RAMAZAN IN SAUDI ARABIA ON TUESDAY

MAKKAH — Saudi Arabian government has announced Ramazan will start in the Kingdom on Tuesday, April 13. Custodian of the Two Holy Mosques King Salman has ordered to shorten taraweeh prayers (special night prayers) at the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah during the holy month of Ramadan.

Sheikh Abdul Rahman Al-Sudais, head of the Presidency for the Affairs of the Two Holy Mosques, said that the taraweeh prayers will be shortened to 10 raka’ts from 20 raka’ts, and that will be strictly in compliance with the precautionary measures and preventive protocols, prepared by the presidency.

ITALY REPORTS 331 CORONAVIRUS DEATHS ON SUNDAY, 15,746 NEW CASES

Italy reported 331 coronavirus-related deaths on Sunday against 344 the day before, the health ministry said, while the daily tally of new infections fell to 15,746 from 17,567 the day before.

Italy has registered 114,254 deaths linked to COVID-19 since its outbreak emerged in February last year, the second-highest toll in Europe after Britain and the seventh-highest in the world. The country has reported 3.77 million cases to date.

Patients in hospital with COVID-19 – not including those in intensive care – stood at 27,251 on Sunday, down from 27,654 a day earlier.

There were 175 new admissions to intensive care units, down from 186 on Saturday. The total number of intensive care patients fell to 3,585 from a previous 3,588.

Some 253,100 tests for COVID-19 were carried out in the past day, compared with a previous 320,892, the health ministry said.

WORK ON PLANTATION OF MIYAWAKI FORESTS IN PROGRESS: CDA

ISLAMABAD, APR 11: Work of Capital Development Authority (CDA) on Miyawaki forests upon the special directions of the Prime Minister Imran Khan and under 10 Billion Tsunami Tree and Clean and Green campaign is underway.

Miyawaki forests have been planted at 18 different places in the city so far. These forests will be established at total 23 places in Islamabad.

According to detail, the current administration of CDA is committed for clean and green environment in Islamabad side by side enhancing its beauty. In this regard, the administration of CDA is doing plantation at various roads, avenues, bridges, round about, green belts, parks, and other places. Similarly, Miyawaki forests are being planted at various sites. 18 Miyawaki forests have been planted so far. These forests have been planted at Shakarparian, Blue Area, F-6, F-7, F-8, F-10, D-12, G-6, G-7, Fatima Jinnah park, and at other places.

Total 23 Miyawaki forests will be planted by CDA. In the next phase, Miyawaki plants will be planted at various sectors including G-10, and I-9. CDA is also doing arrangements for ensuring protection of these forests. Miyawaki forests grow with 10% more speed than the normal forests because trees are planted in a special arrangement in these forests. These forests will help in controlling the environmental pollution.

PM IMRAN EXPANDS ‘KOI BHOOKA NA SOYE’ PROGRAMME TO 3 MORE CITIES

ISLAMABAD, APR 11 – Prime Minister Imran Khan expanded the operations of the Ehsaas Koi Bhooka Na Soye [No one goes to bed hungry] programme to three more cities — Lahore, Faisalabad and Peshawar — on Sunday.

A statement from the Prime Minister’s Office said that the premier had announced the extension of the programme before the arrival of the holy month of Ramazan.

While addressing the extension ceremony in Islamabad, he said that initially a pilot programme of mobile kitchens (kitchens on trucks) had been launched in Islamabad to assess what issues would come up.

“Now you can see it has been started in Peshawar, Lahore and Faisalabad. And this is the beginning — our idea is that we want to spread a network of kitchens [and] meals on wheels across Pakistan and they will then cover all the areas where there is the most poverty and people sleep hungry.”

The prime minister said that blessings and prosperity came from God but it was up to humans to make the effort for them. He said he wanted the office bearers in government and ministers to realise that “their biggest responsibility after coming into power is towards the segment that is poor”.

He questioned why Pakistan hadn’t followed the path set by the state of Medina despite being founded in the name of Islam. “Even though our situation is difficult— there is debt, little money is left to spend on the people — despite that, God’s order is to follow that path. This path is of rule of law and of humanity, that we take responsibility for our poor segment.”

The premier said that God’s blessings would shine upon Pakistan once the state took responsibility for delivering meals to people who couldn’t afford them.

