Indonesia-Pak Alumni network launched

ISLAMABAD: Indonesian Ambassador Adam Tugio has launched the establishment of a network for the alumni of Indonesian higher educational institutions in Rawalpindi on November 07, 2022.

Ambassador Tugio shared his pleasure that more than 60 Pakistani students have been selected for the Indonesian Scholarship this year. He noted a positive trajectory in the last few years where many students from Pakistan are pursuing their higher education in Indonesia.

Citing the QS World University Rankings 2022 in which five Indonesian universities are listed among the top 500 in the world, he is convinced that this figure will increase as more Pakistani students become aware of the high-quality educational opportunities offered by universities in Indonesia.

Ambassador Tugio said Indonesia and Pakistan are blessed with rich cultural heritage and traditions carrying interesting and attractive similarities. Both countries cherish various traditions and share many similarities from nature to culture and from preserving (Islamic) tradition being two of the most populous Muslim countries of the world, embracing modernity. The envoy, therefore, encouraged the graduates of Indonesian educational institutions to serve as ‘cultural ambassadors of Indonesia’ because of their profound understanding of Indonesia.

Ambassador expressed his personal delight at the expansion of educational linkages between Indonesia and Pakistan, which he said was part of a much wider and deeper engagement between the two brotherly nations in recent times. The scholarship is a merit-based, internationally-competitive program that provides opportunities for study, research, and development in Indonesia.

Alumni who got the chance to study in Indonesia through various scholarship programs attended the ceremony. Alumni of all ages and from all subject areas and specialties came together for a vibrant afternoon of interaction on the Indonesia-Pakistan Alumni Network’s platform.

ISLAMABAD:  Ambassador of Azerbaijan Khazar Farhadov has said 8 November marks Victory Day in the Republic of Azerbaijan every year ading Armenia kept Azerbaijani territories under illegal occupation almost 3 decades. Despite the decisions and resolutions of the leading international institutions, Armenia ignored all these decisions and resolutions and continued to illegally occupy almost 20 percent of our territory.

Ambassador Khazar expressed these views while speaking on the occasion of the Victory Day reception organized by the Azerbaijan embassy.Defence Minister Khawaja Muhammad Asif was the chief guest while Minister for Defence Production Israr Tareen also attended the event.

The ambassador further said, during the times of occupation, more than one million Azerbaijanis became refugees and IDPs. Our people became the subject of ethnic cleansing. UN Security Council adopted 4 resolutions demanding immediate and unconditional withdrawal of Armenian troops from our territories but these resolutions were never implemented.2 years ago, in 2020 under the leadership of the Supreme Commander-in-Chief of the Azerbaijani Armed Forces, President Ilham Aliyev, our army liberated Azerbaijan’s territories from Armenian occupation and Armenia was forced to sign an act of capitulation, thus acknowledging Azerbaijan’s historic victory. Azerbaijan ensured its territorial integrity, and the fundamental rights of nearly one million displaced Azerbaijanis were restored.

He said everything was razed into ground, cities and villages, buildings, historical monuments, 65 out of 67 mosques was destroyed by Armenia during the times of occupation. Even the graveyards were desecrated, destroyed, and looted.

Right after the liberation, Azerbaijan started large-scale restoration and reconstruction works in the liberated areas. In 2021 and 2022, the Azerbaijani Government allocated nearly $3 billion to the large-scale reconstruction and restoration activities in the liberated lands. I would like to inform you that 2 international airports namely Fuzuli and Zangilan International Airports were built within very short period of time.

 ‘The Great Return program started by Government of Azerbaijan. First Azerbaijani IDPs have already returned to liberated Zangilan region’s Aghali village, which was rebuilt based on the “smart village” concept.

I must also mention about Pakistan’s support. Brotherly Pakistan from the first day of the former Karabakh conflict, as well as the during Patriotic War in 2020 morally and politically supported just position of Azerbaijan and it has been highly appreciated by the Government and people of Azerbaijan’, he concluded.

