Paradox of Victory: Weighing the Strategic Costs of Tactical Surprise in Gaza

It is a genocide by all definitions. As of 6th November, Reuters, New York Times, AP News and New Arab news website have quoted the Ministry of Health in Gaza.

According to these sources, a total of 10,022 Palestinians, including 4800 children and 2550 women have been killed and 25,408 wounded by the Israel’s indiscriminate aerial bombardment of Gaza. In contrast, Israeli death toll stands at 1400.

Out of 1950 human souls still under the rubbles of destroyed and damaged buildings, 1050 are children of various ages, including infants. The UN Office for Coordination of Humanitarian Affairs (OCHA) estimates that 15,100 housing units have been destroyed with additional 10,656 units rendered uninhabitable.

The New Arab news website quoting Gaza’s authorities has posted that 42% of housing units are either destroyed or damaged rendering 1.4 million Palestinians internally displaced, including 5,66000 living in precarious conditions at 148 emergency shelters.

In 2014, the conflict in Gaza which lasted for 50 days (8 July-26 August), a total of 2251 Palestinians lost their lives; out of which 1462 were civilians, 551 children and 299 women, in the Israeli operation. During those 50 days, Israel lost 66 soldiers and five civilians.

The United Nations (UN) has announced that so far 88 members of its staff in the area have lost their lives, the highest UN deaths ever in a single conflict.  As per media reports, four hospitals and 246 schools have been bombed and destroyed. There is no water, electricity, food and medicine to the desperate population of Gaza.

All communications have been severed by Israel. Dead are being buried in mass graves. Israel is conducting its operations with impunity. It has already commenced its ground assault in Gaza. As in previous conflicts, it has resorted to collective punishment of Palestinians with indiscriminate and disproportionate use of force against civilian targets. A child is being killed and two injured every 10 minutes in Gaza.

In complete disregard of global public outrage, Western patronage of Israel continues unabated. This has further damaged brand America, which was already under tremendous stress after illegal military interventions in Muslim countries during the last decade. To thwart any likely military action in favour of Hamas by any state or non-state actor, a US aircraft carrier is anchored in the Mediterranean followed by British warships.

Besides, the US President and a number of European leaders paid a quick visit to Tel Aviv to overtly express their solidarity with the state which came into being as a result of their machinations.

 Furthermore, immediately after 7th October, the US Secretary of State launched on a whirlwind tour of the region to ensure that neighbouring Arab states remain militarily neutral in this conflict. As usual, Hamas is being condemned by Western countries as a terrorist organisation which must be eliminated at all costs.

Meanwhile, Israel amassed over 300,000 troops at the border of Gaza prior to launching a ground offensive; and its aerial strikes continue. No Western government is concerned about the disproportionate use of force by Israel even as every international humanitarian organisation and aid agency is expressing grave concerns about the situation, which is being declared ‘catastrophic.’

Notwithstanding the strong public sentiment, Muslim ruling elite is as usual in a state of strategic paralysis with only verbal condemnation and calls for a ceasefire. Out of 57 Muslim countries, at the outset of the conflict, only Iran and Turkey strongly condemned Israel’s disproportionate response. Although Iran issued warnings to Israel of grave consequences, these largely amounted to rhetoric, as its own economic and security concerns force it to consciously avoid any direct involvement.

However, as a gesture of solidarity, Iranian Foreign Minister visited Lebanon and met with Hezbollah leaders. Saudi Arabia has put US-sponsored peace negotiations with Israel on the backburner. In the meantime, a UN Security Council resolution proposed by Russia for a ceasefire was vetoed by the US. As a matter of state policy, Pakistan has always stood with Palestinians.

Hence, the bombardments on Gaza continue. Such deliberate targeting and killing of the elderly, sick, wounded, women, and children represent a harrowing act of ethnic cleansing, unparalleled in its scale and severity in modern history.

On the other hand, Hamas is being credited by its friends (and foes) for hitting an effective blow and catching Israel off guard. The initial success of Hamas fighters infiltrating Israeli territory via air, sea, and land was indeed a tactical surprise.

Their clandestine and well-coordinated planning, training, and execution enabled an almost undetectable entry into Israel, signalling a profound intelligence failure on the part of the latter’s renowned security agencies and defence systems.  In fact, ‘Operation Al-Aqsa Flood’ not only caught Israel off guard but also shocked the international community.

