The tragedy caused by floods and our response

Devastating floods and human misery that emanated from the floods have badly exposed the governance system in all the provinces and even in the federal capital. Over 1,000 people have so far been killed by the deadly floods while tens of thousands have already been rendered homeless. Loss of livestock that runs into millions of rupees is yet another ordeal that the hapless victims had to face. Many of them died simply because no one came to their rescue. While the natural calamity continues multiply misers of the victims the rulers are seen only visiting the affected areas for merely photo session purposes. When it comes to point scoring, the entire political elite seems to be on the same page. Regrettably it invariably happens in Pakistan that whenever the country is hit by a calamity the leaders then start doing politics. An endless game of accusations kick starts with those in power start enjoying Heli rides with a view to ‘assessing’ the damages. Some of them also show ‘immense generosity’ by dropping down a few packs of food for the ill-fated people. In the past two decades Pakistan has witnessed three major floods; one in early 90s, second around 2010 and third one now. Unfortunately, on all these occasions the leaders acted in the same fashion i.e they extended only lip service and nothing practically.

Figures show mostly the backward areas of Balochistan, Sindh, South Punjab and KP have been hit-hard by floods and rains simply because people there are leading a miserable life. Poverty is at its best in these areas. These areas are mostly governed by Sardars, chieftains; feudals; Maliks who would never want these areas to prosper and develop. So we can say without any doubt that these areas have been kept backward deliberately by these worldly gods. In some areas humans are forced to lead a life worse than animals. And ironically it is still happening in the Islamic Republic of Pakistan or in the ‘State of Madina’. When such calamities befall on us, everybody including the so-called civil society wake up. Rescue camps are established; fundraising campaigns are launched and social media networks are activated. The governments try to turn such calamities into an opportunity for themselves and start extending the begging bowls both at home and abroad for some charity. The prime minister convened a meeting of the diplomats last week and asked them for help. But perhaps the international community is well aware of Pakistan’s past when it comes to dealing with such situations therefore all such pleas hitherto have received a lackluster response.

 A sitting Senator from Balochistan Kamran Murtaza, in his recent TV talk admitted that in Balochistan and Sindh provinces corruption rules supreme. In each and every contract 55 per cent commission is doled out which means only 45 per cent is spent on a project. It is quite obvious a project completed with only 45 per cent of the total amount, will not last for long. That is why most of the bridges; small dams; water reservoirs could not withstand torrential floods and hence destroyed allowing water to enter the settled areas causing colossal losses. When it comes to corruption, the rest of the provinces are not an exception either.

 The European Union announced 1.8 million Euros support while another USD 500 million came from the rest of the world so far. Another brotherly country Azerbaijan has also extended an amount of USD two million. The UK too has extended some help while we continue to receive pledges from other countries. Most of the countries do want to help us but not in the shape of cash.   Ostensibly the amount that Pakistan has received so far appears to be the peanuts viz-a-viz losses that have been incurred. But then we perhaps should not wholly bank upon the foreign aid always. We need to mobilize local resources and philanthropists as well, many of them happen to be the richest men on this earth. Likewise, the entire political elite too needs to contribute generously to this end. As it goes, charity begins at home. The members of the Parliament including the prime minister have all made their fortunes in Pakistan and so is the case with the opposition parties. It is high time that they should donate handsomely from their personal accounts. If they do so, then indeed others would follow them. It would also send a positive signal abroad.

The Prime Minister has convened an All Parties Conference (APC) on Monday to seek collective wisdom as to how to tackle this tragedy. But it must not be just a debate for the sake of debate. No occasion can be more opportune than this that the political leaders announce substantial sums either on behalf of their respective parties or in their individual capacity to set a worth-emulating precedent.

Woes of the wretched victims multiplied also because of the sheer mismanagement on the part of the authorities.  For example in Swat most of the hotels were illegally built by encroaching the river area. Consequently a 200 feet wide river got squeezed to just 50 feet or even less at some points. Therefore most of the hotels and constructions built on the river land were washed away as water had to make its way. So much so, in Islamabad too the builders have not spared the waterways and nullahs. In July 2021 the E 11 Sector of the Capital downed after heavy rains simply because most of the nullahs had been encroached upon by the housing society.  At least two people were killed in that tragedy. So the mind-boggling question is that did we learn any lessons from that tragedy? Absolutely not and that is the reason we have to bear the brunt of yet another human tragedy in the shape of recent floods that has already taken away more than 1,000 precious lives. I could not find a suitable reason to be optimistic that our leaders and rulers would learn a lesson after the recent catastrophe, which continues to take a heavy toll on especially have-nots and the under-privileged class. As the British author Christina Lamb would put it, ‘Pakistanis are a nation waiting for Allah’.