French ambassador briefs media about humanitarian assistance

ISLAMABAD: Ambassador of France Nicolas Galey has said following the unprecedented floods that hit Pakistan, the President of the French Republic, Emmanuel Macron, wished to mark the solidarity of France and the French people with the people of Pakistan.

 In consultation with the Pakistani authorities, France quickly dispatched emergency equipment and military experts from the French civil security service to the field to assist in relief operation and respond to urgent humanitarian needs.

Ambassador Galey expressed these views while addressing a press conference along with the French Defence Attache Col. A Presson.

The ambassador further said, on September 3, a special chartered flight arrived in Karachi, carrying emergency equipment (including 83 high-capacity water pumps and more than 200 tents, as well as other non-food items) and a military medical team consisting of 4 doctors and 4 nurses, as well as a military team of 4 technicians to operate the water pumps. The French medical team remained on the ground for two weeks in Badin district in Sindh, working alongside their Pakistani colleagues from the Badin military hospital, to provide hundreds of medical consultations each day. As for the team of trainers, it was able to train more than 50 Pakistani technicians in the use of water pumps.

He said, from October 7 to November 5, 40 French civil security experts were deployed in Dadu district in Sindh to operate water purification equipment brought directly from France. The military team provided 600.000 liters of drinking water to the local communities (1.000 beneficiaries/day).

As an indication of support towards the reconstruction of flood-affected areas, France provided a 50-meter-long Bailey-type bridge that will soon be deployed by the Pakistani authorities in Sindh district, he added.

These operations were being carried out within the framework of the European Union Civil Protection Mechanism (EUCPM).

In a further expression of support to flood-affected communities, France allocated 1 million EUR to three French International Non-Governmental Organizations (INGOs) for relief operations for a total of 90.000 beneficiaries in 3 provinces:

• Action Against Hunger (ACF) for an integrated project combining health, water, sanitation and hygiene (WASH), agriculture, food security and livelihood for close to 30.000 beneficiaries in the districts of Kambar Shadadkot and Khairpur in Sindh;

• Secours Islamique France (SIF) for a multi-sectoral emergency assistance to 40.000 beneficiaries in the districts of Quetta, Killa Saifullah, Pishin and Lasbela, in Balochistan;

• Médecins du Monde (MDM) for the deployment of three mobile health teams, for 20.000 beneficiaries, in Khyber Pakhtunkhwa (districts of Nowshera, Charsadda and Chitral).

He added, the French government has also allocated 1 million euros to the World Food Programme (WFP) for an integrated Nutrition – Safety Net Programme for pregnant and lactating women in the districts of Qambar Shahdadkot and Khairpur in Sindh. This programme will provide emergency food assistance, life-saving nutrition preventive packages, and cash grants to 5.400 direct beneficiaries, and 32.400 household members.

Finally, beyond public assistance, a number of French companies also contributed to support flood stricken communities [Total, Bureau Veritas and others] through direct donations or contributions to non-profit organisations to provide immediate support to rehabilitation activities, the ambassador concluded.

COP27: Countries band together to keep forest promise

SHARM EL-SHEIKH: More than 25 countries at the COP27 climate talks on Monday launched a group they said would ensure they hold each other accountable for a pledge to end deforestation by 2030, and announced billions of dollars to finance their efforts.

The first meeting of the Forest and Climate Leaders’ Partnership, chaired by Ghana and the United States, takes place a year after more than 140 leaders promised at COP26 in Britain to end deforestation by the end of the decade.

Progress since has been patchy, with only a few countries instituting more aggressive policies on deforestation and financing.

The new group — which includes Japan, Pakistan, the Republic of Congo, the United Kingdom and others — accounts for roughly 35% of the world’s forests and aims to meet twice a year to track progress.

Notable omissions from the group are Brazil with its Amazon rainforest and the Democratic Republic of Congo whose vast forests are home to endangered wildlife including gorillas.

