China’s vision 2035 and Sinocentrism

Huma Arshad

After successfully defeating COVID -19, the top leadership of China recently revealed the plans and strategies for making China a modern socialist world power in all important fields, like technology, economy, and other fields by 2035. Long-range objectives of vision 2035 were laid down in the 5th plenary session of the 19th Central Committee of CPC. The 19th Central Committee of the Chinese Communist Party was elected by the National Congress in 2017 and will remain there till the next National Congress is summoned in 2022. The geopolitical relation of US-China will be the main focus of China’s Vision 2035. By 2035 China aimed to double its GDP up to 100 trillion Yuan and double the current per capita GDP of $10,000 which means 3.5 percent GDP growth annually.

Sinocentrism refers to the ideology that China is the cultural, political, and economic center of the world. China includes Sinocentric ‘World Dream’ in Vision 2035 that is from China’s dream to the world dream. The whole Vision 2035  revolves around this ideology.

Taking major steps in core technologies, by 2035 China will become a global leader in innovation. China will finish building a modernized economy. The per capita GDP will reach the level of moderately developed countries. Eco-friendly ways of work and life will be advanced to cover all areas of society. Carbon emission will steadily decline after reaching a peak. The implementation of the secure China initiative will be enhanced to taken levels. China aims to encourage a combination of an efficient market and an effective government.

Why the year 2035?

The question is why 2035? The reason is it is halfway between the centenary of the founding of the Communist Party of China (CPC) and 249’s 100 anniversary of the founding of new China. The main aim is to achieve socialist modernization and new dimensions of China’s relations with the world. China has already started working on aligning its domestic development with its international relations. Examples of this are China’s Belt and Road initiative and the Asian Infrastructure Investment Bank and multilateral trading arrangements like Regional Comprehensive Economic Partnership or China – Pakistan Economic Corridor shows China’s quest towards a new economic paradigm. China has also initiated many reforms to enable sustainable and inclusive developments. These reforms will be beneficial for Chinese consumers, small and medium-sized businesses, and China’s global network of suppliers.

Commitment to an eco-friendly way of life

According to World Bank data, GDP per capita in China is currently at $10,200. By 2035, China intends to both modernize and strengthen its military capabilities. The CPC is also committed to majorly strengthening multilateralism and global governance. Xi Jinping has made a historic announcement in September 2020 at the UN General Assembly related to China’s Commitment to an eco-friendly way of life in “Beautiful China” with peaking emissions in 2030 and steady declines thereafter and carbon neutrality by 2060.“Understanding what China and the CPC have experienced during the past 100 years is crucial to comprehending both China and the world’s future on everything from the world economy to the climate crisis to international relations. Basically achieving socialist modernization by 2035 will be a watershed moment in China’s history.” ( China Focus – John Taylor )

CHINA CAN CONTRIBUTE TO AFGHAN DEVELOPMENT: TALIBAN SPOKESMAN

KABUL: China has played a constructive role in promoting peace and reconciliation in Afghanistan and is welcome to contribute to the rebuilding of the country, Taliban spokesman Suhail Shaheen told Chinese state media.

The Taliban seized control over the weekend in an upheaval that sent thousands of civilians and Afghan military allies fleeing for safety. Many fear a return to the group’s strict interpretation of Islamic law imposed during the previous Taliban rule that ended 20 years ago.

In dealing with the Taliban, an increasingly powerful China may be able to leverage the fact that unlike Russia and the United States, it has not fought in Afghanistan.

“China is a big country with a huge economy and capacity — I think they can play a very big role in the rebuilding, rehabilitation, reconstruction of Afghanistan,” Shaheen told CGTN television in an interview late on Thursday.

During Chinese Foreign Minister Wang Yi’s meeting with a Taliban delegation in the northern Chinese port city of Tianjin last month, he said he hoped Afghanistan could adopt a moderate Islamist policy.

China has cited religious extremism as a destabilising force in its western Xinjiang region and has long worried that Taliban-controlled territory would be used to harbour separatist forces.

In the given situation, the Foreign Minister stressed, that the foremost priority was to ensure safety and security as well as protection of rights of the Afghan people.