Rescue operations continue as KP areas remain cut off due to floods

Khyber Pakhtunkhwa’s Kohistan tehsil was reeling on Sunday as officials continued to call for help in rescuing people stranded in areas “completely cut off” due to the deadly floods that have laid waste to lives and infrastructure across the country.

A day earlier, some 350,000 people were evacuated from Charsadda and Nowshera as powerful flash floods in the province caused the Kabul River to swell, sweeping away a large bridge overnight and cutting off some districts from road access.

The National Disaster Management Authority said the death toll from the monsoon rains had reached 1,033 since mid-June, with 119 killed in the previous 24 hours.

He added that locals made their way through perilous conditions on foot — with some travelling for two days — and informed him that an estimated 2,000 houses had been washed away in the floods.

Haq said there is an acute need for food and medicine in Kandia as cases of diarrhoea have surged.

Separately, Lower Kohistan Assistant Commissioner Saqib Khan told Dawn.com that the military has been requested to fly in helicopters to rescue stranded families there since “there is no road route, the communication system and electricity in the affected areas [has broken down]”.

Hours later, Saqib Khan said that the helicopter had arrived. “With the grace of God our rescue is here, and the electricity has been restored.”He said teams have been scrambled there under the supervision of District Emergency Officer Sajid Ali Yousafzai and Assistant Commissioner Saqib Khan and a rescue operation was underway.

France ready to support flood victims of Pakistan: Macron

ISLAMABAD, Aug 28 (DNA): French President Emmanuel Macron on Sunday while expressing solidarity with the flood victims of Pakistan said that his country was ready to provide help.

On his Twitter handle, the French president said that their thought went to the people in Pakistan who had been facing terrible floods with countless people missing.

“Our thoughts go out to the Pakistani people facing terrible floods, to the families of the countless people missing and to the populations affected. France stands ready to provide help,” he posted.

PM receives phone call from Turkish President

ISLAMABAD /DNA/ – Prime Minister Muhammad Shehbaz Sharif received telephone call from President of Turkiye Recep Tayyip Erdogan, today.

The Prime Minister briefed the Turkish President on the latest situation of floods in Pakistan and the government’s efforts to provide relief on an emergency basis. The Prime Minister highlighted that Pakistan had been facing unprecedented monsoon weather since mid-June 2022, with record rainfall. This had caused massive devastation in various parts of the country, resulting in loss of human lives, livelihoods and extensive damage to the infrastructure.

Prime Minister Shehbaz Sharif stated that despite that the rainfall had severely damaged infrastructure, the government was making all efforts to reach out to affected areas and assist people in their relocation and through delivery of aid.

The Prime Minister shared that Pakistan had prepared a “UN Flash Appeal” which would be launched on 30 August 2022 and expressed the hope that the international community would contribute towards meeting the funding requirements of the Flash Appeal.

The Prime Minister thanked President Erdogan for Turkiye’s humanitarian relief assistance including the arrangements to urgently dispatch tents, emergency food items, and medicines.

In the bilateral context, Prime Minister Shehbaz Sharif reaffirmed commitment to boost relations in all areas. He also thanked President Erdogan for Turkiye’s unflinching support to the people of Jammu and Kashmir.

President Recep Tayyip Erdogan commiserated with Prime Minister Shehbaz Sharif on loss of lives and extensive damage due to severe rainfall and floods. He added that Turkiye would always support Pakistan.

Liverpool equal Premier League record with 9-0 hammering of Bournemouth

LIVERPOOL – Liverpool earned their first win of the season in stunning fashion after equalling the record for the biggest ever Premier League victory with a 9-0 thrashing of promoted Bournemouth at Anfield on Saturday.

Two goals inside the opening six minutes from Luis Diaz and Harvey Elliot put the hosts into a commanding position from the off.

