China to offer more, better services to world through high-quality development

On Sept. 2, Chinese President Xi Jinping addressed the Global Trade in Services Summit of the 2023 China International Fair for Trade in Services (CIFTIS) via video.

“In developing the services sector and trade in services, China will work with all countries and parties to advance inclusive development through openness, promote connectivity and integration through cooperation, foster drivers for development through innovation, and create a better future through shared services, in a bid to jointly get the world economy onto the track of sustained recovery,” Xi said.

In his speech, Xi announced a series of measures of China to expand the opening up of the services sector and expounded on China’s important proposals for promoting the prosperity and development of international trade in services. The speech demonstrated China’s willingness and commitment to sharing the achievements of trade in services with other countries.

The world economic recovery remains sluggish today, with less than 3 percent growth for the year as estimated by some international institutions.

Trade in services is a pivotal component of international trade, and the services sector plays a vital role in economic and trade collaboration between nations.

At present, the deepening global cooperation in trade in services and the services sector, the accelerated process of digital-driven, smart and green growth, and burgeoning new technologies as well as new business forms and models would give a strong impetus to advancing economic globalization, reviving global growth and enhancing the resilience of world economic development.

With the theme of “Opening up leads development, cooperation delivers the future,” the 2023 CIFTIS aims to build an important platform for expanding opening up, deepening cooperation and leading innovation, and will inject new impetus into promoting world economic recovery through trade in services.

How will China, the second-largest economy in the world, further contribute to global economic recovery?

Noting that this year marks the 45th anniversary of China’s reform and opening up, Xi reaffirmed the country’s commitment to promoting high-standard opening up and advancing Chinese modernization on all fronts through high-quality development, thereby providing all countries with new opportunities for openness and cooperation.

China will create a “more open and more inclusive” development environment, strengthen the bond of mutual benefit and win-win cooperation, strengthen innovation-driven development, and share the outcomes of the Chinese modernization drive with the rest of the world.

These proposals demonstrate China’s firm determination to follow the development trend of economic globalization, promote development by opening up and seek win-win results with cooperation. They also manifest China’s aspiration to lend new impetus to global development with the opportunities generated by the country’s vast market, and to increase the sense of gains of people around the world.

How will China, a powerhouse of trade in services, further promote international service trade?

Xi noted that China will expand a globally-oriented network of high-standard free trade areas, actively launch negotiations on the negative list for trade in services and investment, and further open up services areas such as telecommunications, tourism, law and vocational examinations.

China’s national integrated demonstration zone for greater openness in the services sector as well as eligible pilot free trade zones and free trade port will be the first to align their policies with high-standard international economic and trade rules, Xi said, adding that the country will widen access to its services sector, advance the opening up in cross-border services trade in an orderly manner, improve the level of standardization of services trade, and steadily expand institutional opening up.

China will deepen cooperation on services trade and digital trade with Belt and Road partner countries. It will accelerate the cultivation of new drivers for the digitalization of services trade, implement pilot reforms on basic data systems, and promote the development of digital trade through reform and innovation.

Besides, it will take the initiative to increase the imports of quality services, and encourage more exports of knowledge-intensive services.

These measures will not only help with the development of China’s service sector and trade in services, but also promote the prosperity of global trade in services and bring more benefits of trade in services to people around the world.

This year marks the 45th anniversary of China’s reform and opening up. The world is seeing a more proactive China in expanding openness and cooperation, and a more attractive China to all countries eager for openness and cooperation.

China is continuously working to improve its business environment, further expanding the industries and areas in which foreign investment is encouraged, offering greater convenience for foreign investors in China, and promoting the signing of more high-standard free trade agreements and regional trade agreements. It has created a series of platforms of opening up including the CIFTIS and the China International Import Expo.

In the first seven months of this year, 28,406 foreign-funded enterprises were established across China, up 34 percent.

The CIFTIS this year has attracted 59 countries and 24 international organizations to set up exhibitions and conferences, with more than 2,400 companies participating offline. More than 500 Fortune 500 companies and industry leaders attended the event, and over 20 percent of participants were from outside China.

This fully proves the confidence of the international community in the Chinese economy, and the great importance it is attaching to the vast opportunities presented by the Chinese market.

The global economy thrives in openness and withers in seclusion. China will unswervingly expand high-level opening up, and work with all parties to uphold the hard-won free trade and multilateral trading regime, share in the historic opportunities in the development of global trade in services, and unite for an even brighter and more prosperous future for the world.

