ISLAMABAD, Sep 22 (DNA): The government is likely to reduce the prices of petrol by Rs 12 and diesel by Rs 9 after the local currency has gained some lost ground against the US dollar.

The Oil & Gas Regulatory Authority (OGRA) revises the prices of

petroleum products every fortnight and has increased the rates over the

last several months to comply with tough conditionalities imposed by the

International Monetary Fund (IMF) for a package.

The increase in petroleum prices, along with an economic meltdown has

pushed inflation to historic highs in Pakistan.

According to sources, the government is likely to decrease the price of

petrol and high-speed diesel following the rupee’s gains against the

greenback. The US dollar has depreciated by 5% so far from a high of Rs

307.10 in the interbank.

Govt has no favourites: Solangi

ISLAMABAD, Sep 22 (DNA): Caretaker Minister for Information and Broadcasting Murtaza Solangi said on Friday that the caretaker government has no favourites among the political parties.

Murtaza Solangi said in a statement that the caretaker government was established in accordance with the law and the Constitution. He added that they caretaker set-up is not going to seize the power.

He admitted that against the tradition, the tenure of the caretaker government exceeded two to three months due to the census results and new delimitations.

“The election commission has announced to hold general elections in the

last week of January. We will neither discriminate the political parties

nor do we have favourites.”

Solangi said that Pakistan People’s Party (PPP) Chairman Bilawal Bhutto

Zardari has the right to give his opinion and he will respect it. “They

raised objections against the presence of some Pakistan Muslim League

Nawaz (PML-N) leaders in the incumbent cabinet.”

He detailed, “Fawad Hassan Fawad performed duties in the civil services

for 35 years. If he was associated with PML-N, then he would definitely

become a minister in the previous government instead of becoming a

caretaker minister only for three months. He spent a long time in jail

but nothing was proved against him.”

Regarding PML-N supremo’s return, Solangi said that the caretaker

government has nothing to do with Nawaz Sharif as he would face the law.

“I don’t know whether Nawaz Sharif would get pre-arrest bail or approach

court after arriving in Pakistan.”

The caretaker Information Minister has also said that it was up to the

Election Commission of Pakistan (ECP) to announce the final date of the

general elections.

Expressing his thoughts, Mr Solangi said, “The interim government is

constitutional. It is not up to the interim government to announce the

election date.”

“Pakistan People’s Party (PPP) Chairman Bilawal Bhutto-Zardari is the

head of the country’s biggest party. It is his right to complain as he

is the head of the biggest political party.”

New York, Sep 22: Caretaker Prime Minister Anwaarul Haq Kakar, in his address at the 78th session of the United Nations General Assembly in New York on Friday, stressed the need to counter all terrorists “without discrimination” including the rising threat by “far-right and fascist groups such as Hindutva inspired extremists.”

At the outset of the address, the premier said world leaders had gathered together at a “tense and pivotal moment in history”, referring to the Russia-Ukraine war and tensions between other global powers.

“We see rise of old and new military and political blocs … geopolitics is resurging when geoeconomics should have primacy.”

He recalled that far reaching commitments were made to implement sustainable development goals (SDGs) during the climate summit yesterday and called for the realisation of these commitments through the “rechanneling of unused special drawing rights for development and resolution of debt problems of 59 countries in debt distress”.

“Pakistan’s triple food finance fuel challenge is a prime illustration of the impact of Covid conflict and climate on developing countries,” the prime minister highlighted, adding that the country was one of the worst affected countries from impact of climate change.

The premier lamented that the epic flood last year had submerged one-third of the country, killed 1,700 people, displaced over eight million people, destroyed vital infrastructure, destroyed vital infrastructure and caused over $30 billion damage to the economy.

“We are gratified by the commitment of over $10.5bn for the Pakistan’s comprehensive plan for recovery, rehabilitation, reconstruction with resilience.

“Specific projects are being submitted to ensure timely funding and execution of the 4RF funding and I hope our development partners will accord priority to the allocation of funds for our recovery plan which costs $13bn,” he said.

