Rain emergency declared in Swat as residents brace for ‘high to very high’ floods

The government of Khyber Pakhtunkhwa (KP) has declared a rain emergency in the Swat district with immediate effect till August 30 after the Provincial Disaster Management Authority (PDMA) warned of “high to very high floods” in the Swat River.The decision was taken on the recommendation of the National Disaster Management Authority (NDMA).

KP’s Provincial Emergency Operations Centre said that water flows in River Swat at Khawazakhela point and its tributaries/nullahs had reached high to very high flood levels — 227,899 cusecs — which “may result in a dangerous situation for communities living nearby”.

It has directed the deputy commissioners of Swat, Lower Dir, Malakand, Mohmand, Charsadda, Mardan, Nowshera and Peshawar to immediately identify vulnerable points and communities at risk to devise mitigation and safety measures.

“Maintain enhanced alert level and monitor the developing situation to reduce reaction and response times,” the centre said, calling for the sensitisation of people living on the banks of the rivers about the increase in water flows.

“Make announcements for timely evacuation of the at-risk population from low-lying/flood-prone areas as per evacuation plans,” it added.

The PDMA also instructed authorities to evacuate cattle from areas at risk of flooding, as well as restrict vehicle movement there.

Monsoon rains this year have spelt disaster for the country. Flash floods in Shangla and Kohistan yesterday wreaked havoc where several portions of the Karakoram Highway, link roads, suspension bridges, houses, hospitals, schools, mini power stations, and water mills were completely washed away.

Earlier today, at least three people drowned in the River Indus near the Bisham area of Shangla. According to the locality’s station house officer, Abbas Khan, two other men in the Shang area were also swept away during the floods.

Separately, a Shangla health department official, Ijaz Ahmad, told that a rural health centre in the Karora area had been washed away by the floods in the Kana river.

Shamsul Hadi, a resident, said that three houses and a mosque were swept away in the floods, while roads and bridges leading to the Ranolia and Dubair areas had been completely destroyed.

In Shangla, the Alpuri-Puran and Karora-Kana roads also suffered several damages at several points, creating a sense of panic among the residents as they were restricted to their houses.

All government and private schools in the area have also been closed until further notice.

In a statement today, the Frontier Works Organisation said that the Karakoram Highway was swept away by floods at Zaidkarh Dassua and was blocked at several points due to landslides.

SCO outlines steps to enhance cooperation

The Shanghai Cooperation Organisation Defence Ministers’ Meeting held in Tashkent, Republic of Uzbekistan outlined further steps to enhance defence and security cooperation among the member states. According to a joint communique issued after the meeting, as usual, the ministers came together in a friendly and constructive atmosphere to engage in an exchange of views on the topical international and regional security matters.

    The participants noted that attempts to ensure one’s own security at the expense of other countries were unacceptable. The developments currently unfolding around the world demonstrate that the emergence of a just multipolar world order based on the universally recognised principles of international law, multilateralism, as well as equal, shared, indivisible, inclusive and sustainable security cannot be reversed.

    The ministers praised the high level of mutual understanding among SCO member states and agreed to continue their cooperation to improve security and stability across the SCO space, including in terms of overcoming the negative consequences of the Covid-19 pandemic.

    The defence ministers believe that settling the situation in Afghanistan without delay is one of the key factors in preserving and strengthening security and stability within the SCO space.In view of the current socioeconomic and humanitarian situation in Afghanistan, the defence ministers called on the international community and the SCO member states to step up their efforts to help the country overcome the socioeconomic and humanitarian crisis it is facing.

   The ministers firmly condemned attempts to revise the causes and outcomes of World War II, and to rehabilitate Nazi criminals and their accomplices, as well as promote neo-Nazi ideas. The ministers decided to hold a joint military counter-terrorist command post exercise Peaceful Mission 2023 in the Russian Federation on responding to new tactics used by international terrorists. Russia suggested that during this exercise, the interested parties focus on countering unmanned aerial vehicles, ensuring information security, and preventing terrorist attacks involving chemical and biological weapons.

  The SCO’s ties with other international organisations are becoming instrumental in strengthening regional security. In this connection, Russia suggested considering the possibility of inviting military units from other international organisations, as well as troops and observers from friendly countries to take part in the Peaceful Mission exercise. The SCO heads of State and Government will meet in the Uzbek city Samarkand next month to discuss a variety of issues. Pakistan will also take part at the highest level. Given the potential of the SCO Pakistan needs to fully cash in on this potential by forging deeper partnerships with the member states.

