Saving $6 bln on fuel imports, Thar Coal Project to be a game-changer : PM

THAR, OCT 10 /DNA/ – Prime Minister Shehbaz Sharif on Monday said amid skyrocketing fuel prices, the inexpensive energy production from Thar Coal Mines Project would prove to be a game-changer of development for the entire country.

   The Thar Coal Project, he said could help the government save up to $ 6 billion as the expenditure on the import of energy including petrol and liquid petroleum touched $24 billion.

  Addressing the inauguration of commercial operations of Phase-II of Sindh Engro Coal Mining Company (SECMC) during his visit to Thar Coal Mines Block-II, he said the Thar Coal Project was high on the agenda for the government in view of reduced cost of power generation.

   The prime minister on the occasion inaugurated a 330 MW Power Plant of Thar Energy Limited (TEL) and also inspected the construction site of SECMC Mine Phase-II at Islamkot.

   Shebaz Sharif said not benefiting from the country’s indigenous coal reserves was a huge mistake and announced to convene a meeting of stakeholders on Thar Coal mines next week to discuss the formalities. 

   He said the federal government, in collaboration with the Sindh government, would chalk out a policy framework on the Thar Coal mines project, with an objective to connect it with other coal-powered power plants in the country, producing 4,000 megawatts.

  He mentioned the international cost of coal had come down from $67 to $44 and had prospects of further reduction up to $ 30. 

  The coal-powered plants, he said would prove to be a feasible operation for electricity production at the rate of Rs 10 per unit.

  The prime minister said Thar Coal project would save the country’s foreign exchange and help thrive the national economy.

  On March 2023, he said the Thar Coal Mines Project would be connected through a freight rail track for the transportation of coal to other parts of the country.

   He lauded the Sindh government, Hubco, the Government of China, and the Chinese companies for training the local professionals and workers, and also appreciated the women working in the field including at water plants and dumping trucks. 

   He expressed satisfaction that Thar was undergoing fast development after former Prime Minister Benazir Bhutto first visited the area in 1996 and envisioned a prosperity plan for the locals.

   Foreign Minister Bilawal Bhutto Zardari said that Thar, once used to be known for malnutrition, and infant and maternal mortality rate, had now emerged as a game-changer and a public-partnership model of development.

   He mentioned that the Thar Coal Mines project had contributed to the provision of job opportunities to the local people of Thar, thus improving their lifestyles. 

   He said under public-partnership projects, the barren desert of Thar was now witnessing crop irrigation and fish breeding even with the use of hard water.

  Bilawal stressed for replicating collaborative projects in other parts of the country and expressed confidence that the prime minister, with his inspiring ‘Shehbaz Speed’ , would materialize the development plans at a fast pace.

   Chief Minister Sindh Murad Ali Shah said the Sindh government allocated 40 percent equity along with 60 percent contributed by Sindh Engro in the public-private partnership on Thar Coal mines project.

   He regretted that had the work on Thar coal not stalled since its first mining of reserves in 1991, the project would have produced 10,000 megawatts.

   He termed Sindh province as the ‘energy basket of Pakistan’, with immense potential of natural energy resources, including solar and wind energy.

  Chinese Ambassador Nong Rong congratulated the Government of Pakistan on the successful completion of the project and lauded Prime Minister Shehbaz Sharif for his “consistent devotion and firm support” in strengthening Pakistan-China cooperation including in CPEC projects.

   He hoped that the new power bloc would help overcome energy shortage, and provide reliable and affordable electricity.

The envoy thanked the Pakistan Army for providing foolproof security to the Chinese professionals working in the country.

As an ‘Iron Brother’, he said China would be happy to continue assisting Pakistan to help it achieve prosperity.

Chairman Hub Power Company Limited (Hubco) Habibullah Khan said Hubco continued to be Pakistan’s largest Independent Power Producer and contributed $US 5 billion to the country in four CPEC projects.

He said Hubco’s investment in the production of the cheapest power was significant for ensuring long-term energy security in the country.

  Sindh Energy Minister and Chairman SECMC Imtiaz Ahmed Sheikh said the Thar energy power project would contribute to adding electricity to the national grid.

   He mentioned the support of Shanghai Electric Power Company Limited and the experts from China, who worked hard to materialize the project.

  The Sindh Chief Minister presented samples of indigenous Thar coal to PM Shehbaz Sharif, FM Bilawal Bhutto, and Chinese envoy Nong Rong.

