Paris votes on whether to ban e-scooters for hire

Paris, Apr 2 (AFP/APP): Voters in Paris are set to decide Sunday on whether to banish electric scooters for rent from the streets of the French capital, which was a pioneer in adopting the divisive new form of urban transport.

The City of Light once welcomed companies such as Lime, Dott or Tier and their for-hire scooters that are popular among young people for covering short distances.

After a chaotic introduction in 2018, city authorities have progressively tightened regulations, creating designated parking zones, limiting the top speed and restricting the number of operators.

But their presence remains controversial, with pedestrians complaining about reckless driving while a spate of fatal accidents has highlighted the dangers of vehicles that can currently be hired by children as young as 12.

“Scooters have become my biggest enemy. I’m scared of them,” Suzon Lambert, a 50-year-old teacher and Paris resident, told AFP. “Paris has become a sort of anarchy. There’s no space any more for pedestrians.”

Such views are likely to dominate in the 21 voting booths set up around the French capital on Sunday, with the exercise billed as a “public consultation” rather than a referendum by mayor Anne Hidalgo.

The pro-cycling Socialist leader announced the vote in January to settle the issue of whether they should be allowed.

She favours a ban, calling the devices a “source of tension and worry” for Parisians in an interview on Thursday.

 The consultation will not affect privately owned electric scooters, of which 700,000 were sold nationwide last year, according to transport ministry figures.

Around 100,000 journeys are completed each day in France on rented e-scooters in around 200 towns and cities.

Transport Minister Clement Beaune expects the poll to result in a ban, while some operators also privately fear a negative result unless their mostly young users turn out to vote.

“It’s an important consultation that will be watched by a lot of other towns in France and overseas,” Beaune told Europe 1 radio on Wednesday. “I find it a shame that we have caricatured and dumbed down the debate.

“Instead of having it as ‘for’ or ‘against’, we could do ‘for, with rules’,” he said.

He argues that e-scooters are a valuable new transport solution that have replaced up to one in five journeys in Paris that would have previously involved an emissions-producing vehicle.

A total of 1.6 million people are eligible to vote, but turnout is expected to be low. Results are scheduled to be released in the evening.

A ban would be a setback for operators and could encourage other cities to follow suit, but the companies insist they are expanding elsewhere.

“Paris is going against the current,” Hadi Karam, general manager for France at California-based Lime, told, citing decisions to increase the number of e-scooters or extend contracts in Washington, Madrid or London.

Imran khan says ready for negotiations on elections

LAHORE: Former prime minister and Pakistan Tehreek-e-Insaf chairman Imran Khan has said he is ready to hold talks on elections.

“I have no contacts with anyone, but ready for talks on elections,” Imran Khan was quoted as saying in an interview.

The former premier said talks will only be held on elections. “No need for talks if elections are not held.” Imran Khan reiterated his resolve that he will not negotiate with the ‘corrupts’ and ‘thieves’.

How will I negotiate with those who are ‘corrupts’ and ‘thieves’, Khan said. If elections are not held now, the chances for polls in October are less.

The former prime minister also alleged that PTI seats were deliberately decreased in the 2018 general elections.

Lashing out at Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif for making undue statements against the Supreme Court bench hearing the election delay case, the PTI chief claimed it is his hobby to divide Supreme Court for his personal gains.

The whole nation stands firmly united with the Supreme Court, he maintained.

Earlier, former premier and Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan appealed to the nation to stand united for the supremacy of the Constitution in the country.

While addressing PTI workers and supporters via video link today, Imran Khan warned that the country would not be able to survive if the nation does not stand for the supremacy of the Constitution.

Jazz up your iftar table with sheer paira sharbat, a non-carbonated drink alternative

Ramazan mubarak! Finally, the month we wait for the whole year is upon us and attached with this month are so many special things. Having iftar with family and friends is such a fulfilling and joyous occasion, and such a special time needs something out of the ordinary.

So to brighten up your iftar table and quench your thirst, here is a luscious milky drink that beats any popular juice or carbonated drink hands down. This is the recipe of sheer paira sharbat, a name I have coined for it, just like the recipe that I invented after some experimentation.

