President RCCI for giving special incentives to overseas Pakistanis to increase remittances

Rawalpindi, SEP 27 /DNA/ – The Rawalpindi Chamber of Commerce and Industry (RCCI) President Nadeem Rauf and Group Leader Sohail Altaf have said that it is hoped that the expected Finance Minister Ishaq Dar will take immediate steps to deal with the current economic situation and problems, and will immediately announced an industrial package for economic recovery. He said that special packages and incentives should be given to overseas Pakistanis so that remittances can be increased and budget support can be provided.

Speaking on the occasion of the 62nd Annual General Meeting of Rawalpindi Chamber of Commerce and Industry, President Nadeem Rauf and Group Leader Sohail Altaf said that the business community is concerned about the country’s economic situation.

Economic activities are at a standstill, measures should be taken to revive the construction industry, he said.

The dollar has depreciated in the last two days, and it is hoped that the exchange rate will be controlled. And the rupee will be stabilized at its real value.

The recent drop in the dollar has sent a positive message to the market and the stock market has also seen a boom, the business community hopes Ishaq Dar will bring the country out of the economic crisis.

Sohail Altaf said that importers and exporters are suffering from severe problems due to fluctuations in the dollar rate, economic activities have stopped due to the falling rupee.  The Letter of Credits (LCs) are not being opened. We demand that the LCs be opened immediately.

In the meeting, the newly elected officials Saqib Rafiq President, Hamza Sarosh Senior Vice President and Faisal Shahzad Vice President were officially announced. The newly elected office bearers  will officially assume charge from October 1.

Import restrictions under chapter 84, 85 continue to haunt trade, industry: PIAF

Lahore: The Pakistan Industrial and Traders Associations Front (PIAF) has observed that the import restrictions under Customs tariff chapter 84, 85 continued to haunt the trade and industry, leading to severe shortage of industry raw material in the country, as the authorities have not been fulfilling their commitments in spite of several reminders and meetings.

In a hurriedly called meeting held on the issue of import restrictions here at PIAF Office, PIAF Chairman Faheem Ur Rehman Saigol warned that if import of industrial raw material, parts and machinery is halted, the industry would stop running gradually, leading to inordinate delay in export orders and damaging the reputation of Pakistan, as some of the sectors have already slashed their productions because they are in a difficult situation in the face of growing currency crisis.

It is to be noted that the State Bank Foreign Exchange Department (FEOD) had made customs tariff chapter 84, 85 import payments conditional on its approval. The commercial banks, after this State Bank’s condition, are not making dollars available to the importers. After the circular issued by the FEOD on July 5 2022 the import of every kind of plant and machinery, capital goods and raw material has stopped. As a result hundreds of consignments are stuck at different ports and almost same number of consignments is on their way.

Moreover, hundreds of consignments remained stuck at the port after government had slapped a ban on the import of luxury items. The importers have to pay now heavy demurrage to the shipping companies, as the government did not fulfill its commitment of waiving off demurrage and detention charges.

PIAF Chairman observed that the business community was expecting that the imports restrictions will be relaxed as soon as the country receives first installment of the IMF loan but it is unfortunate that the situation has not changed so for mainly due to mismanagement of the authorities.

Faheem Siagol said that the industry needs a supply chain to run the whole economy, adding big industries require raw material all the time. The State Bank’s decision severely affected the, pharmaceutical, auto, plastic, mobile phone, engineering and textile industries negatively. The most concerned are those industries whose consignments have reached at the port and are being asked by the suppliers to pay the bill but the State Bank is still creating hurdles. Though importers have the money but are unable to send the amount to them. Those who import goods under Cash Against Document (CAD) are of the view their clients are getting angry with them as they are not able to make payment timely.