Honor for PM Shehbaz as COP27 gives vice-chair to Pakistan

ISLAMABAD, Oct 10 (DNA): The United Nations Climate Change Conference – COP27, has announced to handover the vice-chairmanship of the conference to Prime Minister Shehbaz Sharif.

Among the 195 countries of the United Nations, Pakistan has received the honour as a result of the effective voice raised by PM Shehbaz Sharif at global and regional forums, regarding the need for urgent climate action plan.

Egypt’s President Abdul Fattah Al-Sisi has invited Prime Minister Shehbaz Sharif to co-chair the COP-27 meeting.

PM Sharif will jointly chair the roundtable conference along with president of Egypt and the prime minister of Norway, being held in Egypt’s Sharm-el-Sheikh from November 6-8.

The meeting will be attended by world leaders, think-tanks and the heads of governments and international financial institutions.

This will be the 27th meeting organized by the United Nations regarding the problems of climate change and the need for their sustainable solutions.

Following the recent floods, Prime Minister Shehbaz Sharif had effectively voiced for an immediate action on climate change, at the Shanghai Cooperation Organization (SCO) Council of Heads of State and Government, Samarkand and the 77th session of the United Nations General Assembly, New York.

The prime minister’s proposal for a global cooperation on addressing the challenge of climate change had received endorsement by several countries.

Lubricant oil industry ready to set foot in Gwadar Free Zone Phase II

ISLAMABAD, Oct 10: In a major development, Chinese lubrication Oil industry is ready to enter in Gwadar Free Zone Phase II as an affiliate of China’s enterprise “Hengmei Technological Grease Company”  has agreed to establish lubricant blending plant in Gwadar.  

According to a Gwadar Pro’s report on Monday,  Hengmei Technological Grease Company has already been registered and incorporated in Security and Exchange Commission of Pakistan (SECP) and after signing the sub-lease deal agreement, it will make its debut in Gwadar Free Zone Phase II ushering in a brand-new chapter of lubrication manufacturing & industry in Gwadar Port.

Hengmei is an affiliate of the energy giant Sinopec, which focuses on development and production of greases for upstream petroleum exploration, production and refining. Sinopec namely China Petroleum & Chemical Corporation) is a Chinese oil and gas enterprise.  

According to an official of Gwadar Port Authority (GPA), Hengmei has a wide scope of business to be set up in Gwadar including the sales and production of lubricating oil, grease, antifreeze, urea aqueous solutions and sealing grease. Apart from accelerating the industrialization process, it will provide numerous job and commercial opportunities for the local community. 

“Owing to its excellent performance, Hengmei Lubricating oil was conferred with the honorary title of 2019 ‘leading brand’ in the Chinese lubricating oil industry by Chinese Lubricating Oil Brand Summit Committee in 2019,” he added.   

It will be the fourth Chinese company to be making its mark in Gwadar Free Zone Phase II also called “North Gwadar Free Zone” which is in the phase of full-fledged development and construction.  

Since Gwadar Free Zone Phase II went into formal action after the groundbreaking ceremony performed by Prime Minister of Pakistan on July 05, 2021, three Chinese companies have already made their formal entry in it. 

The Chinese company Agvon formally set in motion its physical work by initiating soil testing investigation, first phase of infrastructure development plan. On the allocation of 10-acre land awarded to Chinese Company “Agvon” team is working round the clock. “As per agreement, Agvon plans to build a state of art Fertilizer Processing Plant within the stipulated time period.”  

The second company Hang Geng has been allocated 10-acre land. It will launch infrastructure work after finishing the required licensing process as per set rules and regulation. The company intends to run a pharmaceutical factory that will produce medicine from animal skins.  

The third company namely Essatex industries, has also entered into agreement. It has been allocated one acre of land. Apart from this, COPHC official said that there is also a big company that aspired for the allocation of 7.5 square km out of total 9.3 square km land of Gwadar Free Zone phase II. 

This company announced to invest from $3 billion to $4 billion that will churn out more than 30,000 employments.  

A senior official of Gwadar Port Authority (GPA) said that with the operationalizing of Gwadar Free Zone Phase II (under-developed), Phase I (already completed and functional) and Gwadar port, economic activity will generate $10 billion per annum.  

Pakistan’s lubricant market size is forecast to reach $1.9 billion by 2025. Global Lubricants market involves gear and engine oil for industrial purpose, automotive usage and aerospace function. Its market size stood at $129.81 billion.  