PM Kakar further assured that the Pakistani government was committed to rapid economic recovery, stability of forex reserves and currency, expansion of domestic revenues and mobilisation of significant domestic and external investment.

‘Disgusting reality behind Hindutva politics can ensnare the world in fires of war’
In an interview to on the sidelines of the session earlier today, PM Kakar warned that the “disgusting reality” hidden behind Hindutva (Hindu nationalism) politics could ensnare the world in the “fires of war”.

He passed these remarks in response to a question pertaining to Canada’s recent allegations against India pertaining to the murder of a Sikh separatist leader.

In an unprecedented flareup of tensions on Monday, Canadian Prime Minister Justin Trudeau said Ottawa was “actively pursuing credible allegations” linking Indian government agents to the murder of Hardeep Singh Nijjar, 45, outside a Sikh temple in British Columbia in June.

The two countries, whose relations have been fraying in recent years over the issue of Sikh separatists, have since announced tit-for-tat expulsions of senior diplomats and issued tit-for-tat travel advisories. Indian Prime Minister Narendra Modi’s government denied any links to the alleged murder.

A day ago, PM Kakar had termed the rising wave of Hindutva a “matter of deep concern” for the international community, including the United States. Addressing the Council on Foreign Relations in New York on the sidelines of the UNGA, the premier had linked Modi’s ideology of Hindu nationalism with Canada’s allegations against India.

“These ideologues of Hindutva, they are becoming emboldened in a manner that they are now going beyond the region,” PM Kakar had said, highlighting that the “unfortunate killing” of the Sikh leader “is a reflection of that ominous tendency”.

Talking about the matter during an interview in New York ahead of his address at the United Nations General Assembly today, PM Kakar said: “We will raise [the issue] at different forums, not because we want to do any propaganda against India, but because of the disgusting reality hidden behind Hindutva’s political agenda in which fascism and chauvinism are very deeply rooted, it is such a dangerous phenomenon that it can ensnare the whole region and the rest of the world in the fires of war.”

PM Kakar went on to say, “We will continue playing our role in highlighting that major issue … we will talk about it wherever we get the opportunity.”

The premier said Hindutva politics had affected the region, particularly Balochistan, adding that Pakistan had evidence to support its claims, which included the confession of high-ranking Indian military officer Kulbhushan Jadhav.

“We have been suffering this face and side of India but the problem is that this is hitting Western capitals now,” PM Kakar said.

Pakistan, he continued, would not mock Western countries for not paying heed to the warnings but would instead play a role in ensuring that the danger [of Hindutva] was understood and action was taken to stop it.

The prime minister said the slain Sikh separatist leader was “innocent” and a “martyr”, adding that the murder of an innocent person was a “major crime”.

“India as a state has killed humanity on Canadian soil which cannot be condemned enough.”

Questioned about what Pakistan would do at the international level regarding the rise of militancy and its expectations from the global community, PM Kakar said the country’s own capacity to deal with terrorism on its own was “quite capable”.

“Pakistan is a successful case story that it has not allowed its state structure to be challenged by all the counterterrorism operations waged.”

He said Pakistan was in close coordination and open communication with countries around Afghanistan regarding the rise in terrorism, adding that the whole region was concerned with the issue.

Kazakhstan keen to explore investment prospects in Pakistan: Ambassador

ISLAMABAD, Sep 22 (DNA): A business delegation of Kazakhstan led by
Yerzhan Kistafin, Ambassador of Kazakhstan visited Islamabad Chamber of
Commerce and Industry on Friday.

During the visit, the Kazakhstan delegation showed interest to explore
business and investment opportunities in Pakistan, a press statement
said here today.

The delegation was representing food & beverages, oil & gas, minerals,
precious stones, fertilizers, chemicals, textiles, autoparts, wholesale
and retail sectors.

