PTI activist Azhar Mashwani has been shifted to Islamabad: Fawad

Islamabad, MAR 24: PTI Senior Vice President Fawad Chaudhry said on Friday that Azhar Mashwani, who the party alleged was “abducted” in Lahore a day earlier, had been shifted to Islamabad.

The PTI social media activist was picked up on Thursday, apparently on charges of criticising the Punjab police and the caretaker government for allegedly using high-handed tactics against party workers.

The arrest had prompted PTI chief Imran Khan to say, “enough is enough” as he accused authorities of abducting the party activist. Imran also said he was sending pictures of all officials involved in the crackdown on his workers to international human rights organisations so that they could “identify those working for the state and indulging in abductions, illegal break-ins into homes, custodial torture and violence against political leaders and unarmed workers of PTI”.

Speaking to Dawn.com today, Chaudhry said the party was tracing Mashwani’s location.

“We have been tracking Mashwani’s location,” the ex-information minister said. “He was at the Federal Investigation Agency (FIA) office in Bedian. Then he was shifted to Islamabad”.

Fawad said the party had tried to get a first information report (FIR) registered against Mashwani’s alleged abduction but officials had refused to do so. “We tried registering it at the Green Town police station but they did not lodge a report.”

He added that the police were being “pressurised” to not register a FIR against the PTI activist’s “illegal abduction”.

Fawad also said that a habeas corpus petition had been filed in the Lahore High Court (LHC) seeking Mashwani’s recovery. He said that the registrar’s office had raised an objection but the case had been listed for hearing at the LHC Rawalpindi bench on Monday (March 27).

Mashwani’s wife pens letter to CJP
Separately, Mashwani’s wife Mahnoor wrote a letter to Chief Justice of Pakistan (CJP) Umar Ata Bandial, urging him “to take appropriate action against the abduction” of her husband. The PTI’s official Twitter account shared a copy of the letter.

The letter urged CJP Bandial to take suo motu notice of the incident for the “recovery and release” of Mashwani “from the illegal and unlawful custody of powerful people”.

The letter called on the top judge to intervene, citing how the country had been facing “severe human rights violations” since the incumbent government came into power.

It noted that Mashwani had been working as a focal person for the PTI chief.

“Due to this responsibility, people in the incumbent federal and provincial government do not seem to be very pleased,” the letter stated.

The letter highlighted that Mashwani left home for Zaman Park around 2:45pm on Thursday “but neither he reached there, nor came back home”. It added that a thorough search was carried out by the family, close friends and party workers to no avail.

Mashwani’s wife said she believed her husband was “abducted and being detained illegally and unlawfully by the Punjab police in connivance with the FIA and other law enforcement agencies at the behest of some powerful people with the intention to harm him and the entire family”.

UAE among world’s top countries with low tuberculosis rates

ISLAMABAD, MAR 24: The Ministry of Health and Prevention (MoHAP) has emphasised the UAE’s outstanding achievement of having low rates of tuberculosis globally.

This accomplishment is attributed to the collaborative efforts between MoHAP and local health authorities to implement effective prevention strategies and programmes to control and curb the disease.

To standardise surveillance methods, MoHAP has developed an efficient follow-up system and continually provided effective tuberculosis drugs. The Ministry has also increased the capacity of TB healthcare professionals and implemented tuberculosis screening programmes. Additionally, as a preventive measure, children are vaccinated at birth.

On the occasion of World Tuberculosis Day, observed on March 24 each year, MoHAP stated that the global day is being marked under the theme, “Yes! We can end TB!”

Moreover, the UAE has played an active role in adopting the regional strategy to eliminate tuberculosis at the Eastern Mediterranean level and remains committed to supporting international efforts through scientific research, innovative solutions, and medicines to end tuberculosis by 2050. The country’s efforts are in line with the UN Sustainable Development Goals and the global strategy to defeat the disease.

To increase awareness about tuberculosis and promote the importance of early diagnosis, vaccination, and infection prevention, the Ministry has launched various health initiatives and programmes that engage the community.

These programmes include interactive lectures in Arabic, English, and Urdu, targeting different segments of society, including workers. The Ministry also provides free medical tests for workers and shares educational messages on various social media platforms. Additionally, MoHAP has collaborated with numerous government and tourism entities in the country to participate in a global initiative to combat tuberculosis by lighting a major landmark in red.