12th European Union (EU) – Pakistan Joint Commission 2022

Islamabad, OCT 10 /DNA/ – The 12th European Union (EU) – Pakistan Joint Commission took place on 5 October 2022 in Islamabad to exchange views on all areas of cooperation between the EU and Pakistan.

The EU expressed solidarity with the people affected by unprecedented climate-induced floods ravaging the country and informed about its contribution to addressing the most urgent needs of the affected population. Pakistan expressed appreciation for the EU’s and its member states’ support in mobilizing funds of EUR 123 million as well as in-kind assistance for relief efforts. Pakistan also emphasised the need for additional assistance for the rehabilitation and reconstruction phase. The two sides agreed to further cooperate to address climate change related challenges.

The Joint Commission was briefed about the outcomes of the Sub-Group meeting on Democracy, Governance, Rule of Law and Human Rights. Pakistan and the EU discussed civil and political rights, the rights of persons belonging to minorities and vulnerable groups and freedom of religion or belief, including concerns about anti-Muslim hatred. They discussed the role of civil society organisations, freedom of expression and opinion, media freedom and the fight against disinformation. Pakistan informed about steps to strengthen access to justice and reforms related to the application of the death penalty.

The EU welcomed Pakistan’s legislation on the protection of women’s and children’s rights, the protection of transgender persons, as well as the protection of journalists. Both parties discussed legislative proposals, namely the anti-torture bill and the bill on enforced disappearances. They also discussed the electoral reforms process including recommendations made by the 2018 Electoral Observation Mission. Both sides reiterated their commitment to multilateralism and the UN Charter.

Both sides also presented the results of the Sub-Group meeting on Trade. They emphasised the importance of EU-Pakistan trade relations and noted that the Generalised Scheme of Preferences Plus (GSP+) resulted in an increase in bilateral trade to EUR 12.2 billion in 2021. They discussed ways to address issues hampering trade and investment. The EU stressed effective implementation of the 27 international conventions related to GSP+; Pakistan reiterated its firm commitment in this regard. They also discussed enhancing cooperation in agriculture, food security, and quality standards.

The Joint Commission was briefed about the results of the Sub-Group on Development Cooperation. The EU and Pakistan took stock of the progress made in ongoing actions and exchanged information about the new programming cycle of the EU. The EU and Pakistan also exchanged views on future programmes and longer-term development needs, including achieving the SDGs. The EU informed Pakistan about Global Gateway, a EUR 300 billion co-investment strategy rooted in partnership, sustainability and the rule of law.

The EU and Pakistan emphasized their commitment to a closer cooperation on a comprehensive approach to migration. This includes joint efforts to work towards new opportunities for legal migration as well as full and effective implementation of the EU-Pakistan Readmission Agreement. They agreed to launch a comprehensive migration and mobility dialogue before the end of the year. They also discussed cooperation in the fields of education, culture, science and technology, as well as connectivity and digitalisation.

Besides bilateral cooperation, both sides also exchanged views on regional and global issues including Afghanistan and Jammu & Kashmir. They also expressed deep concern over the situation in Ukraine. They stressed the need to find peaceful solutions to conflicts, in full respect of the principles of international law and the UN Charter.

The EU welcomed the progress made by Pakistan in the implementation of the Financial Action Task Force (FATF) Action Plans.

The Joint Commission was co-chaired by Mr Gunnar Wiegand, Managing Director for Asia and the Pacific in the European External Action Service, and Mr. Muhammad Humair Karim, Secretary, Ministry of Economic Affairs. Representatives of the relevant Ministries of the Government of Pakistan as well as of the European Commission, the European External Action Service, the Ambassador of the EU to Pakistan, Pakistan’s Ambassador to the EU and observers from EU Member States also participated in the meeting.

It was agreed that the next session of the EU-Pakistan Joint Commission would be held in Brussels in 2023.

British High Commissioner calls on Finance Minister Ishaq Dar

ISLAMABAD – British High Commissioner Dr Christian Turner on Saturday called on Minister for Finance Ishaq Dar and exchanged views on matters of common interest.

The minister briefed the British High Commissioner about the devastation caused by the recent floods in Pakistan, said a press release issued by the Ministry of Finance.

The minister underscored that Pakistan had long-standing historic ties with the United Kingdom and relations between the two countries needed to be further augmented for the mutual benefit of the two sides.

He also briefed the envoy about the economic agenda and priorities of the government and said that the present government aims to bring about economic and fiscal stability, leading to economic recovery and growth.

Speaking on the occasion, the British High Commissioner extended his felicitations to the Minister on assuming his new responsibilities.