Speaking on the occasion, Yerzhan Kistafin, Ambassador of Kazakhstan
said that his country wants to further strengthen trade relations with
Pakistan as both countries have good potential to do trade in many
items.

He said that last year, a trade delegation of Kazakhstan was organized
to Pakistan and hoped that the visit of another Kazakh delegation would
contribute to promote business relations between the two countries. He
said that the President of Kazakhstan is scheduled to visit Pakistan in
the near future that would further strengthen trade and economic
relations between the two countries.

Ahsan Zafar Bakhtawari, President, Islamabad Chamber of Commerce &
Industry said that both countries should set at least US$ 1 billion
bilateral trade target as the current level of trade is not matching
with their actual potential.

He said that Kazakhstan is a big landlocked country and Pakistani ports
provide it the shortest route through Arabian Sea to access other
markets. Pakistan and Kazakhstan can cooperate in many fields including
construction, agriculture, energy, textiles, pharmaceuticals, food
items, engineering equipment, machinery, banking & finance.

He said both countries should explore road and railway links that would
boost trade and economic relations between them. He said that ICCI is
planning a delegation to Kazakhstan to explore new avenues of business
partnerships increasing bilateral trade ties between the two countries.

Yessentayev Arman, Head of Kazakh delegation said that Pakistan is a
huge market for business and investment and they have come to explore
business opportunities in many sectors in Pakistan including oil & gas,
surgical instruments, juices, textiles, rice, sugar, fertilizers and
others.

He said that both countries should open bank branches in each other’s
market that would facilitate bilateral trade promotion. He said that
there is a lack of information in private sectors of both countries
about potential areas of business cooperation and hoped that their visit
to Pakistan would bridge this gap.

Engr. Azhar ul Islam Zafar, Vice President ICCI said that both countries
should sign a transit trade agreement to provide a legal framework to
the private sectors for trade promotion. He said that Pakistan can also
get easy access to Central Asian markets by developing close cooperation

WASHINGTON — U.S. President Joe Biden has again called for an increase in the number of permanent and non-permanent members of the United Nations Security Council.

In his speech on Tuesday to the U.N. General Assembly, Biden said the U.S. has “undertaken serious consultation with many member states. And we’ll continue to do our part to push more reform efforts forward, look for points of common ground, and make progress in the year ahead.”

“We need to be able to break the gridlock that too often stymies progress and blocks consensus on the council,” he said. “We need more voices and more perspectives at the table.”

Confrontations between the U.S., China and Russia often paralyze the Security Council. The three, along with Britain and France have permanent seats on the council, and any one of them can veto a resolution. There are 10 non-permanent members elected by the United Nations General Assembly for two-year terms, with five replaced each year. The non-permanent members lack veto power.

Biden called for the council’s expansion last year when he addressed the General Assembly.

“The current increased competition makes countries even more sensitive to the zero-sum nature of those decisions … and there’s so little solidarity and trust right now,” said Stewart Patrick, senior fellow and director of the Global Order and Institutions Program at the Carnegie Endowment for International Peace.

Patrick told VOA Mandarin in a phone interview that the deepening of frictions between the U.S. and China and between the U.S. and Russia have increasingly intruded on the ability of the council to address other matters such as climate change.

But Patrick said there is “renewed momentum” on “the desire to reform the composition and perhaps the rules of the U.N. Security Council to make it more representative, but also more effective.”

The declaration that came out after the BRICS summit in August included a line that supported calls for Brazil, India and South Africa to play “a greater role in international affairs, in particular in the United Nations, including its Security Council.” All three nations belong to the bloc, which also includes China and Russia.

Maya Ungar, U.N. project officer at the International Crisis Group who monitors the Security Council, told VOA Mandarin the BRICS declaration is “quite significant because it’s the first time that [the bloc] has put out a statement bringing that much support …”

Other groups of U.N. member states are advocating for particular types of reforms. The G4 group of Brazil, Germany, India and Japan have been campaigning for permanent council seats for years.