‘Hold KP polls on October 8 in light of fresh terrorist wave’, governor urges ECP

ISLAMABAD: In a fresh development, Khyber Pakhtunkhwa Governor Haji Ghulam Ali Friday urged the Election Commission of Pakistan (ECP) to hold the general elections in the province on October 8, the same date the electoral watchdog has announced for Punjab, keeping in mind a rise in terror activities.

The governor, in the letter to Chief Election Commissioner Sikandar Sultan Raja, said it would be in the “best public interest as well as in the interest of the state” if polls were held in October instead of a previous date that he had suggested — May 28.

The ECP’s decision to withdraw an earlier announcement for Punjab elections came after security and financial bodies refused to back the commission during the upcoming polls.

The governor noted that recently, a fresh wave of terrorist activities has been taking place in the northwestern province on a daily basis.

He said major terrorist activities include cross-border fire in North Waziristan, an improvised explosive device (IED) blast on an army vehicle in Kohat, heavy exchange of fire with terrorists in South Waziristan on March 15, unknown terrorists fire on Khyber’s Bara Police Station on March 19.

Citing further incidents, he said a terrorist attack took on a police station in DI Khan followed by a search operation by the army, resulting in the martyrdom of three army soldiers on the night between March 21 and 22.

Also, he said, on March 21, a convoy was ambushed in South Waziristan which resulted in the martyrdom of Brigadier Mustafa Kamal Barki from the Inter-Services Intelligence (ISI) and injuries to seven other personnel.

The governor, in the letter, further said that since the ECP has postponed the election date for the general elections of Punjab to October 8, it is also suggested that the same date should be appointed as the election day for the general elections in KP.

It is pertinent to mention here, the government has welcomed the election commission’s decision to postpone the polls till October, but the Pakistan Tehreek-e-Insaf (PTI) has vehemently rejected it and announced challenging it in the Supreme Court.

In November last year, PTI Chairman Imran Khan announced the dissolution of KP and Punjab assemblies, and after much back-and-forth, the legislatures were dissolved in January — Punjab on Jan 14 and KP on Jan 18.

Then came the step of announcing election dates and governors from both provinces were reluctant to issue dates until the Supreme Court’s order on March 1 — directing President Arif Alvi to announce a date for Punjab polls and Ali for KP.

Following the announcements of dates, the ECP held consultations with provincial and federal authorities, and it did not receive a welcoming response, as the authorities declined to back the electoral watchdog.

Citing its responsibility towards ensuring fair elections in the country, the election organising authority, in a notification, recounted its various endeavours in trying to ensure that the commission carried out its responsibilities diligently.

But a determined PTI has vowed that it would move the Supreme Court and challenge the ECP’s decision against holding the Punjab polls on April 30.

Addressing a joint press conference yesterday, PTI Senior Vice President Fawad Chaudhry Fawad, flanked by PTI Secretary General Asad Umar, announced that they are moving the top court against the ECP for “breaching the Constitution”.

PM Shehbaz himself in field to ensure uninterrupted supply of free wheat flour: Marriyum

DNA
ISLAMABAD, Minister for Information and Broadcasting Marriyum Aurangzeb on Friday said some 4.2 million people had so far received sacks of free wheat flour under the Ramazan Package launched by the government to reduce burden of inflation on lower-middle class and poor people.

Addressing the media persons, the minister said so far, free flour sacks were distributed among more than 4.1 million people in Punjab, while some 72,000 from Khyber Pakhtunkhwa and 20,000 from Islamabad had benefitted from the “historic and unprecedented” scheme on the very first day of its launch in these areas.

She said all was set for starting the free flour supply in Giglit Baltistan, while efforts were also underway to replicate this initiative in other parts of the country including Sindh and Balochistan.

Marriyum said data of the Benazir Income Support Programme was being used to distribute the free flour sacks in a transparent manner. The prime minister had categorically stated that there would be no compromise on quality of the edible and transparency in the distribution process.

She said the prime minister had a track record of pursuing the best governance model to execute people-centric projects.

Whether it was related to flood or any other emergency, the PM himself had led from the front and always personally monitored the services being offered to the people in such critical times, she added.

