Kashmir issue is essentially a 75-year-old liberation war: Experts

DNA

ISLAMABAD, SEP 30 /DNA/ – The Kashmir issue is primarily a legitimate war of liberation being fought by the people of Kashmir with the support of Pakistan, a fundamental party to the conflict, for the last 75 years. It is not just a case of human rights violation, and must be highlighted as such to validate the applicability of international laws of war and Indian occupation’s actions as war crimes. For this, a common narrative and unified direction is crucial, along with the implementation of robust strategies.

These views were reflected during the 20th meeting of the Institute of Policy Studies’ Working Group on Kashmir (IPS-WGK), a body of experts and opinion leaders on Kashmir affairs that meets regularly after the illegal revocation of the special constitutional status of IIOJK by the BJP-led Delhi regime on August 5, 2019.

The session, titled ‘Assault on Kashmiri Identity and its Likely Implications’, held to discuss the Indian moves to disempower Kashmiri Muslims and their consequences, was chaired by Khalid Rahman, chairman IPS, and joined, among others, by Ghulam Muhammad Safi, veteran Kashmiri resistance leader; Ambassador (r) Syed Abrar Hussain, vice chairman IPS, Dr Idrees Abbasi, former secretary law, Azad Jammu & Kashmir; Advocate Nasir Qadri, director, Legal Forum for Kashmir (LFK); and Raja Sajjad Khan, director, Kashmir Policy Research Institute (KPRI).

The experts discussed how the people of Jammu and Kashmir have been pushed towards disempowerment, which is not just limited to the political sphere. India is attempting to systematically disempower and marginalize the Muslim majority, its culture, and its political representation. India has also targeted Urdu and Kashmiri languages, literature, and even Kashmiri cuisine, in addition to curtailing the number of Muslims in bureaucracy and electoral constituencies.

The discrepancies of the Delimitation Commission’s final report were also pointed out. It was highlighted that though the report is claimed to be based on an outdated 2011 census, it has neither considered geography nor population as the criteria for the demarcation of electoral constituencies. Moreover, it defies the principles of democracy and shows discrimination.

It was further highlighted that the Indian measures like the delimitation of constituencies have not only caused Muslim political disempowerment by increasing six seats for the Jammu (Hindu majority) division and one for the Kashmir (Muslim majority) division but also created a divide within the territory, as 16 seats have been reserved for the Scheduled Caste (SC) and Schedule Tribe (ST) communities.

While discussing the importance of Articles 370 and 35-A, which have now been abrogated by the BJP-led regime, it was noted that the marginalization and disempowerment of Kashmiri Muslims have been a perennial motive of India. Before the scrapping of special status and the 2020 Delimitation Commission, India had been making covert attempts to bring demographic changes in the territory enshrouded in the name of shelter, industrialization, etc.

The experts warned that, before India establishes a legal justification for its illegal occupation by holding a plebiscite in Muslim disempowered Kashmir, Pakistan should timely capitalize on the international law, as Article 49 of the 4th Geneva Convention prohibited the transfer of civilian population into a disputed territory. Furthermore, they called for an enhanced and prominent role for indigenous Kashmiris – the state subject card holders – to present their case to the world.

The meeting stressed that no one should be mistaken that whatever is happening in Kashmir, whether it is oppression, genocide, appropriation of land, or repression of indigenous people, is an undisputable manifestation of the Indian settler-colonial agenda and an evident violation of international law.

While denouncing the Indian settler regime, the working group emphasized that Indian steps to marginalize and eliminate the indigenous Muslim majority population of the territory are not only changing the nature of land but every other aspect of people’s lives as well. It was emphasized that Pakistan’s and Kashmiri freedom movement’s narrative should be centered around the war of liberation and not just the human rights violation case.

President thanks Saudi Arabia for helping flood victims

ISLAMABAD, SEP 30 /DNA/ – President Dr Arif Alvi has said that Pakistan and Saudi Arabia enjoyed long-standing fraternal ties rooted firmly in the common religion, shared values and culture and have stood by each other through thick and thin regardless of the changes in leadership. He stated that the people and the Government of Pakistan deeply appreciated the support provided by Saudi Arabia during difficult times especially the help provided by it during the recent catastrophic climate change-induced super floods in the country.

The President expressed these views while talking to the Ambassador of the Kingdom of Saudi Arabia (KSA), Mr Nawaf bin Saeed Ahmad Al Malikiy, who called on him, at Aiwan-e-Sadr, today.

The President said that Pakistan and Saudi Arabia had enjoyed close political ties over the years, however, both countries needed to take meaningful and effective steps to significantly increase the existing bilateral trade volume of US$ 4.6 billion in the year 2021-22 as it did not fully reflect the depth of bilateral relations between the two brotherly countries.

The President appreciated the role played by the Kingdom of Saudi Arabia in the Organization of Islamic Cooperation (OIC) to highlight the issues of Palestine and Kashmir as well as the matters related to Afghanistan.

He also appreciated KSA’s support in providing an air bridge for delivering relief assistance to the flood affectees in Pakistan and the role played by the Saudi Embassy in Islamabad and the King Salman Humanitarian Aid and Relief Centre in providing relief assistance to the flood victims.

While highlighting the colossal loss of lives, livestock and infrastructure, the President said that the devastating floods had affected more than 33 million people all across Pakistan, killed more than 1500 people, over 1 million livestock were lost, and damage to the economy was estimated around US$ 30 billion.

CJP should not give political advice: Baber

Ali Furqan

ISLAMABAD: The central leader of Pakistan Tehreek-e-Insaf and former Law Minister Dr. Babar Awan has said that Chief Justice Umar Atta Bandyal should avoid giving political advice to political parties.