China will host the third Belt and Road Forum for International Cooperation in Beijing this October. The forum is not only the highlight in commemorative events to mark the 10th anniversary of the Belt and Road Initiative (BRI), but also an important platform for all partners to plan high-quality Belt and Road cooperation.

China will take the holding of the forum as an opportunity to take stock of what it has achieved, chart the course for the future, and guide the continuous advancement of high-quality BRI cooperation. It will open up a chapter in the new era for the Silk Road featuring mutual benefit and win-win results between countries, friendship and cultural affinity between peoples and mutual learning between civilizations.

In September and October of 2013, Chinese President Xi Jinping proposed the building of the Silk Road Economic Belt and the 21st Century Maritime Silk Road in Kazakhstan and Indonesia respectively, ushering in a new era of international cooperation.

Over the past 10 years, the BRI has evolved from broad strokes to refined details, becoming the most popular international public good and largest-scale international cooperation platform.

Over the past 10 years, adhering to the principle of extensive consultation, joint contribution and shared benefits, the initiative has made fruitful achievements. It has been joined by more than three-quarters of countries in the world, established over 3,000 cooperation projects, mobilized nearly $1 trillion of investment worldwide and created 420,000 jobs for participating countries.

These achievements fully prove that the BRI is a “path of happiness” that benefits the whole world.

Based on win-win cooperation, the “path of happiness” is becoming wider.

In the past decade, a series of landmark projects have been built under the BRI, including the China-Europe freight train, the new western land-sea corridor, the China-Laos Railway, and the Piraeus port. A solid foundation has been laid for developing economic, trade and production capability cooperation and expanding energy and resource cooperation.

Looking around the world, the Norochcholai Coal Power Plant in Puttalam is supplying electricity for thousands of Sri Lankan families, the Mombasa-Nairobi Standard Gauge Railway in Kenya has boosted local economic growth by over 2 percentage points, and the Chinese vocational workshop program Luban Workshop has offered vocational training for young people in over 20 countries.

These have created an array of national landmarks, livelihood projects, and milestones of cooperation, injecting new impetus into participating countries.

A report issued by Brussels-based economic think tank Bruegel, which analyzed the global public opinion’s concern and sentiment towards the BRI based on data from mainstream media reports of nearly 150 countries, noted that the initiative is viewed positively in most parts of the world.

Following green and innovative development, the “path of happiness” is making the world more beautiful.

From the BRI International Green Development Coalition and the Green Silk Road Envoys Program, to the Initiative for Belt And Road Partnership on Green Development, green development has become a defining feature of high-quality BRI cooperation.

Former Under-Secretary-General of the UN Erik Solheim said that the BRI has become the biggest driving force for global green development.

As a new round of sci-tech revolution and industrial transformation continues to evolve, BRI partners have worked actively to carry out international cooperation in emerging areas such as the digital economy. The Digital Silk Road is becoming a digital bridge facilitating a new type of globalization, and the connotation of the BRI is being continuously enriched.

Surakiart Sathirathai, former deputy prime minister of Thailand, said that Belt and Road cooperation has not only enhanced infrastructure connectivity, but also promoted people-to-people exchanges, cross-cultural communication and digital economy cooperation. It is conducive to building an open world economy and promoting global development and prosperity, he added.

All parties are looking forward to the upcoming third Belt and Road Forum for International Cooperation, to further plan high-quality Belt and Road cooperation and energize the building of a global community of development with a shared future.

The forum is the top-level platform for international cooperation under the framework of the BRI, and an important platform for all partners to plan high-quality Belt and Road cooperation and share the benefits of mutually beneficial cooperation.

After the previous two forums, relevant parties have established a series of multilateral dialogue and cooperation platforms under the framework of the BRI, which fully demonstrated the concept, mechanism and measures of Belt and Road cooperation. Cooperation opportunities will be further expanded with the forum.

As a new decade of the BRI begins, the third Belt and Road Forum for International Cooperation will further consolidate international consensuses, draw a blueprint for cooperation, pave a wide path toward common development, and build bright prospects of green development, pushing for high-quality Belt and Road cooperation.

ISLAMABAD, SEPT 20 (DNA): The Iranian embassy on Wednesday emphasized that fostering peace was not just a noble endeavour but a critical factor contributing to sustainable development, stability, and security worldwide.

Taking to ‘X’ on the eve of the International Day of Peace, it shed light on the unsettling reality that peace and stability in the region face grave threats due to external elements’ manipulations driven by miscalculation. “Insecurity, instability, conflicts, poverty, hunger, discrimination, devastation, displacement, and homelessness have become the unfortunate outcomes of a politicized approach to achieving peace,” it added.