The prime minister himself paid surprise visits to flour distribution centers in Kasur and Lahore to ensure uninterrupted supply of quality flour, she said, adding more visits were on the cards in the coming days.

She said during his visits, the prime minister had held interactions with women children, and persons with disabilities who were sitting in the waiting areas to wait for their turn. The PM also issued directives to the officials concerned to resolve the complaints of the people visiting the flour distribution centers.

Free distribution of flour reinforced the fact that Shehbaz Sharif had not only served the masses while being the chief minister of Punjab, but also continued that journey on becoming prime minister of the country, the minister maintained.

“Launch of the Sasta Petrol (Subsidized fuel) and Muft Atta (Free Flour) schemes are the historic and unprecedented initiatives and it is the only Pakistan Muslim League-Nawaz which can take such steps even during the difficult times,” she said, while lambasting Imran Khan for first signing the agreement with the International Monetary Fund on tough conditions and then violating the same for political gains which caused the economic meltdown and inflation.

She said the PML-N always worked for people-friendly initiatives such as metro bus, employment and scholarship schemes.

Marriyum said when PML-N tenure ended in 2018, edible items related inflation was only 2.4 per cent which jumped to above 20 percent as soon as Imran Khan came into power.

In 2018, flour was available at Rs 35 per kg whereas sugar was at Rs 52 kg.

She said that the looters who came to power in 2018, looted and plundered the national exchequer with both hands and they were responsible for the flood of inflation in the country.

The minister said poor people would soon get subsidized fuel as modalities had been finalized in this regard.

Bali governor puts Indonesia on the spot

A refusal by the governor of Hindu-majority Bali to host an Israeli soccer team at this May’s FIFA Under-20 World Cup puts the Indonesian government, football association, and foremost Muslim civil society movement on the spot.

Wayan Koster’s refusal threatens to lead FIFA to deprive Indonesia of its hosting rights, which oblige it to allow national teams to compete irrespective of whether countries recognise one another.

The International Paralympic Committee (IPC) stripped Malaysia of its right to host the 2019 World Para Swimming Championship because it refused to allow Israel to participate.

“We request the Minister adopt a policy of banning the Israeli team from competing in Bali. We, the provincial government of Bali, declare that we reject the participation of the Israel team to compete in Bali,” Mr. Koster wrote in a March 14 letter to the youth and sports ministry a day after the minister resigned because he was elected deputy chairman of the Indonesian Football Association.

Indonesia has refused to establish diplomatic relations with Israel as long as it fails to resolve its conflict with the Palestinians.

The rise of a far-right, ultra-nationalist, and religiously ultra-conservative Israeli government has further dampened already dim hopes that the world’s most populous Muslim-majority country and democracy would follow the United Arab Emirates and other Arab states in recognising Israel soon.

This week, the Indonesian foreign ministry condemned Israeli Finance Minister Bezalel Smotric’s denial of Palestinian existence. “Indonesia continues to consistently support the Palestinian people’s struggle,” the ministry said.

Earlier, ministry spokesman Teuku Faizasyah asserted that Israeli participation in the FIFA tournament would “not weaken Indonesia’s consistent position on Palestine.”

If world soccer body FIFA deprived it of its hosting rights, Indonesia would suffer a setback in positioning itself as a Southeast Asian sports powerhouse. In addition, Indonesia would lose its spot in the championship.

Indonesia qualified for this year’s tournament as the host rather than because of its performance in qualification matches.

Mr. Koster’s refusal was celebrated by Muslim oragnisations, including the Indonesian Ulama Council (MUI), which groups the country’s top clerics, and Muhamadiyya, the country’s second-largest civil society movement with tens of millions of followers. The groups this week protested Israeli participation in the tournament.

The refusal and the protest shine a spotlight not only on pro-Palestinian sentiment in Indonesia but also the at times blurred distinction between legitimate criticism of Israel and anti-Jewish sentiment.

To be sure, the slogans of the protest were anti-Israel, not anti-Jewish.

Even so, Israel has sought to spin crossovers between the two to discredit all criticism as anti-Semitism.

The controversy over Israeli participation in the Bali tournament also highlights the outreach to Jews and other faith groups by Indonesia’s Nahdlatul Ulama, the world’s largest and most moderate civil society movement.