Azerbaijan – a symbol of Resilience & Patriotism

AZERBAIJAN’s Leadership and Nation both became a living symbol of resilience and patriotic approach in recent past during the war imposed by Armenia which was overcome by the brave forces under the leadership of President Illham Aliyev and the great Azeri Nation.

Since its independence from Russia (the then USSR) in 1991, Azerbaijan started its journey for socio-economic development alongside a long battle for maintaining peace to achieve prosperity which was the aim of father of Azerbaijani Nation the great HeydarAliyev and the current President Illham Aliyev. Armenia imposed war on Azerbaijan two years ago however the dark night was finally over and the brave forces of Azerbaijan defeated Armenia in less then 50 days of struggle during ‘Iron Fist’ launched in September 2020. This ended three decades long period of unlawful domination, in which the blood of innocent Azerbaijanis was shed. Despiteall its difficulties, Azerbaijan stands today among the rapidly developing nations.

As Pakistan and Azerbaijan are enjoying exemplary bilateral relations in all fields of daily life specially defense, strategic, cultural and historical trade relations from pre independence time of both countries. This relationship turned closer and became brotherly ties with the passage of time especially due to recent past visits from Mass Media and Business Community representatives.

Recently, I got the chance to travel to Azerbaijan alongwith Mass Media delegation with the courtesy of Azerbaijan Embassy in Pakistanthanks to Ambassador KhazarFarhadov and his efficient team. The purpose of this 5 days visit was to take Pakistani media team to recently liberated areas. The delegation first visited theliberated district known as FUZULI which now under government’s quick re-construction after removing the illegal occupation of Armenia and changing theterritorial status quo. Not only that, the infrastructural model of territories has been well designed by the Azerbaijan Government to which the development programs are in process.

Armenia during its around 30 years illegal occupation kept KARABAKH region despite of 4 United Nation Security Council resolutions clearly demanding immediate, full and unconditional withdrawal of Armenian armed forces from these territories. Azerbaijan Armed forces launched counter-offensive operation in 2020 in response to Armenian provocations and successfully and honorably liberated KARABAKH region.

FUZULI – a recently liberated district was almost full of minefields which were planted by the then Armenian army during the 1990s in the evasion of the first Karabakh war. While second war in area which broke out in September 2020 ended with the signing of a tripartite agreement betweenAzerbaijan, Armenia and Russia. Subsequently many illegal minefields were discovered that had been planted by the Armenian army which were defused by Azerbaijan’s Mine Action Agency (ANAMA) towards the mine-clearing activities throughout the district. ANAMA is doing great job towards humanity and for successful implementationof rehabilitation process. ANAMA has cleared 5,000 mines on the Fuzuli-Zangilan highway while Baku is convinced that the hidden maps by Armenia could help neutralize 01 million landmines planted in the territory of Azerbaijan and can take almost 12 years.

ZANGILAN was next destination where Azeri Government’s people’s friendly initiative famously known as “Smart village” of Aghali was visited and we were briefed about smart living and people of this area who left during war time. In the area of village‘smart illumination’ of streets, warm and cold resistant houses and installation of solar energy panels. The area during the occupation of Armeniawas having no development of any kind. Now, the Azerbaijan government has focused on providing the best life for its people, especially for those who have been kept deprived of such facilities. As labelled by the President of Azerbaijan IlhamAliyev, “The great return” to attract the sparsely-populated region into the smart village which has focused on high internet speed facility, green economy, and digitalization of many aspects of life.

Next we visited SHUSHA aftervisiting recently completed FUZULI International Airport, which was example of Azerbaijan’s commitment towards the development of cities and this international airport was built in just a mere period of 8 months as a part of the massive infrastructure and organizational engineering of the Azerbaijani Government.

Shusha City & Castle were under the occupation of Armenia but in the 2020 war.Shusha known as the crown of Karabakh was declared“Cultural Capital of Azerbaijan” due to its historical, cultural, and strategic importance by the President of Azerbaijan IlhamAliyevShusha the. In 2021, President ordered the State Committee for Urban Planning and Architecture to design and plan the work for the reconstruction of Shusha city. The major development occurred when the Fortress Wall of Shusha was successfully reconstructed. Shusha is known for its music and poetry. The City is seeing a massive reconstruction after the liberation. It was pleasant moment when the visiting media team saw three flags  (Pakistan-Azerbaijan & Turkey) were  in front of  a restaurant named QOC.AT, which reflects the heart to heart relationship and respect for each other.