Ahsan Iqbal urges business community to explore global market for exports

ISLAMABAD, SEP 27 /DNA/ – Federal Minister for Planning and Development Ahsan Iqbal has called upon the business community to explore the global market for promoting Pakistan’s exports and bringing foreign exchange to the country so that Pakistan can grow faster. He said that our businessmen will have to be embedded with the spirit of 21st century Columbus to go out and find new opportunities for increasing exports of Pakistan, which were vital to improve our economy. He said this while addressing as Chief Guest at a dinner reception organized by Islamabad Chamber of Commerce & Industry (ICCI) in honor of foreign diplomats in a local hotel.

In his welcome address, Muhammad Shakeel Munir, President, Islamabad Chamber of Commerce & Industry said that the flash floods have created great problems for Pakistan’s economy and urged that the foreign diplomats should play role to enhance the exports of Pakistan to foreign markets that would provide important cushion to our economy. He said that Pakistan was producing many quality products including marble & granite, textiles, surgical instruments, medical equipment, chemical & pharma products, sports goods, leather products, food products including rice, fruits & vegetables, IT products and IT enabled services and cooperation of foreign diplomats was important to increase their exports.

H.E. Atadjan Movlamov Ambassador of Turkmenistan and Dean of Diplomatic Corps and H.E. Andreas Ferrarese, Ambassador of Italy also spoke at the occasion and assured of their cooperation to promote business and economic interests of Pakistan in the international market.

Metro donates essential food items for flood affectees

ISLAMABAD, SEP 27 /DNA/ – METRO Pakistan, supported by its parent company METRO AG, has entered into a Memorandum of Understanding (MoU) with the Pakistan Red Crescent Society (PRCS) for delivering essential food supplies worth PKR 11 million to flood affectees. The MoU was signed by the Director Corporate Affairs Mr. Pervaiz Akhtar, representing METRO Pakistan and Dr. Adeel Nawaz, Secretary General representing PRCS, in the presence of the Chairman PRCS Sardar Shahid Ahmed Laghari, Mr. Philipp Deichmann, Deputy Head of Mission, Embassy of Federal Republic of Germany and Representative of the German Red Cross Ms. Munazza Fatima.

Speaking at the occasion, Mr. Pervaiz Akhtar said, “As part of our ‘METRO Care & Share’ initiative, we feel contented to be part of relief operations after the devastating floods. The donation of food essentials will be enough for approximately 15000 people for a month.” The food supplies will be routed through the channels of Pakistan Red Crescent Society to reach the people of the areas where it is most needed. “We have always been at forefront of community welfare during national disasters like floods of 2010 and covid-19 pandemic and will continue to give back to the society through our CSR initiatives” He further added.

While expressing his views, Sardar Shahid Ahmed Laghari thanked METRO for standing with the people of Pakistan in these testing times. “The unprecedented floods have played havoc across the country, causing loss of property and life. We need joint efforts for alleviating the suffering of the vulnerable people”. He further said that this generous donation by METRO is indeed inestimable and will increase our humanitarian capacity to bring ease to the flood victims.

METRO was the first corporate enterprise from the wholesale/retail industry in Pakistan to initiate its relief supply provisions right at the beginning of the floods and in the first instance handed over food, drinks, and other edible items worth PKR 1.2 million for the flood affectees.

NA speaker emphasis to explore Pak-Kazakh economic potential

ISLAMABAD, SEP 27: National Assembly Speaker Raja Pervaiz Ashraf on Tuesday emphasized the need to explore immense economic potential between Pakistan and Kazakhstan.

The Speaker shared the remarks in a meeting with Ambassador of Kazakhstan to Pakistan Yerzhan Kistafin who called on him here.

The matters related to enhancing trade, relaxing visa policy, expanding parliamentary cooperation and support for National Assembly (NA) call for global funds through Inter-Parliamentary Union (IPU) to combat climate catastrophe were discussed in the meeting.

Speaker while welcoming Ambassador remarked that Pakistan attaches great significance to its ties with Kazakhstan, a key Central Asian country which share mutual vision of regional cooperation.

