PAKISTANIS ACKNOWLEDGE AUSTRALIAN SUPPORT: MALIK SOHAIL

ISLAMABAD, AUG 28 /DNA/ – Newly-appointed Pakistan’s High Commissioner to Australia Ch. Zahid Aziz on Saturday said there are bright opportunities for increasing bilateral trade between Pakistan and Australis for which he will try his best.

He said that there are unexplored opportunities between the two friendly countries in agri-business, mining, energy and education sectors while some trade is being conducted through third countries which will be focused.

Ch. Zahid Aziz said this while talking to Muhammad Ahmed, President of Pakistan Chapter of US-Pakistan International Chamber of Commerce (USPICC) and Malik Sohail Hussain Secretary-General of the body.

He said that many Pakistani businesses are active in Australia while Australian businesses are also doing business in Pakistan but the bilateral trade is not according to the potential which would be increased through positive initiatives for bilateral commercial relationships.

He said that he would build links between businesses in Pakistan and Australia which would also complement government-to-government linkages.

He noted that linkages and market information between the businesses of two countries needs to be increased and new ways and means must be adopted to help to boost trade and investment.

The High Commissioner said that more than 84,000 Pakistanis call Australia their home while thousands are studying there for their bright future while efforts are underway to provide online education to students in Pakistan.

At the occasion, Muhammad Ahmed said that an open economy and free trade with Australia should be our priority.

There should be an unrestricted flow of goods and services between the two countries which will benefit all the stakeholders, he underlined.

Muhammad Ahmed of USPICC said that our exports to Australia have registered a 30 percent growth with rice on the top, he said.

He added that Australia provided support to Pakistan during the 2005 earthquake and the 2010 floods as the friendly country want communities to be resilient to challenges and unpredictable natural calamities.

Malik Sohail Hussain said that when the potential of women grows, the economy grows as they are a major part of economic growth and prosperity.

Pakistan has immense potential to create opportunities for women for which Australia should increase its support for gender equality.

Pak for ‘inclusive’ govt in Afghan, recognition regional consultations

UNITED NATIONS, AUG 28  (DNA) – Pakistan would like an “inclusive, broad-based government” in Afghanistan, but the question of recognition would arise only after the leaders of Taliban and other groups, now in talks,  form a government,  Ambassador Munir Akram has said.

“We are consulting with all the regional countries in order to have a coordinated approach on the issue of not only the recognition but going forward, what are the steps that are required to stabilize Afghanistan,” he said in an interview with  Al Jazeera on Friday.

“That’s our priority, which is to stabilize Afghanistan, for which we will need to have humanitarian assistance,  reviving the economy, inclusive government, and action against terrorism,” the Pakistani envoy said.”So all these issues are in the mix,” Ambassador Akram said.

The question of recognition, he said, will only emerge once there is a government in Afghanistan, for which talks are going on.”We are hoping that the government which they announce will be an inclusive government, which will have representation from the different ethnicities and different groups in Afghanistan so that they can command and (have) support throughout the country.”

At the same time, Ambassador Akram said,  “The issue of terrorism emanating from Afghanistan is a special concern for Pakistan, because we have had the Tehrik-e-Taliban Pakistan (TTP), which has been operating from the territory of Afghanistan, which had support from the intelligence agency of the former government, as well as the Indian intelligence agency.” He hoped that TPP and other terrorist groups, including ISIL-K, would be “neutralized.”

In response to a question, he said Pakistan was also helping with the evacuation efforts, having Pakistan flown out of Afghanistan about 2, 200, diplomats, employees of international organizations and Afghans who have had emergency needs.  Pakistan was also facilitating the task of UN humanitarian personnel to deal with the emergency situation of 14 million food insecure people in Afghanistan, Ambassador Akram said.

 “I think if there is a humanitarian crisis in Afghanistan, we will see large outflows of refugees on our borders and those of other neighbours,” he said pointing out that Pakistan is just not in a position to take more refugees, with 3 million Afghans already in the country. “So it’s a big concern for us — we have to deal with the humanitarian situation, and we have to deal with the terrorism threat.” = DNA

Mian Anjum Nisar wants competitive energy rates for all industrial sectors

The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) Businessmen Panel has called for lessening the burden of heavy taxes on the power sector, as it has pushed the electricity prices higher and added to the already soaring cost of trade and industry.

FPCCI’s Businessmen Panel Chairman Mian Anjum Nisar, in a statement issued here today, appreciating the government for approving continuation of electricity and gas subsidy for export-oriented sectors, has sought the same competitive energy tariffs for domestic industries to capture the global market.

He said that the high cost of doing business has proved to be dangerous for Pakistan’s industry, discouraging investment both in capacity and capability.

