospitality, industry, education, housing, agriculture, aviation and banking.  He also underlined the need of enhancement of commercial ties by expanding interaction of businessmen of both nations, exchange of delegations subject to COVID improvement and holding of Exhibitions etc. He also highlighted the opportunities available in construction industry of Pakistan due to Naya Pakistan project announced by Prime Minister Imran Khan wherein 5 million low cost houses to be constructed and invited Turkish businessmen to invest in low cost houses construction. 

Mr. Amjad Rafi, Chairman Pakistan Turkey Joint Business Council discussed in detail the trade prospects between both countries, highlighted the joint ventures and collaboration in tourism, IT, health and education sectors. He showed his concern over the declining of bilateral trade particularly Pakistan’s export to Turkey due to imposition of additional custom duties on textile and other products by Turkey. He appreciated the presence of Both Diplomatic Missions which shows that Governments are very keen to facilitate business. He also suggested creation of B2B portal of Pakistani and Turkish Companies for trade, joint ventures etc. He also emphasized on the revival of cargo train ITI and suggested that both DEIK (Turkey) and PTJBC (Pakistan) should propose a workable Freight and Time Schedule of both sides jointly advice their government ( Ministry of Railway) Workable Freight Charges and Punctual Time Schedule as this is the interest of all Stakeholders.

Mr. Ahmet Cengiz Özdemir, Chairperson, DEIK/Turkey-Pakistan Business Council underlined the need of enhancement of trade, collaboration in transportation corridor and diversification of relations in various field. He also highlighted the opportunities in energy, CPEC, housing, SMEs, tourism, transportation area for joint collaboration.

Mr. Arshad Jan, Deputy Head of Mission/Minister, Embassy of Pakistan also showed his concern over the pandemic which has reduced commercial activities and highlighted the investment opportunities in economic zones and SEZs of Pakistan. He ensured his continuous efforts and support for the enhancement of trade relations.

Mr. İhsan Mustafa Yurdakul, Ambassador of the Republic of Turkey suggested collaboration in blue economy which is linked with maritime activities, ship building and aqua culture. He also appreciated DEIK and FPCCI for providing platform for B2B meetings regularly for business community.

During the second session, Mr. Bilal Pasha Consul General of Pakistan in Istanbul, Mr. Demir Ahmet Sakin, Commercial Counselor of Turkey and Eyyup Yildirin Commercial Attache of Turkey in Karachi made a detail presentation highlighting the business and investment opportunities of Pakistan and Turkey  in Food, beverages, medical equipment and construction sector.

EXPERTS CALL FOR ENSURING EASE OF DOING BUSINESS

ISLAMABAD, APR 7 -Tax reforms and more fiscal powers to provinces would improve the revenue collection. Sales tax should be collected by the provinces instead of federal agencies for efficient tax regime. The speakers said this while sharing their views during the public private dialogue (Hybrid) to discuss pre-budget proposals and Better Business Regulations jointly held by Sustainable Development Policy Institute (SDPI) and Institute of Business Administration (IBA) Sukkur.

Former Finance Minister of Sindh, Mr Asad Ali Shah, emphasized on the need to reexamine the entire government tax structure. He said that we should focus on digital solutions for transparency of budget making. Besides, Pakistan needs to push for skill development, education, and health sector particularly human capital.      

“The government should create an environment for ease of business with reducing cost of business,” Mr Shah said and added further that we need to invest in indigenous skill development at provincial level.

Member Sindh Revenue Board, Mr Mushtaq Kazmi, informed the participants that most of the business enterprises need to file five taxes which is quite a hassle. Thus, Sindh Revenue Board and others revenue agencies are signing MOU with FBR to have central portal for a single return for easing of business.  

He said that National Tax Council will be advised to reduce the tax rate. Sales tax in term of collection should be with the provinces.

Professor of economics, IBA Sukkur, Dr Waqar Akram, emphasized that it is time to think out of the box for ease of business. Business regulations are important to ease the procedures of doing business with small capital. The key to success lies in Research & Development (R&D) and educational institutes could play an important role in market development and strong policy formulation, he added.    

Mr Abdul Majid from Sindh Revenue Board was of view that SBR is improving the ease of business by using Information technology. Thus, the registration process has been eased and tax collection is being made electronically.

Dr Vaqar Ahmad, Joint Executive Director, SDPI, opined that the upcoming budget should respond to three main challenges such as evaluating why foreign investment inflows are declining and if how to capitalize on opportunities arising from COVID-19.  Likewise, for post pandemic recovery, Sindh government will need to expedite disbursements to support micro enterprises including those in the informal sector as it would be critical for job creation.  