GANJA City witnessed  maximum destruction during the war wherein Armenia attacked on the civilian population causing unnecessary damage and casualties which was really very disheartening for all team members. The second largest city of Azerbaijan Ganja, faced the most number of missiles fired during the war. While visiting the places where rockets were fired on the civilian population. The destruction of living apartments and casualties of civilians raises the issue of violating International humanitarian law. As a result of which around many civilians including children and women were killed by brutality of Armenian forces.

AGHDAM City was next destination for the visiting team which had remained a ghost town for nearly 3 decades under the illegal occupation of Armenia. The city was in complete havoc and destruction. Mr. Araz N. Imanov&UmidIsazada, Special Representative Office of the President Azerbaijan in Aghdam, accompanied by the team said that the town was a paradise for the people of Azerbaijan which turned in to Heroshima. The reconstruction of the city has begun already.

No doubt that the havoc done by Armenia is strongly condemnable. During the three decades of occupation of Karabakh, Armenia extremelyfailed to provide any facilities for people. Now, as Azerbaijan took its area back, the struggles to reconstruct for providing a better life have begun. The Azerbaijan Government’s initiatives appreciated by the global community attracting many media representatives across the worldto show the true side of a picture.

The visiting mass media team moved from Aghdam to Baku, witnessed along the shore of the Caspian Sea along with Baku, which is a main hub of oil for Azerbaijan. It holds great significance for the economy of Azerbaijan ranking 20th in the world for producing oil. It has the capacity for producing oil for 200 years and a highly attractive investment destination for global markets. Thanks to its geographical location at the crossroads of several regional and global transport corridors Azerbaijan is an international transport hub. The routes between East and West, North and South are passing through Azerbaijan and goods are being transported through the territory of Azerbaijan from China to Europe.

The friendship between Azerbaijan and Pakistanis rapidly growing stronger as evident from Pakistani flags being waved along with Azerbaijani and Turkish flags in Azerbaijan. After visiting recently liberated areas of Azerbaijan and seeing their love and attachment with Pakistan, there is a need to further strengthen these relations and increace people to people interaction in to further meaningful and result oriented ventures for the betterment of both countries and the region.

At Global stage Azerbaijan appears as a rapidly developing country and is increasing its international presence day by dayby organizing international forums on important topics and issues.It is very important for Pakistan Azerbaijan Relations to further grow. Especially, we, at 30th Anniversary of our diplomatic relations should work bringing both countries closer on all important issues and enhance the brotherly relations.

Gen Bajwa’s US visit seen as part of efforts to reset ties

WASHINGTON: Chief of the Army Staff Gen Qamar Javed Bajwa left for home on Wednesday evening after a five-day visit to the United States, which is being interpreted by the international media as part of an effort to reset US-Pakistan ties.

While the international media focused on issues like Pakistan-US ties, India-Pakistan and Pakistan-China relations, the media in Pakistan showed more interest on the possible impact of the visit on the country’s internal politics.

Another issue that was in focus was the timing of the visit, with many questioning why the army chief came to Washington towards the end of his tenure.

Tamanna Salikuddin, who worked for the State Department and the US National Security Council for 12 years before joining the US Institute of Peace as the head of their South Asian program, however, disagrees with the speculations about the timing.

‘People in Pakistan are looking for some signals, some dots to connect, that are not there,” she told.

“I think this was a long-planned visit and this visit has been long delayed. It was scheduled and rescheduled many times.”

Commenting on media speculations in Pakistan, she said: “I don’t think it has any connection to his retirement date.”

She said that no one in the US administration would give an endorsement or deny an endorsement” to an extension to his tenure. Absolutely not. Conspiracy theories sell in Pakistan very well, but it so far from the truth.”

Michael Kugelman of the Wilson Center, Washington, noted that Gen Bajwa came “during what will likely be the last few weeks of his final term as Pakistan’s army chief” but did not say why.

“The trip can be seen not only as an effort to help build up US-Pakistan relations, but also to help build up his own legacy, as he nears retirement,” he said.

Marvin Weinbaum of the Middle East Institute, Washington, regretted the trend in Pakistan to tag everything to domestic politics.

“In place of the unity needed to deal with Pakistan’s twin humanitarian and economic crises, confrontational politics goes on as usual,” he wrote.

In its report on the visit, Al Jazeera noted that efforts to improve ties began in July and since then several senior US officials and members of Congress have visited the country in the aftermath of the floods. So far, the US has also provided $66m in aid.