Due to the high rates of electricity, power theft became rampant as the tariff was not affordable for the consumers.

He said that excess payment of General Sales Tax worth Rs85 billion have been paid to the Federal Board of Revenue while GST billed by independent power producers (IPPs) stood at Rs117 billion whereas the GST billed to the consumers stood at Rs202 billion. In addition to it, the government was collecting Rs22 billion taxes on fuel adjustment charges. The total amount of fuel adjustment charges with taxes stood at Rs383 billion where it comes to Rs361 billion without taxes and duties from the consumers. Keeping in view of this heavy burden, the rationalization of GST and other taxes in the power sector is a must to reduce the price of electricity, he suggested.

He said that the recent approval of Rs.68 billion for extension of concessional rates of electricity and RLNG was important for sustained increase in exports but this benefit also be provided to local industry to support the industrial growth for which low cost inputs and raw material is the basic essential of industrial expansion.

Mian Anjum Nisar endorsed the proposal of the Power Division for early termination and buyout of oil-based IPPs, with generation capacity worth 3,300MW and 5 percent average annual dispatch factor. Their fuel cost amounts to Rs13 per unit. However, consumers were paying Rs60 billion a year on account of ‘take or pay’ capacity charges, the impact of which on consumer tariff was Rs0.6 per unit. The consumers will be paying Rs450 billion in aggregate on account of capacity charges over the remaining average seven years of their contracts.

BMP Chairman said that the electricity theft in the power sector of Pakistan continues to hit the entire energy chain in the current financial year 2020-21, leading to the worst energy crisis.

The higher rate of electricity theft is the major reason for the rising circular debt that has crossed Rs2.5-trillion mark this year.

The power distribution companies K-P and Sindh are still bleeding from the highest rate of electricity theft. Peshawar Electric Supply Company in K-P recorded 35 percent losses in financial year 2020-21. Hyderabad Electric Supply Company faced 28 percent and Quetta Electric Supply Company 22 percent losses. Islamabad Electric Supply Company faced 9 percent losses. The average rate of electricity theft is 17 percent in the current financial year 2020-21 which needs to be controlled at any cost. He said that there is no denying of the fact that the government has been facing numerous economic challenges besides other internal and external issues and problems during the last three years.

He appreciated the government in a determined and committed manner, facing the economic challenges squarely and boldly taking all difficult decisions required and successfully progressing from recovery and stabilization of the national economy to sustainable growth.

He said that it is good news that the country’s exports have shown positive growth, which is a vindication of the government’s policy to keep the wheels of economy running during the Covid-19 pandemic.

FPCCI former president said that both International and domestic confidence was increasing. It is a fact that the COVID-19 outbreak and the subsequent lockdown drastically damaged the world economy and Pakistan was no exception which witnessed negative GDP growth last year. However, due to some better policies adopted by the government, including relief in markup rate the economic losses were mitigated to some extent, which now need to continue for further benefit.

Mian Anjum Nisar called for continuation and consistency in long-term policies once it is announced, as changes and revisions hurt the industrialists’ plan of production and purchases and booking of orders which is made according to the policy announcement.

CDA conducts survey of 126 Agro Farms for verification of conformity and development

Islamabad: Aug 28 /DNA/ – During the first phase of survey against non-conforming use of agro farms, the Capital Development Authority conducted survey of 126 Agro Farms for verification of conformity and development. These forms are located in various Agro-Farming areas of Islamabad including Park Road Chak Shahzad, Kahuta Road, Murree Road, Tarlai Kalan and Sehana.

After detailed survey, it was found that 25 of the surveyed agro farms have building violations. The allottees of these farms were communicated through notices regarding non-conformity of land use. Out of these, 15 have submitted their documents which are being examined by Building Control Section of Capital Development Authority while remaining 10 have failed to submit their relevant documents.

The violators have been served with Final Show Cause Notices prior to cancellation along with directions to submit their documents within seven days, otherwise action would be initiated according to Building Bye-laws and regulations of CDA.

This swift action of Capital Development Authority impacted those who instead of producing agricultural products have built palatial houses on the land in violation of Building Regulations and they have either requested time to bring their properties in conformity or have complied with. The CDA Survey Teams will continue conducting survey of remaining Agro-Farms and will be completed within fifteen (15) days.

AMBASSADOR JANJUA BRIEFS PARTICIPANTS ABOUT THE EVOLVING SITUATION IN AFGHANISTAN

Brussels, AUG 28: Ambassador of Pakistan to the European Union, Belgium, and Luxembourg, Zaheer A. Janjua, held the 8th monthly Khuli Katchery in a virtual format with Pakistani diaspora in Belgium and Luxembourg.

