Monroe Doctrine must come to an end in Americas

The U.S. government recently declassified two documents at Chile’s request. These two documents, together with previously declassified ones by the United States, indisputably prove that the United States was behind the scenes orchestrating the coup in Chile 50 years ago.

This once again shows that the United States has long regarded Latin America as its “backyard,”  seeking hegemony in the region in the name of Americas. Its reckless military intervention and economic plunder in Latin American countries have caused severe disasters for the people there.

According to the two documents, President’s Daily Briefings compiled by the Central Intelligence Agency, the U.S. government not only had prior knowledge of the information about the military coup launched by Augusto Pinochet, then Commander-in-Chief of the Chilean Army, in September 1973, but also provided support for the military coup.

Previously declassified documents from the U.S. National Security Archive also showed that the United States considered Salvador Allende, then President of Chile, a threat. The United States obstructed his administration through diplomatic, political, economic and other means, and also plotted to overthrow the administration through smear campaigns, covert assassinations, and instigating military coup.

Fifty years has passed, yet the scars left on the Chilean society by the coup remain unhealed. During a recent event in Santiago commemorating victims of the coup, Chilean President Gabriel Boric said the painful experiences brought by this coup have left an indelible mark on generations of Chileans. However, the U.S. government has not shown any remorse or apologized to this day.

In a statement released the other day, the U.S. Department of State even shamelessly claimed that the declassification of the documents “is consistent with our joint efforts to promote democracy and human rights in our own countries and around the world. “

How exactly has the United States been “promoting democracy and human rights” in Latin America?

In 1823, the country issued the Monroe Doctrine, declaring “America for Americans.” However, as a matter of fact, it was treating Latin America as its own exclusive “backyard.”

Former U.S. President Theodore Roosevelt once openly declared that the United States must exercise an international police power in the Western Hemisphere for the sake of adhering to the Monroe Doctrine.

In the 200 years since the Monroe Doctrine was introduced, the United States has adopted various means to plunder Latin America’s natural resources, undermine the economies of Latin American countries, and interfere in their domestic affairs, which led to economic decline and social turmoil, and intensified inequality in these countries.

A Harvard University study showed that in less than 100 years between 1898 and 1994, the U.S. government plotted and carried out at least 41 coups in Latin America, equivalent to one coup every 28 months.

Even today, the poisonous legacy of the Monroe Doctrine remains. The United States readily imposes sanctions and suppression against “disobedient” Latin American countries, and even attempts to use Latin American countries as pawns in camp confrontation, forcing them to take sides.

Gabriel Merino, professor with the National University of La Plata in Argentina, pointed out that Latin America and the Caribbean have been deeply harmed by U.S. hegemony.

The so-called “promotion of democracy and human rights” by the United States cannot conceal the damage inflicted on Latin American countries by the Monroe Doctrine. American hegemony is meeting increasing resistance and opposition in Latin American countries.

At last year’s Ninth Summit of the Americas hosted by the United States, the U.S. side tried to rebuild its leadership in the Americas by taking advantage of its home turf. However, due to the country’s refusal to invite the leaders of Cuba, Venezuela and Nicaragua, the summit was publicly boycotted by leaders of many Latin American countries.

A commentary on the website of U.S. magazine Foreign Policy pointed out that a major characteristic of the U.S. when it comes to Latin American issues is “ignorant arrogance.”

Mexican President Andres Manuel Lopez Obrador said that there should no longer be the Monroe Doctrine, interventionist policies, blockades against other countries in the Americas, nor should any one country dominate the region.

At present, the “Global South,” comprising emerging market countries and developing countries, is steadily increasing its voice and influence in international affairs. Latin American countries are also continuously taking new steps towards solidarity and self-strengthening.

The United States should recognize the trend of the times, genuinely respect the sovereignty of Latin American countries and their people’s rights, and practically abide by the basic norms of international relations. Only in this way can it possibly establish normal relations with Latin American countries.

A 6.8 magnitude quake struck southern parts of Morocco at midnight local time on Sept. 8, causing heavy casualties and property losses.