Nahdlatul Ulama has been a driving force in reforming Islamic law to rid it of supremacist concepts. Some 20,000 Nahdlatul Ulama Islamic scholars in 2019 replaced the notion of the kafir or infidel with that of a citizen.

In addition to tackling problematic concepts in Islamic law, Nahdaltul Ulama has been at the forefront of efforts to take inter-faith dialogue beyond hollow, feel-good, lovey-dovey declarations by putting historical grievances, truth-telling, and the troubled histories of Islam and other faiths on the agenda.

Nevertheless, Aan Anshori, a young Nahdlatul Ulama religious scholar, cautions that antipathy in Indonesia toward Jews is “culturally deep-seated.”

“The key to turning this around is to instill the importance for coexistence between Islam and other faiths today,” Mr. Anshori said.

Last year a poll showed that 51 per cent of Indonesian Muslims had serious misgivings about having Jewish neighbors, 57 percent opposed allowing Jews to teach in public schools, and 61 per cent objected to Jews becoming government officials.

Also last year, the alliance of Islamic scholars on the Javan island of Madura, a region with a history of intolerance, and a conservative cleric who identifies himself as a Nahdlatul Ulama associate, protested against the participation of an Argentinian rabbi, known for her advocacy of human rights, in a summit of religious leaders organised by the group under the auspices of Indonesian President Joko Widodo.

“I am an NU (Nahdlatul Ulama) member, rejecting (the leadership’s) efforts to bring the Jewish rabbi, Silvina Chemen, to Indonesia… The infidels from the children of Israel have been cursed through the words of Prophet Dawud (David) and Prophet Isa (Jesus), son of Maryam (Mary),” said Luthfi Bashori Alwi.

A Sunni Muslim mob armed with machetes and sickles attacked and burnt a Shiite-majority village in Madura in 2012, killing a 45-year-old woman and seriously injuring several others.

Nahdlatul Ulama secretary general Yahya Cholil Staquf set the tone for his leadership by addressing, shortly after his election in January 2022, the Simon Wiesenthal Center on Holocaust Remembrance Day as well as the Palestinian embassy in Jakarta at about the same time.

Calling for compassion, Mr. Staquf referred only obliquely in his Wiesenthal Center speech to the Palestinians and other repressed groups.

He noted that “Holocaust remembrance serves as a memorial and vivid reminder of the cruelty, violence, and suffering that so many human beings — acting in the name of their ‘group identity,’ whether ethnic, racial, religious, or political — have, for thousands of years, inflicted upon others. This pattern of malignant behavior continues to threaten humanity, and civilization itself, to the present day.”

Mr. Staquf was more explicit in his speech at the Palestinian embassy.

“If the people of the world fail to ensure a better, more noble future for Palestinians, humanity will have failed in its collective responsibility to ensure a better future for everyone, by fostering the emergence of a global civilization,” Mr. Staquf said.

Mr. Staquf is one of two Nahdlatul Ulama leaders, alongside former Indonesian President Abdurrahman Wahid, to visit Israel. Mr. Wahid travelled when he was head of Nahdlatul Ulama rather than when he was head of state.

Discussing his own experience Ezra Abraham, a 29-year-old Indonesian Jew, suggests that engagement with others as well as frank and honest dialogue as pursued by Mr. Staquf produces results.

“Part of the problem (in Indonesia) is that the decades-long invisibility of the Jewish people has made us into the convenient, never-seen bogeyman,.. At past interfaith events, (Indonesian) Muslim participants were initially uncomfortable when I told them I was Jewish. But by the end of our frank discussions, most would’ve modified their stance,” Mr, Abraham said.

PM directs smooth distribution of free wheat flour during Ramzan

Abid Raza/DNA

LAHORE, MAR 24: Prime Minister Shehbaz Sharif on Friday paid an unannounced visit to the distribution points of free wheat flour here and Kasur, and directed the authorities concerned to ensure hassle-free and uninterrupted supply of the commodity to the entitled people.

The free wheat flour is being distributed across Punjab and federal capital, under the Ramzan Package announced by the government to reduce the burden of inflation from the middle and low-income groups.