“This partnership is a critical next step to collectively deliver on this promise and help keep the goal of limiting global warming to 1.5C alive,” Britain’s Alok Sharma, who presided over last year’s COP talks, said in a statement.

The statements said that around 22% of the $12 billion in public money pledged for forests by 2025, funds committed in Glasgow, had so far been disbursed.

Among the new sources of financing, Germany said it would double its financing for forests to 2 billion euros ($1.97 billion) through 2025.

Private cash piles up

Private companies announced $3.6 billion in extra money. They include investment firm SouthBridge Group, creating a $2 billion fund for restoration efforts in Africa, the region with the most tropical rainforest after South America.

Volkswagen Group and H&M Group signed up to a separate initiative, The LEAF Coalition, launched at COP26, in which governments and companies pay countries with tropical and subtropical forests for emissions reductions.

Ecuador also becomes the first country to sign a memorandum of agreement with Emergent, coordinator of the coalition, that aims to see a binding Emissions Reduction Payment Agreement signed by the end of April 2023.

South Korea also agreed to be the first Asian government to provide finance for the coalition, joining founders Britain, Norway and the United States.

“The need is urgent – for the climate, for biodiversity and the people that depend on forests,” Emergent Chief Executive Eron Bloomgarden said.

Other initiatives towards meeting the 2030 forest pledge also announced incremental progress at the opening of COP27.

A coalition of 25 governments and charities said that 19% of $1.7 billion promised to indigenous communities to promote land rights and forest protection had been paid out.

But despite a promise to pay most of the money directly to local communities, roughly half of the funds were routed through international nongovernmental organisations. Only 7% of went to community-led groups, which the coalition said needs to be corrected.

A separate initiative by investors to push companies to eliminate deforestation by 2025 said that Swiss asset manager GAM Investments, UK pension manager London CIV, SouthBridge and Banco Estado de Chile had all joined the alliance.

In September, the initiative announced standards that companies should follow to trace commodities and disclose links to deforestation.

Minister directs PBS for timely completion of 7th Population, Housing Census 2022

ISLAMABAD, Nov 7 (DNA): Minister for Planning, Development and Special Initiatives Prof Ahsan Iqbal on Monday directed the Pakistan Bureau of Statistics (PBS) to send a fresh summary to the Council of Common Interest and Prime Minister Office with a fresh timeline over the 7th Digital Census 2022.

He made these directions while chairing a meeting to review progress on the 7th Digital Census 2022. The meeting was attended by the Secretary Planning Commission, Chief PBS, Chairman National Database and Registration Authority (NDRA) and other officials.   

During the meeting, the minister was apprised about the so far progress on the Census. PBS chief informed the minister that earlier, a summary was submitted after agreement with NADRA for conduct of census w.e.f 15th October 2022 to 15th November 2022.

However, due to delay in opening of  letter of credit due to prevailing economic situation, NADRA was unable to provide tablets and informed that complete 126,000 tablets would be handed over in installments by December 2022 and census ERP(complete software solutions) by 15th October 2022 for testing.

Keeping in view the sensitivity of matter, PBS adjusted the training of master trainers and training of trainers at divisional level in November and December 2022.

However, as training at tehsil level for 120,000 field staff and field work could be initiated before the complete handover of tablets, therefore, after all considerations and running activities in parallel, the timelines had been revised and now the field work would be conducted w.e.f 1st February 2023 to 4th March 2023 and results, after conduct of post enumeration survey, would be handed over to ECP by 30th April 2023 for delimitation purposes. 

However, the minister expressed concerns over the extension of the deadline and asked the PBS to urgently intimate the CCI and PM Office due to sensitivity of matter.

                                                                                                                                                                    He also emphasized that further delay could not be acceptable as the next elections would be based on this census.

The minister also directed PBS to ensure the quality of the training at tehsil level. He advised to include Higher Education Commission and academia to monitor the training at tehsils level as quality training was essential for credible and reliable data. He was of the view that assessment should be done by independent third body.