Patrick said the G4 countries have regional rivals that object to their permanent memberships. Pakistan opposes India, South Korea and Indonesia have objections to Japan, and Argentina and Mexico have concerns about Brazil.

“Each of the aspirants has regional rivals and they have their own coalition called the Uniting for Consensus Coalition,” he said. “And what they are attempting to do is to offer an alternative plan for council expansion.”

In addition, the 54-member Africa Group of U.N. members wants Security Council representation.

Algeria’s foreign minister, Mourad Medelci, who spoke during the annual meeting of heads of state and governments at the U.N., said the council’s “membership must be expanded to include new permanent and non-permanent members of the developing world, particularly Africa, the cradle of civilization.”

Anjali Dayal, associate professor of international politics at Fordham University, told VOA Mandarin, “Everybody agrees that the Security Council needs to be reformed, but nobody agrees on how it should be reformed.”

Besides the geopolitical hurdles, Patrick said, “the procedural hurdles for actually extending the U.N. Security Council are quite daunting because it would require, even if it was only about elected members, it would require the approval of two-thirds of the members of the General Assembly and all of the P5 to get the required charter amendments. And then each of those approvals would have to be backed by domestic legislation in the relevant countries.” P5 refers to the Security Council’s permanent five members.

Ungar said that while Biden expressed support for Security Council expansion, he did not make specific suggestions.

“The process of choosing who would join will be almost impossible to manage,” Elliott Abrams, senior fellow for Middle Eastern studies at the Council on Foreign Relations, told VOA in an email. “Enlarging the UNSC will make it more unwieldy and even less able than it is now to reach decisions.”

A survey of major strategists around the world released in July by the Atlantic Council, a Washington-based think tank, found that 64% of respondents believed that the Security Council would not add any new permanent members in the next 10 years. The survey found that if a new country were to be added it would most likely be India, Japan or Brazil.

Subrahmanyam Jaishankar, India’s foreign minister, said last month that China is the only permanent member in the U.N. Security Council that opposes India joining the Council as a permanent member, according to The Economic Times of India.

Harsh Pant, vice president for studies and foreign policy at the Observer Research Foundation, told VOA Mandarin in an email, “China is the only country on the UNSC that as a permanent member refuses to support India’s permanent membership using procedural issues.”

China has insisted for many years that it supports necessary and reasonable reforms, but it advocates reaching the broadest consensus.

Zhang Jun, China’s permanent representative to the U.N., said in 2021 that all parties still have major differences, so they should not act hastily. He said member states should seek a package solution that takes into account the interests and concerns of all parties and reach the broadest political consensus.

“It is very, very difficult to imagine the Chinese approving a permanent membership in particular for either Japan or India given that they are regional rivals. And in the case of India, they have significant territorial disputes in particular,” Patrick said.

“China’s stated position is to favor adding developing countries to the UNSC, but it has also said reforms must be made slowly and carefully,” Abrams said. “In reality, I do not think China wants to see the present makeup changed.”

No alterations in Nawaz Sharif’s return plans, says Maryam Nawaz

LONDON, SEPT 22: Pakistan Muslim League-Nawaz (PML-N) Chief Organiser Maryam Nawaz said on Friday that there were no alterations in former prime minister Nawaz Sharif’s return plans.

Speaking in London, Ms Nawaz said: “The preparations to welcome Nawaz Sharif to the country are going on with great verve. We will give a great response to those who are doing propaganda regarding Nawaz Sharif’s return.”

Earlier on Thursday, Ms Nawaz headed to London along with her younger daughter.

Few days back Ms Nawaz said that the efforts to debar former prime minister Nawaz Sharif from politics harmed the country.

Addressing the party workers in Islamabad, the Pakistan Muslim League-Nawaz (PML-N) Chief Organiser praised PML-N supremo Nawaz Sharif. “Nawaz will bring prosperity following his return to the country,” she added.