A stunning strike from England full-back Trent Alexander Arnold which arrowed into the top corner gave Liverpool a three-goal lead in the 28th minute before Roberto Firmino got in on the act with a fourth three minutes later.

Not done there, Liverpool had a fifth before the interval, with Virgil van Dijk heading home from a corner — the first time the Reds had netted five in the first half of a league game since 1958.

Chris Mepham s own goal had the visitors staring at the prospect of an embarrassing drubbing, with such worries heightening after a close-range finish from Firmino and substitute Fabio Carvalho s volley.

After Diaz headed in the ninth, Liverpool had five minutes to become the first side to score 10 goals in a Premier League match. But despite some late scares, Bournemouth did just enough to avoid suffering that ignominy.

Along with Manchester United twice and Leicester City, four teams have now scored nine in a Premier League match, while Liverpool equalled their own league win record with Saturday s thrashing.

The last time Liverpool failed to win any of their opening four games of a season was back in 2012-13, a feat never likely to be repeated once Diaz s third-minute header on the end of Mohamed Salah s cross had found the net.

It was the first time in eight league games that Liverpool scored first, and before long the hosts added a second in the Merseyside sunshine as young Elliot rifled home from the edge of the penalty area.

A third was quickly forthcoming, and worth the wait for an expectant Anfield, with Alexander-Arnold firing an unstoppable strike into the net, while there was more than an element of fortune about Liverpool s fourth finished off by Firmino.

In finding the net, the Brazilian became the first Liverpool player to be involved in four goals – three assists and a goal – in the Premier League.

Van Dijk s header meant it was going to be a long second half for the visitors, with the feeling of dread even more prevalent after Mepham s own goal just after the break made it six.

A poor parry from Bournemouth goalkeeper Mark Travers was then punished by Firmino, before Carvalho and Diaz again had supporters calling for 10, with Bournemouth looking decidedly panicked, but it was not to be.

Current climatic catastrophe and role of the United Nations

The United Nations is mobilizing its resources to support Pakistan’s efforts to deal with the devastating floods in the most affected provinces of Balochistan and Sindh, Pakistan has requested a more active role of the United Nations (UN) in relief work after the devastation caused by the recent floods across Pakistan, adding that the provision of humanitarian relief to the people in the affected areas was a high priority. This was communicated by Prime Minister Shehbaz Sharif in a meeting with the UN Resident Coordinator in Pakistan, Julien Harneis. The PM also discussed various areas of the UN’s work and cooperation with Pakistan, including the United Nations Sustainable Development Cooperation Framework, flood relief, food security, and ecosystem restoration

According to Pakistan’s Minister for Climate Change, Sherry Rehman, over 1500 people were killed during monsoon rains across the country since June this year, while 3,000 were left injured. According to the UN, spokesman UN has mobilized $7 million to respond to the floods. The UN has provided 1,100 metric tons of food rations, therapeutic feed, and nutritional supplements in the affected areas. It also provided medicine, water purification tablets, tents, newborn baby kits, tarpaulins, and other goods.

Following a rapid needs assessment, a response plan is being finalized to coordinate the joint response and call for further resources, including from the (UN’s) Central Emergency Response Fund. The United Nations says its team in Pakistan is stepping up efforts to assist millions of people impacted by the recent devastating floods in the country. The UN Central Emergency Response Fund (CERF) has allocated US$ 3 million to UN agencies and partners in Pakistan to respond to the floods. This will be used for health, nutrition, food security, and water and sanitation services in flood-affected areas, focusing on the most vulnerable. For its part, the Food and Agriculture Organization (FAO) is working with authorities to assess needs and provide veterinary supplies, he added.

The floods have caused widespread destruction across the country. Millions of children, women, and men have been affected since mid-June, and over a thousand lives have been lost. People have lost their homes, livestock, harvest-ready crops, and their only sources of livelihood. Infrastructure across the country has suffered massive damage, and roads, bridges, and buildings have been washed away.

The government is conducting search and rescue operations, providing relief supplies, and preparing a cash assistance program. The UN, and non-government organizations, have been working alongside the government to provide support. The ongoing assistance by UN agencies includes medical supplies and services by WHO, safe water and nutrition by UNICEF, support for maternal health by UNFPA, food assistance by WFP, vaccination of livestock by FAO, and shelter for refugees by UNHCR.

