Saudi-Israel détente – at what cost?

Analysis

Ansar M Bhatti

In a historic and groundbreaking development, Saudi Arabia has appointed Ambassador Nayef al-Sudairi as the Kingdom’s first-ever envoy to Palestine. Ambassador Nayef al-Sudairi wasted no time upon his arrival in Palestine, boldly affirming Saudi Arabia’s commitment to the establishment of a sovereign Palestinian state with East Jerusalem as its rightful capital.

In a series of diplomatic exchanges, Palestinian officials engaged in constructive discussions with their Saudi counterparts. As part of the Kingdom’s commitment to recognizing Israel, both sides have to reach a significant understanding. Israel will have to halt the construction of new settlements, empower Palestinians with greater control over security and construction activities in the West Bank, endorse full Palestinian membership in the United Nations, and provide consent for the establishment of a Palestine Liberation Organization office in Washington and a US consulate in East Jerusalem.

Saudi Crown Prince Mohammed bin Salman (MBS) has made it clear that Saudi Arabia considers the establishment of an independent Palestinian state to be a crucial prerequisite for recognizing Israel. Moreover, MBS appears to seek specific support from the United States for Saudi Arabia’s efforts to regain ties with Israel. There are five key areas in which the Saudis hope for proactive actions from both the US and Israel.

Saudi Arabia has consistently advocated for the establishment of an independent Palestinian state with Al-Quds (Jerusalem) as its capital. While there may be some skepticism about the seriousness of Saudi Arabia’s commitment to this cause, the majority view is that Saudi Crown Prince Mohammed bin Salman (MBS) is unlikely to grant Israel’s demands without receiving substantial assurances in return. Saudi Arabia has chosen to approach the issue of recognizing Israel with caution, unlike the United Arab Emirates (UAE) and Bahrain, which swiftly established diplomatic relations with Israel. Consequently, both the UAE and Bahrain have seen an influx of Jewish residents, many of whom have acquired UAE residency status. It is believed that some members of the Jewish community in these countries aim to exert influence on their respective political landscapes, reflecting a strategy that has been observed in various places. That is how Jews operate everywhere. For example in Ukraine the Prime Minister Denys Shmyhal and other key officials happen to be the Jews and thus wield potential control over government affairs.

Saudi Arabia is committed to enhancing its defense capabilities and reducing dependency on allied nations like Pakistan for its defense requirements. Crown Prince Mohammed bin Salman (MBS) envisions a robust command and control system operated by the Saudi armed forces. To realize this objective, Saudi Arabia aims to establish a comprehensive defense pact with the United States while also seeking the autonomy to develop its weapons without external pressures, including from the United States and Israel.

Saudi Arabia is actively pursuing a strategic defense partnership with the United States because it earnestly believes that  such a partnership will bolster Saudi Arabia’s defense capabilities through access to advanced military technology, intelligence sharing, and training programs. This collaboration will ensure a more secure and self-reliant Saudi Arabia. Saudi Arabia recognizes the importance of having its own weapons development facilities. This approach will enable the nation to have greater control over its defense technology and reduce reliance on external suppliers. It is committed to ensuring that its weapons development program operates independently and free from external influences.

Historically, Saudi Arabia has cultivated strong diplomatic ties with Republican administrations in the United States. However, its relations with Democratic governments have often encountered challenges. It is reasonable to assume that the Saudi leadership closely monitors the US presidential elections, as the outcome can significantly impact their foreign policy.

Should the Republicans secure the presidency, Saudi Arabia may continue their cordial relationship, maintaining the status quo. However, if the Democrats maintain control of the White House, the Saudi leadership may find it necessary to reassess and adapt their diplomatic priorities. In essence, Saudi Arabia’s foreign policy is responsive to the changing dynamics of US politics, and they are prepared to adjust their strategies to ensure productive relations with whichever party holds power in Washington.

Mohammad Bin Salman (MBS) is committed to fostering peace and reducing animosities in the Middle East by 2030. One of the most significant steps towards achieving this goal is establishing peaceful relations with long-time arch-rival Iran. Similarly, pursuing a truce in Yemen is a top priority for MBS. Peace with Iraq, Syria, Libya has already been achieved. Furthermore, the potential easing of tensions with Israel could reshape the entire political landscape of the Middle East.