In a special interview given to VOA’s Ali Furqan in Islamabad, he said that ‘political decisions are not made by courts but by political parties.’

Babar Awan said, “At present, Imran Khan is leading Pakistan’s biggest political struggle and his party has the right to take the decisions in this regard.”

He said this while replying a question regarding  PTI’s demand for investigations on cipher by Supreme Court, while the Chief Justice had asked PTI to go back to the Parliament and play its role, Babar Awan said that he thanks Chief Justice Umar Atta Bandial for this advice, but political decisions are not made by courts, but by political parties.

It should be noted that Chief Justice Umar Atta Bandial while addressing a conference last week said that Tehreek-e-Insaf should go to the Parliament and play its role by withdrawing their resignations.

PTI central leader has also rejected the investigation conducted by the government on cipher and demanded that the matter should be investigated by the Supreme Court.

He said that PTI would think of returning to the National Assembly only if the bench composed of the judges of the supreme court is constituted for investigation of the cipher.

However, at the same time, baber suggested that that PTI should not return to the current assembly as it would be better to go to the assembly with a fresh mandate after new elections.

On a question regarding delay in long march despite Imran Khan’s announcement, Babar Awan said that it depends on party’s political strategy to decide time to announce a decision.

He said that the long march under the leadership of Imran Khan is not too late as  it is being continuously consulted with the top leadership and decisions have been taken in this regard.

Talking about the disclosure of the leaked audio of Imran Khan in the context of foreign conspiracy, he said that the cipher was proved as a fact by the leaked audio.

Babar Awan said that there is nothing in Imran Khan’s audio leak that contradicts our position, but it is an additional proof that our government was overthrown through a conspiracy.

PTI chief’s legal advisor Babar Awan claimed that there is no threat to Imran Khan from the current legal and police cases.

He said Imran Khan’s legal problems have been resolved and serious cases filed against him are dismissed by the court or he is on protection bail.

He said that the government’s aim of registering cases against Imran was to arrest him, but they could not get the required evidence in this regard.

Anjum Nisar says halt in import supply under chapter 84, 86 to lead industry closure

ISLAMABAD, SEP 30 /DNA/ – The Federation of Pakistan Chambers of Commerce and Industry’s Businessmen Panel (BMP) warned of industry’s closure in the wake of restraints on import of industry raw material under customs tariff chapter 84 and 86, as these restrictions have not been lifted yet despite the country has received loan tranche from the IMF.

FPCCI former president and BMP Chairman Mian Anjum Nisar observed that the business community was expecting that the imports restrictions would be relaxed as soon as the country receives first installment of the IMF loan but it is unfortunate that the situation has not changed so for mainly due to mismanagement of the authorities.

He stated that the import restrictions under Customs tariff chapter 84, 86 continued to haunt the trade and industry, leading to severe shortage of industry raw material, as the authorities concerned have not been fulfilling their promises in spite of several reminders and meetings.

If import of industrial raw material, parts and machinery is halted, the industry would stop running gradually, leading to inordinate delay in export orders and damaging the reputation of Pakistan, as some of the sectors have already slashed their productions because they are in a difficult situation in the face of growing currency crisis.

It is to be noted that the State Bank Foreign Exchange Department (FEOD) had made customs tariff chapter 84, 85 import payments conditional on its approval. The commercial banks, after this State Bank’s condition, are not making dollars available to the importers. After the circular issued by the FEOD on July 5, the import of every kind of plant and machinery, capital goods and raw material has stopped. As a result hundreds of consignments are stuck at different ports and almost same number of consignments is on their way.

Moreover, hundreds of consignments remained stuck at the port after government had slapped a ban on the import of luxury items. The importers have to pay now heavy demurrage to the shipping companies, as the government did not fulfill its commitment of waiving off demurrage and detention charges.

Mian Anjum Nisar said that the industry needs a supply chain to run the whole economy, adding big industries require raw material all the time. The State Bank’s decision severely affected almost all industries negatively. The most concerned are those industries whose consignments have reached at the port and are being asked by the suppliers to pay the bill but the State Bank is still creating hurdles. Though importers have the money but are unable to send the amount to them. Those who import goods under Cash Against Document (CAD) are of the view their clients are getting angry with them as they are not able to make payment timely.

Moreover, he also appealed to the government to immediately give directions to the finance ministry as well as the central bank to play its due role of keeping the check on banking sector and stop exploitation of the trade and industry by charging exchange rate unfairly. He also lashed out at the government over the volatile exchange rate, despite arrival of IMF loan tranche, fearing it will stoke up inflation and halt economic growth by hurting all important sectors.

He also urged the government to appeal the International Monetary Fund to ease its harsh program conditions that require the country to further increase electricity prices and taxes on fuel over the next six months in return for the remaining loan of nearly $3 billion.

He urged the IMF to provide upfront the remaining loan of $3 billion and allow a pause in the increase in electricity prices and petroleum levy for four months. He said that the purpose of seeking the moratorium on the implementation of these conditions is to ease the inflationary pressures that are hurting the trade and industry. He said that under the agreement, Pakistan is required to increase the petroleum levy to Rs50 per litre on all petroleum products. At present, it is charging a levy of Rs37.50 per litre, which means that the tax has to be increased by Rs13.50 per litre amid already high prices. Similarly, the petroleum levy on high-speed diesel is currently Rs7.58 per litre, which has to be increased by another Rs42.42 gradually till March next year.

Pakistan owes $9.7 billion to the Paris Club, including $8 billion to five countries – Japan, Germany, France, the United States and South Korea. Out of this, $1.1 billion is maturing this year.