Pak summons Indian diplomat to condemn extrajudicial killing of Pakistani prisoner in IIOJK

ISLAMABAD, Aug 26:  Pakistan on Friday summoned the Indian Charge d’Affaires in Islamabad to foreign ministry to lodge a strong protest on the extra-judicial killing of a Pakistani civil prisoner by Indian Occupation Forces in a fake encounter in the Indian Illegally Occupied Jammu and Kashmir.

The Indian forces had extrajudicially killed Pakistani prisoner, Muhammad Ali Hussain, who had been jailed in Kot Bhalwal Prison in the IIOJK since 2006.

The Indian diplomat was told that Hussain’s death under mysterious circumstances at a location away from the prison, had once again substantiated Pakistan’s long-standing position that Indian Occupation Forces in the IIOJK are routinely involved in undertaking choreographed attacks and extrajudicial killings of Pakistani and Kashmiri prisoners.

He was also reminded of the case of Zia Mustafa, another Pakistani prisoner, who was murdered by Indian authorities in a similar fake encounter last year.

It was underscored that the narrative being spun that Muhammad Ali Hussain had allegedly attacked the security forces and attempted to escape when he was being taken to a suspected weapons’ smuggling site was not only fallacious but deceptive, the Foreign Office spokesperson said.

He said the reality was that Hussain’s death was nothing but cold-blooded murder. Pakistan’s serious concerns over the safety, security and well-being of other Pakistani prisoners in Indian custody were also raised.

While outrightly rejecting the implausible explanation proffered in the case of Muhammed Ali Hussain, Pakistan has demanded that the Indian government must immediately share the details of this particular incident.

Pakistan sought a credible post-mortem report to determine the cause of death and undertake a transparent investigation to bring to account whoever is responsible for the murder of the Pakistani prisoner.

“Government of India has also been called upon to ensure prompt and expeditious repatriation of the mortal remains of the deceased to Pakistan, as per the wishes of his family,,’ the spokesperson added.

Pakistan also reiterates its call to the international community to hold India accountable for its gross and systematic violations of international humanitarian law and ensure that Pakistani and Kashmiri prisoners under Indian custody are not expended as cannon fodder in the execution of India’s nefarious designs in the IIOJK.

PM Shehbaz sensitizes diplomats

ISLAMABAD, Prime Minister Shehbaz Sharif on Friday interacted with members of the diplomatic community in Islamabad to sensitize them about the damages caused by floods across the country.

8 diplomatic representatives including the UAE, France, Canada, Turkey, USA, UK, UN, Kuwait spoke on the occasion and assured the prime minister that they will take up this issue with their respective headquarters.

The Acting Ambassador of France Yves Manville while speaking on the occasion assured the prime minister that he will talk to his headquarters and inform them about the situation on ground. He also congratulated the new designated ambassador to France Ambassador Asim Iftikhar, who was there along with the Foreign Secretary and several ministers.

As part of efforts to mobilize all resources, the prime minister met Islamabad-based ambassadors, high commissioners & senior members of diplomatic corps to sensitize them about scale of human tragedy,” the prime minister wrote on Twitter.

During the meeting, the representatives of the Economic Affairs Division and the National Disaster Management Authority (NDMA) briefed about current status of the challenge and response. The prime minister said that the ongoing rain spell had caused devastation across the country. The losses, though yet to be documented, are comparable to the flash floods of 2010, he added.

He thanked the international community for their sympathies, condolences and pledges of support. “Together we will build back better,” he commented.

According to the PM Office, the international organizations and financial institutions had announced an immediate assistance of more than $500 million for the flood victims on the prime minister’s appeal. Prime Minister Shehbaz Sharif also held a meeting with international donors to sensitize them about the prevailing situation.

The representatives of the World Bank, Asian Development Bank, international financial institutions, development partners and donors attended the meeting. The officials of China, the United States and the European Union, agencies of the United Nations and World Health Organization also part of the meeting.

FTO addresses over 88 percent complaints of taxpayers in 6 months

ISLAMABAD, /DNA/ – Asif Mahmood Jah, Federal Tax Ombudsman (FTO) along with his team visited Islamabad Chamber of Commerce & Industry (ICCI) and gave a presentation to the business community about the 6 months achievements of his organization. Dr.ArslanSubuctageen Advisor (Customs), Ms. SarwatTahira Habib Advisor (Media & Awareness) and Almas Ali Jovindah Advisor Legal FTO accompanied him at the occasion.