The Foreign Minister underlined that an inclusive political settlement was the best way forward for sustainable peace and stability in the country.

The Foreign Minister emphasized that it was equally important for the international community to remain engaged in support of the Afghan people for humanitarian assistance and economic sustenance.

3 YEARS OF MISMANAGEMENT, INCOMPETENCE AND CORRUPTION, SAYS SHERRY REHMAN

Islamabad, AUG 20 /DNA/ – Discussing PTI government’s last three years, PPP Parliamentary Leader in the Senate, Senator Sherry Rehman said, “These three years of PTI government have been a story of rampant corruption, serial mismanagement and record-breaking corruption. The government needs to share its progress with the country as this is the same government which had promised to eradicate corruption from the country and bring a change in three months. So, it’s only fair that people are updated about their progress”.

“Three years have passed and the promises that were meant to be fulfilled in 90 days, are still not fulfilled. The so called tabdeeli that we have seen in the past three years, is unprecedented. Never in the history of Pakistan have we seen this kind of inflation, corruption and unemployment. Unemployment rate has jumped from 6.2% to 15% while poverty has increased more than 30%. Inflation in Pakistan is reaching new heights every day and Tabahi Sarkar is busy presenting dubious figures to mislead the nation. Why is the government not taking responsibility?” she asked.

She said, “Be it sugar, BRT, wheat, LNG, petrol, medicines or the billion trees tsunami; the government has been involved in all kinds of corruption and scandals but unfortunately there has been no accountability as that is only reserved for the opposition in this Naya Pakistan. Our public debt is equivalent to 98% of our GDP while our circular debt has gone up from Rs1.1 trillion to Rs2.5 trillion. It is shocking that this government has been getting away with so much”.

“Prices of essential items are through the roof.  Food inflation is in the double digits and staples like wheat and sugar has become unaffordable. Just last month, prices of wheat and sugar rose by 15% & 23% respectively.  Then the added cost of petrol, electricity, gas and indirect taxes is making survival difficult for people. High petrol prices are further fuelling the inflation rate on a weekly basis as petrol prices have been increased from 95 rupees per litre to 120 rupees per litre in the past three years. How is this fair on the people?” she questioned.

She said, “Due to poor planning, mismanagement, and delays in the import of LNG spot cargoes, the government has caused massive losses worth Rs 10.6b this fiscal year. This could have been avoided and billions could have been saved had they purchased LNG early in the year. Since 2018, electricity tariffs have been hiked by a whopping 40% and now Tabahi Sarkar will soon impose an across-the-board electricity tariff of Rs 3.34/unit. Previously, a Rs 1.95/unit tariff added a burden of billions on consumers”.

“The ambiguity in government’s Covid policy has led to widespread public disregard for social distancing procedures which has only made the situation worse. Due to federal government’s incompetence and serial mismanagement, Pakistan faced a major COVID vaccine crisis, resulting in second dose delays but once again the government has shown a lack of decisiveness,” she added.

Addressing Na Ehl Sarkar’s inability to forge unity for the federation on key issues like water deficits, climate change and equitable distribution of federal resources, she said, “We need national unity to pull through these testing time as it is unfortunate that this government is unwilling and unable to see the needs of this poor country. The fact that the PM Attended only 7, out of a total of 79 sittings of the National Assembly this year speaks a lot. He needs to give up his ego and come to the parliament”.

“People want relief from this government and it is rather shameful that they have to pay for Tabahi Sarkar’s bad governance. The country cannot be run through ordinances, and if the government is struggling then it should resign and not let the people suffer. They must take responsibility for their actions,” concluded Vice President PPPP Senator Sherry Rehman.

TIKTOKER ASSAULT CASE: 24 ARRESTED THROUGH ‘GEO-FENCING AND NADRA MATCH’, SAYS SHIREEN MAZARI

ISLAMABAD, AUG 20: Federal Minister for Human Rights Dr Shireen Mazari said on Friday that 24 men had been taken into custody through geo-fencing and matching record from National Database and Registration Authority (Nadra) for harassing and assaulting a female TikToker and her companions at Lahore’s Greater Iqbal Park on Independence Day.