He said that parliamentary diplomacy could play a vibrant role in expanding mutual cooperation, adding he said parliamentarians on both sides can promote existing bilateral ties through a mutual contact.

He mentioned that Pak-Kazakh Friendship Group in NA is actively working to expand relations between parliaments of both the countries.

He added that business communities of both countries should promote trade and investment by exploring investment opportunities to further improve trade relations.

Speaker highlighted that Pakistan was witnessing unprecedented climate challenges and to combat this colossal challenge NA has moved an emergency item for 145th IPU Assembly in Rwanda from Oct. 11-15, 2022.

He added that letter & resolution on the same had been sent to Chairman with a request to support Pakistan’s stance in forthcoming conference. He also shared letter and resolution with Ambassador.

Ambassador while appreciating Speaker for warm reception expressed solidarity for flood affectees and shared condolence letter on the same from Chair of the Mazhilis.

He appreciated friendly ties between two nations and assured of future collaboration in diverse sectors. 

Ishaq Dar takes oath as senator after five years of self-exile

ISLAMABAD, SEP 27: PML-N leader Ishaq Dar on Tuesday took oath as a senator during a swearing-in ceremony at the Senate after living five years in self-imposed exile in the United Kingdom.

Dar had been successfully elected to the Senate from Punjab but had been out of the country since October 2017.

The politician, who touched down in Pakistan with Prime Minister Shehbaz Sharif Monday night, will swear in as the federal finance minister tomorrow (September 28) at 10am.

President Arif Alvi will administer oath to Dar at Aiwan-e-Sadar. All arrangements for the oath-taking ceremony will be completed by tomorrow morning.

“I have returned to my country by the grace of God. I will try my best to pull Pakistan out of the [economic] maelstrom it is surrounded with,” Dar said.

He shared that PML-N President Nawaz Sharif and the PM have handed over the responsibility of the finance ministry to him.

“[We] pulled Pakistan out of an economic maelstrom back in 1998 and 2013,” the incoming finance minister said.

Dar has returned to “facilitate” the government in its efforts to resurrect the cash-strapped economy by taking over the key portfolio of the finance ministry.

Miftah Ismail stepped down as the finance minister in line with the party’s decision ahead of Dar’s arrival

The decision was made during a meeting of PML-N leaders in London, including Nawaz Sharif, PM Shehbaz, and others. During the session, several issues related to the country were discussed in detail.

According to a PML-N spokesperson, during the meeting, Miftah handed over his resignation to Nawaz and thanked him for giving him a chance to lead the ministry.

Miftah also said that over the last four months, he performed to the best of his abilities and remained loyal to his party as well as the country.

However, he will continue to remain part of the government. 

Beijing responds to Blinken’s call to Pakistan for debt relief from China

Beijing, SEP 27 /DNA/ – Chinese foreign ministry spokesperson Wang Wenbin on Tuesday said that the United States better help Pakistan with “real action” instead of commenting on the bilateral ties between Islamabad and Beijing.

The statement came in response to US Secretary of State Antony Blinken’s statement, urging Pakistan to seek debt relief from its close partner China as floods devastate the country.

“The US had better help Pakistani people with real action rather than just commenting on China-Pakistan cooperation,” Wang Wenbin said in a statement.

Blinken promised strong US support for Pakistan as it dries out from the floods, which have submerged one-third of the country, an area the size of the United Kingdom.

“We send a simple message. We are here for Pakistan, just as we were during past natural disasters, looking ahead to rebuild,” Blinken said after talks in Washington with Foreign Minister Bilawal Bhutto Zardari.

“I also urged our colleagues to engage China on some of the important issues of debt relief and restructuring so that Pakistan can more quickly recover from the floods,” Blinken said.

China is a key economic and political partner of Pakistan, pushing ahead with a $54 billion “economic corridor” that will build infrastructure and give Beijing an outlet to the Indian Ocean, although Chinese interests have also faced attacks from separatists.