On Sept. 9, Chinese President Xi Jinping extended condolences to Moroccan King Mohammed VI over the devastating earthquake. On behalf of the Chinese government and people, the Chinese president mourned deeply for the victims and expressed sincere sympathies to the bereaved families and the injured.

Xi also expressed his belief that under the leadership of His Majesty the king, the Moroccan government and people will be able to overcome the impact of the disaster and rebuild their homeland at an early date.

“When Morocco was hit by the disaster, Xi’s concern and condolences made us feel the warm support that the Chinese people offer to the Moroccan people. It shows the friendship and mutual assistance between the two peoples and their support in the face of disasters,” said Nasser Bouchiba, president of the Africa-China Cooperation Association for Development in Morocco.

“The concern of our Chinese friends will inspire us, giving us the confidence and strength to carry out rescue efforts and rebuild our homes,”Bouchiba added.

Bouchiba told People’s Daily that shortly after the earthquake occurred, King Mohammed VI ordered the Moroccan military to join the relief efforts and set up field hospitals, and he convened an emergency rescue meeting. Currently, rescue operations are being carried out in an orderly manner, Bouchiba said.

Mohamed Khalil, President of the Morocco-China Friendship and Exchange Association, noted that Xi was one of the first foreign heads of state to extend condolences to King Mohammed VI, which mirrored the profound friendship between Morocco and China.

“During times of adversity, Chinese friends would always offer a helping hand, promptly coming to the aid of other nations and helping them navigate through challenging situations. Countless examples of such generosity can be found, ” said Khalil.

In a hospital in Ben Guerir, a town in central Morocco, doctors of a Chinese medical team in Morocco have successfully delivered many babies after the quake. The hospital is the closest medical facility to the epicenter where a Chinese medical team is stationed.

Chinese doctor Ma Nan said that due to the limited local medical resources, the medical team is facing a heavier workload than before.

“Risking the danger of potential aftershocks, we have performed multiple surgeries here,” Ma added.

“We have felt the warm support from our Chinese friends,” said Khalil, expressing his gratitude.

In addition to the Chinese medical team’s efforts, the Red Cross Society of China provided emergency humanitarian assistance to the Moroccan Red Crescent shortly after the earthquake. The China International Development Cooperation Agency expressed its willingness to provide emergency humanitarian aid based on the needs of the affected people.

Besides, some Chinese-funded enterprises and overseas Chinese in Morocco have also taken action, spontaneously donating money and providing necessary assistance to the affected areas.

“All of these demonstrate that Morocco and China are good friends who stand together in times of adversity and are good partners in common development,” Khalil said.

Hanane Thamik from Morocco, a PhD student at Wuhan University, told People’s Daily that many of her teachers, schoolmates and friends in China extended condolences to her after the earthquake took place and asked her if she needed any help, which deeply touched her.

She hopes that Morocco and China can carry out in-depth cooperation in earthquake warning systems and other advanced quake-prevention and disaster-relief technologies, so as to better protect the lives and property of the two peoples.

“Under the strong leadership of the Communist Party of China, China has demonstrated remarkable resilience in the face of major natural disasters, providing valuable experiences and insights for post-disaster recovery and reconstruction efforts to the international community. We hope to introduce Chinese technologies and experiences in post-disaster reconstruction to improve efficiency, particularly in remote rural areas,” said Bouchiba.

“We believe that Morocco can definitely restore normal orders of work and life with the firm assistance from our Chinese friends,” he noted.

While the enigmatic circumstances surrounding Shehbaz Sharif’s sudden departure to London continue to perplex, Nawaz Sharif, the supreme leader of PML-N, has unequivocally announced his return to Pakistan on October 21. His intention is not only to participate in the upcoming general elections slated for January 2024 but also to reinvigorate the waning popularity of the party. Nawaz Sharif remains in the spotlight for his audacious remarks regarding the accountability of former military figures, including the former chief of the army staff, former ISI chief, and the future chief justice of Pakistan, should he assume the prime minister’s role for the fourth time.