Speaking on the occasion, Ambassador Janjua briefed the participants about  the evolving situation in Afghanistan. He stressed that a peaceful and stable Afghanistan was of critical importance for Pakistan and the region. He emphasized that Pakistan would continue to play a constructive role for an inclusive political settlement in Afghanistan.

The Ambassador noted that Pakistan remained in close contact with regional and international partners. Elaborating on the recent high level exchanges, he said that Prime Minister Imran Khan received calls from the President European Council, Mr. Charles Michel and the Prime Minister of Belgium, Mr. Alexander De Croo. Foreign Minister Makhdoom Shah Mahmood Qureshi also held calls with the EU High Representative, Mr.Josep Borrell and the Deputy Prime Minister and Foreign Minister of Belgium,  Ms. Sophie Wilmes.

Ambassador Janjua highlighted Pakistan’s efforts to facilitate the evacuation of diplomatic personnel and staff of international organizations, journalists and others from Afghanistan.

The Ambassador also appreciated and thanked the Pakistani community for their participation in the Independence Day celebrations held at Pakistan Embassy Brussels.

Appreciating Pakistani diaspora, Ambassador janjua highlighted that remittances from Pakistani diaspora in Belgium grew by 18.3%   to 27.5 million in the first month of the current financial year compared to the same period last year.

The event was organized in line with the vision of Prime Minister Imran Khan, to maintain close engagement with the Pakistani diaspora and to provide seamless services.

The virtual interaction was attended by diaspora members from different walks of life. The community members appreciated Embassy’s outreach efforts.

BAKU: Ambassador extraordinary and plenipotentiary of the Islamic Republic of Pakistan to Azerbaijan Bilal Hayee gave an interview to APA. Here are excerpts from his interview.

– Mr. Ambassador, a terrible terror act was committed in Kabul Airport. First of all, we want you to comment on the incident…

– Pakistan severely condemns the treacherous terror attack in Kabul Airport, which resulted in the death of numerous people including children. In general, Pakistan is always against all forms and manifestations of terrorism and condemns them. We extend condolences to families of the killed people, share their sorrow, pray for quick recovery of the wounded.

– In the mid-1990s, only three countries formally recognized Taliban’s control over Afghanistan – Pakistan, Saudi Arabia, and the UAE. But now what we see is that Pakistan is in no rush to recognize Kabul’s new rulers. For everyone, it is interesting that this time how Islamabad will react to the change in the neighboring country. How can regional countries including Pakistan contribute to the lasting peace and stability in Afghanistan?

– We are mindful that people of Afghanistan have suffered immensely due to four decades of conflict. It is also a fact that after Afghanistan, the country that has suffered the most due to prolonged conflict is Pakistan. Pakistan has suffered over 80,000 casualties and more than $150 billion in economic losses. Therefore, Pakistan has high stakes in the stability of Afghanistan.

Pakistan’s objectives in Afghanistan are aligned with the international community. We want to see an inclusive government where all shades of Afghans have a role to play for peace and development of their country.

We are working with the international community including the regional countries to ensure that the long conflict in Afghanistan ends through a political settlement among the Afghans.

Foreign Minister of Pakistan just concluded a trip to several regional countries including Tajikistan, Uzbekistan, Turkmenistan and Iran to consult with their leaders regarding Afghanistan.

– As we know thousands of people are trying to flee Afghanistan after the Taliban took control of the country. One of the countries is Pakistan which faces the refugee flow. How does the Pakistani government plan to deal with this situation?

– Being the immediate neighbor with a long border, Pakistan has always been affected by spillover of instability in Afghanistan. We are already hosting over 4 million Afghan refugees and there is possibility of more refugees coming to Pakistan along with other countries. The ideal solution is to ensure that international community works with the Afghans inside Afghanistan to create conditions which would reduce the mass exodus of refugees. Pakistan would do all it can to help those coming to our borders for shelter.

– There is a view among political experts that nationalist establishment in Afghanistan at the next door is a kind of challenge for Pakistan. According to my knowledge, the Afghan Taliban is against the Durand Line, thus a new conflict can appear between Afghanistan and Pakistan?

– In my view, at this stage, it is not very relevant to talk about the juridical and historical connotations of Durand Line which is a settled issue. Pakistan has always emphasized that movement between Pakistan and Afghanistan whether of people or goods should be regulated just like other international border crossings.

– There’s no guarantee that Afghanistan wouldn’t once again become a safe haven for terrorists. For preventing it, as a regional country how can Pakistan cooperate with the international community?