Despite this, the lack of sustained action following their initial success is both intriguing and concerning. Once the element of surprise was overcome, Israel reclaimed the initiative, countering with overwhelming force – a development that Hamas might have underestimated and should have anticipated.

As Israel persists in its heavy bombardment of Gaza, issuing ultimatums to Palestinians to evacuate or face dire consequences, the situation remains grim. Despite Hamas’s resistance following Israel’s ground assault, there is a distinct lack of substantial follow-up actions to their earlier successful infiltration into Israeli territory. This inaction has left room for Israel to continue its military operations unchecked, casting a shadow of despair over the Palestinians with little to no respite in sight.

An unbiased observer might pose several critical questions regarding the conflict. One wonders whether Hamas considered the expected Israeli retaliation, historically characterised by overwhelming force and alleged disregard for international law, especially concerning the protection of civilians and non-military infrastructure. Furthermore, the impact on the most vulnerable, women, and children, is undeniable and prompts the question of whether such outcomes were factored into Hamas’ strategy.

One is also forced to question the logic behind Hamas’ response plan, whether they miscalculated the scale of Western support for Israel, and how they interpreted the geopolitical landscape, including Russia’s involvement in Ukraine, China’s cautious approach, and Iran’s economic and security challenges. Lastly, considering past alliances and regional dynamics, what assistance did Hamas anticipate from Arab and Muslim states, and at what stage of the conflict?

As Israel persists with its military campaign in Gaza, such questions concerning Hamas’ strategic calculus remain at the forefront. As of now, there is a palpable sense that Hamas’ strategy was not fully thought through beyond the initial tactical surprise, which, while successful, did not translate into a comprehensive plan towards some desired outcome.

This apparent oversight has resulted in a dire situation on the ground, as reflected by the painful images broadcasted daily, depicting the suffering of the most innocent of innocents. Such scenes underscore the potential strategic costs of a surprise that, while tactically sound, may not have been anchored in a long-term vision. Hence, one is left wondering: Did the tactical surprise carry a strategic price tag too heavy to bear?

Tashkent, NOV 8: Prime Minister Anwaarul Haq Kakar on Wednesday landed in Tashkent, Uzbekistan to attend the Economic Cooperation Organisation (ECO) summit being held on November 8-9.

The premier was received by Prime Minister of Uzbekistan Abdullah Nagmatovich Aripov at the Tashkent International Airport, the PM’s Office said in a post on X (formerly Twitter).

Kakar is accompanied by Foreign Minister Jalil Abbas Jilani and Commerce Minister Gohar Ejaz.

In a press release issued a day earlier, the Foreign Office said: “At the summit, the prime minister will reaffirm Pakistan’s commitment to ECO Vision 2025 and to promoting regional cooperation in the areas of trade, transport, connectivity, energy, tourism and economic growth and productivity.”

It said the caretaker PM will present Pakistan’s vision for the future work of the organisation and for promoting regional connectivity and mutual prosperity. He will also engage in bilateral discussions with the leadership of Uzbekistan and other participating leaders.

The Economic Cooperation Organisation is a regional interstate forum founded in 1985 in Tehran. As a founding member, Pakistan remained committed to the goals of connectivity and mutual prosperity of the ECO region, the statement added.

Uzbekistan is set to host the ECO summit for the first time.

Earlier, a Prime Minister’s Office told Dawn that Kakar would return from Tashkent on Thursday and proceed to Saudi Arabia on Friday to attend the Organisation of Islamic Cooperation’s emergency conference on Palestine.

Briefly talking about his upcoming international visits in a press conference before leaving for Tashkent, Kakar said the aim of the emergency OIC conference would be to establish humanitarian corridors in Gaza, where over 10,000 Palestinians have been killed since Oct 7.

ISLAMABAD, NOV 8 /DNA/ – Pakistan and Saudi Arabia on Wednesday agreed to further expand cooperation between the two brotherly countries in media, drama, and other related fields.

The decision was made during a meeting between Caretaker Federal Minister for Information and Broadcasting Murtaza Solangi and Ambassador of Saudi Arabia to Pakistan Nawaf Saeed Al Malki here.