The PBS chief further informed the planning minister that so far NADRA had handed over 22,000 tables for the census which had been hardened and now ready to dispatch, and the remaining would be handed over soon. He apprised that 21,600 more tablets would reach PBS today [Monday] and would be in hardening process soon.

It was further informed that training of the master trainers would be started from November 28 to December 10, 2022, while self-enumerator would be started from January 15, 2023. The minister directed to expedite the process and strictly adhere to the revised timelines, keeping in view the sensitivity of matter.

Biden, Trump clash on eve of midterms set to upend Washington

Washington, Nov 7: Democrats and Republicans traded final blows Monday ahead of midterm elections that could upend Joe Biden’s presidency, weaken Western support for Ukraine and even open the door to a comeback attempt by Donald Trump.

More than 40 million ballots have been cast through early voting options, meaning the fate of the world’s biggest economy was already in play, with hours to go before polls open nationwide Tuesday.

Adding to tensions — and a reminder of the international stakes — Kremlin-connected oligarch Yevgeny Prigozhin boasted that Russia was trying to tilt the outcome.

“We interfered, we are interfering and we will interfere… carefully, precisely, surgically and the way we do it, the way we can,” said Prigozhin, a pivotal figure in the Ukraine invasion where his Wagner military contractor group is on the front lines.

Biden, who has framed his closing argument as a warning that American democracy is on the line, was set to close out days of frantic campaigning for Democratic candidates at a rally Monday evening near Baltimore.

Trump, who is using the midterms to repeatedly tease a possible 2024 White House run, was holding a rally in Ohio.

With polls showing Republicans in line to seize the House of Representatives, the increasingly far-right party eyed snarling the rest of Biden’s first term in aggressive investigations and opposition to spending plans.

Kevin McCarthy, who would likely become speaker of the House — placing him second in line to the president — also refused to rule out impeachment proceedings.

“We will never use impeachment for political purposes,” McCarthy told CNN. “That doesn’t mean if something rises to the occasion, it would not be used at any other time.”

One key question remained whether the US Senate would also flip, leaving Biden as little more than a lame duck.

With Congress out of Democrats’ hands, Biden would see his legislative agenda collapse.

That would raise questions over everything from climate crisis policies, which the president will be laying out at the Cop27 conference in Egypt this week, to Ukraine, where Republicans are reluctant to maintain the current rate of US financial and military support.

While insisting he supports Ukraine’s struggle, McCarthy told CNN that there could be no “blank check” — a nod to the isolationist, far-right Trump wing of his party and a signal likely sending shivers through Kyiv.

  Just how bad Tuesday goes will also likely determine whether Biden, who turns 80 this month and is the oldest president ever, will seek a second term or step aside, plunging his party into fresh uncertainty.

CAMEA organizes roundtable discussion titled ‘Pakistan and the Muslim World’

ISLAMABAD, NOV 7 /DNA/ – The Centre for Afghanistan, Middle East and Africa (CAMEA) at the Institute of Strategic Studies (ISSI) organized a roundtable discussion titled, ‘Pakistan and the Muslim World’ under the Grand National Dialogue being conducted by the Islamabad Policy Research Institute.

The discussion was held under the Chatham House Rule. The keynote speaker for the discussion was Ambassador Khalid Mahmood.

The discussion revolved around Pakistan’s relations with the Muslim World and growing issues of Islamophobia, revival of JCPOA, increasing Arab states rapprochement with Israel, India’s growing ingress in the Gulf and the question of Pakistan’s recognition of Israel.

A select number of participants attended the meeting and shared their views on the topic.

Pakistan may get $4.2bn bailout during Saudi crown prince visit this month: sources

ISLAMABAD: Mohammed bin Salman Al Saud, Saudi Arabia’s crown prince and prime minister, is slated to visit Pakistan this month (November) during which Islamabad hopes to get a $4.2 billion bailout package from Riyadh, diplomatic sources said Monday.