Iran’s President assures all-out support to PM for flood relief

ISLAMABAD, AUG 27 /DNA/ – Prime Minister Muhammad Shehbaz Sharif received telephone call from President of Iran Syed Ebrahim Raisi, today.The Prime Minister thanked President Raisi for his sympathy on the flood situation, stressing that Pakistan had been enduring severe monsoon weather since mid-June 2022, with many areas receiving 4-5 times and even more. This had caused widespread flooding and landslides, with extreme repercussions for human lives, livelihoods, livestock, property and infrastructure.

Prime Minister Shehbaz Sharif underlined that the humanitarian situation was being compounded by drastic impact to infrastructure including roads and bridges, which was impeding both the passage of people to safer locations and the delivery of aid.

Highlighting the government’s efforts in this regard, the Prime Minister shared that Pakistan had prepared a “UN Flash Appeal” which would be launched on 30 August 2022. He expressed the hope that the international community would contribute towards meeting the funding requirements of the Flash Appeal.

In the bilateral context, Prime Minister Shehbaz Sharif reaffirmed commitment to boost relations in all areas. He also conveyed appreciation for Iran’s steadfast support to the people of Jammu and Kashmir.

President  Ebrahim Raisi conveyed solidarity with Pakistan and assured of all out support in relief assistance in all areas.

Pakistani Mango Festival in Minsk Belarus

MINSK, /DNA/ – The Embassy of Pakistan, Minsk in collaboration with Trade Development Authority of Pakistan (TDAP) held a Pakistani Mango Festival at Dana Mall, on Aug 26 one of the largest Shopping Malls in Minsk.

The event attracted a massive response from the general public with around 4000 people visiting the mangoes stalls during the festival which continued for almost four hours.

The visitors were able to taste fresh Mango cubes, Mango Ice Cream and Mango Milk. Additionally, Mango samples were also provided to few fruit importers and grocery chain representatives.

Won’t rest until each flood victim is not only reached but rehabilitated: COAS

RAWALPINDI, Aug 27 (DNA): Chief of Army Staff General Qamar Javed Bajwa
visited flood-affected areas of Balochistan on Saturday.

According to a press release issued by the Inter-Services Public
Relations (ISPR), the COAS went to flood relief and medical camps
established at Goth Sadoori, Lakhra, Lasbela and inquired about
well-being of local people affected due to floods.

The COAS also met troops busy in relief operations and lauded their
efforts in service of men, women and children in distress.

“The safety and well-being of our country men comes first and we won’t
rest until each one of flood affected is not only reached but
rehabilitated, no matter how much effort is required. The people of
Pakistan are our priority and we won’t spare any effort to assist them
in this difficult time,” said COAS Qamar Bajwa.

He directed to utilise all available resources to assist the civil
administration for rescue, relief and rehabilitation of people and
infrastructure in the flood affected areas. “We must reach out to our
brothers and sisters in need without waiting for orders and help them
overcome this natural calamity,” the COAS directed.

FM Bilawal briefs Turkish counterpart about damages caused by floods


ISLAMABAD, Aug 27 (DNA): Foreign Minister Bilawal Bhutto Zardari has
expressed his gratitude to his Turkish counterpart Mevlut Cavusoglu for
immediately sending volunteers for help in rehabilitation after flood.

In a telephonic conversation on Saturday, he apprised the Turkish
Foreign Minister about enormous damage caused by the unusual rains and
floods in Pakistan.

Thanking the Turkish Foreign Minister for Turkiye’stimely dispatch of
team for flood relief assistance at the outset, the Foreign Minister
highlighted that since June 2022, Pakistan had witnessed highest
rainfall on record.

This had caused widespread flooding and landslides, with extreme
repercussions for human lives, livelihoods, livestock, property and
infrastructure. The disaster would likely be compounded by riverine
floods as well.

Foreign Minister Bilawal Bhutto Zardari stressed that the extensive
damages to infrastructure was further impeding the relocation of people
to safer locations and the effective delivery of assistance.

The Foreign Minister shared with his Turkish counterpart that Pakistan
had prepared a “UN Flash Appeal” which would be launched on 30 August
2022. He expressed the hope that the international community would
contribute towards meeting the funding requirements of the Flash Appeal.