Addressing the business community, Dr. Asif Mahmood Jah said that FTO received about 3000 complaints from January 2022 to June 2022, out of which 2650 complaints were addressed. He said that the complaints redressal time has been reduced from 68 to 40 days while 75 suomotu cases were taken up during the 6-month period.  He said that on the orders of FTO, customs authorities collected over Rs.5 billion by auctioning pending vehicles and goods. Similarly, on the intervention of FTO, FBR cleared refunds of about Rs.8 billion of taxpayers. He said that FTO has set up 5 new regional offices to expand its network for the facilitation of taxpayers. He assured that FTO would continue to act as an advocate of taxpayers to address their grievances and stressed that the business community should take benefit of its services for redressal of their tax complaints. He also nominated Ms. Naima Ansari, President, Islamabad Women Chamber of Commerce & Industry as Honorary Business Coordinator of FTO and presented a nomination letter to her at the occasion.

Speaking at the occasion, Muhammad ShakeelMunir, President, Islamabad Chamber of Commerce & Industry lauded the 6 month achievements of FTO that showed its good performance and said that FTO was providing speedy justice to the taxpayers by addressing their tax complaints, which deserved great appreciation. He said that FTO’s model of public private partnership by nominating Honorary Business Coordinators from the private sector was making a good contribution towards solving the grievances of taxpayers. He said that the current tax system of Pakistan was quite complicated and stressed that the government should make tax reforms to develop a tax system that should facilitate the promotion of business and investment activities, which would ultimately increase the tax revenue of the country.

Muhammad Faheem Khan, Vice President and Khalid Iqbal Malik, former President, Islamabad Chamber of Commerce & Industry also lauded the role of FTO for providing speedy and free of cost justice to the taxpayer and added that FTO’s interventions were improving the confidence of taxpayers on its facilitative role.

The representatives of various markets and sectors including marble, restaurants, jewellery, overseas employment promoters and bakery etc. highlighted various tax issues and sought the assistance of FTO in addressing them. Dr. Asif Mahmood Jah asked them to send these complaints in writing to FTO and assured to look into them for redress.

Taliban takeover of Kabul and TTP: Hard policy options for Islamabad

Since the war on terror has announced, the region has undergone various tumultuous changes that caused political instability and economic slowdown and provided the much-needed impetus to the religiously inspired elements. On August 30, 2021, the Pentagon announced that the last US flight carrying troops had left Afghanistan, concluding its longest war. Keeping aside the debate about who won in Afghanistan, it is a fact that the US and its ally’s long stay in the country has fundamentally jolted its socio-economic and socio-politico fabric. Resultantly, generations grew up knowing nothing other than the culture of guns, violence and bombs. The Taliban’s de-facto rule in Afghanistan faced various strategic, security, economic and ideological challenges. Additionally, the US withdrawal and Taliban takeover brought significant challenges to the foreign policy establishment of Pakistan and regional diplomacy. 

Tehreek e Taliban Pakistan lost momentum in 2018 when Noor Wali Mehsud appeared as its new emir. The terrorist organization was at its weakest point because it had almost lost all its territories in Pakistan and faced several internal organizational issues. Later, TTP, under Noor Wali Mehsud, reorganized and redefined his goals demanding an independent state in Pakistan’s tribal areas. Muhammad Amir Rana, Pakistan’s leading security analyst and director of PIPS, estimated that TTP aspirations were aimed at seeking its lost legitimacy among the tribes what they learned from the Pashtun Tahafuz Movement (PTM) nationalist agendas. However, the interesting point is about the demand of TTP, which is less religious and more political. 

The Taliban takeover of Kabul left hard policy options for Islamabad when it was extensively celebrated in Pakistan among religiously motivated groups. Islamabad was required to convince the Afghan Taliban to squelch TTP. However, Pakistan’s ambivalent approach towards Tehreek Taliban Pakistan paved the way for the resurgent group to reorganize itself. Resultantly, TTP escalated terror activities in late 2021 and started challenging security forces demanding the reversal of the FATA merger with Khyber Pakhtunkhwa. On July 26, eight Pakistani clerics were sent to Afghanistan to break the deadlock led by Mufti Taqi Usmani. Yet, the delegation failed to convince TTP to back from their demand of the reversal of the FATA merger. Pakistan’s security policy establishment failed to handle outlawed TTP as it is negotiating from a position of strength. This new facet of TTP given recent developments indicates the reasons behind their definite stance: (a) failure to convince Afghan Taliban to squelch TTP, (b) ambivalent approach towards outlawed terror organization, (c) state’s shifting policies and narratives, and (d) failure to counter TTP localization policy and nationalistic aspirations.

The comeback of TTP in Waziristan will have serious repercussions on the internal stability and peace of the country. Neither Pakistan’s economy can afford such instability, security, or foreign policy establishment, nor the country’s nationals if TTP joins hands with the Islamic State-Khorasan province, which will make it more powerful. Pakistan’s security policy establishment needs to outreach TTP and redefine its strategy to deal with the outlawed terror organization.