I know there are similar drinks that are a favourite in many families, such as almond milk that the elders in my family like to break their fasts with, especially in summers. I wanted to experiment with my personal favourite ingredients and give a twist to it, you can choose what’s your favourite flavour and add those ingredients.

I used the sweetmeat pan paira (you can use any barfi or paira flavour of your choice), which had just a touch of dry fruit pieces, red sherbet, red jelly and basil seeds (tukh malanga). Almond or pistachio pieces or paste can be added for a richer flavour, but I felt it would have been a bit overpowering, so I didn’t.

Sheer paira sharbat is easy to make, sumptuous and luxurious in taste, and it brings a touch of tradition back to the iftar spread.

Ingredients:

• 1 litre milk

• 1 packet jelly

• 250g pan paira or barfi

• 1/2 cup or to taste red sherbet

• 2 tablespoons tukh malanga or basil seeds

Method:

Soak the basil seeds in a cup of water for at least 15 minutes. Make the jelly according to the instructions on the packet. Let the jelly set well for about half an hour. Jelly chunks give a nice look and texture to the drink but since mine didn’t set so well, they almost dissolved. But that only added to the flavour. You can use jelly of different colours and flavours too — your drink, your call!

Crush the paira into pieces, put in a mixing jar or the jug you will make the drink in. Mix with an electric hand blender, like I used, or blend in a blender. You can also use a hand beater or mixer, just do it well enough for the paira to combine fully with the milk.

Add this in the remaining milk, then add tukh malanga, red sherbet and jelly pieces. Stir gently and refrigerate. To serve, stir well and pour into glasses at iftar time.

There is no need for addition of sugar since all the things being added to the milk are already very sweet. It can be made a few hours in advance — it even stays fine refrigerated for a day but being milk-based, I would not advice it for overnight consumption.

This measurement is for five large servings.

Suggested variation:

Pista burfi, banana flavour jelly and ice cream syrup can be substituted in for pan paira, strawberry jelly and red sherbet.

Qureshi urges PPP to declare whether it is ‘with or against’ Constitution

PTI Vice Chairman Shah Mehmood Qureshi on Sunday told political parties — in particular the PPP — to announce whether they were standing with the Constitution or abrogating it as the Supreme Court deliberates on the Election Commission of Pakistan’s delay to polls in Punjab.

The constitutional crisis in Pakistan deepened on Saturday as the ruling coalition in the Centre, led by PML-N, hinted that it would not accept the decision of the Supreme Court bench hearing the case regarding provincial polls, and also alluded to the possibility of moving a reference against Chief Justice of Pakistan (CJP) Umar Ata Bandial and two other members of the bench.

The PPP is a part of the coalition government in the centre.

Speaking to the media in Karachi today, the former foreign minister urged the political parties that wanted to “turn away” from the Constitution to come out in the open, clarifying that “silence is not an option”.

“The silence that PPP has adopted is not enough,” he said. “Either the PPP stands with the Constitution or it should outright announce that it is abrogating it.”

He added that the PPP was proud of the 18th Amendment but “Bhutto’s grandson decided to attack Bhutto’s Constitution. Zardari has destroyed what Bhutto created”.

Qureshi spoke about how the PML-N had decided to “attack” the Constitution and party leaders had started to “pressurise the Supreme Court”.

“Look at their social media posts in the last 48 hours. They are not agreeing with any Pakistani. Even Rana Sanaullah tried to attack the judges yesterday.”

The PTI leader said that Prime Minister Shehbaz Sharif had earlier invited them for talks from the floor of the assembly to free the country of the mess it was in “but yesterday he said that Imran Khan and PTI will not be spoken to”.

“Sometimes they ask us to come to the assembly and fulfil our responsibility but [at the same time] the National Assembly speaker [Raja Pervaiz Ashraf] is becoming a hurdle,” he said. “I hope the high court will give a message to the speaker so that PTI members can go to the assembly.”

Qureshi accused the government of wanting their own opposition leader in the National Assembly that tows the government’s line.

“It’s a test for political parties. Tomorrow an important case will be heard. On Saturday the attorney general was called to the court but he couldn’t give any solid answer.”

The PTI vice chairman went on to say that the Election Commission of Pakistan had also accepted the Supreme Court’s decision by issuing the election schedule.