Analysts speculate that Shehbaz Sharif may have been approached by certain factions, urging him to discuss Nawaz’s stance on these influential figures with his elder brother. Ostensibly, the purpose was to persuade the PML-N leader to reconsider his position, as it could potentially lead to complications upon his return to Pakistan. However, as reports suggest, it appears that this advice has been entirely disregarded.

Nawaz Sharif, along with his daughter Maryam Nawaz and other prominent figures within their political camp, holds a sincere belief that adopting an anti-establishment stance could potentially assist them in regaining popularity. It is undeniable that during their tenure as leaders of the PDM government, the Pakistan Muslim League-Nawaz (PML-N) faced significant challenges and criticism from the general public due to their performance. Given this context, it became imperative for the party to construct a robust narrative capable of rehabilitating its image, which subsequently led to the adoption of an anti-establishment stance.

Whether one approves or disapproves, it is evident that in Pakistan, two narratives can quickly capture public attention and garner substantial support: the anti-America narrative and the anti-Establishment narrative. Nevertheless it’s important to remember that public opinion is diverse, and not everyone in Pakistan may subscribes to these narratives.

The Cipher issue serves as a quintessential illustration of an anti-American narrative. Former Prime Minister Imran Khan strategically constructed his case for removal primarily around the contentious Cipher, almost convincingly asserting that the United States played a role in his ouster—an assertion he later chose to distance himself from. By and large, the prevailing sentiment among the people of Pakistan is a steadfast belief that the United States consistently aligns itself with corrupt and unscrupulous elements within Pakistan’s political landscape and beyond. This perception significantly contributes to the overall unpopularity of the American administration in Pakistan. Historically, there have been scarce instances in Pakistan’s political history where a politician has boldly confronted the superpower head-on. However, Imran Khan’s willingness to do so has resulted in his narrative garnering substantial public support and earning him widespread accolades. At the same time, it’s an undeniable reality that politicians who cling to such narratives often face severe consequences.

The question of why Nawaz Sharif is so optimistic about his party’s return to power in Pakistan is a complex one that demands a thorough examination. Pakistan’s political landscape is dominated by three major parties: PML-N (Pakistan Muslim League-Nawaz), PTI (Pakistan Tehreek-e-Insaf), and PPP (Pakistan Peoples Party. In summary, Nawaz Sharif’s optimism about the PML-N’s return to power can be attributed to a combination of factors, including the challenges faced by rival parties, their assessment of the establishment’s preferences, their vote bank in key provinces, and strategic political maneuvering. According to the PML-N’s assessment, the Establishment is unlikely to lend its support to PTI. They believe that relations between the Establishment and PTI have deteriorated significantly. Additionally, the PPP is perceived to have a limited voter base outside of Sindh. However, it’s important to note that Pakistan’s political landscape is dynamic and subject to change, and the outcome of future elections will depend on various unpredictable factors.

Even within the PML-N ranks, there is a diversity of opinions, with some staunchly believing that Nawaz Sharif’s anti-establishment narrative could further exacerbate the party’s challenges. Amongst these members, there is a prevailing sentiment that while the narrative might have its merits, the timing of its assertion appears poorly chosen. Enhancing the confrontation with the Establishment at this critical juncture, just as Nawaz Sharif is poised to make a comeback, might prove detrimental to the PML-N’s interests. If this standoff persists in the days ahead, it could possibly force the Establishment to reevaluate its ‘relationship’ with the PML-N. Under such circumstances, the primary beneficiary would likely be none other than the PTI.

It is indeed disheartening that Nawaz Sharif, instead of focusing on fostering an economic revival and promoting a corruption-free Pakistan, opted to confront the Establishment. The core issues facing Pakistan stem from its persistent struggle to eliminate corrupt practices and establish good governance. Additionally, the disregard for the Constitution further compounds the challenges within the system. Unfortunately, there seems to be a reluctance among the elite class to tackle these pressing issues. One potential explanation is that a significant portion of this ruling elite is entangled in the very problems that need to be solved, rather than being part of the solution.