“We don’t realise what a huge asset is lying in our country — the people who give charity. We are among the only countries where people give the most charity, we are very lucky people,” said the prime minister, adding that the people’s charity had supported the running of his Shaukat Khanum Memorial Cancer Hospital.

The prime minister also cited other measures taken for the benefit of the poor such as the government’s Panagah (shelter) programme and universal health coverage.

Prime Minister Imran Khan concluded his address by calling upon the public to participate and donate to the programme with charity before Ramazan. “This is the perfect way to do so. You will receive our numbers and website — participate in any way you can. When government and people join hands, this network will spread in entire Pakistan.”

The programme was launched in Islamabad and Rawalpindi last month under which the poor and labour classes would be provided free meal boxes twice a day through mobile trucks at various points of the twin cities.

Under the programme, a concept of mobile kitchens was introduced which would be plied all over the country to provide free meal to the needy and hungry people. “Koi Bhooka Na Soye programme is the beginning of Pakistan’s transformation into a welfare state,” the prime minister had said at the launching ceremony.

Each food truck feeds 1,500-2,000 people daily on specified service points. The meals are cooked, stored and served from a truck kitchen. Later this year, the programme will be upscaled phase-wise to other parts of the country.

EGYPT WON’T RELEASE EVER GIVEN UNTIL COMPENSATION PAID

CAIRO, APR 11 – The head of Egypt’s Suez Canal Authority (SCA) said the Ever Given container ship, which ran aground in the waterway for almost a week, will not be allowed to sail until compensation is paid.

“The vessel will remain here until investigations are complete and compensation is paid,” Osama Rabie said in a TV interview late Saturday.

“We hope for a speedy agreement. The minute they agree to compensation, the vessel will be allowed to move,” Rabie added.

On March 25, the 400-meter-long (1,312-foot) Ever Given, owned by Japanese firm Shoei Kisen KK, was sailing from China to the Netherlands with almost 220,000 tons of goods when it ran aground in the canal.

Egyptian authorities have managed to refloat the ship, which is currently stranded in Egypt’s Great Bitter lake area.

Rabie said the SCA estimates the losses caused by the struck ship at around $1 billion.

The SCA chairman said the authority is looking into the possibility of compensating ships that stuck at the canal due to the Ever Given incident.

Rabie said a “technical failure” may have caused the incident as the ship did not follow the captain’s orders. He went on to reiterate that the Suez Canal is safe for sailing and is secured by the Egyptian army.

1ST INT’L FLIGHT OF 2021 LANDS IN TURKISH TOURIST HUB

ISLAMABAD, APR 11 – A flight from Russia with 212 tourists onboard arrived on Sunday at the Milas-Bodrum Airport in southwestern Turkey, marking the first direct international flight to the city this year.

Iclal Kayaoğlu, head of the airport, said the staff were delighted with the arrival of the first international tourists at the airport as authorities organized a welcome ceremony for the travelers when they landed after a three-and-a-half-hour journey from Vnukovo Airport near Moscow.

A water salute was given to the flight to mark the inaugural journey of the season.

“We’re happy to see Russian tourists here. We hope more Russian tourists come this year. We’re very hopeful about this season” said Kayaoğlu.

Kayaoğlu told Anadolu Agency that officials expect a nearly four-fold increase in Russian tourists in 2021.

The tourism season in Bodrum started earlier despite the global coronavirus pandemic that hit the industry across the world as guidelines related to overseas travels remain uncertain in many countries.

“We’re expecting around 260,000 tourists this year,” said Kayaoğlu, citing the forecast of major Turkish tour operator Anex Tour.

She expects 60 direct flights from Russia alone in April and 5,000 flights from across 38 countries by August.

“That’s a very positive picture for us. Because last year, we started to receive tourists in May or June but this year we’re receiving them in April.

“I can assure that the tourist arrivals in Milas-Bodrum airport will be 50% more than that of last year,” Kayaoğlu added.

She went on to say that though the uncertainty surrounding COVID-19 measures continues, officials want to stay optimistic.

Bodrum is a top destination in Turkey for tourists from Russia, Ukraine, Britain, Poland and other European countries.

EUROPE IS A BIG MARKET FOR PAKISTAN: RCCI PRESIDENT

RAWALPINDI, APR 11 (DNA) – Europe is a big market for Pakistan and there is a big opportunity for Pakistani manufacturers to capitalise the opportunity of Generalised Scheme of Preferences Plus (GSP+) status to the optimum.