Washington, whose Cold War alliance with Islamabad has frayed, has repeatedly charged that China will reap the benefits while Pakistan will face unsustainable debt.

The warnings by the United States — which considers China its preeminent global competitor — have repeatedly been brushed aside by Pakistan.

Some 1,600 people — one-third of them children — have died in Pakistan’s floods and more than seven million have been displaced, amid fears that such severe disasters will become more common due to climate change.

The United States has committed $56 million in humanitarian aid and sent 17 planes full of supplies, with promises of long-term support.

Post-flood scenario demands relief work, not ‘Jalsas’: PM

JHAKRO (DADU), Prime Minister Shehbaz Sharif on Tuesday urged the nation to work in unison by extending a helping hand to the people suffering form the devastation in the wake of massive floods.

Terming as noble service the helping the people in distress, he stressed the need for rising above politics and the so-called ‘number game’ in order to converge the energies to help the flood-hit people.

Without naming any politician, he pointed out that the post-flood situation in the country demanded to reach out to the flood victims instead of holding jalsas (public gatherings).

In address to the locals during his visit to the tent-city set up in Jhakro village to accommodate the flood victims, he said all the segments of society including the federal government, provincial governments and the people across the country needed to work hand-in-hand with an objective to mitigate the problems of flood-stricken population.

The prime minister arrived in Sindh’s flood-affected area of Jhakro in Dadu district this morning to oversee the relief and rehabilitation efforts.

He expressed satisfaction over the efforts made by the Sindh government, armed forces and the disaster management authorities in providing relief to the flood-affected people.

PM Sharif said the flood affected 33 million people including 1,600 dead and inflicting a huge loss of $30 billion to the national economy.

He mentioned that the government had disbursed Rs 42 billion among the flood-affected people as part of relief and rehabilitation activities.

The prime minister said Pakistan alone could not overcome the challenge of massive floods and called upon the world to amplify its assistance to Pakistan.

He expressed gratitude to the philanthropists for providing relief assistance to Pakistan in the hour of need.

He assured the flood-hit people that the government would leave no stone unturned in extending help to them.

Flanked by Sindh Chief Minister Murad Ali Shah and senior officials of the provincial government, the prime minister visited the tent-city where he was given a detailed briefing on the damage caused by floods.

PM Sharif was apprised that floods affected all areas of district Dadu, leaving 37 persons dead while damaging its infrastructure and crops.

During his interaction with patients at the medical camp, the prime minister inquired about their health and assured them of best possible treatment.He directed the authorities concerned to ensure availability of necessary medicine at the camp to cope with the emerging challenge of malaria, diarrhea and other epidemics and breakouts.The prime minister also visited a makeshift school set up in the premises of the tent-city aimed at preventing loss of education of the students after the floods swept away their schools.He announced on the occasion construction of a smart school for the children of the area equipped with latest technological facilities.PM Sharif mingled with the children at the school and joined them in raising national slogans of Pakistan Zindabad (Long Live Pakistan) and Quaid-i-Azam Zindabad.The prime minister resumed his visit to the flood-affected areas within 24 hours as he returned last night from London, where he had stayed after attending the session of United Nations General Assembly in New York.

Consensus-based decision making structures stressed

Islamabad, SEP 27: Whimsical decisions and speech acts of government elites required better planning and delivery in order to act in unison in the face of globally emerging alliances, said Dr Khuram Iqbal, Head of the International Relations Department at the National Defense University (NDU) Islamabad. He was addressing a roundtable discussion titled, “Emergence of Maritime Alliances: Case Study of QUAD, AUKUS and I2U2”, jointly organized by the Institute of Regional Studies (IRS) and National Institute of Maritime Affairs (NIMA), here on Tuesday.