“Nawaz wants to address the masses’ problems by getting rid of the red-hot inflation and uplifting the country. The PML-N supremo faced the political vendetta against him with patience and bravery. Nawaz Sharif had to face punishment for saving the country from economic hardships,” Ms Nawaz added.Schooling the opponents, Ms Nawaz said, “The conspirators wanted to drag the country into an economic quagmire.”

In connection with the International Monetary Fund (IMF), Ms Nawaz said, “Only Nawaz Sharif had completed the programme with the international lender successfully. He took the country’s economic growth to 6.1 percent.”

“If the journey of development, which was started by Nawaz Sharif, continued, Today, the country could not have to face the crisis, and even the petrol price could remain stable,” Ms Nawaz maintained.

“During the tenure of Nawaz Sharif, the price of flour, ghee, and sugar remained stable. It was during his tenure that inflation dropped significantly and broke the 47-year-old record,” Ms Nawaz stated.

She was of the country that, apart from terrorism, there was a dire need to sanitise the country from “economic terrorism”.

PPP suspends lawyer Latif Khosa’s party membership

ISLAMABAD: The PPP on Friday suspended the party membership of disgruntled leader Sardar Latif Khosa and also ousted him from its central executive committee (CEC).

PPP Secretary General Nayyar Bukhari confirmed the development to Dawn.com. He said the decision was taken after lawyer Khosa failed to reply to the show-cause notice issued to him by the party last week.

On September 14, Khosa was issued a show-cause notice for “defending/pleading and representing [the] head of another political party without prior approval of [party] leadership”.

Although the letter did not mention anyone by name, it was a clear reference to PTI Chairman Imran Khan — who was arrested last month in the Toshakhana case. Khosa has been representing the PTI chief in several cases registered against him.

The ex-premier is also facing a case under the Official Secrets Act which pertains to a diplomatic document which reportedly went missing from Imran’s possession. The PTI alleges that it contained a threat from the United States to oust Imran from power.

The show-cause notice issued for Khosa said: “You being member of central executive committee are defending/pleading/representing a head of another political party without prior approval of leadership …while delivering a speech in lawyers function you criticised the state policy regarding [the] cipher.

“You are hereby through this show cause notice asked to explain why disciplinary action not be taken against you for working against the party policy; the reply should reach the undersigned within seven days, failing disciplinary action will be taken against you by withdrawing your membership…”

Previously, Khosa had also been served a show-cause notice for giving a statement in favour of the PTI chief.

Met Office informed that weak to moderate moist currents from the Arabian Sea are penetrating the upper parts of Pakistan.

A westerly wave is also affecting the upper parts of the country.

Under the influence of this weather system, rain/wind-thundershower (with few moderate to heavy falls) are expected in Kashmir, (Neelum Valley, Muzaffarabad, Poonch, Hattian, Bagh, Haveli, Sudhanoti, Kotli, Bhimber, Mirpur) and Gilgit Baltistan (Diamir, Astore, Ghizer, Skardu, Hunza, Gilgit, Ghanche, Shigar) from 22nd to 24th September with occasional gaps.

Similar weather conditions are expected in Murree, Galliyat, Islamabad, Rawalpindi, Attock, Chakwal, Jhelum, Mandi Bahauddin, Hafizabad, Gujranwala, Gujrat, Sialkot, Narowal, Lahore, Kasur, Sheikhupura, Chitral, Dir, Swat, Shangla, Buner, Kurram, Mansehra, Kohistan, Abbottabad, Haripur, Kohat, Peshawar, Mardan, Swabi and Nowshera during the period.

Possible Impacts:

Moderate to heavy falls may cause urban flooding in low-lying areas of Lahore, Gujranwala and Rawalpindi on 22nd & 23rd September.

The wet spell may trigger landslides in the vulnerable areas of Murree, Galliyat, Kashmir, Gilgit Baltistan, Chitral, Dir, Swat, Kohistan, Shangla, Buner, Mansehra & Abbottabad from 22nd to 24th September.

Farmers are advised to manage their crop activities accordingly.

Pakistan, Bangladesh should find new ways to promote mutual trade