Based on this status, around 80% of Pakistan’s exports to the EU are quota and tariff-free, offering an advantage over many other competitors.

These comments were made by President RCCI Mohammad Nasir Mirza while addressing the executive committee at chamber house.

He said, Pakistan’s exports to the EU went to $7.5 billion or 34 percent of total exports of the country after getting GSP Plus status and there was a need to focus more on Small and Medium Enterprises (SMEs).

He informed that RCCI is organizing  the “Virtual International Trade Forum Europe Chapter” on April 14, a series of trade forum aiming to explore new markets and address the key issues in bilateral trade among the member countries of the respective region.

Nasir Mirza said commercial and trade consular from Pakistan and abroad would participate in the event to apprise the business community about trade and export opportunities in European markets.

He said Pakistan would have to find new markets to boost exports, adding, “Exports have been badly affected due to the corona pandemic, but we have to advertise our products and potential through virtual platforms,” he said.=DNA

INDONESIA’S NATIONAL STRATEGY OF ARTIFICIAL INTELLIGENCE

Artificial Intelligence (AI) has become “part and parcel” of our lives. Survival and future growth of “humanity” has direct correlation with the AI which actually, paves the way of achieving the goals of smarter economy, smart governance, digitalization of economy/society, massive industrialization, diversification of economy and last but not least, innovative future orientations. In this context, Indonesian government announced its national strategy for the development of AI. It termed it “safe” and widely ”beneficial”.

For achieving the desired goals of technological revolution, innovative transformation, digitalization transmission, and highest standards of higher education and to cope with deadly diseases, and expedite research Indonesia published a blueprint, known as Stranas KA, for the national development of AI between 2020 and 2045.

The head of Indonesian national research and innovation agency (BRIN) shared the future plans of his government pertaining to AI mainly in education and research, health services, bureaucratic reform, and food security as well as mobility and smart cities.  

It would start a giant automation process in the country. By outlining the national strategy for the development of AI he termed it vital for an independent, advanced and prosperous Indonesia, one that can be reformed or reinvented) from a natural resource-based country to an innovation-based country.

The agency and broader government outlined five sectors of its focus, the first being AI, as well as Internet of Things (IoT), advanced robotics, augmented reality, and 3D printing. Stranas KA is a framework that provides a road map to unite many of the digital developments taking place in the country and aligns closely with Visi Indonesia 2045, its broader development strategy.

According to Indonesian Stranas KA, for the national development of AI (2020- 2045) there are five priorities of it mainly health services, bureaucratic reform, education & research, food security and mobility & smart cities. There are four focus areas i.e. industrial research & innovation for the development of research ecosystem and artificial intelligence innovation platform in order to accelerate bureaucratic and industrial reforms, infrastructure & data development, create a data ecosystem and supporting infrastructure for AL to contribute to national priorities, talent development, nurture AI talent that is competitive and has good character, and last ethics & policies to create ethical artificial intelligence in accordance with national values.

One of the foremost priority of Indonesian government is to upgrade and replace the nation’s unsupportive bureaucratic. To achieve this goal President Joko “Jokowi” Widodo outlined plans to replace a number of civil service positions with AI in 2019. It would a big step towards e-governance and smarter economy in the days to come.

From Aristotle to modern philosophers Descartes, Spinoza, Leibniz, Hobbes, Locke, Hume, Berkeley, Kant, Marx, and Wittgenstein bureaucracy by design, composition and orientation is a passive class which has been creating serious socio-economic and geopolitical issues in the evolution of human civilization. But governments/states have the authority and capability to remodel it by re-designing forward-thinking processes, protocols, and business orientation.

In this regard, AI may be an ideal choice to overhaul it. Indonesia’s government has introduced an innovative concept of e-bureaucracy in the country so that caravans of socio-economic prosperity, economic sustainability, political stability and societal cohesion may be achieved by implementing people and business’s friendly policies through an interactive mechanism of the AI. The government will employ an online single submission (OSS) system and the Single Map policy for accomplishing this vision.

Various AI projects are being carried out in diverse sectors of economy and civility too mainly agriculture and education, with machine learning helping to streamline production, anticipate forest fires, and rejuvenate traditional teaching faculties. The national strategy identifies 186 programs, pilot schemes, and policies.