Under MBS’s leadership, Saudi Arabia aspires to become a prominent figure in the Muslim Ummah. The country has recently joined the BRICS alliance, adding to its already substantial involvement in international forums such as the G7, OIC, G20, and the imminent G8. If Saudi Arabia can successfully secure peace with Israel, Mohammad Bin Salman is poised to emerge as the undisputed leader within the Muslim bloc, solidifying the nation’s position on the global stage.

Regarding the issue of Israeli recognition by the two major Muslim powers, Indonesia and Pakistan, there have been reports indicating that both countries have faced significant pressure to improve their relations with Israel. Recently, high-level Indonesian officials engaged in several crucial meetings with Palestinian representatives to discuss the nature of the pressure exerted on them and the incentives offered if Indonesia were to recognize Israel. However, it’s worth noting that the current Indonesian government under President Joko Widodo has firmly rejected any such move.

Looking ahead, despite the upcoming Presidential elections scheduled for February 2024, many analysts believe that Indonesia’s stance on the Israel-Palestine issue is unlikely to undergo a substantial change.

Pakistan too may not change its stand on this issue no matter which political party forms government as a result of the upcoming general elections. Pakistan is likely to recognize Israel only when an Independent Palestine state is established with Al Qadus as its capital. Pakistan has traditionally been a supporter of the Palestinian cause and a vocal advocate for their rights. This support is not tied to any particular political party but reflects a broader national consensus. The Palestinian issue holds significant importance in the hearts and minds of the Pakistani people.

In conclusion, while political parties may change in Pakistan, the country’s stance on recognizing Israel is deeply rooted in historical, geopolitical, and national considerations. It is likely to remain unchanged until progress is made towards the establishment of an independent Palestinian state with East Jerusalem as its capital.

N chief spotlights older persons’ ‘invaluable’ knowledge, experience on int’l day

UNITED NATIONS, Oct 01 (dda):UN Secretary-General Antonio Guterres has underscored the need for protecting the dignity and human rights of older persons, and addressing the challenges they face in society, saying such a course will ultimately benefit all of humanity,

In a message commemorating Sunday’s International Day of Older Persons, the UN chief underscored the pervasive issue of ageism in society and the vulnerability of older persons in the face of crises such as the COVID-19 pandemic, poverty and climate emergencies.

“Addressing these and other issues is a human rights imperative that will benefit everyone,” he said.

The theme of this year’s International Day is “Fulfilling the Promises of the Universal Declaration of Human Rights for Older Persons: Across Generations.”

Studies show that the number of people aged 65 years or older worldwide is projected to more than double – rising from 761 million in 2021 to 1.6 billion in 2050 – with the number of people aged 80 years or older growing even faster.

This further underscores the urgency of strengthening the protection of the human rights of current and future generations of older persons around the world.

Guterres highlighted that older persons can make significant contributions in terms of their knowledge and experience, and have the potential to contribute to peace, sustainable development and the protection of the environment.

“We must ensure their active engagement, full participation, and essential contributions – including through social and workplace policies built around their specific needs,” he said.

He also emphasized the need for intergenerational dialogue and unity as vital components of building more inclusive and age-friendly societies and a resilient world for everyone.

Echoing Secretary-General’s call, Claudia Mahler, an Independent Expert on the enjoyment of all human rights by older persons, urged nations to uphold the human rights of older persons as enshrined in the Universal Declaration of Human Rights (UDHR).

“I call on Member States, the United Nations, National Human Rights Institutions, civil society and all relevant stakeholders to make the Universal Declaration a reality for all older persons,” she said.

While the UDHR encompasses the human rights of older persons, Ms. Mahler expressed concern that older individuals often remain invisible in international human rights law due to a lack of recognition of ageism and explicit prohibition of age-based discrimination.

“I encourage Member States to uphold and promote the universality and indivisibility of human rights in pledging for a future of human rights for all older persons, keeping in mind that the youth of today are the older persons of tomorrow.”