It is disheartening to observe that everyday citizens are shouldering the burden of power struggles between political and non-political stakeholders. The skyrocketing electricity tariffs and the soaring prices of essential goods have made them unaffordable for both the impoverished and the middle to upper-middle classes. Corruption remains a pervasive issue in the Islamic Republic of Pakistan. There was a widespread hope that the interim government would alleviate these problems, but so far, it has proven to be less effective than even some of the previously elected administrations.

In the current circumstances, the most viable solution seems to be a return to an elected government through the upcoming general elections. Despite lingering doubts about the January election’s feasibility, the Election Commission of Pakistan and various political parties, have geared up for the electoral process. However, it’s disheartening to note that key PTI leaders are currently in custody, and party members are being actively pursued to prevent their participation in the elections. This situation is regrettable and does not bode well for a stable political landscape.

It’s unequivocal that every political party should be granted unfettered access to the electoral process. This inclusivity is paramount if we are to chart a course toward both political and economic stability for our country.

Ambassador Sarwar, before his appointment as Ambassador to Denmark, served at Prime Minister’s Office, Islamabad as Joint Secretary, said a press release received here on Sunday.

During his diplomatic career, Shoaib Sarwar has earlier, served in Canada, Netherlands and USA.

LONDON: After attending the 78th session of the United Nations General Assembly (UNGA), Caretaker Prime Minister (PM) Anwaarul Haq Kakar reached London from New York.

According to details, the caretaker prime minister was received by Deputy High Commissioner of Pakistan at the London airport.

During his stay, the prime minister will be interviewed by various UK media outlets. He will also address a session at Oxford University. PM Kakar will return to Pakistan on September 27.

PM Kakar arrived at London after concluding on a five-day visit to the United States, where he attended the 78th session of the United Nations General Assembly (UNGA).

Kakar also addressed the UNGA on Friday, Sept 22. He also held meetings with global leaders and interacted with the international media and visited prominent US think tanks.

On the sidelines of the UNGA, according to a statement issued by the Prime Minister Office Media Wing, the key engagements of Prime Minister Kakar, included his participation in a conference on climate-change.

Around 145 heads of state and government, six vice presidents, four deputy prime ministers and 38 ministers or chiefs of delegations addressed the gathering.

This year’s theme of the UNGA is ‘Restoring Trust and Reigniting Global Solidarity’, but the credibility of the UN is currently being undermined by geopolitical conflicts, divisions, and paralysis at the Security Council, as economic, humanitarian, and climate-related crises continue.

Tehran: Iran says it has thwarted 30 explosions that were planned to go off simultaneously in the bustling capital, Tehran, to create chaos.

The 30 “terrorist explosions” were meant to go off in crowded city centres, but all were prevented and 28 individuals were arrested in connection with the planned attacks during raids in Tehran, Alborz and West Azerbaijan provinces, according to a statement by the Ministry of Intelligence carried by state media on Sunday.

 “The explosions were planned with the aim of breaking the country’s security authority, creating an unstable image of the country, sowing despair and fear in the society, and instigating chaos and protests exactly during the anniversary of last year’s riots,” it said.

That was a reference to months-long protests and unrest across Iran, which began in mid-September 2022 after 22-year-old Mahsa Amini died in police custody following her arrest for alleged non-compliance with Iran’s dress code.

The Intelligence Ministry said the unnamed arrested individuals were all linked with ISIL (ISIS), and some of them had a history of cooperating with “takfiris in Syria, Afghanistan, Pakistan and the Kurdistan region in Iraq”. Takfiri is a term used to describe a Muslim who accuses other Muslims of being apostates or infidels, with the implied death sentence that that entails.

The ministry added that even though they were with the armed group, the technical nature of their operations showed a “meaningful match with the known methods and workings” of Iran’s arch foe Israel.

Large quantities of explosives, electronic devices to detonate them, 17 US-made pistols and corresponding ammunition, communication devices, military-grade clothing, suicide vests and foreign currencies were confiscated, the ministry said, adding that two of its agents were wounded during the raids.

Footage released by state media showed how the individuals were surveilled by drones before their locations were stormed and they were arrested by intelligence operatives. Suspects were also shown digging up parts to make explosives that they had buried to keep hidden.

