World Bank offers $35m in aid to Punjab govt for flood-stricken people

LAHORE – The World Bank on Friday offered to give $35 million in aid to the Punjab government for flood-stricken people.

A delegation led by the country director of the World Bank met Chief Minister Punjab Pervaiz Elahi, while former federal minister Moonis Elahi was also present in the meeting. In the meeting, the World Bank also offered assistance to the flood-hit people, while It was also agreed to increase cooperation between the Punjab government and the World Bank in various fields.

Punjab CM said that $35 million will be linked to the Punjab Ehsaas program and will be distributed among the flood-affected people. Speaking about the World Bank, Pervaiz Elahi said, “I have had a long-standing relationship with the World Bank and during my previous government, revolutionary reforms in education and health were carried out with the support of the World Bank.” CM Elahi said that his Education Sector Reforms Programme was recognized globally, adding that his government had announced free education up to degree level.

Talking about the situation of the flood-affected people, the Chief Minister said that medicines have been provided free of cost in the emergency wards, while special medical camps have been set up in the flood-stricken areas to prevent epidemics. Chief Minister Elahi further said that a comprehensive plan has been prepared for the rehabilitation of the flood-hit people and full attention has been paid to the construction of dams to preserve water.

Chinese delegation presents donation cheque to PRCS for flood relief operation

MoU also signed between METRO Pakistan and PRCS for provision of food packs to flood affected families

ISLAMABAD: A delegation of Chinese Construction Company called on Chairman Pakistan Red Crescent Society Sardar Shahid Ahmed Laghari here today and presented the donation cheque of PKR 4.5 million to PRCS for the relief and rehabilitation of the flood affected families.

Company Director Li-Ping and Deputy Director Chen Zhihang of Yunnan Sunny Road and Bridge Company Limited of China, handed over the donation cheque to PRCS Chairman in a simple ceremony held at National Headquarters.

In another event, a MoU was signed between Metro Pakistan (Pvt) Limited and Red Crescent for providing food items to the flood victims. According to the initiative, the flood-affected households will be provided with food and household items on a humanitarian basis. MetroCash & Carry will supply goods worth Rs 11 million to Red Crescent till 31 December 2022.

Speaking on the occasion Sardar Shahid Ahmed Laghari thanked the Chinese company and Metro Pakistan Pvt. Limited for their generous support and hoped that the donation would help in alleviating the sufferings of the flood affectees.

He said that Red Crescent relief operations are ongoing in the flood-affected areas and recent floods have caused a lot of destruction in Sindh and Balochistan where infrastructure has been destroyed. He said our relief teams are on the ground and working round the clock, providing relief and rescue services to the distressed people in the flood-hit areas.  He said rescue and relief work by Pakistan Army, Pakistan Navy along with Red Crescent was highly commendable.

BISP disbursed over 35 billion rupees among 1,400,896 flood-affected families

ISLAMABAD, SEP 23: /DNA/ – Federal Government has increased the amount of Flood Relief Cash Assistance Package from Rs.28bn to Rs.70bn for the flood affected families across the country.

The financial assistance of Rs.25,000 per family is being distributed through Benazir Income Support Programme (BISP) in a transparent manner.

Not only in Balochistan, Sindh, Khyber Pakhtunkhwa and Punjab but now Benazir Income Support Programme has also started the disbursement of Rs.25000 to flood affected families of Gilgit Baltistan as well. The aim is to extend the scale of programme in order to reach out the maximum population affected by the recent floods for provision of the financial assistance. In this regard Benazir Income Support Programmehas identified 2,759,601 more families through its National Socio-Economic Registry (NSER).

In Balochistan 136,444 flood affected families have received Rs.3411.1 million.983,276affected families of Sindh have received Rs.24581.9 million.In Khyber Pakhtunkhwa127,523 families have received Rs.318807.5 million whereas153,550 families of Punjab have received Rs.383875.0 million. In Gilgit Baltistan 103 flood affected families have also received Rs. 2.57 million.

As of Friday evening Benazir Income Support Programme has so far disbursed Rs.35,022,400,000 among 1,400,896 flood affected families.

Today 1,550 flood affected families in Balochistan; 133,576families in Sindh; 1,427families in Khyber Pakhtunkhwa, 821 in Punjab and 103flood affected families in Gilgit Baltistan have received the financial assistance.