The national strategy focuses a number of unique” datasets that can help it develop AI. It also recognizes some potential pitfalls of its immediate growth. Indonesia does not have the provisions to regulate the technology, nor an official agency to oversee AI development. It fears that without proper supervision, close monitoring, and refinement, AI can become as much an obstacle to development as it can a contributor. The country also leans heavily on imported technology and holds its own concerns with regard to data misuse and cyber-security. To combat these limitations, the guidebook advises that country focuses on infrastructure and data, research and industrial innovation, ethics and policies, and talent development while setting up a data ethics board to oversee implementation of much-needed data privacy and security systems.

To overcome this deficiency the government advises the formation of a data ethics board to oversee AI development, as well as for the regulation and setting of national standards for AI innovation. AI developers and experts have urged the government to consider all the risks and prepare a comprehensive strategy for the future growth of AI. In this connection, development of fundamental infrastructure and expertise of cloud computing systems should be developed to prevent data leaks.

Indonesian companies have the highest rates of AI adoption in SE Asia. Being prominent regional expert of geopolitics/economic I suggest that Indonesian  government should prioritize trade, higher education and industrial affairs, as these will yield the best economic benefits and prepare the next generation for the burgeoning vision of modern Indonesia.

The government should work towards creating a better internet infrastructure, nurturing high-quality talent and providing additional infrastructure to bolster technological development such as an indigenous cloud computing system to prevent any leak of confidential information. Reforms of higher education based on AI should be regularized to prevent AI algorithm errors that may harm humankind.

Indonesia plans to robust its Artificial Intelligence Industry (AII). Indonesia has a literacy rate of 95 percent and a geographical location that lends itself to being the perfect next step in the Asian Ai revolution, Indonesia is primed for the future.

Indonesia’s government announced an initiative in 2018, “Making Indonesia 4.0” which essentially is a government sponsored program that seeks to speed up the automation of the Indonesian society. Through investments in AI, robotics and technology-based Indonesian firms as well as encourage investment from leading Japanese, Chinese and Korean tech firms.

Indonesia’s Industry Minister Airlangga Hartato said it will be key to encourage added value and high-technology downstream industries to become a competitive player in the new global context. In order to turn Indonesia into a competitive nation, it will require the development and integration of connectivity, technology, information and communication. This should lead to a more efficient economy as well as higher quality output in the industry sector.”

It hopes the initiative will boost GDP by 1-2 percent in the next few years, adding to an already impressive 5 percent GDP growth rate Indonesia has enjoyed over the last several years. The government wants technology to represent more than one quarter of Indonesia’s total economy.

Indonesia’s population is already extremely digitalized. The population averages 5 hours per day on their phones as compare only 3 hours for Japan and 193 million out of a population of 264 million have a smartphone. However, only half of mobile phone users in Indonesia use their phones for mobile transactions. Before 2011, Statista.com shows that less than half of the country even had a mobile phone and less than 10 percent had smartphone technology.

Indonesia is already home to a number of AI firms today. In fact 4 of the globe’s technology unicorns are based in Indonesia. Recently funded Ai firms include Snapcart which just received USD $14m in funding for their smart receipts platform and four conversational Ai firms: Kata.Ai, BJTech, Bahasa.ai & Prosai.ai. The AI scene in Jakarta is exploding, with the government hoping for over 1,000 tech startups by the end of 2020.

Stranas KA is planned to take advantage of Indonesia’s rapid development and youthful demographic. Thriving start-up sector with world-famous unicorns like Gojek, its rapidly growing internet penetration rate (more than 64 per cent), and the relatively high adoption rates of technology by the private sector, including large enterprises would create hope for the Stranas KA to achieve the goals of the AI in the country. 

The Stranas KA provides a foundation for AI development and unifies multiple ongoing technology-related projects under one national program. However, it still needs to tackle issues around the quality of internet connectivity especially in rural and eastern regions and data protection.

Indonesia joins the ranks of countries worldwide with national AI strategies like Singapore, South Korea, and Canada. Economic development is often the key goal among many countries’ AI strategies Indonesia’s plan stands out for leveraging AI to address specific problem areas.

Indonesia aims to use AI to help tackle its struggles with poor nutrition among infants and to implement government services digitally.

According to consulting firm Kearney and Singapore-based investment firm EDBI (2020-2021) Artificial intelligence could add US$366 billion to Indonesia’s gross domestic product in the next decade and almost $1 trillion in added GDP across Southeast Asia.