Special Representative of the Prime Minister for Interfaith Harmony Allama Tahir Mahmood Ashrafi was also present in the meeting.

In the meeting, it was agreed to speed up the implementation of agreements between Pakistan and Saudi Arabia in the field of media and communications.

 In the meeting, discussions were also held regarding cooperation between Pakistan and Saudi Arabia in the field of communication.

The minister and the ambassador also discussed the upcoming meeting of the Organization of Islamic Cooperation on November 12.

 Welcoming the convening of the OIC summit by Saudi Arabia, Murtaza Solangi said as a founding member, Pakistan will continue to play its role in the objectives of the establishment of the OIC and further strengthening of the organisation.

Murtaza Solangi appreciated the strengthening of the OIC’s role in protecting the interests of the Muslim Ummah and the role of Saudi Arabia in this regard.

Besides, bilateral issues of mutual interest were also discussed in the meeting.

He expressed good wishes for Saudi King Salman bin Abdulaziz and Crown Prince Muhammad bin Salman.

The Caretaker Federal Minister of Information also expressed his best wishes for the Saudi Ambassador.

Mumbai, NOV 7: Glenn Maxwell played one of the greatest innings in the history of the World Cup as Australia defeated Afghanistan by three wickets at the Wankhede Stadium, Mumbai, India, on Tuesday.

Maxwell, 35, terrorised Afghanistan’s bowlers and hit them all over the park as he, alongside skipper Pat Cummins, snatched victory from the jaws of defeat.

The 35-year-old came to bat when his side was 49-4 after Josh Inglis had just lost his wicket for a golden duck. However, Maxwell got a life on two different occasions as he was dropped by Hashmatullah Shahidi and Mujeeb ur Rehman.

Afghanistan’s bowlers caused all kinds of trouble for Australian batters in the early overs and were on the way to a certain victory. Still, Maxwell alone became the reason for their pain as the right-handed destructive batter gave no choice or chance to Shahidi’s men.

Maxwell was largely supported by Cummins who played a calm and sensible knock, scoring 12 runs in 68 balls.

The 35-year-old also suffered cramps and, in the last few overs, he was unable to run while also playing shots without using any footwork.

Batting first, Ibrahim Zadran was the standout player as he became the first Afghani batter to score a century in the history of the World Cup.

While other Afghani batters failed to score big it was Zadran who came as an opener and stayed till the very end, helping his side to reach a good total.

Rashid Khan significantly supported Zadran during the last five overs as the all-rounder played a rapid knock, scoring 35 off just 18 deliveries with two fours and three sixes.

Rahmat Shah (30), skipper Hashmatullah Shahidi (26) and Azmatullah Omarzai (22) were the other contributors to the winning side.

No Australia bowler other than Josh Hazlewood bowled up to the expectations as the right-handed pacer only conceded 39 runs in nine overs and also took two important wickets.

Afghanistan will now play another important and must-win match against South Africa on November 9.

Meanwhile, Australia will take on Bangladesh on November 11 in their last group match.

Palestinian, Pakistani Foreign Ministers unite to condemn Israeli aggression in Gaza

ISLAMABAD, NOV 7: The Minister of Foreign Affairs and Expatriates, Dr. Riyad Al-Maliki, received a phone call from his counterpart, the Minister of Foreign Affairs of the Republic of Pakistan, Minister Jalil Abbas Gilani, who wanted to offer his condolences to the Palestinian people and their representatives in light of the magnitude of the devastating event to which the Gaza Strip is exposed. His country rejected the Israeli aggression on the Strip and expressed its dissatisfaction with the extent of the destruction.  And the killing that the Palestinian people pay for in the face of the gravity of the Israeli bombing and destruction, which has not stopped for 32 days since the start of the barbaric Israeli war on the Palestinian people in Gaza.

 He also affirmed that his country, as a Pakistani people, government, parties, parliament and institutions, stands alongside the Palestinian people in their struggle to achieve their rights to freedom and the embodiment of their state on the 1967 borders, with East Jerusalem as its capital.  He also stressed his country’s commitment to deploying all its capabilities for the benefit of the Palestinian people and its readiness to provide everything the Palestinian people need in such inhumane conditions to which this steadfast people is exposed.