Ms Shaista Ayesha from SEED Ventures, emphasized that developing capacity of youth, IT interventions gender diversity re the areas that should be focused. The registration of business for the women and youth should be simplified and capacity building is required in term of understating of formal economy for women youth enterprises.

President Association of Chartered Certified Accountants (ACCA) Pakistan, Mr Sajjeed Aslam, said micro enterprises in rural Sindh are facing several problems as they have no access to market. 10-15 % from the SMEs should be added to the government procurement rather than focusing on established large-scale businesses, he suggested.

Ms Maheen Salman, Independent Consultant, was of view that the developing local industries will be supportive in growth of SMEs. Mr Abdul Jabbar, Business Leader, opined that sales taxes should be collected by provinces rather than federal agency. Tax policy principle is taxes should be low rate, broad based and predictive wherever possible should be flat, he added.

Earlier, Mr Ahad Nazir from SDPI, highlighted the potential of Sindh is a land of potential in term of natural resources and businesses and thus, these resources should be tapped through the right policy measures.   

JAPAN IN SPRING

Gloomy lockdown in beautiful spring makes me nostalgic about my stay in Japan and the and   the lovely springs that I enjoyed in different parts of the  country The first spring  was  experienced during my cardiology  training in Tokushima  university.

what  took  me there is a frequently  asked question .It  dates  back to my studies  in Mc Master’s university in Canada and then   Mayo   clinic  Minnesota in the  US ,where I had gone for my post graduate training  ,after  graduating  from King  Edwards  medical college  in Lahore

At both these prestigious  universities   I was thoroughly  impressed by                                                             Original work and the research by the japanes  cardiologists  ,so I decided to go to japan  to have first  hand  experience.it was not easy but I   was  bent upon visiting japan and  finally  landed at Tokushima  airport  on the  20th  of March  1992

I was greeted  very warmly  by the Dean  and  the    professorial  staff of cardiology  depepartment

It was a new world all together   ,homogeneity of  society  ,very rich  culture and above  all  THE  CHERRY  BLOSOMS  were  out of this world

My university  was in Shikoku [four  countries] prefecture It is famous for its towering   mountains  in the   middle  of island and has  its  share of natural marvels  and attractions  not be  missed.

Like our twin cities of Rawalpindi  and Islamabad ,Tokushima too has a twin city Naruto,a place  famous for  Whirlpools, as a matter of  fact it is among  the world,s top three  whirlpools

In between sky and  the  whirlpools is  Naruto  bridge  ,a beautiful  piece of architecture,  is simply awe  inspiring Shikoku,s history can be traced back all the way  back  to the era ,when Bhuddism   was  first  introduced to Japan   from  China,so this     prefecture   is full  of  ancient,historical temples and shrines and has breath taking   scenery[only in tokushima  there are  86  temples and shrines]

Now coming  back to  Spring —–In japan  it is synonymous  with Sakura[cherry  blossom] and  Hanami ,it literally  translates to  flower [hana] viewing [ mi ]  It  is  much more than just admiring  flowers,though  it is a celebration  of newness but  it is also transience Hanami and sakura are a major cultural phenomenon throughout   the country  and heralds  the arrival of spring .

Boughs  upon Boughs of  cherry  blossoms   decorate the  sky  in pale  pink,their  delicate  silhouette  no larger than a thumb.

Beneath   this   sea  of  flowers  is the huge  sea of  plastic  mats The  delicate cherry  blossom trees  bloom  and from the  very  first pop of  colour  to the  last  fallen patel , the  people   celebrate  Hanami

The  full  bloom of cherry  blossoms happen from late  March   to Early april.It is also a season  of   many   changes  in Japan  including  graduations   and  entrance ceremonies   to school, so there  are  many  reasons  to celebrate.

 Academic  and  fiscal year also  starts   from 1st April This fleeting  beauty   of Japan  is  renowned  all  over  the   world

On the 3rd day  of  my arrival ,my department  planned  a Hanami  trip at  mount  BIZAN ,it is called  so  because     it is  shaped  like an  eye brow. It was an  unforgettable  experience  .

People  from all walks  of  life  including  women ,children and the elderly  come  out in these  beautiful  gardens .

They eat and drink  while basking under  the flowers . Appreciation  of  nature  aside,  HANAMI is where  every one  from salary man   to  tourists  can meet and greet, with   the sole  purpose of having  good time.

It is an experience  so uniquely  Japanese. For  centuries  sakura has been an integral  part  of  culture from  music and  performing  arts  to handicrafts and cuisine

This sense  of  appreciating   nature  —–petals  falling   on the  ground along with change in  people,s  lives  ,the  delightfulness and  gentle  excitement  of  it all –is closely  connected  with the  perishing  of  the  moment .we are startled  into  thoughts  on the  brevity of  life.