The incident had drawn police attention after videos of the episode went viral and sparked outrage on social media.

In a post on Twitter, the minister said “more arrests are expected today” in connection with the “condemnable” incident.

She said a police inquiry was also underway against alleged negligence of police officers in the assault case.

Minutes later, following a meeting with Punjab Chief Minister Usman Buzdar and other senior officials, the provincial police chief said senior police officers had been suspended for negligence and delayed response in dealing with the incident.

“We have suspended SHO and SDPO whereas Divisional SP, SSP Operations and DIG Operations Lahore have been removed from their posts,” Inspector General Inam Ghani wrote on Twitter.

Ghani said “strict departmental action will be taken once inquiry committee submits its detailed report on the role and response of other officers.”

On Aug 17, the Lorry Adda police had registered a case against nearly 400 suspects for harassing and assaulting a woman at Azadi Flyover.

The first-information report (FIR) was registered under sections 354-A (assault or use of criminal force against woman and stripping her of her clothes), 382 (theft after preparation made for causing death, hurt or restraint in order to commit the theft), 147 (rioting) and 149 (unlawful assembly) of the Pakistan Penal Code.

She said that she and her companions made a lot of effort to escape from the crowd. Observing the situation, the park’s security guard opened the gate to the enclosure around Minar-i-Pakistan, the FIR quotes her as saying.

“However, the crowd was huge and people were scaling the enclosure and coming towards us. People were pushing and pulling me to the extent that they tore my clothes. Several people tried to help me but the crowd was too huge and they kept throwing me in the air,” she said.

Azhar Mashwani, Punjab chief minister’s focal person for digital media, had on Wednesday said that “strong and non-bailable clauses” had been added to the FIR.

He added that CM Buzdar had ordered police to arrest all culprits “ASAP [as soon as possible]”.

In a meeting on Thursday, Buzdar had formed a committee to investigate the role of the Parks & Horticulture Authority (PHA) and look into the responsibility and negligence of PHA officials during the incident and submit a report in this regard.

Terming it a “test case”, Buzdar had said it should be brought to its logical conclusion at the earliest.

MALAYSIAN ROYALS MEET OVER NEW PM, LIKELY CHOICE STIRS ANGER

Malaysian state royals are meeting Friday at the national palace to discuss the appointment of a new prime minister, with the likely choice stirring public anger and warnings of more political instability.

Former Deputy Prime Minister Ismail Sabri Yaakob is poised to take the top job after reportedly gaining the support of 114 lawmakers, a slender majority.

Ismail’s appointment would see the return of the United Malays National Organization, which ruled Malaysia since independence from Britain in 1957 before it was ousted in 2018 over a multibillion-dollar financial scandal.

The pick also would essentially restore the ruling alliance of Muhyiddin Yassin, who resigned as prime minister on Monday after less than 18 months in office.

King Sultan Abdullah Sultan Ahmad Shah met with the lawmakers who reportedly back Ismail on Thursday, and his meeting with nine other ethnic Malay state rulers Friday is expected to discuss the outcome.

The king’s role is largely ceremonial in Malaysia, but he appoints the person he believes has majority support in Parliament as prime minister and the state rulers can advise him on such appointments.

Ismail’s 114 reported votes exceed the 111 needed for a simple majority but is close to the backing Muhyiddin had and was unable to keep. Ismail is from UMNO, the larger party in the alliance, leaving him on firmer ground, but he still needs Muhyiddin’s party for enough support to lead.

Angry Malaysians have launched an online petition to protest Ismail’s candidacy, with more than 340,000 signatures collected so far. Many believe Ismail’s appointment will only return the status quo, with its perceived failed response to a worsening pandemic.

Malaysia has one of the world’s highest infection rates and deaths per capita, despite a seven-month state of emergency and a lockdown since June. Daily new infections have more than doubled since June to hit a record 22,928 on Thursday, bringing the country’s total to nearly 1.5 million cases. Deaths have surged to above 13,000.

Hudson Institute and debate on COVID-19

S.M. Hali

Hudson Institute, which has been providing food for thought for over six decades to US public policy makersand global leaders in government and business through a vigorous program of publications, conferences, policy briefings, and recommendations, sometimes adopts a biased approach.