The Iranian embassy said the world still contended with traditional threats to global peace, and the emergence of modern threats, such as climate change, added a new layer of complexity to the quest for harmony among nations. It said, “Iran, despite facing challenges including breaches of contractual rights, state-sponsored terrorism, assassinations, and immense external pressure, has demonstrated remarkable resilience, patience, and determination in its commitment to the cause of peace.”

As the world witnesses the evolution of a new global order and the fading of unilateral approaches, the Iranian embassy said opportunities for collaboration, peace, and development were becoming more apparent.

It said the international community found itself at a crossroads, with the choice to proceed prospectively towards cooperation, peace, and development, or to regress retrospectively towards competition, confrontation, and conflict.

BAKU: The Ministry of Defense of the Republic of Azerbaijan states that considering the appeal by the representatives of the Armenian residents living in the #Karabakh region of #Azerbaijan , an agreement has been reached to stop the antiterror measures under the following terms:

 1. The formations of Armenia’s armed forces stationed in the Karabakh region of the Republic of Azerbaijan and illegal armed groups lay down their arms, withdraw from their battle positions and military outposts and are subjected to complete disarmament.

2. Simultaneously, all the ammunition and heavy military equipment is handed over.

3. Conducting the abovementioned process in coordination with the Russian peacekeeping contingent is ensured.”

ISLAMABAD, Sept 20 (DNA) Pakistan Muslim League-N Secretary General and former Federal Minister Ahsan Iqbal has said that the business community should play a role in increasing Pakistan’s exports. PML-N is entering the election field with a comprehensive economic plan. PML-N is the only party that has seen performance in the economic field. The government, army and judiciary will have to get out of the feeling of insecurity from each other.

He expressed these views while presenting the economic agenda of Muslim League-N at the Islamabad Chamber of Commerce on Wednesday.He said that if the country’s institutions, the government and the people work together for the development of the economy, the problems can be overcome. The PML-N government has delivered every time in the past.

In 1998, Pakistan had surplus electricity, after 8 years the demand of electricity was more than the production, in 2013 when PML-N government came, there was load shedding of 13 to 16 hours, we solved this problem.After taking over the government launched Vision 2025 in consultation with all the provincial governments If Vision 2025 had been fully implemented, Pakistan would have been among the top 20 economies by now.

Due to the reversal of our economic policies the country has crashed today, Bangladesh and India had political stability and continuity of policies which led them to advance.Due to lack of consistency in policies, we could not increase exports.The biggest challenge for Pakistan is that we have to pay back 77 billion dollars of debt in the next 3 to 4 years.  It has become necessary for the businessman of Pakistan to knock the doors of every market of the world with his product.In the next seven to eight years, we have to take our exports to 100 billion dollars.He said that no government can be successful without the business community.

Speaking at the event, ICCI President Ahsan Zafar Bakhtawari said that long-term economic policies have to be formulated to overcome the economic challenges. The country will move ahead economically only if the wheel of the industry is in motion. It is not possible to do business at the current rate of interest. Due to the increase in electricity prices, the cost of production has increased tremendously.Despite being an agricultural country, we have to import agricultural commodities worth more than 6 to 7 billion dollars annually.In order to solve the economic crisis and in the interest of the country, all political parties should make a pact on economy.

Speaking at the event, Chairman Founder Group Khalid Iqbal Malik said that to get Pakistan out of crisis, our political leadership has to be united. The business community has to be given a lead role to solve economic problems.The upcoming elections are very important for the direction of Pakistan.

Addressing the event, Secretary General United Business Group Zafar Bakhtavari said that the enemy is fighting a hybrid war against Pakistan.People are being alienated from the government by creating economic problems in the countryIn a country where there is political instability, there is also an economic crisis.People have high expectations from Muslim League-N. It is hoped that their policies will prove helpful in getting out of the economic crisis.