“PML-N and PPP also took part in the nomination papers process,” Qureshi said, adding that PM Shehbaz, Zardari, and Bilawal should have had the guts to not submit the election papers.

Qureshi said the government was trying everything to delay the elections and for that, the new bill limiting the CJP’s powers was also passed in the assembly.

“President Dr Arif Alvi has already begun consultations with lawyers,” he said. “The Supreme Court’s powers can only be [un]done through a constitutional amendment”.

He also urged the legal community “to play a role in the country’s history”.

LAHORE: Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan on Saturday warned that his supporters would take to the streets if elections were not held in the provinces within the stipulated time frame of 90 days.

In a meeting with reporters and social media influencers here at his Zaman Park residence, the PTI Chairman stated that if polls were not held within the stipulated timeframe, the country would be left without a Constitution.

The press delegation included Khurram Malik, Khawaja Ramzan, Rana Faran Yameen, Jawad Hasan, Anas Zafar, Tahir Ahmed, and noted analyst Chaudhry Ghulam Hussain.

He said that the caretaker governments in the provinces should have played a neutral role but unfortunately, they were not fulfilling their responsibilities.

PTI Chairman raised a question as under which law the government of crooks would restore the provincial assemblies in KP and Punjab if the polls did not take place within the constitutional mandated timeframe.

Imran Khan revealed that Qamar Javed Bajwa pressurized him to establish friendly relations with India, which was why matters took a turn for the worse, adding that Bajwa was not a man of principles.

The PTI Chairman suggested that accountability against Gen Bajwa’s actions should come from within the army, adding that President Arif Alvi was not playing any role to establish contacts between the military establishment and the PTI.

Imran said that PTI Vice Chairman Shah Mahmood Qureshi and PTI President Pervez Elahi had been tasked with establishing contacts with other parties and politicians, adding that there were no restrictions on any party member meeting other political figures.

Lashing out at the PDM for targeting the Supreme Court for taking suo motu notice of delay on elections to the Punjab and Khyber-Pakhtunkhwa assemblies, he said that they agreed with similar proceedings of the court to restore provincial assemblies in the past when it benefitted them.

He expressed concerns over the crackdown against the party. He said they have been completely blocked on the media and now attempts are being made to trying to control social media.

Khan lashed out at the Mohsin Raza Naqvi-led interim Punjab government and remarked that there was no reason for the attack on his house in his absence, and saying that he was going to pursue the matter in the courts against Punjab’s interim CM Naqvi, Punjab Inspector General of Police (IGP) Usman Anwar, and CCPO Lahore Bilal Saddique Kamyana who, he called them’ as criminals.

PDM declares no confidence in SC bench hearing election case

LONDON/LAHORE: Maulana Fazlur Rehman, president of the Pakistan Democratic Movement (PDM), said Saturday the ruling alliance has no trust in the Supreme Court’s three-judge bench — headed by Chief Justice Umar Ata Bandial — hearing the election delay case.

“We have no faith in this court. PDM doesn’t trust the bench comprising these three judges,” asserts Fazl, who is also the chief of Jamiat Ulema-e-Islam-Fazl (JUI-F), while addressing a press conference in Islamabad.

The PDM president expressed his distrust after the ruling alliance — comprising 13 political parties — decided to boycott the said bench in a meeting with Prime Minister Shehbaz Sharif in Lahore today where Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif also backed their decision.

During the presser, Fazl added that the chief justice and the other two judges should morally recuse themselves from this case. The PDM president alleged that a few judges want to provide relief to Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan — whose party has filed a plea against the delay in the polls.

He further alleged that two major culprits of rigging are on the loose and no notice is being taken against them and said that elections should take place on the same day across the country to take place to keep the country united.

“Imran Khan wants divisions within institutions,” Fazl said, highlighting the impact of the PTI chief’s plea in the apex court.

‘Polls should be held at same time’
According to a statement issued later, the meeting of the heads of the component parties of the PDM demanded that elections should be held in the country at the same time.

“Holding transparent and impartial elections is a fundamental constitutional requirement and deviation from it will push the country into political crisis,” read a declaration issued by the PDM.

Matters relating to the country’s overall situation, the alliance’s future strategy and other issues were discussed in the meeting.