The prime minister, who was accompanied by Advisor Ahad Cheema and Special Assistant to PM Malik Ahmad Khan, interacted with the people including children at the distribution centers. He listened to the problems faced by them and issued instructions for their immediate redressal.

He directed the relevant authorities to continue the free flour distribution till 25th of Ramzan as per the program announced by the government.

Prime Minister Shehbaz, who also distributed flour bags among the beneficiaries, inspected the process of flour supply with the officials checking the particulars of the people before guiding them to the distribution point.

He also visited the waiting room established to facilitate the beneficiaries of the flour scheme, particularly keeping in view the month of fasting.

“No citizen should face any difficulty during Ramzan. Special attention should be given to the facilitation of old-aged and persons with disabilities,” he instructed and called for making arrangements to facilitate the women, particularly those coming with their children.

“Don’t consider it just an official duty rather serve it as a humanitarians work to seek the appeasement of Allah Almighty during Holy Ramzan.”

The prime minister appreciated the secretary food, Punjab chief secretary, commissioner and deputy commissioner and other workers for good arrangements at the distribution centers.

As per the plan, around 15.8 million households of Punjab province would be distributed wheat flour, free of charge during the Holy Ramzan. It is for the first time in the country’s history that a package for the distribution of free wheat flour has been prepared.

The wheat flour distribution would continue till the 25th of Ramzan through 8,500 Utility Stores. Moreover, around 20,000 flour distribution points have also been set up to facilitate the people.=DNA

Pakistan Day Requires Commitment to Work Together

Dr. Muhammad Akram Zaheer

Correspondent Arifwala (Muhammad AkmalShahid) 23rd March is celebrated to pay tribute to the leaders and activists who played a key role in the creation of Pakistan.

The day is a national holiday, and schools, colleges, and offices celebrate this day. Regarding Pakistan Day, a conference was organized under the chairmanship of Chaudhary Umar Hayat Headmaster Government Elementary School 71 EBArifwala. Apart from other speakers, Dr. Muhammad Akram Zaheer also addressed. He stated in his address, to achieve the objectives of the creation of Pakistan, there are several areas where efforts need to be focused. Pakistan needs to strengthen its democratic institutions to ensure that the people’s will is reflected in the decision-making process.

This requires strengthening the independence of the judiciary, ensuring media freedom, and promoting political pluralism. To achieve the objectives of Pakistan’s creation, it is essential to promote sustainable economic growth. This can be achieved through investment in infrastructure, education, healthcare, and agriculture. The government should also take measures to attract foreign investment and promote trade with other countries. Pakistan needs to ensure that its citizens have access to basic social services such as education, healthcare, and social protection.

This requires investing in human capital and promoting inclusive policies that benefit all citizens, regardless of their social status. Pakistan needs to address its security challenges, including terrorism, sectarianism, and regional conflicts. This requires developing a comprehensive strategy that involves both military and non-military measures, such as promoting interfaith dialogue and addressing the root causes of extremism. Pakistan needs to promote regional cooperation to achieve the goal of its creation.

This can be achieved by building strong relationships with its neighbors and participating in regional forums to promote peace, stability, and economic integration. Consequently, Pakistan requires a concerted effort from the government, civil society, and the people of Pakistan to work together towards building a stable, prosperous, and inclusive society.

President writes to PM; asks to direct authorities to assist ECP to hold general elections on time

President writes to PM; highlights human rights abuses by authorities

DNA

ISLAMABAD, MAR 24: President Arif Alvi has written a letter to the Prime Minister of Pakistan, Mian Muhammad Shehbaz Sharif, emphasizing that all concerned executive authorities of Federal and Provincial Governments should be directed to refrain from abuse of Human Rights and also to assist the Election Commission of Pakistan (ECP) to hold general elections in the provinces of Punjab and Khyber Pakhtunkhwa, within timeframe, in compliance of Supreme Court’s Order dated 1st March, 2023, to avoid further complications including Contempt of Court.

In his letter, the President said that he was writing the letter as events had taken place in the recent past that were highlighted by the print, electronic and social media about glaring violations of Fundamental and Human Rights that needed to be brought to Prime Minister’s notice to ensure remedial measures and preventive action.