The clips showed handguns and explosive vests that were confiscated and a group of bound and blindfolded suspects.

ISIL claimed responsibility for an attack on the holy Shah Cheragh shrine in October that killed 13 people and injured dozens.

The shrine in the southern city of Shiraz came under a second gun attack in less than a year in August, which killed two people.

Iran blamed the second attack on ISIL as well and said a number of foreign nationals were arrested in connection with the operation.

For carrying out last year’s attack, two men from neighbouring Afghanistan were convicted of being ISIL agents and publicly executed in early June.

For the second attack, the shooter, identified as Rahmatollah Nowruzof from Tajikistan, was given two death sentences, Iran’s judiciary said on Thursday.

Two other suspects, who were not identified, were sentenced to five years in prison and expulsion from the Islamic republic.

WEST BANK: Two Palestinians were killed in an Israeli forces’ incursion in the West Bank early on Sunday, Palestinian news agency said.

The two were killed by gunshots to the head during the operation that occurred in Nur Shams refugee camp in Tulkarm, according to WAFA.

AP adds: Earlier, Israel continued to pound a militant site in Gaza on Saturday for the second time in as many days, the Israeli army said, after Palestinian militants sent incendiary balloons into Israeli farmland and Palestinian protesters threw stones and explosives at soldiers at the separation fence.

There were no reported casualties from the strikes in Gaza. Earlier on Saturday, the Israeli military shot and wounded three Palestinians who were rallying at the separation fence along the Israeli frontier with the crowded enclave. It’s a familiar tactic for Palestinians in Gaza protesting a 16-year blockade imposed by Israel with Egypt’s help. Israel says the blockade is needed to prevent the ruling Hamas militant group from arming itself.

It was the latest in a series of violent protests over the past week that has raised the specter of an escalation for the first time since a brief round of conflict last May between Israel and the Palestinian Islamic Jihad militant group. It comes at a fraught time, just before the Sukkot festival in Israel next week.

During Sukkot, large numbers of Jews are expected to visit Jerusalem’s most sensitive holy site, revered by Jews as the Temple Mount and Muslims as the Noble Sanctuary. The compound, home to the Al-Aqsa Mosque, is often a focal point for violence.

“Our rebellious youth are expressing their anger at the attempts at religious war being waged against our people in Jerusalem,” Hamas spokesperson Hazem Qassem told local media from the protests, where tires set alight smoldered behind him.

The Israeli army said Saturday it had targeted a post belonging to the territory’s militant Hamas rulers near the separation fence in eastern Gaza where dozens of Palestinians had protested. Hamas-linked media outlets posted photos of militants sending a barrage of balloons attached to incendiary devices over the border from eastern Khan Younis, one of the biggest cities in the strip.

Militants similarly attempted to set fires in Israeli farmland surrounding the strip on Friday after another protest at the perimeter fence left nearly three dozen Palestinians wounded by Israeli fire. Israel also responded with a series of airstrikes late Friday.

Hamas, which seized control of Gaza in 2007, has described the protests as spontaneously organized by “rebellious youths” in response to Israeli provocations. Israel has opted for a punitive response, barring about 18,000 Palestinian laborers from Gaza from working in Israel, where they can earn up to 10 times as much money as in Gaza.

The exchanges on Friday and Saturday stopped short of a full-scale escalation. But they underscored the fragile nature of the calm that had pervaded Israel’s border with Gaza for the past several months, even as Israeli-Palestinian violence has surged in the occupied West Bank.

Israel and Hamas have fought four wars and engaged in numerous smaller battles since Hamas took over the territory.

‘Narrative committee’ to garner public feedback, communicate public pulse to leadership about aggressive rhetoric

LAHORE: As PML-N supremo Nawaz Sharif reintroduces aggressive rhetoric ahead of his return to Pakistan, a ‘narrative committee’ has been established within the party to weigh in on the retaliatory narrative of the former prime minister which, according to an insider’s personal reckoning, had little traction in the general populace.

