Islamabad, 22 October 2025 — Pakistan welcomes the Advisory Opinion issued by the International Court of Justice (ICJ) on “Obligations of Israel in Relation to the Presence and Activities of the United Nations, Other International Organizations and Third States in and in relation to the Occupied Palestinian Territory.”
The ICJ has unequivocally affirmed that Israel, as the occupying power, is under a binding legal obligation to facilitate—not obstruct—humanitarian relief operations conducted by the United Nations and its agencies, particularly the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The Court also reaffirmed Israel’s duty to ensure that the Palestinian people have access to essential supplies, including food, water, shelter, fuel, and medical care.
Furthermore, the Court held that Israel, as an occupying power, has no right to unilaterally apply its domestic laws to the occupied territories in a manner that undermines the Palestinian people’s inalienable right to self-determination over the entirety of the Occupied Palestinian Territory.
Pakistan actively participated in the written and oral proceedings before the ICJ, reaffirming its unwavering support for UNRWA’s mandate and its indispensable role in delivering life-saving humanitarian assistance to the Palestinian people.
Pakistan calls for the immediate and full implementation of the ICJ’s Advisory Opinion and urges the unhindered resumption of UNRWA operations throughout the Occupied Palestinian Territory. Pakistan reiterates its steadfast commitment to the right of self-determination of the Palestinian people and supports the establishment of an independent, sovereign, viable, and contiguous State of Palestine, based on the pre-1967 borders, with Al-Quds Al-Sharif as its capital.