– During the last several years, Pakistan’s greatest concern has been the ungoverned spaces from where many terrorist organizations used to orchestrate terrorist attacks inside Pakistan. Pakistan has been on record in highlighting these concerns to the international community including the UN. Now with the departure of foreign forces, it should be the responsibility of those in control of Afghanistan to ensure that Afghan soil is not used against any other country.

We have noted some statements from the Taliban in this regard. Let us all hope that such statements are implemented. The international community also has a role to play in helping those in control in Afghanistan to enable them fulfill those promises.

Some of the important steps could be to provide necessary financial assistance to wean away the Afghans from the war economy to a legal economy. The gains in human development index in the last 20 years should not be allowed to reverse.

– There is a kind of assumption that the ascendance of radical religious groups in Afghanistan will embolden radicals in the neighboring country -Pakistan. If this is the case, how will Pakistan deal with this and prevent it?

– This is an apprehension that is also being expressed in many circles in Pakistan. Only time will tell how things unfold. Pakistan has suffered from terrorist attacks by TTP and Daesh from the Afghan side in the last several years. These attacks were being sponsored by Pakistan’s enemies. Over the years, Pakistan has taken several steps to secure our border with Afghanistan including fencing and better monitoring of movement.

IHC serves notice in Noor Mukadam case

ISLAMABAD: The Islamabad High Court (IHC) on Friday served notices to Therapy Works’ employees seeking their comments in the Noor Mukadam murder case after the deceased woman’s father appealed for cancellation of their bail pleas.

IHC’s Justice Aamer Farooq heard the case filed by Noor’s father, Shaukat Mukadam. The court has also sought case records from additional district and session courts.

Petitioner’s lawyer Barrister Qasim Nawaz Abbasi told IHC the suspect had hidden facts from the lower court, as he mentioned his client had also named Therapy Works’ chief executive Tahir Zahoor and other employees as suspects in his supplementary statement.

A court has already dismissed the bail of Zahir Jaffar’s parents, he said, adding that the decision to grant bail to Therapy Works’ employees was announced by another court.

After hearing the arguments, Justice Farooq sought comments from the respondents along with the case records and adjourned the hearing.

Shaukat on Thursday had moved the IHC, seeking cancellation of the bail granted to the Therapy Works’ CEO and five other employees in the case.

A sessions court in Islamabad on Monday granted bail to six officials of Therapy Works, including its chief executive Zahoor, in the murder case.

In his petition, Shaukat had said that the officials of Therapy Works were present when the gruesome murder occurred. The sessions court avoided the rules laid down by the Supreme Court when granting bail to the suspects, read the petition.

Noor’s father said that the Therapy Works’ CEO and its other employees had been “threatening him.”

He argued that the suspects concealed evidence and pleaded with the court to nullify the sessions court’s orders and repeal the bail granted to the suspects.

If the bail is not revoked, the applicant may suffer irreparable damage, said Mukadam’s father.

PAKISTAN, UK DISCUSS MATTERS OF BILATERAL INTEREST

ISLAMABAD, AUG 27 /DNA/ – Foreign Minister Shah Mahmood Qureshi received telephone call from Mr. Dominic Raab, Secretary for Foreign, Commonwealth & Development Affairs and First Secretary of State of the United Kingdom. Views were exchanged on the latest developments in Afghanistan.

Noting that Pakistan was closely following the evolving situation, the Foreign Minister strongly condemned the terrorist attack near the Kabul Airport in which so many precious lives were lost.

The Foreign Minister underscored that safety, security, stability and protection of the rights of all Afghans were critically important. The Foreign Minister added that an inclusive political settlement was the best way forward.

Reiterating Pakistan’s commitment to regional peace, the Foreign Minister stated that Pakistan was in touch with regional and international partners. In this context, he emphasized the vital importance of peaceful and stable Afghanistan for Pakistan and the region.

The Foreign Minister added that it was essential for the world community to stay engaged with Afghanistan to stabilize the situation and help the Afghan people economically and to continue providing humanitarian assistance. The Foreign Minister also apprised his counterpart about his visit to four neighbouring countries of Afghanistan for a coordinated approach.

The Foreign Minister highlighted Pakistan’s efforts in facilitating evacuation of diplomatic personnel and staff of international organizations and others, including British nationals, and assured Pakistan’s continued support in this context.

In the bilateral context, the Foreign Minister shared concerns over the retention of Pakistan on the ‘Red List’ for travel ban. He noted that the Covid-19 situation in Pakistan has improved and urged the UK government to reconsider its decision.

The UK Foreign Secretary shared UK’s perspective on the developments in Afghanistan and conveyed thanks for Pakistan’s support and facilitation in the evacuation efforts.

The two Ministers agreed to remain in close contact.