This is a deep  philosophy  of the  Japanese culture  which  is  reserved  , humble  and   formal.

RUSSIAN FM, ARMY CHIEF DISCUSS MATTERS OF MUTUAL

RAWALPINDI, APR 7: Sergey Lavrov, Foreign Minister of Russia called on General Qamar Javed Bajwa, Chief of Army Staff (COAS) at GHQ.

During the meeting, matters of mutual interest including enhanced defence and security cooperation, regional security, particularly Afghan Peace Process were discussed.

The visiting dignitary acknowledged Pakistan’s achievements in war against terrorism and contributions for regional peace and stability especially Pakistan’s sincere efforts in the Afghan Peace Process. He expressed that Pak-Russia relations are on a positive trajectory and will continue to develop in multiple domains.

COAS said that Pakistan values it’s relations with Russia and reciprocates the desire for enhanced bilateral military cooperation.  Pakistan welcomes all initiatives which can bring peace and stability in Afghanistan as the whole region will benefit from it, COAS emphasized. We have no hostile designs towards any country and will keep on working towards a cooperative regional framework based on sovereign equality and mutual progress , COAS concluded.

TAJIKISTAN, BELARUS AND AFGHANISTAN EXPAND TRADE AND ECONOMIC COOPERATION

DUSHANBE, APR 7 – Trade between Tajikistan and Belarus has increased twofold between 2019 and 2020. This was noted yesterday at the forum of business circles of Tajikistan, Belarus and Afghanistan which took place in Dushanbe.

Over 200 people, including heads of state bodies, enterprises, organizations, entrepreneurs, business circles of Tajikistan, Belarus, and Afghanistan were in attendance.

The Chairman of the State Committee for Investments and State Property Management of Tajikistan Sadi Kodirzoda, Chairman of the Chamber of Commerce and Industry of Belarus Vladimir Ulakhovich, Minister of Agriculture of Tajikistan Sulaimon Ziyozoda, Minister of Agriculture and Food of Belarus Ivan Krupko, Member of the Board of the Chamber of Commerce and Industry of Afghanistan Khan John Alkozai, and other representatives of business circles participated in the forum.

Cooperation between the three states has the potential to expand even further as there are vast untapped opportunities, noted the participants.

Trade and economic opportunities of all three countries in various fields were presented, and the business and commercial circles of Tajikistan, Belarus and Afghanistan were informed about the business and investment climate, investment opportunities in tourism, industry and agriculture, food, pharmaceuticals, and other sectors.

Also, a bilateral meeting of entrepreneurs of the three states was held in the B2B format, as a result of which new documents were signed on cooperation in the field of agriculture, agricultural production, agro-industrial, and pharmaceutical equipment.

Belarusian goods and products under the name Made in Belarus were showcased as part of the forum, with the inclusion of 40 enterprises and manufacturing companies of Belarus.

ICC readies pandemic backup plan for T20 World Cup

New Delhi, April 7  : Cricket’s governing body has a plan B in case the coronavirus pandemic prevents India from staging the Twenty20 World Cup this year, but is still months from a final decision, its interim chief Geoff Allardice said Wednesday.

India is scheduled to hold the World Cup in October and November but a new surge in coronavirus cases has prompted health concerns.

“We are certainly proceeding on the assumption that the event is going ahead as planned,” Allardice told reporters at the International Cricket Council (ICC) headquarters in Dubai.

“Cricket is being played in a number of countries around the world and we are taking the lessons from all of those,” he added.

Allardice, who took temporary charge of the ICC after disciplinary proceedings were started against Manu Sawhney, said the governing body had a World Cup backup ready if needed.

“At this stage, we have not activated those plans because we are preparing to go ahead with the event in India as scheduled,” he said.

But he added that there are still “a number of months to be able to see how the situation is and how cricket events are being run”.

The Indian Premier League, the world’s richest T20 club event, starts on Friday with all eight teams in strict bio bubbles. But four players have tested positive in recent days.

India is currently recording more than 100,000 new virus cases a day and the number of daily deaths has doubled in the past two weeks to more than 600 nationwide.

Allardice said the ICC was also concerned about the impact that bio-bubble environments were having on players who are spending months at tournaments and on Test tours.

He said cricket authorities hoped the growing use of vaccines around the world was “going to be an important step for us to head back toward some normality in the way cricket is run.

“Moving forward, we would be trying to wind back (the bio bubbles) but continue to provide a safe environment.”