Pakistani govt launches crackdown against foreigners with expired visas

Pakistani govt launches crackdown against foreigners with expired visas

ISLAMABAD, Oct 01 (DNA): In a major move, the federal government has
announced strict measures against foreigners whose visas have expired.

Sources within the government report that authorities will take decisive
action against those individuals whose visas have expired by October 3,
causing over 6,000 foreigners to hastily leave the city of Islamabad.

With the impending deadline just around the corner, sources confirmed
that further processing of visa violations will be expedited to maintain
law and order within the capital city.

The crackdown on visa violators has been prompted by a sharp increase in
the number of illegally staying foreigners in Islamabad, which has
surged to a concerning 398 individuals.

To address this issue, authorities have registered 43 cases against
foreign nationals across different police stations.

The government’s decision to take stern action against foreigners with
expired visas comes as part of a broader effort to regulate immigration
and ensure national security.

This move aims to maintain the integrity of visa regulations and
safeguard the interests of both Pakistani citizens and legally residing
foreigners.

Officials have urged all foreigners currently residing in Islamabad to
ensure their visa documentation is up-to-date and in compliance with
local laws. Failure to do so may result in detention and deportation.

PMDC abolishes 20 extra marks for Hafiz-e-Quran

PMDC abolishes 20 extra marks for Hafiz-e-Quran

LAHORE, Oct 01 (DNA): The Punjab government revised its admission policy
for public sector medical and dental colleges within the province.

Notably, the extra 20 marks previously granted to Hafiz-e-Quran
candidates will be removed from the merit calculation in the upcoming
admission season.

As per the Punjab Health Department, this year, additional marks for
Hafiz -e-Quran candidates have been eliminated based on PMDC’s decision.

The body took it after a six-member bench gave a verdict in this regard.

The modified policy, which excludes these extra 20 marks, will apply to
this year’s admissions. Previously, 20 marks had been allocated in the
FSC score for Hafiz-e-Quran candidates.

It is to be noted that the Supreme Court of Pakistan in April disposed
of a suo motu case about grant of additional 20 marks to a Hafiz-e-Quran
student while admitting him/her to an MBBS/BDS degree programme.

A six-member bench, headed by Justice Ijazul Ahsan and comprising
Justice Munib Akhtar, Justice Mazahar Naqvi, Justice Muhammad Ali
Mazhar, Justice Ayesha Malik and Justice Hassan Azhar Rizvi, issued the
ruling minutes after a brief hearing in the case.

During the hearing, the Pakistan Medical and Dental Council informed the
bench that it was not awarding additional marks at the time when the suo
motu notice was taken. Justice Akhtar remarked: “It means the suo motu
case has become ineffective.”

‘Enough is enough’: Balochistan govt declares ‘all-out war’ against terrorists

‘Enough is enough’: Balochistan govt declares ‘all-out war’ against terrorists

Quetta, OCT 1: Two days after a deadly bombing in Mastung claimed over 50 lives, Caretaker Balochistan Information Minister Jan Achakzai on Sunday said “enough is enough” and declared an “all-out war” against terrorists.

On Friday, a suicide bomber ripped through a procession celebrating the birth of the Holy Prophet (PBUH) on 12 Rabiul Awwal in Mastung, killing a police officer, religious leaders and children among dozens with the death toll at 59.

Two days on, however, no militant group has come forward to claim responsibility for the bombing, prompting claims from the government that the Indian intelligence agency, RAW, was involved.

The banned TTP, in fact, distanced itself from the carnage in a statement. The Counter-Terrorism Department registered a case against unidentified persons.

A day earlier, Chief of Army Staff General Asim Munir had said terrorists and facilitators behind the attacks on 12th Rabiul Awwal were “proxies of the enemies of Pakistan and its people”.

During a press conference in Quetta today, Achakzai was asked about a possible grand operation in the wake of terrorist attacks in the province.

In his response, the minister said he could not comment on that but reassured journalists that the state would defend each and every inch of its territory and carry out intelligence-based operations if needed.

Achakzai said terrorist incidents were occurring in all of the country “daily and it has a set pattern”, questioning why these attacks were only happening in Pakistan and not other regional countries.

“This means there is a mastermind behind it who is systematically destabilising us. Enough is enough. Now there will be no appeasement or concession … we declare all-out war on these terrorists.”