Discussing the role of emerging alliances and the resultant shift in global power dynamics, Dr Khuram added that it was high time to analyse if QUAD actually bore the potential of evolving into a full-fledged military alliance. At present, he said that QUAD was merely a multilateral dialogue platform and was bound to function as such for another few years. He added that lack of formal institutionalization and socialization in addition to an increased level of economic interdependence among the member countries were precursors to the fact that QUAD would remain a dialogue platform. While addressing the underlying reasons behind the creation of these alliances, Dr Iqbal said that China had tried its best to shun down its image as a revisionist power. It was unfortunate that this Chinese rhetoric was not reciprocated by the West and that was what fed continued tensions between China and the West. It appeared as if the West was bent on creating an adversary for itself. If there was an anti-China force to emerge, it would be AUKUS, not QUAD as AUKUS had a particular Anglo-Saxon niche to it, he added.

Mr Syed Muhammad Ali, International Policy Expert said that AUKUS had exposed the true expressions of the Anglo-Saxon world, feeding on the supremacy of the existing order whilst posing a challenge to the emergence of competing powers. One of the main features of AUKUS, he said was to ensure defense industrial integration. He added that the US was determined to develop a favourite in the Asia Pacific and also that the emerging alliance system to contain China had a certain hierarchy. The nature of alliance that the US was building was fundamentally different from what China could work with. China could not operationalise an alliance of similar nature, he added. He expressed hopes for Pakistan to work along the emerging alliance systems as India had been hedging over the opportunities, making the most of the global power transition.

Dr Nazir Hussain, Dean Social Sciences, University of Wah, said that the American foreign policy was a collection of clearly chalked out policies. The traditional geo-political framework was now evolving into a more geo-oceanic framework, putting the traditional international relations under tremendous stress. I2U2, also referred to as the Gulf NATO or Arab NATO in this regard, was mainly focused on securing the maritime interests of the partner countries. The US realized it could never match the Chinese BRI. It was through these alliances that the US aimed to deal with the rise of two countries, i.e., China and Iran. I2U2 among others, bore serious potential to evolve into a full-fledged alliance. He said it was imperative to accord Iran and Saudi Arabia the respective significance of Pakistan’s geo-political partner geo-economic partner.

Some experts at the roundtable also discussed the apprehensions about QUAD and AUKUS. While AUKUS was seemingly more organised, it was important to reassess if it was worthwhile waiting for these alliances to optimally materialise or was going into a reactive mode the best course in present times.  It was important to realise that while these alliances did come with certain challenges, the opportunities that they carried could not be ignored. Countries like India, Iran, and the UAE were actually looking out for themselves and it was high time that Pakistan did so too.

Mr Taimur Fahad Khan, Research Associate at the Institute of Strategic Studies Islamabad (ISSI) said that while calls for proactive engagement in maritime affairs did seem like a reasonable option amidst the emergence of new alliances, it was vital to first devise Pakistan’s true maritime priorities.

Says Shusha, the cultural capital of Azerbaijan has already become a venue for international events; condemns Armenian acts of aggression against innocent Azerbaijani people

ISLAMABAD: Ambassador of Azerbaijan Khazar Farhadov has said that brave Azerbaijani forces had successfully thwarted the Armenian aggression and re-gained its territory illegally occupied by the aggressor Armenia. He added his country greatly valued moral and diplomatic support extended to Azerbaijan by Pakistan during the 44-day Patriotic War.

Ambassador Khazar expressed these views while addressing a press conference in connection with September 27- Commemoration Day, at the embassy premises on Monday. Col Mehman A Novruzov the Defence Attache was also present on the occasion.

The ambassador further said Armenia kept Azerbaijan’s territories under occupation illegally for almost 30 years. During these years, Armenia always committed provocations against Azerbaijan.