A total of 133,477 flood affected families have received financial assistance today from different campsites established in flood hit areas. A control room has been established at Benazir Income Support Pogramme headquarters to ensure smooth payments.

Pakistan Embassy in Moscow holds Khuli Kachehri

Moscow: The Embassy of Pakistan in Moscow held a Khuli Kachehri today, on 23 September 2022, in an online format. The meeting was conducted by Deputy Head of Mission Mr. Rana Summar Javed. 

During the meeting, Mr. Rana Summar Javed informed the participants about special arrangements made by the Embassy in order to deliver passports to the Pakistani citizens in Russia. Passports of pakistani citizens are being extended by the mission as per rules without delays on a casw to case basis despite the current logistical challenges. In addition, the matter has been taken up with IMPASS to further facilitate the applicants. The participants appreciated the Mission’s effort and put forward various suggestions on how to expedite and smoothen the passport delivery process.

The Deputy Head of Mission also underscored the importance of abiding by the laws and rules of the host country, including inadmissibility to participate in the unauthorized rallies or gatherings. 

In addition, it was noted that maximum attention is given to the Pakistani nationals, whenever they visit the Embassy, and the staff of the Mission are committed to provide maximum facilitation to the citizens. 

Debating religion’s role in infusing politics with values, morals, and ethics

It is called into question by the crisis in democracy in the United States in the wake of his predecessor, Donald Trump, who questioned the legitimacy of the election that brought Mr. Biden to office.

Even worse, Mr. Trump and his followers question the principle of a peaceful, democratic transition of power and are working hard to introduce at the state level legal and electoral procedures that would jeorpardize the principle of one man one vote.

Nevertheless, Mr. Biden has framed NATO support for Ukraine in its resistance to the Russian invasion as a fight of democracy against autocracy although it is more a struggle for upholding international law and the rule of law.

All of this raises the question whether politics and policies should be grounded in inclusive values, moral and ethics and how to square that with realities of realpolitik.

The clash between the two was on public display with Mr. Biden’s controversial pilgrimage to Saudi Arabia in July despite his vow during his election to treat the kingdom as a ‘pariah state’ and his initial refusal after he came to office to deal directly with Crown Prince Mohammed bin Salam because of the 2018 killing of journalist Jamal Khashoggi.

To discuss, all of this today, I am joined by Ronald Llamas, a senior advisor to former Philippine President Benigno Aquino, long standing democracy and human rights activist, and a master of the darker arts of politics and policy implementation.

Ahsan Iqbal urges youth to promote harmony in society

ISLAMABAD, SEP 23: Federal Minister for Planning, Development and Special Initiatives Mr. Ahsan Iqbal has urged the youth to promote harmony in society and hold their opinion on any issue of their choice but keeping in mind that ‘you don’t have to think the same to be equal.’

Speaking to Pakistani alumni from Hungarian universities under Stipendium Hungaricum Scholarship in Islamabad on Friday, the Minister emphasized that prejudice is the death of humanity. “You have every right to have your point of view but do remember that rationality should not be lost during arguments. We must also know that interpretation of reality is different for each one of us.”

He appreciated Pakistani students who have completed their studies from Hungarian universities and urged them to put into practice whatever they have learned in their respective fields. They included graduates of BS, MS and PhD programmes from different universities in Hungary. Some of the students in Hungary joined the session through video link. “You are a privileged group of students who have been educated abroad.”

Lamenting the country’s economic situation, he urged the graduates to think where they want to see Pakistan in 2047 and make their efforts accordingly. “Among many other factors for national development, an important thing is to create positive synergy through harmony and respect for others. We do not want you to be apologetic when you reach our age and repeat the mistakes of our generation. You have a great responsibility towards the country.”

The Minister asked each group member of the alumni association to write a two-pager on their experience in Hungary as well as their suggestions for improvement in Pakistani higher education system. “Your suggestions will be valuable for us and we will take your recommendations to the university leadership for improvement in our university and college education.” 

He advised the students to fully utilise their potential and talent in their respective areas of study as well as under the cultural diversity to play a proactive role in further improving harmony between Pakistan and Hungary. He assured that the Government of Pakistan is fully supportive of the programmes like Stipendium Hungaricum Scholarships.

He said that the flood disaster has put a great burden on administrative and financial resources of the country but only way out for the nation is to fight it out together.