The Saudi leader’s rare visit is tentatively scheduled for November 21.

Prince Salman’s special security detail is likely to arrive in Islamabad by the end of this week to review the security arrangements for final approval.

Moreover, Saudi Arabia is also expected to make solid investments in Pakistan. Sources also informed that a number of Pakistan-Saudi petroleum agreements are being finalised for signing during the visit of his excellency.

The government is also counting on a likely agreement that will help round up financial support from Saudi Arabia for the establishment of a state-of-the-art refinery in Gwadar.

The refinery, to be built at a cost of $10 billion, will be co-financed by Saudi and China.

According to sources, initially, Chinese companies will run the operations of the refinery after the completion of the project.

The sources, however, added that so far things looked fine but a spike in political noise could affect the Saudi crown prince’s itinerary.

Afghanistan, Kyrgyzstan to strengthen political, economic relations

KABUL, NOV 07 (DNA) — The Deputy Prime Minister for Economic Affairs, Hajji Mullah Abdul Ghani Baradar Akhund, met with the Special Representative of the Kyrgyz President, Talat Beg Mossadaqaf, accompanied by a delegation, official Bakhtar news agency reported on Monday.

During the meeting, the two sides discussed collaboration between Afghanistan and Kyrgyzstan in political, economic and healthcare sectors.

Mr. Baradar Akhund discussed the political, economic and ancient cultural ties between the two countries and emphasized the significance of further developing bilateral relations.

He assured the delegation of greater cooperation in strengthening bilateral political and economic relations with Kyrgyzstan and added that the Islamic Emirate of Afghanistan would not allow any groups to use Afghan soil against any other countries.

Mr. Talat Beg expressed his happiness over Afghanistan’s complete security and emphasized the need for required collaboration in order to improve bilateral ties. In the end, he promised necessary cooperation with the healthcare sector of Afghanistan. =DNA

PM Shehbaz meets UN Secretary-General on sidelines of the COP-27

Sharm El-Sheikh, NOV 7 /DNA/ – Prime Minister Muhammad Shehbaz Sharif met with the UN Secretary-General on the sidelines of the COP-27 Summit being held in Sharm El-Sheikh, today.

Appreciating the Secretary-General for his solidarity with, and call for massive support to Pakistan in the wake of the devastating floods in the country, the Prime Minister reiterated that the unprecedented flood disaster in Pakistan was a clear manifestation of the challenge posed by  climate change. The Prime Minister also endorsed the Secretary-General’s call for climate justice and climate solidarity.

​​The Prime Minister highlighted that according to the Post Disaster Needs Assessment (PDNA), the total estimated damage caused by the floods was over $32 billion i.e. around 10% of Pakistan’s GDP. The enormous task of rehabilitation and reconstruction would require substantial international support for Pakistan to build back greener, based on the model of sustainable development. 

​​Referring to the adoption of UN General Assembly resolution, last month, expressing solidarity with Pakistan, the Prime Minister said that Pakistan was looking forward to convening an international

‘pledging conference’ bringing together all development partners. The Prime Minister also expressed appreciation for creation of a UN inter agency team, led by the Deputy Secretary General, to help Pakistan prepare a comprehensive rehabilitation and reconstruction Plan to be presented to the Conference.

​​With reference to COP-27, the Prime Minister stated that Climate Conference was a timely opportunity for the international community to catalyse concerted international action to mitigate the impact of climate change, and promote climate justice, based on the principles of equity and common but differentiated responsibilities and respective capabilities. The Prime Minister emphasized that addressing “loss and damage” would be a key “deliverable” at COP-27. At the request of Pakistan — in its capacity as the Chair of the G77 and China — the COP-27 has agreed, by consensus, to proposed inclusion of an agenda item on loss and damage finance.

​​The bilateral meeting between the Prime Minister and the Secretary-General was followed by a joint press stake-out at the “Pakistan Pavilion”.