In view of the ongoing economic crisis being faced by the cash-strapped country, the meeting noted that if the elections are not held at the same time, the situation would be tantamount to a “suicide attack” on the economic interest of the country.

The ruling alliance also expressed distrust over the three-member bench of the SC hearing the PTI’s petition against the postponement of elections in Punjab.

The meeting demanded that the ongoing proceedings of the court in the case should be terminated by accepting the top court’s 4-3 verdict.

“The chief justice of the apex court wants to impose the decision of the minority on the verdict of the majority,” read the declaration.

It further said that an SC bench headed by Justice Qazi Faez Isa had ordered to stop the hearing of all the cases filed under Article 184(3).

“Contradictory verdicts by the courts have created an impracticable and complicated situation,” the statement added.

The PDM urged the top judge to listen to the dissenting voices from the benches of the SC and form a full court bench on the petition to end the impression of a “one-man show”.

The meeting cited the three-judge bench’s verdict in connection with Article 63 (A) — “through which the Constitution was rewritten” — the main reason behind the ongoing political instability in the country.

The impression that the chief justice and some other judges carry out a special discriminatory attitude towards the PTI should be eliminated, the meeting maintained.

‘No expectation of justice’
According to Geo News sources, the PML-N supremo pitched the strategy during the meeting convened at the PM’s residence in Model Town to deliberate ways to create counterweights for Pakistan Tehreek-e-Insaf’s (PTI) mounting legal pressure on the government.

The apex court is hearing a case over the delay in elections to the Punjab Assembly amid controversy over the suo motu notice taken in this regard.

The meeting, according to sources, was held to hear from Nawaz whether the government should cooperate or not with the ongoing judicial procedure.

As per sources, Nawaz’s blunt opinion was: “There is no expectation of justice from the three-member bench”.

“The three-member bench includes Saqib-Nisar-fied judges [smitten by Justice (retd) Saqib Nisar, former chief justice of the Supreme Court],” sources quoted Nawaz as saying.

The consultative meeting agreed that the Attorney General of Pakistan Mansoor Usman Awan would appear in the court and expressed no confidence in the three-member bench.

Sources said the PDM leadership also seconded the advice to boycott the bench, which was ratified by Nawaz, who reiterated that there was no other option left to control the damage than boycotting the bench.

Nawaz was also quoted as saying that the non-formation of a full court bench against the justified demand of the government was indicative of a certain agenda.

Govt vs SC
On Friday, the government’s request to form a full court was also rejected by the court, deepening the ongoing crisis as the former prime minister Nawaz Sharif rejected the bench.

Speaking at a press conference in London, Sharif expressed his concerns over the situation, describing it as a “terrible joke” being played on the people of Pakistan. He urged the nation to awaken to the severity of the crises.

Sharif also spoke out against the decision to disqualify him as the prime minister, stating that it hurt the future of the country.

He lamented the fact that Pakistan was forced into debt and dependence on foreign aid. Sharif demanded answers from those responsible for his disqualification, stating that the decision was made for the sake of one person.

The PTI had challenged the Election Commission of Pakistan’s (ECP) March 22 order of postponing elections in the two provinces. A five-member bench originally formed to hear the plea had been dissolved twice after two judges recused themselves from the case following a Supreme Court order postponing all proceedings under Article 184(3).

However, after the recusal of two judges a three-member bench headed by Chief Justice Umar Ata Bandial and comprising Justice Ijazul Ahsan and Justice Munib Akhtar is now hearing the PTI plea.

On Friday, the parliament passed a new law to curtail the powers of the Supreme Court’s chief justice, a move that comes amid a row between the higher judiciary and the government.

Tarar had introduced the bill in the lower house of the parliament on Wednesday and it was passed by the Senate, or upper house, on Thursday.

“The parliament has passed the bill,” Tarar told reporters.

PM Shehbaz’s government is currently involved in a row with the Supreme Court over the holding of snap polls in two provinces where former leader Imran Khan had dissolved the local governments earlier this year in a bid to force early elections.

The government said it is economically not viable to hold the snap elections first and then have another general election this year.

The Supreme Court earlier this month ordered the snap polls to be held in the two provinces within 90 days of the dissolution of the two local governments, which falls by April 30.