Dr. Shaista Sohail, Executive Director HEC appreciated the support of Hungarian Government for higher studies of Pakistani students. She advised the students to utilise their energies on showing exemplary academic performance and character and play ambassadors of Pakistan in Hungary. She said that the scholarship programme is a long-term investment in the relations between Pakistan and Hungary.

The Stipendium Hungaricum Scholarships for Hungary began in 2015 with award of 80 scholarships, which was increased to 200 every year in 2017. A total of 772 scholarships, including 565 Bachelor’s, 161 Master’s, and 46 PhD scholarships, were awarded the scholarships to study in Hungary from 2016 to 2021. While 148 students — 111 undergraduate, 28 Master’s and nine PhD, are proceeding this year.

As many as 148 Pakistani students are set to leave for study in Hungarian universities, as the Higher Education Commission (HEC), Pakistan held a send-off ceremony a few days ago to award certificates to the scholarship winners under the Stipendium Hungaricum Scholarship Programme.    

RCCI concerns on delay of work on Ring Road Project

Rawalpindi: The Rawalpindi Chamber of Commerce and Industry (RCCI) has shown concerns on delay in the Rawalpindi Ring Road project.

A delegation of Rawalpindi Chamber of Commerce led by President Nadeem Rauf called Chairman RDA Tariq Mehmood Murtaza here on Friday and shared the concern of the business community. Chairman RDA informed the delegation about the progress of the ongoing development projects on Rawalpindi Ring Road and Lei Expressway.

President Chamber Nadeem Rauf emphasized that the ring road project, which was also inaugurated by the prime minister, should not be delayed anymore and immediate work should be started on the industrial zones around the ring road. He said that the Chamber and the business community are deeply concerned about the delay of work of these key projects. The business community of Rawalpindi believed that the Ring Road project would be a game changer for Rawalpindi, adding, it was an important project for the development of Rawalpindi.

The project of widening Kachhari Chowk was also approved in the budget but the work could not be started yet. The delegation also met DGRDA Saif Anwar Jhapa and gave a briefing on development projects.

Sanjrani greets Saudi Arabia on 92nd National Day

Envoy invites Pak investors to explore UAE for investment

ISLAMABAD, SEP 23 /DNA/ – Hamad Obaid Ibrahim Salem Al-Zaabi, Ambassador of United Arab Emirates to Pakistan said that United Arab Emirates (UAE) was emerging as a hub of trade and investment activities and was striving to attract USD 150 billion of inward investment by 2030, therefore, it was the right time for Pakistani investors to focus on UAE for business and investment activities. He said that this year, UAE and Pakistan were celebrating 50 years of their unique brotherly relations, which should be transformed into growing trade and economic relations. He said that the UAE was connected to over 250 cities around the world and investing in UAE would enable Pakistan investors to promote exports to many parts of the world. He said this while addressing as Chief Guest at Explore UAE event organized at Islamabad Chamber of Commerce & Industry (ICCI) in collaboration with UAE Embassy.

Ahmed Mohammad Aljneibi, Economic Advisor, Ministry of Foreign Affairs and International Cooperation of UAE gave a detailed presentation to the business community on Invest Emirates. He said that UAE was an ideal destination for investment as it has a low-tax environment and offered new opportunities for investment across both mainland and free zones.

He highlighted transportation, storage & construction, agriculture, industrial manufacturing, renewable energy, hospitality, information & communication, professional, scientific & technical activities, administrative & support services, educational activities, healthcare and arts & entertainment as potential areas of investment in UAE.

Speaking at the occasion, Shakeel Munir, President, Islamabad Chamber of Commerce and Industry said that UAE has emerged as one of the major trading partners of Pakistan and we would like to further strengthen trade ties with it. He said that the bilateral trade between Pakistan and UAE in 2021-22 had crossed the USD 10 billion mark, which could be further enhanced with strong efforts from both sides.

He said that Pakistani exports to UAE included garments, food items, meat, cereals, agricultural products, fruits & vegetables and there was great potential for exports of many other Pakistani products to UAE including financial and software-related products, mangoes, oranges, kinos & rice etc. He stressed that the UAE should take advantage of these products by importing them from Pakistan.

He said that many UAE companies were already doing successful business in Pakistan and more should come to capitalize on the investment opportunities available in various sectors of Pakistan’s economy. He also thanked the UAE government for providing generous support to Pakistan for the flood affectees.