The PML-N insider expressed personal doubts that this aggressive narrative would prove to be counter-productive for the party and particularly for Nawaz Sharif himself.

Meanwhile, the ‘narrative’ committee constituted by Pakistan Muslim League Nawaz leadership that has held two meetings thus far is weighing in on the narrative.

A well-placed source, privy to the development, on the condition of anonymity said that a ‘narrative committee’, comprising around ten people had been constituted by the leadership to garner public feedback and communicate the public pulse to the leadership regarding the workability of the retaliatory narrative.

He said that this committee will soon be submitting its findings and proposals to the leadership, allowing them to shape their narrative in line with the suggestions.

The committee has held two meetings virtually. Party information secretary Marrium Aurganzeb was the convener/secretary of this meeting.

The party leader claimed that the party was largely against taking any retaliatory approach as this would not only put the party on a collision course with the incumbent military bosses but also raise questions about the Shehbaz Sharif-led government, which was more than friendly to the outgoing military boss which Nawaz has against taken in his cross hairs.

He said that ours was the government, that wanted to hold the late General (retired) Musharaf accountable, but couldn’t and then after aggressively criticising outgoing COAS Qamar Javed Bajwa when came to power sang praises for him. Now again criticising him was a about turn.

The party would lose its face if it proceeded with this narrative, he said and added that to his understanding, the party would either abandon this narrative soon or tone it down.

He said that the establishment would see this narrative as a threat to even the incumbent bosses. However, he said the final decision to decide what narrative to adopt is the sole discretion of Nawaz Sharif.

He said the members of the committee include former federal minister and General Secretary PMLN Ahsan Iqbal, senior PML-N leader Khawaja Saad Rafique, Pervez Rashid, Khurram Dastagir, Azam Nazir Tarar, Malik Muhammad Ahmad Khan, Marrium Aurangezb, Ata Ullah Tarar, Rana Sanaullah and Bilal Kyani.

The PML-N leader, who is part of this committee talking to The Express Tribune confirmed that indeed a committee to this effect has been formed and that he was a part of it.

He revealed that the committee would soon submit its findings to the leadership. He said that the last of the two meetings was held on Friday virtually. He said that the purpose is not only limited to one aspect of the party narrative, he said that we have to make in line with the demands of recent times.

He said that we have to reel in young voters and for them, we need to adopt a different approach. He said that otherwise how to introduce new voters in party supremacy of the constitution and public feedback regarding PML-N was also discussed during the meeting.Several leaders including Ahsan Iqbal, Rana Sanaullah and Marrium Aurangzeb were approached to comment on the development but were not available.

He expressed these views while speaking as chief guest on the occasion of a football match played between the Thai Thunder and All Stars Islamabad.

The ambassador said ‘we are very fortunate to have coach Adul, a former National football player, who is here with the support of Bitkub Thailand. His visit is a starting point for cooperation and exchange of knowledge and skills in football between Thailand and Pakistan. Coach Adul also comes to train Thai student from IIUI to provide career in sports business as part of Thai Embassy duty in taking care and empower Thai community abroad.

The Thai ambassador further said, he was happy to have with them Pakistani friends, as well 4 Trends from the Embassy of Spain, Japan, Romania, Kazakhstan, United States and Algeria. This reflects not only the relationship between Thailand and Pakistan through sport, but also the friendship among international community residing here in beautiful and friendly country of Pakistan.

He thanked Pakistani friends especially Mr. Mubasher who helped organize this event as well as friends from the diplomatic community and our staff from Thai Embassy. He said they will have more events like this in future so that we can come together and strengthen our relations.

Ambassador Chakkrid further said Thai and Pakistan have ties through sport. Rubber and latex imported from Thailand are used to produce world famous Pakistan football export to countries around the world. Thai quality product and Pakistan’s craftsmanship is a symbol of our friendship and synergy.

The ambassador disclosed that next month Thai Women Cricket team will travel to Lahore to participate in the cricket events. He hoped more Thai and Pakistani sports team will have more chances to visit each other country more as we have many direct flights between our two countries by the Thai Air.
