Among the most influential planning milestones in Pakistan’s history, the vision of Dr. Mehboob-ul-Haq stands out as a cornerstone. Dr. Haq’s Pakistan Five-Year Plan (1983-1988) is celebrated for its revolutionary approach to prioritizing human development over mere economic expansion.