Jamshaid Akhtar Sheikh, Senior Vice President and Muhammad Faheem Khan Vice President ICCI thanked the visiting guests of UAE for highlighting investment potential in UAE and hoped that ICCI members would try to take benefit of these opportunities. Experts call for learning from past foreign, security policy mistakes

Peshawar, Sep 23: Former ambassador and veteran statesman Rustam Shah Mohmand has stressed that Pakistan needs to play a proactive role in the region vis-à-vis Afghanistan as it was evident that stability or instability in Afghanistan resonate with Pakistan in parallel. Instead of making further policy dichotomies, Pakistan needs to develop a robust policy concerning Afghanistan. For Pakistan, it is a time to pause, reflect, assess, and consider the dangers that loom on the horizon if Afghanistan remains unstable for a longer time.

He was addressing a seminar titled Askariyat Kay Khadshaat, Mazi Ka Sabaq Aur Darkar Hikmat-e-Amli (Fears of Re-emergence of Militancy; Lesson from the Past and Required Strategy) combined with the book launch of Dehshat Gardi Kay Khilaf Jang: Pak Amrika Ta’awun Aur Is Kay Asarat (War Against Terrorism: Pak-US Relations and its Impacts), the ninth book of the ‘Armughan-e-Khurshid Series’ recently published in two volumes, which compiles the writings and speeches of Prof. Khurshid Ahmad, a veteran politician, eminent scholar, economist, founder and patron-in-chief of Institute of Policy Studies (IPS) on a variety of subjects of national significance.

The seminar, hosted by Qurtuba University, Peshawar and co-chaired by Khalid Rahman, chairman IPS, and Dr. Muhammad Azhar Khan Niyazi, chairman, Qurtuba Education System, was also addressed by Professor Dr. Fakhr-ul-Islam, director, Pakistan Study Center, Peshawar University, Mahmood Jan Babar, journalist and columnist, Dr. Shahzad Iqbal Sham, senior research fellow at IPS, and Prof. Dr. Muhammad Riaz Khan, dean, Qurtuba University.

While sharing his insights about the changing situation of Afghanistan amidst global and regional scenarios, Rustam Shah Mohmand said that though Afghanistan was supposed to be entering into a new era of peace and stability after more than four decades of civil strife, foreign invasions, war and militarization, it was, unfortunately, not going to happen soon. A lack of robust Afghan diplomacy at the international and regional level, financial isolation, and illogical policy preferences like banning of girls’ education have only intensified the deplorable situation in Afghanistan.

While quoting several anecdotes from Prof. Khurshid’s book, Dr. Fakhr-ul-Islam apprised the audience of the work and struggle of Professor Khurshid Ahmad and stated that the two-volume book is a historical source for researchers on legislative debates and parliamentary business about foreign and security policy imperatives of Pakistan vis-à-vis the ‘War on Terror’.

He underscored the recommendations mentioned in one of the chapters of the book that the foreign policy of Pakistan should be owned and formulated by the foreign office under the guidance of experts and relevant policy stakeholders, which was, unfortunately, not the case so far.

Khalid Rahman stressed that, whatever is the threat, one must find the underlying cause of it to mitigate and solve it. The same is the case with terrorism, which has yet no universally agreed definition. Despite this, such a large-scale policy was formulated against terrorism resulting in dangerous implications with no apparent outcome or solution. To find solutions to such issues, it is necessary to dig down the dynamics of the phenomenon, while giving due attention to overriding factors.

He further pointed out that terrorism has multifold dynamics, including operators, facilitators, and masterminds, at the core of the phenomenon. To deal with terrorism, it is necessary to identify and deal with the mastermind. Lastly, any policy to deal with it must include all stakeholders for it to be fair and successful.

While commenting on Pakistan’s policy to join the war on terrorism under the US, Azhar Khan Niazi highlighted that Pakistan has once bitterly tested the ambiguity of the US policy, it now must formulate its foreign policy and Pak-US relation on the win-win principle, while keeping national interests a priority.

While revisiting the history and Pakistan’s experiences of militancy, Mahmood Jan Babar was of the view that the policymakers need to learn from their past mistakes and defeat external and internal forces that are working to create instability through resurgence of militancy in Pakistan.