He further said: “Pakistan’s resolve is very important. It (Mastung incident) is such a case where we won’t say that we will go after [only terrorist] operatives and foot soldiers.

“We will go after their masterminds, the lynchpins managing all these proxies and will ensure that we will go wherever they are holed up, drag them out and take revenge for each and every martyr.”

He said the state’s resolve to combat terrorism was strengthened by “1000 per cent” after the Mastung carnage, adding that the state was ready to go to any extent required. “If there is a need to do operations in every inch of territory then we will do them,” Achakzai said.

“If there are links [to terrorism] in Pakistan with our neighbouring country, and it seems [that way because] we have clear evidence of Indian state terrorism in Balochistan in the recent past.

“If these links are found there [in Balochistan] today as well then we will make sure that our enemies are cut by thousands.”

The information minister also said the families of the martyrs would be provided financial aid and not left disappointed. Detailing the financial package for the victims, Achakzai said every martyr’s family would be given Rs1.5 million, Rs0.5m would be distributed to the critically injured and Rs0.2m to the nominally injured by the provincial government.

He said the Balochistan government was also in talks with the Centre to improve the package.

The interim minister also said that security protocols were being revisited in the wake of the incident and any loopholes would be plugged to ensure no security lapse occurs.

There is an important Apex Committee meeting scheduled in Islamabad for October 3 in which “very critical decisions will be taken” with a later provincial apex committee meeting on Oct 10 in which “highly decisive decisions and actions will be recommended”, he told the media persons.

The information minister’s declaration of concerted efforts against militancy and foreign elements comes a day after similar calls from other civil and military leadership.

ICC World Cup 2023: Bhogle says Shaheen more important to Pakistan as compared to Babar

ICC World Cup 2023

Renowned Indian commentator Harsha Bhogle believes that pacer Shaheen Afridi will be more important to Pakistan as compared to skipper Babar Azam ahead of the ICC World Cup 2023.

Bhogle stated that Shaheen sets the tone for Pakistan with his ability to pick up wickets with the new ball.

“Shaheen Afridi in some way is probably even more important than Babar Azam to their chances because when he’s not taking wickets in the first ten overs, you saw in the Asia Cup what happens. If Pakistan doesn’t get wickets in the powerplay, they suddenly look a much flatter bowling side. With South Africa we talked about missing Anrich Nortje, I think Naseem Shah is a big, big miss,” Bhogle said on Cricbuzz.

“They need their spinners to do well. I think story for Pakistan will be can they get their openers playing well and can they get their spinners to bowl well in the middle overs,” he added.

Bhogle also backed Pakistan to open with Imam-ul-Haq and Abdullah Shafique considering the poor form of Fakhar Zaman.

“They have the issue with Fakhar Zaman but I actually believe they’ve stumbled onto their best opening combination. Imam has done really well off late but how could they not be playing a player who’s so visibly gifted like Abdullah Shafique,” he said.

“So if Abdullah Shafiq and Imam ul Haq are consistently given them starts then suddenly Babar becomes a different player but there’s no doubt at all, if Pakistan have to make an impact, Babar Azam has to have a big World Cup,” he further stated.

However, Bhogle was concerned about Pakistan’s middle order and spin bowling options.

“Their middle order is a little iffy. I know Rizwan is around and Salman Agha and Iftikhar Ahmed, Saud Shakeel; they are good players. Can you rely on them to win a World Cup? We’ll wait and see. If they do that’s great for Pakistan. They do bat deep because each of the three spinners that’s picked can bat I think Shadab is a really good batter down that order; Nawaz can bat. Usama Mir, if he’s a leggie he can bat but that is where their problem starts,” he said.

“You normally look at Pakistan and say wow what a good bowling side, but the spinners are not delivering for them in the middle overs,” he concluded.

It must be noted that the Pakistan team landed at the Rajiv Gandhi International Airport in Hyderabad, India, on Wednesday from Dubai to participate in the mega event.

They have also played one warm-up match, which they lost against New Zealand by five wickets on Friday.

The Green Shirts will play Australia on October 3 in their second warm-up match before they begin their World Cup campaign against the Netherlands on October 6.