Financial services and retail have been the early adopters of AI in Indonesia which would be further increased in the days to come. The logistics and supply chain sector may also be sole beneficiary of the development of the AI in Indonesia. Indonesian e-commerce platform Tokopedia succeeded to increase the total number of transactions by 202 percent and increase revenue by 179 percent month-over-month after implementing AI-based product recommendations.

To conclude, Indonesian national policy for the national development of AI between 2020 and 2045 has strategic importance which would further enhance elements of fairness, accountability, and transparency among the ranks, organs, organizations and departments of its government in the near future. It would further accelerate its country-wide drive of massive industrialization. It would revolutionize its government, society, industry, IT, ICT and patronize immense growth of digitalization of economy in the near future.

Moreover, it would enhance its agriculture productivity. It would give new innovative outlook to his tourism industry. It would fasten elements of research, higher education, science & technology and saver living in the country. It would start a new concept of living with nature by implementing smarter cities in the country. Moreover, it would further enhance inter-cities & rural connectivity and would be beneficial for the generation of new jobs in the country. All in all the largest economy of the South East Asia, Indonesia is poised to lead the region also in terms of Artificial Intelligence (AI) in the near future for branding a prosperous, independent, innovative and modern Indonesia in the vey near future.

AZERBAIJAN FM TALKS ABOUT POST-CONFLICT DEVELOPMENT

BAKU: An International Conference on, “New Vision for South Caucasus: Post-Conflict Development & Cooperation” jointly organized by ADA University and the Center of Analysis of International Relations was held at Baku, Azerbaijan.

Leading international think tanks and experts from 10 countries participated in the international conference.

The Islamic Republic of Pakistan was represented by  Mr. Khalid Taimur Akram, Executive Director, Center for Global & Strategic Studies (CGSS), Islamabad, Pakistan.

Jeyhun Bayramov, Minister of Foreign Affairs of Azerbaijan also addressed the international conference and briefed the participants regarding the post-conflict development of Azerbaijan.

On the sidelines of the conference,  Mr. Khalid Taimur Akram, Executive Director,  CGSS had a meeting with  His Excellency Jeyhun Bayramov, Minister of Foreign Affairs of Azerbaijan and also presented the CGSS Memento to him.

MUSHAAL CONDEMNS DESECRATION OF MOSQUE IN IIOJK

ISLAMABAD, APR 11 – Mushaal Hussein Mullick, the wife of Chairman Jammu and Kashmir Liberation Front Yasin Malik, strongly condemned the tragic incident of desecration of a mosque by terrorist Indian forces in Shopian district of Indian illegally occupied Jammu and Kashmir (IIOJK). 


She termed the incident worst form of state-terrorism and said that India has issued an open licence to its brutal troops to kill innocent Kashmiris.


In her statement on Sunday, the Chairperson of the Peace and Culture Organization, Mushaal  said that the fascist troops, enjoying complete immunity under draconian laws, kill Kashmiris and desecrate mosques during cordon and search operations to quell the ongoing freedom movement. 


Kashmiri leader said that Indian brutal forces planted hand grenades and other explosive materials to destroy the mosque. 


She said that no religion in the world allowed desecration of any religion but unfortunately India is targeting religion of Kashmiris. 


She went on to say that Kashmiris kept the right of self-determination alive through their blood. 
Mushaal said that kashmiri people have been facing the Indian state terrorism since 1947.

The Hurriyat leader reminded that around 125 Kashmiris were killed in a fire in Lal chowk in an arson attack by BSF personnel on April  10, 1993. A total of 60 houses and 159 shops , 5 commercial buildings, 2 schools,2 office buildings were also burnt down, she added. 

Mushaal deplored that that death and destruction at the hands of Indian forces continue in the valley, adding that Kashmiris are facing all kind of oppression including arrest, torture and detention for a sacred cause, the inalienable right to self determination. 

She lamented that the international community, particularly the United Nations is watching the bloodletting as a silent spectator is in fact emboldening the fascist Indian regime to go after Kashmiris’ blood and finish off the legitimate resistance against its illegal occupation.


Mushaal urged the world community to take notice of ongoing brutalities in the occupied valley and should take steps to resolve the long pending dispute as the UNSC resolutions and aspirations of Kashmiri people.