According to its website, it was founded in 1961 by strategist Herman Kahn. The protagonists of Hudson Institute claim that this premier institution challenges conventional thinking and helps manage strategic transitions to the future through interdisciplinary studies in defense, international relations, economics, health care, technology, culture, and law.

Its mission statement is promoting American leadership and global engagement for a secure, free, and prosperous future, which is a noble undertaking and it has been bringing issues to the fore, which necessitate debate and deliberation for which it deserves praise. Yet perhaps in its exuberance to project issues, it sometimes fails to present the obverse side of the matter much to the chagrin of neutral analysts, who seek to separate truth from chaff.

Take the instance of the global pandemic, COVID-19, which has shaken the entire world, Hudson Institute is still debating whether it is a natural break or it was created in a laboratory. The stance adopted by Hudson Institute is that COVID-19 is not natural but a strategically created tool or misfortune of a scientific lab test.

In light of the Occident’s incessant attacks on China and the rivalry between the US and the Chinese as well as their unending trade wars, it appears that the view presented by Hudson Institute is in consonance with the one being proliferated by US opinion builders in bashing China. This situation leads an unbiased observer to question whether this narrative influx is to enforce hidden agenda of hitting the Chinese gigantic economy and mislead the world.

COVID-19 has now been around for 20 months and has taken a toll of millions of precious lives, rendered an equal amount jobless and shattered economies, the world over. The pandemic has targeted humanity, irrespective of caste, colour, creed or religion. UNCTAD in its recent update highlighted that only tourism industry would face loss of over 4 Trillion Dollars.

Despite the fact that it is a global phenomenon where each and every nation is grappling to deal with the consequences, yet some informed academics attached with Hudson Institute and other American think tanks are trying to manipulate this human suffering for their covert actions. To name a few, a so called authority on the subject associated with Hudson like David Asher and of his other compatriots are not only using the platform of this august institution to inducing media outlets to echo their specific viewpoint, which is one-sided. The redeeming factor is that credible media houses refuse to buy their version.

Regrettably, such false debates are a social crime and contrary to the mores, norms and values of humankind. The fictitiousevidence being propagating by these intellectuals are creating impediments in global efforts to fight COVID-19, which is morphing into even more deadly variants.

While talking to ABC News, David Asher, Hudson Institute expert and a former US official who led the state department’s probe into coronavirus’ origins, opined that China’s refusal to allow access to American investigators suggests it had something to hide. The truth is that now more and more experts are ruling out manmade origin of COVID-19—Robert Garry, a microbiologist with Tulane University who has analyzed the genome of the virus—has been cited by National Public Radio (NPR), stating that “I am more convinced than ever that this is a natural virus.” Another renowned researcher Ian Lipkin from Mailman School of Public Health at Colombia University, deliberatedon the genetics of the virus and dismissed human manipulation of the virus, saying “there is no evidence” to support the twisted version claiming otherwise.

David Asher quoted a story of-The DisInformation Chronicletitled: ‘Why Does the Wuhan Institute of Virology’s Shi Zhengli Keep Changing Her COVID-19 Story?’ on his microblogging site Twitter and tried to convince that China is misleading the world. Whereas Chinese government and officials are continuously updating COVID related information. It is the Chinese research, practices and measures which help the world to draft strategies to fight against COVID-19. During another talk with NBC News, David Asher launched another conspiracy theory by claiming, ‘Leading Wuhan Researcher Has Ties to China’s Military’. The reality is totally to the contrary, since from 2015 People’s Liberation Army ramped up recruitments of scientist and investment in the field of health research as part of its strategy to modernize its military. The coronavirus is showcasing the PLA’s growing expertise in medical research, including a major role in developing the coronavirus vaccine that was the first in the world to be approved for restricted use. Although the fabricated info war is there to link coronavirus as manmade lab based element but Chinese efforts are helping the world through providing technical support to fight against COVID-19 while on other hand supporting economies and humanity to revamp.