 In turn, Minister Al-Maliki presented his counterpart, Minister Gilani, in details of what the state of “occupation and destruction” Israel is doing against the Strip, including killing, destruction, and cutting off water, electricity, communications, and fuel, to prevent hospitals from carrying out their duty in treating the large numbers of wounded who fill the hospitals, in addition to its targeting of civilians, especially children and women.  And the elderly in their homes, in hospitals, schools, or shelters, and even targeting ambulances.

 Minister Al-Maliki also explained to his counterpart the position of the State of Palestine and what is required of the international community to end the killing, stop the aggression, call for a ceasefire, and bring in what the besieged and detained people need in terms of food, medicine, drinking water, and fuel, and in removing the wounded, providing shelter for the displaced, preventing displacement, and providing protection for the Palestinian people.  And return to discuss the roots of the problem and the need to open a political horizon to end the occupation and embody an independent and sovereign state with Jerusalem as its capital.

 Minister Malki also touched on the increasing violence occurring by settlers and the Israeli army in the West Bank, including occupied Jerusalem, and the targeting of these invaders against defenseless civilians and residents of remote areas, preventing the movement of citizens on the roads, and other measures aimed at destabilizing the West Bank and providing excuses for wider invasion.  And a bigger attack on the West Bank to kill the largest possible number of residents and spread terror among the residents and force them to flee their homes and lands.

 In conclusion, the Palestinian and Pakistani ministers agreed to meet during the Islamic summit that will be held this week in the Saudi capital, Riyadh, in order to better coordinate between the two countries and their positions, as well as to benefit from their presence in international forums in the interest of advancing the Palestinian cause and advancing the rights of the Palestinian people.

DHAKA, Bangladesh – Prime Minister Sheikh Hasina has questioned the rise in food prices, citing increased domestic production.

She believes there is a plot to drive up prices and then blame the government for the increases.

Speaking at a gathering in Dhaka on Friday, the premier ordered the identification and prosecution of “businesses that manipulate prices and then blame the government for price increases.”

The discussion was held to remember four national leaders – Syed Nazrul Islam, Tajuddin Ahmad, AHM Qamaruzzaman, and M Mansur Ali – who were assassinated in Dhaka jail on November 3, 1975, following the assassination of Bangabandhu Sheikh Mujibur Rahman.

However, Hasina’s speech focused on the current political situation and economy in the context of the BNP’s anti-government campaign ahead of the general election.

Concerning price increases, she stated, “People who hoard products to pickpocket the public must be identified.”

“Everything has increased in production, including fish, meat, vegetables, and rice.” So why should there be a supply shortage?”

“People who speak against the government after raising prices by hoarding goods must face action.”

Hasina attempted to undermine the BNP’s blockade campaigns to destabilize her government. She claimed that the party’s similar movement, which included deadly bus firebombings, failed during and after the 2014 election.

She stated that the people stopped the BNP then and urged them to do so again.

ISLAMABAD, NOV 07 (DNA) — A district and sessions court in Islamabad Tuesday remanded former federal minister Fawad Chaudhry in police custody for one more day. Fawad Chaudhry was produced in the Islamabad court upon the completion of his two-day physical remand. He had been remanded in police custody for two days by Area Magistrate Abbas Shah.

A case of Rs5 million worth fraud is registered against Fawad Chaudhry at Abpara police station. Prosecutor Adnan Ali requested the court to grant Fawad Chaudhry’s physical remand for another five days.

Defence lawyer Ali Bukhari opposed the request for further remand of Fawad Chaudhry. He pleaded with the court to discharge Fawad Chaudhry in the case. The court, however, granted one-day physical remand of Fawad Chaudhry to police. — DNA

They denounced the genocide and atrocities on innocent Palestinians in Gaza by Israeli forces. They said international community should play its role in stopping the oppression on Palestinians. The Prime Minister and Maulana Tahir Ashrafi welcomed the OIC meeting to be held soon regarding the situation in Palestine, especially Gaza.

PM Anwaar-ul-Haq has stressed the need for the international community to play an urgent role in stopping Israel’s aggression against Palestinians. Maulana Ashrafi paid tribute to the interim government’s steps to promote inter-faith harmony.