Tension within SECP escalates as it tries to downplay data breach

ISLAMABAD: Sensitive data of the Securities and Exchange Commission of Pakistan (SECP) has allegedly been stolen which has resulted in a tug of war between the chairman and the relevant commissioner. The latter claims she was kept in dark about the breach. The commissioner has now written to the finance minister for independent inquiry into the matter. The SECP regulates the corporate sector and is custodian of public and private information of the directors and financials of companies registered in Pakistan. The leaked database included private information like the chief executive officers of the companies, their identity cards, email addresses, residential addresses and other details including financial information.

When did this breach occur? It remained undiscovered by the concerned head of information security, Mubashir Sadozai. The SECP came to know only when a news website alerted the regulator by sending queries on July 27. Nothing significant was done other than issuing a statement that the matter had been fixed.

The relevant commissioner, Sadia Khan, claims she was not informed. She would only come to know three weeks later when a citizen, Zaki Khalid, who works on open-source intelligence, brought this matter to the attention of the government through the Prime Minister portal. A hacker from Estonia has claimed the responsibility of stealing the data. This coincides with an ongoing training on cyber security of SECP officials being conducted by Estonian trainers. The SECP said there was no correlation between the two.

Upset at this breach, Sadia Khan, not only lodged a protest within the SECP, she has written a letter to Finance Minister Miftah Ismail. “It is with a sense of deep concern that I am writing to you to inform you about a serious case of data leakage… I was informed about the incident in the afternoon of August 18, 2022, through a junior officer… even though the leakage of data took place on July 27, 2022… I requested a Commission meeting which though convened [it] was cancelled at the request of the Chairman.”

If the information being conveyed, she writes further, about the extent of the data leakage is correct, “the damage done from this incident is unprecedented.” She has demanded an independent investigation of the incident before the damage is irreversible, both in terms of the sanctity of the data entrusted to us as well as the reputation of the Commission, reads her letter. At present, there are only two commissioners, Chairman Amir Khan and Sadia Khan. Three seats are lying vacant.

Amir Khan was appointed chairman by the PTI government in 2019. Sources within SECP claim Mubashir Sadozai, the current head of information security, doesn’t have requisite IT qualification and was given this charge thanks to his closeness with the chairman. Chairman Amir Khan, however. replied that the said IT person is acting in charge only and was given this charge after the incumbent resigned a year ago. Amir Khan said the acting charge is given to someone who has the most relevant background from existing pool within the SECP as said person looks after e-services also. “I didn’t know the said gentlemen until three years ago”, Amir said, refuting the allegation of any personal bias. The chairman also added, “I was informed of the breach on the 18th of August, which is 10-12 working days after it took place. This is unfortunate. The same day, however, Sadia Khan who is also head of the information security, secretary finance and policy board chairman were informed. Same day press release was issued.” However, The News understands through documentary evidence that the matter had been brought to the attention of the Chairman Secretariat on July 27 through Musarrat Jabeen, Executive Director of Chairman Secretariat. The chairman may not have been informed.

Sadozai is not only the head of information security; he holds several other charges. He is registrar of companies as well as the head of administration, finance and compliance departments. Neither any inquiry has been ordered against him or any other official.

The SECP chairman also added that full time IT head will be joining soon as a year long search involving several advertisements and been completed. On the latest leak, the SECP has downplayed the significance. “Please note that all of the data so accessed unauthorisedly is public data and otherwise available on payment of fee. However we are also in process of hiring private investigators to a certain the level of breach and recommend actions to prevent such a thing in future.”

The SECP response against this serious breach is in contrast with the action it took after a story by Ahmed Noorani about the family of Lt Gen Asim Saleem Bajwa reported dozens of the family’s companies registered with the SECP. Arsalan Zafar Hijazi, a deputy director, was suspended on the suspicion of sharing the information about Bajwa’s companies notwithstanding the fact it was otherwise public information. The charges were framed and show cause served within two weeks.

Asked whether Sadia Khan protested on being kept uninformed, the SECP spokesperson said she might directly be contacted for her view. She was not available for comments; however, another SECP official said that Sadia refused to concur with the response prepared on her behalf for sharing with The News. Responding to the question of why an incident report was generated three weeks later when the matter was first brought to the Commission notice on July 27, the spokesperson said the Commission was not then clear if any publicly available data had been scrapped from the SECP website.

Previous government’s failure to fill key positions has been continued by current government also. It continues to impact the SECP negatively as it ads to inefficiency, confusing overlapping roles, and politicising within the critical functions of the regulator.