Michael Pillsbury, Director of the Center on Chinese Strategy, Hudson Institute, Washington, D.C., speaking to Indian daily Times Now‘s Editor-in-Chief Rahul Shivshankar spoke about China-US relations and Coronavirus impact on the USA in May 2020. Michael Pillsbury, who was recognized by former US President Donald Trump as an expert on China, stated that President Trump never accused China of releasing the Coronavirus, he started an investigation to see what exactly happened. He claimed that the Chinese have not been shy of accusing the U.S. of releasing this virus but the U.S. did not want to stoop to the level of defamation. In the same vein, he even warned the Chinese that if the trade deal is not implemented by China then this will have serious consequences.

Speaking to the gallery in India and the U.S. both of whom perceive China with antagonism, Michael Pillsbury declared that the international mood towards China, in the backdrop of the COVID-19 pandemic, was of anger, apprehension, frustration and betrayal. He opined that in polls taken to judge the sentiments of average Americans towards China, nine out of ten expressed outrage towards China. This result is to be expected because of strong negative propaganda to denigrate China by organizations like Hudson Institute.

Pillsbury’s statement of Trump not accusing China of being responsible for releasing the virus is incorrect. Even in his farewell speech to the people of USA, Trump called it the China virus and Wuhan virus.

Shockingly, Pillsbury, remaining oblivious of the Trump administration’s poor handling of the globally pandemic and endangering lives, suggested that the survivors of the Coronavirus victims in USA should sue the Communist Party of China to get waiver from the Sovereign Immunity Act to receive financial compensation.

TheWall Street Journal, in its Op-Ed titled ‘Intelligence on Sick Staff at Wuhan Lab Fuels Debate On Covid-19 Origin’, published on 24 May, 2021, claims that three researchers from China’s Wuhan Institute of Virology became sick enough in November 2019 that they sought hospital care, according to a previously undisclosed U.S. intelligence report that could add weight to growing calls for a fuller probe of whether the Covid-19 virus may have escaped from the laboratory.

China has repeatedly denied that the virus escaped from one of its labs. China’s foreign ministry cited a WHO-led team’s conclusion, after a visit to the Wuhan Institute of Virology, or WIV, in February 2021, that a lab leak was extremely unlikely. “The U.S. continues to hype the lab leak theory,” the foreign ministry said in response to a request for comment by The Wall Street Journal.

According to the article, the Biden administration declined to comment on the intelligence but said that all technically credible theories on the origin of the pandemic should be investigated by the World Health Organization and international experts.

Beijing has also asserted that the virus could have originated outside China, including at a lab at the Fort Detrick military base in Maryland, and called for the WHO to investigate early COVID outbreaks in other countries.

Most scientists say they have seen nothing to corroborate the idea that the virus came from a U.S. military lab, and the White House has said there are no credible reasons to investigate it.

China’s National Health Commission and Shi Zhengli, the top bat coronavirus expert at WIV, has said the virus didn’t leak from her laboratories. She told the WHO-led team that traveled to Wuhan earlier this year to investigate the origins of the virus that all staff had tested negative for Covid-19 antibodies and there had been no turnover of staff on the coronavirus team.

Marion Koopmans, a Dutch virologist on that team told NBC News in March that some WIV staff did fall sick in the autumn of 2019, but she attributed that to regular, seasonal sickness.

It is no coincidence that David Asher, the former U.S. official who led a State Department task force on the origins of the virus for then-Secretary of State Mike Pompeo, told a Hudson Institute seminar in March that he doubted that the lab researchers became sick because of the ordinary flu.

The WHO-led team that visited Wuhan concluded in a joint report with Chinese experts in March that the virus most likely spread from bats to humans via another animal, and that a laboratory leak was “extremely unlikely.”

However, team members said they didn’t view raw data or original lab, safety and other records. On the same day the report came out, WHO chief Tedros Adhanom Ghebreyesus said the team hadn’t adequately examined the lab leak hypothesis, and called for a fuller probe of the idea.

The fact remains that the US has been less than forthcoming than China in investigating the origin of COVID-19 which has been hypothesized by the some think tanks in the USA,

Hudson Institute needs to relook at its priorities and support truth.