The President stated that elections of Provincial Assemblies, in case of their dissolution under Article 105 or Article 112, were required to be held within 90 days under Article 224 (2) of the Constitution. He added that the Supreme Court of Pakistan vide its Order dated 1st March, 2023 had directed the ECP to propose date (s) to the President for holding the poll within 90 days or on a date that deviates to barest minimum from aforesaid deadline. He said that the Governor of Khyber Pakhtunkhwa was also directed by the Supreme Court to appoint a date for holding the general election for Provincial Assembly of Khyber Pakhtunkhwa as per above timeframe. Subsequently, ECP had proposed holding of general elections between 30th April – 7th May, 2023 and general elections for the Provincial Assembly of Punjab were announced to be held on 30th April, 2023 and the same was notified by the ECP.

The President said that it appeared that Federal and Care-taker Governments in Punjab and Khyber Pakhtunkhwa advised the heads of concerned departments to indicate their inability to provide necessary support for holding general elections. He referred to Article 220 of the Constitution which states that “it shall be the duty of all executive authorities in the Federation and in the Provinces to assist the Commissioner and the Election Commission in the discharge of his or their functions”.

The President underlined that in his opinion, flagrant violation of the Constitution had been committed by the executive authorities and government departments, adding that ECP had not implemented his announcement of holding general elections in Punjab on 30th April, 2023 and also blatantly violated the Supreme Court’s Order dated 1st March, 2023. The ECP has announced the date of 8th October, 2023 for holding general elections of provincial assemblies of Punjab and Khyber Pakhtunkhwa, he said.

The President wrote that it was a matter of concern that no meaningful consultation with the President on policy issues had been undertaken by the Prime Minister in line Article 46 of the Constitution, which provided that Prime Minister shall keep the President informed on all matters of internal and foreign policy and on all legislative proposals the Federal Government intends to bring before the Parliament. He added that Rule 15(5) of Rules of Business, 1973 also highlighted the responsibility of the Prime Minister, inter-alia, to furnish such information relating to the administration of affairs of the Federation and proposals for legislation as the President may call for.

In his letter, the President also drew the attention of the Prime Minister towards the seriousness of incidents of Human Rights violations, atrocities of police/law enforcement agencies and grossly disproportionate use of force against the citizens of Pakistan. He said that multiple fake and frivolous cases had been registered against politicians, workers, journalists and media persons; houses of political workers had been raided, and citizens had been abducted without warrants and lawful justification.

The President termed the incidents of Human Rights violations and oppression by state machinery against innocent citizens as in “clear breach and violations of Fundamental Rights” guaranteed by Article 4 of the Constitution, that provides for, and guarantees citizens to enjoy the protection of law and to be treated in accordance with the law. He also referred to Article 9 on ‘security of person’, Article 10 on ‘safeguards as to arrest and detention’, Article 10-A on ‘right to fair trial’, Article 14 on ‘inviolability of dignity of man etc.’, Article 15 on ‘freedom of movement etc.’, Article 16 on ‘freedom of assembly’, Article 17 on ‘freedom of association’ and Article 19 on ‘freedom of speech’, and said that the spirit and mandate of these articles were being clearly transgressed۔ This has tarnished the image of Pakistan in the international community and is casting negative repercussions on the future of democracy and state of Human Rights in Pakistan, he added.

The President further highlighted that in World Press Freedom Index of 2021, Pakistan ranked 145 out of 180 countries and dropped to 157 i.e., 12 points downwards in the World Press Freedom Index, 2022, which reflected the sorry state of affairs and this year’s actions and images would further exacerbate Pakistan’s already dismal ranking. He wrote that in recent months, Media had been further suppressed and journalists had also been subjected to charges of sedition and terrorism to stifle dissent and criticism against the government. It appears that a reign of terror has been unleashed against the media persons who have independent opinions, he added.

The President concluded that the Prime Minister, being head of Government, was responsible for the safeguard of Human Rights as well as Fundamental Rights of every citizen of Pakistan as enshrined in the Constitution, and therefore, all concerned executive authorities of Federal and Provincial Governments should be directed to refrain from abuse of Human Rights and also to assist the ECP to hold general elections in provinces of Punjab and Khyber Pakhtunkhwa.

The ECP withdrew the Punjab Election Program notification issued on March 8 and decided to postpone the Punjab election and announced October 08 as the new date for elections in Punjab.