Mehriban Aliyeva – symbol of kindness, humanism and compassion

On August 26, the First Vice-President of the Republic of Azerbaijan Mehriban Aliyeva celebrates her birthday.

Founder of “Azerbaijani Culture Foundation” and “Azerbaijan – Heritage” magazine, which is published in three languages (Azerbaijani, English and Russian) in order to widely promote the Azerbaijani culture Mehriban Aliyeva was elected as President of Azerbaijan Gymnastics Federation in October 2002.

Mehriban Aliyeva has headed the Heydar Aliyev Foundation since 2004, which was founded to study the rich political legacy and promote the national statehood ideas of national leader of Azerbaijan Heydar Aliyev.

In August 2004, Mehriban Aliyeva was named Goodwill Ambassador of UNESCO for her role in protection and development of Azerbaijan’s intangible folk literature and national musical legacy.

In December 2004, Mehriban Aliyeva was elected as a member of the Executive Committee of NOC at the 4th General Assembly of the National Olympic Committee (NOC) of the Republic of Azerbaijan.

Mehriban Aliyeva has been a member of the New Azerbaijan Party’s Political Council since 2004, and deputy chairman of the party since 2013 and was elected as a Member of Parliament at the third, fourth and fifth convocation of the Milli Mejlis of the Republic of Azerbaijan respectively in 2005, 2010 and 2015. 

Having received an academic degree of PhD in Philosophy in 2005, Mehriban Aliyeva was also named Goodwill Ambassador of ISESCO for her outstanding contribution to humanitarian area, including the development of dialogue among civilizations and cultures, promotion of Islamic cultural legacy and for her tremendous role in addressing problems of children with special needs in November 2006, 

At the 4th Congress of the World Azerbaijanis held in Baku in June 2016, Mehriban Aliyeva was elected as a member of the World Azerbaijanis Coordination Board.

On February 21, 2017, Mehriban Aliyeva was appointed as First Vice-President of the Republic of Azerbaijan. This terminated her power as a Member of Parliament of the Republic of Azerbaijan on March 6, 2017.

Mehriban Aliyeva, who is the author of many projects aimed at the social wellbeing of the people, carries the name of the First Lady with honor and presents to the world the proud image of the contemporary Azerbaijani woman. Azerbaijan’s First Lady is an exemplary image of the woman for Muslim women.

The Heydar Aliyev Foundation, which started operations under the leadership of First Lady Mehriban Aliyeva in 2004, provides unparalleled services towards the realization of the ideas of Heydar Aliyev the National Leader of Azerbaijan and the recognition of the rich heritage of statehood of this genius personality in the entire world. Revival and increased scale of Azerbaijani people’s traditions of charity have been possible based directly on the personal example provided by the President of the Heydar Aliyev Foundation. She is national with all of her decisions: she serves the progress of her motherland and works tirelessly for the sake of development of his country’s culture, education and sport. The schools, healthcare and medical facilities that were built or renovated even in the most outlying parts of Azerbaijan through the Heydar Aliyev Foundation can be an example of this. A lot of programs and projects have been implemented for this purpose. The Foundation has been taking an active part in increasing the international reputation of the Republic of Azerbaijan.

It should be noted that with the initiative and support of Mehriban Aliyeva, the Heydar Aliyev Foundation has implemented humanitarian social oriented projects in Pakistan, as well.

The opening ceremony of a secondary school for girls was held on February 9, 2008 in Rara settlement of Muzaffarabad city, which was damaged by the earthquake. During these years, with the initiative and support of the Foundation, free medical diognasis and operations were provided, there were contribution to building of medical facilities and water supply systems, charity events were organized, peoples with disabilities were provided with wheelchairs and other numerous projects were carried out in this direction.

In 2015, Mehriban Aliyeva has been awarded with high State Award of Pakistan – order of “Hilal-e-Pakistan”.

UN boosting support to Pakistan fighting floods in parts of country; $7 mln mobilized

UNITED NATIONS, Aug 24: The United Nations is boosting support to Pakistani authorities dealing with the devastating floods in the most affected provinces of Balochistan and Sindh, a UN spokesman said Wednesday.

Responding to a question at the regular noon briefing at UN Headquarters in New York, Spokesman Stephane Dujarric said that the UN team, led by Resident and Humanitarian Coordinator Julien Harneis, has mobilized $7 million to respond to the floods.

According to Pakistan’s Minister for Climate Change, Sherry Rehman, over 900 people were killed during monsoon rains across the country since June this year, while 1,293 were left injured.

The spokesman said the  UN has provided 1,100 metric tons of food rations, therapeutic feed and nutritional supplements in the affected areas.