The new draft law, which has been sent to Pakistan’s president for assent, has cut down the chief justice’s powers to constitute panels, hear appeals or assign cases to judges in his team, according to a copy of the bill.

These tasks will now be done by a three-member committee headed by the chief justice with his two most senior judges as members.

“Every cause, appeal or matter before the Supreme Court shall be heard and disposed of by a bench constituted by the committee comprising the Chief Justice of Pakistan and two most senior judged, in order of seniority,” it said.

Azerbaijan wants to further improve bilateral trade with Pakistan

ISLAMABAD, Apr 01 (DNA): Azerbaijan considers Pakistan and Turkiye as
its special friends and wants to further strengthen bilateral trade and
economic relations with them.

Azerbaijan-Turkiye bilateral trade is approximately USD 6 billion and
Azerbaijan wants a similar trade volume with Pakistan that would be very
beneficial for both countries.

This was said by Khazar Farhadov, Ambassador of Azerbaijan while
exchanging views with the business community during his visit to
Islamabad Chamber of Commerce and Industry (ICCI) Saturday.

Khazar Farhadov said that direct flights between Azerbaijan and Pakistan
operated by Pakistan International Airlines (PIA) had improved bilateral
trade three times between the two countries in 2022 and Azerbaijan
Airlines will also start direct flights with Lahore, Karachi and
Islamabad very soon and is also considering to start direct flights to
industrial and export centres of Pakistan, which would further
contribute to increase bilateral trade between the two brotherly
countries.

He said that Azerbaijan under the instructions of President of
Azerbaijan H.E. Mr. Ilham Aliyev has given exemption from customs duty
on import of rice from Pakistan, and the Pakistani business community
should take benefit of this facility.

He said that Azerbaijan and Pakistan have formed Working Groups under
Joint Ministerial Commission to increase bilateral cooperation in
various sectors including agriculture, trade, banking, IT, tourism,
transport, energy, health and said that ICCI should cooperate in
identifying companies for these workings groups so that private sectors
could lead the promotion of bilateral cooperation in these sectors
between the two countries.

Ambassador informed that 2023 marks the 100th anniversary of the birth
of Heydar Aliyev, the founder of the independent state of Azerbaijan. He
said that the Embassy of Azerbaijan in collaboration with ICCI is
planning to organize a joint event on the founding role of Heydar Aliyev
in development of Azerbaijan-Pakistan relations.

Speaking at the occasion, Ahsan Zafar Bakhtawari, President, Islamabad
Chamber of Commerce & Industry said that Pak-Azerbaijan bilateral trade
is not up to the real potential of both countries and stressed for
exploring new ways of increasing trade between both countries.

He emphasized creating better awareness in the private sectors of both
countries about each other’s markets to increase business ties. He said
that both countries are doing trade in limited items and there is a need
of finding new product lines and avenues of cooperation for enhancing
trade volume between the two countries.

Faad Waheed, Senior Vice President, ICCI said that both countries should
encourage regular exchange of trade delegations to explore all untapped
areas of mutual cooperation. He assured that ICCI would provide a list
of companies for Working Groups to make them more effective and
result-oriented.

Zafar Bakhtawari, former President ICCI welcomed the establishment of
direct airlinks between Pakistan and Azerbaijan, which are very
important to promote people-to-people and trade relations. He said that
ICCI would cooperate in promoting “Made in Azerbaijan” in Pakistan and
hoped that the Ambassador would also cooperate in promoting “Made in
Pakistan” in Azerbaijan to achieve mutually beneficial outcomes. Raja

DC Attock says free flour drive would be constituted till 25th Ramazan

ATTOCK (APRIL-01): Deputy Commissioner Attock  Rao Atif Raza on Saturday while addressing the news conference has said that 3 lacs 36 thousand 205 bags of free wheat flour was distributed among the deserving people of the district at 32 points through a well organized manner. Responding different questions of the media persons, DC Attock told that free flour drive would be constituted till 25 Ramazan in compliance with the police guidelines of the Punjab Government.

He said that the supply of free flour was launched through out the district in coordination with all relevant department amid tight security to avoid any untoward stampede. He said that the necessary arrangements for distribution of free flour were made at all the sale points established in six tehsils include Attock, Pindigheb, Jand, Fatehjang, Hassanabdal and Hazro as well as at all union councils levels which open from morning at 06 o clockonward to facilitate the deserving people without any interruption.