Ajmal Baloch said that every three to four years Pakistan faces difficult situations. Bureaucrats do not work, government institutions suffer from losses of billions of rupees.There is no continuity of politics, planning and policies  in pakistan ,This problem needs to be solved. ISLAMABAD: /DNA/ – Pakistan Tehreek-e-Insaf (PTI) spokesperson strongly reacted to the caretaker government’s plan of privatizing state-run entities (SOEs) and urged the interim set-up to focus on fulfilling constitutional responsibility of holding elections within 90-day limit instead of embroiling itself in unconstitutional and unlawful actions.
PTI spokesperson said in a statement on Wednesday that the privatization decision of the SOEs including PIA by the caretaker government was a clear deviation from the constitution, as it did not have the power to take long term decisions.
He advised the Caretaker Prime Minister to avoid the wasteful use of public money on world’s trip and should focus on exercising his constitutional responsibility to conduct elections on stipulated timeframe because the constitution and law did not authorize the caretaker government to take long-term decisions, especially privatization and sale of national institutions.
PTI spokesperson made it clear that no unconstitutional and unlawful decisions of the caretaker government would be accepted by the next elected government because the sale of the SOEs by the government, which would last only for 53 days, was unjustifiable and illegal.
He said that the Sovereign Guarantees used by the caretaker government for sale would also have no status, as the constitution gave the authority to make such major decisions exclusively to the government elected for five years by the votes of the people.
PTI spokesperson reminded the caretaker government that the best interest of the state lies in the complete respect of the Constitution and no recipe for development and salvation could succeed without full respect for the constitution and law.
“Article 230 of the Election Act 2017 provides a detailed outline of the responsibilities of the caretaker government, which entrusts the interim set-up with the sole duty of assisting the Election Commission in conducting free, fair and transparent elections,” he added.
PTI spokesperson remarked that the Election Act bound the caretaker government to remain neutral and limit itself only to day-to-day affairs, preventing it from making decisions on any major issue.
He suggested that since only 53 days were left of the caretaker government’s constitutional term, therefore, it should confine itself within the limits of the law instead of causing irreparable damage to the interests of the country and the nation by overstepping the constitutional limits.
PTI spokesperson said that the caretaker government should pay attention to the conduct of fair and transparent elections in the country in the light of the spirit of Article 230 of the Election Act 2017.
He made it clear that the nation would never accept any attempt to loot the national institutions mercilessly, adding that any such step would be challenged at all levels from the court to the people.

RAWALPINDI: Kanwar Dilshad, former secretary to the election commission, has said that the election will likely to be held between January 15 to 25, on Wednesday.

Dilshad, a special assistant to the caretaker chief minister of Punjab, has been on a visit of Rawalpindi along with caretaker health minister Jamal Nasir.

Talking to media here, he said that the election commission has released lists of over 120 mln voters. “The process of delimitation will be completed before November 30 and a gazette notification with regard to delimitations and electoral rolls will be issued by the date”.

He said the election commission has been authorized to issue the election schedule and only the election commission have authority to announce the date of general elections. “No state entity could interfere in this authority of the election commission,” he maintained.

He said the election commission have complete authority in matters under Article 222 and 230. “In current circumstances, it seems the election schedule will likely to be issued in second week of November,” he further stated.

He said caretaker government has been authorized under Article 224 for funds and construction work.

“Punjab government has not been under any obligation for compliance to any political party,” replying a question he said.

ISLAMABAD, SEPT 20: The workshop for the ‘Enhancing SDG6 Water Quality Monitoring in Pakistan’ project held at a local hotel in Islamabad place on September 20th, 2023. The event witnessed the participation of Deputy Director Jawad Rabbani from the Ministry of Planning Development and Special Initiatives (MOPD&SI) and Country Director Je Ho Yeon from the Korea International Cooperation Agency (KOICA).

The workshop was structured into four key sessions: Introduction to the KOICA Project led by KOMIR, Enhancing Water Quality Systems in Pakistan to Achieve SDG6 Reporting led by PCRWR, Suggestions for Improving Pakistan’s Legal and Administrative Systems related to SDG6 led by K-Water and MIS for KP & Enhancing Water Quality Systems to Achieve SDG6 in Pakistan led by PHED KP.

Q&A and discussion sessions were followed by each session. This workshop provided a valuable opportunity to share the progress of this project and strengthen cooperation between MoCC and KOICA.

This $7.42 million project, spanning from 2019 to 2024, aims to enhance the capacity of the Government of Pakistan to achieve SDG 6. KOICA has invited 31 government officials to Korea to observe the management of water quality in Korea. Additionally, KOICA is providing water quality testing equipment to 44 laboratories of the Public Health Engineering Department (PHED) in Punjab and KP provinces, as well as 2 laboratories of Pak-EPA and PCRWR.

Recently, the Management Information System (MIS) for KP province has been established and tested. Furthermore, this project will offer consultations on water quality management and suggestions for water-related policy and legislation in Pakistan.

 KOICA, a grant agency of the Korean government, has a successful track record of implementing various projects in the fields of water, energy, and rural development in Pakistan.

KOICA collaborates with KOMIR, K-Water, GDC Consulting, and UNOPS to execute the SDG6 Project aimed at enhancing the capacity of water quality monitoring in Pakistan.