While sharing the background information the ambassador said, 2 years back, on 27 September 2020, a counter-offensive was launched in response to Armenia’s yet another large-scale military attack on Azerbaijani Army positions and civilian settlements. The counter-offensive later became known as Operation Iron Fist that led to the Patriotic War. At the end of the 44-day Patriotic War, under the leadership of the Supreme Commander-in-Chief of the Azerbaijani Armed Forces, President Ilham Aliyev, our army liberated Azerbaijan’s territories from Armenian occupation and Armenia was forced to sign an act of capitulation, thus acknowledging Azerbaijan’s historic victory.

He said, as a sign of deep respect for Azerbaijani soldiers and officers, all the martyrs, who fought heroically in the Patriotic War, waved the Azerbaijani flag in the liberated lands and sacrificed their lives for the territorial integrity of Azerbaijan, September 27 is marked as Commemoration Day in Azerbaijan every year.

Ambassador Khazar said the Patriotic War put an end to Armenia’s nearly 30-year-long policy of aggression. Azerbaijan ensured its territorial integrity, and the fundamental rights of nearly one million displaced Azerbaijanis were restored. Azerbaijan, alone ensured the implementation of the relevant UN Security Council resolutions of 1993.

‘I must mention that brotherly Pakistan from the first day of the former Karabakh conflict, as well as the during Patriotic War in 2020 morally and politically supported just position of Azerbaijan and it has been highly appreciated by the Government and people of Azerbaijan’.

While giving a brief account of the reconstruction process the ambassador said, right after the liberation, Azerbaijan started a massive reconstruction and restoration works in the liberated areas.  In 2021 and 2022, the Azerbaijani Government allocated nearly $3 billion to the large-scale reconstruction and restoration activities in the liberated lands. I would like to inform you that Fuzuli International Airport which was built just in 8 months is operational now. 2 more international airports namely Zangilan and Lachin are under construction and they will be also operational very soon, he added.

When asked to comment on the rehabilitaion process the ambassador said, first Azerbaijani IDPs have already returned to liberated Zangilan region’s Aghali village, which was rebuilt based on the “smart village” concept.

Shusha, the cultural capital of Azerbaijan has already become a venue for international events. “Pakistan Colors” group performed the “Bhangra” dance at the 5th “Kharibulbul” International Folklore Festival which was held in Shusha in May 2022.

Azerbaijan offered Armenia peace immediately after the war. This was perhaps one of a handful of examples in the military history of the world when lands remained under occupation for 30 years, people lived in suffering and deprivation, historical and religious monuments were destroyed, cities were razed to the ground, and more than a million mines planted, and yet Azerbaijan is offering peace. However, Armenia is not interested in peace. The Azerbaijani side proposes delimitation and demarcation but Armenia delays it. We have proposed 5 principles for signing a peace treaty with Armenia. In words, they accepted them, but we do not see it in practice. These all show again that Armenia is not interested in peace.

‘Moreover, in the past few months, Armenia has committed repeated military provocations against Azerbaijan. More than 1,400 new landmines were planted in the Lachin district alone, and these mines were planted in 2021, after the war. This is a flagrant act of terror against Azerbaijan. Since the war ended, more than 240 Azerbaijani citizens have been killed or seriously injured due to landmine explosions’.

To a question Ambassador Khazar said, Armenian armed forces committed large-scale provocations in the Dashkasan, Kalbajar and Lachin directions of the Azerbaijani-Armenian state border on 13th September again. The sabotage groups of the Armenian armed forces using the mountainous terrain of the area and the existing ravine gaps mined the territories and supply roads between the positions of the Azerbaijan Army Units in different directions. But of course Glorious Azerbaijani Army responded and put the enemy back in place.

Ambassador Khazar extended gratitude to Pakistani media representatives for their support in highlighting the Azerbaijan realities among Pakistani public as well as the in the international arena.

The Azerbaijan defence attache to a question said that Azerbiajn Air Force was in the process of enhacing its capabilities for which negotaitons were under way with various countries including Pakistan. He said most of the landmines had been cleared however there were still areas with landmines therefore Azerbaijan authorities are making sure that such areas are fully secured before the return of the IDPs.