DC Attock said that  separate distribution counters were set up for the gents, senior citizen and females where officials were also deployed to help the people on the spots. DC Attock said that free flour bag would be handed over only one person of the deserving family. He also appealed to the deserving people to avail this facility at their nearest distribution point.  He said the prices on other food items is also being strictly checked by the price magistrates to discourage the artificial inflation created by the illegal profiteers and hoarders particularly during the holy month of Ramazan.

In addition to, critical bazars have also been set up at conspicuous places of the markets for provision of edibles on subsidized rateswhich aimed at to extend immediate relief to the common man. He said that special program for vehicular traffic on the eve of Eid ul Fitr would be chalked out in coordination with the traffic police. Three more patients diagnosed with coronavirus

ATTOCK (APRIL-01): Three more patients including one from Attock were diagnosed with fatal Coronavirus during the last 24 hours, raising the district’s confirmed cases to 47,843.As per the latest data released by the District Health Authority here Saturday, the infected cases included 44,177 from Rawalpindi and 3,666 from other districts. Among the new cases, one of each case had arrived from Rawalpindi Cantonment, Gujjar Khan and Jehlum area.

Presently, two patients were admitted to the Holy Family Hospital and one of each to the Attock and Hearts International Hospital, adding 25 confirmed patients were quarantined at homes.The report further said that 7,006,011 people, including 44,790 health workers, had jabbed themselves against the lethal Coronavirus (COVID-19) across the district since the vaccination administering drive launched on March 10, 2021. In addition, District Health Authority updated that during the last 24 hours,248 samples were collected, of which 245 were declared negative, while the positivity rate was recorded at 1.21 per cent.

PML-N cries foul to find unconstitutional way to avoid polls: Asad Umar

ISLAMABAD, APR 1 (DNA) – Pakistan Tehreek-e-Insaf (PTI) Central Secretary General Asad Umar has made it clear that in reality, the PML-N did not have any issue with composition of the bench but the representatives of the government were making all hue and cry to find any unconstitutional way to escape the polls because verily elections are a political death warrant for PDM.

PTI Central Secretary General, in a statement on Saturday, said that the PDM government especially the PML-N was targeting the superior judiciary was meant to build pressure on the Supreme Court to find any unconstitutional way to defer the polls, which was constitutional requirements to be held within the stipulated 90 days.

Asad revealed that the PML-N leaders neither had any issue with the composition of the bench nor with the rules of the SC but they were scared of the elections, which the constitution mandated to be held within a given timeframe.

PTI Central Secretary General stated that they were making noise and shouting to avoid the political death that was the reason they threatened not to accept the apex court’s decision until the formation of the full court. 

Asad went on to say that the PML-N was now publically threatening to revolt against the constitution. He stated that the PML-N representatives pleaded that it was a case of important nature; hence it should be heard by the full court. However, Asad Umar said that according to the rules of the SC, a two-member bench could hear a case of this nature.

He asked the government think tank to tell the nation that whether the suo moto notice by the SC, as a result Imran Khan-led elected government was removed, was heard by the full court.

Asad reminded that the fear of the election badly disturbed their memory, hence he should tell them that the case was heard by a 5-member bench and not by the full court.

He said that the PTI government not only accept the decision of the 5-member bench but thanked the honorable court and did not attack like PML-N.

PTI Central Secretary General noted that since they had no legal and constitutional justifications to avoid the polls; hence they dubbed these judges, who were part of this bench, were biased.

Asad Umar reminded that the Chief Justice Umar Ata Bandial took suo moto notice of the case that sent Imran Khan’s government home, adding that out of the five-member bench, invalidated the ruling of Qasim Suri, three judges were part of the current bench i.e., Umar Bandial, Ijaz-ul-Ahsan and Muneeb Akhtar.

He said that they saw their political death in the elections so closely, hence they were yelling.

Lashing out the imported government, Asad said that complete breakdown of law in the country, as rampant abductions of citizens happening on a daily basis.

“This is not happening in some report corner of the country but in Karachi, Lahore, Peshawar, Quetta and other major cities of the country,” he added.=DNA =========
